The primary methods for tar elimination from gasification product gas, have demonstrated to be effective when they are implemented in medium scale gasification plants. In the present paper, a review of the principal technologies implemented for tar elimination with this methods, in the existent experimental installations are presented; and it's exposed a new design for downdraft gasification reactors, in order to increase the thermal cracking of the tar inside the reactor. The referendum of July 2004 in Bolivia over hydrocarbon policies in Bolivia disclosed many of the national problems that threatened social peace. This paper analyses the attitudes of different labor unions, political parties, and civic communities within the context of the referendum and how the stances of political and social actors in the referendum produced internal divisions. It also examines how these groups' different points of view on President Mesa's hydrocarbon policy contributed to the call for a referendum. The work demonstrates that for a short period of time the referendum served to legitimize Carlos Mesa's presidency but in a long run defeated of it own presidency. [ABSTRACT FROM AUTHOR]

The Camisea case shows that decisions to invest more or less in the social and environmental aspects mega-projects end up affecting the vulnerable populations. One detailed revision of the impacts caused throughout the layout of gas pipeline shows the inefficiency of current schemes of supervision applied by the I.A.D.B., the OSINERG and the Ministry of Energy and Mines among others. The paper reviews the crucial contribution of the organized civil society, in spite of its ideological and practical division. Detailed information of human rights affected confirm the learned lesson that suggests the need to create in the I.A.D.B. an environmental and social auditor of the project it finances, that reports to a tripartite council formed by civil society, indigenous peoples and multilateral banks representatives.
