This paper addresses the following question: How can we advance in the knowledge of the past from the perspective of subjects? This presents an epistemological and methodological challenge posed to address forms of reasoning capable of involving the subject, secondly, distinguishing between what we call the "historical knowledge" as a heritage of the scholar, researcher, where the historical is placed between the facts of reality as an aspect of it, as an object; and the historical knowledge as a higher authority where the subject is incorporated as forgotten knowledge, and it is here where the social memory in the elaboration of history takes a different sense, because the social changes, the emergence of new actors and sensibilities and imaginary world involve transformations of the ways of the past. VIRTUAL communities , *SOCIAL networks , *ONLINE social networks , *ETHNOLOGY , *COLOMBIANS , *INTERPERSONAL relations - Abstract
This paper develops an approach to the concept of "virtual community" from a theoretical dimension, in that it attempts to confront the elements and main questions of this notion in the context of relationships established among Colombians on Facebook, within the cities of Bahia Blanca, La Plata and Buenos Aires (Argentina). The goal is to understand the relationship between offline environments and the possibilities that these types of gatherings and social-virtual interactions can provide to its members. Using virtual ethnography as a method of participatory observation of inter-textuality allows for the identification, based on the perception of some of the participants in such groups, of the motivations for joining, the assumed sense of belonging to these groups and the influence of their offline lives, with respect to the possibilities that these groups have for the inclusion of its members. From a constructivist approach, in this paper we analize the emergence of sport as a tool for social and educative inclusion in a social policy program related to education in Buenos Aires Province, Argentina, between 2004 and 2011. From the analysis of different sources of information, public presentations and interviews to main public officials of the program Patios Abiertos en las Escuelas, we inquire into the basis that the different actors report and enable the incorporation of sport to achieve the inclusion. URBAN hydrology , *GREEN roofs , *CLIMATE change , *URBAN growth & the environment , *ENVIRONMENTAL degradation - Abstract
Climatic change effects and the processes of urban growth caused environmental deterioration in the city of Buenos Aires. This situation alters the natural hydrological cycle and the hydrograph of floodwaters in urbanizing watersheds will modify, presenting flows higher peak and shorter rise times as it progresses. On the other hand, the global warming has caused an increase in mean annual precipitation and extreme values generated by storms of connective type, in the central region and North of Argentina. One of the possibilities to mitigate these effects is the implementation of extensive green roofs systems in terraces of buildings and houses built that help to reduce runoff factor. The objective of this paper was: to determine the reduction of surface runoff and water quality delivered for different types of green roofs with different types of vegetation implanted in normal rainfall in the city of Buenos Aires. The results of the study that was carried out along one year, showed that the retention capacity of the tested lots varied, depending upon precipitation, type of vegetation and coverage. For the range of 21 and 41 mm the retention ratesreached between 63% and 68%, with rainfall between 42 and 60 mm are observed percentages of retention from 31% to 39%. For the range of 61 to 80 mm the retention percentage was similarly to the range previously analyzed, 25% to 38%, and finally analyzing rainfall greater than 90 mm, the percentage of retention varies between 16% and 22%. The Aptenia cordifolia presented minors values of retention in all ranges except the first. The results of the test showed that green roofs system represent a good alternative in the integrated management of water runoff in urban watersheds. [ABSTRACT FROM AUTHOR]

This paper aims to contribute to the current debate on (regional) development. It suggests that regionalist analyses and policies have turned a blind eye to certain dynamics that influence the performance of regional spaces. Based on a case study of Argentina (2001-2014) in a region that produces agricultural machinery (AM), we propose to make progress in opening up a more introspective view of the regionalist approach, considering: a) the role of the region-building process in the broader national and macro-political project, b) a description of certain extra-local factors that stimulated technological change and improved the regional demand for AM and c) a description of actions taken by the national State to promote the regional economic regeneration of AM. This paper analyzes the principal characteristics of capital flight in Argentina since the collapse of the convertibility regime and the macroeconomic consequences of this capital flight. Using data on the formation of foreign assets, this article researched the factors that played a role in the most significant episodes of capital flight, which in 2011 obliged the government to enforce strong currency exchange controls to curb the depletion of Central Bank reserves. CHILD abuse laws , *PEDIATRICS , *PSYCHOANALYSIS , *LAW , *CHILDREN , *SOCIAL constructionism , *CHILDREN'S rights - Abstract
This article inquires into the way "child abuse" has been constructed as a social problem in Argentina. The papers explores how the issue was first approached in the 1970s by a pediatric community influenced by psychoanalysis and subsequently divulged more broadly, until it became an endeavour in the hands of judicial actors that was destined to transform the way of dealing with the problem. For that purpose, the article is based on an analysis of early studies on the topic and interviews of judicial actors. These analyses suggest that the normative transformations that took place led to the removal of the "abused child" from the criminal environment, as the promoters had proposed, and also made it possible to broaden the spectrum of what could be denounced and, therefore, of what could be treated and controlled. The paper analyzes the strategies of labor relations in Transnational Enterprises (TNE) installed in Argentina. We started with the construction of an analytical typology that takes as a reference the management of the workforce and union presence in the company. We defined four types of strategies, from which seeks to establish the level of incidence that variables such as country of origin of the TNE, the sector of economic activity, size and year of entry into the local market have on it. In methodological terms, two types of analysis are carried out, the first descriptive and the second is from a logistic regression model that allows establishing the chances that a company has of adopting some of the industrial relations strategies developed from the typology. This paper analyzes the central role played by Argentinian modernista writer Enrique Rodriguez Larreta in the vindication of the Castilian cultural heritage in early 20thcentury Argentina. As part of the wave of hispanophile sentiment produced by the Spanish-American War and the debates on identity linked to the celebration of Argentina's Independence Centenary, Larreta aims to create a new Argentinian identity of Castilian filiation based on the Spanish cultural heritage epitomized by Golden Age. This profoundly conservative aesthetic project finds expression in his successful historic novel La gloria de don Ramiro, conceived as an archaist textual simulacrum that reconstructs the historical reality of Phillip II's reign. INTERNATIONAL relations , *ECONOMIC competition , *INTERNATIONAL economic relations - Abstract
This document reviews the consequences, for Argentina and South America, of the rise of China as the world's second (and soon to be the first) economy, and as the most important trading partner of the main South American economies, as well as a very major investor therein. It also documents perceptions of threat generated in the declining superpower, the United States, both as a consequence of China's penetration of its "back yard", and of wider economic and geopolitical competition. The paper includes an up-to-date bibliography of Sino-Latin American relations. Regarding Argentina, the main conclusion is that the rise to superpower status of a country whose economy complements its own is the best piece of news in more than a century. Argentina was successful when Great Britain, whose economy was complementary to its own, was the dominant power, and suffered grave regressions when the United States, whose economy did not complement it, displaced the United Kingdom as the hegemon. Regarding U.S. threat perceptions, the paper concludes that they are not warranted, especially inasmuch as, militarily, the interstate system will remain unipolar. All the major powers put together cannot compete with the global network of over 900 military bases and installations which the United States officially maintains in 46 countries and territories, occupying 796.000 acres in which 26,000 buildings and structures are erected. Hence, for a long time to come, the growth of Chinese power will not threaten countries which are not China's immediate neighbors, least of all the South American states. Argentina in particular should welcome the displacement of a North American giant which has never been friendly to it, largely because it did not need it. [ABSTRACT FROM AUTHOR]

This paper deals with the systematic study of the genera Calycorectes, Hexachlamys, Myrciaria, Paramyrciaria, Plinia and Siphoneugena, which represent the subtribe Eugeniinae Berg, in the Argentine flora The paper also present an enlargement of the area of distribution of Myrciaria tenella (DC.) Berg, which up to now has only been mentioned in the NW of Argentina. Paramyrciaria delicatula (DC.) Kausel is accepted instead of Myrciaria delicatula (DC) Berg, because this species has embryo with two plane-convex cotyledons and a circumcised, elongated hypanthium The new combination Plinta baporeti (Legrand) Rotman, is proposed for a species caracteristic of galleria forests The name Plinia trunciflora (Berg) Kausel has been accepted, in its author's true sense, for a species which up to now has only once been collected in Argentina. Descriptions and illustrations of every species of Hexachlamys, Siphoneugena and Calycorectes are given. Guapurium peruvianum Poir, remains as an entity of doubtful taxonomic position. It has been collected on many an opportunity, but its embryonic morphology is difficult to interprete because it shows polyembryos which, so far, have not allowed correct interpretation of this entity. GOVERNMENT policy , *INTERNATIONAL relations , *INTERNATIONAL security ,ARGENTINE politics & government - Abstract
This is a follow-up report on the unilateral disarmament experiment described in our working paper # 426 of July 2010. After the 2001-02 crisis, despite the heavy military expenditures and arms procurements of its neighbors, Chile and Brazil, Argentina accentuated a policy of unilateral disarmament that had begun in the '90s. The South American historical record shows that the region is less war prone than Europe, Asia and Africa, and Argentina`s successive governments have not manifested a special concern over the growing disparity in military capabilities. The scenario approximates an experimental situation. Will history falsify or consolidate the hypothesis that a South American country like Argentina can safely disregard its defence vis-à-vis its neighbours? Or put in the opposite terms, will history show that realist theory of international relations does not apply to inter-Latin American relations? These were the research questions posed by our July 2010 paper, which bore the title "Un experimento pacifista: las políticas exteriores y de seguridad de Argentina en el siglo XXI". The present report reviews some immediate consequences of Argentina's unilateral disarmament. The surprising fact is that although neither Chile nor Brazil have taken advantage of Argentina's defenceless situation, Bolivian forces have invaded its territory at least twice. Furthermore, since Argentina does not buy arms, it is unattractive as a customer, and President Obama has decided to skip it in his forthcoming visit to Brazil and Chile, a fact that entails domestic political costs for the Argentine government. The author argues that because of the contents of educational curricula, territorial disputes are popular in Latin America. He hypothesizes that the Bolivian incursions into Argentine territory may be related to a Bolivian need to generate centripetal forces, in a country that is presently subject to centrifugal and even secessionist tensions. The author reflects that, from an Argentine perspective, it is fortunate that it is not Chile or Brazil that are going through this sort of domestic trouble. The pacifist experiment implemented by Argentina seems to indicate that, although Latin America may indeed be more prone to peace than other regions of the world, realist international relations theory still applies to it, at least to some extent. Although in the Latin American context a country like Argentina can probably afford to spend much less in arms than its neighbours, it does not seem wise for it to spend nothing at all. It should buy, say, at least half as much as does Chile. Nonetheless, the experiment continues and history may modify these educated guesses. [ABSTRACT FROM AUTHOR]

This paper estimates the private (individual) returns on education. The analysis is done for Argentina for the year 2001 and the period 2003-2006, and for the region of Gran Buenos Aires for the period 1974-2006. The paper addresses some usual problems that arise when assuming that the return rate estimated reflects the real return of an educative investment: Data selection, the determination of the dependent variable, the model specification and the estimation strategy. The paper finds that ignoring the complexity of the work performed by the individuals in the calculation (a common omission in this kind of research) substantially overestimates the pecuniary labor returns on education. This paper aims to analyze the characteristics of herding settlements in the highlands of Jujuy province in northwestern Argentina. This analysis takes into account the logic of: siting, spatial layouts, the materiality of these settlements and in particular the way that topography shapes domestic architecture. These buildings have a specific meaning in the context of the settlement systems of pastoral groups in relation to the mobility strategies of families with flocks. The study is based on material from ethnographic fieldwork underway since 2004 in the town of Susques, which has involved a systematic survey of the different types of settlement as part of an investigation into spatiality and pastoral architecture in the Andes. HUARPE (South American people) , *BORDERLANDS , *AGRICULTURE , *ETHNIC relations , *RACISM ,ARGENTINE social conditions - Abstract
Based an ethnographic study on the periphery of the largest and most important irrigated area in central-western Argentina, this paper analyzes the role of persistent ethno-racial and environmental representations that delineate irrigated areas and social groups that possess water and land. The groups located on either side of the most distant irrigation canals are interpellated from modernist paradigms that link water rights, private property, and wine production to European heritage and the idea of progress, while in the non-irrigated area, communal land ownership and pastoralism is associated with indigenous groups of Huarpe descent and the idea of backwardness or regression. Given the fact that both groups are represented as supposedly independent, opposed and separated by the last irrigation canals, this article conceptualizes the latter as an irrigated border. This border, despite being regarded as natural and fixed, is on the contrary artificial and dynamic. It is the product of social and symbolic struggles for water and legitimacy as the socio-cultural group capable of obtaining and controlling water. In this way, not only is the presence of liminal actors who are neither of Huarpe nor European origin highlighted, but also alliances that may lead to the reconfiguration of irrigated areas and sociocultural groups capable of fighting in disputes over natural resources. In this paper, the television broadcasting of a union dispute in Argentina is analyzed using the theoretical framework developed by François Jost. The "Authenticating Promise" model is employed to identify the generic promise of television news shows. The model is tested by analyzing the television news sequences that communicated the underground workers' emblematic union conflict in Buenos Aires City. The strategies and operations, employed by the television broadcasters that were used to fulfill their promise of showing the "objective truth" of this conflict, are also identified. AGRICULTURAL education , *AGRICULTURE - Abstract
The human resource training and knowledge generation adapted to the operating conditions of the various regional productions in Argentina, occupied the attention of experts from the Department of Agriculture, agrarian entities, political and educational sectors, since the early twentieth century. It did not escape this interest a concern about women and farm home. The aim of this paper is to analyze, in this context, the first decades of the "Ramón Santamarina" Farm School of Tandil, an establishment with a rich institutional history that housed the first school of farm home, soon transformed into a farm school and specialized in dairy industry. The transit to the farm household to the preparation of cheese masters, under productivist orientation of schools in the educational proposal of the Department of Agriculture, the social subjects involved, specialization in dairy and its results, are some of the issues discussed, as part of an educational agrarian project not only as a source of labor associated with specific agricultural industries, but also --and perhaps more than anything-- as irradiators of that kind of teaching towards the community. Throughout the 19th century, in the context of setting up the new republican order, the humanization of physical punishments was promoted. As part of a cultural climate affected by the individualization of the body, modern educational trends questioned the excessive punishment of children. This paper discusses the reviews of such disciplinary practices in Buenos Aires elementary schools and its countryside, with the aim of reflecting on how this "civilized awareness" process struggled for a punishment economy to design--at the end of the century--a new ethical code of honor and virtue based on self-discipline as the kind of behavior that should be adopted by future citizens of the republic. This paper analyzes the main youth employment policy In Argentina: the Youth with More and Better Work program. Based on the paradigm of active employment policies, this program Illustrates a new form of management and state regulation regarding the problematic question of employment among the poorer sectors of the population. For our analysis, we begin by exploring the theoretical possibilities opened up by Foucault's notion of the "device," and then point out some disarray concerning the logics, the division between "domestic" and "work" areas, and models of person (individual or linked) that this policy seeks to impose In the labor practices and trajectories of young people in low-income sectors. Finally, we note the need to Incorporate the notion of "Instruments of reproduction" and "social capital" to account for the singular character of the practical logic these young people apply In order to enter into and to be in the world of work. At the time of the Centenary, José Ingenieros became interested in philosophy and the value of philosophy as a builder of argentine culture. Is a time traversed by the nationalist discourse in the literature and by its pretensions to dominate the political space through cultural predominance. In this paper we analyze a central Ingeniero's work on philosophy, Las direcciones filosóficas de la cultura argentina, trying to recognize there the dialog with Blasón de Plata, of Ricardo Rojas, and, indirectly, a response to literary nationalism. According to this interpretation, that dialog express the controversial nature of the "lettered city", the fight for inhabiting it, for directing it, at the very time in which, according to Ángel Rama, it triumphed. The paper presents some field registers and considerations resulting from two studies of the recent Senegalese migration in Argentina and the social relationships in the local context, particularly in the cities of Buenos Aires and La Plata. Specifically based on ethnographic data, exoticism and exoticization are considered as ways of perception, relation to and representation of these 'black' migrants' otherness. Two phenomena are interpreted as being associated with these ways of producing otherness, namely a hyper-visibility of 'black' people and the social ignorance about Africa, African people and afro-descendents in the local context. Exoticism and the exoticization of recent Senegalese migrants are shown in connection or in a complementary relationship with the invisibilization process that historically affects the black African people and afro-descendents in Argentina. While focussing on current representations, they are contextualized in the historical national social processes of 'othering' regarding the 'black' population of African background. This paper analyzes the influence of networks and knowledge on international business opportunities in companies of the software and IT services sector of Argentina according to the postulates of the accelerated internationalization model of Oviatt and McDougall and considering that they are part of an emerging economy where dimensions differ from developed economies. The research is based on a field study conducted on 14 companies from the software sector located in the province of Santa Fe, Argentina, which receive incentives from the government and research centers thus constituting an homogeneous sample. The findings reveal that the «brokers» of local networks and the links with clients in target markets are the main forces that helped these SMEs to internationalize rapidly. [ABSTRACT FROM AUTHOR]

The aim of this paper is to present an empirical analytical framework to address the actions of the decision-making body in the shaping of the foreign policy agenda, including a case study on its participation in the design of the Argentine foreign policy agenda between December 1999 and May 2003. In order to do this, a number of methodological approaches have been brought together in a complementary way, including qualitative and quantitative data from different sources (files, observation, interviews). The study illustrates that the issues which form part of Argentina's public agenda on foreign policy mainly depend on the ability of political actors to achieve cooperative outcomes and to ensure that these are enforced in time. This paper analyzes the economic impact of Peronism in the Nahuel Huapi region and reviews the material and symbolic aspects of this district, which borders Chile and is associated with both the existing national park in the region and the city of Bariloche. To this end, and in dialogue with the material processes of the period, self-recognition and links to other regions were analyzed. The contribution of this manuscript is its recognition that despite Peronism having been experienced as one of the most significant development shifts in the Nahuel Huapi region, and especially in the town of San Carlos de Bariloche, documents both provide evidence of continuity processes and discuss the existing account of a break. The aim of this paper is to analyze descriptively the consensual and differential dimensions of political leadership social representations, based on a convenience sample composed of Psychology, Philosophy and Humanities college students from Tucumán National University, Argentina. Results show a representational universe in tension characterized by opposite nuclear components: Leadership and Representation versus Power and Corruption, as well as opposite dimensions: Features/Positive Political Aspects versus Features/Negative Political Aspects, as well as two relevant clusters consistent with the latter two. Differences are also observed when analyzing variables such as: year in college, student's political group membership, university political involvement and background / types of political figures. This paper falls within the framework of the FAO-INA Agreement that was entered into to "identify new potential irrigated and supplementary-irrigated areas in the basins of northeastern Argentina". The agreement seeks to collect information on monthly reference crop evapotranspiration (ETo), analyze its variability, and show it on isoline maps. The study comprised the central northeastern part of Argentina; the program used was CROPWAT 8.0 – FAO; and climate data were obtained from CLIMWAT 2.0. The information was plotted with ArcView 3.2ª and the variables of interest were interpolated with the Kriging method. Results show that: a) Santiago del Estero is the station with the highest annual ETo: 1767 mm.year-1, while the lowest ETo value is found in Loreto (Misiones) with 1150 mm.year-1; b) the average ETo in January ranges between 160 to 200 mm.month-1, while in July it is between 35 - 90 mm.month-1; c) the average ETo in January in the northeastern part of Cordoba ranges between 165 - 185 mm. month-1 while in July the variability is less pronounced; and d) rainfall in an average hydrological year ranges between 605 and 1825 mm.year-1 with an effective rainfall of 500 and 1400 mm.year-1 that tends to increase towards the northeast. Due to country requirements or to commercialization standards, in Argentina has increased the number of diagnostic laboratories accredited in the agricultural sector in recent years. These laboratories are also -mostly- directly related to food quality and generally evaluate pesticide residues. The IRAM 301: "General requirements for competence of testing and calibration laboratories" (which is the equivalent to ISO/IEC 17025:2005), is the standard used for testing accreditation through its related entity, and to guarantee the laboratory technical competence. ISTA guidelines, which aim to verify if the testing laboratory is technically competent in order to perform procedures mentioned in its range, can also be applied. In this paper a description of the ISO 17025 and the ISTA guidelines applied to seeds is made, emphasizing strengths, limitations and difficulties for its implementation. We conclude that accreditation is convenient and necessary for achieving value and reliability of results. [ABSTRACT FROM AUTHOR]

The paper focuses on public management concerning collective incidence environmental damages derived from oil spills and, based on a legal dogmatic vision, the objective is to identify the main weaknesses of the Argentine legal-institutional system in terms of restoration of those damages and to examine whether taxation on petroleum and its derivatives may constitute an appropriate measure to ensure the environmental restoration, defining the way to implement this measure in the Argentine Law. As a result, we propose two changes on the Tax on Liquid Fuels and Natural Gas of Argentina (chargeable event and tax burden) and complementary measures involving joint implementation of educational tools to make aware the population about ecological damages derived from oil spills and to report on the specific application of public funds to face them. The aim of this paper is to analyze, through micro-simulations, the direct impact of completing the coverage of the current system of family allowances and increasing the amount of the program on social well-being. The results show that the proposal would reduce poverty up to 40 %, indigence up to 64 % and the income gap between the 10th and 1st decile up to 27 %. Moreover, the modification would reduce the relative probability of indigence of those who live in the north, belong to large families or live in single parent households headed by women with children, for whom this probability would be, after the modification simulated, lower than that of their complement. In the regional dimension, it stands out that the direct impact of the reform on poverty would be higher in Greater Buenos Aires, where the majority of the poor population is located. This paper aims to present some preliminary hypotheses resulting from the doctoral research we have carried out on the migratrory experience of Chilean political exiles in Argentina. We are interested in seeing how the fact that many of them did not return home from exile after the end of the Pinochet dictatorship (1973-1990) impacted political and social organization in our country. We presume that this phenomenon has produced a kind of displacement of their self-representation from exiles to migrants that makes it possible to acknowledge the migratory dimension of exile and thereby constitutes a new type of political being that is binationally committed to transnational political rights. This paper analyzes the distributive strategies of presidents in federal countries under different contexts of fiscal centralization and party system nationalization by studying the allocation of discretionary fiscal transfers to the Argentine provinces and comparing two periods in which presidents from the same political party (Peronist) operated under different contexts: one of fiscal decentralization and party system nationalization during Carlos Menem's presidencies; and another of fiscal centralization and party system denationalization during the presidencies of Néstor Kirchner and Cristina Fernández de Kirchner. The analysis shows that in both cases the distribution followed strategic considerations even when this means, in the first case, to reward the over represented provinces and, in the second, the copartisan ones. The main purpose of this research paper is to compare sociodemographic variables, 'cognitive mobilization', sense of -internal and external- 'political efficacy', 'political trust', voting behavior and voting intentions among 16 and 17-year old students of a private and state school in the city of Córdoba between their first and second ballot experience (primary and legislative elections). 'Political ideology' and attitude towards the so-called Youth Vote Act are analyzed through two case studies. The results of the research mark the beginnings of the youth suffrage studies in the city of Córdoba, thus establishing a sense of political efficacy and civic duty and programmatic political knowledge of the secondary students. At the same time, it shows that both groups have similar dynamics, such as the case of the relatives with the greatest impact on the choice of candidates and the level of 'political sophistication' and cognitive mobilization of conservatives and leftists. This paper is intended as an approximate analysis of the most important student magazine in UNLPam from 1982-1987. It proposes to examine University Magazine, one of the cultural productions with deepest roots consistency and involvement in the reconfiguration of the of the post-dictatorship student movement. University Magazine was a material and intellectual experience that brought a large group of students from the Faculty of Humanities together. It participated in the student scene as an instituting and rebellious instance against the disciplinarian effects that state terror had deployed in the social / cultural sphere since its inception as a de facto government. It was an experience which stood at a distance both from party organizations and the unions (student centers, federations, etc.), whose praxis became as an exemplary statute deployed as a multiplier space through art and culture in the vast field of social and popular struggle. The FCH at UNLPam is one of the first universities in the country to give signs of commitment regarding gender. Among these is the Interdisciplinary Institute of Women Studies, created in 1993. In 2008, UNLPam legislates for the use of non-sexist language when applied in the degrees granted. In 2010, in the view of the changes on the Teaching Studies curricula, an Integral Sexual Education Seminar was incorporated; and nowadays, Extracurricular and public lectures are given in the form of Cátedra Libre named Educación Sexual Integral y Derechos Sexuales y Reproductivos. It emerges along with the local forum for the rights to legal, safe and free abortion. The creation of this Chair reflects the interest in studying the complexities of the bodies, sexuality and gender in education, particularly at schools, as a socializing space in different levels. University functions are not only formative, but also being a central part in formulating public policies in education. This paper attempts to account for the articulation between the activism processes that have been taking place in the city and the accessibility found at the university decision- spaces. The Argentine Supreme Court of Justice decision, that declared the constitutionality of the Audiovisual Communication Services Law No. 26.522, became a fundamental milestone from a legal, historical and political perspective for the history of communications regulation and freedom of expression in the country. This ruling also upheld the right of the State to regulate communications regardless format and technology, based on the need of ensuring diversity and pluralism. This paper presents an analysis of the main points of this sentence. From the perspective of the authors, this decision may be as relevant at the national level as Advisory Opinion 5/85 of the Inter-American Court of Human Rights has been at the regional level. For the first time, communication as a human right came first than commercialization requirements and crossed academic discussions to become jurisprudence. [ABSTRACT FROM AUTHOR]

Unlike most Latin-American countries where collective bargaining is decentralized at the firm level, in Argentina -as well as in Brasil-, collective bargaining is centralized and carried out by a single union per activity branch. However, in Argentina these branch unions articulate themselves with a union-based representation in the shop-floor, the so called “internal commissions". The first two Peronist governments (1946-1955) are a crucial period in the development of these organisms. In this paper we study the conflicts related to the internal commissions that arose in these years in the metallurgical and the shoe industries and we analyze the rules and regulations governing the internal commissions fixed in the collective labor agreements of 1954 and the tensions that emerged in their negotiation. COMMUNICATION -- Economic aspects , *FUNCTIONAL linguistics , *VERBS , *SEMANTIC networks (Information theory) , *COMMERCE - Abstract
In the framework of Systemic Functional Linguistics, in the Cardiff model (Fawcett, 2000, 2008, 2011, forthcoming a, forthcoming b), we explore the transitivity system of communication processes in the economic media discourse in Spanish. In the Cardiff Grammar, verbal processes are conceived as a subset of mental processes of cognition and they have a configuration of three participant roles: Agent + Affected- Cognizant + Phenomenon. The participant role Agent gives information or knowledge to an Affected who, thereafter, becomes Cognizant, and so comes to know of some Phenomenon. It is assumed that these three roles are inherent in this process type, i.e., they are required at the level of meaning, even if they are covert and sometimes unrealized at the level of form (Fawcett, in preparation a, in preparation b). In this paper, we analyze a subset (50 texts) of a corpus called DIDIECO (Economic Media Discourse), built according to the principles of Corpus Linguistics (Biber, 1993; McEnery & Wilson, 2001; Parodi, 2010). In order to annotate the corpus, syntactic and semantic analysis were made, applying verification tests (Fawcett, 2011) for participants roles. Our main purposes are: (i) distinguish criteria to identify members of the class "communication process"; (ii) determine the frequency of instantiation of each verb in this kind of discourse; (iii) extend in delicacy the system network proposed by Fawcett, based on the concept of "lexis as most delicate grammar" (Halliday, 1961), and (iv) consider the diversity of verbs that realize communi- cation processes in the light of the discourse in which they are inserted. COOPERATIVE agriculture , *RURAL development , *ECONOMIC development , *AGRICULTURE , *FARMERS - Abstract
Agricultural cooperatives are going through a process of restructuring and changing their production model. As a result, they have begun to assume other roles than the classic meaning of cooperativism. However, they are still a system of economic and social organization that is able to combine production development with local and regional economic development. This paper seeks to analyse the specific contribution of the cooperative system to the local and regional rural development process, studying the case and experience of the Unión Agrícola de Avellaneda. The secondary data was obtained from national and provincial sources. Primary information was acquired through a survey of 150 farmers and qualitative information from numerous interviews with economic agents in the area. [ABSTRACT FROM AUTHOR]

This paper addresses the inclusion of agricultural cooperatives in global value chains (GVCs). It focuses on the citrus production system in the southeast of Corrientes province, analysing two export-oriented cooperatives. The study was conducted in a context in which agricultural and food production systems have shifted from a traditional model, based on producing for local markets, to agrifood systems with a global scope. The results of this analysis reveal the importance of strategies to upgrade products, processes and functional aspects, including certification of quality and food safety protocols, investment in technology and brand positioning and marketing in the international context. Together with reshaping internal institutional structures, these strategies have enabled the cases studied to join a buyer-driven GVC where the prevalent form of governance is relational. This paper takes very briefly on six decades of the history of psychology in the city of La Plata (Argentina), from the creation of the Pedagogic Department in the National University, in 1906, until the coup d'état of 1966, that put an end to the expansion of psychological studies that had started in 1958, after the creation of the psychology program. In that period, psychology would go through different phases, marked by oppositions such us “positivist naturalism"/ “anti-positivist humanism", “theoretical training" / “professional training", “scientific psychology" / “psychoanalytic psychology", etc. The goal of this work is to make an account of what happened at the time, giving as much importance to the individual actors as to the institutional and political factors that were present in the context. The methods are the traditional ones for history (mainly de gathering of oral, documentary and bibliographic sources. However, they have been interpreted from a critical perspective. In the knowledge economy, intellectual capital is increasingly becoming important as a source of core competences. A core competence is obtained by combining internal and external factors of the company by means of the strategy to generate better performance than its competitors. The Argentinian wood SMEs often have specific characteristics and, in particular, a limited intellectual capital. Consequently, it is expected that the process of establishing core competences is different. This paper analyzes the characteristics of that process. The results show how they organize their resources and capabilities to provide their competitiveness. This competitiveness leads to better organizational performance, but does not directly affect economic performance. [ABSTRACT FROM AUTHOR]

This paper studies one of the electoral reforms carried out during the period of the First Peronist goverment (1946-1955). It is focused on the political views of the ruling party that prompted the sanction of this Act which replaced the system of majorities and minorities established by Sáenz Peña's law for one of uninominal circumscriptions. What was the predominant vision that Peronism held on citizenship? Which should be the role of the legislative branch? What was the role of the majority and what was the role of minorities? These questions draw the path of this article, which maing goal is to understand the ideas on how to govern that prevailed during the peronist years. [ABSTRACT FROM AUTHOR]
