This paper is part of a more comprehensive study in which I focus on teaching practice conflicts in Cordoba during the 90's, in the context of state reforms. Within this framework, on one hand I am interested in showing the real nature of official and pedagogic discourse around the educative reform; on the other hand, to discusse and leave open the possibility of thinking that there was a displacement of logical organization of the business sector to the educative area and also that the use of philosophical assumptions of onhism were being applied to other work areas. This factor had also a great influence on educative sphere as a part of global transformation and in consequence, it influenced national and provincial government discourse around that reform. Finally, this paper aims to suggest deeper analysis to follow on how those discourses were received among teachers, and the individual or collective resistance that they might have generated. This article points to answer three questions: Did the national and provincial government discourse about this educative reform point to change the organization of the teaching job and the teacher's profile? This paper examines the reception of Vygotsky's work in Argentina during the 1960 decade until the beginnings of '70s in a disciplinary crossing with psychiatry, neurology, psychology, and pedagogy. All these disciplines placed the child as a study object in order to approach the neurological problems related to the language and the learning difficulties. This paper is focused on the analysis of Azcoaga's work within that period using the concept of reception formulated by Jauss (1981) that allows showing some of the first readings and conceptualizations done by Vygotsky. Some of Azcoaga's professional fields involved in Vygotsky's work reception, the predominant theoretical framework and the thinking traditions with those committed institutions in its reception are studied in this paper. This paper analyzes the content of the report Nunca Más (Never Again) elaborated by the "National Commission on the Disappearance of Persons" (CONADEP) created in Argentina in 1983 by the President Raúl Alfonsín to investigate the destiny of the thousands of missing persons caused by the state repression, It examines its strategy to expose the system of disappearance and its reading of the political violence. The paper conclude that Never Again articulated the premises of the restored democracy to think the political violence on the basis of the constructed narrative done to denounce these crimes by the affected of the disappearances. These elements did not illustrate the past in historical terms and they did not even assume the citizenship universal condition of people affected by the state violence. [ABSTRACT FROM AUTHOR]

This paper is part of an investigation program related to accounting information on Public Sector tax revenues. Nowadays, public microaccounting in Argentina is facing problems in order to modify criteria regarding tax revenues time of recording, trying to move from cash basis to full accrual. Although the author recognizes differences between Macro and Microaccounting. He also considers that both areas may profit from concepts developed by the other field. In its final part the paper includes, after a theoretical review, a numeric example to analyse differences among three "time of recording" alternatives: 1) when the taxation event occurs (full accrual basis) 2) due for payment 3) cash basis. The aim of the article is to participate in the discussion process among Argentina's Public Microaccounting experts in order to provide better information for the Public Sector and the Civil Society about revenues that amounts more than one third of the Argentinian GDP [ABSTRACT FROM AUTHOR]

This paper presents theoretical and methodological aspects of a current doctorate sub-project referred to the psycho-social processes involved in the construction of demands by youngster and adult education (EDJA in Spanish). It belongs to a framework project which analyzes factors and processes that takes into account the situation of the demand of EDJA in popular sectors of Buenos Aires City (Dir.: Sirvent) that has diagnosed a situation of deep educational poverty and the validity of the principle of accumulative advance in education. The paper presents some analysis categories integrative axis. It emphasizes in one of these axis, centered in the educational trajectory, starting from a life story taken as a case study that allows us to understand the development of the construction of demands processes in the dialectical interplay among the schooling, the EDJA and the social learning, considering the subject in their integrity and in their vital, family and socio-historical context. There are educational lacks which accumulate and feed each other, causing exclusions and configuring inhibiting psycho-social aspects. However, the dynamics of the stimulating learning are also observed. Our future work aims to combine investigation and intervention on these problems through participative instances of collective construction of knowledge. [ABSTRACT FROM AUTHOR]

This paper is contextualized by studies carried by the research team that has analyzed the educative policies in the Province of Cordoba since 1996, focusing the medium level of the educative system. On the undergoing investigation, we intend to move forward to a theoretical synthesis (based on the results of researches and essays) about the change in the educative institutions. In this theoretical framework the research wants to analyze some educative policies posterior to the province government reform directed to regulate secondary school education. The objective is to try advance on the conditions, obstacles, restrictions and potentialities that the educative state regulations have, in order to produce changes in the school institution. The objective is also to observe the possibilities of policy makers to understand the sustainability conditions of the induced innovations. This paper is, on one side, an exposition of the theoretical methodological perspective adopted for the study of the innovations that would be verifying in the secondary school and, on the other side, a synthesis regarding the positions that some researchers hold on the relations between the state educative policies and the change in the schools. This paper analyze the revival of Jewish orthodoxy in its double dimension: the community and the center of diffusion of Judaism. Analyzing the ceremony of farbrenguen (Hasidic meeting), and the meanings around the construction of the religious commandments legitimation, the paper focuses on the articulations between symbolic referents, taking up again the concept of compartimentalization and the question about the relationship between modernity and religion. This article deals with the forms of political action of subaltern people in a particular space of peripheral Argentina: Neuquenian municipalities of the first half of the 20th Century. Even when national territories were excluded from the federal political system, the recreation in these spaces of some of the so called creole politics provides an opportunity to explore the complexity of political clientelism in those decades of Argentinian history. Furthermore, this paper pays attention to interactions between local elites and the inferior members of the clientships, observing the ways in which the latter were represented, thus shaping the relationships that both sectors kept between them. Albeit subaltern sectors of territorial Neuquen did not consolidate themselves as an autonomous political actor, it is interesting to call attention over the negotiations they were capable to maintain with local political elites. It is suggested in this paper that clientelistic practices, as the explanations constructed on them did so, contributed to shape some of the features of the Argentinian political culture of that time. The financial and exchange rate crisis observed in Argentine at the end of 2001 showed the importance of understanding the factors that explain the evolution of the balance of payments and, in particular, of the current account. The objective of this work is to show recent developments in the theory of the current account and its application to the Argentine case. In the first place, short and long term correlations between national saving and domestic investment is considered through a model of a mechanism of correction of errors. Later, the paper analyzes the main shocks that affect to the current account in agreement with different theories. Finally, the paper shows the intertemporary approach of the current account. Based on long-term collaborative ethnographic fieldwork in a shantytown called Flammable located in Argentina, this paper examines residents' perceptions of their highly polluted surroundings. Using a case study to explore the relationship between objective space and subjective representations (habitat and habitus), the paper: a) describes the widespread confusion that dominates shantytown dwellers' views of contamination, and b) argues that this confusion translates into self-doubts, division, stigma, and a continual waiting time. The rural world in Latin America provides today an interesting scenery of social, economic and cultural transformations due to globalization. This process reflects on heterogeneous constitution processes of social subjects in the rural world. Therefore these processes can no longer be studied on the basis of conceptual frameworks that lie in urban and rural dichotomy. The rural question opens an encouraging space of debate that allows the discussion of theoretical categories and methodological tools, traditionally used to intervene in the rural world. In this paper we concentrated our reflection in the organization of domestic labour between impoverished rural producers that must incorporate non agrarian practices as a way to guarantee their social reproduction. We believe that in the rural development studies some obstacles are being experienced when trying to analyze the heterogeneity which characterizes the constitution processes of this "rural" social subjects. This paper propose a case study conformed by small rural producers that participates in a community forestry project carried out by an NGO in Formosa province, in Argentina. This allowed us to evidence the existing tensions, between a "domestic" and a "technical" logic in the practices and representations that are at stake in the workforce organization of this groups activities and their role in the construction of a "domestic productive project" of this units. This paper examines the different versions of the discourses on aboriginal peoples in primary school textbooks published in Argentina between 1980 and 2000. This approach is considered a way of understanding the interethnic conflicts derived from the struggle in the interior of the discourses, which in this case are written school discourses. At the same time, this paper considers the present political, social and cultural scenarios in which the interethnic relationships take place and which differ from the hegemony of the homogeneity of the last quarter of the 19th century and highlights the sociocultural diversity of our multicultural societies. It tries to understand up to what extent these textbook discourses developed discursive variants which reveal the impact of the changing scenarios. This paper is part of a research work which aims at studying the changes of these discourses about aboriginal peoples in two different periods of time: the foundational period of the public educational system in Argentina (circa 1880-1916) and the period of questioning and of appearance of the discourses on sociocultural diversity (1980s-2000s). This paper shows the effects of uncertainty of economic growth and inflation on average rates of output growth and inflation, using quarterly data of Argentina, during the last three decades. The paper employs a GARCH-M model (VAKMA model) that permits to test diagonally and symmetry relationships between the variables. The results suggest that increased growth uncertainty is associated with significantly higher average output growth (theory of precautionary savings), while higher inflation uncertainty is correlated with lower average output growth (Okun, 1971, and Friedman, 1977, arguments). Both inflation and economic growth show evidence of significant asymmetric response to positive and negative shocks of equal magnitude. [ABSTRACT FROM AUTHOR]

In an article published in 1972, Núñez Miñana presented a research about the measuring of indicators of relative territorial development levels in Argentina. The classification of the provinces that emerged from that working paper was generally accepted and lasted until our days with great validity. The present working paper does not pretend in any way to cast doubts on the results of the mentioned article, but, on the contrary, to verify and confirm the validity of the traditional classification. To that end, a cluster analysis is carried out using, in the first place, the original data of the article. After that, the process is repeated with updated data. We conclude that the traditional classification is not too different from the one that was reached with the cluster analysis. However, more than 30 years later, there have been major changes in the relative reality of the provinces which led to changes in the traditional classification, although not substantial ones. The aim of this paper is to show the continuity and ruptures that originated in educational institutions when the Third Cycle was implemented in the EGB (Basic General Education) after the analysis of the curricular political and organizational levels carried out in three public institutions in General Pico, La Pampa. The purpose of this paper is to reveal the complex mechanisms under which the processes or reform are installed in the practices, as well as the intertwining produced between the official curricular proposals, the institutional projects and the teaching of the Social Sciences. On the other hand, and given the exiguous empirical studies on the implementation of the Third Cycle in the country, the paper contributes with enlightment on the different levels under study, the obstacles, achievements and resistances the actual agents admitted having experienced, as well as the existing gap between the official messages and the pedagogical practices developed in the classrooms. The study shows that the methodological and organizational realities are different in each school, while in each classroom, there appeared certain regularities in the three cases under analysis when considering the pedagogical proposals regarding the Social Sciences. This paper focuses on the revision of the journalistic coverage given to the conflict caused by the Argentine troops' occupation of the South Atlantic Islands, which ended in an army contend with England, by the two main Spanish newspapers: El Pais and ABC. The paper highlights the implication that this confrontation had for Spain that was at the height of its democratization process. Not only did Spain have a close link with Argentina but it had also experimented a similar conflict in the Rock of Gibraltar. Besides, by the time of the conflict, the Spanish government had started an approaching strategy towards Europe, and was facing one of the first demonstrations against its decision to join the of N.A.T.O. Furthermore, the Argentine dictatorship had become a subject of preferential attention and damnation as a consequence of charges raised against its continuous violations to human rights. In previous papers we have analyzed police functions, purposes and norms as agencies of social control; historical and structural impediments in the police-state relationship and in the formation of political programs, experiences with community models of urban security and its practical results in Argentina, etc. In this paper we will emphasize the consideration of violence as a constituent element of police culture, and even more so in a police state, in its semantic multiplicity: legal, abusive, extralegal diffuse, symbolic violence (Tavares Dos Santos, 2000). On the other hand we study the construction of the "suspect" population and of the types of delinquency, realizing a critical analysis of the typologies of crime and delinquency, determining the manner in which official statistical analysis is made (what the penal and political system understand) and visualizing the omissions they include in an attempt to explain the same. (It is interesting to analyze statistics searching for the holes in empirical analysis in reference to the questions proposed and not because we are excessively positivist) It is necessary to have as a back-drop the overlapping of political programs and their consequences: one of these programs, one of zero tolerance, according to Crawford, is an erroneous and discriminatory designation of groups, which converts these happenings into selective intolerant events. Examples: the technique of "halt and frisk" and "class-cleansing" techniques in public areas and the overlooking of certain typologies such as administrative crimes, commercial fraud, contamination and health and security infractions (Wacquant, 2000). Finally we present the manner in which this selective intolerance is translated in the country, beyond political and media discourse ambiguity ("cero tolerance" is not assumed to be continually sustained) which worsen the situation of violence and criminality in the framework of a high exclusive social and economic model in which strategies are the repetitions of repetitions of reforms, grand rhetoric and technical terminology which conjecturally circle about while society observes and is absorbed in this "dislocated scenario" managed by an uncertain state. This paper analyzes some aspects related to the public debate about immigrant population and the construction of a national identity in Argentina during the first decades of the 20 th. century. Immigration, education and nationalism were the thee ideas which originated the debate on a possible model of country and constituted a field of tensions that covered the period of the great immigration wave. This paper will, in the light of these reflections, illustrate some of the features that these aspects acquired in a rural area. Southeast of the province of La Pampa the largest number of migratory population was farmed by groups of people who migrated from eastern Europe. The presence of Jewish colonies, such as the Narcisse Leven colony, meant the birth of debates on these groups which seemed to question the basis of the "Argentine Nationality". The paper covers theoretical and methodological decisions playing their role in an empirical research on children, adolescents and young people who work and/or live in the streets in La Plata City (capital of the Province of Buenos Aires, Argentina). This research aims to recognize both magnitude and peculiarities of the phenomenon in said city- where a research of said characteristics has not been made before- via a methodological approach backed by a sequential type mixed design. This presentation, particularly, focus its axis in thinking on the importance to make it explicit to the scientific community the means and ways theoretical and methodological decisions become articulated in a research process which approaches a complex object. The work is organized in three sections. The first one deals with explicitations and questions being made in this research and their relevance; the second section is about concepts that orientate research; in the third one an approach is made to the group of methodological decisions considered in order to carry out the study, focusing in what has been made in the first fieldwork stage-a poll aiming to relevate all of the subjects that integrate the analysis-. At last, in the conclusions offered it is outlined the importance of producing elements contributing to researches starting from similar interests, as well as covering decisions playing their role to construct and approach a complex object of questioning. This paper presents the outputs of a research in which stratification, social classes and social mobility are approached from a perspective that incorporates the perceptions of the subjects regarding to the forms of construction of a symbolic normality about this issues during contemporary Argentina. In the last decade Argentina characterized itself by a model of state intervention that is consolidated in 2007, and establishes a new link between labor and social policies. This new relationship comes into tension with the neoliberal ideology of individualization, typical of the neoliberal decade, the nineties. To do so, it involves two theoretical perspectives, and a strategy that combines quantitative and qualitative techniques. The quantitative approach allowed us to describe trends that characterize social mobility and social stratification processes, which contextualize this article. The qualitative approach allowed us to analyze perceptions of one's position in the social structure (Echeverria Zabalza, 1999). The biographical method was used. Life stories addressed through thematic analysis (and not the story of life as a unit in itself) from a comparative perspective (Bertaux, 1994; 2005). In this line, we reconstructed the perceptions that the subjects that make up different paths class enunciate and construct discursively, as far as mechanisms of state intervention concerned, and particularly the way in which these utterances are related to perceptions about one's place in the social structure and the potential of that space, differentially with others. Our conclusions claim that the break of the neoliberal consensus regarding forms of state intervention was not necessarily hand to hand by a one of values and principles on which the society organized the common Life, and built explanations and justifications about social inequality. Metalwork SMES of Olavarría city contribute to economic development of the region but they are deficient in terms of productivity, competitiveness and management. According to this, it is necessary to intensify the study of its activities and resources to improve their current situation. Therefore, the purpose of this paper to explore tangible and intangible resource availability and the way in which they are managed. The study of the activities and the use of associated resources are connected to the value chain, completing the process with resource-based approach. Data were collected by applying a tool that explores the characteristics and use of resources related to primary and support activities. The tangible and intangible resources are independent research variables and the dependent variables are the primary and support activities. Then, the diagnosis is extended through a second instrument, which defines the level of maturity in terms of competitiveness. Results obtained indicated that primary activities have degree development values ranging from 49 to 72% and from 55 to 67% for support. Furthermore, all activities show an average maturity value associated with level 2 (out of four), because of the inefficient use of resources. In conclusion these companies have tangible and intangible resources, but these are not used efficiently to perform their activities in order to achieve a competitive advantage. In this paper I propose to address the treatment of international migration by the State. In order to do so, I analyze public policies which do not focus on the subject but which impact strongly on the foreign population. Thus, I seek to shed light on logics which may obviate and/or contradict the ones established in migration laws. Such logics become evident when research is conducted from the social and symbolic margins of the State, working with a broad conceptualization of public policies. I exemplify the contributions made by this perspective with the analysis of four policies implemented by the Government of the City of Buenos Aires, Argentina, between 2004 and 2014 in the Parque Indoamericano Villa Soldati, area with one of the highest percentages of migrant population residing in this city. This paper explores, evaluates and analyzes the perception of Buenos Aires urban green area. The methodology used was a population survey including four parks (Saavedra, Avellaneda, Centenario and Bastidas) representative of the locality under study (25% of the green area of the city), divided into four sets: multiple choice closed questions for the social and demographic data; general questions (3) on the distance and frequency of the visits; and open questions (5) where the respondents referred to the place and purpose of the visit; finally, a closed questionaire where each respondent had to choose three attributes that define the park from a total of 20 attributes. The subjects selected attributes for place identity that were opposed to urban landscape. The analysis of the 4 parks as a whole identifies 6 of the most frequently mentioned attributes: peace, harmony, beauty, nature, nature sounds, and green. In general, people seem to seek personal well-being, a place to feel calm and protected in vegetation. The obtained results suggest that although perceptions are subjective, landscape features are common. [ABSTRACT FROM AUTHOR]

For over a decade, social and political scientists stress the centrality of citizen security policies within the political dynamics of the province of Buenos Aires. In general, the literature emphasizes that the Buenos Aires police is an organization with a high capacity to become autonomous and carry out security policies according to their interests, often illegal and repressive. However, recent research has emphasized the dependence of the police operation of political and social terms. In this context, the aim of the paper is to analyze which actors have the ability to influence the formulation of security policies and how. The central hypothesis of this work consider that governors are the actors with capacities and interests to pursue a policy of security of left or right according to their plan of campaign, which responds to other factors which are not the alleged police interests: mainly the ideology of the national executive and the location of the median voter. Women and transgender people who practice prostitution as constituent violated and socially stigmatized group, not only because they belong to the female gender but also by an activity such as prostitution so stigmatized by society as a whole including men who consumed. In that sense, this paper attempts to analyze the social factors that affect the health of women and trans people in prostitution; also examine the influence of gender on the health of them. To fulfill these, it is used as a tool for data collection of life stories. It should be noted that it is progress achieved so far as a result of a broader process of qualitative research. Women and trans people in prostitution are exposed to working conditions and health unfavorable. Among them we can mention: the commodification of the body, the violence may suffer because of transit late at night in downtown areas as peripheral, the limited possibilities of negotiating condom use since the prostituyentes offer higher pay in exchange for not using it. As if this were not enough, attendance at health centers becomes difficult because of the hours of operation (in their moments of rest) and the discrimination they are exposed. [ABSTRACT FROM AUTHOR]

Since environmental topic was included in the international agenda, expectations were created about the role of Law as a discipline and tool to mitigate, prevent and compensate anthropogenic ecosystem damages. In this paper there will be an approach to an issue which was little addressed in social, legal and environmental sciences: legal-institutional fragmentation as an obstacle to achieve sustainable development goals, especially in water management. It was implemented as a documental-bibliographical, descriptive and diachronic design. The methodology used is qualitative, mainly legal hermeneutics. Preliminary, we concluded that regulatory chaos which was applied to the Matanza-Riachuelo basin, allowed failed institutional settlements creating an adverse scenery for the environmental paradigm application in different dimensions: to favour corrupted actions, to difficult information access and authorities petitions right, because they both represent an obstacle to achieve citizen's participation. In the last decades there was a boom of studies and debates dedicated to the question of memory. In this context, the "geography of memory" (Foote y Azaryahu, 2007) contributed to analyze the spatial dimensions and explore the relationships between collective memory, places and national identities. The objective of this paper is to explore the role of historical monuments with a nationalistic sense in the town of Puan (Buenos Aires), in the constitution of local identities, in this case linked to the origins of the town under the advance over the "desert". For this, the conflict around the maintenance of the "Plaza de la Patria", a public space dedicated to the commemoration of the "Desert Campaign" where the monument of the Unknown Soldier is located, will be analyzed. The dispute began in 2012 when the Municipal Government and a group of investors announced the construction of a hotel in the proximity of this historical monument. Immediately, a group of neighbors, the so called "Group Plaza de la Patria as it is" began to demonstrate against the hotel's future location, arguing that the place is important to preserve the "heroic" past of the town. In this paper we analyze the changes in the last seven years in sexual practices and attitudes related to gender and non-hegemonic sexualities of young people attending high school in Argentina. For this purpose we take into account the results of two researches conducted in 2005 and 2012, with samples of around 6.000 young people each, of students of public schools in all regions of the country. The data were analyzed according to sex, age, socioeconomic level and region of the country where survey respondents lived. The data collection instrument consisted of a self-administered survey. In relation to sexual diversity, the results show an increase in the acceptance of sexual minorities. Around the sexual practices of young people, there is a shift in the age of onset at younger ages. Regarding the use of MACs, there is a slight decrease in the use of condom as a predominant method of care, as well as a significant increase in the use of birth control pills. This paper presents the problem of school violence through a critical reading that allows rethinking the approach to school bullying. It proposes a critical psychosocial interactionist approach from a qualitative perspective focused on the reconstruction and understanding of the conflicts in coexistence in secondary schools in Argentina from the perspective of young people and educators. It focus the analysis on physical confrontations ("fights") between students, which emerge in defined situations by the participants, and are defined as deep affronts to their identity and can be understood as recognition conflicts. Finally, it presents considerations around psychosocial intervention through participatory strategies with young people and educators to promote the deconstruction of the arguments that justify violence. In this context, the professional associations of the different provinces enacted their ethic's codes, and in 1999 the National Ethics Code from the Federation of Psychologist of the Argentine Republic (Fe.P.R.A.) arises as an attempt to unify deontological criteria. After 14 years, a review of the code was carried out taking into consideration the advancement of the psychological science and profession in this country, in consonance with the laws of protection and promotion of rights, enacted in the last decade. One of the most decisive ways in which the global economy and power relations were transformed at dawn of the twenty-first century was the rise of China as a major power, as well as the consequent influence the country has been able to exercise over peripheral nations. Although the majority of administrations in Latin America have rejected the policies once hailed by the Washington Consensus, it is striking that they have largely accepted a new system of asymmetrical relations with another major world power, which is fostering the reprimarization of the productive structure in Latin American economies. Thus, beginning with the case of Argentina, this paper explores the path to what is now known as the Beijing Consensus, with an emphasis on a characterization based on the analysis provided below. Recent tensions in the current accounts of Argentina have reopened the debate regarding external constraints on growth (ECG). In 2003-2013, export growth was slightly lower than it was during the convertibility era, but a major decline in the income elasticity of import demand mitigated the ECG. However, the effective growth rate was higher than that imposed by the ECG, according to Thirlwall's law, which led to the deterioration of the trade balance and growth. This was due to the trade deficit in manufactured goods of industrial origin (MIO), in light of technology dependence in capital goods and inputs. This paper analyzes the evolution of ECGS in Argentina at both the global and sector level, aiming to determine which MIO sectors had the greatest impact. [ABSTRACT FROM AUTHOR]

In this paper I will discuss —from an approach that recovers the sociology of the body and emotions— the first actions in the field of social policy in Argentina in the early nineteenth century, conducted by the Charitable Society of the Capital. From a qualitative analysis of secondary data, I will discuss the impact that government intervention possesses in terms of certain assumptions related to how the beneficiaries of social policies should behave. It is concluded that governmental interventions together with the regime of capitalist accumulation presuppose a set of emotions and sensitivities related to living in an abject deprivation condition. The article analyzes the interpretations of the mobilizations and shaping of Catholic crowds in Argentina during the first half of the twentieth century. First, the text identifies the performative effects of the "classical paradigm" of secularization. Secondly, the article proposes relocating the contributions of the political approach, conceived in the context of the 1980s, in a broader explanatory framework, open to recent contributions of social and cultural history.
