В статье рассмотрены инновационные преобразования в экономике ЕС в рамках программы Горизонт-2020 . Отмечено, что Горизонт-2020 является крупнейшей в ЕС программой по исследованиям и инновациям с бюджетом около 80 миллиардов евро, наибольшая доля расходов запланирована на реализацию социальных взрывов, передовую науку, индустриальное лидерство. Установлено, что в рамках приоритетных направлений программы выделены такие вопросы, как изменение климата, здоровье растений и животных, устойчивое развитие сельского и лесного хозяйства, использование цифровых инноваций, международное партнерство и др. В числе приоритетных направлений выделена устойчивая продовольственная безопасность как залог здоровья будущего поколения. Отмечено, что исследования и инновации, предусмотренные на 20212027 гг., ориентированы на усиление инновационного потенциала ЕС, рост конкурентоспособности и организацию дополнительных рабочих мест., The article discusses innovative transformations in the EU economy within the framework of the Horizon-2020 program. It is noted that Horizon-2020 is the largest research and innovation program in the EU with a budget of about 80 billion euros, the largest share of expenses is planned for the implementation of social explosions, advanced science, and industrial leadership. It has been established that in the framework of the programs priority areas, issues such as climate change, plant and animal health, sustainable development of agriculture and forestry, the use of digital innovations, international partnerships, and others are highlighted. Among the priority areas, sustainable food security is highlighted as a guarantee of the health of the future generation. It is noted that research and innovation envisaged for 20212027 focused on strengthening the innovative potential of the EU, increasing competitiveness and the organization of additional jobs., №3(65) (2020)

Арктический регион является объектом пристального внимания как арктических, так и неарктических государств. Большую роль в развитии взаимодействия стран региона играет Арктический совет. Осенью 2016 г. в Вашингтоне состоялась встреча по развитию международного научного сотрудничества в Арктике на министерском уровне. Для обсуждения совместных усилий по расширению международного научнотехнического сотрудничества с целью противостояния быстрому изменению климата и окружающей среды в Арктике собрались представители всех участников Арктического совета. В принятом совместном заявлении обозначались основные вызовы Арктике, всему населению планеты, жителям региона, в том числе и представителям коренных народов. Следующим шагом в обозначенном направлении стало принятие в мае 2017 г. Соглашения по укреплению международного научного сотрудничества в Арктике . Этот рамочный документ является третьим обязательным соглашением, принятым в рамках Арктического совета, и регулирует различные аспекты научного сотрудничества между участниками этого форума (как арктическими государствами и организациями коренных народов Севера, являющимися полноправными членами Арктического совета, так и третьими странами). Особое внимание уделено району применения соглашения и толкованию тех его положений, которые предполагают новые права и обязанности его участников государств в контексте широкой международноправовой основы. Рассмотрены вопросы регулирования передвижения исследователей и научного оборудования, доступа к научной инфраструктуре, использования опыта коренных народов Севера, соотнесения норм договора с национальными нормативноправовыми источниками. Соглашение вступило в силу в мае 2018 г. Документ является рамочным, содержит большое число норм мягкого права и предполагает, что стороны будут заключать в дальнейшем новые соглашения как общего, так и двустороннего характера по отельным вопросам и направлениям научного взаимодействия в регионе., The Arctic region is an object of close attention of both Arctic and nonArctic states. The Arctic Council plays a large role in the development of interaction between the countries of the region. In the fall of 2016, a meeting was held in Washington on the development of international scientific cooperation in the Arctic at the ministerial level. Representatives of all participants in the Arctic Council gathered to discuss joint efforts to expand international scientific and technical cooperation in order to counter rapid changes in climate and the environment in the Arctic. The adopted joint statement outlined the main challenges to the Arctic, for the entire population of the planet, to the inhabitants of the region, including representa, tives of indigenous peoples. The next step in this direction was the adoption in May 2017 of the Agreement on Enhancing International Arctic Scientific Cooperation. This framework document is the third binding agreement adopted within the framework of the Arctic Council and regulates various aspects of scientific cooperation between the participants of this forum (both the Arctic states and the organizations of the indigenous peoples of the north, which are full members of the Arctic Council, and third countries). Particular attention is paid to the area of application of the agreement and the interpretation of those provisions that imply new rights and obligations of its participants states in the context of a broad international legal framework. The issues of regulating the movement of researchers and scientific equipment, and access to scientific infrastructure, using the experience of the indigenous peoples of the North, correlating the norms of the agreement with national regulatory sources are considered. The agreement entered into force in May 2018. The document is an unmbrella document, contains a large number of soft law norms and suggests that the parties will subsequently conclude new agreements, both general and bilateral, on hotel issues and areas of scientific cooperation in the region, №4(49) (2019)

The topic of the article is important, as it is related to the formation and development of the scientific and research infrastructure (SRI) in the Far Eastern Federal District (FFD). The main scientific and practical problem of the article is the low level of innovative development of the region. What makes it apparent is the FFD lag from other Russian regions in terms of innovative activity, which reduces the capability of sustainable social and economic development of the Russian Far East in the long-term perspective. The purpose of the research is to update the current trends and problems of the SRI formation in the FFD. The object of the research is the SRI of Russian Far Eastern Federal District. The article shows the role of the scientific and research infrastructure in the region as a basic component of its innovative development, the main function of it being the resource support of research activities. There are analyzed dynamics and level of sufficiency of organizational, institutional, financial and material resources in Far Eastern science during the period of 2010–2017. Based on the analysis, a conclusion about the level of formation intensity and the effectiveness of SRI in Far Eastern Federal District is made; the most important problems of the SRI development in the region are identified. The research mainly results in displaying the sustained lag of the FFD from other Russian regions by most of the indicators characterizing the scientific and research infrastructure development, which reflects the low research potential of the region. The research is original, as it identifies trends in the SRI development and formulates its problems for the innovation system of the Far Eastern Federal District – the largest, the most remote from the center of the country, and the least developed region. The results of the research might have a special value for federal state authorities who directly form SRI in the whole country and distribute federal funds between regions, as well as for regional authorities who can have a significant motivating effect on local enterprises and organizations in terms of material support for SRI. Статья посвящена актуальной теме, связанной с формированием и развитием научно-исследовательской инфраструктуры (НИИ) в Дальневосточном федеральном округе (ДФО). Основной научно-практической проблемой статьи является низкий уровень инновационного развития региона, который проявляется в отставании ДФО от других российских регионов по уровню инновационной активности, что снижает в долгосрочной перспективе вероятность устойчивого социально-экономического развития Дальнего Востока. Цель исследования заключается в актуализации текущих тенденций и проблем формирования научно-исследовательской инфраструктуры ДФО на современном этапе. Объектом исследования выступает НИИ Дальневосточного федерального округа. В статье раскрыта роль НИИ как базовой составляющей инновационного развития региона, главной функцией которой является ресурсное обеспечение научно-исследовательской деятельности. Проанализирована динамика и уровень обеспеченности дальневосточной науки организационно-институциональными, финансовыми и материальными ресурсами за период 2010–2017 гг. На основе проведенного анализа сделан вывод об уровне интенсивности формирования и результативности функционирования НИИ ДФО, определены наиболее важные проблемы развития НИИ региона. Основным результатом исследования является вывод об устойчивом отставании ДФО от других регионов России по большинству показателей, характеризующих развитие НИИ, и соответственно, о низком научно-исследовательском потенциале региона. Оригинальность проведенного исследования заключается в выявлении тенденций развития НИИ и формулировке ее проблематики для инновационной системы Дальневосточного федерального округа – самого крупного удаленного от центра страны и слабо развитого региона. Особую значимость результаты исследования могут представлять для субъектов федеральных органов власти, которые осуществляют непосредственное управление формированием НИИ в стране и распределением федеральных средств между регионами, а также для субъектов региональных органов власти, способных оказать значительное мотивирующее влияние на местные предприятия и организации в части материального обеспечения НИИ.

В настоящей статье анализируется реализация проекта издания международного гуманитарного журнала «Quaestio Rossica» на базе Института гуманитарных наук и искусств Уральского федерального университета. Авторы характеризуют процесс формирования команды проекта по созданию журнала, описывают основные этапы развития проекта и степень участия общеуниверситетских структур в становлении журнала. Цель данной статьи - проанализировать кейс по управлению деятельностью научных журналов в Уральском федеральном университете на примере развития гуманитарного научного журнала «Quaestio Rossica», а также выявить наиболее успешные практики организации работы по сопровождению издательского проекта. Актуальность исследования обусловлена изменившимися требованиями к эффективности научных исследований, а также бурными процессами трансформации, которые происходят в российской научной периодике. В статье последовательно характеризуются факторы, которые способствовали возникновению проекта издания международного журнала по русистике. Подробно излагается, каким образом формулировалась концепция жур -нала и его редакционная политика. Дается оценка опыта организации работы по созданию журнала в рамках общеуниверситетских структур, в частности «журнального проекта», реализуемого Уральским федеральным университетом. В статье отмечается, что именно модель соединения экспертной и финансовой поддержки редакций в рамках управления проектом издательства международных журналов УрФУ позволила добиться существенных результатов. На примере гуманитарного журнала Института гуманитарных наук и искусств в статье показано, что функционирование журнала в университете не только способствует развитию теоретического, фундаментального знания или укреплению конкретной научной школы. Обладающий работоспособной международной редколлегией и внятной редакционной политикой журнал, может стать важным элементом научной инфраструктуры университета и его подразделений. The articles presents the results of project aimed on establishing international academic journal "Quaestio Ros-sica» at the Institute of Arts and Humanities, Ural Federal University. Authors characterize the process of team building, describe the main stages of journal's development and estimate the degree of university administration's involvement in project's realization. The paper aims to analyze the case study of founding international journal on humanities and define best practices in managing the project. Introduction of new requirements to research efficacy together with dramatic changes in system of Russian academic publishing requires scholarly reflection on the matter thus contributing to the importance of the topic covered in the article. Authors define factors that triggered the idea of establishing international journal on Russian Studies. The paper presents the process of defining the journals' concept and its editorial policy. Authors give an assessment to the university involvement in realization of the project. They stress that the present mode of relationship between journal's team and university's management addresses effectively the majority of problems and challenges. University provides expert and financial support, coordinates and supervises major processes in the framework of the project. Based on analysis of "Quaestio Rossica" experience authors conclude that functioning of the international journal contribute both the development of fundamental knowledge and research infrastructure of the university.

The round table discussion was devoted to the development problemsfacing such scientiic infrastructure facilities of the Russian Federation as the Centers of Shared Multi-Access to Research Equipment (hereinafter CKP) and UniqueResearch Facilities (hereinafter UNU). The round table participants included representatives of CKP, UNU and the relevant back-up organizations with a long historyof successful management of their Centers and Facilities.The Keynote report sought to frame the major problems of CKP and UNUdevelopment, indicated the causes of these problems, identiied guidelines totheir solution through the strengthening of governmental support to scientiicinfrastructure.According to the author of the report, the most challenging issues of CKPand UNU development include: – inadequate capacity building rates and modest performance of the corecenters and facilities due to low research activity of potential R&Dcustomers; – conlict of interest between CKP/UNU and their back-up organizations,which are primarily interested to use their centers and facilities forinternal research with whatever resources remain to meet orders ofexternal users;76 Круглый стол – reluctance of CKP and UNU staff to provide services, which may notinclude a research component; – unreasonable indicators of CKP/UNU capacity and performance, whichrelect performance of back-up organizations instead. To remedy the speciied problems, the speaker suggests: – to speed up the process of legal recognition for CKP and UNU statuscriteria and to perform conformance inspection of these items of scientiicinfrastructure and eliminate those CKP and UNU, which were establishedjust to get access to public funds; – to expand CKP status beyond the scope of research institutions forindependent legal units with competitive research equipment and highlyskilled research staff; – to include CKP/UNU performance indicators into the list of performanceindicators of back-up organizations in an attempt to promote CKP andUNU activities targeted at external customers; – to integrate silos of data on scientiic infrastructure to ensure higher qualityanalysis of facilities owned by research and educational institutions; – to introduce Cost Accounting system in the back-up institutions of CKPand UNU, considering CKP as a matter of priority. During the discussion of the indicated problems, causes and solutions, theRound table participants shared their approaches to the management of researchinfrastructure facilities, cooperation with external users, implementation of researchand provision of services at the premises of available Science Parks. Special attentionwas paid to funding options for the infrastructure facilities. There were also suggestions made to improve the mechanism of publicparticipation in the Federal Targeted Program for Research and Development inPriority Areas of Development of the Russian Scientiic and Technological Complexfor 2014–2020. The contribution of CKP and UNU in education activities andadvanced training of back-up organizations personnel, students and post-graduateswas emphasized.
