The present study aimed to investigate the perceived changes in lifestyle behaviors among Spanish university students during COVID-19-related confinement. An observational, descriptive, and cross-sectional survey study was conducted during April 2020. Sociodemographic and anthropometric data were then obtained. The FANTASTIC questionnaire was used to assess the lifestyles of the 488 participants who took part in the study. Of the participants, 76.3% were female. Overall, the lifestyles of university students significantly deteriorated during the period of confinement caused by the COVID-19 pandemic in Spain. University female students were especially affected compared to their male fellows (p = 0.010). For women, social and family relationships (p < 0.001), personality (p < 0.001), interior (p < 0.001), and career (p < 0.001) were the aspects that worsened during confinement. For men, lack of physical exercise (p < 0.001), social and family relationships (p < 0.001), and career (p = 0.002) were affected to a greater extent. In both cases, confinement was a protective factor against the consumption of tobacco, toxins (p < 0.001), and alcohol (p < 0.001). Gender (p = 0.008) and obesity (p = 0.044) were the two factors that most affected the change in the score of the FANTASTIC questionnaire. Spanish university students’ lifestyles worsened during the lockdown caused by the COVID-19 pandemic, especially those of women, who were the most affected. Some aspects, such as those related to social and emotional behaviors, were deeply affected, while confinement could be a protective factor against previous toxic habits.

Chronic dialysis patients have an increased risk of severe COVID-19 infection-related complications. The aim of this study was to quantify the impact of the COVID-19 pandemic on healthrelated quality of life (HRQoL) and physical activity levels of patients undertaking hemodialysis (HD). This was an observational study that compared data from two periods of time, before the COVID-19 pandemic vs pandemic. We used the Medical Outcomes Survey Short Form (SF-36) to measure the HRQoL and the Human Activity Profile (HAP) questionnaire was used to measure the physical activity. Data were analyzed with a mixed ordinal linear regression. A total of 27 eligible participants were interviewed during COVID-19 pandemic (median age 78 years). The linear regression model showed that the pandemic, after controlling for the covariates age, comorbidity, albumin, and hemoglobin, had a significant impact on the HRQoL. Physical function (􀀀15.7) and social functioning subscales (􀀀28.0) worsened (p = 0.001), and the physical component scale also showed a significant decrease (􀀀3.6; p = 0.05). Time had a significant impact on the Human Activity Profile, with an average activity score diminished with the pandemic (􀀀13.9; p = 0.003). The COVID-19 pandemic had a very negative impact on HRQoL and physical activity level of subjects undertaking hemodialysis. Interventions to improve HRQoL and activity levels of patients undertaking HD are recommended.

Numerosos cambios vienen experimentando los países de la Región de las Américas luego de la Declaración de Alma- Ata en 1978, como por ejemplo la globalización, nuevos perfiles epidemiológicos, demográficos, y la revolución de las tecnologías de información y comunicación. Sin embargo, los modelos de atención primaria en salud en muchos países de la región persisten con numerosos retos, incluyendo la desarticulación de los niveles de atención y una gestión de la información poco eficiente y oportuna. Urge implementar un sistema de información en salud robusto, flexible e interoperable que permita el acceso oportuno a información precisa, confiable, y consistente acerca de la salud de las personas y de la población. En este artículo se discuten las perspectivas para desarrollar una atención primaria en salud digitalizada.

La Diabetes Mellitus (DM) es una enfermedad crónica caracterizada por niveles elevados de glucemia que se manifiesta cuando el páncreas endocrino es incapaz de producir la cantidad de insulina suficiente que requieren sus tejidos. Actualmente, la DM afecta al 8.5% de la población mundial y en Argentina alcanza al 12.7% de la población adulta. Aunque no se dispone de una curación, su control adecuado previene el desarrollo de complicaciones que disminuyen la calidad de vida del paciente y aumentan el costo de su tratamiento. Dicho control implica la participación activa del paciente en el control y tratamiento de su enfermedad. Además, dependiendo del paciente y de la gravedad de su enfermedad, resulta necesario medir regularmente distintos parámetros clínico-metabólicos como el peso corporal, la glucemia, la presión arterial, la cantidad de carbohidratos ingeridos y la actividad física realizada; los cuales tienen incidencia en alcanzar metas de tratamiento. Diabetes Link es una plataforma integral y gratuita para el control y seguimiento de personas con DM, compuesta por la combinación de una aplicación móvil junto a un portal web. La plataforma permite registrar diversos parámetros relevantes para el tratamiento y, en base a ellos, calcular diferentes gráficos estadísticos. Además, permite conectar con otros usuarios de la aplicación (supervisores) para que puedan monitorizar el control. Para evaluar la factibilidad y potencialidad de la propuesta se entrevistaron a médicos, educadores e investigadores del área de diabetes. Esta fase de desarrollo fue complementada con un estudio del estado del conocimiento en aplicaciones móviles orientadas a diabetes. A partir del mismo se diseñó y desarrolló una aplicación móvil multiplataforma (disponible en el PlayStore de Google y en el iOS Store de Apple) en combinación con un portal web (disponible en diabeteslink.info.unlp.edu.ar)., Diabetes Mellitus (DM) is a chronic disease characterized by an increase in blood glucose (sugar) above normal levels and it appears when the endocrine pancreas is not able to produce the corresponding regulatory hormone (insulin). Nowadays, DM affects 8.5% of the world’s population and the situation gets worst in Argentina since 12.7% of its adult people is affected. Even though no cure for it has been found, an adequate control prevents the development of complications that harm the patients’ quality of life and increase the treatment costs. This control requires an active participation of the patient in the monitoring and treatment of the illness. In addition, depending on patient and disease severity, multiple clinical and metabolic parameters should be monitored, such as body weight, blood glucose, blood pressure, the amount of ingested carbohydrates, and physical activity performed. All these parameters have an impact in achieving treatment goals. Diabetes Link is a comprehensive platform for control and monitoring people with DM; it combines a mobile application and a web portal. Diabetes Link allows recording various parameters relevant for the treatment and calculating multiple statistical charts. In addition, it allows connecting with other users (supervisors) so they can monitor the controls. To determine the feasibility and potential of the proposal, physicians, educators and clinical researchers were interviewed. This development phase was complemented with a state-of-the-art study of mobile applications oriented to diabetes. La dimensión cultural de la informática médica se establece a partir de la unidad dialéctica que existe con la sistematización de la informatización en Salud ya que los profesionales de la salud van apropiándose, desde su cultura, de un conjunto de conocimientos, habilidades, valores y valoraciones a través de las herramientas informáticas, a su vez permite ir profundizando en el empleo de cada herramienta informática para luego generalizar su utilización. La dinámica del proceso formativo de la informática médica se desarrolla a través de una doble relación dialéctica: la primera, entre la apropiación de la cultura infotecnológica médica y la contextualización médica de la cultura informática y la segunda, entre la gestión de datos médicos informatizados y la interpretación médica de la información tecnológica que se sintetizan en la sistematización de la informatización en Salud desde una cultura informática médica y la generalización de la infotecnología médica.

En las últimas décadas ha surgido un nuevo campo profesional: la informática en salud. Las ciencias sociales han documentado este crecimiento, así como asistido en la planificación, desarrollo, implementación y evaluación de los sistemas de información en el ámbito de la salud. El objetivo del presente trabajo es recuperar argumentos y categorías de análisis para colaborar en el diálogo interdisciplinario. Seleccionamos tres autores -Paul Edwards, Diana Forsythe y Marc Berg- cuyos trabajos sirven para abordar problemas centrales en este campo. Según cifras reportadas por la organización mundial de la salud (OMS), las enfermedades cardiovasculares son la principal causa de muerte en el mundo, el riesgo de padecerlas aumenta en adultos mayores y ante la presencia de factores de riesgo como la hipertensión, diabetes, obesidad y tabaquismo; en Colombia la situación es similar. Para la estimación del riesgo cardiovascular se han creado diferentes métodos que analizan el desarrollo de este tipo de enfermedades según el grado de exposición a algunos factores de riesgo, pero estos no suelen ser precisos en todas las poblaciones. El aprendizaje de máquinas ha demostrado su valor de aplicación en contextos médicos, siendo una herramienta novedosa y alternativa que apoya tareas complejas como el diagnóstico de enfermedades. En el presente trabajo se consideran tres modelos de aprendizaje de máquinas, usados en tareas de clasificación que, según la revisión de la literatura desarrollada, pueden ser óptimos en información clínica, con lo que se pretende identificar para una población colombiana de adultos mayores el riesgo asociado al padecimiento de enfermedades cardiovasculares. Para la evaluación del desempeño de los modelos propuestos se utilizan criterios de bondad de ajuste como exactitud, sensibilidad, precisión y f1-score, donde el modelo óptimo se obtiene con el algoritmo de máquina de aumento de gradiente, con un rendimiento mejor a los reportados por estudios similares referenciados. Figures of the World Health Organization (WHO) demonstrated that cardiovascular disease (CVD) is the first cause of death worldwide. The risk of suffering is higher in older people and increases with some preview’s pathologies like hypertension, diabetes, obesity, and smoking. The tendency is equal in Colombia. To estimate cardiovascular risk, different methods have been created that analyze the development of this type of disease according to the degree of exposure to different risk factors, but these are not usually accurate in all populations. Machine learning has proven its application value in medical contexts, being a novel and alternative tool that supports complex tasks such as disease diagnosis. For the present work, three models of machine learning are considered, used in classification tasks that, according to the review of the developed literature may be optimal for clinical information with which it is intended to identify risk for a Colombian population of older adults associated with the suffering of cardiovascular diseases. For the evaluation of the performance of the proposed models, goodness of fit criteria such as accuracy, sensitivity, precision and f1-score are used, where the optimal model is obtained with the gradient boosting machine algorithm, with a better performance than those reported by similar studies referenced. Producción Científica, Mental Health disorders such as schizophrenia, depression, and dementia have a great impact on society worldwide. Recent developments have witnessed numerous advances in telemedicine that allow remote monitoring of elderly people with diseases of this pathology. One of key factors influencing recent advances in health information systems is the use of data extraction robust techniques used to extract knowledge from medical databases. The main objective of the paper is to develop a web application that allows extracting knowledge from a database of patients with psychiatric disorders and helps health personnel to know in depth the existing patient profiles and thus improve decision making. The scenario chosen for this study consists in a government of Castile and Leon database of 53641 income records of patients with Mental Health disorders between 2005 and 2015. Applying descriptive statistics for the analysis of data, the results show different parameters regarding Hospitalization behavior such as rate, average, hospitalization days of the patient’s number per hospital and outsourcing services.

El Perú tiene una baja cobertura de defunciones con causa de defunción (54 %) y una mala calidad del registro de las causas de defunción, mas de 45 % de las causas de muerte se clasifican como mal definidas o poco útiles para la formulación de políticas públicas. En respuesta a estos problemas, el Ministerio de Salud, junto a otras agencias gubernamentales, con el apoyo de la Iniciativa Bloomberg «Información para la Salud» está implementando el Sistema Informático Nacional de Defunciones (SINADEF). El objetivo de este artículo es describir el proceso de fortalecimiento del sistema de información de la mortalidad en Perú, centrado en la implementación del SINADEF. Se describe las actividades que se vienen realizando en los siguientes ejes: a) Gestión del sistema de información de la mortalidad, b) Estandarización de procesos, c) Uso de tecnología de información y comunicación, d) Cobertura de las defunciones con certificación médica, e) Mejora de la calidad de la información, f) Desarrollo de estudios y g) Monitoreo de los procesos. Desde el inicio de la implementación del SINADEF, en agosto de 2016 hasta julio de 2018, se han creado 28 407 usuarios del aplicativo del SINADEF y se han registrado un total de 122 411 defunciones. Se ha mejorado la calidad del registro de los datos, incluyendo la causa de defunción, pero aún persiste la baja cobertura de defunciones con causa de muerte. Peru has a low coverage of deaths with a cause of death (54%) and a poor-quality registration of causes of death, as about 30% of causes of death are classified as poorly-defined or not very useful for the formulation of public policies. In response to these problems, the Ministry of Health, together with other government agencies, with the support of the Bloomberg Philanthropies «Data for Health Initiative,» is implementing the National Death Registry Information System (SINADEF). The objective of this article is to describe the process of strengthening the mortality information system in Peru, focused on the implementation of SINADEF. The activities that have been carried out are described in the following areas: a) Management of the mortality information system, b) Process standardization, c) Use of information and communication technology, d) Coverage of deaths with medical certificate, e) Improvement of the quality of information, f) Development of studies, and g) Monitoring of processes. Since the implementation of SINADEF in August 2016 until July 2018, 28,407 users of the SINADEF application have been created and a total of 122,411 deaths have been registered. The quality of data recording, including the cause of death, has been improved, while low coverage of deaths with a cause of death still persists.

RESUMEN Las competencias del personal asignado al sistema de información rutinario de salud son factores asociados al desempeño de utilizar la información para producir mejoras en la salud de la población. El objetivo de este trabajo ha sido evaluar las competencias percibidas y las competencias observadas para realizar tareas claves del sistema de información de salud en el Instituto de Previsión Social. Como método se realizó un estudio en el año 2012, de tipo observacional, descriptivo de corte transversal, que abarcó a instituciones públicas del Sistema Nacional de Salud. El muestreo fue por conglomerados donde participaron 109 personas que participan en el sistema rutinario de salud del IPS. Se aplicó un cuestionario estándar según el modelo PRISM/OBAT. Los resultados señalaron que existen importantes diferencias entre lo que el personal cree que puede hacer y lo que realmente es capaz de hacer. Sobre todo, en cuanto a la capacidad de interpretar y utilizar la información. Bajo este modelo, la motivación fue de 82,1%, autoeficacia percibida 78,6% y las competencias observadas 57,5%. Las competencias para interpretar la información y para utilizarla tuvieron los más bajos resultados 28% y 51% respectivamente. ABSTRACT The competences of the personnel assigned to the routine health information system are factors associated with the performance of using the information to make improvements in the health of the population. The objective of this work was to evaluate the perceived competences and the observed skills to perform key tasks of the health information system in the Social Security Institute. As a method, a study was carried out in 2012, of an observational, descriptive cross-sectional type, which included public institutions of the national health system. Cluster sampling was made, where 109 people involved in IPS routine health system participated. A standard questionnaire was applied according to the PRISM / OBAT model. The results indicated that there are significant differences between what the staff believes they can do and what they are actually capable of doing. Especially regarding the ability to interpret and use information. Under this model, the motivation was 82.1%, perceived self-efficacy 78.6% and the observed competences 57.5%. The skills to interpret the information and to use it had the lowest results 28% and 51% respectively.

Optical illusions are involved in the perception of false or erroneous images which might involve disorientation. They occur by a discordance by the peripheral systems about the information captured and generally, resulting in pilots failure to recognize key signals. The aim of this study is to review the state of the art of spatial disorientation and optical illusions in aviation pilots. This kind of disorientation has important practical consequences, because a remarkable percentage of plane accidents are related to pilot’s optical illusions. An exhaustive review using pubmed and semantic scholar databases was conducted to find out the most frequent optical illusions in aviation pilots. A total of 45 full text articles published English or Spanish were reviewed. To our knowledge, this is the first study to review exhaustively and describe the main factors involved in spatial disorientation and optical illusions affecting aviation pilots. Mainly, contextual factors: width of landing track lights, nocturnal operations or low visibility, inclination of the landing track, decline of the ground, size of habitual references, low level approach on the water, black hole, sky/terrain confusion, distortion by climatic factors, autokinesis or autocinetics, optional investment illusion, illusions by vection, false horizon, rain on the windshield, misalignment in the approach, vibrations, somatogravic illusion, coriolis illusion and “G” forces. In a lesser extent, human factors and pathologies of the visual systems involved in spatial disorientation and associated optical illusions affecting aviation pilots are also described. Discussion. Objetivos. Identificar las barreras para la calidad de la información en establecimientos de salud de la Amazonía, explorando el caso de tres sistemas de información en salud: la vigilancia epidemiológica, el registro diario de atenciones y registro de defunciones vinculados al VIH/Sida, hepatitis B y sífilis congénita. Material y métodos. Se aplicó una metodología cuali-cuantitativa. Por un lado, se realizaron 57 entrevistas semi-estructuradas a personal administrativo y asistencial de establecimientos de salud; por otro, se aplicó una encuesta. Participaron 120 establecimientos de salud de las regiones Amazonas, Huánuco, Loreto, Madre de Dios, San Martín y Ucayali. Resultados. Se identificaron ocho barreras vinculadas principalmente al recurso humano, a aspectos socioculturales y a debilidades del propio sistema de salud. Conclusiones. Las barreras identificadas para la calidad de la información en los sistemas de información seleccionados, en establecimientos de salud de la Amazonía, reflejan un problema multidimensional, por lo que estrategias de mejora en el tema deberían ser consideradas. To identify the barriers to the quality of information in health facilities in the Amazon region, exploring the case of three health information systems: the epidemiological vigilance, the daily recording of service, and the registry of deaths linked to HIV/AIDS, hepatitis B, and congenital syphilis. Materials and Methods. A quali-quantitative methodology was applied. On the one hand, 57 semi-structured interviews were conducted with administrative and assistance staff at health facilities; on the other hand, a survey was applied. One hundred and twenty health facilities in the regions of Amazonas, Huánuco, Loreto, Madre de Dios, San Martín, and Ucayali. Results. Eight barriers were identified, which were linked mainly to the human resource, to sociocultural aspects, and weaknesses of the health system. Conclusions. The barriers identified for the quality of the information in the selected information systems in health facilities in the Amazon region reflect a multidimensional problem, so strategies for improvement in the subject should be considered.

El Registro del Certificado de Nacido Vivo en Línea fue desarrollado gracias a un trabajo conjunto entre el Ministerio de Salud del Perú y el Registro Nacional de Identidad y Estado Civil. Se trata de un sistema gratuito que permite registrar a los recién nacidos en la misma sala de partos, y generar en tiempo real el certificado de nacido vivo, facilitando así el trámite necesario para la obtención del acta de nacimiento y del Documento Nacional de Identidad del recién nacido. Entre marzo de 2012 y marzo de 2013, este sistema se ha implementado en 114 establecimientos de salud, en 21 regiones, lo cual ha permitido el registro de 113 917 recién nacidos vivos, y ha proporcionado información precisa, oportuna y de calidad sobre estos nacimientos. Es así que este sistema se constituye como un eje central del sistema de información en salud que permite obtener estadísticas en tiempo real para una adecuada y oportuna toma de decisiones en salud pública. The On-Line Registration of Certificates of Live Births was developed in conjunction with the Ministry of Health of Peru and the National Registry of Identification and Civil Status. It is a free system that registers newborns in the delivery room itself which generates a real time certificate of live birth. This simplifies the procedures required to obtain the birth certificate and the National Identity Document for the newborn. This system has been implemented in 114 health centers in 21 regions from March 2012 to March 2013, and has registered 113 917 live births, providing accurate, timely and quality information about these births. This system is the main cornerstone of the health information system which helps obtain real time statistics for adequate and timely decision making in public health.

We present MBIS (Multivariate Bayesian Image Segmentation tool), a clustering tool based on the mixture of multivariate normal distributions model. MBIS supports multichannel bias field correction based on a B-spline model. A second methodological novelty is the inclusion of graph-cuts optimization for the stationary anisotropic hidden Markov random field model. Along with MBIS, we release an evaluation framework that contains three different experiments on multi-site data. We first validate the accuracy of segmentation and the estimated bias field for each channel. MBIS outperforms a widely used segmentation tool in a cross-comparison evaluation. The second experiment demonstrates the robustness of results on atlas-free segmentation of two image sets from scan-rescan protocols on 21 healthy subjects. Multivariate segmentation is more replicable than the monospectral counterpart on T1-weighted images. Finally, we provide a third experiment to illustrate how MBIS can be used in a large-scale study of tissue volume change with increasing age in 584 healthy subjects. Biomedical ontologies are key elements for building up the Life Sciences Semantic Web. Reusing and building biomedical ontologies requires flexible and versatile tools to manipulate them efficiently, in particular for enriching their axiomatic content. The Ontology Pre Processor Language (OPPL) is an OWL-based language for automating the changes to be performed in an ontology. OPPL augments the ontologists’ toolbox by providing a more efficient, and less error-prone, mechanism for enriching a biomedical ontology than that obtained by a manual treatment. Results We present OPPL-Galaxy, a wrapper for using OPPL within Galaxy. The functionality delivered by OPPL (i.e. automated ontology manipulation) can be combined with the tools and workflows devised within the Galaxy framework, resulting in an enhancement of OPPL. Use cases are provided in order to demonstrate OPPL-Galaxy’s capability for enriching, modifying and querying biomedical ontologies. Conclusions Coupling OPPL-Galaxy with other bioinformatics tools of the Galaxy framework results in a system that is more than the sum of its parts. OPPL-Galaxy opens a new dimension of analyses and exploitation of biomedical ontologies, including automated reasoning, paving the way towards advanced biological data analyses.

La Informática Médica (IM) estudia la intersección entre la tecnología computacional, la medicina y la influencia del uso de la historia clínica electrónica y los sistemas inteligentes de apoyo diagnóstico en la toma de decisiones clínicas. El uso inadecuado de la tecnología puede desviar los propósitos de la IM hacia su aprovechamiento impropio por terceros involucrados en la atención clínica, tales como administradores de salud o agentes aseguradores. Se plantea que los principios de “uso y usuario apropiado de la aplicaciones en IM” sean los fundamentos con los cuales se maneje adecuadamente la tecnología computacional en salud. El desarrollo de estos principios debe basarse en la evaluación de las propias aplicaciones, recalcando que ésta debe realizarse con las mismas consideraciones de otros tipos de intervenciones médicas o quirúrgicas.

The National Library of Medicine (NLM) of the United States of America, celebrates in 2011 its 175th anniversary. This Library, the largest biomedical library in the world, has a proud and rich history serving the health community and the public, especially since its transfer to the National Institutes of Health in Bethesda, Maryland, in 1968. It holds 17 million publications in 150 languages, and has an important collection of ancient and modern historical books as well as original publications of Vesalius and other founders of biomedicine. Its modern document collections illustrate the progress of medical sciences. These collections include laboratory notes from many scientists whose work forms the foundations of contemporary life sciences. The Library also provides several services for health research and for the public, including databases and services such as MedLine and BLAST. The NLM constantly strives to fulfill the information needs of its customers, whether scientists or the public at large. For example, as the Hispanic population of the Unites States has increased in recent years, the NLM has made larger and larger amounts of data available in Spanish to fulfill the health information needs of this population. NLM programs train professionals in library science and biomedical informatics and link biomedical libraries of 18 academic centers throughout the United States. The NLM funds competitive grants for training at the Library, organizing short instruction courses about library science and informatics, and writing books on health related matters including the history of medicine and public health. The NLM is managed and maintained by an outstanding and farsighted group of professionals and dedicated support staff. Their focus on serving and reaching both the biomedical community and the public at large has been crucial to its development into a world icon of biomedical sciences, information technology and the humanities.

The aim of our work is to describe essential aspects of Medical Informatics, Bioinformatics and Biomedical Informatics, that are used in biomedical research and clinical practice. These disciplines have emerged from the need to find new scientific and technical approaches to manage, store, analyze and report data generated in clinical practice and molecular biology and other medical specialties. It can be also useful to integrate research information generated in different areas of health care. Moreover, these disciplines are interdisciplinary and integrative, two key features not shared by other areas of medical knowledge. Finally, when Bioinformatics and Biomedical Informatics approach to medical investigation and practice are applied, a new discipline, called Clinical Bioinformatics, emerges. The latter requires a specific training program to create a new professional profile. We have not been able to find a specific training program in Clinical Bioinformatics in Spain

La forma tradicional de concepción de los Sistemas de Información en Salud (SIS) presenta innúmeros problemas en dar soporte a la gestión local orientada a la reducción de desigualdades en salud. ¿Cómo diseñar un SIS en el nivel local y cuáles serían sus características? Entendemos a los SIS como sistemas abiertos, complejos y en los que somos parte constitutiva de los mismos. La hipótesis es que un SIS que dé soporte a la gestión local debe ser concebido como un conjunto procesual de elementos formado por dato, información, conocimiento, comunicación y acción (DICCA). El dato es una estructura compleja constituida por cinco componentes. La información es un conjunto de datos procesados; mientras que en la producción de conocimiento existe una comprensión del fenómeno y de apropiación por parte del sujeto. La comunicación es el eje articulador de los conceptos anteriores con la acción. Las acciones estratégicas y comunicativas deben ser jerarquizadas en la gestión local. La propuesta está orientada a que los SIS den soporte a la gestión en la eliminación de desigualdades en salud y en la construcción de una sociedad de inclusión. The traditional concept of health information systems (HIS) poses numerous problems when attempting to support local management orientated to the reduction of health inequalities. How does one design a local HIS, and what would its characteristics be? We view HIS as open and complex systems of which we ourselves are a part. The hypothesis is that a HIS that provides support to local management must be conceived as a set of processes including data, information, knowledge, communication, and action (DIKCA). Data constitute a complex structure with five components. Information is a set of processed data; meanwhile knowledge output involves a subject's understanding and grasp of the phenomenon. Communication links the previous concepts to action. Strategic and communicative actions should be priorities in local management. This proposal aims at management support by the HIS to eliminate health inequalities and build an inclusive society.

Los sistemas de información de laboratorio clínico, producen mejoras en la calidad de la información, la reducción de los costos del servicio, disminución de la espera para obtener resultados, entre otros. En el proceso de construcción de este sistema de información, el Instituto Nacional de Salud (INS) del Perú ha desarrollado e implementado un aplicativo a través de Internet basado en la web, para comunicar, al personal de salud (laboratoristas, epidemiólogos, gestores de estrategias sanitarias, médicos tratantes, etc.), los resultados de las pruebas de laboratorio que se realizan en el INS o en los laboratorios de la Red Nacional de Laboratorios de Salud Pública el cual es llamado NETLAB. Este artículo presenta la experiencia de la implementación de NETLAB, su situación actual y las perspectivas de su empleo, así como su contribución en la prevención y control de enfermedades en el Perú Clinical laboratory information systems produce improvements in the quality of information, reduce service costs, and diminish wait times for results, among other things. In the construction process of this information system, the National Institute of Health (NIH) of Peru has developed and implemented a web-based application to communicate to health personnel (laboratory workers, epidemiologists, health strategy managers, physicians, etc.) the results of laboratory tests performed at the Peruvian NIH or in the laboratories of the National Network of Public Health Laboratories which is called NETLAB. En los países en desarrollo no existen datos de calidad para apoyar la toma de decisiones y la gobernanza, debido a inadecuados procesos de colección y transmisión de información. Nuestro proyecto WawaRed-Perú: "Reduciendo las inequidades en salud y mejorando la salud materna mediante la mejora de los sistemas de información en salud" propone mejorar los procesos e indicadores de salud materna a través de la implementación de estándares de interoperabilidad en los sistemas de información de salud materna para que los tomadores de decisión tengan información oportuna y de calidad. Con esto se desea apoyar a desarrollar mejores políticas de salud y, a su vez, contribuir a disminuir los problemas de equidad en salud de las mujeres peruanas, y potencialmente las mujeres de otros países en desarrollo. El objetivo de este artículo es presentar la situación actual de los sistemas de información de salud materna en el Perú In developing countries, there are no high quality data to support decision-making and governance due to inadequate information collection and transmission processes. Our project WawaRed-Peru: "Reducing health inequities and improving maternal health by improving health information systems" aims to improve maternal health processes and indicators through the implementation of interoperability standards for maternal health information systems in order for decision makers to have timely, high quality information. El artículo presenta las principales experiencias de telesalud realizadas en el Perú entre los años 2002 al 2010. Analiza información de literatura publicada y documentos no publicados acerca de experiencias de telesalud públicas y privadas. A partir de esta información se consultó con 26 expertos acerca de las características de las experiencias de telesalud identificadas. Se generó una base de datos de 38 experiencias, que se describen y analizan en esta publicación. Se presenta reflexiones y recomendaciones para ampliar el uso de la telesalud en el Perú This article presents the main experiences of telehealth conducted in Peru between 2002 and 2010. It analyzes information from published literature and unpublished documents about experiences of public and private Telehealth. From this information, 26 experts were consulted about the characteristics of the identified Telehealth experiences. Se evaluó el acceso, uso y preferencias de las tecnologías de información y comunicación (TIC) de los médicos que laboran en el Hospital Nacional Cayetano Heredia, el cuestionario exploró la disponibilidad y dominio de las TIC, el tiempo, las actividades educativas, el uso de buscadores y aplicaciones tecnológicas más usadas así como las preferencias de TIC en educación. Se encuestaron 211 médicos; el uso de laptop fue 93%, tablet y smartphone en un 66 y 88%. El 68% tiene Internet móvil.
