The most important characteristics of scientific and technological research at the University of Costa Rica (UCR), as well as some policies required to strengthen this activity, are analyzed in this contribution. Despite the fact the UCR is the most productive institution in terms of generation of novel knowledge in Costa Rica, this activity has serious limitations that affect its development and consolidation. It is necessary to critically analyze the problems affecting scientific and technological research at UCR and to promote a series of policies aimed at: (1) the strengthening of high level human resources, (2) the introduction of a differentiated set of promotion policies adapted to the various levels of development in different academic units at UCR, (3) the support to all areas of knowledge, regardless of their immediate economic impact, (4) the consolidation of evaluation processes aimed at increasing the quality of the research being performed, (5) the implementation of an effective and multivariate strategy of transfer of knowledge generated at UCR to the society as a whole, (6) the improvement of the promotion of research in the institution, especially through significant reforms in administrative processes, (7) the strengthening of graduate programs, (8) the search for international alliances and collaborative partnerships aimed at increasing the impact of our research, and (8) the spread of a working style based on cooperation and solidarity, and centered on the basic human needs of our society.
