The dissemination and viralization of information on social media has been widely studied from various perspectives, including the digital activism. On the other hand, disability-related activism has conquered the online esphere, thus obtaining a reach that goes beyond the offline space and dialogue. This article analyzes the conversation generated on Twitter taking as a sample all the tweets with the hashtag #disability before and after the International Day of Diabled Persons. More than 18,000 tweets have been analyzed in which there are almost as many mentions, which have been interpreted as the weighted edges of a directed graph with the Gephi software, using the Force Atlas 2 brute force algorithm. The focus has been placed on the conversational communities generated around that hashtag, the main themes and the prominent actors in said conversational communities. In conclusion, it is verified that, although the network of mentions is very dispersed, Twitter is the scene of claims that include certain institutional and political support from the Latin American environment, from entities related to the cause such as Fundación ONCE and, above all, the clear predominance of female activists. The article delves into management models, communicative proposal and the strategies of the government to engage with citizens on social networks, more than half a decade of incorporating the resources of Web 2.0 in the official communication from the governmental institutions, through the case study two local urban authorities were compared, Buenos Aires (Argentina) and Bologna (Italy). From a perspective focused on opposing paradigms "conversational-unidirectional" and "open-closed", the research includes the publication criteria used by the responsible official accounts of each of the cities, as well as grammar of the messages and subjects and themes that connect them. In turn, it analyzes the contents of the publications of the institutional accounts of both cities on Twitter, Facebook and YouTube for a period of six weeks between the months of October and December 2014, elaborated and classified in categories in order to show the recognition level and empowerment of users as citizens. The diversity of communicative proposals observed among the cases studied raises questions about the definition of "good social practices" and a need to delve into the actual margins held by public authorities for the exploitation of the possibilities of interaction that interactive platforms offer. A theoretical justification of discussion groups is made, as it is the method chosen to make research about radio audiences in the north and the center of Medellín between 2011 and 2013. Basically, some reflections of Jesús Ibañez about the potential of discussion groups in social sciences are re-taken, along with the ideas of Hans-Georg Gadamer about the conversation as a main element to understand social realities and about the phenomenological character of discussion groups.
