The sculpture Syrian horse was placed in Uddevalla, Sweden, in 2019. At first it was borrowed by Uddevalla municipality. Soon it became so popular among the inhabitants which led to a fundraising to enable a public purchase of the sculpture. The aim of this essay was to analyze the process of how a public art work, a sculpture, was procured form the perspective of three actors; the procurer, the artist and the viewer. The following methods were used: qualitative interview with the artist, public document from the procurer Uddevalla municipality, observation of the sculpture in situ with photo documentation, and telephone conversation with the former antiquarian in Uddevalla municipality. Sculpture theory based on Rosalind Krauss and Jessica Sjöholm Skrubbe was central for the analysis. Furthermore, semiotic with Roland Barthes´s concepts denotation and connotation, Ferdinand de Saussure´s concepts expression and content and Charles Sanders Pierces´s concept iconic sign was central. For contextualization of the horse as a motive, different types of horse sculptures were used for comparison. The result shows that for the procurer, no policy or guidelines for public art within the municipality existed to procure public art. The success factors were committed officials, network contacts and being on the right place in the right time. For the artist, the site where the sculpture was placed was of great importance, which was one aspect of realizing his vision of the artwork. Also, the form and technique made the sculpture successful. The viewers turned out to be an important part of the process by visiting the sculpture on site, activities on social media and started a fundraising to enable a public procurement of the sculpture. Also, the artist lowered the price of the sculpture to meet the viewers engagement. Finally, the presence of policy or guidelines for public art within the municipality to procure public art cannot be seen as a determinant. Other sources of funding for public art should be investigated. Several aspects in the composition of the Syrian horse indicate that it is contemporary art, e.g. aspects of globalization, integration and gender.

Siemens Energy is a global company which is active in energy technology and offers different types of gas turbines and steam turbines among other types of services. This study was conducted at Siemens Energy in Finspång. The importance of the purchasing function within a company and its profitability has increased and it is thereby important for a company to take advantage of it. Siemens Energy strives to have a transparent supply chain that forms a competitive advantage and provides value along every step in order to create value for the company and its customers. To be able to provide a product to the customer, a project group is assigned at Siemens Energy consisting of different types of roles and areas of responsibility. Multiple functions are involved to manage a project from beginning to end. Budget, lead time and different types of specifications are determined at the beginning of a project and follow through the rest of the project. For big and complex flows, good communication between different functions is essential for information regarding, for example, deviations to reach out to the concerned parties. Siemens Energy describes that an overview of how different functions work with the information flow in the purchasing process from construction to goods receiving is missing and requests a flowchart and suggestions for improvements. Therefore, the aim of this study is to create a flowchart over the information flow and to identify and present suggestions for improvements. A theoretical model, Business Process Management, was used to structure the work in this study. The first step in the model is to create a flowchart of the current state regarding the information flow in the different functions. Interviews with 18 people in different roles were conducted to understand the current state. The second step in the model is to identify areas of improvement so that measures can be performed. Activities in the flowchart were divided into value added activities, non-value added activities and non-value added but necessary activities according to the Lean philosophy. Activities which were considered non-value added activities could be categorized into different types of wastes according to the Lean philosophy in order to be addressed using time reduction theory. The third step in the model is to present a new map of the measured activities. Finally, the activities were analysed qualitatively to gain insight into whether the impact on time, cost and quality would be positive, negative, or unchanged. The results from the flowchart and the actions of the measured activities resulted in suggestions for improvements. Further, it was described which of the activities Siemens Energy should focus on improving to increase the quality of the information flow in the purchasing process and decrease cost and time spent. How the implementation should be conducted was not a part of this study which leaves room for further studies in the future that can be carried out at Siemens Energy.

Bakgrund: Trots att det är mycket fokus på kunskapsbaserad socialtjänst och evidensbaserad vård och omsorg, finns det indikationer på att arbetet med hälso- och välfärdsteknik (HVT) inte uppfyller dessa krav. Kommuner tycks dessutom ha svårigheter med strukturerade processer kring HVT. Syfte: Syftet med detta examensarbete var att undersöka hur evidens används när kommuner i Sverige upphandlar, implementerar och utvärderar HVT, samt vilket eventuellt stöd kommuner önskar med detta arbete. Metod: Förklarande sekventiell mixad metod-design användes i den här studien och tjänstemän i fem svenska kommuner deltog i enkät samt uppföljande intervju. Resultat: Kommuner arbetar inte systematiskt och strukturerat med evidens vid upphandling, implementering och utvärdering av HVT. Kommuner lade stor vikt vid underlag från andra kommuner inför upphandling. Två kommuner hade en beslutad process för implementering och tre hade en plan för systematisk uppföljning av HVT. Mer än hälften av kommunerna ansåg att de behövde stöd i arbetet med HVT, exempelvis med strukturerade utvärderingar, framför allt med kvalitativ uppföljning. Det fanns också ett behov av vägledningar och mallar, trots att det finns mycket stödmaterial inom området från flera olika myndigheter. Slutsats: Det finns ett behov av nationellt stöd i processerna och att tydliggöra hur kommuner kan bidra till att skapa evidens. Det finns ett behov av fortsatt forskning om hur bristen på en röd tråd med evidens genom processerna påverkar slutanvändarna/brukarna. Background: Despite much focus on knowledge-based social services and evidence-based health and social care, there are indications that the work with health and welfare technology (HWT) does not meet the requirements to be considered evidence-based. Municipalities also seem to have difficulties in establishing processes regarding HWT. Purpose: The purpose of this thesis was to investigate how evidence is used when municipalities in Sweden procure, implement, and evaluate HWT, and to investigate what possible support municipalities would like regarding this. Method: Explanatory sequential mixed-methods design was used and officials in five different municipalities conducted surveys and subsequent interviews. Results: Municipalities do not consistently work with evidence in the procurement, implementation, and evaluation of HWT in a systematic and structured manner. Municipalities placed great emphasis on input from other. Two municipalities used an established process for the implementation of HWT and three had a plan for systematic follow-up. More than half of the municipalities felt that they needed support in their work with HWT, for example with structured evaluations, and especially qualitative follow-up. There was also a need for guidance and templates even though much support material from several different national authorities exists. Conclusion: There is a need for national support in establishing processes, and in clarifyinghow municipalities can contribute to evidence generation. Continued research on how the lack of an integrated use of evidence throughout municipal care processes affect the end users is necessary.

Tyvärr är det inte ovanligt att IT projekt misslyckas i att generera förväntat värde åt verksamheter. Denna kandidatuppsats behandlar den process som sker inför en IT-upphandling och vilken betydelse den har för om projektet lyckas leverera enligt förväntan eller ej. Det som undersöks är hur process, analys och underlag inför en IT-upphandling bör se ut. Vidare studeras även vilka processer som företag genomför inför en IT-upphandling. Något som också tas upp är på vilket sätt som processerna inför en IT-upphandling påverkar värdet som levererad IT-lösning genererat. Metoden som valts är dels att studera tidigare forskning och teori men även intervjuer har genomförts med respondenter på organisationer som varit ansvariga för IT-projekt. Vid jämförelse mellan teori, det vill säga de rekommenderade processer som finns inför en IT-upphandling, och det som respondenterna anger att de gjort visar på att de som följt gällande rekommendationer har haft projekt som levererat enligt förväntan och de som inte följt dessa har dessvärre inte levererat enligt förväntan. Något som bör påpekas är att både teori och empiri även visar på att det de olika rekommendationerna som finns gällande den process som sker inför en IT-upphandling så är det vissa faktorer som är av större betydelse att ta hänsyn till än andra. Förankring av projektet till alla parter som berörs är en sådan faktor som är absolut kritisk för ett lyckat resultat medans exempelvis val av leverantör har betydelse men blir fullständigt irrelevant om projektet saknar förankring. Kontentan av denna uppsats kan sammanfattas enligt följande; Om det tilltänkta projektet saknar förankring hos de parter som kommer att beröras så ska det inte upphandlas tills så är fallet. Unfortunately, it is not uncommon for IT projects to fail to generate expected value for businesses. This bachelor's thesis deals with the process that takes place before an IT procurement and what significance it has for whether the project succeeds in delivering as expected or not. What is being investigated is what the process, analysis and basis for an IT procurement should look like. Furthermore, the processes that companies carry out prior to an IT procurement are also studied. Something that is also addressed is the way in which the processes prior to an IT procurement affect the value generated by the delivered IT solution. The method chosen is to study previous research and theory but interviews have also been conducted with respondents at organizations that have been responsible for IT projects. When comparing theory, i.e. the recommended processes that exist before an IT procurement and what the respondents state that they have done, it shows that those who followed the current recommendations have had projects that delivered as expected and those who did not follow these have unfortunately not delivered as expected. Something that should be pointed out is that both theory and empirical evidence also show that the various recommendations that exist regarding the process that takes place before an IT procurement, there are certain factors that are of greater importance to take into account than others. Establishing the project to all parties involved is one such factor that is absolutely critical for a successful result, while for example the choice of supplier is important but becomes completely irrelevant if the project lacks establishing. The conclusion of this thesis can be summarized as follows; if the project lacks establishing with the parties that will be affected, it should not be procured until that is the case.

Stora infrastrukturprojekt kännetecknas ofta av osäkerheter och att många arbetsmoment och tekniker både är komplexa och icke-rutinmässiga. Som svar på komplexiteten och osäkerheterna blir entreprenadformen totalentreprenad allt mer förekommande inom anläggnings- och infrastruktursektorn. I totalentreprenader ansvarar entreprenören för projekteringen men på grund av komplexiteten på projekten saknar entreprenören ofta den nödvändiga kunskapen för att genomföra projekteringen och således behöver en eller flera externa projektörer upphandlas. Detta anses vara en av de främsta fördelarna med entreprenadformen då den främjar ett ökat kunskapsutbyte mellan projektörer och entreprenörer vilket, i teorin, bör leda till en optimering av resultatet gällande både projekteringen och produktionen. I anbudsskedet för totalentreprenader ska entreprenören, utifrån översiktliga funktionsbeskrivningar, projektera och prissätta projektet. Ett problem med anbudsprojektering för totalentreprenader är att konsultkostnaderna betalas av totalentreprenören och om entreprenören inte bli tilldelad entreprenaden är kostnaden för projekteringen förlorade pengar. Anbudsprojekteringen blir således en balansgång för entreprenören att projektera i tillräcklig utsträckning för att identifiera kostnadseffektiva lösningar samtidigt som projekteringskostnaderna hålls nere. Tidigare studier om upphandling av anläggningsprojekt har främst fokuserat på entreprenadupphandling medan det finns begränsat med forskning kring upphandling av konsulter. Syftet med studien har således varit att undersöka hur arbetet med upphandling och genomförandet av anbudsprojektering vid totalentreprenader för anläggningsprojekt sker i dagsläget. Med studien avsågs det även att kartlägga vilka som anses vara de största utmaningar som finns i arbetet med upphandling och genomförande av anbudsprojektering för totalentreprenader. Utifrån de identifierade utmaningarna var målet sedan att fram rekommendationer som byggföretag skulle kunna använda sig av för att förbättra arbetet med att anbudsprojektering. För att besvara studiens forskningsfrågor samt uppfylla studiens syfte och mål har studien genomförts med hjälp av en kvalitativ forskningsstrategi där fokus har varit att skapa djupare förståelse för problemområdet. Insamling av data för studien har primärt genomförts genom två olika insamlingsmetoder, en litteraturstudie och en intervjustudie. Intervjustudien är den huvudsakliga datainsamlingen i studien och består av totalt tio stycken semistrukturerade intervjuer, tre stycken med projektörer och sju stycken med entreprenörer. Genom att intervjua både projektörer och entreprenörer erhålls möjligheten att analysera processen och jämföra åsikterna mellan de inblandade parterna. Studien visar att anbudsprojektering är en komplex process som kännetecknas av osäkerheter och tidspress där de inblandade parterna saknar erfarenhet och kunskap för att kunna bedriva ett effektivt arbete. Studien visar även att valet av upphandlingsstrategi både har stor påverkan på resultatet av projekteringen samt en direkt påverkan på hur genomförandet av anbudsprojekteringen måste utföras. Entreprenörer är vana vid traditionell, kontrollfokuserad projektledning med fokus på tid och pengar medan anbudsprocessen, som är kantad av osäkerheter och tidspress, kräver ett utvecklat projektledarskap med fokus på samarbete, explorativt lärande och anpassning. Large projects in the infrastructure sector are characterized by the fact that many work steps and techniques are both complex and non-routine. In response to the complexity and uncertainties, design-build contracts are becoming more and more common in the infrastructure sector. In design-build contracts, the contractor is responsible for the design, however, due to the complexity of the projects, the contractor often lacks the necessary knowledge to carry out the design and thus an external consultant needs to be procured. The advantage of design-build contracts is that it promotes an increased exchange of knowledge between the consultants and contractors, which, potentially, should be able to optimize both the design process and the production in order to respond to the complexity of the projects. In the tendering stage of design-build contracts, the contractor have to, based on general descriptions, design and calculate a price for the project. A major problem with the tendering design for design-build contracts is that the consulting costs are paid by the contractor and if the contractor is not awarded the contract for the project, the cost of the design is considered as lost money. The contractor must therefore choose between designing the project in detail or keeping down the costs of the design work. Previous studies on procurement of infrastructure projects have mainly focused on procurement of the contractor, while the focus on consulting procurement is more unusual. The aim with this study was to investigate how the contractors should work with procurement of design in the tendering stage of design-build contracts in order to create a basis for a successful project. The purpose of the study is to investigate how the work with procurement and implementation of tendering design for design-build contracts for infrastructure projects currently looks like. The study also intends to identify the biggest challenges that exist in the work with procurement and implementation of design in the tendering stage of design-build contracts. In order to answer the study's purpose and aim, the study has been carried out with a qualitative research strategy where the focus has been on creating a deeper understanding of the problem. The data collection for the study was primarily carried out through two different methods, a literature study and an interview study. The interview study is the main data collection and consists of a total of ten semi-structured interviews, three with consultants and seven with contractors. By interviewing both consultants and contractors, the opportunity to analyse the process and compare the opinions between the parties involved is obtained. The study shows that routines and methods for procurement, assignment specification and project management of design in the tendering stage of design-built contracts are inadequate. The tendering stage in design-build contracts is a complex process where the parties lack experience and knowledge. It also appears in the study that the contractor would need to implement alternative working methods in order to be able to lead this process. Contractors are used to traditional, control-focused project management with a focus on time and money, whilst the tendering process, which is fraught with uncertainties and time pressure, requires a flexibility-focused project leadership with a focus on collaboration, exploratory learning and adaptation.

Denna studie syftar till att undersöka hur ultraljudsutbildningar för ingenjörer köps in, vad de innehåller, hur de genomförs, utvärderas och vilka resultatutbildningarna leder till. Totalt intervjuades sex sjukhus runt om i Sverige där elva medicintekniska ingenjörer och fyra verksamhetschefer deltog. En kvalitativ metod användes i studien i form av semistrukturerade intervjuer som grund för att analysera frågeställningarna. Resultatet visade att utbildningar köps in i upphandling av nya ultraljudsmaskiner och genomförs under garantiåren. Utbildningarna hålls av leverantörerna och de brukar vara i två dagar. Effekterna av utbildningarna varierar och beror på vilket serviceavtal som sjukhusen har. Det saknas en formell modell för utvärdering och uppföljning, trots det faktum att det i årliga möten diskuteras hur utbildningarna har gått och vilka kompetenser som behövs. Resultatet från studien kan främst användas i syfte att skapa bättre utbildningar, underlätta kommunikationen mellan sjukhus och leverantör om vad kursen innebär, samt vad ingenjörerna föredrar för innehåll i kurser för att kunna utvecklas inom ultraljud. This study aims to investigate how ultrasound training for engineers is purchased, including how it is carried out and evaluated, what the different courses contain and what result the courses lead to. Six hospitals around Sweden were interviewed, where eleven medical engineers and four business managers participated. A qualitative method was used in the study with semi-structured interviews as a basis for analysing the issues. The results showed that the training courses are purchased in the procurement of new ultrasound machines and are carried out during the warranty years. The suppliers hold the training courses, which are usually held for two days. The effects of training vary and depend on the service agreement that the hospitals have. There is no formal model for evaluation and follow-up, even though annual meetings discuss how the training has gone and what skills are needed. The results can mainly be used to create better training and improve communication between hospital and supplier about what the course entails and what the engineers prefer for the content of courses to develop in the area.

Extensive construction projects are often complicated and unique. It is, therefore, essential that the right competence participate to ensure all steps in the construction process are done the right way. This competence is often not sufficient for the participants who are interested in the construction of the building. Both the contractor and the developer, therefore, need to hire external consultants, who specialize in the area where additional knowledge is needed. Thus, the consultants' work in the construction industry fulfills an important function during the construction process. Therefore, it is in high interest, to ensure that the right consultant is chosen for the right assignment. This bachelor thesis only takes into account the relationship between entrepreneurs and consultants. The construction industry is, in many cases, traditional, and contractors often choose to hire consultants they have been happy with from previous projects, even though, they may not be the optimal choice for a project. This can mean, the contractor, who chooses to go the safe route miss out on innovative solutions other consultants may bring to the table, which results in slow industry development. The purpose of this thesis is to investigate how less established consulting companies, only with experience from public procurement, should proceed to become more sought after among contractors for private construction projects. To achieve a clearer picture of the situation, the advantages and disadvantages are compared with public and private procurement, respectively. It is further investigated what entrepreneurs want consultants to focus on for optimal collaborations. The results are based on interviews with respondents whose roles involve consulting purchases among the largest construction contractors in Sweden. The interviews were conducted with a total of nine respondents. The results from the interview study show that contractors see some recurring problems among consulting procurement. The contractors mainly wish the consultants could keep schedules better and be more controllable to reach the goal faster, which is often challenging to put concretely. The entrepreneurs' recommendations to smaller consulting firms were to focus on the skills they are best at and to present their organization and previous references in a professional way, whether they are from public or private assignments.

Svensk hälso- och sjukvård är av god kvalitet men det finns också utmaningar. Forskningen identifierar utmaningar med tillgänglighet och personcentrering och det finns brist på personal. Framöver kommer det bli färre som ska försörja fler och finansieringen av hälso- och sjukvården kan påverkas. Samtidigt är utvecklingstakten snabb, speciellt när det gäller digitalisering och medicinteknik. Dagens styrning har fått kritik för att inte ta tillvara den kompetens och engagemang som finns. För att klara av vårdens utmaningar och ta vara på möjligheterna behöver styrningen fokusera på lärande och utveckling med fokus på de professionella drivkrafterna. Syftet med denna studie var att utforska drivkrafterna bakom framgångsrikt kvalitetsarbete samt identifiera metoder att förstärka dessa i avtalsutformning och uppföljning. Sex ledare för barn- och ungdomsmedicinska mottagningar i Region Stockholm intervjuades. Resultatet visade att drivkrafter till förbättringsarbete var kopplade till ledarskapet, det dagliga arbetet och individuella drivkrafter. När det gäller hur styrningen kan ta till vara och förstärka dessa drivkrafter var det kopplat till dialog, frihet och begränsningar, stöd, arbetsmiljön, ekonomi och faktorer kopplade till relationen till beställarorganisationen. Rekommendationer utifrån forskning var att styrningen bör kommunicera en tydlig riktning som inkluderar personcentrering och systemsyn samt använda sig av dialoger som fokuserar på lärande och utveckling. Personer som kan ha nytta av denna studie är individer som i sitt arbete gör upphandlingar och uppföljning av hälso- och sjukvård, kvalitetsansvariga och ledare. Swedish health care is of good quality, but there are also challenges. Research identifies challenges with accessibility, person-centeredness and a lack of health care workers. In the future, there will be fewer who must provide for more and it might influence financing of health care. At the same time, the pace of development is rapid, especially when it comes to digitalization and medical technology. Today's governance has received criticism for not taking advantage of the skills and commitment that exist. To meet the challenges of healthcare, governance must focus on learning and development with a focus on the professional driving forces. The purpose of this study was to explore the driving forces behind successful quality improvement (QI) and identify methods to strengthen these in contract design and follow-up. Six leaders for paediatrics and adolescent medicine clinics in the Stockholm Region were interviewed. The results show that driving forces for QI are linked to leadership, daily work and individual driving forces. The study shows that the driving forces are linked with dialogue, freedom and restrictions, support, the work environment, finances and factors linked to the relationship with the contract organization. Research recommends that governance should focus on communicating a clear direction that includes person-centeredness and a systems perspective, and dialogues that focus on learning and development. Those who can benefit from this study is those who do procurement and follow-up of health care services, quality managers and leaders. 2021-06-06

Världen över sker ständiga budgetöverskridanden. Offentliga verksamheter har inte varit något undantag för dessa kostnadsöverskridanden, vilket skapar incitament till att förstå varför de uppstår. I de offentliga projekten drabbas fler än bara de projektansvariga vid budgetöverskridelser. Det är samhället i stort som får betala för arbetet eftersom det är skattefinansierade projekt. Examensarbetet utgör en fallstudie som genomfördes med syftet att skapa förståelse för varför budgetöverskridanden sker i en liten kommun. För att uppnå syftet har både sekundär- och primärdata använts i form av en djupgående dokumentanalys vilken kompletterats av intervjuer. Som fallstudieobjekt har en liten kommun använts för att samla in material. Arbetets dokumentanalys syftar till att sammanställa och jämföra tidigare utförda projekt. Intervjuer med respondenter har kompletterat och förklarat de budgetavvikelser som uppmärksammats från dokumentanalysen. En litteraturstudie av tidigare forskningens resultat möjliggjorde även för jämförelse och ökad förståelse av resultatet. Resultatet av studien är en förklaring till varför budgetöverskridanden förekommer i en liten kommun. De huvudsakliga anledningarna är ändrings-, tilläggs- och avgående arbeten (ÄTA-arbeten) i projekten vilket orsakas av olika faktorer. Dessa olika faktorer kan vara exempelvis felaktiga handlingar eller dåliga markförhållanden. ÄTA-arbeten är väldigt kostnads- och tidsdrivande vilket orsakar budgetöverskridanden. Studien visar också att kostnadsöverskridanden är mer vanligt förekommande än tidsöverskridanden All over the world budget overruns occur. Public organisations have been no exception for these overruns, which incentivizes creating an understanding to why they occur in the first place. In the public projects there are more people than just the project managers who are affected by these overruns. This is due to the fact that the public projects are financed by tax funds which is paid by the society as a whole. The purpose of this study is to create an understanding of why budget overruns occur where a small municipality has been chosen as the case object to gather data. To achieve this purpose both primary and secondary data has been used to create a document analysis which has been complemented with interviews. The document analysis of the study aims to compile and compare previous projects in the municipality. The interviews are supposed to complement and explain different budget deviations found in the document analysis. Finally, a literature review was carried out in order to enable the comparison of the gathered data and increase the understanding of the findings. The result of the study is an explanation of why budget overruns occur in a small municipality. The primary reasons are change orders in the project plan which is caused by different factors. These different factors are faulty or vaguely formed project plans or even bad conditions of the land. Change orders are very cost and time consuming which causes budget overruns. The study also found that cost overruns are more common than time overruns.

Sweden’s Defence Forces are in the process of procuring a new personal firearm to replace the current Ak5 (a version of the FN FNC) which has been in service for almost 35 years. There are many opinions on this matter and a great deal of interest among the future users, ie the soldiers and officers. Our study aims to develop a deeper understanding of the user expectations for this new weapon. We are using a qualitative, inductive method with semi-structured interviews and netnography.von Hippel’s lead user concept has been the main reference for the design of this thesis, which means that we have interviewed those users who are perceived to have more to gain from a product development than other users. A lead user is often knowledgeable in his or her topic, might be leading development within the topic and it is not unusual for the lead user to have a social standing permitting him or her to influence others regarding the topic. We have also used internet forums discussing firearms to broaden the study since we know that a lot of the current discussions are occurring online and we expect this trend to continue in the near future. On top of the characteristics users want in a new weapon, some other aspects have come to light during the course of our research, these are also discussed in the thesis. Why is there an unproportionate amount of time spent on discussing firearms? Is there a greater value to a personal firearm than just its function? What role should the user perspective play in the Swedish Armed Forces? What are the consequences of the users being dissatisfied with the product? What is the role of the assault rifle in the Swedish Defence Forces and what specific purpose is it meant to fill? Is it possible to fit all purposes with one single weapon, which has been the role of the Ak5 for long periods of time. How should the Swedish Defence Forces respond to the fact that heavy body armour is issued to Russian troops? The Swedish Armed Forces has made an attempt at involving the user perspective in the process but our study should be seen as an important complement to this effort. Sverige är på väg att göra en anskaffning av ett nytt eldhandvapen för att ersätta Ak5 som snart har tjänstgjort 35 år i Försvarsmakten. Det finns många åsikter bland de framtida brukarna och intresset är stort. I vår studie försöker vi få en djupare förståelse för vilka förväntningar användarna, dvs. soldaterna och officerarna, har på det nya vapnet. Metoden vi har använt är en kvalitativ, induktiv metod med semistrukturerade intervjuer och netnografi. Vi har använt oss av von Hippels lead user concept (von Hippel, 2005) , vilket innebär att vi har intervjuat de användare som av olika skäl anses ha mer att ge i en produktutveckling jämfört med andra användare. Oftast är en lead user mycket väl insatt i sitt ämne, kan driva utveckling inom ämnet och har inte sällan en social ställning som gör att hen kan påverka andra brukares åsikt i ämnet. Vi har även breddat studien med analys av nätforum som diskuterar ämnet nästa eldhandvapen, då vi menar att mycket av diskussionen pågår just online och att även mycket av diskussionen i samband med och efter införandet kommer att ske i dessa forum. Förutom en bild av vilka egenskaper användarna vill ha i det nya vapnet, så har det under studien framkommit en del andra aspekter, vilka också diskuteras i uppsatsen. Varför läggs oproportionerligt mycket tid på att diskutera just eldhandvapen? Är eldhandvapnets betydelse större än själva funktionen? Vilken roll bör brukarperspektivet ha i Försvarsmakten? Vilka är konsekvenserna om användarna är missnöjda med produkten? Vilken är automatkarbinens roll i Försvarsmakten, dvs vilken funktion skall den fylla? Går det att lösa alla våra behov med ett enhetsvapen, vilket Ak5 i perioder har varit. Hur ska Försvarsmakten lösa problemet med att Ryssland utrustar sina soldater med tunga kroppsskydd?Försvarsmakten har gjort en ansats till att omhänderta brukarperspektivet men vi menar att vår studie är ett viktigt tillskott till detta.

Information Technology systems are in today's digitalized society taken for granted. Within the public sector there are, as in the private sector, a lot of digital systems that unfortunately are not entirely integrated into the municipality businesses. The systems are not coordinated with other systems that the workers interact with in their day-to-day activities. This has several effects such as unnecessary costs of licenses or support, not to mention wasted working hours. The purpose of digitalization to optimize businesses fails due to lack of control and structure in the systems used, what systems are acquired and for what purpose, and whether the systems are followed up and further worked on. To secure the integration of systems, requirement specifications and procurement processes need to be reviewed. There is also a need for investment to make sure the follow-up is done properly. Coordination, structure, and control is the answer to effectivizing and optimizing municipal activities using the possibilities enabled by digitalization. Informationsteknologiska verksamhetssystem tas i dagens digitaliserade samhälle för givet. Inom den offentliga sektorn finns det, precis som i den privata, en hel del digitala system, som dessvärre inte är helt integrerade i verksamheterna. Systemen samspelar inte med andra system som medarbetare möter i vardagen. Detta följs av olika konsekvenser i form av onödiga kostnader av licenser eller support, för att inte tala om nedlagd arbetstid. Digitaliseringens syfte att optimera verksamheter fallerar på grund av att det finns en bristande kontroll och struktur på de system som finns i verksamheten, vilka system som köps in och till vad, samt huruvida systemen följs upp och arbetas vidare på. För att säkra systemintegrationen bör kravspecifikationer och upphandlingsprocessen ses över, samt lägga investeringsmedel på att uppföljningen blir gjord ordentligt. Samordning, struktur och kontroll är svaret för att effektivisera och optimera kommunala verksamheter med hjälp av digitaliseringens alla möjligheter.

Försörjningskedjor har blivit allt mer globala, vilket har medfört att risken ökat och allt fler oförutsedda händelser uppstår som kan påverka organisationen på ett negativt sätt. Denna studies syfte var att få en förståelse för hur företag A hanterar och identifierar risker inom försörjningskedjan utifrån ett inköpsperspektiv, vilket undersöktes med hjälp av kvalitativa metoder. Studien började med insamling av allmänna fakta för att skapa en bild över potentiella problem inom försörjningskedjan, vidare riktades den teoretiska referensramen in på teorier och modeller inom riskdefinition, riskstrategier och analysverktyg för riskbedömning. Sedan genomfördes en fallstudie av hur företag A upplever risker. Den empiriska datan blev insamlad genom semi-strukturerade intervjuer med individer på företagets inköpsavdelning, med fokus på hur de identifierar och hanterar risker. Därefter analyserades den insamlade datan från intervjuerna, utifrån den teoretiska referensramen. Resultatet visade att det finns en stor riskförståelse och aktivt arbete mot olika typer av risker, samt för att minimera störningar är den främsta åtgärden kommunikation med leverantörer. I studien framkom även att det inte finns någon enhetlig riskstrategi och riskhantering bland individerna på inköpsavdelningen, istället hanteras riskerna utifrån enskilda situationer. Supply chains have become increasingly global, which has led to increased risk and more and more unforeseen events occurring that could adversely affect the organization. The purpose of this study was to gain an understanding of how Company A manages and identifies risks in the supply chain from a purchasing perspective, which was investigated using qualitative methods. The study began with the gathering of general facts to create a picture of potential problems in the supply chain, and the theoretical frame of reference was also focused on theories and models within risk definition, risk strategies and analysis tools for risk assessment. A case study was then conducted of how Company A perceived risks. The empirical data was collected through semi-structured interviews with individuals in the company's purchasing department, focusing on how they identify and manage risks. Subsequently, the data collected from the interviews were analyzed based on the theoretical frame of reference. The result showed that there is a great understanding of risk and active work against different types of risks, and to minimize disruptions, the main measure is communication with suppliers. The study also revealed that there is no uniform risk strategy and risk management among the individuals in the purchasing department, instead the risks are managed based on individual situations.

Försvarsanskaffning och dess omkringliggande faktorer är relativt lite utforskat, särskilt i svensk kontext. En anledning är möjligtvis att utvecklingen skett fort och medfört att teorin har blivit ifrånsprungen. Det medför intresset av att studera faktorer som påverkar den svenska försvarsanskaffningen gällande valet av vem anskaffningen sker ifrån. Arbetet är en kvalitativ utforskande studie med en induktiv ansats med syfte att förstå de underliggande teman och mönster som finns bakom den svenska anskaffningsprocessen. Arbetet belyser anskaffningsprocessen relativt brett, därför används Hartleys teori byggd utifrån studier kring Ministry of defence i Storbritannien. Empirin utgörs av djupintervjuer där respondenterna representerar Försvarsmakten, FMV och politiken. Teorin används sedan för att analysera empirin, för att slutligen belysa inomvetenskapliga såväl som utomvetenskapliga utvecklingspunkter. Studien kom fram till att säkerhetspolitik och ekonomi påverkar den svenska anskaffningsprocessen av komplex försvarsmateriel i stor utsträckning. Påverkan är positiv exempelvis genom att den har spin-off effekter till övriga samhället men har en negativ effekt genom att det fördyrar anskaffningen. En framgångsfaktor gällande svensk försvaranskaffning är svenska modellen som hanterar faktorer kring soft systems engineering väl. There is relatively little research into defence procurement and its surrounding factors, particularly in a Swedish context. One possible reason could be that development has been rapid and has overtaken theory. This raises interest in studying factors that influence Swedish defence procurement in terms of the selection of whom procurement occurs from. This paper is a qualitative investigative study with an inductive approach, the aim of which is to understand the underlying themes and patterns behind the Swedish procurement process. The paper takes a broad view of the procurement process and, therefore, Hartley’s theory is used, which is built on studies of the UK Ministry of Defence. The empirics consist of in-depth interviews where the respondents represent the Swedish Armed Forces, the Swedish Defence Materiel Administration (FMV) and the Swedish Ministry of Defence. The theory is then used to analyse the empirics, to finally illustrate theoretical as well as practical points of development. The results of this study show that defence policy and economy influence the Swedish procurement process for complex armaments to a large extent. The effects are positive in terms of some positive spin-off effects for the rest of the society, but there are negative effects because it makes procurement more expensive. One success factor for Swedish defence procurement is the Swedish model that effectively deals with factors surrounding soft systems engineering.

Stockholm växer och infrastrukturen byggs ut. Infrastrukturprojekten upphandlas allt mer som totalentreprenader vilket ställer höga krav på att samarbetet mellan entreprenörer och konsulter fungerar bra. Ett fungerande samarbete bygger på bra förståelse och syftet med detta examensarbete var att, för Sweco Civil AB:s räkning, öka konsulternas förståelse för entreprenörerna med förhoppningen att utveckla samarbetet parterna emellan. Resultatet baserades på intervjuer med entreprenörer och konsulter. Intervjuerna utfördes med tre konsulter från Sweco och fem entreprenörer från olika företag, som alla hade en roll i totalentreprenader. Resultatet visar att återkommande problem som uppstår i samarbetet mellan parterna under projekteringen var kommunikation, bristfälliga handlingar och att konsulterna överlag uppfattas ha svårt att hålla tidplaner. Entreprenörerna förväntade sig att konsulterna skulle leverera byggbara handlingar med god kvalitet i rätt tid. Resultatet visar även att faktorerna som påverkade entreprenörernas val av konsulter skiljdes åt mellan de svenska och de utländska entreprenörerna. För att uppnå en god kommunikation kan parterna inte undanhålla information från varandra. De måste kommunicera sina förutsättningar och ta hänsyn till dessa. Undersökningen visar att konsulterna måste medverka vid samordningen av tidplanerna för att ha möjlighet att leverera i tid med önskad kvalitet. Med hjälp av fler frekventa platsbesök alternativt projektkontor kan förståelsen för produktionen i konsultens organisation öka och därmed utveckla handlingarna mot entreprenörens krav Stockholm is growing and the infrastructure expands. Infrastructure projects are increasingly being procured as design and build contracts. This impose high demands on cooperation between contractors and consultants. Functional cooperation is based on good understanding and the purpose of this study was to, on behalf of Sweco Civil AB, increase the consultants' understanding of the contractors with the hope of developing better cooperation between the parties. The result is based on interviews with contractors and consultants. The interviews were held with three consultants from Sweco and five contractors from different companys, all of whom had a role in design and build contracts. The results show that repetitive problems that arose in the cooperation between the parties during the procurement were bad communication, insufficient construction documents and that the consultants had difficulties to deliver on time. The contractors expected the consultants to deliver quality construction documents according to schedule. The results also show that the factors influencing the contractors' choice of consultants differ between the Swedish and the foreign contractors. In order to achieve good communication, the parties cannot withhold information from each other. They must communicate their preconditions and take them into account. The study shows that consultants must participate in the coordination of timetables in order to be able to deliver on time with desired quality. With the help of more frequent site visits or alternatively project offices, the understanding of production can increase in the consultant’s organizations. Thus, developing the construction documents against the contractor's requirements.

I Trafikverkets uppdrag ingår att löpande förbättra verksamhetens produktivitet. Rapportens huvudsyfte är att lägga grund för att följa upp och vidareutveckla den verksamhet som genomförs. För detta ändamål redovisas resultaten av två studier. Den ena jämför kostnader i kontrakt med fakturerad slutkostnad medan den andra analyserar kostnaderna för upphandlade underhållsbeläggningar. Avslutningsvis identifieras ett antal minimikrav som måste ställas på den information som krävs för att genomföra systematiska uppföljningar. The Swedish Transport Agency’s mission includes continuously improving the productivity of operations. The main purpose of the report is to lay the groundwork for following up and further developing the activities carried out. For this purpose, the results of two studies are reported. The one compares costs in contract with invoiced final cost while the other analyses the cost of contracted maintenance costs. Finally, several minimum requirements are identified that must be placed on the information required to carry out systematic follow-up.

En väl fungerande offentlig upphandling är avgörande för att klara de förändringar som vår omvärld står inför. Konkurrensen och effektiviteten inom bygg- och anläggningsbranschen beskrivs ofta som lägre än i andra branscher. Studier inom svensk byggbransch har därför lyft betydelsen av ökad effektivitet genom utveckling av teknik och kunskap i bygg- och anläggningsprojekt. Den offentliga upphandlingen i Sverige uppmäts till cirka 634 miljarder kronor per år vilket motsvarar en femtedel av Sveriges bruttonationalprodukt. En stor del av de bygg- och anläggningsarbeten som utförs i Sverige upphandlas av offentliga beställare vilket medför att de har möjlighet att påverka branschens utveckling. För att främja ett önskat beteende och drivkrafter hos leverantörer kan offentliga beställare använda leverantörsuppföljning samt ekonomiska incitament i upphandling. Studiens syfte har varit att öka förståelsen för hur incitament ska användas i upphandling för att främja effektivare leveranser och skapa drivkraft för leverantörer att utföra, och helst överträffa, det resultat som önskas av beställaren. För att uppnå ett trovärdigt resultat valdes metoden fallstudie. Trafikverket som är en renodlad beställarorganisation med en bred leverantörsbas använder leverantörsuppföljning och incitament i upphandlingar och ansågs därför som ett lämpligt företag att undersöka för att uppnå studiens syfte. För den kvalitativa datainsamlingen har åtta projekt med incitament studerats där totalt 20 stycken intervjuer genomförts. I respektive projekt, förutom i två, har inköparen, projektledaren och leverantören intervjuats för att få en objektiv bild för hur bonus som incitament fungerat i projekten. För att underlätta analysarbetet sammanfattades alla projekt och analysmetoden ”Pattern Matching” användes för att finna likheter och olikheter mellan de studerade projekteten. Utifrån resultat och analys har slutsatser kunnat dras om hur tidigare användning av bonus har fungerat följt av förbättringsförslag. Slutsatsen var att bonus bidragit till att projektet gått smidigare och att det ökade samarbetet men inte att själva slutprodukten förbättras. Det framgick även att arbetssättet för bonus varierat mycket mellan projekten och att kontinuerlig leverantörsuppföljning under projektets gång är viktigt och en kritisk faktor för att bonus ska fungera som incitament och för att främja leverantörsutveckling. Vidare var slutsatsen att incitamentmodellen och formeln för uträkning av incitament bör standardiseras och integreras i systemet för leverantörsuppföljning. Ytterligare en slutsats var att bedömningsgrunderna upplevs som otydliga i dagsläget och att det är svårt att göra en objektiv bedömning. I studien har förbättringsförslagen sammanfattas i tre huvudområden där det första utgjordes av att standardisera arbetssättet kring hur bonus används i projekten sett till aktiviteterna: benämningar, leverantörsuppföljning, fokusområden och bonusnivå. Rekommendationen var att införa riktlinjer att leverantörsuppföljningen bör ske kontinuerligt under projektets gång vid minst fyra tillfällen per år samt att inte alla fokusområden bör viktas lika högt utan ett fåtal områden bör väljas ut som är kritiska för projektet. De områden som har en högre vikt är de områden som leverantören fokuserat på och som sedan utgjort ett mervärde i projektet. Studien visade även att bonusens storlek är betydande där en höjd bonusnivå från dagens föreslogs för att leverantörerna ska se det som incitament. Nästa förbättringsförslag utgjordes av att integrera incitamentmodellen i leverantörsuppföljningssystemet UppLev vilket säkerställer att arbetet utförs på liknande sätt samt medför att leverantörer har lika förutsättningar oberoende vem genomför leverantörsuppföljningen. Tredje förbättringsförslaget var att förbättra bedömningsgrunderna utifrån fem områden vilka var subjektivitet, checklista, kontraktsenlig nivå samt att det ska vara möjligt för leverantören att uppnå högsta poäng vid bedömning.

Byggindustrin har en betydande del i ett lands ekonomiska utveckling. Underentreprenörer bidrar med upp till 90 % av ett projekts totala värde, vilket lägger stor vikt vid upphandlingen av underentreprenörer. I denna studie undersöks det hur entreprenörer på den privata marknaden uppfattar upphandlingen av underentreprenörer, vilka problem och möjligheter som kan kopplas till denna process samt hur rätt val av upphandlingsstrategier kan bidra till effektivare processer. För att besvara syfte och frågeställningar har tio stycken intervjuer genomförts. Intervjupersonerna var inköpare, produktionsledare samt representanter från underentreprenörerna. Intervjupersonernas tankar och idéer jämfördes med den information författarna erhållit från studier av artiklar, rapporter och andra texter. Resultatet påvisar att aktörerna uppfattar att upphandlingsarbetet i dagsläget överlag fungerar bra, det finns dock utrymme för förbättringar. Tidsbrist, otydlighet samt dåliga handlingar är faktorer som ständigt tas upp som problem i arbetet. Entreprenören bör fokusera på vad som är av vikt vid den specifika entreprenaden, samt hålla anbudsförfrågan kort, koncis och projektanpassad. Att i större utsträckning jobba med samma underentreprenörer kan bidra till förbättringar gällande tid och tydlighet, i vissa fall kan det också vara aktuellt att skriva in specifik organisation i kontrakt. Att blanda ersättningsformer kan bidra till flexiblare processer. Hur omfattande detaljnivån i handlingar ska vara är av vikt vid val av entreprenadform. Tradition, vad entreprenör och underentreprenör vanligen jobbar med, påverkar val av upphandlingsstrategi. Detta kan hämma utvecklingen och testandet av nya tekniker och idéer. The construction industry constitutes a significant part of a country's economic development. Subcontractors contribute up to 90% of a projects total production value, which make the procurement of subcontractors vital. This study examines how private market actors perceive the procurement of subcontractors, which problems and opportunities can be linked to this process and how the right choice of procurement strategies can contribute to more efficient processes. In order to answer the purpose and the research questions, nine interviews were conducted. The interviewees were buyers, production managers and representatives from subcontractors. The thoughts and ideas from the interviews were compared with scientific articles, reports and other texts. The result indicates that there is room for improvements in the procurement work but in overall it works well, according to the involved actors. Insufficient amount of time, ambiguity and poor documents are constantly mentioned as problems in the procurement process. The client should specify important things for the specific contract as well as keeping the bid request short, concisely and adapted to the project. Working with the sub-contractor to a greater extent could possibly contribute to improvements regarding time and clarity. In some cases it could also be appropriate to include a specific organization in the contract. By mixing different ways of how to pay for contracts the process might get more flexible. The extent of detail in the documents should affect how the contact is designed. Tradition, how the client and sub-contractor usually design their contracts, affects their future strategies of procurement. This might inhibit the use and development of new techniques and ideas.

Organisationer har idag tillgång till stora mängder data som inte kan hanteras av traditionella Business Intelligence‐verktyg. Big data karakteriseras av stor volym, snabb hastighet och stor variation av data. För att hantera dessa karaktärer av data behöver organisationer upphandla ett Big data‐system för att ha möjlighet att utvinna värde. Många organisationer är medvetna om att investeringar i Big data kan bli lönsamma men vägen dit är otydlig. Studiens syfte är att undersöka vilka utmaningar organisationer står inför i samband med upphandling av ett Big data‐system och var i upphandlingsprocessen dessa utmaningar uppstår. Det empiriska materialet har samlats in från tre stora svenska företag och myndigheter som har upphandlat ett Big data‐ system. Analys av materialet har genomförts med Critical Incident Technique att identifiera utmaningar organisationer upplever i samband med upphandling av ett Big data‐system. I studiens resultat framgår det att organisationer upplever utmaningar med att förstå behovet av ett Big data‐system, skapa projektgruppen, välja projektmetod, skapa kravspecifikationen och hantera känslig och personlig data. Organizations today have access to massive amounts of data that cannot be handled by traditional Business Intelligence tools. Big data is characterized by big volume, high velocity and variation. Organizations need to acquire a Big Data system, in order to handle the characteristics of the data and be able to generate business value. Today’s organizations are aware that investing in Big Data can be profitable but getting there is a challenge. The purpose of this study is to investigate the challenges the organizations may experience in the process of acquiring a Big Data system and when these challenges arise. The empirical data has been collected by interviewing three large Swedish companies and authorities which have acquired a Big Data system. The Critical Incident Technique has been used in order to identify the challenges which the organizations had experienced in the process of acquiring a Big Data system. The findings of the study shows that organizations experience challenges when they are understanding the need of the Big data‐system, creating the project team, choosing the project method, defining the requirements of the system and managing sensitive and personal data.

I dagsläget är underhåll av Sveriges statliga järnvägsnät upphandlat i konkurrens. Under 2016 fick Trafikverket i uppdrag av regeringen att analysera och presentera möjliga åtgärder för att i egen regi organisera och bedriva järnvägsunderhåll. I uppdraget ingår en utredning som ska utgå från att underhållet bedrivs i egen regi i minst två geografiskt avgränsade områden för att kunna jämföras med underhåll upphandlat i konkurrens. I föreliggande promemoria beskrivs vilken metod som bör användas och vilket behov av data som finns, för att i en utvärdering kunna ge svar på huruvida egen regi är mer fördelaktigt än upphandling i konkurrens eller ej. En utvärdering av detta slag bör mäta eventuella skillnader i samhällsekonomisk effektivitet mellan de olika organisatoriska alternativen. Hur underhåll i egen regi påverkar kostnader för produktion och administration av underhåll bör därmed fastställas, tillsammans med dess effekt på kostnader för förseningar. En utmaning är att isolera effekten från skillnader i övriga förutsättningar för underhållsverksamheten, såsom skillnader i infrastrukturens egenskaper och i trafik. En jämförelse bör exempelvis ta hänsyn till stordriftsfördelar då storlek på underhållsområden och trafikvolym varierar. Det innebär att så kallade partiella nyckeltalsjämförelser som kostnad per bruttoton-kilometer inte är lämpliga att använda. En ideal jämförelse behöver dessutom ta hänsyn till att eventuella besparingar (kostnadsökningar) kan leda till förluster (vinster) på längre sikt, vilket medför att effekterna bör studeras över en längre tid. Maintenance of the state-owned railway network in Sweden is currently tendered in competition. However, during 2016, the infrastructure manager Trafikverket (Swedish Transport Administration) was commissioned by the Swedish government to analyze and present appropriate measures to organize and produce rail maintenance in-house. This includes an investigation that is based on an inhouse production of maintenance in at least two geographically defined areas, with the aim to compare it with maintenance tendered in competition. This memorandum describes the method and data needs for an evaluation of whether in-house production is preferable to maintenance tendered in competition or not. This type of evaluation should measure potential differences in socio-economic efficiency between the organizational alternatives. How in-house maintenance affects costs for production and administration should therefore be determined together with its impact on cost for delays. A challenge is to isolate the effect from differences in preconditions for the maintenance production, such as differences in infrastructure characteristics and in traffic. A comparison should for example consider economies of scale and economies of density as the size of maintenance areas and the traffic volume differs. This implies that key performance indicators such as cost per ton-km is not suitable in this case. An ideal comparison should also consider that possible savings (cost increases) can lead to losses (gains) in the long run, which means that the effects should be assessed over a longer period.

Upphandling är en central del för att styra statliga resurser och hur de allokeras. Syftet är att förklara avtalsprecision av komplexa byggentreprenader. För att uppnå syftet kommer vi att studera byggprojekt där upphandlingar är utvecklade. Studie 1 besvarar en teoretisk hypotes om att stora projekt skapar fler ÄTA-arbeten. Hypotesen testas med registerdata från en offentlig myndighets interna projektdatabas. Studie 2 söker förklaringar till varför stora projekt driver ÄTA-arbeten. Förklaringar kommer från intervjuer med projektledare och entreprenörer. Studie 3 testas sex olika förklaringar vi benämner post-hoc hypoteser (PHH) som bygger på etablerade begrepp. Testet bygger på enkätdata för beställare och entreprenörer. Den interna projektdatabasen innehöll 486 infrastrukturprojekt (Studie 1). Baserad på projektdatabasen valdes fyra projekt ut för vidare analys. Totalt intervjuades fyra beställare och två entreprenörer kopplat till de utvalda projekten (Studie 2). Totalt deltog 208 respondenter i enkäten varav 87 beställare, 116 entreprenörer och 5 underentreprenörer som kompletterades av två externa entreprenörer (Studie 3). Resultatet från Studie 1 ger indikation på att dokumentationen, uppföljningen och redovisningen är bristfällig. Detta bekräftades av intervjuerna i Studie 2. I Studie 3 fann vi att projekteringen är bristfällig i stora projekt där parterna agerar missvisande. Resultatet visar på att ÄTA-arbeten drivs av ofullständig projektering, person och ledarskap och av en medveten affärsmodell. Genom bättre dokumentation, uppföljning och redovisning skapas bättre avtalsprecision i upphandlingar och bidrar till meningsfulla processer och en träffsäkrare resursallokering. Procurement is a key part of controlling government resources and how they are allocated. The purpose of this thesis is to explain the contractual precision of complex construction contracts. In order to achieve our objective, we will study construction projects where the procurement is well developed. We pursue this objective based on three studies. Study 1 answers a theoretical hypothesis that large projects create more cost overruns/error. The hypothesis is tested on a project database which is an internal register data from a public bureau. Study 2 seeks explanations as to why large projects drive cost overruns. Explanations come from interviews with project managers and contractors. Study 3 tests six different explanations we refer to post-hoc hypotheses (PHH) based on established concepts. The test is based on survey data for clients and contractors. The project database contained 486 infrastructure projects (Study 1). Based on the project database, four projects were selected for further analysis. A total of four clients and two contractors were interviewed in connection with the selected projects (Study 2). A total of 208 respondents participated in the survey, of which 87 clients, 116 contractors and 5 subcontractors were supplemented by two external contractors (Study 3). The result from study 1 indicates that the documentation, follow-up and reporting are inadequate and confirmed much of the findings in Study 2. In Study 3 we found that the planning is inadequate in large projects and often misleading. The result shows that cost overruns/error is driven by person and leadership, incomplete planning and a conscious business model. Through better documentation, follow-up and accounting, better contractual precision is created in procurement and contributes to meaningful processes and more accurate resource allocation.

Trafikverket följer årligen upp tillståndet på det statliga belagda vägnätet med mätbil. Det är en verksamhet som fortfarande i grunden har samma tekniska lösning som vid starten 1986. Under åren har dock antalet mätstorheter ökat, mätkvaliteten förbättrats och metoderna förfinats. Syftet med mätningarna är, förutom att följa det övergripande tillståndet på vägnätet, att få ett underlag för beläggningsplanering och val av åtgärdsobjekt. Vi kan se tillståndsmätningen som en första skanning att välja åtgärdskandidater vilka ofta kompletteras av, och slutligen väljs ut med kunskap hos Trafikverkets projektledare. Trafikverket vill i förlängningen kunna beskriva tillståndet från vägytemätningen ännu mer tillförlitligt för att projektledarnas val ska underlättas och bli än mer objektivt underbyggt. Med tekniskt stöd av VTI upphandlas mättjänsten av Trafikverket. Upphandlingen av vägytemättjänsten för perioden 2015 till 2018 (plus optionsår 2019) genomfördes som en selektiv upphandling där sex deltagande företag (leverantörer) bjöds in till upphandlingen. Tre av företagen valde att delta i de tekniska testerna och därmed fullfölja upphandlingen. De tekniska testerna går ut på att undersöka leverantörernas förmåga att under produktionsliknande förhållanden utföra mätningar enligt i förväg beskrivna förhållanden och uppställda kravgränser. Denna rapport sammanfattar utfallet av de tekniska testerna. The Swedish Transport Administration (Trafikverket) annually monitors the condition of the national road network with survey vehicles. This is an operation that is, in principle, still carried out using the same technical basis as in 1986. During this time, however, measurement quantities have increased, measurement quality has improved, and measurement methods have been refined. In addition to monitoring the road network condition, the purpose of measurement surveys is to provide an information base that can be used to support investment decisions and maintenance planning. Condition measurement data can be used at an initial stage to identify potential maintenance candidates. Further investigations, carried out by project leaders, can then be used to determine which of the candidates are selected for maintenance action. The Swedish Transport Administration would ultimately like to be able to describe road conditions derived from surface measurement surveys even more accurately. This would allow project leaders to make more objective maintenance action decisions. With technical support from the Swedish National Road and Transport Research Institute (VTI), the Swedish Road Administration carries out the procurement of road surface measurement survey services. Road surface measurement services, for the period 2015 to 2018 (plus option year 2019), were obtained through a selective procurement process. Out of six suppliers who were invited to participate, three accepted the invitation to take part in the technical tests. The purpose of the tests is to examine the supplier’s ability to perform during simulated production conditions and be able to carry out the measurement surveys in accordance with pre-described conditions and specified limits. This report summarizes the results of the technical tests.

Begreppet vägkvalitet är mångfacetterat. Rapportens huvudslutsats är att denna komplexitet kan hanteras genom att definiera kvalitetsbegreppet med utgångspunkt från det övergripande transportpolitiska målet om ett samhällsekonomiskt effektivt och långsiktigt hållbart transportsystem. Med denna utgångspunkt står kvalitetsdefinition på tre ben: • En väg ger samhällsnytta i form av tillgänglighet, det vill säga möjligheten för trafikanter att förflytta sig mellan olika platser. Brister i tillgängligheten kan uppstå i form av till exempel nedsatt hastighet eller en vägstängning. En god kvalitet innebär därför att en väg hålls öppen och att den kan trafikeras med den kapacitet, hastighet, säkerhet och komfort som den utformats för. • Tid utgör den dimension under vilken kvaliteten upprätthålls. Vägar används många gånger och under en lång tidsperiod, och i praktiken håller alla nybyggda vägar god standard när de öppnas. Kvalitetsbrister framträder ofta först efter en tid av användning. • Kostnader utgör den referens till vilken upprätthållandet av tillgängligheten alltid måste relateras. I en effektivitetsgrundad definition av kvalitet spelar den absoluta kvalitetsnivån mindre roll så länge som vägen håller en acceptabel grundnivå. Det är mängden kvalitet relativt varje investerad krona som är intressant för en aktör som vill maximera effektiviteten. För detta relativa mått på kvalitet är samtliga kostnader under vägens livslängd relevanta, oavsett om de rör själva investeringen eller det efterföljande driftsunderhållet. Med denna definition av kvalitetsbegreppet bör kvaliteten (det vill säga tillgängligheten och säkerheten) hållas på en acceptabel nivå till lägsta tänkbara kostnad för samhället. I rapporten redovisas tre olika tillvägagångssätt för mätning av kvalitet. Den första källan utgörs av kundnöjdhet och olycksstatistik. Ett problem med kundundersökningar är att de trafikanter som besvarar enkäter fokuserar komfortrelaterade kvalitetsindikatorer på bekostnad av säkerhetsaspekter. En viktig förklaring är att de låga riskerna för trafikolyckor innebär att de svarande inte fullt ut har möjlighet att tolka riskaspekterna på resan eller transporten. Olycksstatistik är tveksamt som utgångspunkt för att mäta kvalitet då det finns mer direkta mått som kan förhindra att olyckor sker (till exempel friktion), och olyckor uppträder vidare slumpmässigt på ett sätt som gör det svårt att koppla olyckan direkt till vägens kvalitet. En andra källa till kunskap om kvalitet utgörs av Trafikverkets interna kvalitetskontroll inom enskilda projekt samt vid slut- och garantibesiktning. Genomlysningen av denna process i ett enskilt delprojekt inom Förbifart Stockholm pekar på att kontrollerna i många avseenden är omfattande. Trafikverket har dock genomfört en reform för att renodla beställarrollen vilket skulle kunna innebära en risk för att Trafikverkets företrädare får en sämre insyn i det faktiska genomförandet av ett vägprojekt, samtidigt som mer ansvar vilar på entreprenörens egenrapportering. En urgröpning av beställarkompetensen kan på sikt minska möjligheten att använda denna typ av kontroll och besiktning som mått på kvalitet. Den tredje informationskällan avser de mätningar som görs av vägytan. Mätningarna bygger på en verifierad och standardiserad process som pågått under ett stort antal år, vilket ger tillgång till ett mycket omfattande data över vägars utveckling. Denna typ av information bör därför användas som grund för uppföljningar av vägnätets kvalitet. The concept of road quality is multifaceted. This report concludes that the complexity of the concept can be managed by defining it on governments transport policy of economic efficiency and long-term sustainable transport system. Then the quality concept regarding roads can be approached in the following ways: • A road gives social benefits in terms of accessibility – the ability for road users to move between different locations. Lack of accessibility may occur in the form of e.g. reduced speed or a closed road. Good quality is therefore an open road that fulfils the capacity, speed, safety and comfort for which it is designed. • Time is an important variable for quality. All roads are of good quality when they open for traffic, but will deteriorate over time. • Costs constitute a reference to which all quality measures must be related. In a relative measurement for quality, efficiency is upheld when that last SEK is spent where it gives most value. For this relative measure of quality, all costs during the life of the road are relevant, whether they concern the investment itself or the subsequent maintenance. Hence quality in roads is a complex concept, which contains all three of these aspects. The next question is how to measure them. Three different approaches for measuring quality will be presented. The first source is customer satisfaction and accident statistics. A problem with customer surveys is that the respondents tend to focus on comfort at the expense of security issues. This because the low risk of traffic accidents makes the respondents not fully able to take in the risk aspects. Accident statistics are uncertain since it is difficult to connect the accident directly to the road quality. A second source for quality data is the Swedish Transport Administration’s internal quality control for projects. The review of this process on a subproject in the large Förbifart Stockholm, indicates that the controls in many respects are extensive. However, the Swedish Transport Administration has implemented a reform to use more design-build contracts, that entails more self-reporting from the contractor. In a longer perspective, this risks Swedish Transport Administration’s ability for insight into the actual implementation of a road project and the measure of quality. The third source of information on road quality refers to road surface. There is extended research into this topic on how and what to measure. This type of information should therefore be used as a basis for monitoring road network quality. The report goes on suggesting two indexes to define quality from physical aspects of the road, one for the surface and one for structure. For the surface, an index is created by weigh track depth, IRI and texture. The structural index combines, track area, crosssectional variation, edge depth and deflection. Since physical aspects of quality only is relevant to measure a few years after the road is opened for traffic, other affecting variables need to be controlled for.

I denna rapport redovisas internationella erfarenheter av upphandling av avhjälpande vägunderhåll. Studien beskriver upphandlingsförfarandet i Norge, Skottland och Ontario (Kanada) samt resultat från relevant litteratur. Genomgångarna har fokuserats på skillnaden i effektivitet mellan utförarkontrakt och funktionskontrakt samt hur incitament, riskfördelning, konkurrenssituation och kvalitetsdimensioner påverkar utfallet av kontrakten. Resultaten pekar på att Ontario och Norge utgår från funktionskontrakt. Under senare tid har vissa aspekter av dessa kontrakt omprövats då problem har uppstått främst i vinterunderhållet. I Ontario vägs nu kvalitet in i anbudsprocessen och i Norge används en ny ersättningsmodell som avser att balansera negativa incitament. I Norge testas även nya kontraktsmodeller på fem platser i landet. Skottland använder utförarkontrakt och har under senare tid utprovat indikatorer för att fånga kvaliteten på vinterunderhåll genom att använda friktionsmätning. I litteraturen finns ofta en positiv grundsyn på funktionskontrakt. Ingen studie har dock påträffats som mäter effektiviseringar till följd av en viss kontraktsmodell där hänsyn tas till eventuella samtidiga effekter i kvalitet eller kontraktsmodellens långsiktiga påverkan. The study in this report reviews international experiences of contracting of routine road maintenance. The study describes the contracting models used in Norway, Scotland and Ontario (Canada), as well as the results from the relevant research literature. Focus has been to map differences in efficiency between traditional and performance-based contracting, as well as the effects of incentives, risk sharing, competition and quality dimensions in contracting. The results show that Ontario and Norway have largely performance-based contracting models. Recently, some aspects of these contracts have been reconsidered because of problems mainly with respect to winter maintenance. In Ontario, quality is now considered as one component for identifying the winning bidder; Norway has a new reimbursement model that aim to balance the contractors’ incentives. Also, Norway is testing new contracting models in five areas. Scotland uses traditional contracts and is testing a new performance indicator to improve winter maintenance by using measurements of friction. In the literature, the view on performance-based contracting is often positive. But no study has been found that measures the efficiency of different contracting models that accounts for possible simultaneous changes in quality or long-term effects.

Projektets syfte är att identifiera problem och behov som möjliggör att en beställarorganisation uppnår målen för funktionalitet, tid och budget för innovationsupphandling av signalsystem. En litteraturgenomgång och att antal workshops med efterföljande strukturerad analys har genomförts. Spårburen trafik har någon form av styrsystem och säkerhetskoncept där signalsystemet utgör en väsentlig del av säkerheten. Ur ett systemperspektiv är signalsystem en komplex och tekniskt avancerad infrastruktur som behöver behandlas tvärvetenskapligt. Varje delsystem och varje objekt i trafikstyrningssystemet är vanligtvis inte komplicerat i sig självt. Kombinationen av många delsystem och integrationen med övrig infrastruktur skapar en komplex struktur och blir en abstrakt, icke visuell skapelse. För att hantera komplexiteten och närma sig ett hanterbart sätt att identifiera vilka behov som finns för en effektiv och innovativ utveckling av signalsystem gjordes en analys av signalsystem ur ett processperspektiv. Behoven analyserades sedan ur två teoretiska perspektiv – Integrerad Produktutveckling (IPU) och Systems Engineering (SE) som båda innehåller beskrivningar av hur olika aktörer vid produktutveckling bör involveras med avseende på roller och ansvar. Analyserna och resultatet från workshopen identifierade ett antal problemområden som behöver hanteras för att utveckling av signalsystem ska kunna genomföras på ett bättre sätt i framtiden. Flera problemområden finns identifierade i teoretiska beskrivningar för i IPU och SE men de behöver anpassas till beställarorganisationer. The aim in this project was to identify problems and needs associated with innovative signal system procurement procedures. The project was based on the client organisation’s ability to achieve the goals of functionality, time and budget. A literature review and a number of workshops, with subsequent structured analysis, were carried out. All rail traffic is subject to some form of control system and safety standard. Signal systems constitute the main part of this control system. From a systems perspective, infrastructure level signal systems are complex, technically advanced systems that require inter-disciplinary consideration. At sub and individual levels, signal systems and traffic control objects are usually not that complicated. Combining many sub-systems and integrating them into infrastructure systems creates a complex structure and becomes an abstract, non-visual creation. In order to be able to understand the complexity of these systems, and move towards a more manageable way of identifying the requirements needed for effective and innovative signal system development, an analysis of signal systems was carried out from a process perspective point of view. Requirements were analysed from two theoretical perspectives, Integrated Product Development (IPD) and Systems Engineering (SE). Both contain descriptions of how product development actors should be involved in terms of roles and responsibilities. Analysis of the workshop results identified a number of problem areas that need to be addressed if future signal system development is to be implemented in a better way. Several problem areas were also identified through the IPD and SE theoretical descriptions but these need to be adapted to suit individual client organisations.

Bakgrund och problem: Bakgrunden till denna studie är Statistiska Centralbyråns uppmärksammande om att kommunala gymnasieskolor har 7000 kronor dyrare kostnad per elev än den fristående gymnasieskolan. En av de bidragande faktorerna till att kostnaden är lägre hos fristående skolor kan vara att de har en mer effektiv inköpsprocess. Tidigare studier beskriver fristående skolornas situation som mer flexibel medan de kommunala skolorna präglas av mer byråkrati. Den problemformulering vi förhållit oss till var: Vad finns det för skillnad i inköpsprocessen vid kommunala respektive fristående skolor som leder till att kommunala skolor har en högre kostnad per elev? Syfte: Syftet med studien är att utifrån en komparativ fallstudie finna de likheter och skillnader som återfinns i inköpsprocessen hos de olika skolverksamheterna. Därefter analyseras orsaker till inköpsrelaterade olikheter fram. Metod: Vi har gjort en komparativ fallstudie av inköpsprocesser i gymnasieskolor som bedrivs av offentlig sektor och privata aktörer. Vår empiri bygger på semistrukturerade intervjuer med nyckelpersoner som berörs av hur inköpen går till på skolorna. Empiri: Det empiriska resultatet visar att de aktiviteter som skiljer sig åt i inköpsprocessen är val av leverantör och tilldelning av kontrakt. De fristående skolorna har ett relationsfokus i sitt arbete med leverantörerna, något som de kommunala skolorna inte har möjlighet att skapa på grund av att de är tvingade att följa Lagen om offentlig upphandling. De fristående skolorna är mer flexibla vid val av leverantör då deras ramavtal inte är bindande. Det kan även konstateras att de fristående skolorna har ett större fokus på att hålla ner sina kostnader då de har ett vinstsyfte med sin verksamhet, medan de kommunala skolorna endast behöver sträva efter att hålla sin budget och att bedriva bra undervisning. Slutsatser: Den största uppmärksammade skillnaden vi kunnat urskilja i studie är att friskolorna arbetar på ett mer flexibelt sätt. Friskolorna bygger sina ramavtal på en kostnadsorientering där relationen till leverantören ligger i fokus. De kommunala skolorna har istället en prisorientering vid val av produkt. Background and problem: The drawn much attention to that community schools' have 7000 Swedish Crowns higher cost per pupil than independent schools', published by Statistics Sweden, is the background to this study. One of the contributing factors to the fact that the cost is lower in independent schools' may be that they have a more efficient purchasing process. Previous studies describe the independent schools' situation more flexible, while the municipal schools' are characterized by bureaucracy. The issue to relate to was: What is the difference in the purchasing process at the municipal and independent schools, which leads to the municipal schools have a higher cost per pupil? Purpose: The purpose of the study is based on a comparative case study to find the similarities and differences found in the purchasing process of the independent school operations and the activity in municipal schools, to consequently analyze purchases related causes to differences. Method: We have made a comparative case study of the purchasing processes in secondary schools' run by the public sector and private operators. Our empirical data is collected through semi-structured interviews with key people involved in the purchasing process. Empiricism: The empiric results show that the activities that differ in the purchase process are supplier selection and contract award. The independent school has a relationship focus in its work with suppliers, something that public schools' do not have the option to create because they are forced to follow the Public Procurement Act. The independent schools' are more flexible in the choice of provider as their framework agreement is not binding. It may also be noted that the independent school has a greater focus on keeping down their costs since they have a profit with their business while municipal schools' only need to strive to keep their budget and to pursue good education. Conclusions: The biggest noticeable difference we have been able to identify in our comparative study of independents schools' purchasing process and the municipal schools' purchasing process is that independent schools' are working in a more flexible way. Independent schools are building their framework agreement on the modern approach of purchasing theory, that is through a cost-orientation, where the relationship with the supplier is in focus.

Konkurrensen i den svenska anläggningssektorn beskrivs ofta som bristfällig. Därefter uttrycks inte sällan att andra länder har en mer dynamisk marknad med fungerade konkurrens och att Sverige borde dra lärdom. Där slutar ofta analysen. Data som stödjer dessa uttalanden och exempel på hur marknaderna fungerar lyser med sin frånvaro. Föreliggande rapport syftar till att kartlägga konkurrensen på marknaden för vägbyggande i Norge, Danmark, England och Tyskland med kvantitativa data. Det görs genom ett så kallat koncentrationsmått som mäter hur stor den sammanlagda marknadsandelen för de fyra största förtagen är. Resultaten kompletteras med en diskussion om ländernas olika marknadsförutsättningar och initiativ för att stärka konkurrensen. Analysen utgår från en jämförelse med Sverige genom hela rapporten. Fokus ligger på hur möjligheterna för små och medelstora (SME) företag kan förbättra konkurrensen. Det mest framträdande resultatet är att Sverige, i jämförelse med de analyserade länderna, har en hög koncentration på marknaden för vägbyggande. Baserat på jämförbar statistik gällande marknadsandelen för de fyra största företagen som bygger vägar, har Sverige en hög koncentration vars sammansättning av företag inte förändras mellan åren. England har den högsta koncentrationen men till skillnad från Sverige byts de fyra största företagen ut varje år. Utifrån dessa två förhållanden kan konstateras att konkurrensen i Sverige är sämre än jämförda länder. The Swedish market for road construction and maintenance is often described as having a problem with sufficient competition. Similar countries have more dynamic markets with an adequate number of bidders on each contract, the argument goes. However, analysis often ends there, with little or no empirical underpinning. The aim of this report is to map competition in the road market in Norway, Denmark, England and Germany with quantitative data and comparing it to the Swedish case. A concentration ratio, the market share of the four largest firms in relation to the whole market, is used as a key indicator. This measurement is completed with a comparison between the analysed countries regarding market institutions and initiatives to strengthen competition. This discussion is based on interviews with representatives of the supplier side. The focus is on the possibility of more firms entering the market, especially small and medium sized enterprises (SME). The most notable result is that Sweden has a high concentration in the market for roads, compared to the other countries. In addition to the high degree of market concentration, the Swedish market composition remains the same throughout the investigated period. This is contrasted with England, which has the most concentrated market in the sample but where the composition of the four largest companies changes over the years. Weighing market concentration and market dynamics together, Sweden is found to have less competition than the other analyzed countries.

I denna rapport redovisas resultaten av ett projekt som gjorts i syfte att beskriva och analysera implementeringsprocessen av nya och reviderade regelverk om säkerhet och arbetsmiljö vid väg- och spårarbeten. För arbete på väg kom det nya regler och föreskrifter som började gälla från och med januari 2013. Inom spårsidan tog man under år 2011 fram ett antal åtgärder för att förbättra säkerheten. Med hjälp av intervjuer, fallstudier och ett referensgruppsmöte som underlag har forskarna beskrivit och analyserat implementeringsprocessen av nya och reviderade regelverk i den administrativa och operativa verksamheten inom Trafikverket och hos entreprenörer, både för väg och spår. Avsikten var även att analysera hur regelverk bland annat påverkat roller och ansvarsfördelning men även egen och andras säkerhet. The purpose of this study was, through the use of interviews, case studies, and a reference group meeting to describe and analyze the implementation process of new and revised regulations. This applies to both road and track in their administrative and operational activities within the Swedish Transport Administration and their contractors. The aim was also to analyze the effects the new and revised regulations had on roles and responsibilities but also their own and others' safety. For work on the road, new rules and regulations were established, which became effective as of 1st of January 2013. With regard to rail, a number of measures were implemented in 2011 to improve safety that included changed rules for work on and beside the tracks.

In the mid 1990s a previous prohibitions against multi-story buildings higher than two floors with a wooden frame was changed. Today multi-storey buildings are being built in Skellefteå, Sundsvall, Växjö, and Stockholm with others. Despite this only one of five houses being built today has a wooden frame. Since the municipality is a key force to get projects with wooden frames, this papers purpose is to improve tender document for the opportunity to submit bids and building with wooden frames. To help us forward with our work three questions were formulated. 1) What is the basis from a wooden constructions company perspective, of which they determines if they can place a bid or not? 2) What is the difference between tender documents made by a municipality compared to a private buyer? 3) How can tender documents be improved to create an opportunity to place a bid containing an alternative frame system? To answer these questions a literature study was carried out. The literature study is the basis of this paper. To obtain empirical data a document analysis of tender documents was carried out. The result of the study shows that wood frames are hard to adapt to an already finished technical specification, or to a tender document containing an extensive technical specification. To obtain alternative solutions, the buyer should focus on object design, form and function, or a general technical specification. Instead the technical specifications should be drawn up by the supplier, or in collaboration with them. The tender evaluation should be made by the most economically advantageous rather then the lowest price. Then the buyer can evaluate the offers against each other, rather then choosing the lowest price. This also gives the possibility for suppliers to make a bid containing an alternative solution. As a continuation of this paper, we recommend a study on which impact a general technical specification has on the project final cost. Furthermore a study exploring which possibilities partner procurement can have alternative solutions in the Swedish procurement act. This report deal exclusively with how tender documents should be formulated. Life cycle analysis, carbon dioxide emissions and strength calculations will not be executed.

Den svenska anläggningsmarknaden är under förändring. I ett initiativ att utveckla och effektivisera branschen har de statliga beställarna, med Trafikverket i täten, satsat på att renodla beställarrollen. En stor del av denna satsning bygger på att öka andelen projekt som upphandlas som totalentreprenader. Detta ger dock inte bara förändringar för beställarna, utan även entreprenörer och resten av marknaden måste anpassa sig efter de nya förutsättningarna. Syftet med examensarbetet är därför att undersöka hur förändringen av anläggningsmarknaden mot fler totalentreprenader påverkar entreprenörers förutsättningar att driva framgångsrika projekt, samt hur de bör anpassa sina projektorganisationer för att uppnå detta. För att svara på detta övergripande syfte behandlar arbetet följande forskningsfrågor: Hur påverkas entreprenörens möjlighet till framgångsrika och lönsamma projekt i totalentreprenader? Hur påverkar övriga delar av upphandlingsstrategin entreprenören då den är totalentreprenör? Hur ska entreprenörer anpassa sina projektorganisationer, avseende kompetens och roller, för att möta den förändrade rollen gentemot beställaren? Examensarbetet är skrivet hos Skanska Sverige AB, region Väg och anläggning Stockholm. Metoden är uppdelad i tre studier. Den första är en litteraturstudie på tidigare forskning, med fokus på vetenskapliga artiklar. Den andra är en kvantitativ studie på lönsamhetsdata från tidigare projekt, erhållen från Skanska. Denna studie omfattar dels en jämförelse mellan utförande­entreprenad och totalentreprenad, dels en analys av övriga delar i upphandlingsstrategin. Den tredje är en intervjustudie med personer som har haft olika roller i totalentreprenader. Resultatet visar på att entreprenörer som är medvetna om den skillnad totalentreprenader medför, samt är väl förberedda för dem, har goda chanser att uppnå framgångsrika och lönsamma projekt. Det är också viktigt för entreprenören att vara medveten om alla förutsättningar i entreprenaden, inte bara entreprenadform. Utvecklingen går mot entreprenader med högre grad av samverkan än tidigare. Detta medför att entreprenören både måste vara samarbetsinriktad samt välja beställare, konsulter och underentreprenörer som är detsamma. Entreprenörens ökade osäkerheter och risker i totalentreprenader medför ökade krav på dess kompetens och organisationsstruktur. En viktig del är att tillsätta en projekteringsledning som klarar av att leda projekteringen så att rätt handlingar tas fram. Därutöver tillkommer även en rad ytterligare kritiska faktorer, så som en tydlig riskfördelning, tidigt upprättad riskanalys, kunskaper i ABT och kontraktsfrågor, tydlig ansvarsfördelning samt tilldelning av nyckelroller så tidigt som möjligt. Ökningen av anbudsutvärderingar på mjuka parametrar, främst på totalentreprenörens projektorganisation, visar på att även beställarna värderar vikten av totalentreprenörens kompetens högt. The Swedish infrastructure and construction market is changing. To develop and improve the efficiency of the industry, the Swedish Transport Administration (Trafikverket) have made an initiative to change their role towards more of a professional client. A large part of this initiative is based on increasing the percentage of projects procured as design-build projects. This will, however, not only lead to changes for the clients, but also contractors and the rest of the market must adapt to the new conditions. The purpose of this study is to investigate how the change of the infrastructure and construction market towards more design-build projects affects contractors’ possibilities for successful projects, and how they should adapt their organizations to achieve this. To answer this general objective, the thesis is based on the following research questions: How are the contractor’s possibilities for achieving successful and profitable projects affected in design-build projects? How does the rest of the client’s procurement strategy affect the design-build contractor? How should contractors adapt their project organizations, in terms of expertise and roles, to meet the changing role towards the client? This thesis is written at Skanska in Stockholm, Sweden. The method comprises three studies. The first is a literature review of previous research, with a focus on scientific articles. The second is a quantitative study on profitability data from previous projects, obtained from Skanska. This study includes both a comparison between design-bid-build and design-build projects, and an analysis of other parts in the client’s procurement strategy. The third is an interview with people who have had different roles in design-build projects. The results indicate that contractors who are aware of the difference design-build projects entails, and are well prepared for them, have good chances to achieve successful and profitable projects. It is also important for the contractor to be aware of all parts in the contract, not just the project delivery system. The trend is toward a higher degree of client–contractor collaboration. This indicates that the contractors, clients, consultants and subcontractors must be able to be cooperative. The contractor’s increased uncertainties and risks in design-build projects entail increased demands on its expertise and organizational structure. An important part is to appoint a design manager capable of managing the design so that the right documents and drawings are produced. In addition, other critical factors are a clear allocation of risks, an early established risk analysis, knowledge in contract issues, a clear division of responsibilities and to assign key roles as early as possible. The increased usage of soft parameters in tender evaluations, mainly on the contractor’s organization, show that the clients value the contractor’s competences highly.

De kommunala aktiebolagen måste granskas av en auktoriserad revisor. Dock måste dessa upphandlas enligt LOU. LOU har kritiserats för att påverka vilka faktorer som avgör vilken revisionsbyrå som upphandlas. De kommunala aktiebolagen har också kritiseras för att brista i transparens. Få tidigare studier har fokuserat på revision inom kommunala aktiebolag på grund av att det hamnar mellan två forskningsfält. Därför är det intressant att undersöka vilka faktorer som påverkar valet av revisor. Syftet med denna studie är att förklara vilka faktorer som påverkar om sakkunnig yrkesrevisorer anlitade av kommunens revisorer och auktoriserad revisor i kommunens bolag upphandlas från samma revisionsbyrå eller inte. Studien har en deduktiv ansats eftersom befintliga teorier härleds och ligger till grund för studiens hypoteser. En tvärsnittsstudie har genomförts för att förklara sambandet mellan olika faktorer och valet av revisionsbyrå. Empirin består av primär- och sekundärdata och datainsamling har gjorts genom dokumentstudier samt en enkätundersökning. Detta analyseras sedan med hjälp av regressionsanalyser. Studiens resultat visar att det finns faktorer som förklarar valet av revisionsbyrå. Upphandlingsprocessen uppvisar ett signifikant samband med valet av revisionsbyrå. Municipal corporations require auditing by a certified auditor. These must be procured in accordance with Swedish legislation (LOU). However, this process of procurement has been criticized for affecting auditor choice while Municipal corporations have been criticized for lacking transparency. The fact that municipal corporations are considered part of both the private and public sector have lead to few studies focused on this type of organization. Auditing in municipal corporations is therefor of interest to study. The aim of this thesis is to explain which factors affect whether or not municipal auditors and certified auditors for the municipal corporations are procured from the same audit firm. A deductive approach is used for creating hypotheses based on existing theories. In order to explain the relationship between different factors and the choice of audit firm we use a cross-sectional design. Secondary data is gathered through documents and a survey is designed for the purpose of collecting primary data. The data is analyzed through regression analysis. Results show factors affecting the choice of audit firm. There is a significant relationship between the procurement process and the choice of audit firm.

The high rate of failed IT projects has become a real and relevantconcern of many businesses. Businesses are dissipating theirresources on failed IT projects. More often, IT projects fail toachieve most of their intended purpose of increasing productivity,lowering operating costs, improving the quality of work. Althoughthere have been many studies done through the years in an attemptto find the causes behind IT-project failure, there is still noconsensus about the underlying causes. The question itself iscomplex with many different aspects to consider. The researcherswithin this field mostly acknowledge this problem. Against thisbackground, the primary focus of this study is to explore what theclients within the IT-projects think about the way IT-projects areconducted and what they think has to be done to better the chancesof success for these projects. For the outcome of this study to bewell-founded interviews were also done with those responsible onthe supplier side in order to cover both sides viewpointconcerning the IT-projects. The way IT-projects are conducted nowseems to have a process-based approach to the problem that has tobe solved, this is because the project has to go through a numberof steps that have been defined before the project has even begun.The fact that the upcoming project has a predefined plan to followis not the problem since it is reasonable to have a plan for theupcoming project. Having a predefined plan for the upcomingproject without really understanding the problem that has to beaddressed in detail through the IT-project is a major problem. This study has proven that it is very common that the peopleinvolved in an IT-project do not understand each other whilediscussing the project. This leads to the conclusion that the waythat IT-projects are conducted right now, where the supplier ofthe IT-solutions even if they have extensive experience fromconducting IT-projects and therefor say that “we know what has tobe done” to put more emphasis into understanding the problem thathas to be solved through consultation with the client. The need toput more emphasis on understanding the client is something that isalso confirmed through various models presented in this study.

Målet med rapporten är att utreda hur samverkansprocessen kan genomföras på ett sådant sätt att nyttan kan maximeras för alla parter inom projektet. Detta görs genom att fokusera på tre delar; samverkan som definition och uppfattning på marknaden, upphandlingsfasen hur skall upplägget inom denna utformas för att anbud med rätt incitament för projektet skall bli antaget, samt hur kontraktet skall utformas för att få samtliga parter att vilja jobba tillsammans mot ett gemensamt mål, vilket ska gagna alla engagerade och därmed projektet. Dessutom skall undersökas hur kontraktsteoretiska risker uppmärksammas och behandlas i dessa situationer. Teorin tydliggör att de faktorer vilka främst är av vikt för en lyckad samverkan är förtroende, uppföljning och kontroller. Dessa styrmedel kan beskrivas som mjuka parametrar varför frågor till stor del har designats för att utreda hur projektet har utformats för att höja kvaliteten på de mjuka parametrarna. Utredningen sker genom att hålla 14 intervjuer, inkluderande beställare, huvudentreprenörer samt underentreprenörer. Vad som kan konstateras är att uppfattningen om vad samverkan är och hur det bör användas är relativt enhetlig på marknaden. Det som uppkommit som en av de största skillnaderna mellan projekt är om de integrerar eller inte integrerar underentreprenörer. Vid upphandling har det diskuterats hur lagen om offentligupphandling kan påverka resultatet samt vikten av ett genomtänkt bedömningssystem av anbudsunderlag. Dessutom tydliggörs vikten av varje individs engagemang under denna typ av samarbete vilket också lyft frågan om hur organisationen skall väljas ut. När det kommer till kontraktet har det konstaterats att incitament inte används eller uppskattas i någon större utsträckning, dock kan bonus vara ett bra medium för att styra kvaliteten på de mjuka parametrarna. Om bonus eller incitament används är det av vikt att dessa har ett tydligt utvärderingsystem vilket håller parterna ständigt uppdaterade om hur de ligger till för att erhålla en utbetalning av eventuell bonus. Vidare kan kontraktet hjälpa till att tydliggöra samarbetet, detta genom att strukturera varje parts ansvarsområde samt tydliggöra respektive parts förväntningar på varandra. Detta kan reducera missförstånd och eventuella konfliketer längre fram. Vilket leder till ett bättre arbetsklimat och förhoppningsvis bättre slutresultat. Vidare är ett riktpris vilket är rimligt för alla parter direkt nödvändigt för ett lyckat projekt. När det kommer till kontraktsteoretiska risker har det uppmärksammats att det inte är något som diskuteras i någon större utsträckning. Det finns en mindre medvetenhet om dess existens men fokus ligger på de ekonomiska- och tidsrelaterade risker vilka kan föreligga. The goal with the report is to investigate how the partnering process can be performed to maximize the satisfaction of all engaged actors within the project. This will be done by focusing on three main parts; partnering as definition and the markets perception of the concept. The procurement phase, how should it be constructed in order to be able to select the tender which will provide the highest satisfaction for the project in total? The contract, how should it be formed to make all parts engaged and strive together for the same goal, which benefits all actors and the project as a whole? Besides these questions it will also be investigated how risks which stems from contract theory are noticed and dealt with. Theory suggests that the main factors behind a successful partnering project are; trust, monitoring and controls. These instruments could be described as soft parameters, therefore questions has been constructed to investigate how projects are planned in order to increase the quality of the soft parameters. The investigation is performed by holding 14 interviews including clients, contractors and subcontractors. From the interviews it can be concluded that the markets conception of partnering is relatively uniform. What has turned out to be the biggest difference between the projects is if they choose to include the subcontractor within the partnering contract or not. When it comes to the procurement it has been discussed how the law of public procurement could affect the result. The importance of a well-functioning grading system for the tenders has also turned out to be of key importance. Furthermore the individual’s importance within the project has been voiced, which increases the importance of how to select the project organization. When it comes to the contract the conclusion is that incentives is neither being used to any extent, nor is it appreciated when used in partnering. But bonus on the other hand, is said to be a good medium to govern quality when discussing the soft parameters. If bonus or incentives are used it is of importance that the parameters who are connected to them are clear, and that the system which decides if the goals for the bonus is reached is well-functioning and continuously updated. This is important in order for the contractors to know how close they are of reaching the goals. Furthermore the contract could help clarify the cooperation, by structuring every actor’s responsibility and clarify the actor’s expectations of each other, this is important to reduce misunderstandings and eventual conflicts further on in the project. This leads to a better working climate and hopefully a better end result. It is also a direct necessity to reach a target price which is reasonable for all parts in order to achieve a successful project. When it comes to risks within contract theory it has been observed that is it not discussed at any further extent. There is a minor awareness of its existence but focus is on economic and time related risks.

Bakgrund/problem: Företag blir alltmer utsatta av tryck från intressenter att de ska agera hållbart vid inköp och därmed ökar kraven på att leverantörer ska följa företags code of conduct. Code of conduct är företagets formulering av strategiska risker som ska undvikas. Strategiska risker är beroende av företagets affärsstrategi och intressenter. Företag måste övervaka att code of conduct följs av leverantörer, annars utsätts företag för risken att deras rykte och värdeskapande förmåga försämras. Inköpsprocessens olika steg är sammankopplade och beroende av beslut som tagits i tidigare steg. Syfte: Vårt syfte var att utvärdera hur Andritz hanterar strategiska risker i deras inköpsprocess gentemot deras leverantörer samt ge förslag på hur Andritz kan förbättra hanteringen av strategiska risker i inköpsprocessen. Metod: Vår forskningsansats var en fallstudie med utvärderingsdesign. Insamling av material har samlats in genom företagsdokument och intervjuer utifrån målstyrt urval. Resultat/Slutsats: Andritz hanterar de ekonomiska riskerna; kvalitet och pris. Det finns förbättringar som Andritz kan göra med sociala och miljörisker. Andritz har tillskillnad från kvalitet och pris, inte specificerat vad de vill få ut av leverantören med arbetsmiljö, arbetssäkerhet, avfall och utsläpp. Andritz behöver tydligt specificera vad de vill få ut av leverantörer samt skapa rutiner för hur kontroller ska genomföras. Background / problem: Companies have experienced an increased pressure from stakeholders to act more sustainable in their purchasing and therefor costumer demands of supplier compliance of code of conduct have increased. Code of conduct is a way for companies to manage strategic risks, which depends on the business strategy and stakeholders. Companies must monitor supplier’s compliance of code of conduct; otherwise the company will be exposed to the risk of reputational damage and decreased value creation. The different steps in the purchasing process are connected and dependent on decisions that have been made in the previously steps Purpose: Our purpose was to evaluate how Andritz manage strategic risks in purchasing process in relationship to their suppliers, in order to bring suggestions of improvements that Andritz can make to improve the strategic risk management in the purchasing process. Method: Our research approach is an evaluation case study. Collection of data has been collected through business documents and interviews based on target-oriented selection. Results / Conclusion: Our conclusion is that Andritz manage their economic risks as quality and low cost, but improvement can be made when it comes to social and environment risks. Andritz have not specified what they want from the suppliers when it comes to work safety, waste and emission and working environment, and because of the lack of clear social and environmental terms, Andritz have to create specifications of what they want of the supplier’s and also create routines of how controls will be carried out.

Det är kostsamt att investera i och bygga ut infrastruktur, men nödvändigt för att säkerställa ett väl fungerande och hållbart samhälle. Ofta har den offentliga organisationen knappa resurser, och det finns inte möjlighet att inom ramen för den befintliga organisationen hantera större utbyggnads och investeringsprojekt. Ett alternativ är att samverka med andra aktörer, både offentliga och privata. Ett sätt att samverka är genom partnering. Partnering kan beskrivas som en samarbetsform där skillnaden gentemot traditionell entreprenadupphandling ligger i hur relationen mellan beställare och utförare ser ut efter det att upphandlingen har gjorts. I partnering arbetar inte utföraren isolerat från beställaren med ett avtal som grund. I stället har beställare och utförare under projekttiden ett gemensamt ansvar för att säkerställa att projektet utförs i enlighet med parternas intresse och mål – och fokus ligger på problemlösning. Hittills har partnering använts i begränsad utsträckning i Sverige. Syftet med projektet var att studera hur väl partnering som organisationsmodell fungerar för stora samhällsbyggnadsprojekt med fokus på infrastruktur och utbyggnad av vatten och avlopp inom utvecklings- och omvandlingsområdeni kommuner. Studien har dokumenterat lärdomar från två projekt – ett i Svinninge i Roslagen och ett i Sundsvall. I rapporten görs en jämförande analys av projekten. En intressant slutsats är att en kultur baserad på gemensamt ansvar och samarbete, det som i litteraturen kallas partneringandan, inte uppstår automatiskt utan tar tid att åstadkomma och kräver ömsesidigt förtroende. I båda de studerade projektens inledande faser förekom det diskussioner när det gällde till exempel rollfördelning och kostnader. I båda projekten har också diskussioner förts kring hur incitamentssystem ska utarbetas och skrivas i avtalen, men inga konkreta slutsatser kan dras förutom att det tycks vara svårt att utarbeta lämpliga incitamentsstrukturer för partneringsamverkan där fokus är på samarbete. Ytterligare en slutats är att det är viktigt att noga analysera vilka som bör ingå i projektorganisationen. I de fall en aktör bedöms ha inflytande över hur ett projekt fortskrider är det viktigt att låta denna aktör ingå i projektorganisationen eftersom det kan ha positiv inverkan på hur projektet fortskrider och på resultatet av projektet, samt bidra till kunskapsutveckling och förståelse. Sammanfattningsvis kan det konstateras att partnering har positiva effekter när det gäller att skapa en flexibel och problemorienterad projektkultur, något som lämpar sig för stora och komplexa projekt där det är svårt att i förväg specificera aktiviteter och kostnader. För att fungera kräver modellen en kultur med inriktning på samarbete och delaktighet samt gemensamt ansvarstagande för projektets utgång., The purpose with this study is to analyze the applicability of partnering as a form of collaboration in large urban development projects with focus on the development of infrastructure for water and sewage in local governments. More specifically, the purpose of the study have been to over a longer period of time document the experiences from two urban development projects using partnering for collaboration between local government and private corporations. The researchers have followed the two projects in focus for the study from beginning to end. The two projects studied are one in Sundsvall, a collaboration between MittSverige Vatten and Skanska and one in Svinninge, a collaboration between Roslagsvatten and NCC. The analysis of the cases as well as the conclusions drawn focuses on themes that have been identified as central for partnering in previous studies as well as in this one. The themes are: the procurement process, organization, financing, governance, the partnering process, culture, knowledge transfer and evaluation. The study conducted shows that partnering has positive effects when it comes to creating a flexible and problem oriented project culture. This is something that is especially valuable in large and complex projects where it is difficult to in advance specify project activities as well as costs. In order to work, partnering require a culture characterized by collaboration and mutual recognition of responsibility. To form a culture is however something that takes time.

Syftet med offentlig upphandling är att konkurrensutsätta marknader och skapa bästa möjligaaffär för de offentliga medel som den upphandlande myndigheten har till sitt förfogande.Offentlig upphandling ska ske med långsiktigt perspektiv och det finns verktyg för att tillse attett långsiktigt synsätt erhålls. Ett av dessa verktyg är livscykelkostnader (LCC) som beaktaren produkts anskaffning, ägande och avveckling. En produkt som har ett högtanskaffningsvärde men låga framtida kostnader, kan bli det mest kostnadseffektiva inköpet.LCC används för att göra en ekonomisk värdering av olika investeringsalternativ,diskonterade över produktens livslängd. Livscykelkostnader är ett synsätt som utforskar deolika investeringsalternativen och används aktivt för att föra en dialog mellan aktörerna iupphandlingsprocessen. Användningen av livscykelkostnader, kan antas vara till god hjälp för beslutsfattarna i vattenoch avloppsbranschen (VA) om de vill ta långsiktigt korrekta beslut. Problematiken är attingen har kartlagt hur ett livscykelkostnadsverktyg påverkar beslutsprocessen i offentligaupphandlingar inom VA-branschen och om det ger beställaren ett tydligt beslutsstöd. Dennastudie syftade därför att ta reda på hur livscykelkostnader används i praktiken och hur enanalys av livscykelkostnader bättre kan stödja beslutsprocessen för offentliga upphandlingarinom VA. Studien syftade även till att ta reda på hur ett livscykelkostnadsverktyg bör varautformat, genom att ge förslag på förutsättningar som måste tas hänsyn till. Detta examensarbete har utförts på uppdrag av Vattenreningsindustrins mötesplats (VARIM).En kvalitativ intervjustudie genomfördes, uppdelad i två faser, med 27 stycken intervjuer somgav upphov till ett rikt material. Intervjupersonerna hade fem olika aktörsroller: beställare,upphandlare, brukare, konsult och anbudsgivare. Studien avgränsades till att endast undersökafyra kommuntyper: storstäder, större städer, varuproducerande kommuner ochglesbygdskommuner. Resultatet från datainsamlingen analyserades med utgångspunkt i teorinfrån litteraturstudien. Resultaten visar att det finns ett stort behov av att använda livscykelkostnader iVA-upphandlingar. Det finns även stor potential för LCC-användande då majoriteten avintervjupersonerna ställde sig positiva till användandet av LCC, primärt vid upphandling avenergiförbrukande produkter eller processer. En stor resursskillnad identifierades mellanmindre beställare och större beställare, vilket resulterar i att de mindre beställarna inteanvänder livscykelkostnader som ett tilldelningskriterium. Resultaten pekar på attanvändningen av livscykelkostnader bidrar till ökad transparens i upphandlingsprocessen ochleder därför till en mindre risk för överprövning. Uppföljning av livscykelkostnader i kontraktär ett av de svåraste problemen visar studien. The purpose of public procurement is to create competitive markets and generate the bestpossible deal for the contracting authority. Public procurement should aim for long-termperspective, and there are tools to ensure that a long-term view is obtained. One tool is lifecycle costs (LCC), where product acquisition, ownership and settlement are considered. Aproduct that has a high investment cost but low operating costs, may be the most costeffectivepurchase. LCC is used to achieve an economic evaluation of different investmentoptions, discounted over the lifetime of the product. Life-cycle costing is an approach thatexplores the various investment options and is used to as a basis of discussion by theparticipants in the procurement process. The use of life-cycle costs, are expected to be useful for decision makers in the water andwastewater industry if they want to take long-term correct decisions. The problem is that noone has studied how a life cycle cost tool affects the decision-making process in publicprocurement within the water and wastewater industry and if it gives the client a gooddecision making basis. This study therefore aimed to find out how life cycle costs are used inpractice and how these can be used in practice, as an aid in the decision making process forwater and wastewater procurements. The study also aimed to find out how a life cycle costtool should be designed, by giving suggestions on conditions that must be taken into account. This thesis has been carried out on behalf of The meeting place for the industry in watertreatment (VARIM), with the aim to investigate the procurement process within the water andwastewater trade. It also studies how life cycle costs are used in the process. The study wascarried out in two steps, consisting of qualitative interviews, 27 individual interviews gaverise to a rich material, which was subject to further analysis. The interviewees had fivedifferent roles in the procurement process: client, purchaser, user, consultant and bidder. Thestudy was limited to investigating four types of municipalities: large cities, major cities,manufacturing municipalities and rural municipalities. The results from the interviews wereanalyzed based on theory from the literature study, the results from the data collection wereanalyzed. The results show that life-cycle costs in water and wastewater procurement are needed. Thereis also great potential for LCC as the majority of respondents were in favor of the use of LCC,primarily in the procurement of energy-using products or processes. A great difference inaccess to resources was identified between smaller clients and major clients, resulting in thesmaller clients not using life-cycle costs as a criterion. Also the results indicate that the use oflife cycle costs contributes to greater transparency in the procurement process and thereforedecreases risk of appeals. The study shows that follow up of life cycle cost in a contract is oneof the most difficult problems in procurement.

Det som uppkommit som en av de största skillnaderna mellan projekt är om de integrerar eller inte integrerar underentreprenörer. Vid upphandling har det diskuterats hur lagen om offentligupphandling kan påverka resultatet samt vikten av ett genomtänkt bedömningssystem av anbudsunderlag. Dessutom tydliggörs vikten av varje individs engagemang under denna typ av samarbete vilket också lyft frågan om hur organisationen skall väljas ut. När det kommer till kontraktet har det konstaterats att incitament inte används eller uppskattas i någon större utsträckning, dock kan bonus vara ett bra medium för att styra kvaliteten på de mjuka parametrarna. Om bonus eller incitament används är det av vikt att dessa har ett tydligt utvärderingsystem vilket håller parterna ständigt uppdaterade om hur de ligger till för att erhålla en utbetalning av eventuell bonus. Vidare kan kontraktet hjälpa till att tydliggöra samarbetet, detta genom att strukturera varje parts ansvarsområde samt tydliggöra respektive parts förväntningar på varandra. Detta kan reducera missförstånd och eventuella konfliketer längre fram. Vilket leder till ett bättre arbetsklimat och förhoppningsvis bättre slutresultat. Vidare är ett riktpris vilket är rimligt för alla parter direkt nödvändigt för ett lyckat projekt. När det kommer till kontraktsteoretiska risker har det uppmärksammats att det inte är något som diskuteras i någon större utsträckning. Det finns en mindre medvetenhet om dess existens men fokus ligger på de ekonomiska- och tidsrelaterade risker vilka kan föreligga. The goal with the report is to investigate how the partnering process can be performed to maximize the satisfaction of all engaged actors within the project. This will be done by focusing on three main parts; partnering as definition and the markets perception of the concept. The procurement phase, how should it be constructed in order to be able to select the tender which will provide the highest satisfaction for the project in total? The contract, how should it be formed to make all parts engaged and strive together for the same goal, which benefits all actors and the project as a whole? Besides these questions it will also be investigated how risks which stems from contract theory are noticed and dealt with. Theory suggests that the main factors behind a successful partnering project are; trust, monitoring and controls. These instruments could be described as soft parameters, therefore questions has been constructed to investigate how projects are planned in order to increase the quality of the soft parameters. The investigation is performed by holding 14 interviews including clients, contractors and subcontractors. From the interviews it can be concluded that the markets conception of partnering is relatively uniform. What has turned out to be the biggest difference between the projects is if they choose to include the subcontractor within the partnering contract or not. When it comes to the procurement it has been discussed how the law of public procurement could affect the result. The importance of a well-functioning grading system for the tenders has also turned out to be of key importance. Furthermore the individual’s importance within the project has been voiced, which increases the importance of how to select the project organization. When it comes to the contract the conclusion is that incentives is neither being used to any extent, nor is it appreciated when used in partnering. But bonus on the other hand, is said to be a good medium to govern quality when discussing the soft parameters. If bonus or incentives are used it is of importance that the parameters who are connected to them are clear, and that the system which decides if the goals for the bonus is reached is well-functioning and continuously updated. This is important in order for the contractors to know how close they are of reaching the goals. Furthermore the contract could help clarify the cooperation, by structuring every actor’s responsibility and clarify the actor’s expectations of each other, this is important to reduce misunderstandings and eventual conflicts further on in the project. This leads to a better working climate and hopefully a better end result. It is also a direct necessity to reach a target price which is reasonable for all parts in order to achieve a successful project. When it comes to risks within contract theory it has been observed that is it not discussed at any further extent. There is a minor awareness of its existence but focus is on economic and time related risks.

I detta notat redovisas resultaten av två studier som analyserat kostnader för Trafikverkets vägbeläggningar. Trafikverket har tillhandahållit två olika källor för information om beläggningsåtgärder. Den första är VUH databasen som innehållande mer än 20 000 registrerade och avslutade beläggningsuppdrag mellan åren 2001 till 2011. Den andra informationskällan baseras på en sammanställning som gjorts av 285 avtal om underhållsbeläggningar, det vill säga reinvesteringar i form av ny beläggning på längre vägavsnitt, som upphandlats 2012 och 2013. Den första studien analyserar VUH databasens användbara observationer. Resultaten visar att bitumenpriset har stark inverkan på kostnaden för beläggningar: En ökning av bitumenpriset med 10 procent ökar priset på asfalt med mellan 1,2 och 3,7 procent. Det finns vissa tecken på stordriftsfördelar i verksamheten. Kostnaderna för beläggningen ökar således med mellan 7 och 10 procent när beställningarna (i ton) ökar med 10 procent. Konkurrens mätt som antalet aktiva operatörer i regionen under året har ingen signifikant effekt. Med viss variation har Skåne lägre och region Norr högre kostnader än övriga regioner. Den andra studien visar att kostnaden för en underhållsbeläggning ökar med nästan sex procent om storleken på beställningen ökar med 10 procent. Det finns därmed stordriftsfördelar i att öka storleken i detta avseende. Storleken på ett avtal kan också, som noterades ovan mätas som antal delkontrakt i varje grupp. Analysen pekar på att kostnaden ökar med antalet delkontrakt. Det innebär att även om det kan finnas stordriftsfördelar förenade med att upphandla underhållsbeläggningar som är stora mätt som belagd yta, kan det finnas skäl att inte klumpa samman allt för många delprojekt i ett och samma kontrakt om avståndet mellan de olika delarna är för långt. This report presents the results of two studies that analyze the costs of the Swedish Transport Administration’s (Trafikverket) tendered contracts for road pavements. Trafikverket provided two different sources of information about the pavement orders/contracts. The first is VUH database containing more than 20 000 registered and completed orders from the years 2001 to 2011. The second is a compilation of 285 contracts for replacement pavements, i.e. reinvestment in the form of new pavement on longer stretches of road, tendered in 2012 and 2013. The first study analyzes a subset of observations from the VUH database for the most frequent combinations of type and variety separately and for all observations. The results show that the price of bitumen has a strong impact on the cost of pavements: An increase in bitumen price by 10 percent, increases the price of pavements between 1.2 and 3.7 percent. There is some evidence of economies of scale in operations. The cost of pavements, thus increases by between 7 and 10 percent when the size of orders (in tons) increase by 10 percent. Competition measured as the number of active operators in the region during the year, has no significant effect. With some variation, the region of Skåne has lower and the region North region higher costs than other regions. The second demonstrates that cost increase by nearly six percent if the size (in square meters) of a contract increases by 10 percent. There are thus economies of scale to increase in size measured as area. The size of a contract may also be measured as the number of orders in each contract. The analysis indicates that the cost increases with the number of orders. That means that even though there may be economies of scale associated with the procurement of replacement pavements that are large as measured by the pavement are, there may still be reasons not to combine too many orders in one contract. One explanation may be that the distance between the component parts of the overall contract is too long. Det finns regler och föreskrifter som reglerar hur säkerhet och arbetsmiljö ska beaktas vid väg- och spårarbeten, men trots detta inträffar årligen ett antal olyckor och mer eller mindre allvarliga incidenter. För att få en bild av hur säkerhets- och arbetsmiljörelaterade frågor hanteras vid upphandling, planering och genomförande av underhållsverksamheten av vägar och järnvägar har ett begränsat antal intervjuer med relevanta aktörer genomförts. Intervjuerna genomfördes med upphandlare och projektledare på Trafikverket, entreprenörer samt fackliga representanter hos fackförbundet SEKO. På vägsidan intervjuades även trafikingenjörer hos Trafikverket. Med hjälp av intervjuerna kunde ett antal problemområden identifieras, varav några var: Bristande spridning av information om nya regelverk till alla berörda i alla led Otydliga rutiner för egenkontroller, rapportering, åtgärder vid konstaterade brister, uppföljning och återkoppling. Bristfälliga rutiner för rapportering av olyckor och incidenter samt för åtgärder, uppföljning och återkoppling i samband med dessa Trafikverket ställer numera kompetenskrav istället för utbildningskrav, vilket gör det mer komplicerat att kontrollera att kraven är uppfyllda Det kan vara svårt att säkerställa kompetensen hos inhyrd personal och då främst vid arbetstoppar. There are rules and regulations that govern how working environment and safety are considered for road and railway works, but despite this a number of accidents and more or less serious incidents happens every year. To get an idea of how safety and working environment related issues are handled in the procurement, planning and implementation of maintenance activities of roads and railways a limited number of interviews with relevant actors have been performed. Purchasers and project managers at the Swedish Transport Administration (STA), as well as entrepreneurs and a union representative at the union SEKO, were interviewed for both the road and the railway side. For the road side, traffic engineers at STA were also interviewed. Based on the results from the interviews a number of problem areas could be identified, of which some are: Dissemination of information about new regulations to all parties at all levels Unclear procedures for self-monitoring, reporting, action on identified deficiencies, follow up and feedback Inadequate procedures for reporting of accidents and incidents as well as for actions taken, follow up and feedback of these The STA nowadays sets skill requirements instead of requirements on specific education/courses, making it more complicated to ensure that the requirements are met It can be difficult to ensure the competence of temporary staff, mainly at work peaks.

Turnkey contract is a commonly used form of contract for procurement of projects, however not so common when it comes to rail infrastructure, because railway installations are so complex and makes greater demands on availability and traffic safety. Performance contracts have occurred in railway projects for a long time. The Swedish Transport Administration has received directives from the government to push for increased productivity and increased degree of innovation in the construction industry. The Swedish Transport Administration has the ambition to transform its role as a client to create the conditions for the market and its driving forces for increased innovation and productivity by handing over a greater commitment and responsibility to the contractors. A strategic primary focus is to increase the proportion of turnkey projects within the construction industry. Contracts relating to investments between 25-500 million will be procured through turnkey projects. The purpose of this report is to identify how the market views the specifications with emphasis on object-specific technical description, its calculability, structure and clarity. The section that has been analyzed in this report is the construction of the freight line between Stenkumla - Dunsjö that is part of the whole distance between Hallsberg - Degerön. Interviews were conducted with entrepreneurs who have participated in the bidding contest. The purpose of the interviews was to get the contractors' views on the specifications that can be taken into account in future projects. Responses will be analyzed by the Swedish Transport Administration and taken into account for the development of future specifications in turnkey contracts for the construction industry. OTB for the route Stenkumla - Dunsjö, entrepreneurs are not allowed to come up with innovative solutions, since the specifications contain many technical solutions specified by the Swedish Transport Administration. The contractors want more freedom in the specifications in order to provide innovative solutions. One reason that there are many technical solutions in this project is because, the project was meant to be procured as performance contract and Traffic Authority had already planned a lot before they decided to purchase it as Turnkey contract. Totalentreprenader är vanligt förekommande entreprenadformen vid upphandling av projekt dock inte så vanligt när det gäller järnvägsanläggningar eftersom järnvägsanläggningar är så komplexa och ställer större krav på tillgänglighet och trafiksäkerhet. Utförandeentreprenader har varit entreprenadformen som har förekommit vid järnvägsprojekt under en längre tid. Trafikverket har fått direktiv från regering att verka för ökad produktivitet och ökad innovationsgrad i anläggningsbranschen. Trafikverket har som ambition att förändra sin roll som beställare för att skapa förutsättningar för marknaden och dess drivkrafter till ökas innovation och produktivitet genom att överlämna ett större åtagande och ansvar till entreprenörerna. En strategisk huvudinriktning är att öka andelen totalentreprenader inom anläggningsbranschen. Entreprenader som avser investeringar mellan 25 – 500 Mkr ska 50 % av entreprenaderna upphandlas genom totalentreprenader. Syftet med denna rapport är att kartlägga hur marknaden ser på förfrågningsunderlaget med tonvikt på det objektspcifik tekniska beskrivningen, dess kalkylbarhet, struktur och tydlighet. Sträckan som har i denna rapport analyserat är byggnationen av godsstråket mellan Stenkumla – Dunsjö som är en del av hela sträckan mellan Hallsberg – Degerön. Intervjuer har utförts med entreprenörerna som har deltagit i anbudstävlingen. Syftet med intervjuerna har varit för att få entreprenörernas synpunkter på förfrågningsunderlaget som kan tas hänsyn till i kommande projekt. Svaren kommer analyseras av Trafikverket och tas i hänsyn till utvecklingsarbetet av framtida förfrågningsunderlag inom totalentreprenader för anläggningsbranschen. OTB för just sträckan Stenkumla – Dunsjö, tillåts inte entreprenörerna komma med innovativa lösningar eftersom förfrågningsunderlaget innehåller många tekniska lösningar som angivits av Trafikverket. Entreprenörerna vill ha mer frihet i förfrågningsunderlagen för att kunna bidra med innovativa lösningar. En anledning till att det finns många tekniska lösningar i detta projekt är att det finns en beslutad järnvägsplan. Järnvägsplanen styr utformningen av anläggningen.

In order for construction projects to be completed within the specified time limit while at the same time be financially sustainable it requires thorough preparation and an extensive planning. Most essential is the groundwork and the design that determines the project's progress. There are many aspects to consider in order to avoid inconveniences such as delay, litigation, unexpected cost etcetera. If mistakes are made in an early stage it is very likely that the error will follow the process and become an expensive correction cost towards the later part of the project. In other words, it is expensive to rectify defects later on. Many times more expensive than if the deficiencies can be found before the construction phase begins. It is up to the client to define what they want to have built. When the idea for a project has been brought to the client he/she must describe and explain the construction in detail. It is from these documents that contractors will base their tender in the hope of performing the contract. This basis is called for enquiry documents and includes specifications, blueprints and descriptions of the project. Inadequate enquiry documents may lead to major consequences. Consequences that often is easy to avoid through a detailed and thorough groundwork. That is unfortunately not the case in the construction industry today. This bachelor thesis is intended to analyse and identify the development of enquiry documents and investigate the common shortcomings. The work has been carried out for eleven weeks in collaboration with Skanska Sweden and creates an awareness and understanding of the enquiry documents value to the reader in the industry. The study also deals with procurement process, which is the stage where the enquiry documents plays its part. Common deficiencies in the enquiry documents will be presented as a conclusion combined with the flaws impact on project time and project cost. Finally, there are also suggestions on how common deficiencies can be avoided.

Upphandlingar för införande av nya IT-system inom offentlig sektor omfattas i Sverige av Lagen om offentlig upphandling. Denna lag tvingar den upphandlande myndigheten att välja ett av två direktiv för att utse ett vinnande anbud, det ekonomiskt mest fördelaktiga eller det med lägst pris. Tidigare studier visar på att många anser det lättare att gå efter direktivet om lägst pris då det ekonomiskt mest fördelaktiga måste motiveras utifrån flera aspekter. Studien syftar till att undersöka hur en verksamhet inom offentlig sektor kan sätta ett kvantitativt mervärde på krav för IT-systemet för att på så sätt kunna genomföra upphandlingen med det ekonomiskt mest fördelaktiga som direktiv. Forskningsfrågan har studerats genom en dokumentstudie på Stockholms Stads nya IT-satsning Skolplattform som är uppdelad i fem separata upphandlingar. Alla dessa upphandlingar följer det första direktivet i lagen, att det vinnande anbudet ska vara det ekonomiskt mest fördelaktiga, vilket gjort det möjligt att studera vägningen av de aspekter Stockholms Stad valt använda sig av. Resultatet av undersökningen visar att verksamhet som vill följa det första direktivet i LOU kan värdera ett krav i form av en poäng baserad på den vikt en aspekt anses ha för IT-systemets syfte. Procurements for the introduction of a new IT System within the public sector in Sweden are covered by the Public Procurement Act. This law obliges the contracting authority to select one of two directives to appoint a winning bid, the one that is the most economically advantageous or the one with the lowest price. Previous studies shows that many consider it easier to choose the bid with the lowest price since the most economically advantageous must the justified based on several aspects. The study aims to examine how an organization in the public sector can put a qualitative value on requirements for the new IT system, so that the most economically advantageous bid can be chosen as a directive. The research question has been studied by using a document based research of Stockholms stads new IT investment Skolplattform which is divided into five separate procurements. All these procurements follow the first directive in the law, that the winning bidder will be the most economically advantageous, which made it possible to study how Stockholms stad weighted different aspects. The results of the study shows that organizations who want to follow the first directive in the law can value a requirement in the form of a score based on the weight the aspect is considered to have on the IT system purpose.

Trafikverket ansvarar för det statliga vägnätet i Sverige. Vägnätet består av cirka 15 500 broar som ständigt utsätts för olika former av nedbrytning. Broarna behöver därför underhållas med jämna mellanrum både för att hålla broarna i ett bra skick och för att motverka att nedbrytningen påskyndas. Under de senare åren har Trafikverket utformat en ny upphandlingsmetod av brounderhåll. Den går ut på att allt brounderhåll för en region paketeras, i ett s.k. brounderhållspaket, som en entreprenör sköter i en femårig period. I brounderhållspaketen ingår förebyggande underhåll, avhjälpande underhåll och akut underhåll. Syftet med det här arbetet är att följa upp den nya formen att upphandla brounderhåll i paket. Målet är att tydliggöra vilka vinster, eller förluster, som gjorts i effektivitet i hela kedjan sedan införandet av brounderhåll i paket. De metoder som använts vid skapandet av examensarbetet är litteraturstudier, möten och intervjuer samt analyser, beräkningar och jämförelser. Resultatet visar hur beställare, entreprenör och konsult arbetar i brounderhållspaket och vad som har förändrats jämfört med hur de arbetade med brounderhåll tidigare. De största effektivitetsvinsterna är administrativa. Genom att brounderhållspaketen är en totalentreprenad läggs mycket av ansvaret över från beställaren till entreprenören och därmed får beställaren tid till andra arbetsuppgifter. Eftersom brounderhållet numera ligger i eget kontrakt som löper under en längre tid får beställaren också en kunnig entreprenör till arbetet vilket minskar antalet grundläggande frågor och frigör tid. Entreprenören får mer frihet när arbetena skall utföras och samtidigt mer tid till att planera underhållsarbetet. Genom en tät kommunikation mellan beställare och entreprenör blir beslutsvägarna kortare vilket effektiviserar hela kedjan. Skaraborgspaketet var ett av de första brounderhållspaketen och det skiljer sig mycket från de senare underhållspaketen. Den största förändringen ligger i förfrågningsunderlagen. Skaraborgspaketet utgick från en fiktiv bro medan förfrågningsunderlagen i de nyare paketen behandlar verkliga åtgärder som entreprenören kommer att utföra under den kontrakterade tiden. Trafikverket is responsible for the public traffic network in Sweden. The traffic network contains around 15 500 bridges that constantly are exposed of different kinds of degradation. The bridges must therefore be maintained at regular intervals both to keep bridges in good condition and to prevent the degradation accelerated. During the last years Trafikverket has developed a new procurement method of bridge maintenance. The method involves that all bridges maintenance of a region is being bundled to one contract that an entrepreneur handles for five years, a socalled bridge maintenance package. A bridge maintenance package exists of preventive maintenance, remedial maintenance and emergency maintenance. The purpose of this paper is to follow up the new form to procure bridge maintenance in package. The goal is to clarify the gains or losses made in efficiency since the introduction of bridge maintenance in package. Methods used in the creating of this thesis are literary studies, meetings and interviews along with analysis, calculations and comparisons. The result lays the foundation for the client, contractor and consultant working in the bridge maintenance package and further what has changed from the way they were working on bridge maintenance earlier. The largest efficiency gains are administrative. Because a bridge maintenance package is a turnkey contract the majority of responsibility is put on the contractor, instead of the client, which gives the client time for other tasks. Nowadays the bridge maintenance is in a separate contract which lasts for a longer time which gives the client a more qualified contractor for that kind of work which is reducing the number of fundamental questions and gives the client extra time. The contractor will get more operating freedom and at the same time more time to plan maintenance work. Through frequent communication between client and contractor decision-making paths becomes shorter which gives more efficiency throughout the entire process. The package in the region Skaraborg was one of the first bridge maintenance packages and it differs a lot from later maintenance packages. The biggest difference is in the contract documents. The package in Skaraborg was based on a fictional bridge while the more recent maintenance packages documents addresses the real action which the contractor will perform during the contracted period.

Regeringen har tillsatt utredningen om Fossilfri FordonsFlotta 2030 (FFF) för att få underlag för en strategi om hur man kan göra trafiken oberoende av fossila drivmedel. Utredningen studerar ett antal möjligheter att minska utsläppen. FFF har därför bett VTI ta fram ett underlag för att bedöma möjligheterna att flytta över bilister till kollektiva färdmedel och på så sätt bidra till det överordnade målet om minskade utsläpp. Uppdraget genomförs också mot bakgrund av det mål som branschen – dvs. representanter för regionala huvudmän, utövare av trafiken samt statliga myndigheter – ställt upp som innebär att antalet resenärer ska fördubblas från 2006 till 2020. Denna rapport utgör VTI:s slutrapportering till FFF. The Swedish government has an ambition to make its vehicle fleet independent of fossil fuels by 2030. As a platform for a strategy, the government has appointed a committee which is instructed to consider which policy instruments may be used to achieve this target at lowest social costs. Using the domestic acronym, this is the FFF committee. One option for this end is to make public transport attractive to a wider community. In that way, more people would be induced to switch from private cars, thereby reducing the emissions of fossil fuels. VTI has been appointed to make an assessment of this possibility, and the present report is our final report.

Construction firms currently spend more than half of revenue on purchase of materials and services. This makes effective management of suppliers an important part of corporate strategy. Also, since firms become more specialized, more services have to be purchased; the consequence is an increased dependence of suppliers. This suggests that construction companies need to aim towards long-term open collaboration with suppliers. However, currently, purchasing is performed in a short-term and competitive manner. The current fixation on price obstructs a reduction of total costs of the entire supply chain. Price is just the tip of the iceberg and under the surface there are hidden costs for management of: operations, supplies, inventory, capital and supplier relationship as well as cost of administration, R&D, support and maintenance which all have to be considered in order to reduce the total cost of ownership. Also, alongside this, virtual construction technologies are introduced to improve the product. This creates opportunity for integration of new information in BIM-models to support the purchasing process. Only using BIM limits users to the product, which creates the risk of organizational and process costs being left behind. Virtual Design and Construction, VDC, is a more holistic approach that also takes into account the organization which designs and builds and the process followed by the organization to design and build the product. In this study VDC is explored as a possible aid in the construction company’s purchasing activities.The study is based on existing theory in the fields of purchasing, construction process and Virtual Design and Construction and a case study of the purchasing process at Veidekke Entreprenad AB. In the case study the purchasing process is mapped during tendering, production preparation and production through interviews. To make sure the entire process was covered respondents were selected to cover different roles in the construction company. From covered purchasing theory a specification for purchasing was created for comparison with the studied purchasing process.In the case study, a manual and experience-based purchasing process was identified where relationships with suppliers was primary transactional. Purchasing activities are primarily based on paper-based documentation and streamlining tools to facilitate the purchasing process is missing. Supplier selection is primarily based on past experience and available information about past suppliers are stored in old project archives which requires that a person looking for information have to know where to look. Selection of final supplier is based on price or estimated total cost. In the process, similar activities are carried out but a standardized approach to procurement is missing and the only measurement performed regarding purchasing was reduction of purchasing price from tendering estimates. However, the case study also showed a purchasing process in transition and henceforth project buyers will be responsible for all project purchases. Based on theory and the case study three areas are presented, where VDC can support the purchasing process:• Implementation of location-based scheduling (LBS) enables project management in aspects of time as well as in space. LBS creates an opportunity to improve delivery schedules and visualization of the production in time and space. These delivery schedules can be the basis for procurement of materials and delivery based on production needs. Visualisation of production can be used to prioritize purchasing work and to support material and service supplier selection. During negotiation visualization can be used as a tool to ensure that criteria for negotiation improve production flow.• At the centre of VDC lies continuous measurement to enable control and predictions of the process. Objectives are established in three levels: Project outcome objectives which are measurable at the end of the project; Project process objectives which influence project outcome are measured regularly; Project controllable factors used by leaders to support daily decisions. This framework can also be used for measuring purchasing- and supplier performance to support supplier selection and continuous improvement. • Integrated Concurrent Engineering (ICE) can be used to make sure that purchasing flexibility is not compromised. Through the usage of cross-functional teams of buyers, planning managers and production managers and an ICE procedure it is possible to explore alternative products and solutions. It is also possible to maintain flexibility in negotiation with suppliers to develop the most favorable technical- and financial solution. The method also opens up for the early involvement of suppliers in order to secure production flow. To achieve full effect, a procedure in which the construction company can affect project design is needed.The results show room for improvement in several areas. To facilitate the development of Veidekke’s future work in the field of VDC, a development model which covers all sub-disciplines of VDC is presented, exemplified using the purchasing process. The model is based on the three maturity levels of VDC implementation. Syftet med denna rapport är att undersöka hur inköpsfunktionen kan bidra till att öka hållbarheten i företaget och dess omgivning på både kort och lång sikt samt hur dessa möjligheter utnyttjas av företag i praktiken. Detta görs genom att dels undersöka och sammanställda tidigare studier, bland annat 41 vetenskapliga artiklar, gjorda främst på utländska företag, vidare genom en egen studie gjord på sex svenska företag för att undersöka hur dessa arbetar med hållbart inköp. Rapporten är av intresse då inköpsfunktionen med sin gränsöverskridande roll har stora möjligheter att påverka både företaget och dess omgivning. Arbetet med hållbart inköp medför flera fördelar både för företaget och dess omgivning. Trots det är det enligt tidigare studier sällan dessa möjligheter utnyttjas till fullo. Tidigare har en problematik med hur arbetet kring hållbart inköp skall bedrivas påvisats. Samtidigt existerar det en bild av hållbart inköp som resurskrävande och komplext, denna problematik leder till att resultaten idag inte blir vad de hade kunnat vara.Denna studie behandlar teorin kring hållbart inköp vilket bygger på tre övergripande typer av ansvar; miljömässigt, socialt och ekonomiskt ansvarstagande från företagens sida gentemot sina leverantörer. Sammanvävningen av de tre olika delarna är det som utgör hållbart inköp.Resultatet av rapporten är en teoretisk referensram som lyfter fram möjligheterna med hållbart inköp och ger övergripande riktlinjer för hur arbetet mot hållbart inköp kan bedrivas samt en litteratursammanställning som kan underlätta vidare fördjupningar. Studien visar att det finns strategier för hur inköpsfunktionen kan arbeta med både miljöaspekter och socialt ansvarstagande. Däremot är det svårt att finna renodlade strategier för inköp mot ekonomisk hållbarhet. En tydlig slutsats i arbetet skulle visa sig vara att de olika delarna inte står för sig själva utan att de i största grad är interrelaterade. Rapporten visar också hur sex svenska företag säger sig arbeta med hållbart inköp och hur det arbetet både stämmer överens med teorin och hur det inte gör det. Den funna teorin lyfter fram lågt engagemang i företags arbete med hållbart inköp som ett problem, ett problem som var svårare att påvisa i denna rapport. Baserat på intervjuer med svenska företag kan olika faktorer urskiljas som har betydelse för företags fokus på hållbart inköp. Då urvalet av respondentföretag bestod av företag vilka hade olika; grad av styrkeförhållande mot leverantörer, storlek, bransch, globaliseringsgrad, med mera, skulle dessa faktorer visa sig påverka hur och i vilken grad företagen arbetar med just hållbart inköp. The purpose of this study is to analyze how the purchasing function can contribute to a com-pany’s sustainable performance in both the short and long term. Furthermore, the purpose is also to scrutinize how Swedish firms use sustainable procurement today. The study examines that by comparing an empirical investigation of Swedish firms made by the authors to the theoretical frameworks preferred way of working with sustainable procurement, which is es-sentially based on 41 journal articles. This study is of interest since the purchasing function possesses one of the greatest opportunities to influence both the company and its suppliers; this indicates that procurement can play a major role in increasing sustainable development. The use of sustainable procurement can create many advantages for both the company practic-ing, and for the environment. Nonetheless, it is according to earlier studies clear that compa-nies are not taking advantage of the promises found in sustainable procurement. One potential reason companies are not utilizing sustainable procurement is that they lack the knowledge needed to execute a more sustainable purchasing method and also that firms consider sustain-able purchasing as complex and resource intensive.This study explains the fundamental concepts needed to utilize sustainable purchasing; these are green purchasing, social responsible buying and economical responsibility. The conjunc-tion of these three parts constitutes sustainable purchasing.The result of the study is a theoretical framework that highlights the possibilities of sustaina-ble purchasing and provides some overall guidelines for how the work towards it can be con-ducted. The theoretical framework also provides a compiling of the existing litterature to fa-cilitate further studies. The study shows that there exist pure strategies for working towards both environmental and social sustainability. Pure strategies for purchasing towards economic sustainablility where still harder to come by. One clear recognition during the work with the theoretial framework were however that the different parts that makes up sustainable purchas-ing doesn't stand alone, they are rather interrelated. That indicates that it is better to work to-wards sustainability as an overall concept rather than towards its parts. The study also shows how six companies who purports to be working with sustainable procurement does so, and how this conforms to the literature, and how it does not. The found literature on the subject frequently mentions that the biggest problem with sustainable procurement today is compa-nies generally low involvement in sustainability. These problems where however harder to prove in the study. Based on the study, several factors that affect companies involvement in sustainable procurement was identified. Factors such as; company size, line of business, level of globalization proved to affect how the companies work with sustainable procurement.
