This article expands on David Garland's proposal that punitive practices are influenced by logics of (in)sensitivity, shaping how punishment is conceived and applied. It argues that (in)sensitivity is not a mere peripheral aspect of punishment but a central element thereof. Drawing from this premise, the article elucidates the most prominent features of Garland's proposition, highlighting the conceptual framework it builds upon. Based on this foundation, the discussion branches into two closely related directions. Firstly, it analytically explores Garland's contribution, explicating the depth underlying notions of meaning and sensitivity; a development that will underscore the significance of corporeality in fully understanding the imposition of punishment. Secondly, this analysis will be projected onto the context of the current discursive hegemony of security and, more specifically, in the specific manner it manifests in the regulation of migrant mobility. The undeniable preeminence of securitized borders will thus become the fundamental space of analysis to project Garland's proposal regarding an underlying (in)sensitivity permeating the imposition of punishment. Within this context, it asserts that migrant bodies crossing the border endure punishment, yet their suffering lacks empathy within the security discourse. [ABSTRACT FROM AUTHOR]

Despite the increase in migration since 2000 due to insecurity and violence in Mexico, the geographical patterns and differences by types of migration: municipal, state, and international are unknown. Using data from the 2020 Population and Housing Census and employing regression models and spatial analysis, this research shows the association between migration and violence in destination municipalities. The findings indicate that municipal immigrants tended to move primarily to municipalities with high violence rates, while state immigrants moved mainly to municipalities with low levels of violence. On the other hand, international immigrants particularly directed to border cities with varying levels of violence. Consequently, the relationship between immigration rates and violence rates in destination places varies according to the type of migration and geographic borders crossed. [ABSTRACT FROM AUTHOR]

In 1924 a revolutionary uprising took place in Vera de Bidasoa and its outskirsts, in the hands of a group of Spanish anarchists and refugees who crossed the French border. The second part of Pío Baroja's La familia de Errotacho (1932) narrates these events in a non fiction novel avant la lettre. A close reading of some formal aspects of the text and a comparison between the story and historical facts triggers a reflection on the problematic nature of this hybrid genre, the author's personal and ideological motivations and the reception of the novel in the context of the Spanish Republic. I study three areas of visual culture linked to drugs and their relations with the Hispanic- American fin-de-siècle (nineteenth and twentieth centuries) literature: the visibility of drug objects in painting and some literary practices of decadentism; the way in which certain performativity is constituted in the modernist scenarios of consumption, an artistic iconography of drunkenness and the processes of subjectivation associated with the image of a relaxed, meditative or exasperated body; and the examination of drug images in advertising that appear in the magazines of the time and their critical connections with a literary narrative where the ethnographic journey (within the city or in the geopolitical boundaries of the nation) and the exploration of the limits of sensibility are intertwined. I consider it useful to discuss a certain idea of a crossing or border -cultural, geographical, social, sensorial- from the images of painting and advertising, and how these draw thresholds of perception from which diverse sensitive experiences are produced. Similarly, I think it is important to rethink these different aspects of visual culture related to drug use in order to reposition images and texts in a dynamic cultural and sensorial frontier, and thus try to shake up the maps of modernist consumption. Before the COVID-19 pandemic, thousands of Moroccan women crossed the border between Melilla and Morocco on a daily basis to work in domestic employment, a consolidated niche sector of cross-border employment for low-skilled working-class women. When the border closed due to COVID-19 lockdowns in 2020, many decided to remain in Melilla. Following the precepts of grounded theory and using biographical interviews, the paper investigates the survival strategies these women deployed following the border closure. An ambivalent process began: on the one hand, their labour conditions worsened, exposing them to worse situations of violence; on the other, they developed strategies of resistance and agency, assuming the role of breadwinner for their families and opting for a process of emancipation through inclusion and training opportunities in the city of Melilla. Tanto para el análisis de la política contemporánea como para el estudio de las fronteras, la coyuntura marcada por la caída del muro de Berlín y el periodo subsiguiente seguirán siendo por mucho tiempo referencias obligatorias. El énfasis y el trasfondo de lo que ha venido sucediendo en las fronteras amazónicas, en otros países de América e incluso en Europa, durante las tres últimas décadas, así lo confirman. Este contexto global de surgimiento o reforzamiento de los nacionalismos es el mismo que ha visto crecer,'florecer'y, según muchos indicios, comenzar a marchitarse la doctrina neoliberal, aunque este marchitamiento parece estar aún lejos de consumarse. Sin dejar de ser dicientes, los síntomas se muestran contradictorios cuando miramos que, por ejemplo, a la par que asistimos al fortalecimiento o la radicalización de una derecha desembozadamente racista y fascista en países como Estados Unidos y en varios de Europa, en América Latina parece consolidarse una segunda ola ubicada a la izquierda del espectro político, como una respuesta a un modelo económico, un modo de vida y de relación humana y con la naturaleza, depredadores que lucen cada vez más exhaustos. Este libro, producto del diálogo académico y de conversaciones entre docentes e investigadores de la Amazonia, América y Europa, muestra algunos aspectos y detalles de cómo se presenta este periodo en las zonas y las regiones fronterizas de estos tres macroespacios, entre 1989 y 2019, aproximadamente, pocos meses antes de la aparición de la pandemia de COVID-19.

This article analyses the logics of how racist discourse and anti-racist discourse function on Twitter, based on statements made by the leader of the extreme rightwing Vox party on border security. With a "migration crisis" as a backdrop, which took place on the border between Spain and Morocco in May 2021, and through the systematic observation of the conversations produced on the network, we delve into the analysis of the discursive strategies of support for the racist politician, on the one hand, and of confrontation and rejection of the same, on the other. The work, a case study carried out on a sample of 766 publications, concludes with a diagnosis of the different forms of citizen reaction in this respect, as examples of social/civil participation, while at the same time highlighting the worrying normalisation of racist discourse on social networks in the context studied. The purpose of this article is to analyze the duality that exists in how the States approach the current Venezuelan migration in the region between the humanitarian perspective and the securitist perspective. From the definition of Venezuelan migration as a "crisis" and forced displacement the result is the increase in more restrictive border control measures, the increase in irregular entry and humanitarian aid to those who are in extremely precarious and vulnerable conditions, unresolving irregularity or the consequences that this situation has on people who arrive to Chile. The article takes the case of the border between Chile and Bolivia and the increase of unauthorized crossings at the Colchane border and is based on the results of two investigations carried out during 2021, the first based on qualitative interviews and field observations, and the second based on survey results and field observation. The closure of the Spanish Southern border between Morocco and the Spanish city of Melilla induced by Covid-19 disrupt the work and life course of thousands of women crossing merchandise on the border. This research analyzes the survival strategies of these women after the border closure and the transformations of this unequal region. Using a Grounded Theory approach, participant observation and interviews to carrier women and informants were conducted in Melilla in 2021. Migration, family support and other precarious feminized jobs were found to be the most common survival alternatives. The conclusions point out that the border closure and the changes affecting the region of Nador may be the end of this income source for these women. This analysis contributes with new data on the global feminization of survival, although further research on these strategies is needed due to the constant changes in this border. Media representation is crucial because all knowledge of political and social issues is inevitably and inherently mediated. The main objective of this article is to analyze the visual representation of migrant women during the period 2015-2019 in three Chilean newspapers: El Mercurio, La Tercera, and Publimetro. To achieve this objective, a corpus of 705 photographs published in these newspapers was examined using a visual analysis methodology. The results show that migrant women are visually circumscribed within larger collectives, during travel, transit, and border crossings; at times, they are also depicted in relation to work and housing, as well as their country of origin and these representations often involve racialized markers; and, in some cases, portray them from a maternal or wife role. Thus, it is concluded that these visual representations position migrant women as another passive individuals without agency. [ABSTRACT FROM AUTHOR]

Based on the contributions of Peruvian theorist and critic Antonio Cornejo Polar on narrative heterogeneity, this paper proposes an interpretation of Valeria Luiselli's most recent novel, Desierto sonoro (2019). In this text I postulate that, without undermining the explicit sources which the novel alludes to and recovers, it is possible to link it to a deeply rooted narrative tradition in Latin America: that which represents sociocultural otherness. The tensions between the referent (the Chiricahua tribes of the 19th century and the children who cross the border into the United States in the 21st century) and the narrative perspectives that present the events involve different displacements (of characters, knowledge, diegetic levels, and narrative points of view) oriented to the representation of a harmonious encounter between two opposing sociocultural groups. Objective: To describe the process of bordering during the partial closure of the border between Mexico and the United States. Methodology: The statistics of border crossings during the period of partial closure of the border in the Sonora and Arizona region are analyzed. There is a description of the political environment during this period where new migratory movements and the intensification of the diplomatic relationship between Mexico and the United States stand out, where the donation of vaccines to prevent the Coronavirus disease stands out. Results: A contrasting difference could be found between the minimal interruption of the crossing of consumer goods and people, as well as border resilience derived from the number of people who kept crossing the border despite the limitations and uncertainty generated by this contingency. Limitations: The study was conducted only with statistics from U.S. agencies, due to the lack of data from Mexican public agencies. Conclusions: The bordering concept is reinforced to establish the process of order and classification, as well as the "coexistence" of rebordering and debordering, derived from the policies of "Covid-19 fences". This is during the Pandemic, in which a clear distinction is observed between doors open to goods; limited and catalogued openness for people, based on evidence of ports of entry between the states of Sonora and Arizona. This article seeks to account for the link between Chilean migration policies and the production of migrant smuggling on the country’s northern borders, in a context of global migration regime. Likewise, it reflects on the consequences of migratory illegalization caused by migrant smuggling and by the elaboration and legitimization of categories such as illicit, crime and irregular. To this end, a review of the literature referring to illegalized migration is made, taking some elements of the autonomy of migrations. It is evident that citizenship is exercised if social rights are assured, which is not the case with this population, that experiences a hyper vulnerability of its life, but that at the same time puts into practice a series of clandestine and public, individual and collective resistance that allows them to exercise a migrant citizenship. Methodologically, an ethnography of migrant smuggling was carried out at the border crossing to Chile between 2018 and 2021, which was complemented with a press review through the categorization of news from 2016 to 2021; and interviews with institutional informants were also conducted. It is concluded that migrant smuggling plays an important role in the illegalization of the migrant population, however, the conditions in which it occurs should be considered in judicial processes, since it would be aggravated trafficking. Considering it this way, it should lead to the regularization of migrants; nevertheless, they are criminalized instead, treated as “illegal” and have been subject to collective expulsions that, paradoxically, were analyzed as illegal. To speak of Juan Rulfo is to exalt a literary figure, whose fame crossed borders with only two books, Pedro Páramo and El llano en llamas. In these volumes the national aspect appeared as an obligatory reference. However, there is another area in Rulfo’s work where the aesthetics of photography come to the fore. Despite his artistic quality, he considered himself an amateur photographer; he never wanted to share credits with the great masters of that time in México, such as Lola or Manuel Álvarez Bravo, Nacho López or Kati Horna. Locating his images together with his literature gives us an enriched vision of Rulfo. The proposal presented here sought to identify the conceptual and methodological potentialities that are summarized in "Periodistan - An Argentine on the Silk Road". To do this, we sought to bring closer the author's perspective and situated experience through his journey to address it from and through an analytical-conceptual framework in as a geographical interpretation. The proposed methodology focused on addressing the author's stories as an ethnographic roadmap, to identify the perspective of the inhabitants of distant spaces on the scale of the place. It should be noted that this type of work allows us to approach and understand the (New) Silk Road from a (dis-orientalized) perspective of the actors who inhabit and experience these territories. The work invites us to get out of the stereotypes and geographic otherness of non-Western territories. The difficulty of approaching distant spaces leads us to present this type of proposal to collaborate with new perspectives on the cultural configurations imposed by the media. In this sense, "Periodistan" allows us to activate our geographical imagination, discovering distant spaces, crossing borders, knowing cultures, dismantling stereotypes, and learning from history. Within the Junta de Ampliación de Estudios, the Centre for Historical Studies carried out a prolific trajectory of internationalization of an academic elite of researchers in Spain during the first third of the 20th century. Directed by Ramón Menéndez Pidal, this institution was an alternative to the classic institutions in the area and played a leading role in the training of multiple professionals beyond national borders. In the case of this study, we focus on studying the thematic lines developed by those professionals in the historical discipline who, from the region of Castilla y León, obtained one or several pensions from the Regional Government during their careers. The results show, mainly, the identity interest of national studies on the influence and contributions of Spain in international contexts and, on the other hand, the predominant masculinization of this sector. The article "Human Mobility, Rights, and International Protection: Responding to the Climate Crisis" analyzes the options for international legal protection in the context of cross-border displacements caused by climate change. UNHCR highlights the need to address human mobility more broadly, considering conflicts, violence, resource scarcity, and environmental phenomena. The article also examines existing legal provisions and strategies for a more effective response to human mobility, in line with human rights and international law. UNHCR has published guidelines for states and other stakeholders on international protection requests in the context of the adverse effects of climate change and disasters. The article highlights legal considerations regarding the protection of people affected by climate change and natural disasters. It is mentioned that, in addition to the 1951 Convention, the 1969 OAU Convention and the 1984 Cartagena Declaration can also be applied to refugees in Africa and the Americas. The importance of states demonstrating their capacity and willingness to address the consequences of disasters and provide assistance to affected individuals is emphasized. Additionally, the need for international protection based on human rights, including the principle of non-refoulement, is mentioned. The article also highlights the importance of investigating how climate change and disasters affect public order and cause displacements, as well as discrimination in risk mitigation and support for affected communities. A broader approach to human mobility is suggested, including measures to strengthen the preparedness and resilience of affected communities, as well as planned relocation based on human rights. The need to provide more opportunities for migration as a form of adaptation, using regular pathways such as work or study visa programs, is mentioned. UNHCR collaborates with the United Nations Network on Migration to address challenges related to human mobility and reduce the risk of displacement and denial of human rights. In this article we address, from a comprehensive perspective, the socio-territorial dynamics that emerged between 1990 and 2020, in the border crossing between Cúcuta (Colombia) and Ureña (Venezuela), based on the behavior analysis of the migratory flow that runs through this crossing. The information gathered allows us to consider that, during the period studied, social conflict increased in this border crossing, due to the dispute for the control and appropriation of the border zone by illegal actors, interested in making the intensification of migratory flows in the direction of both countries profitable, due to the political instability that has marked the recent history of both sides of the border, during the period studied. During the historical context of the Barack Obama administration and due to the US economic crisis (2008), this article argues that there were spatial and sociodemographic reconfigurations of undocumented migrations from Chiapas to the United States (2009-2016). Based on the review of the Emif Norte (Survey on Migration on the Northern Border), and data on the reception of remittances and Mexicans returned by the US immigration authorities, this text argues that the spatial and sociodemographic changes of these migrations implied dynamics of decreasing demographic volume of migrants, reduction in the reception of remittances, transformations of the places of origin and destination, and changes in the places and costs of border crossings. However, there were also processes of continuity in certain places of origin and destination, and in the profile and employment history of migrants. The contribution of the work is to show the Chiapas migrations as non-static socio-historical constructions and with differentiated spatial dynamics. [ABSTRACT FROM AUTHOR]

The European Union is aware of the need to fight this phenomenon jointly, since it crosses the borders of the States and affects the financial balance of the Union itself, which is why, since the last decades of the last century, it has been establishing standards of harmonization and general guidelines that it has incorporated into the internal and external security strategies and conditions the state strategies themselves in the fight against corruption. Both regulations are analyzed since there is no specific anticorruption strategy either in the European Union or in Spain, so the lines of action must be found in the respective strategies. This article looks into the Uruguayan feminist internationalism of the early decades of the 20th century through the analysis of the "intellectual networks" forged by doctor Paulina Luisi. It particularly follows her contacts with several other academic leaders of the Argentine feminist movement. To do so, we focus on Luisi's private correspondence with these women. Those letters reveal how their common issues and concerns crossed State borders and led them to undertake joint action, including campaigns supporting the ban on prostitution, equal ethics for both sexes, or the "social hygiene" movement. But they also show their disagreements about the strategies to be followed in order to achieve their feminist goals. This research article seeks to carry out an analysis of the responses, have been generated (and can be generated) from the international legal system against the figure of the environmental refugee. Along these lines, environmental migration is developed and contextualized in the first step as an increasing phenomenon in different regions of the world. Secondly, the legal responses and possible mechanisms for protection towards this population group will be addressed and, finally, the role of some regional blocs regarding this issue is described. It can be shown that the international legal system does not currently have an instrument and/or mechanism, which regulates and protects cross-border environmental migrants or environmental refugees. Then, today the thousands of people around the world, who have been forced to cross borders for environmental-associated causes, depend on the political will of the host States so that they can get some kind of assistance and/ or protection. The objective of this paper is to analyze the cross-border mobility planning processes and governance at the United States (USA)-Mexico border and what can be learned based on the outcomes of two recent international mobility projects. Two projects are analyzed: One is a scheme based on a traditional inter-governmental cooperation approach of an international bridge in Tornillo, Texas and Guadalupe, Chihuahua; the other is a public private partnership (ppp) to facilitate international border crossings at the Tijuana airport. Migrants, remains, UBC (Unidentified Border Crosser or Undocumented Border Crosser), bodies in the desert, unidentified and unknown, John/Jane Doe, disappeared migrants, death person, missing, etc. Those are the categories that governmental and non-governmental agents, as well as scholars, use in the city of Tucson, Arizona, to refer to migrants who cross the border and whose whereabouts are unknown. In this article, based on qualitative fieldwork (mainly in-depth interviews), we analyze the names that those agents use or create to talk about the situation. We show, at the same time, how the more consolidated categories -- specially forced disappearance--, are exceeded when dealing with complex phenomenon such as transnational migrations.
