The paper analyzes the policy of the Delegation of the Kingdom of SCS at the Peace Conference in Versailles in respect ofVojvodina, which was incorporated into the Kingdom of Serbia by the decision of the Grand National Assembly in Novi Sad dated November 25, 1918, and joined the newly formed Kingdom of Serbs, Croats and Slovenes. The introductory part of the paper summarizes issues important for the work of the Delegation in territorial matters. External factors that posed an objective threat to the Delegation’s policy regarding Vojvodina were analyzed afterwards. The paper further discusses internal factors that disturbed the construction of the unique views of the Yugoslav Delegation in Versailles against Vojvodina. Different concepts on the borders of the Yugoslav state in the Delegation and the work of the Ethnographic Section which was especially significant in determining the territory ofVojvodina and demarcation with neighboring countries were both analyzed. On the basis of these analyzes in the final discussions were given some specific conclusions, as well as an a general assessment of the work of the Delegation of the Kingdom of SCS in Versailles regarding Vojvodina was given. In this paper author have studied out and analyzed family law relations between parents and children in Vojvodina in the period between two world wars according to acts, court precedent, private law rules and legal doctrine. The author have studied family law relations between parents and children in contemporary Serbia and in European law. In historical perspective in Vojvodina (including Medjumurje and Prekomurje) the Hungarian law (acts) was in use, except in Srem and Vojna granica where the Austrian law was in use. The issues of family status of children, in other words, the rules of establishing and contesting paternity, parental rights and duties, exercise of parental rights were analyzed. The father had paternal authority and priority role if the child was born in wedlock. If the child was born out of wedlock, mother had priority role in exercising rights and duties. If parents were divorced or separated the priority role had the parent who had custody of the child, the other parent had visitation rights. In the second part of this paper the court cases in parent- child relation in twentieth and thirtieth years of XX century kept in Archive of Vojvodina, were analyzed. This paper analyzes lexico-grammatical and discourse characteristics of a type of obituary - obituaries. The analysed material was published in two different regions the Serbian language is spoken: in Eastern Herzegovina and in the Province of Vojvodina (Novi Sad). It was taken from both printed editions of Dnevnik and online website E-smrtovnice. The lexico-grammatical analysis discusses the use of lexemes in the introductory phrase, the use of informative verbs, but also those that denote death, as well as the nouns that denote the farewell of a deceased person. We also observe the use of speech acts via discourse analysis aparatus, as well as the language functions of obituaries. In addition, the analysis shows their written structure when it comes to deceased women and how women are actually (nominally) identified in them. [ABSTRACT FROM AUTHOR]

This paper presents data on quantitative and qualitative content analysis of news programs presented in national minority languages and broadcast by the Public Service of Vojvodina (Radio Television of Vojvodina - RTV) in November 2011. The aim of the analysis is to determine the time and quality dedicated to cultural content in major news programs, which is one of the primary responsibilities of the Public Service according to the Broadcasting Act. Nearly all departments, with the exception of the Roma department, broadcast cultural content in news programs to a certain extent. Ruthenian and Romanian radio departments are the ones that give the most attention to multiculturalism. Hungarian TV department is focused primarily on alternative cultural directions. Shortly after emergence of Kingdom of Serbs, Croats and Slovenes, commenced the process of forming the judicial system in the territory of Vojvodina. In the very beginning of this process the Judiciary Department of the National Administration had an important role, especially in establishing regular judicial functioning. Very important for organizing a network of courts of law in the territory of Vojvodina was establishment of the Appellate Court in Novi Sad. After Department B. of the Court of Cassation was established, forming of judicial system in the territory of Vojvodina was completed. During the period considered in the paper, main problems affecting judiciary were lack of qualified judges and overload of cases. There were also few technical difficulties which also affected regular functioning of courts of law in the territory of Vojvodina. In the last few years, wheat production in our country has been reduced to the level of national consumption, but it is still subject to quantitative and qualitative changes. In order to under stand fluctuations in wheat production at the regional level, wheat cultivars were grown in the same locations for three consecutive years and analyzed for qualitative characteristics affecting grain utilization level during milling. The results of the paper showed that the harvest year 1997 was typical for all the cultivars and had the lowest average test weight (77.4 kg hl-1), largest absolute mass (37.9 g), highest protein content (12.5 %) and the best Flour yield (I1) (69.0%). Over the three-year period, I1 varied from 62.1 to 69.0 % over all and between 65.2 and 66.7 % in select locations. The findings of our study are a result of combined cultivar x location and cultivar x year effects, in other words, of cultivar x environment interactions. Generally, the cultivar x environment interactions in this paper were signifi cant (P<0.01), albeit relatively small. Background/Aim. Hand injuries in agriculture are characterized by massive destruction of all tissues, frequent amputations of finger, hand and often the whole extremity. These injuries are mutilant and can cause death. The aim of this paper was to show the specificities of hand injuries in agriculture in regard to hand injuries of other etiology. Methods. We analyzed patients that were treated in the Departement for Plastic and Reconstructive Surgery, Clinical Center Vojvodina, during a five-year period (2003-2007) because of hand injuries. Results. In a five-year period there were 366 patients hospitalized because of hand injuries, out of whom 36 injuries were related to agricultural machinery use. In both groups the number of patients trended to increased, with male gender being dominant. Most of the patients were young or middle-aged men. In agricultural injuries most of the patients were in the group of 41-50-year old (30%), while in the other group, the patients were younger (21-30-year old). Hand injuries in agriculture resulted in finger amputation in 92%, while in the other group that number was much smaller (13%). Skin defect reconstruction in agricultural injuries required complex methods of skin grafting or skin flaps in more than 71%, while this was necessary in only 10% of other hand injuries. Conclusion. Hand injuries in agriculture are very mutilant and often result in conquassation and finger amputation. A possibility to preserve tissue damaged in this way is very limited, and skin closer usually requires complex methods. [ABSTRACT FROM AUTHOR]

In flora of Vojvodina there are 23 vetch species of different origin. Morphological variability, micromorphological analyses of seed testa, organization of vegetative organs, content of elements (N, Ca) were presented in this work. Results given in this review paper suggest biodiversity of investigated wild wetch species. In the Kingdom of Serbs, Croats and Slovenes existed six different legal territories. Legal particularism that existed in the common state of Serbs, Croats and Slovenes was one of the major problems in state that caused many problems in the everyday life of citizens. One of the main goals of the authorities was to execute equating of laws. Special shortened procedure for equating of laws was established by the St. Vitus' Day Constitution. In the territory of Vojvodina mainly were valid Hungarian laws. Illegitimate children were in a inferior legal position than children born in wedlock according to the laws that were in force in the territory of Vojvodina. Illegitimate child was in kinship only with its mother. Non-marital children could be equated with children born in wedlock in two cases prescribed by law: if parents of illegitimate child enter marriage later on, or pursuant to the Royal Decree. The legal position of non-marital children was one of the outstanding social issues in the state that had to be uniformly resolved. [ABSTRACT FROM AUTHOR]

Department B. of the Court of Cassation was established in 1920 upon decision of the Ministerial Council of the Kingdom of Serbs, Croats and Slovenes. Special Regulation on the Organization of the Department B. of the Belgrade Court of Cassation in Novi Sad was passed on September 17, 1920. Department B. of the Court of Cassation in Novi Sad started operations in February 1921. This judicial body was tasked to adress legal issues, but also to organize legal life in the territory of Vojvodina. In 1930, a special law was passed which prescribed relocation of seat of the Department B. of the Court of Cassation from Novi Sad to Sombor. The Presidency of the Department B. had responsibility to make the necessary arrangements in order to provide the conditions for the transfer of judges, court staff, their families, and also court inventory. However, relocation of the seat of the Department B. of the Court of Cassation wasn't conducted. In the archives there is no data on the reasons that had contributed to the fact that the law on relocation of the Department B. wasn't implemented in practice. Establishment and operation of the Department B. of the Court of Cassation in Novi Sad had a great significance for the consolidation of judicial circumstances in the territory of Vojvodina between the two world wars. The Kingdom of Serbs, Croats and Slovenes was established on 1 st of December 1918. Shortly after emergence of the new state, commenced the process of forming the judicial system in the territory of Vojvodina. Very important for organizing a network of courts of law in the territory of Vojvodina was establishment of the Appellate Court in Novi Sad. After the Department B. of the Court of Cassation was established, forming of the judicial system in the territory of Vojvodina was completed. Appelatte Court in Novi Sad had an important role in the judiciary system in the territory of Vojvodina because, as an organ of supervising, it was mediator between the courts of lower jurisdiction and Ministry of Justice of Kingdom of Serbs, Croats and Slovenes in Belgrade. The article also discusses the contents of the unique Law on the Organization of Courts of Law in the Kingdom of Serbs, Croats and Slovenes, and presents judicial instances which, according to Law, existed in the territory of Vojvodina. Vojvodina is a multicultural, multiethnic and multi-religious environment. As a matter of fact, the indicators of marriage relations -- statistical data on marriage and divorce rate, do not show much differences in different population groups. The influence of nationally and religion as examined factors is not significant in marriage relations. However, difference in divorce rates might be seen in comparison between two population groups, one, declared themselves as believers and on the other hand the atheists. The frequency of divorce is higher among the atheists. This indicates that influence of religious law actually exists as a factor in individual decision on getting the divorce or not, having in mind that the Orthodox church does allow divorce, but sees marriage as the permanent, long-lasting institution and divorce as exceptional phenomenon. Although there is a distinction comparing Orthodox and Catholic religion regarding permissibility of divorce, since Catholic rules do not allow divorce; it is noticeable that this fact does not make the difference in the frequency of divorce among Orthodox and Catholic believers. On the contrary, divorce is more frequent in the Catholic population than in the Orthodox. This phenomenon may be the consequence of the long mandatory application of the secular family law in Vojvodina which recognized the institution of divorce and probably the fact that a significant number of believers are not active, genuine believers, so they follow secular family law rules in the marriage relations rather than religious rules. It might be noticed that the type of area where population live -- urban or rural -- has a significant influence on family relations in Vojvodina. The divorce rate is considerably higher among urban population than among rural, probably due to a more patriarchal model of the family relations accepted among rural population even today in the XXI century. Jaša Tomić, the leader of Radical Party in Vojvodina, was mostly devoted to the national issue during his long political career, since the national issue had the character of struggle for national equality during the period under the rule of Austro-Hungarian Empire. Serbo-Croatian relations took up a prominent place within this national issue. Tomić did not accept the idea of national unity between Srbs, Croats and Slovenes. After the unification, the thesis on national unity became relevant for the constitutional organization of the new and unified state. Tomić was of the opinion that Serbs, Croats and Slovenes are three closely related but still separate nations, which could and should have organized a unified state. He thought that it would have been wrong to organize the state on the assumption of their national unity. Although he was against the idea of national unity, he was still of the opinion that the state should have been organized as a unitary state with adequate system of local self-government. Regardless of the fact that a new Constitution of the Republic of Serbia basically doesn't foresee significantly different status of Vojvodina, which is still just an autonomous territorial unit within the unitary regulated Republic of Serbia, nevertheless, is the total legal status of provincial administration in the Draft for the Statute of the Autonomous Province significantly differently regulated. The most important changes are in the entirely different principle of the organization of the provincial government which affected significantly different relations between the provincial administration and the Assembly of the Autonomous Province and the Government of the province as well as on the constitution of provincial administration counties which should execute the affairs of the provincial administration outside the main office of the provincial administration bodies which currently don't exist. To have a total view of the new legal position of future provincial administration in legal aspect will be possible later, when other important issues of the legal status and the organization of provincial administration are regulated by the decisions of the Provincial Assembly and the Provincial Government, authorized by the future Statute of the AP Vojvodina. To some provisions of the Draft for the Statute about the legal status of the provincial administration could be raised objections, however, equally as it was the case with numerous provisions of this act, to which the competent public already pointed out that they were not in concordance with the Constitution of the Republic of Serbia. Surely, the greatest imperfection in this regard represents the total failure regarding the choice of principle of provincial administration organization, where instead of the constitutionally stipulated assembly system of the government union, there is introduced the principle of the division of government and the parliamentary system. Similar problem exists with the provision about the provincial administration counties, which divide Vojvodina to geographical regions unknown to the Constitution of Republic of Serbia. Great issue with the Constitution, but also with the Act about the protector of the citizen's rights and the Act about Local Self-Government, have the provisions of the Statute addressing the Provincial Ombudsman, by which the manner of regulating the jurisdiction of this provincial institution is entirely failed. Beside these there are numerous other provisions about provincial administration which are not entirely in concordance with the Constitution or some of the Republic Laws. Therefore, in order to make the status of provincial administration entirely founded on solutions from the new Constitution and valid republic legislation, it is vital to eliminate all the noted imperfections, so that the final legal shaping of the major future provincial legal act wouldn't have to be performed by the Constitutional Court of the Republic of Serbia.
