La idea del límite legítimo al poder estatal que representa el Estado de derecho ha funcionado como un principio metaorganizador de lo público, y como una esencial garantía del paulatino proceso de democratización experimentado a lo largo de la modernidad. El no reconocimiento de este por los sistemas políticos comunistas del siglo XX responde a las características de las estructuras de poder asumidas por estos regímenes. El presente artículo es un primer acercamiento analítico al reconocimiento del concepto de Estado socialista de derecho en el artículo primero de la Constitución de la República de Cuba en el año 2019. Se parte de la idea que su introducción es expresión del conjunto de contradicciones que se generaron en el proceso de reforma del socialismo en la isla en los inicios del siglo XXI, donde la transformación de las reglas generales de funcionamiento del Estado impactó en la naturaleza misma del socialismo en Cuba.

This article addresses the axiological dimension of the political-legal thinking of José Martí, whose work became one of the principal instances of discursive legitimisation within the Cuban public square of the twentieth and twenty-first centuries. Its inclusive nature stands out for its construction based on multicultural philosophical points of reference. The discourse successfully established the need for a radical change in Cuban reality at the end of the nineteenth century, in search of an institutional framework that would guarantee the ‘full dignity of man’ rooted in the attainment of the values of justice, equality, solidarity and freedom. Este artículo aborda la dimensión axiológica del pensamiento político-jurídico de José Martí. El pensamiento ha devenido en una de las principales instancias de legitimación discursiva dentro del ámbito público cubano en el siglo veinte y el siglo veintiuno. Su naturaleza inclusiva destaca desde su construcción desde referentes filosóficos multiculturales. Este discurso logra fundamentar la necesidad de un cambio radical en la realidad cubana de finales del siglo diecinueve, en la búsqueda de una institucionalidad que garantizara ‘la dignidad plena del hombre’ a partir de una realización efectiva de los valores de justicia, igualdad, solidaridad y libertad.

Lettuce Downy Mildew (LDM), caused by the oomycete Bremia lactucae, is the most important disease of lettuce worldwide. LDM has a direct effect on both yield quantity and quality because it may infect lettuce at any growth stage, affecting the marketable portion of the crop. This new 6-page publication of the UF/IFAS Horticultural Sciences Department introduces the LDM disease in Florida lettuce and available control methods and strategies. Fusarium wilt of lettuce is a disease caused by the fungus Fusarium oxysporum f.sp. lactucae. The disease is present in all lettuce production areas worldwide. Recently this disease has been identified in Florida in localized fields. This new 4-page publication of the UF/IFAS Horticultural Sciences Department presents information about the disease, symptoms, and control measures useful to lettuce growers in Florida. Following these recommendations may help to avoid the spread of this fungus in muck soils at the Everglades Agricultural Area (EAA), where 90% of the lettuce in Florida is planted. Background. Despite their immense benefits to smallholder farmers, the complementary effects of combined fertilizer sources with integration of legumes on soil moisture, soil organic carbon content, carbon stocks and their long-term projections in maize systems of Kabete sub-County, Kenya has not been fully investigated. This study will thus develop and promote a site specific technological package that will enhance maize productivity, resilience and sustainability of the smallholder farming systems. Objective. To determine the complementary effects of legume integration and fertilizer application on soil moisture and soil carbon stocks, and carbon stock changes over a 20-year period in maize systems of Kabete sub-County, Kenya. Methodology. The experiment was conducted at Upper Kabete field Research Station of the University of Nairobi during the long (LRS) and short (SRS) rainy seasons of 2015/2016. The experimental design was a Randomized Complete Block Design with a split plot arrangement. The main plots were integration of dolichos into maize (Zea mays L.) systems; (i) as an intercrop (dolichos - Lablab purpureus (L.)/maize) and (ii) in rotation (dolichos-maize), and (iii) sole maize (without dolichos integration). The sub plots were organic and inorganic fertilizers: (i) Farmyard Manure (FYM), (ii) Triple Superphosphate (TSP)+Urea, (iii) FYM+TSP+Urea and (iv) no fertilizer input (control). Soil samples were collected at the end of each cropping season from 0-20 cm depth for determination of; soil moisture (%), soil organic carbon (SOC) content (%), and SOC stocks (t C ha-1). The Rothamsted Carbon model (Roth-C) was used to estimate carbon stock changes over a 20-year period with 1990 as the base year. Results. Significantly (P ≤ 0.05) high levels of soil moisture (31 and 30.1%) and SOC (2.6 and 2.5%) were respectively obtained in maize/dolichos intercrop with application of FYM and FYM+TSP+Urea during the SRS. The same trend in soil moisture and SOC was observed in the LRS. Significantly (P ≤ 0.05) high SOC stocks (t C ha-1) were obtained in maize/dolichos intercrop with FYM (56.20 and 54.71) and TSP+FYM+Urea (54.84 and 52.91) application in the SRS and LRS, respectively. Over a 20-year period, SOC stocks maintained a significant and steady increase and were higher in maize/dolichos intercrop with FYM and FYM+TSP+urea application. The same pattern was noted in dolichos-maize rotation and sole maize systems. Implications. Given the importance of SOC in the improvement of soil quality, incorporation of legumes into maize systems with application of FYM is thus a plausible technological package that could enhance soil fertility and consequently food and nutritional security among smallholder farmers, not only of Kabete sub-County but Kenya and other countries. Conclusion. Significant increases in soil moisture content, organic carbon and, carbon stocks and their projections over a 20-year period were evident in maize/dolichos intercrop with FYM and TSP+FYM+Urea application in both seasons.

Barn owls, members of the family Tytonidae, are unmistakable nocturnal birds of prey. Their ghostly appearance and blood-curdling shriek have led to their incorporation into folklore and myth and have earned these birds a variety of nicknames, including "ghost owl" and "monkey-faced owl." Thirty-six subspecies have been identified worldwide. The subspecies that lives in North America is called Tyto alba pratincola. Ring spot, caused by the fungus Leptosphariea sacchari, is a disease of sugarcane that has been known to occur in Florida for over 80 years. Ring spot usually affects only the older leaves, and therefore is considered a minor disease. However, correctly identifying the disease in the field can help to reduce unnecessary chemical sprays. In June 2007, rust symptoms were observed on sugarcane cultivar CP80-1743 about six miles east of Belle Glade, Florida. The disease was confirmed as orange rust of sugarcane. It is hypothesized that rust spores were blown into the region as a disperse spore cloud from an unknown source rather than spread from a single or several small focal points.
