The Spanish Constitution of 1978 and the basic institutional rules attributed powers to the Autonomous Communities with which to design and structure their public administration, based on a model of institutional isomorphism. At present, the autonomous public sector is of unequal nature in terms of organisation, motivated by decisions taken in its regulation during the process of transformation and innovation of the res publica in recent decades. This paper aims at reviewing the processes of administrative change and modernization, where a reflection on the evolution of organisational theory from a neo-institutionalist perspective is assumed. Hence, professional public management arises as a tool able to help public administrations face current challenges that put at risk their sustainability in the 21st century, especially during the recent COVID-19 pandemic. For this reason, institutionalism and professionalization, beyond seeming to be mutually exclusive concepts, must be combined from a neo-weberian perspective. This study analyses the public political-administrative subsystem in the Autonomous Community of Cantabria to check the correlation between the degree of politicisation of the senior civil service and the legislation on professional public management in the last decades of institution-building in this Autonomous Community. The present is a qualitative, ethnomethodological study, where preliminary results of the research carried out in 23 Catholic schools in Mexico are presented, the purpose was to explain, from the approach of the new sociological institutionalism, how myths and institutional logics influence the construction of organizational behavior. Through interviews, field observation, and documentary review, the data were triangulated and constants were identified, both consistency and contradiction between the three levels of social theory: individuals, organizations, and institutions, and the three dimensions of institutional logics: structural, normative and symbolic. This article analyzes the crime prevention policy during the administration of Mexican President Enrique Peña Nieto (2012-2018). Theories of New Institutionalism and Failures of Government are used to argue that the lack of results in the sexennium about the security policy was due to three fundamental factors: The problems inherent to the bureaucratic supply, the problems of implementation, and the political decentralization in the country. The conclusions are that such lack of results shows, on the one hand, the cooperation of subnational governments in priority policies of the central government, such as the approval of the so called structural reforms and, on the other, the lack of coordination about violence and insecurity, problems that ended up atomized at the end of the period. During the last decades, different perspectives have emerged to respond to the challenges related to water management. This paper presents an introduction to the main theoretical approaches that currently are deployed to study water management and governance: new institutionalism, common-pool resources theory, and the empowerment perspective that is related to political ecology. The description of these approaches aims at contextualizing the different contributions presented in this special issue, several of which focus on the analysis of hydrosocial territories. With the passage of time, the intention of man to simplify every aspect of his daily life has led him to create amazing technological innovations. As a result of this, and technological advances, the world witnessed the creation of cryptocurrencies that, as digital units or digital representations of value, have become widely accepted by people around the world. In Colombia, entities such as Banco de la República and Superintendencia Financiera have adopted a reserved position in the face of this phenomenon that is growing every day. However, as they are not prohibited, they have been recognized by different virtual communities in this country, and the time will come when the users of these virtual currencies will decide to sign contracts, agreeing to these as payment. Therefore, the purpose of this article is to determine the legal challenges that arise from a civil contract between two or more users of cryptocurrencies, agreeing these as means of payment. Thus, for the development of the mentioned purpose, it will be necessary to study how cryptocurrencies work, the elements and requirements of existence and validity of the civil sale contract, and the stance adopted by the Banco de la República as monetary authority and the Financial Superintendency as financial authority, this in the light of new institutionalism in Law & Economics with the Economic Theory of Contract Law, exposed by Robert Cooter and Thomas Ulen. This paper analyzes the institutional design of the state of Quintana Roo and its political change during 2016 elections. In this context, it is exposed that beyond the causes that led to democratic change in the state, these are not decisive to consolidate the political change due to the original institutional design, which manifests itself in a bureaucratized society and depending on government agents, which faces a dichotomy: on the one hand, it seeks an improvement in the state government decisions, and on the other hand it resists the institutional equilibrium change on which its socio-political structure was designed. The analysis is carried out with the theoretical contributions of New Institutionalise! and Subnational Democracy, supported by open interviews with key actors of local politics. The purpose of this article is to analyze the institutional determinants of the forest harvesting in Antioquia between 2006 and 2010. The main hypothesis argues that informality in land tenure creates incentives to overexploit the wood resources through the omission or alteration of the institutions which regulate the forest harvesting. Thereby, in this paper it is estimated the relationship between forest harvesting in Antioquia and the property rights over land. Methodologically, this work incorporates a fixed effects panel data model, which allows temporal and longitudinal traceability of the wood exploitation in the producing municipalities of Antioquia. The results suggest that high levels of forest harvesting occur in municipalities with high informality in land tenure due to the difficulty of organizations to enforce regulations. The role of Civil Society Organizations and its possible contribution in the building of a new institutionally is the central issue in this paper. The purpose of this new institutions and organizations is to allow the CSO participation in the public policies process. The CSO have been considered non-guvernamental' actors which could improve the policies process joining government agencies. The special knowledges and know- how of these organization in some social issues and participation's methodologies, the relationship than they have with people and its credibility are characteristic to explore. This paper analyzes the dynamics of Brazilian cultural policy between 1995 and 2010. Studies related defend the existence of a "contrast" between the results obtained by the government of Fernando Henrique Cardoso (1995-2002) and Luiz Inácio Lula da Silva (2003- 2010), that divide it between a model "neo-liberal" and a "democratic" model of cultural policy. Our main achievement is to produce empirical knowledge that can verify these claims. The build of indicators was guided by the theoretical assumption of the historical new institutionalism, discussed by Pierson (2006), and the observed universe comprises the totality of cultural producers who have submitted projects to "Mecenato", registered in SALICNET - Ministry of Culture. In this essay, we explore the epistemological and ontological assumptions that have been made to make political science "scientific." We show how political science has generally adopted an ontologically reductionist philosophy of science derived from Newtonian physics and mechanics. This mechanical framework has encountered problems and constraints on its explanatory power, because an emphasis on equilibrium analysis is ill-suited for the study of political change. We outline the primary differences between an evolutionary ontology of social science and the physics-based philosophy commonly employed. Finally, we show how evolutionary thinking adds insight into the study of political phenomena and research questions that are of central importance to the field, such as preference formation. This paper shows how the new institutionalism, in its heterodox version, has taken up the research program of old institutionalism, while orthodoxy has incorporated the methodological developments of behaviorism and rational choice. Water is a natural resource fundamental for quality of human life. Nevertheless, there are more than one billion people in the world without access to safe drinking water. The water crisis is mainly a crisis of governance, and corruption is one of the principal underlying factors. Due to the characteristics of water supply, the sector must be regulated. However, there are informational asymmetries in regulation, which are a cause of regulatory failures and make the sector more prone to corruption. In Colombia, water supply regulation has a legal structure that aims at stimulating participation, transparency, accountability and integrity. But, there is a significant gap between legal provisions and practice. This paper reviews the Colombian regulatory framework with the aim to identify such gaps and propose ways to strengthen the framework in order to safeguard the delivery of an efficient service to the users. This paper is the result of research based on the social conflict caused by the building of the hydroelectric plant of Belo Monte in the Xingu River (Pará State, eastern Amazonia) and the follow-up "Regional Sustainable Development Plan of the Xingu Region". It is part of a larger conceptual analytical framework that combines the principles of the sociological current of New institutionalism, with the theory of action by Jürgen Habermas. This article analyzes the non compliance of the law in Latin America, particularly in Colombia. The core of the paper is the contrast between two different approaches: the strategic vision which argues that this failure is a consequence of the lack of institutional capacity to impose effective penalties; and the rebellion vision, which explains the failure as an expression of values or ideologies. The article examines the doctrinal roots related with the strategic vision --the social capital theories, studies in Law and economics and the new institutionalism-- their reception in our environment and their application in the context of the judicial reform. This critical examination highlights the analytical differences between these two visions and their implications in the justice system and the social law: even though both visions are partial, each one of them is partly true. Compliance of law can not be achieved only by imposing sanctions and incentives, or by promoting a unilateral favorable attitude for compliance of the law. Rational behavior must also be complemented by the perception of the legitimacy of the institutions. Market and the democracy are both equally essential for the existence of a Rule of law. In the last decade, the concept of social capital has been widely accepted by academics, advisors and government officials, who have attributed to it virtuous effects on economic and social development. However, theoretical and applied literature gives many different meanings to the concept of social capital, leading to methodological difficulties. Thus, the concept of social capital is merely the entrance to a theoretical structure under construction, whose components and 'materials' come from different approaches.
