The paper analyses the significance of territorial capital and continuity of rural revitalisation based on knowledge and creativity. It points to necessity of overcoming unfavorable economic and social structure of rural regions in Serbia which demand economic and social modernisation, considering endogenous factors of development. Therefore, the aim of research is to emphasize that successful rural development demands such functioning of all endogenous resources which provide sustainable innovative development, including complex structures of institutional, organisational, and technical technological changes in economy and society. The viewpoint that economic-social development is created in local communities implies that it is defined not only by natural potentials and resources but also by their mutual complementarity with creative activities and institutional ambience for successfully managing the process of revitalization of rural regions. The models of encouragement of rural economy and examples of good practice in creative entrepreneurship in this sector are also the subject of consideration. The results of research show that new strategies of rural development in the conditions of dynamic development of science, knowledge, technical-technological innovations, creativity and entrepreneurship are inevitable, while the growth and development depend on proactive reaction to outer and inner challenges. The first section of the paper points to the significance of territorial capital and creative entrepreneurship for the concept of rural development based on knowledge. In the second section of the paper, various approaches to rural revitalization are considered through the activities which are basically important in economic transformation and quality of social life in rural areas. The third section presents the concept of territorial capital and significant factors of rural economy, while the fourth section shows the examples of good practice of interdependence of innovations and benefits of the local environment.

Postindustrial develoment and postfordist model of capitalism led to the shift in city development model, from programs that were strategically developed on a national level (top-down perspective) to a new concept that insists on locally based or neo - endogenous city development. The main aim of this paper is to shed light on a different conceptual and contextual approaches to the notion of the neo - endogenous development in European context, and to give an answer to the question whether and how Serbian cities (Kragujevac, Zrenjanin, Užice, Šabac, Sombor and Novi Pazar) are moving towards this new development model. Attitudes of local experts and city evelopment strategies are in the main anaytical focus. In the first part, concepts of localised and localy based or neoendogenous development are discussed and related to the concepts of territorial capital, teritorialization, ecological paradox. In the second part, these concepts are contextualised through discusson based on strategic commitments of the EU, and relevant characteristics of post-socialist transformation of European countries, including Serbian society. In the third part, the goals and method of conducted empirical research are stated, and the results presented. The final part briefly synthesises the similarities and differences in manifesting ecological paradox among the researched cities, which are related to the perceived development potentials and obstacles in acordance to neo - endogenous development model. Since the beginning of the nineties of the 20th century, in developed countries much bigger significance has been given to the development incentives that come into certain areas from the field of culture, and recently particular attention is being paid to the creative sector. In this paper we have attempted to point out to the modern meaning of the concept of territorial capital. We did that with the aim to highlight the role of this concept in the realization of economic policies, primarily the regional policy or the policy of territorial adjustment. Then we focused on the knowledge, culture and creativity as important elements of the so-called soft territorial capital. We illuminate the connection between knowledge, culture and creativity, on the one hand, and the territory, on the other, from the perspective of both contemporary and traditional development paradigms. The interaction between the spaces where the cultural and creative work and activities that are based on them, meet the organizations from the domain of culture, creative sectors and talents, was mainly neglected in previous developmental patterns of the society. Therefore, in the last part of the paper we dealt with the analysis of these elements as factors of development, either of a country as a whole, or its individual parts on all the levels - regions, districts, cities, local communities. The new pattern of the territorial policy allows better focusing on basic priorities, with the full consent of the numerous entities involved in the process of designing objectives, the set of ex ante established conditions, the necessary institutional framework and parameters for assessing the fulfillment of the goals. Besides, involvement of local stakeholders in the process of initiatives, determining goals and providing international expertise at the local level, should reduce the risk of obstruction of local interest groups or the local governments, for achieving expected effects of integrated development projects.
