The abundance of strategic planning documents and the dynamic nature of strategic planning necessitate the evolution of analysis tools. This study aims to develop a comprehensive methodology for analyzing strategic planning documents using electronic data processing tools. The core of the proposed methodology is content analysis with the identification and synthesis of semantic structures. It relies on tools such as a content analyzer, a semantic and syntactic parser for in-depth text analysis, and a semantic mapping tool for condensing information gathered in the preceding stages. Initially, we identified three key structures to uncover value orientations, combinations of measures, and anticipated outcomes embedded in the documents of several regions of the Russian North and South. Subsequently, the tools mentioned were utilized for language pattern identification, definition, and classification. In the following stage, using a word cloud toolkit (semantic map), which factors in word frequency and collocation strength, visual representations were derived from the pre-processed data provided by the strategic planning documents. The analysis and comparison of the regional strategies under study revealed that Northern regions’ strategies are more balanced and comprehensive in terms of their underlying values. However, the language patterns describing measures taken and their outcomes mainly concentrate on employment. In addition, it should be noted that semantic structures concerning the lives of indigenous peoples of the North were not identified in the course of the analysis. These conclusions can be useful for both improving the content of long-term regional development planning documents and stimulating scholarly discussions regarding the essence of the strategic planning process across different government levels.

Introduction. Support systems currently used in modern cardiac surgery to provide partial or complete, permanent or temporary replacement of cardiac function are frequently characterized by large dimensions, thus requiring major surgical interventions. Low invasiveness can be ensured by reducing the size of the implanted part of such systems, allowing these devices to be inserted through the femoral artery.Aim. Development of a minimally invasive micropump system to support blood circulation.Materials and methods. Based on the analysis of implementation of micropump circulatory support systems (MCSS), the configuration, operational principles and main components of such a system were determined. When designing a micropump, as a unit defining the weight and size parameters of the entire system, numerical and experimental methods were used to optimize its flow path based on the condition of minimizing blood injury and thrombus formation. The lubrication and cooling system was developed by solving the thermodynamic problem of heat removal. The electronic control unit was developed on the basis of accumulated experience in the design and operation of control units for circulatory support systems.Results. A micropump with a diameter of 6.5 mm and a length of 43 mm with the required hydro- and hemodynamic parameters was designed. The device ensures minimal trauma and thrombus formation. The main MCSS parameters, as well as its main components (electric drives, lubrication and cooling systems), were defined. The configuration and operational principles of the electronic control unit (ECU), consisting in a microprocessor-based control system with feedback, were developed. The ECU built-in software manages the rotational speed of the electric drives of the micropump and coolant supply pump in the required range. In addition, the software is used to measure, display and register the MCSS operational parameters, as well as to monitor their operation in the required ranges and to exchange data between the ECU and the PC.Conclusion. All the necessary documentation for the MCSS nodes and components was prepared. These nodes and components ensure the hydro- and hemodynamic parameters required for the use of the developed minimally invasive micropump system. Future work will address the stages of MCSS assembly and debugging.

Subject of Research. One of the ways of automatic text analysis is the construction of subordination trees, in which the words of a sentence are connected with each other by semantic-syntactic links. The field of research is Russian-language texts, which have a general political, artistic and highly specialized character. Special attention is paid to the cases when the words are connected being far from each other at a considerable distance. Method. The subordination trees were built with the help of semantic-syntactical parser.Then the calculation of the distribution of links of different types by lengths was performed. The appearance frequencies of nonlocal links are studied. Main Results. It is shown that the fraction of non-local connections depending on the type can reach up to tens of percent. This is especially important for links coming from predicate nodes (subject, adverbial, etc.), as well as for anaphoric ones. It is noted that publicly available semantic classifiers and thesaurus have limited applicability for solving the problem of correct linking of remoted words in a sentence. Practical Relevance. It is shown that when solving the problem of extracting information that is ontological or scenario-based, as well as coreference, the long syntactic links that form the non-local semantic context cannot be neglected. The conclusion is drawn that the analysis of n-grams only is insufficient for the adequate selection of information from the text that is ontological or scenario. In this regard, there is a need to compile micro-dictionaries, focused on certain syntactic structures

Background: The efficacy of the treatment of type 1 diabetes can be markedly improved using artificial pancreas (AP), which is a technology to automatically control blood glucose levels. Aim: In this paper, we propose the construction of a controller for controlling the automated delivery of insulin in AP based on a proportional–integral–derivative (PID) algorithm using intraperitoneal (IP) insulin delivery. Methods: The project used rapid-acting insulin in the IP space when setting up a PID controller with feedback to ensure the safe and efficient delivery of insulin. The controller was configured to satisfy feedback insulin present in blood. Controller check was performed In Silico using the metabolic simulator UVA|Padova T1DMS on 10 virtual patients. Results: The proposed controller design has time to reach 83% within the glycaemic range of 70–140 mg/dl (3.9–7.8 mmol/l), without time spent in hypoglycaemia. Conclusions: In a future study we plan to test this controller in vivo to evaluate its performance in vivo.

Objective: to study the dynamics of incidence and mortality from melanoma of skin in Ukraine and Zaporizhzhia region in the 20th and at the beginning of the 21st century. Materials and methods: review of specialized literature was performed, statistical reporting forms were analyzed. Results and discussion. In 2012, 3289 new cases and 1174 deaths from melanoma in Ukraine were registered. At the same time incidence and mortality amounted to 4.7 and 1.6 per 100.000 population, respectively. In 2012, in Zaporizhzhia region 140 new cases of skin melanoma (incidence – 5.3 per 100.000 population), and 50 deaths from it (mortality – 1.9 per 100,000 population) were registered. In 2002, 2358 new cases and 1021 deaths from melanoma were registered in Ukraine. General incidence of skin melanoma in Ukraine in 2002 was 3.3 per 100,000 population and the death rate from melanoma of skin was 1.4 per 100.000 population. Conclusions. In Ukraine at the beginning of the 21st century within 10 years, the number of cases of melanoma and deaths increased by 42 % and 14 %, respectively. The annual incidence rate of skin melanoma growth in Ukraine amounted to 4.2 % and an annual increasing of mortality from melanoma of skin – 1.4 %. In Zaporizhzhia region at the beginning of the 21st century within 10 years incidence of melanoma and mortality from it increased by 36 % and 12 %, respectively. The annual increasing of incidence rate in Zaporizhzhia region is 3.6 % and the annual increasing in mortality from melanoma of skin – 1.2 %.

The paper deals with the principle of operation for SemSin semantic and syntactic parser creating a dependency tree for the Russian language sentences. The parser consists of 4 blocks: a dictionary, morphological analyzer, production rules and lexical analyzer. An important logical part of the parser is pre-syntactical module, which harmonizes and complements morphological analysis results, separates the text paragraphs into individual sentences, and also carries out predisambiguation. Characteristic feature of the presented parser is an open type of control – it is done by means of a set of production rules. A varied set of commands provides the ability to both morphological and semantic-syntactic analysis of the sentence. The paper presents the sequence of rules usage and examples of their work. Specific feature of the rules is the decision making on establishment of syntactic links with simultaneous removal of the morphological and semantic ambiguity. The lexical analyzer provides the execution of commands and rules, and manages the parser in manual or automatic modes of the text analysis. In the first case, the analysis is performed interactively with the possibility of step-by-step execution of the rules and scanning the resulting parse tree. In the second case, analysis results are filed in an xml-file. Active usage of syntactic and semantic dictionary information gives the possibility to reduce significantly the ambiguity of parsing. In addition to marking the text, the parser is also usable as a tool for information extraction from natural language texts.
