An analysis of the main determinants of family violence is presented, according to the contextual ecological approach, and the necessary and sufficient conditions for the presence of this phenomenon in the municipalities of Quintana Roo, Mexico, are identified through comparative qualitative analysis for clear data (csQCA) complemented with information theory techniques for comparative analysis. A brief documentary review is offered about the concept and epistemic approach to family violence, its consequences and the magnitude of the problem, to later apply the QCA methodology and discuss the results. It has been found that there are four variables whose combination can generate high rates of family violence in municipalities, namely: a population majority without religious affiliation, high rates of family disruption, a population majority that is not Protestant or evangelical, and a majority urban population. This article thoroughly examines the historical development of the concept of "University autonomy" that has been drawn from the jurisprudence and case law of the Constitutional Court of Colombia since it commenced operations in 1992. It aims is to identify the core elements of University Autonomy, as well as its scope and range. This analysis will be useful to offer a comprehensive understanding of how the Constitutional Court of Colombia has shaped and developed this concept that underlies the educational system as a whole, but is explicitly applicable to all the local universities, regardless of their public or private nature. To this end, we collected and analyzed close to one hundred (100) court rulings, from the year 1992 to 2018, regarding the specific topic of University Autonomy. Said rulings were reviewed and systematized, extracting the relevant legal precedents applicable to several disciplinary, civil, and constitutional legal cases that derive from our topic of inquiry. These included constitutional rulings, actions of guardianship (legal mechanism listed in the Colombian Constitution to purvey swift justice regarding basic human rights), as well as rulings that unify jurisprudence. The rulings above have been standardized according to their corresponding constitutional scenarios, and the high frequency of quotations present among and between them. Even though there has been a long tradition of emigration from Colombia, only in the last ten years has there been a significant increase as a result of events and circumstances that have transformed the lives of Colombian citizens. This article focuses on studying the trends of the third Colombian diaspora wave between 2005 and 2015, reviewing the growth and decreases of the traditional destinations, as well as detecting the emergence of new destinations, in terms of the nature of migration to those destinations, and estimates of the actual number of Colombians in the recipient countries throughout this period. This paper focuses on analyzing the nature of Colombian migration to Mexico in the last 30 years. In presenting figures and statistical evolutions, we intend to carry out a qualitative and argumentative analysis of the migratory situation of Colombians in Mexico. Methodologically, we reviewed lines of statistical progression in absolute numbers of resident population, migratory outflows and other relevant statistical elements to identify migratory trends and explored the migratory history of Mexico to determine the beginning and evolution of Colombian migration in this country. The main objective of this work consists in showing how the economic and institutional framework of the Ecuadorian State has generated guarantees for Colombian migrants to migrate to this country and, moreover, for them to transition away from their status as refugees and towards a socioeconomic adaptation in Ecuador. With the rising importance of the Colombian refugee population in Ecuador during the last decade, developed in parallel with the growth of the regular migrant population, it is very important for this issue to be understood as a crucial element in knowledge of migration flows to Ecuador. Through a comparison between the regular and irregular flows of migration, this work aims to analyze the creation of a national migration policy in Ecuador under a historical and economic framework of this phenomenon. INTRODUCTION: Hypoxic-ischemic encephalopathy is the most severe consequence of perinatal asphyxia. The rate of change in the serum levels of some intracellular enzymes among the first hours of extrauterine life may serve as indication of heighten risk for the development of Hypoxic-ischemic encephalopathy. OBJECTIVE: To analyze the possible association between the rates of change in serum lactate dehydrogenase values in the first 12 hours of extrauterine life and the development of hypoxic-ischemic encephalopathy. METHODS: Diagnostic test study. Lactate dehydrogenase determinations were performed at 0, 6 and 12 hours of extrauterine life in neonates who presented clinical diagnosis of perinatal asphyxia (n = 10) and in patients with risk factors that did not meet asphyxia criteria (n = 10). RESULTS: Setting a cut-off point for serum lactate dehydrogenase at 775 IU/L, a sensitivity of 90% and specificity of 60% for the development of hypoxic-ischemic encephalopathy was obtained. An increase for serum values of lactate dehydrogenase equal to or greater than 0.33%/hour between 0 and 12 hours showed sensitivity of 90% and specificity 100% with respect to the development of hypoxic-ischemic encephalopathy. CONCLUSION: Variation in serum lactate dehydrogenase levels in the first 12 hours of life is associated with the development of hypoxic-ischemic encephalopathy. [ABSTRACT FROM AUTHOR]

This paper studies the execution in Spain of the judgments of the European Court of Human Rights from the perspective of Constitutional Law, more specifically from the perspective of the European Constitutional Law. This begins by pointing out the substantially constitutional quality that both the Convention and the Court have acquired in an ordinamental framework characterized by the principle of subsidiarity as the optimal instrument for guaranteeing both the normative text and the judgments. From this we can deduce a treatment of the latter that puts the emphasis on the obligatory nature of its fulfillment. This is the meaning of the ECtHR jurisprudence so that it has been possible to speak of the distortion of the declaratory nature of its resolutions. Considering the constitutional nature of the ECHR and the ECtHR, and given the need to ensure the effectiveness of its doctrine to guarantee rights, it is focused on the Spanish internal constitutional order, understanding that it is the right to effective judicial protection (ex Article 24) as the right of having judgments executed that makes necessary a specific procedure like the one finally established in the LO 7/2015. The purpose of the present work consists, from a review of the current reality of the migration situation between Colombia and Venezuela, to carry out an analysis of the various administrative advances of border management. Despite the great importance that Venezuelan migrations have aroused in Colombia over the past five years, understanding the various political, economic and social elements of the internal affairs of both countries can provide the basic elements for understanding the correct logic for the proper administrative management of the border. It is expected that the reader achieves with this paper, in addition to having a vision about the state of bilateral migrations between Colombia and Venezuela, develop a deeper perspective on the challenges to governance of the Colombian-Venezuelan border. Objective: Develop a model of the decision making process for the sustainable construction of public works. Methodology. Methodology: Procedure consisted in the application of interviews to decision makers, selected through a sample of experts. Next, the variables or codes were identified, which were incorporated into a qualitative data analysis system to obtain the weights of the variables in order to develop a sustainable decision model and generate scenarios with different alternatives. Results: The decision-making model obtained was integrated from the transformation of the qualitative data coded through a scale to establish the corresponding quantitative values. The general matrix of vectors was obtained, from which the alternative is selected according to the criteria of sustainability and decision making with sustainable rationality. Limitations: During the investigation, logistical difficulties arose in the choice of decision makers that led to the modification of the sample. Conclusions: The conclusions of the research is that, with the application of the model of sustainable rationality of the decision-making process for the construction of public works, it will be feasible to change the limited rationality or rational expectations by selecting an alternative from several, to a sustainable rationality that allow to support in the definition of public policies. The gas pipeline is used for the transport of natural gas at a great distance. Risks derived from the handling of a combustible material transported under high pressure, by pipelines that pass close to where people live, makes it necessary to adopt prevention, mitigation and control measures to reduce the effect in case of ignition of a gas leak. This work shows the development of a new mathematical model to determine areas of high consequence and their application, using widely available and easy to use software, such as Google Earth and Excel, to determine and visualize the area up to which the level of radiation can affect the integrity of people and buildings. The model take into account the pressure drop into the gas pipeline from the compression station, the gas leakage rate and possible forms of gas ignition. This development is an alternative to the use of specialized software and highly trained personnel. The simulation is applied to a traced of the Miraflores-Tunja gas pipeline, using a macro developed in Excel to determine the impact area and compare it with the coordinates of the vulnerable areas. The zones where these areas intersect are constituted in high consequence areas and are identified along with the sections of the pipeline that affect them, to provide the operator with an risk analysis tool for the determination and visualization of the gas pipeline and its environment. Throughout the last 15 years, Colombian migrations experimented a massive geographical expansion without precedents. Within Latin America, Argentina stands out as the main destination, and therefore, the main objective of this paper is to analyze the origins and evolution of Colombian migrations to Argentina. Resorting to statistical and ethnographical elements, the paper shows the new migratory patterns of Colombian population to Argentina, even though the current migratory trend towards this country is descending.
