Over the past decades, altruistic cyber activities of online education volunteers who share useful knowledge with other Internet users have become widespread in the Internet space. Personal and group features of such prosocial behavior, which is strongly influenced by the realization of values, have not been sufficiently studied by psychological science so far. This study continues the psychological analysis of the value-orientation sphere of online educators, focusing on competent education volunteers who deal with the Internet encyclopedia “Wikipedia” (N = 92) and the question-answer (QA) online project “Otvety” (N = 113). The following tools were used in the work: the revised Portrait Value Questionnaire (PVQ-R2R) by Sh. Schwartz adapted by T.P. Butenko, D.S. Sedova and A.S. Lipatova and the Value Orientations Techniques developed by O.I. Motkov and T.A. Ogneva (version 2). The results of the analysis provide sufficient grounds to characterize the members of both groups as indivi- duals who are productively oriented towards informational and pro-social Internet activities that are not identical in format from the perspective of transfinite altruism, for the implementation of which optimal non-hierarchical-parity conditions have been created in their reference online communities, stimulating liberty in the process of individual self-realization. It is shown that, with a high homogeneity of the value profiles of the Wikipedia authors and QA “Otvety” service experts, the internal value-related self-determination (procedural in nature) has a basal meaning for them, since the external one, set in a heteronomous position, only weakly corresponds to their freedom-seeking way of life. It is concluded that the series of theoretical and empirical psychological studies of the diverse teams of online education volunteers will make it possible, by understanding their personal and group specifics, to lay a solid foundation, which can potentially lead to global unity of people with the prospect of large-scale amplification of knowledge as one of the highest human values.

The development of the Internet contributes to the activity of education volunteers who disseminate a variety of information on the Web. This study is limited to virtual volunteers who share useful knowledge in cyberspace. Although the issues of volunteering are covered quite widely in psychological science, the volitional mechanisms that encourage online educational activities have been poorly studied. The leading role in the deployment of such prosocial behavior is played by a specific value-orientation system. The purpose of this research is to identify and describe the systems of values and value orientations of online educators, namely representatives of the expert core of the online encyclopedia “Wikipedia” (N = 96) and the question-answer (QA) online project “Otvety” (N = 47). The study is based on the value-specific (SVS, PVQ) methodology developed by Sh. Schwartz and adapted by V.N. Karandashev; the participants belong to the abovementioned expert core groups of online education volunteers. The results reveal their relatively homogeneous set of values, which is developing into an altruistic meta-orientation towards autonomously given and situationally different dissemination of knowledge aimed at providing information (as a public utility) and regulated by self-transcendence and openness to changes. Intersubjective (in terms of normative ideals and individual priorities) and intergroup (in terms of communities) value-related comparison of the study participants - Wikipedia authors and QA “Otvety” service experts - optionally show that the Wikipedians are more inclined to avoid saturated social relationships (being socially inert), however, are much more hedonistic about life than the QA-experts. At the same time, both groups are brought together as close as possible by the radical condemnation of any factors that interfere with social harmony and limit the freedom to manifest oneself as a person. Based on the obtained results, it can be concluded that further understanding of the personal and group characteristics of education volunteers can expand the scope of education; therefore, in subsequent studies, it is proposed to use successive psychodiagnostic methods that measure value specificity in a psychosocial context.

This publication continues the experience of covering the work of the Scientific and Meth­odological Council under the Prosecutor of the Omsk Region, among the main tasks of which remains the development and discussion, together with representatives of legal science, of sound recommenda­tions on problematic issues of prosecutorial supervision, legislation and law enforcement practice, legal advisory opinions on issues arising in prosecutorial practice. In this regard, the article proposes to dis­cuss certain topical problems of law enforcement practice raised at one of the last meetings of the Scien­tific and Methodological Council under the Prosecutor of the Omsk Region. Thus, based on a systematic analysis of errors in the implementation of the institution of a judicial fine, it is proposed to provide prosecutors with systematic supervision over compliance with the requirements of the law when it is ap­plied, which requires a more thorough study of criminal cases, as well as a proper initiative to establish the circumstances associated with the application of a judicial fine, and timely challenging unfounded court decisions. In addition, the practice of law enforcement highlights the fundamental problem of a unified interpretation of the grounds for terminating a criminal case (criminal prosecution) against a person who has committed an act prohibited by criminal law in a state of insanity. Based on the analy­sis of legal situations and various approaches to their resolution, the article argues for the need to make a decision on the studied criminal cases on the grounds of paragraph 4 of part 1 of Art. 24 of the Criminal Procedure Code of the Russian Federation in connection with the death of a person involved in criminal proceedings. In other similar situations, but related to the criminal prosecution of these persons, the deci­sion must be made taking into account the specific circumstances of the criminal case.

Introduction. The relevance of the study is determined by the negative consequences for the environment from the constant increase in the amount of municipal solid waste. The most vulnerable in this situation are small towns in the Arctic zone of the Russian Federation. The remoteness, inaccessibility, as well as the difficult socio-economic situation of these settlements are serious obstacles to achieving both the effectiveness of the implementation of the reform of production and consumption waste management, and the goals of sustainable development of the region. The purpose of the article is to identify the value foundations prevailing in environmental consciousness and the prevailing types of environmental behavior of the population of small towns in the European part of the Russian Arctic in the field of solid waste management. Materials and Methods. The article presents the results of an empirical study conducted by a questionnaire survey in August-November 2020 in the Arctic territories of the Republic of Karelia and the Murmansk region. The number of respondents is 1303. The questionnaire method is used to carry out a mass representative survey of residents of the Arctic territories on the problem of municipal solid waste. Statistical methods for processing quantitative data makes it possible to identify the main correlations between variables in relation to grassroots practices in the management of municipal solid waste by gender, age and place of residence of the respondents. Results. The paper shows the findings of a sociological study, during which the peculiarities of the perception of the population of small towns in the Republic of Karelia and the Murmansk region of environmental problems were identified and an assessment of the degree of threat to the environment from illegal dumps and household waste was given. The authors studied the direct practices of handling household waste and the willingness of respondents to change the traditional poorly environmentally oriented behavior to environmentally conscious actions. Discussion and Conclusion. The study showed that the problem of the increasing amount of MSW is relevant and causes a high degree of concern among the population. At the same time, the majority of respondents implement behavioral practices that indirectly affect the environment. The decisive problem for the population of remote areas of the Russian Arctic is the poor organization of the waste management process: lack of investment attractiveness for business, low level of infrastructure development, little funding, which determines low motivation and mobilization of the population to master various environmental practices. The results obtained can be used by regional and municipal authorities, regional operators and specialists of environmental nongovernment organizations.

The article suggests using a combination of the modified Burgers model and the Mohr – Coulomb model with the degradation of the adhesion coefficient and the increase in the friction coefficient to determine the parameters of salt rocks. A comparative analysis of long-term laboratory tests and field observations in underground mine workings with the results obtained using a calculated model with certain parameters is carried out. The parameters of the Mohr – Coulomb model with the degradation of the adhesion coefficient and the increase in the friction coefficient were obtained from the statistically processed data of laboratory tests, and the parameters of the modified Burgers model were determined. Using numerical methods, virtual (computer) axisymmetric triaxial tests, both instantaneous and long-term, were performed on the basis of the proposed model with selected parameters. A model problem is solved for comparing the behavior of the model with the data of observation stations in underground mine workings obtained from borehole rod extensometers and contour deformation marks. The analytically obtained coefficients of the nonlinear viscous element of the modified Burgers model for all the analyzed salt rocks did not need to be corrected based on the monitoring results. At the same time, optimization was required for the viscoelastic element coefficients for all the considered rocks. The analysis of the model studies showed a satisfactory convergence with the data on the observation stations. The comparative analysis carried out on the models based on laboratory tests and observations in the workings indicates the correct determination of the parameters for salt rocks and the verification of the model in general.

The article analyzes the regional specifics of solid municipal waste management in the Arctic zone of the Russian Federation. The relevance of the topic is determined by the need to analyze the regional specifics of solid municipal waste management within the framework of the federal project "Integrated System of Solid Municipal Waste Management", included in the national project "Ecology". First of all, this request will allow us to achieve the most effective management decisions in the field of regulatory regulation and the introduction of mechanisms for economic regulation of MSW management activities, as well as to contribute the creation of an effective management system, and the development of infrastructure for MSW management. The statistical analysis of formation indicators, processing and utilization of MSW waste in the structure by region is presented in this paper. The factors determining the specificity of MSW handling in the Arctic regions are defined. The expert survey made it possible to identify the main problems of implementing the garbage reform in the Arctic in general and in inner regions in particular. The main methods in this study were: semi-formal telephone interviews with representatives of environmental organizations and associations (18 informants), as well as collecting and analysis of statistical indicators of the MSW handling in the Arctic regions.

In this work, the location of the karst sinkholes not recorded during field work was mapped using satellite imagery data. Based on GIS, engineering-geological zoning of the territory was carried out by the method of distance from the nearest surface karst occurrence. The results of the sinkholes density analysis of the territory conducted using the sliding window method are presented. The complex engineering-geological zonation of the territory was carried out according to the complexity of the engineering-geological situation.

The article examines infrastructure investment projects, their impact on the economy. The main attention is paid to road construction objects, because the road network still does not meet modern requirements. Due to the fact that infrastructure projects are diagnosed and classified according to areas of activity, systematized according to the forms of implementation, it is necessary to determine approaches to a targeted assessment of the effectiveness of such projects, depending on their classification, which are formulated in the article. Attention is focused on the need for alternative projects, which is facilitated by the digitalization of the economy. Infrastructure projects can be financed from several sources of budgets of all levels, off-budget funds, private investors ’ funds, joint and project financing, concession agreements, foreign investments and bank loans with a minimum interest rate.

The main idea of this research was to determine the effectiveness of holding the unilateral spinal anesthesia in comparison with total, positive and negative effects of these manipulations. In Ukrainian medical practice, the technique of spinal anesthesia for analgesia of surgical interventions on the abdominal cavity and lower extremities has been introduced for a long time. One of the main methods is unilateral spinal anesthesia. The study compared: the effectiveness of anesthesia, the duration of anesthesia, the volume of infusion therapy during surgery and the reaction of the cardiovascular system to the manipulations.

The coastal territories of the Red River, passing through the city of Hanoi (the capital of Vietnam), are developed very dynamically by different types of construction, sand extraction from the river bed and its banks, pumping of water, creation of ponds and agriculture. But these activities are only possible in areas protected against annual floods with a dam. However, in recent years, the intensity of lateral erosion of the river and associated suffocation and landslide processes has become rapidly increasing in both flood and dry seasons. Deformations capture natural river banks and the dam body. The authors analysed the causes and identified mechanisms of these processes taking into account variable climatic, tectonic, hydrological, geological and hydrogeological conditions complicated by economic activities in the coastal zone. The article provides calculations of the stability of banks in different conditions (during and after the flood), which confirms theoretical ideas about the mechanism of the process and coincide with the observations. The greatest contribution to the banks destruction is the variability of the internal friction angle of the sands entering the section of the coastal territory.

Ubiquitous growth in the text mining field is unprecedented, where social media mining is playing a significant role. Gigantic growth of text mining is becoming a potential source of crowd wisdom extraction and analysis especially in terms of text pre-processing and sentiment analysis. The analysis of a potential influence of sentiment on real estate markets controversially discussed by scholars of finance, valuation and market efficiency supporters. Therefore, it’s a significant task of current research purview which not only provide an appropriate platform for the contributors but also for active real estate market information seekers. Text mining has gained the widespread attention of real estate market information users which is almost on explosion level. Accessibility of data on such behemoth scale mandates regular and critical analysis of this information for various perspectives’ plausibility. Rich patterns of online social text can be exploited to extract the relevant real estate information effectively. As text mining plays a significant and crucial role in discovery of these insights therefore its challenges and contribution in social media analysis must be explored extensively. In this paper, we provide a brief about the current summary of the modern state of text mining in pre-processing and sentiment for the real estate market analysis. Empha-sis is placed on the resources and learning mechanism available to real estate researchers and practitioners, as well as the major text mining tasks of interest to the community. Thus, the main aim of this chapter is to expound and intellectualize the domains of social media which are accessible on an extraordinary range in the field of text mining real estate for predicting real estate market trends and value.

The development of psychotic symptoms is traditionally linked to the increase of the functional activity of endogenous dopaminergic system. Antipsychotic effect of existing medications is associated with direct blockade of postsynaptic dopamine receptors. However, direct antagonistic activity is «alien» to physiological mechanisms of neurotransmission modulation, and presynaptic autoreceptor blockade mау produce a reverse (agonistic) effect, enhancing neurotransmitter release. On the other hand, anti-dopamine effect can be achieved by indirect antagonistic activity—by presynaptic dopamine depletion, which is consistent with the natural, physiological mechanisms of reducing neurotransmission. It can be assumed that modulation of presynaptic regulation is one of the promising directions for the development of antipsychotic drugs of future generations.

Given the differences in the pharmacological and clinical effects of antidepressants, criteria for their differential choice in the treatment of depression associated with comorbid medical illnesses are suggested. Based on these criteria and general rules of clinical pharmacology, principles of antidepressant treatment in patients with comorbid medical illnesses aimed to optimize the therapeutic process and to prevent treatment resistance are developed.

Approaches based on such quality management principles as “consumer orientation” and “decision making on the basis of factual data” are of particular importance for the development of Russian automotive industry under current conditions. In order to solve key problems concerning quality and product competitiveness it is necessary to take efficient and substantiated management decisions which are based on a detailed analysis of the results in respect of cars warranty period. Such technology contributes to improvement of quality management processes, creation of opportunities for enhancement of customer satisfaction and sustainable development of carmakers. The paper is updating a problem of development and realization of a new approach to define quality objectives for automotive corporations. Historical analysis has been made in respectof changes in cars quality indicators for one of the leading Russian automakers. The paper presents conventional methodology which is used at enterprises to define quality objectives for new cars being under warranty period. A new approach for determination of target indicators for product quality in automotive industry has been proposed on basis of the analysis of the best practice in organizing process to monitor quality of cars in operation. The approach takes into account a number of indicators of key importance in the formation of product competitiveness of automotive corporations. A common platform has been implemented for development and monitoring of quality objectives for cars in operation. The developed platform meets current and prospwctive tendencies. Application of the platform and its elements in the carmakers practice provides opportunities for harmonious improvement of the quality management system and it is aimed at improvement of product competitiveness.

The problem of the relationship between the concepts of property. The historical aspects of the formation of the property category in Russia are indicated is considered. The economic and legal aspects of the concept of property are considered. The main forms of ownership and their shares in the total number of construction companies on the Russian market are described. The mechanism of profit distribution in the investment and construction complex in accordance with the share of ownership of each participant in the construction process is described. The importance of investment risks in the formation of construction projects is reflected, as well as the importance of large vertically integrated structures in the form of investment and construction companies that allow the entire investment and construction cycle to be closed within the same company.

The aim of the study is establishing the possibility of using Zn nanotube arrays as a basis for design compact and lightweight elements of flexible electronics, including operating under influence of ionizing irradiation.The paper presents the results of the synthesis of Zn nanotubes obtained by electrochemical deposition in the pores of polymer matrices and the study of their structural and electrophysical properties after directional modification by ionizing radiation with different doses. Using the methods of scanning electron microscopy, X-ray diffraction and energy dispersive analysis, the structure of nanotubes having a polycrystalline structure and completely consisting of zinc was studied and it was demonstrated that irradiation with Ar8+ ions with a dose from 1 × 109 to 5 × 1011 ion/cm2 and energy 1.75 MeV/nucleon has an effect on the crystal structure of nanotubes.At high doses, localized highly defect zones arise, leading to a critical change in the structure and physical properties of the nanotubes, respectively. It is shown that the consequence of the modification of the crystal structure is a change in the electrical conductivity of nanotubes: at low doses the electrical conductivity increases, but when the threshold value is reached, it sharply decreases. The change in the crystal structure and the corresponding changes in the conductive properties of Zn nanotubes due to irradiation determine the mechanism of ionizing radiation influence on nanomaterials and determine the possibility of using Zn nanotubes arrays as a basis for creating compact and lightweight elements of flexible electronics.

Actual problems of development of housing construction in modern economic conditions are considered in the article. Questions of land tenure and allocation of sites under housing construction, strategy of expenses in this segment, state sale and others has been consistently analyzed. The principles and approaches to the analysis of the housing construction has been defined. The comparative dynamics of functioning of the market of construction real estate has been presented. The attention is paid to possibilities of the private-state partnership and co-investing habitation civil-engineering designs. The issues of distribution of shares between participants in housing construction are considered. Offers under the decision of tasks in view are given.

In the paper the template synthesis of ferromagnetic (Fe, Co, Ni) nanotubes in the pores of track membranes were studied. The aim of this work was determination of nanotubes basic structural and magnetic parameters and demonstration of the possibility of application in the flexible electronics elements.By electrochemical deposition, ferromagnetic nanotubes with a diameter of 110 nm and an aspect ratio of 100 were formed in the pores of polyethylene terephthalate track membranes. The morphology of the obtained nanostructures were studied by scanning electron microscopy, the elemental composition was determined by the energy-dispersion analysis. Using the X-ray structural analysis, the main parameters of the crystal structure were established: lattice type, lattice parameter and average crystallite size. The magnetic properties were studied by the method of vibrational magnetometry.It was shown that in the selected conditions of synthesis without reference to the type of ferromagnetic metals nanotubes had the same dimensions – length, diameter and wall thickness. The produced nanotubes consisted of iron, cobalt and nickel, respectively without oxides impurities. Nanotubes had a polycrystalline structure of walls with a body-centered cubic (iron), face-centered cubic (cobalt and nickel) crystal lattice. According to the main magnetic parameters, nanotubes belonged to a group of soft magnetic materials. Also, the presence of magnetic anisotropy, which is caused by the features of crystalline structure and shape of the nanostructures.Based on the analysis of structural and magnetic characteristics of ferromagnetic nanotubes which were synthesized in the pores of track membranes, were proposed the main principles of their using in the elements’ of flexible electronics constructing (magnetic field direction sensors and magnetic memory elements).

The article analyses the provisions of the Criminal Procedure Code of the Russian Federation, which establishes the volume of criminal case materials to be presented for review to the participants of the process. Practical recommendations for the familiarization in modeled situations are given.

The paper presents the assessment of the state in numbers, distribution on the territory and trends of the dynamics at the turn of XX-XXI centuries of the most economically important species of hunting resources in Russia. Materials were obtained on the basis of data questionnaire of «harvest» Services of VNIIOZ which has no analogues in the world on the scale of the covered by territory and the duration of observations (over 80 years) and the analysis of cause-effect relationships of population dynamics. The distribution is shown of the hunting resources by the Federal districts of the country. Predictions of further changes in the number are given by separate species. In the period 1996 to 2015 in Russia it was observed a significant increase in resources of moose, wild boar, roe deer, fox, beaver, a slight increase - in bear, sable, hazel grouse. Reduced in resources is observed in hare, lynx, and in the last five years - in martens. Relatively stable populations are remained in wolf, marmots, wood grouse. Among the ungulates state is alarming in resources of wild boar on some territories in connection with the African swine fever (ASF). The number of wild boar is decreased catastrophically in the Southern and North Caucasian federal districts in connection with the ASF. The current unfavorable situation caused by the ASF may lead to decrease in the number of specie in large parts of the country. Recently, it is observed decrease in interest to hunting on the fur species. The only species which enjoys demand on the international market is sable whose resources over the last two decades remain high with the trend of short stature as a result of ongoing relocation of species. The largest resources of most species of game animals possess the Siberian, Far East and North-West federal districts of the country.

It’s presented the results of the software module "Virtual Lab" for distance learning system «Kherson Virtual University" (DLS KVU) applied to the problems of physics. Relevance of research due to the absence of existing DLS to support the creation and use of virtual labs in the disciplines of science cycle. The subject of this study is a software module to create and use virtual labs in distance learning system. The purpose of the study is a description of software technology of virtual laboratory in physics for distance learning system. It’s described the information technology, which used in design and development, as well as the structure of the virtual laboratory and its place in the DLS KVU. It’s described the principal modes of operation of the program module in the system and methods for its use in the educational process. The basic structure of the software module "Virtual Lab" is a multimedia Web editor of virtual labs, which was created using Object-oriented analysis and design technology. Software library of multimedia 3D objects, which was created in the development environment of interactive graphics Unity3D, unifies the process of creating and processing virtual labs. Basic mathematical calculations support the math processor Waterloo Maple. The developed software interface allows teachers to create laboratory and use them in their distance courses. Students, in turn, will be able to conduct research, performing virtual labs.

Results on modeling of electronic information resources of training on the basis of Wiki-technologies are presented. Application of such model is illustrated on an example of working out of the program module of distance learning system «Kherson virtual university» for creation and use of Wiki-documents.

Abstract. Questions of designing, objective modelling of software structure and choice of technologies of virtual laboratory creation are considered. The virtual laboratory for economic disciplines in system of distance learning «Kherson virtual university» is considered.
