This article analyzes the speeches and public policies enunciated between 1900 and 1973 to foment the protection of the native forests and to develop the forest sector. The idea of the exceptional forest wealth of the country and the opportunities to foment a lumber industry is emphasized by the government, and it simultaneously showed alarm and concern for the conservation of these forests. None of these two positions resulted in a systematic and effective policy. The native forests were not subject to a program that promoted and ordered their exploitation, and the protection measures were scarce and late. [ABSTRACT FROM AUTHOR]
