Scientific journals represent the most important tool of communication between scientists. The key factor for the evaluation of scientists is their scientific productivity. In order for their scientific work to be positively evaluated, it is necessary for scientists to publish a considerable number of papers in journals indexed in relevant commercial databases (of which the most important are the Web of Science Core Collection and Scopus). What also matters is that the published articles are highly cited. This preoccupation with numbers has changed the publishing culture and today, scientists are more preoccupied with how much and where they publish than with what they publish. The result is a significant increase in the number of journals and published papers, but this increase does not necessarily lead to the growth of science itself. Publishing pressure is often cited as a reason for scientific misconduct. This paper explores some of the biggest challenges in academia today: transparency and impartiality of the peer review process, publication of papers in predatory journals, growth of co-authorship, prolific authors, ghost writers and honorary writers. The paper will explore these challenges in the context of the Croatian Scientific Activity and Higher Education Act and the Ordinance on Academic Promotion and Advancement Requirements and Proceedings. The main goal of this paper is to contribute to an overall understanding of the phenomenon of globalisation of higher education. Given that in our country the globalisation of higher education has been approached without attempting to provide a more comprehensive definition of the phenomenon, in the first part of the paper, the basic elements and domains that provide the basis for a more complete definition of the globalisation of higher education will be listed and a difference will be made in relation to similar phenomena, such as internationalisation and Europeanisation. Apart from a more comprehensive understanding of globalisation by pointing out its epistemological foundations in the papers from the end of the 20th century, which the domestic scientific public did not pay enough attention to, the paper also provides an overview of approaches to the study of the impact of globalisation on higher education, both the initial ones, which were developed by international organisations, and the academic ones, which enabled a deeper and more comprehensive understanding of the phenomenon of globalisation of higher education. By contributing to a more comprehensive definition of the observed phenomenon, in this paper we intend to contribute to a broader understanding of the phenomenon of globalisation relative to the current view in which globalisation is understood as a modern phenomenon and its impact on higher education is observed after a certain period in which it supposedly arises. The paper affirms the claim that globalisation is just a new name for a phenomenon that has existed in modern civilisation for much longer than the end of the 20th century, and the expansion of higher education contributed to its genesis.

The paper presents an analysis of the impact of marketing communication tools on the attitudes of service users, with a special emphasis on users of services provided by higher education institutions (HEIs). It first present the theoretical assumptions of the marketing concept and its application in HEIs, while the empirical part presents an analysis of the representation and adequacy of the various marketing communication instruments application at the Higher Business School of Vocational Studies in Leskovac. With different combinations of marketing communication instruments, comparative advantages in the education market can be achieved. The paper analyzes the results of the survey, which examines how and to what extent certain marketing communication instruments influence the attitudes of students of the HEI. The contribution of this research is reflected in the possibility of a better understanding the complexity of the issues related to the application of marketing communications in HE.

This paper investigates the experiences and opinions of students who learnt English for specific purposes via Moodle in the period between March and June 2020. The aim was to analyse the extent and forms of their engagement in this type of learning, explore their perceived positive and negative aspects of the course, and obtain suggestions for integration of this educational platform into English language classes in future. In addition, the paper aimed to investigate if there were any statistically significant differences related to the respondents' use of the platform and their participation in the course according to the level of their English language knowledge and digital competences. The sample comprised 107 students who completed an anonymous questionnaire. Quantitative and qualitative data were analysed using the descriptive statistics and content analysis. Kruskal-Wallis test was employed to detect the correlation between dependent and independent variables. The obtained results showed general satisfaction with the English language course run on Moodle, but also revealed the students' observation that the platform should accompany face to face classes in order to make learning more effective. The positive and negative aspects of the course identified by respondents were mostly in line with the existing research within the field of emergency remote teaching. Students pointed to the advantages of learning English via Moodle in terms of flexibility, accessibility of teaching materials, functions of tools such as tests, glossaries, forums. They also highlighted drawbacks, such as absence of real-time communication, work overload, and lack of self-discipline. It was interesting to discover that although research participants recognized the benefits of communication and collaboration tools, they did not engage with them to the anticipated extent. The fact that the mentioned issue has been identified in online learning in general suggests that the cause might lie in traditional, teacher-centred approach to teaching, which is still widespread in the educational system in Serbia. The obtained data carry important pedagogical implications for both learners and teachers in terms of incorporating digital tools in classes and devising a strategy for implementation of remote teaching in times of crisis. Students should be acquainted more thoroughly with virtual educational environment, which would, in turn, lead to the increased engagement and development of learner autonomy. In order to achieve this goal, teachers should strive to enhance their technological and pedagogic competences. This would also help them keep pace with technological educational innovations and encounter potential future educational emergencies better prepared.

Online learning has become an integral part of the educational environment, especially in higher education. Although the practice is not yet widespread or systematized, there seems to be an increasing number of institutions and individuals embracing this innovation. This increase is not limited to the developed world; the teaching staff in developing countries are equally enthusiastic about mediated learning for various reasons, including expanding access and providing flexibility to the population seeking education and continuous training. The ubiquity and multitude of ways and tools for communication among people are the most notable characteristics of network-based culture and economy. Institutions that previously relied on students gathering in classrooms can now offer their study programs online. The frameworks of implementation of digital technology range from those that imitate traditional classroom patterns to models that fully leverage the potential of digital technology to create an authentic learning environment. The paper presents five models of online learning, from those that use technology as a support to the traditional approach, such as the flipped classroom model and the virtual classroom model. It then moves on to the blended learning model, which sits in the middle of the continuum between imitation and innovation, representing a fundamental change in the approach to education. Finally, the paper introduces the model of collaborative online learning and the model of connectives learning, implemented in the form of massive open online courses, which represent a disruptive innovation that threatens to destabilize the world of formal education.

Critical thinking is one of the key 21st century skills. It is considered to be one of the fundamental learning outcomes, which makes it a topic of many discussions on the concept of quality in higher education. Consequently, many ways have been developed to encourage the development of critical thinking and problem-based learning is one of them. In this paper we start from terminological definitions of the concepts related to the problem-solving learning and critical thinking in order to shed more light on their correlation in the context of learning in higher education. The authors of the paper show the impact of the problem-solving learning on encouraging students’ critical thinking by analyzing the results of theoretical and empirical research of the above-mentioned problem area. Apart from advantages, we point out the disadvantages in terms of additional research in the context of higher education, as well as conceptual consideration of the critical thinking concept.

While the university of today, as a significant institution whose appearance is associated with the Middle Ages, can be considered in the context of the emergence of classical university education, the modern age is facing this institution with new requirements and expectations. This paper aims to consider the changes in the concept of the university, which are accompanied by classical ideals (enlightenment) to all the major influences of the economy and the requirements for the development of innovation and entrepreneurship. The paper aims to concretize the following tasks: to analyze the classical model of the university and its philosophy of education, to analyze the model of higher education that is primarily based on economic criteria, and to consider the need for actualization and development of the third mission. It is concluded that in modern circumstances, the university is facing the challenge of finding a balance between preserving institutional autonomy, independent social criticism, and academic freedom of professors and students, on the one hand, and connecting with the world of work to become a relevant factor in economic development. Within this framework, discussions on the further direction of the development of higher education should be directed at examining the possibilities for the encouragement of humanistic values, for higher education institutions act as a generator of overall social development.

The goal of this paper is to examine the difference in dimensions of online university teaching relative to the domain of education. The dimensions of online teaching correspond to the theoretical model of community of inquiry framework developed in the year 2000 by Garrison, Anderson and Archer and comprise teaching, social and cognitive presence. The paper presents an international quantitative research carried out in the school year 2021/2022 and using survey technique among students (N=808) from Serbia, Bosnia and Herzegovina, Croatia, Slovenia, Romania, and Russia. A modified version of an instrument for examining online instruction and its dimensions was applied and tested, while the analysis of the internal consistency of this instrument showed a high level of reliability (α=0,941). The Kruskal-Wallis test demonstrated that there are statistically significant differences among the dimensions of online teaching in relation to the field of education. The highest score is consistently observed in the field of Social sciences and humanities, followed by the field of Engineering and technology, Natural sciences and mathematics, Art and interdisciplinary studies, whereas the lowest scores are observed in the field of Medical sciences. The results indicate the specificities of each educational field that were not recognized and taken into consideration by educational technology in its universal approach, which implies the necessity of creating educational technology that would be relevant for different educational fields, as well as focusing on a combination of online instruction and on-site teaching and learning.

Changes in the education process indicate the increasing occurrence of the privatization of education, as well as the emergence of permeation of public and private partnerships that are supported by global education policies. Considering that in the Republic of Serbia this topic is insufficiently studied, the goal of the paper is to present public-private partnerships in their complexity, possibilities, but also the implied challenges. Also, in order to understand the specificity of public-private partnerships in education, it is necessary to present the historical development of this type of partnership, as well as its broader socio-economic framework. Twofold demands placed on modern educational institutions indicate the complexity of the situation. On the one hand, educational institutions should retain its specificity while at the same time their increasingly pronounced contribution to economic efficiency is expected, resulting in establishing cooperation between the public and private sectors. The paper presents in more details the ways of achieving public-private partnerships in education. The contribution of the paper includes the actualization of literature dealing with the topic of public - private partnership. On the basis of the studied literature, it is concluded that in the future the greatest impacts of public - private partnerships can be expected within higher education.

In this paper, the authors present the key challenges encountered by the higher education as a public service during the COVID-19 pandemic. The paper aims to examine the opinions of full-time and part-time students on the organization of the educational process during the pandemic. The key hypothesis set in this paper is that the observed higher education institution ensured an efficient educational process and maintained appropriate teacher-student relations during the COVID-19 pandemic. The respondents in the survey were full-time and part-time students of the professional undergraduate administrative study programme at the Faculty of Law, Josip Juraj Strossmayer University of Osijek, and the Administrative Department of the College of Applied Sciences Lavoslav Ružička in Vukovar. The survey results were expected to either prove or disprove the basic hypothesis. The research results were analyzed by applying the descriptive statistics method. The scientific contribution to administrative science is evident in the theoretical background for conducting the empirical research at the Faculty of Law in Osijek and the College of Applied Sciences in Vukovar, the analysis of major challenges encountered by teachers and students, the final conclusions and proposals for improving the organization of the educational process in future extraordinary circumstances.

The author is addressing the problem of systematic inclusion of the topics of social economy into the accredited higher education study programmes in Slovenia. To support the actuality of the research problem, education in social economyis shown as public policies priority on national and European level. The paper aims to answers the question of existence of social economy courses in the study programmes on business (and business-related management) and the question about correspondence of the content of these courses to the needs for competences of actors in the sector of social economy. The paper also presents different types of inclusion of the topics of social economy into the systems of higher education in Europe with the purpose to show possible directions for further development of social economy education in higher education system in Slovenia. The results of the research aim to have didactical, developmental and advocacy value and applicability.

Uncertainty, unfolding in the most extreme forms in the period of one of the greatest global challenges– a threat to the health and wellbeing of people, caused by the pandemic, is gaining a form difficult toconceive in temporal and conceptual terms. In the perception of students, the young people on the brinkof the first employment, the uncertainty primarily reflects in the estimate of possibilities of finding ajob and opportunities to construct a professional identity. This paper examines the potential role ofpersonal branding in the improvement of student opportunities to find the desired job, as well as theimportance of higher education institutions as strategic partners in the process. This paper, among others,also emphasizes the importance of empowering students towards the recognition of the role of theirknowledge and competencies acquired during the studies; the role which does not correspond to banal,oversimplified reduction of the role of education as means to meet the labour market needs.

Internal communications strategy influences and determines the way employees behave, observe, and maintain good vibes in their respective workplace. No company should allow the occurrence of inefficient communication between their workers and the management bodies, otherwise, it is doomed for failure. What happens inside organizations in terms of administering good communication channels, affects their business success equally so as to what happens outside them when public relations staff brings forth all the successful results to the society at large. Internal communication is very often neglected, which only shows the immaturity and lack of knowledge or incompetence of the leading figures in an organization about effective communication. This paper deals with the efficient execution of internal communication and its importance for the successful ranking and positioning of any business, whether it be small or big. First, it examines the main prerequisites for success such as trust and connecting with the employees and their establishment in big and small businesses as well, because small organizations find it easier to implement good internal communications than the big ones. Second, the paper explores higher education organizations and their ways to achieve excellent results through the positive impact of running good internal communication to the satisfaction of their employees, management bodies, and their wider community. The paper also argues that the essential preconditions of the organization’s good positioning are mutual trust, stemming from the efficient internal communication strategy implementation, and the creation of a good business climate. Labour market as a catalyst and a sieve distinguishes good from bad, recognizes good social interrelating competencies focusing on perceiving identities and favourable working contexts. Third, the paper deals with the working place language knowledge which facilitates human resources management, enables efficient implementation of the internal communication strategy, and provides for the efficient running of the organization. Conclusions are that the successful implementation of the all above said will consequently result in a good positioning and high ranking of the organization on the volatile labour market.

The aim of paper is to examine students' satisfaction of teaching in the classroom and online teaching. Students' satisfaction is a key determinant of students' loyalty and the spread of positive word-of-mouth, which affects the image of the faculty and the future of its business. Due to the Covid-19 pandemic, higher education institutions were forced to quickly adapt to the newly created circumstances in education and switch from classical classroom teaching to online teaching. The paper analyses the current literature on the importance of managing relationships with service users, the concept of students' satisfaction and highlights key factors for teaching. The research was conducted on a suitable sample consisting of third-and fourth-year students at the state faculty in Serbia. The data analysis included 168 validly completed questionnaires and based on these results, the paper discusses the implications and provides guidelines for future research. The study will be useful for teachers to identify factors that will improve the level of students' satisfaction with online teaching during the Covid-19 pandemic and later when teaching return to the classrooms.

The paper discusses the phenomenon of Americanization of European universities in a historical perspective, referring to the critical comparison of higher education in Germany and the United States, conceived by Max Weber after the experience of his stay at American universities in 1904. In accordance with the subject and goal, the paper is divided into several thematic units that include the historical context of European university development, defining the research question, the historical and theoretical context (his trip to the International Congress of Arts and Sciences in St. Louis and defining two of Weber's key theoretical concepts (rationalization and bureaucratization) which are necessary for understanding his analysis of higher education), consideration of Weber's most important work on this topic (Wissenschaft als Beruf), and presentation of the conclusions of our analysis. The paper provides an overview of Weber's comparison of two university models: (a) the American model, which he sees as market-oriented, democratized and meritocratic, and (b) the German model, which he sees as critical, holistic and humanistic. Despite the prevailing opinion in modern Weberology that Weber was an apologist of the way in which American higher education works, in this paper we try to show that Weber in his deliberations offered a far more balanced view of the situation at universities in the two countries (United States and Germany), and that he managed to show different aspects, i.e. the advantages and disadvantages of these two, in many respects different, models of higher education and academic communities derived from them. Although the paper deals with a part of Max Weber's legacy and in that sense with a discussion that is part of the history of sociological ideas, the basic ideas that Weber argues in it have not lost their relevance in contemporary discussions on higher education reform in Europe.

Student centered learning implies the pedagogical approach based on constructivism and theories related to it, and it is characterized by the methods used to make a student actively contribute the learning process. It is recognized in the mindset and culture of the faculty, and focused on the needs and opinions of students. This paper presents the main elements of this approach in the context of higher education system. It starts with the perspective that placing the student at the center, the "heart" of the educational process, is a response to numerous social challenges and the reform process. The first part of the paper highlights a dichotomy resulting from the need to reconceptualize the traditional educational system in order to respond the needs of the knowledge society. It further points out the particularities and the differences between the teaching paradigm and the learning paradigm and elaborates the (im)possibility of combining them. The second part of the paper is dedicated to the analysis of the possibilities for implementing student-centered approach in higher education institutions and making it an integrative part of their climate and learning culture.

This paper looks at the use of e-books in higher education, with special reference to the perceptions of foreign language students, as over the last decade there has been a noticeable tendency in this population towards increased use of e-books for their studies. Due to their technical characteristics, primarily multimediality and interactivity, e-books have great potential for foreign language learning at all levels. Therefore, in the relevant literature there is an increasing number of studies dealing with various aspects of e-book use in foreign language acquisition. The aim of this paper is to present a review of published studies pertaining to student perceptions of the potential, advantages and drawbacks of e-books in content learning in the field of foreign languages. The structure of the paper comprises an introductory section, a section on the emergence of e-books, a review of research in higher education, and a review of studies in which data on foreign language students' perceptions of the use of e-books in their studies were obtained using empirical methods. In the conclusion, it is noted that students use e-books, that they are acquainted with their advantages and drawbacks, but that they nevertheless prefer the use of printed books for studying. Students' attitudes suggest that e-books, due to their technical characteristics, can have high applicability in foreign language learning in terms of vocabulary expansion, better comprehension, the development of reading habits and text analysis.

Mentoring and mentorship in the implementation of curricular and extracurricular activities are characteristic of higher education. Since the quality and effectiveness of mentoring are determined by the distinctive characteristics and quality of the communication that takes place within this relationship, this paper aims to explore the communicative aspect of mentorship in higher education. The study was conducted using a sample of University of Niš students who have had direct experience of mentoring in the production of their senior and master's theses. The study sought to examine their attitudes to: mentoring communication skills; the ways in which communication takes place; communication styles in mentoring; and the communicative aspects of quality mentoring. Our findings indicate that the most highly rated quality in mentors is openness to questions. Email communication predominates, while other modern forms of communication, such as apps and social networks, are used to a far lesser extent. Mentors were rated as active listeners who provide timely, clear, comprehensible and positive feedback. Although our findings suggest that the mentoring practices studied are characterized by communication of a very high quality, the paper draws certain pedagogical implications. The emphasis of these pedagogical implications is on: continued pedagogical-methodological enhancement and support for mentors and mentees; developing higher quality communication; developing communicative competences; nurturing mutual respect, understanding and trust; developing empathy and the ability to accept another's opinion, suggestions and ideas.

The expansion of digital technologies, omnipresent in the contemporary educational context, suggests the need for analysis of various concepts closely related to their implementation in higher education, as well as the problematization of their use from the position of different pedagogical conceptions. One of the most widespread forms of use of digital technologies is e-learning, which is increasingly finding its place in higher education. In view of the fact that the concepts of e-learning and distance learning are frequently used interchangeably, this paper seeks to draw a distinction between them. Focusing on e-learning, we analyze its prevalence, and the use in contemporary higher education of two basic e-learning models (synchronous and asynchronous), as well as Moodle and Blackboard, the two prevalent e-learning platforms in higher education. The paper looks at some basic elements of e-learning necessary for its comprehension, and also provides an analysis of e-learning in the context of the characteristic elements of Paulo Freire's critical pedagogy, two concepts of education, politicality and dialog.

The paper comprehensively considers the issue of higher education teaching in the conditions of the Covid-19 pandemic, simultaneously dealing with its practical implementation , but also with the attitudes and feelings of university teachers who took on the role of online educators. The research is based on a descriptive method, survey and scaling techniques, and uses a questionnaire with an assessment scale as a research instrument. The research sample consisted of 102 university teachers from the Republic of Serbia. The experiences of teachers in the implementation of online teaching in the Covid-19 pandemic were observed in relation to three independent variables: academic rank, length of service and previous training in the field of ICT. Teachers faced challenges related to adapting to a new way of working, motivating students and maintaining their attention, with a lack of direct communication and interaction, feedback and technical barriers. They experienced online teaching as challenging, exhausting and stressful. Furthermore, it was identified that there is a need for additional teacher training for the implementation of online teaching. In addition, the results of the research raise questions about the foundation of a specific scientific field that would deal with the problems and opportunities of learning in times of disasters and emergency situations.

The aim of this paper is to define what creative transformational leadership means in the context of higher education exploring some of the challenges and opportunities of being an educational leader in institutions which are internationalising and competing in a global market. The authors explore some previous studies which have suggested that ‘transformational leadership’ is the most effective model of leadership, especially in a business context, whereas many educational papers focus on ‘creative leadership’ This paper suggests that creative transformational leadership might be the ideal approach, analysing what constitutes creative transformational leadership from the perspective of higher education leaders and how they perceive these approaches using in-depth e-interviews. A sample of international academics was recruited from the authors’ professional online networks and an online link to a list of ten interview questions was emailed to participants. The sample consisted of Rectors, Vice Rectors, Deans, Heads of Departments and Heads of Programmes (Bachelors and Masters) in Higher Education. There were 28 respondents from 15 countries, but some of the academics were working in an institution in a country which was not their country of origin and several had experience of teaching in more than one country, so the sample was truly international. The findings reveal that the contextual dimension of leadership in higher education plays an important role, especially the rapidly changing social and technological environment, which affects both staff performance and student needs. Other challenges include institutional constraints and lack of resources. However, both the theoretical and empirical research suggest that creative transformational leadership could offer an important approach for the future of higher education in this dynamic, global environment.

Higher education, compliant with the new trends, expects students to have a more active and individual engagement in the learning process. Collaborative learning, research-based teaching and learning, and constructive approach are being promoted. Students are expected to demonstrate critical thinking, creativity, and resourcefulness to be qualified for the labor market as well as lifelong learning. The education process at higher education institutions is enriched with collaborations with important institutions that serve as a teaching base aiming to create diverse learning and teaching opportunities. This paper aims to investigate students' opinions about using resources of the University of Sarajevo's teaching base – a museum. Students are asked about the museum as a learning place, their experiences when visiting a museum, and the reasons and frequency of their museum visits. The question is if the students visit museums to explore certain topics for assignments during their studies and how they perceive such forms of learning. 65 students of the University of Sarajevo participated in the research. The results point to the importance of generating a new audience for museums, maintaining the existing one by creating stimulating activities, and designing such a teaching process that would prompt students to return to, explore and learn in museums.

This paper presents guidelines for developing cases and teaching notes for marketing classes in higher education. Cases are often used in problem-based learning, where students are placed in a problem or decision-making situation and are encouraged to take the role of problem solvers. The recommendations for case writing are based on analysis of high-level examples of marketing cases, published in the most prominent global publishing databases, along with more than 15 years of experience of the authors. This paper explains the process of writing cases depending on the source of data and tackles all necessary issues that should be addressed. Writing teaching notes is focused on providing the supportive material for a case that helps a lecturer understand the reason for writing the case, the questions that might arise from it and the professional or theoretical points that should be raised in discussion. This paper should contribute to interactive learning and provide lecturers with detailed recommendations for writing cases in the marketing field.

The subject of the paper is to analyze the impact of the language barrier faced by Hungarian minority female professors and students in the higher education sys­tem of Serbia. The aim of this paper is to propose measures which might allow Hungarian minority students to overcome the language barrier more easily and to raise awareness for the need of more Hungarian women in the fields of science, technology, engineering and mathematics (STEM). The analysis is based on twenty four semi-structured interviews conducted with minority Hungarian female professors and students, who are working or studying at the University of Novi Sad, Serbia. Interviews were conducted with a pre-composed questionnaire between the end of 2014 and the beginning of 2015. Interviewees were chosen with a snowball sampling method. Results of analysis show that the majority of Hungarian women face a language barrier at the start of their studies, mostly because of their limited knowledge of the majority’s language. These barriers were more pronounced in Hungarian female students than with professor. This phenomenon can be attributed to the time in which they grew up, or to a different social environment of the twentieth century, when bilingualism was completely natural, from which, less segregation of the nations resulted and a better knowledge of the Serbian language. The professors particularly point out that being bilingual is a great advantage and that their knowledge of several languages was a key advantage in their academic careers. With the analysis of the interviews it was determined that the language barrier was mostly pronounced for students of social sciences and humanities (SSH), where language is the primary tool of communication. The language barrier was less important for the students studying in STEM sciences, where students and professors interact through formulas and written exams.

This paper presents the research on information literacy level of students in Novi Sad. The survey was conducted among students of four different faculties in Novi Sad (Faculty of Economics and Engineering Management, Faculty of Philosophy, Medical Faculty, Law Faculty of Economics and Justice) and users of the Matica Srpska Library. A total of 201 students participated in the research (100 freshmen and 101 fourth year students). As the basic research method for gathering data we used survey. The questionnaire contained 10 questions. The results obtained in this research should increase interest in the concept of information literacy in higher education institutions, and highlight its importance for the entire education system. The purpose of this paper is to determine whether there is a statistically significant influence of characteristics of higher education institutions and scientific fields in which their study programs are accredited, on use of Internet resources and IT tools. The term 'use of Internet resources and IT tools' here refers to enhancing students' skills in use of internet resources, services and technologies on Internet, thus enabling them to create and place new content, services and technologies on the internet. This paper is based on data collected from 196 higher education institutions from Serbia, by a survey questionnaire. The research described in the paper was conducted in 2014. Data processing included a descriptive and correlative analysis. Based on this research, it can be concluded that there is a statistically significant influence of characteristics of higher education institutions on use of Internet resources and IT tools. Detailed research of the content of courses in higher education institutions that deal with internet and technologies surpasses the scope of this research and can be included in future research. This paper presents a new approach in research of influence of higher education institutions and their scientific fields' characteristics on use of Internet resources and IT tools in higher education. The results of this research can be used to improve educational strategies aiming to incorporate the internet use into the curricula of study programs in higher education institutions.

At its general term, this paper discusses the role of guest lecturers in higher education. More precisely, the paper considers the role of guest lecturers in tourism Management programmes taught to student in Universities. The paper examines theory and literature relating to tourism studies and higher education in general. It discusses the relevance of guest speakers in universities and examines their contributions towards tourism programmes. The paper discusses lecturers in tourism degrees suggesting that they might lack industry experiences but are still required to deliver theories to students and are seen as classroom managers and student mentors. The paper further investigates how lecturers and guest speakers are perceived as two different entities by students where lecturers are seen as classroom managers and guest speakers are seen as the industry knowledge providers. As internationalization of education becomes the focus of higher education institutions that aim to deliver education in a more international context, guest speakers that address local practical occurrences become less appealing. With the rapid spread of distant learning and online education, the paper concludes that guest lecturers are not the solution for perfect academic experiences in higher education in general and specifically in tourism programmes.

Enhancement of the public finance system in order to improve functioning of the public sector is crucial for further sustainable growth and development of the economy of Serbia. For this reason, the programme budget is a significant instrument for the reform of this system aiming to provide more expedient programme funding of public policies. The subject matter of the research in this paper is a comparative analysis of line and programme budgeting and the analysis of the current situation in the process of public funding reforms in the Republic of Serbia with a special focus on the area of higher education budgeting. The aim of this research paper is to determine the performance of the programme budget in public sector in order to improve the public finance management in the case of higher education. The research results indicate benefits of applying the programme budget in the area of public funding in terms of the possibility of improving the budgetary effects and results in accordance with defined aims in the implementation of budget programmes, programme activities and projects.

The paper examines the system of higher education in the Republic of Serbia in the context of educational paradigms and the development of the innovation and knowledge-based national economy. The subject of the research is higher education in Serbia in a life-long learning perspective as an essential component in achieving smart growth, capable enough to become a competent part of the European Higher Education Area. The aim of this paper is to examine the current situation in this area and the achievements of the new Strategy for Development of Education in Serbia by 2020 in the context of the expansion of higher education on the global level, as well as to emphasize the responsibility towards future generations for development of a more modern system of education based on the creativity of all participants in the learning process. In conclusion, the paper points out that the developmental orientation of educational system in the Republic of Serbia is building a new model of higher education.

Due to constantly increasing competition in the higher education market, customer or user satisfaction should be made the focal point of all higher education institutions. Creating happier, satisfied customers, whether they are students, their parents, donors, professors or employers, should be the primary objective which will also contribute to the quality of the educational institutions. In line with that, this paper aims to show the extent to which human factor (as a tool of marketing mix) and all elements associated with it, affect student satisfaction in higher education institutions. The survey was conducted on a sample of 703 respondents, i.e. students of four faculties which are part of the University Business Academy in Novi Sad. A questionnaire created specially for research purposes was used as an instrument for data collection. The analysis of collected data included correlation and regression analysis. The obtained results indicate a statistically significant correlation between the human factor and the satisfaction of students in higher education institutions. The paper touches upon the impact of each element on the satisfaction of students. Such analysis provides us with important indicators in terms of specific elements of human factor which should be improved if we want to improve the overall satisfaction of students in higher education institutions. Finally, the paper outlines possible conclusions and recommendations for further research on the basis of the obtained results.

This paper is based on the lectures held at the conference of the Hungarian Society of Regional Science (2013, Kaposvár, Section: „The knowledge of EU regional policy in higher education”) on the one hand, and on the other hand it is based on studies and data of the education of regional policy experts. The aim of this paper is to give information about some current general and local specifics of the education of regional policy experts in Hungary.

Quality is becoming one of the main factors of competitive advantage both in the manufacturing and commercial sectors, and therefore in education. In order to attract and retain a greater number of students, higher education institutions must constantly work on their services quality improvement and increase of student's satisfaction. The aim of this paper is to explore how certain dimensions of service quality of higher education affect the level of satisfaction of students. In accordance with the abovementioned aim, descriptive statistics measures were used, as well as reliability analysis, correlation and regression analysis. The originality of the paper is reflected in this, in particular. The data were collected through survey on a sample of 206 respondents and on that occasion the new model was tested, developed on the basis of earlier models for measuring the quality of services. The results suggest that all elements of the service quality of higher education have a statistically significant impact on satisfaction. Intangible elements have the strongest effect, followed by tangible elements, while the influence of the connection with the practice is weaker than the influence of the aforementioned independent variables. These results indicate that none of the dimensions should be ignored, but also emphasize the need to focus on those dimensions that contribute most to the satisfaction of students. Results of the conducted studies will contribute to the management of higher education institutions.

Freight forwarding is a complex economic activity that requires multidisciplinary and interdisciplinary knowledge. The paper explores teaching freight forwarding as a scientific discipline at higher education institutions in the Republic of Serbia. The aim of this research is to show the connection between the development of freight forwarding courses at higher education institutions with the development of profession, technique, technology, necessary knowledge and skills. The accredited academic bachelor's, master's and PhD programs, as well as applied studies programmes are included in the analysis. The results of the research show that freight forwarding is mainly studied under traffic and transportation engineering programmes. However, certain areas of vital importance for freight forwarding are studied, from different aspects, at several different faculties and under various accredited programs. Two basic conclusions emerge from the obtained results. First, there is a raising need for the knowledge of new techniques and technologies in order to manage the shipment, delivery and transit of goods in a qualitative manner. This is the reason why the contemporary studying of freight forwarding is closely connected with traffic and transportation engineering and, in a narrower sense, logistics. Secondly, multidisciplinarity and complexity are the main characteristics of the necessary knowledge and skills to perform freight forwarding activities. Thus, certain freight forwarding topics and important issues are studied at various faculties and different scientific fields.

The paper explores students' perceptions of the new learning model imposed on them from March to September 2020 due to the COVID-19 pandemic. This study aims to map students' cognitive attitudes towards emergency remote teaching (ERT) in order to draw relevant conclusions about whether this practice has been successful in overcoming objective obstacles. Namely, the authors are tasked with exploring the student perspective of a new academic reality and with recording how and how well the students have adapted to ERT. For the purposes of the cross-sectional study, the authors selected three faculties of the University of Priština in Kosovska Mitrovica: the Faculty of Philosophy, the Faculty of Arts, and the Faculty of Medicine. Data are collected by means of a survey, while the respondents are selected by the method of convenient sampling. The results of the study are used to improve teaching practice as well as to assess the readiness of the higher education institution to respond to emergencies in order to maintain the integrity and continuity of the teaching process.

In this paper, we briefly dissert past pandemics throughout history before addressing Covid-19. The objective is to describe the effects it has had on higher education and especially language, translation, and research teaching, as well as the challenges that have been faced with shifting from face-to-face lessons to online learning with help from information technologies. The advantages and disadvantages of this educational approach in a postgraduate context are reviewed, and the solutions that had to be implemented to offer quality education and avoid negative consequences for students’ learning. This project explains the strategies applied by the authorities, professors, and students at the Universidad Veracruzana. It is a qualitative interpretative study in which the data was collected through semi-structured interviews. The most interesting findings were the writing and speaking improvements of the students, given the thorough review from their professors and peers. Moreover, they learned to construct their knowledge and become more autonomous in search of solutions to the problems during confinement. At the same time, the professors learned to operate multiple e-learning platforms so as not to stay behind. In conclusion, all involved learned to be more resilient and positively look at life, despite the obstacles.

Introduction. The inclusion of students with disabilities in higher education is a fundamental right recognised by the legal system since its recognition in the United Nations Convention on the Rights of Persons with Disabilities. However, the measures adopted by European countries to promote their incorporation are not always accompanied by parallel training actions that provide university professors with the necessary knowledge to incorporate people with intellectual disabilities into the classroom with the same guarantees and opportunities as people without intellectual disabilities. Objective. This paper aims to provide specific data on the self-perceived training needs of university teaching staff and thus lay the foundations for a specific training programme. Methods. A cross-sectional study was carried out by means of a survey designed to collect the teachers' perceptions of their own competences and the effectiveness of their knowledge, as well as the importance they attached to some aspects of intellectual disability. The survey was administered to teachers in Serbia, the Netherlands, Portugal, Italy and Spain, with a total sample of 1009 teachers. Results. The results obtained showed that the perception of self-perceived competence in educational skills is dependent on three main factors: previous specific training, teaching experience with people with intellectual disabilities and own personal experiences. Conclusion. The present study demonstrated the concern and need of the teaching staff to obtain specific training on people with intellectual disabilities in higher education.

Sustainable development is an essential precondition, and also the ultimate goal, of the organization of numerous human activities, with particular emphasis on education. One of the key dimensions of sustainable development is the social dimension, which refers to citizens' comprehension of its importance. The aim of the study presented in this paper was to establish the attitudes of future pedagogists towards sustainable development. The sample consisted of 240 respondents. The study used the descriptive method, and the data collection technique used was the questionnaire survey-the Questionnaire for the Assessment of Attitudes to Sustainable Development. The results of the survey confirm the general research hypothesis that students regard sustainable development as extremely important. Students of teacher training faculties are aware of the concept and importance of sustainable development for the present and the future, but are insufficiently prepared to educate future generations about it. The pedagogical implications of this study would be that university teachers should implement more content dealing with sustainable development as part of the curriculum, particularly at faculties educating future pedagogists. This is particularly important for these students so that they can act with the future in mind-the future of young generations.

Content and Language Integrated Learning (CLIL) promoted by the Bologna Declaration has not yet taken root in universities in the European Union and the Balkans. Some of the main obstacles are the lack of interest of teachers of content subjects in higher education, primarily due to insufficient knowledge of English and/or English for specific purposes, as well as the lack of professional literature. The paper presents the results of a research conducted at a faculty of the University of Priština in Kosovska Mitrovica, which aimed to determine whether the application of CLIL teaching is applicable and identify the problems teachers face most often when teaching in a foreign language. For the purpose of this research, a qualitative method was used. Sixteen (16) teachers took an oral test in December 2020. This specialized oral test consisted of 15 questions and was designed to test the competencies of teachers for teaching content subjects in English. Also, for the purposes of this research, two questionnaires were forwarded: a) to students after an experimental lecture in English b) to teachers of a foreign (English) language at the said faculty. We can conclude that both teachers and students believe that teaching and learning content in English is very important and that knowledge of English is necessary for professional advancement. However, the number of teachers of vocational subjects who were willing to be tested orally, the test results and the opinion of foreign language teachers on the application of this approach at this faculty, are indicators that for now its application is, unfortunately, far fetched. In order to ensure the quality of teaching and learning, it is necessary to aim at the sustainability of the CLIL approach and at the systematic training of teachers in order to create programs that conceptualize the integration of content and language, connect subject and language teachers and specialists at all levels.

The internationalization of higher education as an important aspect of a country’s development potential is manifested through the mobility of students and university staff through joint research, international projects, the development of new curricula and the implementation of new approaches to teaching and learning. The paper presents the results of examining students’ attitudes towards the internationalization of higher education. The aim of the research is to examine students’ general attitude as well as to examine differences in attitudes between medical students and students of education. The research was conducted on a sample of 325 students, of which 168 (51.69%) are future class teachers and preschool teachers students and 157 (48.30%) students, future medical doctors and medical technicians. The sample included students from 2 faculties of teacher education, one medical faculty and one high medical school in Serbia. An attitude scale constructed for the purposes of this research was used to collect data. The system of financial management and control implies a set of controls, which do not only refer to the area of funding, but also to all operational and strategic units, aimed at achieving the defined goals of public sector entities. Successful implementation of the system of financial management and control will enable the compliance of operations of the public funds beneficiaries with positive legal regulations. For the purpose of effective and efficient achievement of objectives of work and activities, the paper analyses the application and development of the system of financial management and control in the Provincial Secretariat for Higher Education and Scientific Research. The purpose of this study is to consider the efficiency and effectiveness of the established system of financial management and control, indicating the possibility for improvement of the said system. The study results show that efficient and relevant application of financial management and control is needed in this Provincial administration authority, for the purpose of improving the achievement of objectives of its work and activities, as well as control of legal and specific purpose expenditure of public funds, intended for higher education and scientific research in AP Vojvodina.
