The article examines the analysis of the relationship between the economic condition and the level of education of the regions of the Russian Federation over the past 20 years. The gross regional product, the share of pensioners, total expenses and the share of utility costs, the share of the population with incomes below the subsistence level, etc. were selected as economic indicators of the regions. As indicators characterizing the level of education in the regions, the number of teachers, students, teachers, graduate students, the share of costs for basic and applied research, etc. were taken. The main research methods are factor, correlation and cluster analysis, as well as the principal component method. Using cluster analysis, 4 groups of regions were obtained, differing in economic indicators. All indicators were standardized and for each year the method of main components between two groups of indicators was carried out both for all regions of the Russian Federation and for each cluster separately. After selecting the first main components, a linear relationship is constructed between the two groups of indicators under consideration for different federal districts of the Russian Federation. It is concluded that for the first two clusters, from 2000 to 2003, there was no connection between the two groups of indicators. However, since 2004, a linear relationship between the two groups of indicators has been revealed, which tends to increase. For the third and fourth clusters, the absence of this dependence has been noted over the past 20 years. Based on the constructed linear regression model, a forecast is made for the next 3 years on the strengthening of the influence of the economy on the field of education for the regions included in the first and second clusters. The analysis confirms the assumption that for industrial regions there is a significant relationship between economic indicators and the level of education, whereas for raw material regions there is no such relationship. The proposed method can be used both to analyze the impact of economic factors on the education of regions and to analyze the reverse effect, which is especially important for making strategic decisions in the field of education.

The relevance of the research stems from the nature of the approaches to the definition and measurement of regional welfare still debated in the extant research. Particular importance attached to this problem is related to the concept of sustainable development, which centres on promoting prosperity while protecting the planet. The paper aims to form an original theoretical model depicting the mutual influence of sustainable regional development and regional welfare. The fundamental propositions of the concept of sustainable development and welfare economics, as well as regional and spatial development theories constitute the methodological basis of the study. The methods used are comparative analysis, synthesis, and conceptual modelling. The findings confirm that regional welfare acts simultaneously as a target due to having the elements identical to the spheres of sustainable development in its struc ture, and as the key factor in the sustainable regional development due to incorporat ing a set of material and non-material, economic and non-economic goods, which build up the economic, social, environmental, and institutional elements ensuring an incessant process of changes in the regional socio-ecological-economic system impacted by interregional, national and international factors of external environment of a region. The proposed conceptual model advances scientific ideas about the main tenance of sustainable regional development, contributes to the theory of welfare, and creates a basis for devising a method to measure regional welfare.

The ideas of northern and Arctic tourism are relevant in the modern world. Currently, northern tourism is becoming more and more popular among people with medium and high incomes in different countries, including Russia, and the trend of its development is positive. The purpose of this study is to show the relevance of tourism development in the northern and Arctic territories, to identify current trends and the need of people for the development of such tourism. The Arctic is becoming an increasingly popular tourist destination. The increased interest in tourism in the Arctic has led to the creation of appropriate infrastructure and has had an impact on the region and the people who inhabit it. It has also impacted the cultural identity and traditional livelihoods of the region. In particular, the recent rapid growth of tourism and related activities will have a permanent impact on the environment and cultures of the Arctic. The article presents an analysis of modern research on this topic. The author’s research of ethnocultural tourism in the northern territories of the Karelian borderland is shown. Conclusions about the necessity of tourism development on the northern border territories and in the Arctic zones are made.

The ever-increasing negative impact of economic growth on the environment dictates the need to introduce business models of the circular economy based on the principles of industrial symbiosis. However, for the development of industrial symbiosis, it is necessary not only to understand its essence and possible benefits, but also to assess the readiness of a regional economy to implement symbiotic interactions. The purpose of the article is to develop tools for assessing the regional potential for industrial symbiosis. The research methodology is based on the concept of industrial symbiosis and Kleiner’s systems paradigm. The study applies index and matrix methods. The evidence is the data on the regions of the Southern Federal District for 2021–2022 taken from the Federal Service for Supervision of Natural Resources and the Federal State Statistics Service of the Russian Federation. The paper presents an original toolkit for assessing the regional potential for industrial symbiosis, which includes a system of indicators for evaluating its main components and a typology of regions according to the level of potential for industrial symbiosis. According to the findings, the Rostov and Astrakhan oblasts, as well as the Republic of Crimea hold the greatest potential for the development of symbiotic interactions. The study advances theoretical contributions in the field of circular economy in terms of understanding the factors and conditions necessary for the implementation of industrial symbiosis processes in a region. The practical significance of the work lies in the possibility of using its results to devise methodological approaches to the design of industrial symbiosis projects as an element of the regional socioeconomic development strategies.

The educational services sphere of Stavropol Krai occupies a significant place in the Russian economic sector development, as its main task is to meet the needs of the region, which is currently receiving special attention from the state, in qualified personnel. It is the end result of the functioning of the sphere that is a reliable foundation for human resources formation in this constituent entity. The role of education and human resources in the development of the regional economy of Stavropol Krai has been considered. The influence of the educational system on qualified specialists training necessary for sustainable development of the regional economy has been analyzed. The main trends and challenges related to education development in the region have been studied, and practical recommendations for optimizing educational programs and improving the quality of training offered. Particular attention has been paid to the issues of training highly qualified personnel and creating favorable conditions for their retention in the region. The influence of the human factor on educational services development in the region by means of SWOT-analysis has been considered. The purpose of the study is to develop institutional tools for the human factor development in the educational services sphere. The objective of the study is the identification of forms and issues of human factor development in the sphere. The research methodology is represented by institutional analysis and statistical method, SWOTanalysis is also applied. The results obtained can be used for forming and implementing a strategy for improving the education system in order to increase the region’s competitiveness.

Modern multipolar world subject to economic and financial crises requires the creation of a new model of interaction and cooperation. The goals and priorities for economic systems development at the level of states and regions have recently undergone major changes. Under the leadership of the President of the Russian Federation Vladimir Putin, the development plans of the constituent entities of the Russian Federation are constantly revised depending on the current situation in the regions. In the modern sphere of regional policy, the task of ensuring sustainable development of the economic systems of the territories is becoming more and more urgent. Public administration bodies and scientific and expert communities pay more attention to the issues of state regional policy and its constituent part such as regional economic policy, which should ensure the interrelation of regional priorities of the country with the concepts, long-term strategies, and medium-term programs of socio-economic development at the regional level. The formation of effective mechanisms for Russian economic policy implementation at various levels of government requires special attention. Insufficient clarity of state policy objectives in individual subjects makes it difficult to determine strategic development priorities and reduces the forecasts effectiveness. In this regard, the study of the regional socio-economic development processes in modern Russia is relevant both in theoretical and practical terms and necessitates the improvement of scientific support for the mechanisms of forming and implementing modern effective regional economic policy. It is necessary to work hard on its adaptation in order to form long-term programs of the country’s socio-economic development. The basic thesis of the study is that the regions are the center of forming effective economy in Russia at any stage of its development. The purpose of the study is to develop the theoretical foundations for forming regional economic policy of the constituent entities of the Russian Federation and to develop practical recommendations to improve the effectiveness of its implementation in modern conditions.

Objective: to provide a comparative assessment of the use of artificial intelligence technologies by organizations in the context of Russian regions and to identify determinants of their dynamics. Methods: descriptive statistics, histogram, grouping, principal component method, panel data models. Results: an absolute trend of recent years is to study and implement artificial intelligence technologies in many economic, industrial processes and social life. The article analyzes the trends in the application of artificial intelligence technologies in the Russian regions. The comparative analysis of regions by the level and growth rate of artificial intelligence technologiesuse by organizations showed that the regions were heterogenous by the dynamics of this indicator in 2020-2022. The regions were divided into four groups: above average and below average level in Russia. Econometric modeling based on the method of principal components gave grounds to unite the determinants of the use of artificial intelligence technologies into four components. Panel data fixed-effects models showed a significant impact of the component, characterizing the state of human capital, the level of economic development, and innovation activity of organizations in the region. Scientific novelty: for the first time an attempt was made to provide a comparative analysis of Russian regions by the level of artificial intelligence technologies use by organizations and to find the determinants of its change. Practical significance: the heterogeneity of regions in terms of the artificial intelligence technologies use by organizations was substantiated, as well as a great impact of the specific characteristics of regions, which should be taken into account when building a national policy of artificial intelligence development.

The study reveals the results of consideration of problematic issues reflecting the choice of scenario options for the sustainability of technological development of regional industrial complexes. The methodology of application of modular models under study provided an opportunity to identify the goal orientation and key aspects of the sustainability of technological development at the regional level. Among the specific features of the methodology under consideration, it is advisable to include: a set of parameters of technological development; substantiation of the essential features influencing the formation of a model of technological development of a regional industrial complex based on a scenario-modular approach. The considered features provide an opportunity to specify the fundamental principles of the classical theory of sustainable development in the context of insufficiently researched issues of the regional economy. In the process of methodological application of the methodology under consideration, a scenario-modular approach is justified, aimed at achieving the goals of sustainability of technological development and expressed in the formation of predictive scenarios of technological development based on local modules, various combinations of which allow synthesizing all possible scenarios. The advantages of the scenario-modular approach include: the achievability of standardization of technological development; identification of the integration nature of technological development; designing a predictive option for investing resources in technological development; substantiation of a scenario modular model. The given model makes it possible to: streamline the structure of products; systematize technological processes and management procedures.

This paper examines the theoretical foundations and provisions for the formation of balanced economic growth and development of the region considering its territorial, socio-economic, resource, and structural features and using the Republic of Tatarstan as an example. The paper analyses the theoretical and methodological apparatus proposed by scientists and specialists in ensuring the economic growth and development of the region. The purpose is to identify the main risks, factors and problems in the economic sectors of the Republic of Tatarstan, which to one degree or another are capable of influencing the processes of forming the balanced economic growth and development of the region. Based on the analysis, the paper identifies common problems for the regions and formulates the main directions for improving the economic situation in the region, and also submits for consideration the authors’ model of interaction between enterprises, state and municipal entities in order to reduce the negative impact of previously identified threats and problems, which considers new global challenges, transformations and restructures in economic processes associated with the introduction of restrictive measures, political isolation, various economic sanctions, and with the unresolved internal problems in the field of the economic growth and development of the Republic of Tatarstan.

Introduction. In the new economic conditions caused by the sanctions pressure, the Russian economy needs new sources of growth. Economic specializations in Russian regions, which are understood as prospective sectoral priorities and types of economic activity, can act as a source of revitalizing economic dynamics revival. Geopolitical turbulence and the associated focus on the development of the domestic market have led to additional attention from researchers and experts to the study of the economic specializations of Russian subjects. The objective of this study is to substantiate the development of economic specializations in the regional economy, acting as a condition for its growth. Materials and Methods. Using the materials of the Vologda Region, the export-oriented region of the Northwest, the list of economic specialization, the development of which is promising from the point of view of long-term economic growth, was formulated. The main sources of information are Rosstat data and input-output tables for the Vologda Region. The economic specializations for the region are primarily based on studies that focus on identifying and developing economic specialization in Russian regions. The use of input-output modeling methodology has allowed to determine the impact on the regional economy of extending the value chain in the timber industry due to increased domestic demand for wood products. Results. Based on the analysis of the dynamics of industrial production in the Vologda Region, it was revealed that the Vologda Region is among the regions that have felt the impact of the sanctions. Вased on the approaches of the authors engaged in the search for promising economic specializations of the region, it is established that the timber industry and tourism can act as such. The results of the input-output modeling are shown that stimulating consumer demand for woodworking products has a significant impact on the growth of a region’s economy. This demand is driven by the needs of the tourism sector. The calculations were performed in determining the significance of promoting projects for the development of hotels utilizing CLT panel-based technologies in the region. Discussion and Conclusion. In the study, it was determined that stimulating demand for the production of deep processing of wood (houses from CLT panels) would have a significant impact on the growth of the regional economy, ensuring an increase in the production of goods and services, the wage fund and the number of employed. It was also shown that the development of proposed economic specializations in the Vologda Region is promising and allows for the concentration of added value within the region, which is particularly important for the development of the domestic market. For the regional authorities, the interest lies in the possibility of obtaining a quantitative assessment of the development of economic specializations on their territory, which can be used by them in the improvement of economic policy.

Relevance. Currently, issues related to the specifics of the implementation of state youth policy in various constituent entities of the Russian Federation are becoming one of the priorities in the context of the implementation of the internal policy of the regions. This is due not only to the socio‐economic specifics of the subjects, but also to the peculiarities of the demographic and cultural portrait of the population. The development of creative industries in modern conditions is a factor in the revitalization of regional economies around the world. Creative industries are innovative mainly in the form of individual enterprises, forming a postmodern product in the field of software and computer games, the film industry, fashion, design, jewelry, and education. The rapid growth of creative industries in modern society necessitates the study of questions about their essence, specificity and functions. In this regard, it becomes relevant to analyze the development of educational services provided by creative entrepreneurs – residents of creative spaces. Today, hopes are placed on the creative industries for development and revitalization of economic activity in the cities and regions of the Russian Federation, and at the same time, the main resource of the economy rightfully becomes a person – active, creative, intellectual. Through the analysis of the social creative space of the region as a socially transformative activity, the article presents models of integration of the development of creative industries and the educational process of educational organizations. Aim. Description of models for integrating the development of creative industries and the educational environment in the context of educational organizations in the region, comparative analysis of domestic practices in the use of creative industries in higher education. Methods. Content analysis, theoretical methods (analysis of literature on the research topic, including regulatory documentation, synthesis, classification and generalization). Results. The paper introduces the analysis of educational platforms, advantages and limitations, models of integration of the development of creative industries and the educational environment.

The relevance of the study is due to the need to develop agent-based modeling (ABM), especially in the context of creating complex models covering several industries and regions. The key problems in this area include the low speed of model development and their insufficient connection with real-world processes. This work aims to address these problems related to the development of agent-based models (AB models) of spatial economics. Additionally, the study is aimed at systematizing the experience and knowledge of the author team in the field of ABM platforms. The goal of the research is to develop a conceptual framework for an open platform for agent-based modeling of spatial economics (OPABMSE). The work is comprehensive and is based on a systemic and structural approach and draws on, among others, the following areas of scientific literature: issues of development of digital and software platforms, application of ABM in decision support and decision-making systems, digital and spatial economics, application of agent-based multiregional input-output models for analyzing the Russian economy. The paper introduces a new definition of OPABMSE as an instrumental and infrastructural digital platform with an open architecture based on software for developing AB models. The platform is designed for joint work of a large community of researchers on large AB models of the Russian economy and the provision of ABM services. A conceptual framework for OPABMSE is proposed, which takes into account the external environment, information infrastructure, and users from industry, economic science and education, as well as government bodies. The main structural elements of the platform are described. The use of OPABMSE is very promising due to its potential in solving a wide range of scientific and applied problems. This platform can be used as part of a decision support and decision-making system in economy. OPABMSE will help government bodies and industry representatives analyze the possible consequences of making certain decisions. Economic science and education will be able to use OPABMSE to solve various problems in the field of spatial economics. This platform can become a useful tool for research work when writing graduate qualification papers in economic specialties. The proposed conceptual framework for OPABMSE has the potential for further practical implementation.

The purpose of the work is to assess the role of digital technologies as a strategic factor in regional development from the point of view of the theory of strategy and strategizing methodology of academician V. L. Kvint. The problems of formation, development and measurement of processes associated with the digital economy are described. The analysis is based on the concept of three levels of development of the digital economy and digital inequality of regions. Analysis of static data for the regions of the Russian Federation on indicators characterizing the level of Internet accessibility and use of digital technologies, the results of calculations using various multifactor methods allowed the authors to substantiate the need to create a comprehensive methodology for assessing the level of penetration of digital technologies into the regional economy for strategizing purposes. Understanding the mechanisms for the transition of the availability of digital technologies into economic indicators of regional growth will make it possible to use the opportunities of digitalization to ensure competitiveness at the regional, national, and global level. It is necessary to form a holistic view of the region as a subject of strategizing economic development, which will correspond to the basic principles of creating and developing the digital economy.

Introduction. The object of the research conducted by the authors is the tourism industry of the Angara-Yenisei macroregion, as a driver of socio-economic development. The development of domestic Russian tourism is extremely relevant and necessary in modern political and economic conditions. Goal. Research and analysis of the tourism services market and its impact on the macroregion. The study examines such indicators for assessing the functioning of the tourism industry as the number of employees involved in the industry, the number of tourists, income from services provided, etc. Materials and methods. This study was carried out using an empirical and theoretical analysis of the Angara-Yenisei macroregion tourism market, as well as the construction of a comparative table through a SWOT analysis. Results and discussion. Based on the conducted modern analysis of the state of the problem, the trends in the development of the tourism industry of the Angara-Yenisei macroregion as a tool with a multiplicative effect for the socio-economic development of the macroregion are determined. Conclusion. This study allowed us to form a general idea of the state of the Angara-Yenisei macroregion tourism industry and identify the tools and mechanisms for its development.

The creation of industrial clusters is a crucial factor in the economic development of a region, enhancing competitiveness, innovation, and economic sustainability. Universities play a pivotal role in the formation and growth of these clusters by providing scientific and technical support and training. The entrepreneurial activities of universities, such as creating startups, conducting applied research and development, and forming strong ties with business and industry, facilitate the transfer of technology and innovation to the real economy. The research methodology is based on a comprehensive analysis of the strategic development priorities of regional universities. It examines the factors that influence effective interactions between universities and regional mining enterprises, as well as strategies that promote the entrepreneurial activities of educational institutions within the context of building and supporting industrial clusters. The methods employed include econometric analysis, surveys, and interviews with representatives from universities and industry, as well as comparative analysis of successful models for creating industrial clusters. The research revealed that the involvement of regional universities in industrial clusters accelerates the implementation of scientific developments and enhances resource efficiency. Successful collaboration models and critical factors for university entrepreneurial activity were identified, along with barriers and recommendations for overcoming them. The study's results can be utilized to develop strategies and government support measures aimed at fostering an innovative economy and increasing regional competitiveness.

An important target of the UN Sustainable Development Goals (SDGs) is the efficient use of the planet’s resources. In this study, the authors show a strong exponential relationship between the economic complexity index and the efficiency of resource use in a country. The economic complexity index is a characterization of the productive capacity of large economies. This index measures the level of knowledge accumulated by a society that enables production. Assessing the level of a country’s index also makes it possible to predict future trends in the region’s economy. The model of economic sophistication index proposed by the authors includes the service economy, retail trade and manufacturing. Thus, in the paper, the authors identify how the economic complexity index affects the product level by defining the product space for each country and identifying the main products that contribute to a high product complexity index and prospective scalability, indicating the potential to produce better products in the future. Policies focused on increasing economic complexity and investing in staple products appear to be a priority for achieving sustainable development.

The purpose of the study is to justify the use of the invariance property of the index method to study the change in the structure of tax revenues of Russian regions in the period from 2017 to 2021. The object of the study is eighty-five regions of the Russian Federation, and the subject is their financial and economic activities. Data from Rosstat and the Russian Federation’s FTS were used for the analysis. To date, the index method is actively used in the conduct of economic analysis at the macro- and meso-levels. The novelty of the study is that only the authors of the article on the basis of indices monitor the state of activity of the regions of the country, based on their tax revenues. The quantitative analysis is implemented using the statistical processing and data visualization functions of the R programming language. The intersubjective comparison was done to identify areas that require financial and economic transformation to improve the activities of the country’s regions. The comparison is made not only for one time, but also in dynamics. The results of the statistical analysis showed that the proposed tax income effectiveness index is an invariant indicator, independent of time and changes in the amount of tax income. It follows from the stationarity of the considered feature that the index values for 2017–2021 can be combined into a single homogeneous statistical aggregate. It was concluded that the index of effectiveness could be used as a grouping feature for the classification of Federation entities. The methodology developed can allow to intensify the socio-economic growth of the regions, indicating points requiring changes. In this regard, the results of the analysis can be useful to: the Ministry of Finance of the Russian Federation and the Federal Tax Service of the Russian Federation for the development of financial and tax policy; the Ministry of Economic Development and administrations of the subjects of the Russian Federation, indicating the economic zones of regions that need to be improved; to representatives of the business community when conducting economic analysis of regions.

Introduction. The article studies patent activity in the regions of Russia. The relevance of the research in this area is determined by the importance of the innovation component in economic growth, as well as by the established targets in the Concept of Technological Development of the Russian Federation for the period up to 2030. The aim of the study is to identify possible types and directions of patent policy for different groups of Russian regions on the basis of patent activity factors. Materials and Methods. The empirical material for the analysis includes data from the World Intellectual Property Organization (WIPO) and the Federal State Statistics Service (FSSS) for 2012‒2021. We use linear regression to identify the key factors affecting the patent activity of the regions. The method of hierarchical clustering allowed us to identify groups of regions according to their patent activity. Results. The linear regression showed the statistically significant dependence of regional patent activity on I-activity level of organizations, the number of active fixed broadband Internet subscribers per 100 population and the average of internal costs for research and development per 1 organization in the region. The hierarchical clustering distinguished 5 clusters of regions: “The Leader”, “Innovation centers”, “Regions of high manufacturability”, “Old R&D regions” and “Regions-outsiders”. The authors also formulate definitions of the regional patent policy and the national patent policy and present typologies of state patent policy. Discussions and Conclusions. Based on empirical and theoretical analysis, recommendations on further directions for the development of active patent policies were given to groups of regions. The results of the study can be applied in the development and implementation of scientific and technological regional development strategies, and will also be useful to specialists and government officials involved in regulating patent activity in the regions.

In the context of interregional socio-economic differentiation and the need for assigning limited financial resources, the most important issue for public administration and private investors is a competent choice of growth points in the regional economy. The article is devoted to the analysis of methodological approaches used for growth points formation of the regional economy. The aim of the article is to aggregate and systematize the available methods for identifying points (poles, centers) of regional economic growth. The author defines the mathematical and statistical methods group and the expert assessment methods group for determining growth points. Within the first group, the author considers examples of growth points searching based on the use of cluster analysis, spatial analysis, analysis of structural shifts in the economy, cyclical analysis (Kitchin waves), descriptive and comparative analysis. The possibility of use the economic, mathematical and econometric modeling is the main advantage of these methods group. Within the second group, the author identifies resource, criteria, innovation, spatial, cognitive (foresight) and directive approaches. The relative simplicity, practical orientation and the possibility of a creative approach in the search for growth points is the main advantage of these methods. The insufficient correlation of the growth points forming process with an increase of the life quality of the population is the common disadvantage of the both methods groups. According to the author, the optimal solution is a combination of mathematical and statistical methods and the expert assessment methods. The scientific novelty of the research lies in the aggregation of existing methods for growth points searching in the regional economy and the systematization of the tools used by researchers. The practical significance of the article lies in the fact that knowledge of approaches and tools aimed at identifying growth points provides state and municipal authorities with opportunities to structural transformation, increase the investment flows into the region, improve the life quality of its population, strengthen and develop interregional economic ties, etc. The following methods are used for the study: content analysis, comparative analysis and a systematic approach.

The relevance of analysing the digital maturity of regions is due to the country’s desire for transformation in accordance with the concept of the digital economy. The article presents an approach that allows to assess and compare the levels of the digital maturity of various Russian constituent entities. The assessment process uses many indicators, including both infrastructural aspects (availability and quality of the Internet, the development level of telecommunications) and social ones (the degree of population’s digital skills, integration of digital technologies into the educational process and business). The assessment methodology is based on the collection and analysis of statistical data, on surveys of experts and the population as well as on the study of best digitalisation practices at the regional level. The article describes the selection criteria used to classify and rank regions according to their level of the digital maturity. An important part of the research is the analysis of problems that regions face on the way to the digital maturity. The article discusses barriers such as insufficient funding, lack of qualified personnel, underdeveloped infrastructure and low level of digital literacy of the population. Based on this analysis, recommendations are formed to accelerate the process of digitalisation of regions and increase their the digital maturity. The study results offer practical solutions and ways to optimise regional policies that contribute to the improvement of life quality in the regions and ensure the transition to the innovative economic model.

Introduction. In order to successfully implement the strategic goals of the socio-economic development of Russia it is essential to make maximum use of the potential of each subject of the Federation, including active development and effective use of its resources. Particular attention should be paid to investment and innovation opportunities, as they play the key role in the sustainable growth of the country’s economy and social sphere. To organize effective work to achieve the set goals, it is necessary to solve a complex problem of efficient combining of two main functions of regional investment and innovation policy: stimulating development and leveling differences between regions. This requires an integrated approach and the development of specialized support mechanisms. It is relevant to take into account the peculiarities and potential of each region for efficient customization of modern technologies and innovations. Goal. The study aims to develop tools for managing the innovative potential of the region based on its comprehensive assessment.Materials and methods. The works of national economists on the problems of managing innovation activities in the region served the theoretical basis of the study. Educational and scientific literature, periodical press materials, as well as legislative and regulatory documents were studied. The methods of statistical, systemic, comparative, structural and trend analysis, methods of graphical and tabular presentation of research results were used.Results and discussion. The structure of innovation potential of the region is presented, and the classification of types of the innovation potential of the region is considered.Conclusion. The analysis of the innovation environment made it possible to identify a significant human resources potential, as well as positive dynamics of the amount of internal financing on scientific research and development.

Economy of the country and regions today find themselves in a complicated situation of choosing alternative ways of development. Declining international influence leads to analysis and substantiation of new ways of development. Marketing as a centre of coordination for region sustainable development is becoming a supporting structure for the growing appeal on home market. Higher economics education and its agents, i. e. Russian universities of economics will bear high responsibility for searching and substantiation of alternatives ways of working on markets. On the basis of expert assessment and comparative analysis of economics and other regional universities (pedagogical, technical, classical) competitive advantages of specialized higher education institutions in working with mass media were demonstrated. Managerial features, professional orientation of education and training programs, economic links with regional enterprises can highlight these advantages. Rising requirements of branch regulators to media activity of universities result in chaotization of information flows and increase in their impact on regional positioning. Therefore, we can observe an antagonistic dualism between harsh reality and magic virtual pictures. The authors put forward a logical scheme for resolving this problem, relying on synthesis of institutionalism, cluster approach (according to M. Porter) and conventional territorial and industrial marketing.

The continuation of the war and the resulting significant losses in the functional capacity of the country’s territories, its human, economic, infrastructural, environmental, and other potentials have long-term negative consequences and limitations on the future development of both individual regions and the country as a whole. The objective reality of the existing problems requires the development and implementation of certain measures in order to minimize the negative consequences of these challenges on the existence and development of any territories in Ukraine. Of relevance are the development of the security space and infrastructure for the functioning of the country and its regions; the need for planning the development and recovery of the affected areas; creating conditions for the return of Ukrainian refugees and internally displaced persons; formation of safe living conditions; full access to all public services; restoration of functioning and competitiveness of local, regional and national economies, etc. In the face of the challenges caused by the war, these issues have become more specific, aimed at finding ways to rebuild the affected territories of the country, in particular in the post-war period. Analysis and generalization of approaches to the introduction of the components of the recovery mechanism into regional development, determination of its functional orientedness and principles of organization allow us to propose components of the mechanism for recovering the socioeconomic development of the regions of Ukraine in the post-war period, taking into account the security capabilities of both the State and the region. The peculiarity of the study is the formation of components of the mechanism for recovering the socioeconomic development of the regions of Ukraine in the post-war period on the basis of allocation of two kinds of groups: the main groups that correspond to the problem situations of the region and determine the directions of recovery; the auxiliary, or supportive groups, which help in the implementation of the main ones, thereby increasing the impact on solving problem situations. This allows, on the one hand, to generalize the structural elements of the mechanism, and on the other hand, to specify their use depending on functional feasibility. The stage-by-stage distribution of the components of the mechanism for recovering the socioeconomic development of the regions of Ukraine in the post-war period allows them to be grouped taking into account functional capabilities, which makes the mechanism more effective and purposeful in the process of practical implementation.

The aim of this article is to study innovative approaches to the support and development of small and medium-sized enterprises (SMEs) in the regions of Ukraine. The development of SMEs is a prerequisite for the realization of Ukraine’s economic and innovative potential. An analysis and a generalization of scientific works of many scientists considering the integration of innovative instruments into the activities of small and medium-sized businesses have been carried out. The main aspects of the influence of small and medium-sized enterprises on the development of the country are systematized. Small and medium-sized businesses in Ukraine are a instrument for creating new jobs and self-realization of citizens, reducing unemployment, developing innovative business methods, influencing competition, saturating the market for goods, services and labor, and are the basis for the development of the national economy. It is determined that a perspective innovative way to stimulate the development of Ukrainian SMEs is the organization of an ecosystem of their support. Social, resource and cognitive factors motivate SMEs to participate in the ecosystem. By participating in the ecosystem, SMEs benefit from networking, collaboration, communication and information sharing. These include various factors related to social interactions between ecosystem participants that contribute to business growth and development. Other factors include access to resources, formal and informal support, and market access. Finally, cognitive factors are related to the goals and values shared by the participants in the ecosystem. Another important instrument is business incubation. The current status of business incubation in the policy of supporting SMEs should be recognized as the initial stage in the development of a distinctive local economy. In addition, start-ups are becoming increasingly important, especially given the need to implement modern, profitable and innovative projects in the form of innovative SMEs. To stimulate venture capital investments at the national level, it is proposed to intensify efforts to create favorable conditions for generating business ideas and turning them into innovations in demand by the investment community. In the future, it is recommended to consider the issue of attracting innovative technologies in the post-war reconstruction of the economy.

The current situation in the world reflects the peculiarities of the interaction between American democracy and surrounding countries. All global economy participants need to determine their own position regarding the events taking place in the world and the growing confrontation. Under these conditions, there is a serious drop in the socio-economic sphere of the Kyrgyz Republic, which determines the relevance of studying the topic. The article shows the conditions and trends of socio-economic development of the Kyrgyz Republic’s regions and the features of its socio-economic development for 2010–2023. The issues of uneven regional development are discussed, in particular, the problems of regional economic policy in the context of modern challenges such as the geopolitical situation and digitalization processes, as well as the peculiarities of the trade relations formation are identified. The aim is to identify the key problems of regional development in the Kyrgyz Republic. The author conducts research of statistical material and publications of domestic and foreign scientists using the methods of analysis, synthesis, and induction. The study proposes measures to stabilize the situation in the region and the direction of economic policy in the new conditions of world economy. The most important measure is effort to increase the investments attraction in key sectors of the economy. The prospects and opportunities of the Kyrgyz Republic Government in overcoming key regional problems are considered.

Introduction. The conditions for the development of the country that have emerged in recent years have led to increased intraregional differentiation, which has negatively affected the efficiency of the territorial economy and the social well-being of the population.Goal. As the goal of the study, we identified the consideration of various approaches and tools for regulating the asymmetry of territory development, used at the present stage of regional development, with the subsequent development of optimal solutions in the field of its socio-economic development.Materials and methods. Within the framework of the study, in order to analyze individual approaches and tools, general scientific and specific scientific research methods, methods of logical-methodological, structural-functional and system analysis were used. Such methods of scientific knowledge as causal modeling, induction and deduction, multifactor analysis and synthesis, analogy, and system-situational approach were also used.Results and discussion. In the course of the work, it was discovered that at the moment there is no single developed, tested and proven effective method for smoothing intra-regional asymmetry, and existing methods have serious shortcomings that do not allow taking into account the territorial characteristics of the region. Having carried out their comparative analysis, we chose the optimal method the intraregional differentiation of municipalities, which allows us to group them according to key characteristics and examine the level of deviations in each group.Conclusion. Based on the results of the study, we can conclude that the formation of an effective policy for intraregional territorial alignment of asymmetry is possible by stimulating the development of “growth points” both within a specific territory and in integration with surrounding territories. At the same time, comprehensive work should be carried out in parallel to develop municipalities that lag behind in the main parameters of socio-economic development.

The article is devoted to the problem of determining the degree of resource endowment of the subjects of the Russian Federation as a factor of regional development. The state of the resource base affects the level and growth rates of the socio-economic system of the regions and the national economy. The subject of the study is the state of resource endowment of the development of the regions of the Siberian Federal District. The purpose of this study is to develop a methodology for assessing the state of tangible and intangible resources of the regions that are part of the Siberian Federal District and its impact on the socio-economic development of territories. To achieve the goal of the study several tasks were solved, such as the classification of the region’s resources, the development of a methodology for carrying out a comparative assessment of resource endowment of the subjects of the Siberian Federal District and conducting on its basis a comparative analysis of resource endowment of the selected group of regions. The research methodology includes general scientific (content analysis, empirical method, observation, systematic approach, comparative analysis) and special methods (analysis of regional statistics, index method, method of logical matrices, etc.). The information base of the study was formed by the data of the Federal State Statistics Service (Rosstat), websites of territorial bodies of Rosstat, the Federal Service for Intellectual Property, reports of the Analytical Center under the Government of the Russian Federation. The results of the study consist in the development of a methodology for assessing the state of resource endowment of the region and conducting on its basis a comparative analysis of the state of the resource base of the subjects of the Siberian macro-region, which allowed us to determine the differentiation of resource endowment of regions as factors of development asymmetry.

The purpose of this study is to conduct a comprehensive assessment of regional differences using key economic indicators and identify regional disparities. The study used the method of multidimensional comparative analysis and the possibility of applying it to the assessment of the economic potential of the regions Kazakhstan. The assessment includes indicators divided into three groups: financial and economic conditions, business development indicators and the standard of living of residents. The level of tax collection reflects the economic activity and productivity of business in the region, the assessment of business development indicators provides valuable information about the entrepreneurial ecosystem of the region and the growth rates of SMEs and industry in the region, the assessment of the standard of living of residents allows you to get an idea of the quality of life in the region. Target indicators were selected for the assessment, such as the receipt of taxes to the budget and the National Fund of Kazakhstan, GRP, the number of SMEs and its share in GDP, investments in fixed assets, retail trade, population growth, Average wages, the population with an income below the subsistence minimum. The results of the study can be used both at the state and local administrative level to develop programs and strategies aimed at reducing regional disparities, stimulating economic growth, and improving infrastructure in underdeveloped regions.

In Kazakhstan, the inequality of economic, social, and innovative development of regions and the population has increased in recent years. The purpose of this work is to assess the level of differences between Kazakhstan’s regions in social, economic, innovative and infrastructural inclusivity and to offer recommendations for reducing regional inequality. The methods of comparative analysis, economic and statistical, generalizations, index, matrix, typology, absolute and relative indicators of inclusiveness are used. The author’s methodological approach is applied based on the index method and ranking. The study hypothesis is that the high level of economic inequality in the regions determines the high level of differences in the sphere of social inclusion, innovation and inclusion in the sphere of infrastructure. Calculations of private and integral indices showed that the differences in social inclusivity of the regions amounted to 3.37 times; economic inclusivity – 7.45; infrastructure – 2.96; innovation – 6.67. A matrix of regional inclusive development has been formed based on the gradation of assessments. The conclusion is made about the contradictory picture in the levels of inclusiveness of economic, social and innovative development of the regions of Kazakhstan. The proposed methodology can be expanded and optimized for regions, population groups, and specific tasks in the field of inclusive growth. Recommendations have been developed to improve Kazakhstan’s regional policy, reform the tax system, and increase the budget self-sufficiency of regions in the interests of inclusive development.

The article is dedicated to the unrealized project of the Omsk Hydroelectric Power Station, developed in the 1930s, then postponed and subsequently reintroduced for discussion in the 1980s. The sources used for this research include materials from the Historical Archive of the Omsk Region and the Russian State Archive of Economy. Both domestic and foreign historiography on the economic development of Western Siberia do not mention this project, hence this article aims to fill this historiographical gap. It is demonstrated that the project was considered by regional authorities solely as an agricultural facility, which would have allowed for the use of the reservoir for irrigation in the southern districts of the region and improvement of navigational conditions around the city of Omsk. Emphasis is placed on the fact that its implementation could have boosted the industrial development of the Omsk Region. The abandonment of the project in the 1930s largely determined the subsequent development of the region, particularly from an ecological perspective. To meet the energy needs of the city and the region, construction of thermal power plants began, fueled by Ekibastuz coal, which contains a large amount of ash. This, in turn, led to serious air pollution in the Omsk region, which continues to persist to this day.

This study explores the management of fixed assets in the context of ensuring financial security for sustainable development in the North and Arctic regions of Russia. Its findings can be used by both regional authorities and business entities to formulate effective policies for managing fixed assets. Focusing on the degree of wear as a key indicator of the state of fixed assets in the North and Arctic regions of Russia, the article establishes that there are both longstanding systemic issues and emerging threats to economic security in this domain. An analysis of fixed assets depreciation since 2010 shows that many of Russia’s North and Arctic regions have long been demonstrating critical depreciation values. Further examination uncovers a more complex situation than anticipated. Modern threats, such as the global challenges arising from the COVID-19 pandemic and the geopolitical tensions leading to sanctioning practices and loss of market access to technologies, add another layer of complexity. To mitigate these threats, the study recommends implementing a comprehensive fixed assets management policy, developing incentive programs for timely fixed assets modernization and renewal, and designing import substitution policies. This approach aims to unlock the financial and economic potential of Russia’s North and Arctic regions, ensuring a high level of economic security in fixed assets management.

This article raises an extremely relevant for Russia topic of domestic tourism as a driving factor of regional development at the socio-economic level. The region of study is the Republic of Karelia (RK). The object of the research is both external and internal tourists, and the subject of the study is economically and socially significant innovative forms of domestic tourism in the territory of the RK. In the course of the research the following objectives were set: to identify the peculiarities of ethnic identity of the RK, to confirm the attractiveness for tourists and local residents of the cultural and historical features of the region and its impact on the economy of the region. The paper presents a comparative analysis of two empirical studies using a formalized interview (sociological survey of exploratory type). The results of the work allowed us to conclude that both for tourists visiting the region and for the inhabitants of the region, toponyms and other names have a high level of attractiveness and significance and the support of this has a positive impact on the economic condition of the territories. The paper presents project ideas regarding the practical application of linguistic features of indigenous peoples and cultures, which will be a driving force for the development of innovative forms of domestic cultural and historical tourism in the territory of the Republic of Karelia. For this direction, of course, the drivers are the following representatives of the community of the region under study: public authorities at the regional level; business, showing or wishing to show itself as socially responsible; various active social groups and groups of professionals; bearers of cultural symbols.

The article studies evolution of main approaches to the study of regional economy. Over the past half a century, the research paradigm in the area of economic sciences has undergone significant changes: the theories of regional economics have changed, significantly evolving, complementing, and mutually reinforcing each other. The original objectives of regional economic research have changed, responding to modern challenges of the world community development and global crisis phenomena. As a result, as shown in the article, in recent years focus of research has shifted significantly towards analyzing strategic aspects and directions of regional development, as a result of which the relevant concepts have become less economics-centric. An important pattern of modernity has also become a new wave of scientific and technological progress, which determined regional innovation systems development and their subsequent digital transformation that also put a significant imprint on the paradigm of regional economy research.

The processes of economic development of the Russian regions nowadays represent a deep practical interest in the professional community, which requires further study and observation in dynamics. Due to natural and artificial circumstances and reasons, the regions of the country are developed extremely unevenly. There are no actual systematisation of the economic development of the federal subjects management and territorial clusterisation according to their development indicators. The Lipetsk region historically and today is also no exception. The region is part of the Central Federal District and a significant industrial centre here. More than 18 years ago the industrial special economic zone (hereinafter referred to as ISEZ) “Lipetsk” was created. The Lipetsk region is one of the first regions among various investment ratings in terms of quality and volume of investments, as well as among implemented investment projects, involving domestic and foreign capital. The purpose of this study is to determine the impact of the activities of the ISEZ “Lipetsk” on the socio-economic processes of the region and to study the possibilities of assessing such an impact.

This article is aimed at expanding the applicability of meso-institutional concept in the markets of natural monopolies in the context of a new institutional economic theory. Within the framework of the considered concept the impact of the institutional environment level on evolutionary development of energy and housing and public utilities markets is evaluated alongside with modern approaches of digitalisation. In the first part of the current article the author describes theoretical foundations of the meso-institutional environment concept in respect to the energy and housing and public utilities markets. The definition of the concept and its usage domain are given. Besides, the goals difference of meso- and macro-institutions are analysed in detail. The theoretical part also covers approaches of A.E. Shastitko applied to the energy and housing and public utilities markets. Moreover, the hypothesis of conflict resolution between macro- and meso-institutions is described in framework of markets regulation mechanisms. Also, the regulation mechanisms of the two markets are analysed, including market power instruments of meso-institutions. In addition, the article covers the problem of maintaining a balance of market participants’ interests through these mechanisms. In conclusion, the author offers the concept of improving market mechanisms with the help of the meso-institutional development strategy. It is designed to solve the problem of maintaining a balance of market participants’ interests and predetermine the formation of a new improved institutional environment in the energy and housing and public utilities markets.

The purpose of the study. Despite the fact that a significant amount of research work has been accumulated on northern and Arctic topics, there is a lack of relevant research on the relationship between investments in fixed assets and economic growth for the northern regions of the Russian Federation. At the same time, northern regions are a special object of management: the specificity of the North breaks the usual ideas and patterns, making standard approaches to managing economic growth unacceptable or less effective. Currently, in the practice of strategic planning of investment activities in the North, there is a formal approach to the development of relevant documents: investment strategies are not always developed for a long-term period, they are generally not updated, the semantic content remains focused on the existing structure of production, the specifics of investment activity are not sufficiently reflected when setting goals regarding the natural and material characteristics of investment flows. The goal of the paper was to obtain quantitative estimates of the impact of capital investments on the economic growth of the northern region, which will allow a more reasonable approach to determining the values of target indexes and establishing the economic effect of planned investments.Materials and methods. For the northern regions of the Russian Federation, a retrospective analysis of the implementation of the relationship between the level of investment and incremental capital intensity (investment costs per unit of absolute growth in the gross regional product), as well as the level of investment and growth of the gross regional product, was carried out. An analysis of regional panel data from 12 northern regions of the Russian Federation was carried out to determine the influence of resource, investment, and innovation factors on the economic growth of the northern region.Results. High levels of economic dynamics in the northern region can only be achieved with a larger volume of investment compared to other regions of the country. Thus, an increase in gross regional product above 3% in a northern region is usually observed if the level of investment significantly exceeds the Russian average, i.e. is more than 30%. Based on the results of the panel analysis, estimates of the influence of investment and innovation factors on the economic growth of the northern region were obtained: an increase in the level of investment by 10 percentage points corresponds to an increase in the gross regional product of the northern region by 1.1%, an increase in the share of innovative goods, works, services by 10 percentage points corresponds to an increase in the gross regional product by 1.6%, an increase in the share of gross value added by the section of the AllRussian Classifier of Economic Activities “Extraction of Minerals” in the gross regional product by 10 percentage points corresponds to an increase in gross regional product of 6.7%.Conclusion. The economic growth of the northern region is significantly influenced by the degree of concentration of the economy on extraction of minerals. The innovative activity of enterprises and increased investment levels have a positive impact on regional economic dynamics. The positive effect that occurs when the level of investment in neighboring regions increases is also important. The presence of “northern value appreciation” continues to be a feature of investment processes in the North.

Purpose: is to develop regional import substitution models on the example of the Samara region.Methods: the paper uses a systematic approach, a method of evaluation and scientific abstractions, a method of classification and systematization, methods of information analysis and synthesis, a method of data visualization.Results: the author's toolkit of "innovative superiority of domestic products-an analogue of imported ones" has been developed, in the form of a complex of technological advantages available at the enterprise that are not available to others, forming the basis for rapid growth and development of innovations. The authors' hypothesis on the use by enterprises of the region of certain import substitution models based on the tools for the formation of innovative superiority of domestic products-an analogue of imported products, and tools for ensuring national security and overcoming anti-Russian sanctions on the production of products is put forward and proved. It is recommended to include measures to improve this policy, ensuring the development of the market of domestic products based on innovations. A program is proposed to implement for the development of national and regional innovation systems, the formation of regional and sectoral centers of innovation and technological development, the introduction of technologies of excellence and advanced development to ensure the development of the market of domestic industrial products on an innovative basis and meet domestic demand.Conclusions and Relevance: based on the analysis of the activities of industrial enterprises in the conditions of anti-Russian sanctions, it is concluded that regional policy should promote the production of competitive and innovative products, the introduction of energy and resource-saving technologies at industrial enterprises, and support the weakest enterprises with a high level of imported components. The authors of the proposed regional models of import substitution are presented by the interpretation of the really functioning regional models. In the approach proposed by the authors to the study of regional models of import substitution in industry, models of the scale and dynamics of these processes are substantiated, reflecting the production of products using domestic analogues of production, replacing imported technologies, using indicators of the domestic market, with further access to national and world markets.

Turbulent socioeconomic environment significantly affects the state and dynamics of the regional labour market. The paper develops and tests a methodological toolkit for assessing the state of a regional labour market allowing for the main socioeconomic trends – digitalisation and innovative development of the economy. Labour economics constitutes the methodological basis of the research. Methods of economic statistical and content analysis were used. The evidence is the 2021 data of the Federal State Statistics Service of the Russian Federation concerning the labour markets of the Central Black Earth economic region of Russia, which comprises Belgorod, Voronezh, Kursk, Lipetsk and Tambov oblasts. The suggested method for investigating the state of the regional labour market takes into account the impact of digitalisation and innovative development processes on the latter. Testing the method at the case of the Central Black Earth economic region revealed that the regions’ labour markets appreciably lag behind other subjects of the Russian Federation in terms of wages and encounter labour shortages against rather low rates of digital transformation and innovative development in their economies. The paper formulates recommendations for all parties of the social partnership, which suggest boosting the investment attractiveness of regions; creating high-productive jobs; spurring the activities of trade unions and associations; retaining the youth in the regions; increasing the efficiency of career guidance; attracting labour migrants, first and foremost, from other Russian regions due to improvements in economic, social and household infrastructure; promoting competencies of citizens of pre-retirement age and retired citizens; creating conditions for acceleration of digital transformation as well as expanding regions’ innovation activities.

The article provides an assessment of the quality of human potential, which includes the use of the most effective indicator, on the basis of which it is possible to analyze the standard of living of citizens - the human development index, in relation to the constituent entities of the Russian Federation. In the course of the analysis, priority directions for the development of the constituent entities of the Russian Federation were identified and regularities were determined. The elements on the basis of which one can judge the quality of human potential in modern economic and social conditions are considered and defined. The purpose of the study is to analyze and evaluate the relationship between the components of the quality of human potential and development indicators of the constituent entities of the Russian Federation. The objectives of the study are to form an assessment of the quality of human potential in the context of the regional economy, using the HDI indicator. In the course of the study, methods of a general scientific and special nature were used: analysis, synthesis, abstraction, induction and deduction. In the course of the study, it was possible to form a model consisting of several indicators, on the basis of which a conclusion was made about the existing level of human potential of citizens of the Russian Federation. The practical significance of the study lies in the possibility of using its results in shaping the development paths of the regions of the Russian Federation.

The purpose of this work is to study the impact of demographic and socio-economic factors affecting the level of poverty in the regions of Kazakhstan. The research examined the regions of Atyrau, Turkestan, Mangystau, and Akmola regions, where the poverty rate is higher than the average for Kazakhstan. The main factors influencing poverty are divided into four groups: economic, demographic, social and geographical. The current study focuses on the analysis of the general dynamics of poverty in the Republic of Kazakhstan. Accordingly, the study aims to examine the impact of three factors (economic, demographic and social) on absolute poverty. The period under review included ten years, 2011-2021. Five hypotheses were put forward. The SPSS program was used for data analysis, and a correlation-regression analysis was carried out. The results of the study showed that average monthly salary, gross regional product, living wage, number of students at higher educational institutions, number of people who receive state pension payments, number of people who receive assigned state social payments have a significant influence on the poverty rate in Turkestan region. Poverty eradication is one of the biggest and most important tasks of society. This is the main mission of the World Bank and the primary goal in the field of sustainable development, which reflects the agreement of 193 countries on key socio-economic priorities. The results of the study can be used both at the state and local levels to develop programs and strategies to combat poverty in the regions of Kazakhstan.

Purpose of the study. The implementation of the spatial development strategy of the Russian Federation has led to an increase in scientific and practical interest in the research of interregional differences and the assessment of uneven regional development at all levels of the national economic system. The purpose of this study is to verify the conformity (inconformity) of the empirical distribution of per capita Gross Regional Product (GRP) values of the Russian Federation regions with the normal distribution law to substantiate the specifics of the interregional development of the national economy based on the identification of statistical characteristics of the empirical distribution of GRP per capita.Materials and methods. To achieve this goal, the article developed a methodology for measuring the uneven development of Russian regions by assessing the deviation of the empirical distribution of a sample of per capita GRP data from the normal distribution and determining the degree of asymmetry. The methodological basis was the analytical toolkit of the hypothesis of the normal distribution of the sample set of per capita GRP values for the Russian Federation regions. The article tested the methodology on a statistical sample of data on per capita GRP of the regions of the Russian Federation for 2010-2020; the level of uneven regional development of the economy of the Russian Federation was assessed and the statistical specificity of the revealed uneven development of the regions of the Russian Federation was identified. Identification of statistical outliers in the sample was carried out using the interquartile range method.Results. During the analysis of the sample, statistical outliers were identified. It has been proven that the distribution of per capita GRP of the regions of the Russian Federation is mostly right skewed handed or positively skewed. The observed right-handed orientation of the empirical distribution demonstrated the asymmetry of the distribution of the Russian Federation regions by per capita GRP. The increase in the irregularity of interregional development in the more advanced subjects of the Russian Federation with the per capita GRP index exceeding the average value for the analyzed sample was justified by statistical calculations and the construction of histograms of the empirical distribution of the per capita GRP of the Russian Federation regions.Conclusion. During the analyzed period, the stability of the uneven regional development of the Russian economy is observed. The stability of the positive asymmetry of the empirical distribution means that the basis for the divergence of regional development is the stability of the “club of the majority” of the Russian Federation regions, which form the left tail, and the “club of the minority”, which forms the long right tail of the empirical distribution. The approximation of the Pareto wealth distribution is a good approximation of the profile of the uneven distribution of per capita GRP of the regions of the Russian Federation.

Purpose: of the study is to identify factors and parameters that provide opportunities for sustainable development for territorial systems (regions), based on the analysis of the dynamic series of key statistical indicators.Methods: the basis of the study is the use of various methodological approaches, systemic, multivariate analysis, methodology of institutional reforms. The research methodology is based on the systematization and comparative analysis of the main statistical indicators of the development of the economic and innovative spheres of the Volga Federal District and Russia as a whole, which ultimately makes it possible to identify the growth drivers of territorial systems.Results: the study analyzes the indicators of economic and innovative development of the subjects of the Volga Federal District and Russia. Based on this, four types of sustainability of territorial systems were identified: sustainability of the depressive type, sustainability of the adaptive type, sustainability of the advanced type, sustainability of the innovative type. The type of economic stability was determined for each subject of the region, which made it possible to identify drivers and growth points. In the context of rapidly changing external factors of development, the results obtained are relevant, since they allow us to determine the trajectory of the development of territorial systems.Conclusions and Relevance: economic and innovative indicators of development make it possible to classify the Volga Federal District as a region with an established adaptive type of stability. The drivers of the region's development are developed agriculture, industrial production, high-tech and innovative production. The positive dynamics of the socio-economic indicators of the region with a focus on innovative components ensures an increase in the degree of stability of the regional system. Activation of drivers and stimulation of growth points is the result of the strategy and implementation of socio-economic policy measures to achieve innovation-type sustainability in the region.

Purpose: of this paper is to characterize the potential of regional theories in solving the current scientific socio-economic problem of establishing the interaction between society and the system of higher education.Methods: the processes of interaction between society and higher education are considered through the prism of separate approaches and concepts of the scientific paradigm of regional economics, to solve the set goal.Results: based on statistical data, significant regional differentiation of higher education system in modern Russia is shown, which actualizes its study through the prism of regional scientific paradigm. Through systematization of existing experience of interaction between universities and society in Sverdlovsk region the role of universities as coordinators of public participation in the spatial development of the region is shown. By applying methodological apparatus of specific theories of regional paradigm, their cognitive potential in the sphere of educational social relations analysis as well as possibilities of identification of problems of public participation in higher education are revealed. In particular, the gnoseological possibilities of the spatial approach are substantiated. The characteristics of the last reform of higher education, which entailed the segregation of universities in the context of applying the theory of growth poles, are given. The article shows the prospects for regional development through the application of the methodology of the theory "center–periphery", usingthe example of correcting staff imbalances of the small towns. The practical significance of applying the theory of "genetic" codes in the study and interpretation of the causes of low intensity and quality of public participation in higher education was characterized. The methodological possibilities of using institutional mesoeconomics, coordination theory, mesoeconomics of network structures, and cluster theory in studying the experience of interaction between higher education institutions and society in the regional context were substantiated.Conclusions and Relevance: the interpretation of the region in the context of mesoeconomics stipulates the necessity and possibility to form an independent theoretical and methodological apparatus for studying regional systems of higher education and apply special tools for analysis and identification of problems of public participation in higher education on specific territories.

Introduction. Prior studies have connected entrepreneurship to the economic growth of regions. This fact has led to an increase in academic interest on regional entrepreneurship in Russia and around the world. However, these studies are highly diverse in their research scope, goals, methodologies and results. Therefore, the goal of this paper is to provide some coherence and synthesis to academic research on regional entrepreneurship in Russia. Materials and Methods. Using a bibliometric method of analysis, this research presents an empirical review of academic studies on entrepreneurship in Russian regions. To maintain a quality threshold, our research focus was limited to studies indexed in the Scopus citation database. We analysed 361 articles from 2006 to 2022. The research includes a thorough performance analysis and a scientific mapping of the field. Results. Our results show that the main thematic clusters include entrepreneurship, innovation system, government support, knowledge economy and competitiveness, while emerging themes include pandemic, digitalisation, higher education and investment attractiveness, among others. Also, we identified a number of research gaps, particularly in the sociological research of entrepreneurs, and propose suggestions for future research. Discussion and Conclusion. This article provides an important resource for scholars interested in the study of regional entrepreneurship in Russia and around the world.

One of the most powerful in terms of the scale of destruction during the war, the involvement of the population in hostilities and the speed of post-war recovery is the experience of countries that went through World War II. In addition to the Marshall Plan, history has several other examples of successful post-war recovery of socioeconomic development, the return of the potential destroyed by the war, as well as the successful post-war modernization of the economy. In this regard, some further deepening requires research on the directions and prospects for the implementation of foreign post-war experience in the realities of Ukraine, also the search for ways to address possible problematic issues that will accompany this process. The aim of the article is to generalize the foreign experience of post-war economic recovery and analyze the possibilities of its implementation in Ukraine and its regions in the post-war period. An analysis of the mechanisms and features of the post-war recovery of South Korea, Japan, and Germany is carried out and it is determined that the common point for all countries is the combination of international assistance (its transparent and effective use) and the creation of the country-specific mechanisms for post-war recovery, corresponding to national socioeconomic institutions. It is substantiated that the ongoing monitoring and assessment of losses indicate significant damage, which Ukraine is unlikely to be able to compensate for on its own. On the positive side, the availability of donor support is one of the success factors in the post-war recovery of the countries analyzed above. It is determined that the presence of significant losses to the economy after the war does not mean that post-war recovery cannot be effective. On the contrary, the experience of foreign countries that successfully recovered in the post-war period shows that sufficient amounts of donor assistance and a transparent mechanism for its use is the key to the recovery of industry on a qualitatively new basis and an increase in the efficiency of the economy as a whole compared to the pre-war period. It is proved that an effective post-war recovery plan for Ukraine must necessarily take into account national and regional characteristics, for example, when determining priorities for the first-order recovery – industries that have innovative competitive potential. In the process of post-war recovery, the model of the economy should change by modernizing each of its components, which will ensure its efficiency and resilience to external and internal challenges in the future.

The article discusses the concept and composition of natural gas, its significance, localization, production and consumption in regional economic systems on the territory of the Russian Federation. The role of the gas industry in national economy is presented, the classification of natural gas applications and possible forms of its use as a final product is presented, the problems of optimal strategy planning and tactics for the development of the entire Russian gas complex are actualized. The subject of the study is the current state of the natural gas market, regional aspects of its consumption. In the course of studying the current state and use of natural gas in the Russian economy, we applied theoretical research methods: analysis, synthesis, comparison, generalization. Possible growth points, the development of production infrastructure, logistics and the use of natural gas in the territory of the Russian Federation were discovered. Based on the results of the study, it can be concluded, that scientifically based forecasting of future demand for natural gas, which has consumer value, contributes to more efficient infrastructure planning.

Social and economic development of Russian regions is an important component of economic policy of the Russian state. In view of this approach systematic elaboration of innovation mechanisms aiming at the development of highly-technological companies, especially in preferential zones of industrial and manufacturing type plays a profound role in national economy. The goal of the present research is to identify innovation approaches to upgrade strategies of attracting highly-technological companies to preferential zones of the Tula region and on the basis of obtained results to raise competitiveness of the region on home and international market. The key objective of the research is to improve theoretical and methodological support of the process of finding and registering factors and conditions for highly-technological companies’ location in the region on the basis of innovative organizational and economic mechanisms. In the research methods of systematic analysis, elements of process, effective and resource approaches were used, as well as advanced methods of collecting and processing initial information. In the Tula region since 2016 the government of the Russian Federation has initiated setting-up of three preferential zones: OEZ PPT ‘Uzlovaya’, TOR ‘Efremov’ and TOR ‘Alexin’ and the industrial park ‘Uzlovaya’. Thanks to tools of state support on the federal and regional level in the Tula region a unique and economically promising site for attracting highly-technological companies was created by having built highly-qualified new industries, which can provide a serious impulse for social and economic development and higher quality of life in the region.

The process of modernizing economy in the region needs problem-solving dealing with investment raising in order to renew manufacturing technologies, passing over to innovation products. The article underlines the necessity to identify and develop factors of investment appeal and to estimate the degree of their affect on economic indicators of the region. The region appeal for the investor depends on two components: investment appeal of the region itself (in view of completeness and adequacy of investment legislation, legal protection of the investor, regional state policy, etc.) and appeal of investment projects (in view of financial standing of the organization and its efficiency). The author studies the process of investment appeal shaping and proposes steps f or its identification. Initial variables to assess doubtful investment appeal are analyzed, as well as regional threats and microclimate in the region. Findings of the research can help estimate the link between power factors and investment appeal of territorial entities.

The purpose of this article is to introduce the results of the study on cartographic visualization and statistical verification of the hypothesis about the significance of natural and geographical factors in the formation of human capital in the late Russian Empire and the quantitative assessment of their role. The level of literacy is used as an indirect (proxy) indicator of accumulated human capital. The demographic information collected as a result of the First General Population Census in 1897, the characteristics of the natural and geographical environment, as well as indicators of the development of transport infrastructure and agricultural specialization of the county (uyezd) economy were analyzed. The unit of analysis is an uyezd in the European part of the country (without Finland, Poland, and Transcaucasia). The methods of correlation, regression analysis, and cartographic research were applied. The results obtained show that a number of essential factors of the natural environment are significantly (p < 0.1) associated with the spatial differentiation of the level of human capital accumulated by 1897 in European Russia and its disparity in the urban/rural context. To a lesser extent, environmental factors are associated with gender disparity.

Introduction. Regional monetary policy is a part of the national monetary mechanism and is carried out taking into account the characteristics of each region. Its goal is to ensure the socio-economic development of the regions through the use of monetary methods in combination with the unique characteristics of each region. Materials and methods. The study is based on the analysis of macroeconomic indicators of the region, as well as an assessment of the effectiveness of the monetary policy pursued by the Central Bank. Results and discussion. The study revealed that state bodies are engaged in the regulation of the financial and credit system and monetary flows of the region to ensure the stable development of the financial market and achieve high economic growth rates are the main problems faced by the regional economy. Conclusion. It can be concluded that the correct monetary policy can increase the level of economic development of the region, improve the investment climate and ensure the sustainable functioning of the economy.
