В научной статье представлены результаты анализа тенденций развития крестьянских (фермерских) хозяйств ииндивидуальных предпринимателей в условиях современной экономики Российской Федерации. Актуальностьисследования на выбранную проблематику обусловлена тем, что от тенденций развития малых сельскохозяйственныхпредприятий зависит конкурентоспособность отечественного агропромышленного комплекса. В статье проведен анализ действующих направлений государственной поддержки АПК, современное состояние и тенденции развития инвестиционной деятельности в сельском хозяйстве. Низкая доходность отрасли ограничивает возможности активизировать инвестиционную активность сельхозпредприятий за счёт собственных средств. Механизм проектного финансирования может стать инструментом активизации привлечения инвестиций в аграрный сектор. The article analyzes the use of state support for the agro-industrial complex, the current state and trends in the development of investment activities in agriculture. The low profitability of the industry limits the ability to intensify the investment activity of agricultural enterprises at the expense of funds. The project financing mechanism can become a tool for boosting investments in the agricultural sector.

В статье рассмотрены основные тенденции и перспективы внедрения инноваций в аграрную сферу хозяйствования Украины. Приведены примеры успешного внедрения инноваций в хозяйственную деятельность предприятий аграрной сферы. Дана оценка эффекта от внедрения инноваций субъектами агробизнеса. Представлен рейтинг наиболее успешных аграрных предприятий Украины по уровню внедрения инноваций и расходов на инновационную деятельность. Предложено внедрять инновации в агробизнесе с целью повышения производительности труда и эффективности хозяйственной деятельности. The article discusses the main trends and prospects for the introduction of innovations in the agricultural sector of Ukraine. Examples of successful implementation of innovations in the economic activities of agricultural enterprises are given. The effect of the introduction of innovations by agribusiness entities is evaluated. The rating of the most successful agricultural enterprises in Ukraine by the level of innovation implementation and spending on innovation activities is presented. It is proposed to introduce innovations in agribusiness in order to increase labor productivity and economic efficiency.

Представлены пути повышения эффективности экономических ресурсов АПК СКФО, исходя из резервов его сырьевого сектора и исторически сложившейся структуры производства, формирующей благоприятную конъюнктуру для конкурентных преимуществ развития АПК субъектов СКФО., The article provides a comprehensive analysis of the current state of production of agricultural products of the North Caucasus Federal District. Ways of increasing the efficiency of the economic resources of the agro-industrial complex of the North-Caucasian Federal District are presented, proceeding from the reserves of its raw materials sector and the historically established structure of production, which creates a favorable environment for the competitive advantages of developing the agro-industrial complex of the constituent entities of the North-West Federal District.

Цель работы заключается в исследовании основ формирования конкурентоспособных предприятий в АПК СКФО, непосредственно принимающих участие в создании передовых производственных технологий, способствующих инновационному развитию. Основные задачи модернизации экономики АПК СКФО состоят в ускоренном развитии производственного сектора путем выпуска качественной и конкурентоспособной продукции АПК на основе современной технологической структуры и повышения инновационной активности, а также гармоничного развития всех отраслей агропромышленного производства и социальной сферы. Методологией проведения работы послужили труды отечественных и зарубежных ученых в области исследования инноваций в АПК, предполагающих использование инновационных, цифровых технологий, информационно-компьютерных технологий, нанотехнологий, био-, эко-инноваций, а также новых управленческих, экономических, организационных методов, с принципиально новыми свойствами, которые ранее не производились и которые направлены на повышение эффективности производства, управления и реализации в сферах АПК. В работе использованы системный анализ, общенаучные логические приемы и методы исследования. Результаты работы. Решение задач по преобразованию агропромышленного комплекса в регионах СКФО в высокотехнологичную и конкурентоспособную отрасль национальной экономики обеспечит рост производительности труда и максимизацию доходности предприятий АПК, повысит качество сельскохозяйственной продукции, позволит создать новые рабочие места, развивать сельские территории, повысить уровень благосостояния населения региона в целом. Область применения результатов. Результаты проведенного исследования могут использоваться органами региональной власти в процессе разработки специальных проектов, стратегий и программ, с помощью которых возможно динамичное развитие регионов СКФО, эффективное развитие АПК, реализация стратегии России, которая позволит обеспечить продовольственную безопасность и независимость. Выводы. СКФО занимает важное место в экономике страны и обеспечении защиты ее стратегических интересов. Экономическое развитие СКФО обусловлено высокой долей аграрного сектора в отраслевой специализации его экономики. Поскольку большая часть населения Северо-Кавказского федерального округа владеет традиционными исторически сложившимися трудовыми навыками, то субъекты региона имеют все возможности для того, чтобы возродить сельскохозяйственное производство., The purpose of the work is to study the foundations of the formation of competitive enterprises in the agro-industrial complex of the North Caucasus Federal District, directly involved in the creation of advanced production technologies that contribute to innovative development. The main tasks of modernizing the economy of the agro-industrial complex of the North-Caucasian Federal District are to accelerate the development of the manufacturing sector by producing high-quality and competitive agricultural products based on the modern technological structure and increasing innovative activity, as well as the harmonious development of all sectors of agricultural production and the social sphere. The methodology of the work was the work of domestic and foreign scientists in the field of innovation research in the agricultural sector, involving the use of innovative, digital technologies, information and computer technologies, nanotechnologies, bio-, eco-innovations, as well as new managerial, economic, organizational methods, with fundamentally new properties that have not been previously produced and which are aimed at improving the efficiency of production, management and implementation in the agricultural sector. The work used system analysis, general scientific logical techniques and research methods. Results of work. Solving the problems of transforming the agro-industrial complex in the regions of the North-Caucasian Federal District into a high-tech and competitive sector of the national economy will ensure the growth of labor productivity and maximization of the profitability of agricultural enterprises, increase the quality of agricultural products, create new jobs, develop rural areas, and increase the welfare of the region’s population generally. Scope of the results. The results of the study can be used by regional authorities in the development of integrated programs and strategies for the dynamic development of regions of the North Caucasus Federal District, associated with the effective development of agricultural production, the implementation of Russia's strategy to ensure its food independence and security. Findings. North-Caucasian Federal District occupies an important place in the country's economy and ensuring the protection of its strategic interests. Исследован широкий класс параметрических оценок спектральной плотности мощности, основанных на принципе максимума энтропии и авторегрессионной модели наблюдений. При этом выделен их ключевой параметр — порядок используемой модели. Рассмотрена проблема априорной неопределенности, когда истинное значение порядка заранее не известно. С целью преодоления недостатков известных алгоритмов в условиях малых выборок наблюдений предложен новый критерий автоматического определения порядка по выборке конечного объема. В основу предложенного критерия положен принцип гарантированного уровня значимости в задаче проверки сложных статистических гипотез. В отличие от критериев AIC, BIC и др., он не связан с определением погрешности измерений, поскольку оперирует исключительно понятием «уровень значимости» формируемого решения. Исследование эффективности предложенного критерия проведено теоретически и экспериментально. Рассмотрен пример его применения в задаче спектрального анализа речевых сигналов. Даны рекомендации по его практическому использованию в системах цифровой обработки сигналов.

Summary. Development of food technology in the last two decades, faced with a new negative phenomenon. The fact that this period - the time of stagnation of domestic production of food, the mass of imports and import equipment for the agricultural, processing and food technology. This significantly reduces the food security of Russia. One reason for this state of food production has methodological crisis in science and engineering, agribusiness country. The dialectical method considers the category of "system" in all its aspects, so a systematic approach to problem solving AIC Russia - this is not a fad, but the need for such an approach to the creation of technological systems.
