Kamu politikası hükümetlerin içerisinde bulundukları siyasal sistemler doğrultusunda yetkililer tarafından hazırlanan ve toplumun büyük çoğunluğuna etki eden kararlar ve eylemlerin toplamıdır. Kamu politikası analizi kamu politikası sürecinde hükümetin ve sivil toplum kuruluşlarının politika sürecindeki rollerini incelemektedir. Süreç modeli ise politika analizini inceleyen modellerden yalnızca biri olup gündeme geliş, politikanın şekillendirilmesi, politikanın kanunlaştırılması, politikanın uygulanması ve politikanın değerlendirilmesi aşamalarından oluşmaktadır. Bu tez çalışmasında Türkiye’nin Sosyal Yardımlaşma ve Dayanışma Politikası üzerinden Denizli/ Çal ilçesi SYDV politikası süreç modeli ile analiz edilmiştir. Tezin birinci bölümünde kamu politikası ve aktörleri anlatılmış ve çeşitli analiz yöntemleri belirtilerek süreç modeli detaylıca incelenmiştir. İkinci bölümde ise tarihsel süreç içerisinde sosyal yardımlaşma ve dayanışma kurumları anlatılmış ve ayrıca yurtdışındaki bazı ülkelerdeki sosyal yardımlaşma sistemi incelenmiştir. Tezin üçüncü bölümünde ise Çal SYDV personeli ile mülakat yapılmış ve cevaplar doğrultusunda Çal ilçesi SYDV politikası analizi süreç modeli ile yapılmıştır. Tez, sonuç ve öneriler bölümündeki genel değerlendirme ve politika önerileri ile sona ermektedir. Public policy is the sum of the decisions and actions that are prepared by the authorities in line with the political systems in which the governments are in, and that affect the majority of the society. Public policy analysis, on the other hand, examines the roles of government and non-governmental organizations in the policy process. The process model, on the other hand, is only one of the models that examines policy analysis and consists of the stages of coming to the agenda, shaping the policy, enacting the policy, implementing the policy, and evaluating the policy. In this thesis study, Denizli/ Çal district SYDV policy was analyzed with the process model through Turkey's Social Assistance and Solidarity Policy. In the first part of the thesis, public policy and actors are explained and the process model is examined in detail by specifying various analysis methods. In the second part, social assistance and solidarity institutions in the historical process are explained and also the social assistance system in some countries abroad is examined. In the third part of the thesis, interviews were made with Çal SYDV personnel and in line with the answers, Çal district SYDV policy analysis was done with the process model. The thesis ends with the general evaluation and policy recommendations in the conclusion and recommendations section.

Kamu politikası toplumun büyük bir kısmını ilgilendiren konularda veya fırsatlarda hükümetlerin veya diğer siyasal karar alıcıların aldığı kararlar, eylemler veya eylemsizliklerdir. Kamu politikası çözümlemesi resmi, sivil, uluslararası ve ulus-üstü aktörlerin biçimlendirdiği karmaşık kamu politikası sürecini çözümlemeye çalışır. Kamu politikası çözümleme modellerinden olan süreç modeli (stages heuristics) beş aşamayı esas alarak kamu politikaları analiz etmeye çalışır. Bu aşamalar gündeme gelme, formülasyon, kanunlaştırma, uygulama ve değerlendirme aşamalarıdır. Bu çalışmada Türkiye’nin Sosyal Yardımlaşma ve Dayanışma Vakfı politikası çeşitli kamu politikası çözümleme modellerinden süreç modeliyle çözümlenmiştir. Birinci bölümde, kamu politikası çözümleme terim ve yaklaşımları tanıtılmıştır. Tezin ikinci bölümünde sosyal yardımlaşma ve dayanışma vakıflarının ve diğer sosyal yardım kurumlarının gelişimi detaylı olarak ele alınmıştır. Üçüncü bölüm kamu politikası sürecinin Türkiye’nin sosyal yardımlaşma ve dayanışma vakıfları politikasına ilişkin beş aşamanın analizine odaklanmaktadır. Bu politika çözümlemesinin konusu 3294 sayılı Kanunun 1986- 2017 yılları arasının çözümlenmesidir. TBMM Tutanak Dergisi ve ilgili Bakanlığın raporları bu politika çözümlemesinde temel bilgi kaynaklarıdır. Tez genel değerlendirme, politika temelli pratik ve akademik önerilerle sona erer. Public policy is the decisions, actions and/or inactions of goverments or other political actors on matters or opportunities related to large part of the society. In public policy analysis, it is attempted to analyze the complex policy process, which includes the involvement formal, civil, international, and supranational actors. One of the public policy analysis models is process model (stages heuristics) tries to analyze public process based on five stages. These steps are agenda setting, formulation, legislation, implementation, and evaluation. In this study, Turkey’s social assistance and solidarity foundations policy was analyzed by means of various public policy analysis models and frameworks and especially by the stages model. At the first chapter, public policy analysis terms and approaches are introduced. A detailed analysis of the development of this foundations and other social assistance and solidarity institutions was conducted at the second chapter of the thesis. The third chapter focuses on the analysis of every (five) stages of the public policy process on social assistance and solidarity foundations policy of Turkey. Records of the Turkish Parliament (TBMM Tutanak Dergisi), annual reports of the related General Directorate of the Ministry are the main information sources for this policy analysis. The analysis of this specific public policy topic/substance covers the era of 1986-2017; the year 1986 was the year of main law, 3294, enacted. Thesis ends with general conclusion, comparative evaluations and policy-based, practical and academic recommendations.

Türk kamu yönetiminde eğitim alanında kamu politikaları, etkisi ve kapsamı açısından büyük önem taşımaktadır. Eğitimin, ülkenin bütününü ilgilendiren ve geleceği de içine alan bir niteliği bulunmaktadır. Bu nedenledir ki eğitim, ülkenin geleceğine ilişkin kararlar verecek olan nesillerin yetiştirilmesi bakımından önemlidir. Önemi doğrultusunda da eğitimin kalitesini artırmak amacına yönelik olarak zaman zaman uygulanan politikalar üzerinde köklü değişikliklere gidilmekte ya da mevcut politikalar tümden kaldırılarak yerine yenileri getirilmektedir. Bu yola başvurulmasının nedenleri arasında ise ortaya konulan politikalarla eğitimin niteliği ve kalitesinde arzulanan sonuçlara ulaşılamaması başta gelmektedir. Milli Eğitim Bakanlığında eğitim politikalarının özellikle insan kaynakları boyutunda sıkça değiştiği gözlenmektedir. Bu değişikliklerin ülke çapında geniş boyutlu etkileri bulunduğu, gerek sivil toplum kuruluşları gerekse medya tarafından sık sık gündeme getirilmektedir. Son yıllarda uygulamaya konan bu politikalardan sözleşmeli öğretmenlik uygulaması, ülke gündeminde önemli yer tutan ve çeşitli taraflarca meşruiyeti üzerinde uzun süreli tartışmalara neden olan politikalardan biridir. Bu çalışma ile sözleşmeli öğretmenlik uygulamasının neden-sonuç bağlamında kamu politikası açısından değerlendirilmesi amaçlanmıştır. Çalışmada dolaylı araştırma yöntemi ve içerik analizi tekniğinden yararlanılmıştır. Öncelikle kamu politikası, kamu politikası analizi ve kamu politikası sürecinin kavramsal boyutları açıklanmıştır. Ardından Milli Eğitim Bakanlığında sözleşmeli öğretmenlik uygulanmasına ilişkin süreçler kamu politikası analizi bağlamında ele alınmıştır. Araştırma sonucunda bir kamu politikası olarak sözleşmeli öğretmenlik uygulamasının eğitime olumlu katkılar sağlamayacağına yönelik bulgulara ulaşılmıştır., Public policies in the field of education in Turkish public administration are of great importance in terms of their impact and scope. Education has a quality that concerns the whole of the country and includes the future. For this reason, education is important in terms of raising generations that will make decisions about the future of the country. In line with its importance, in order to increase the quality of education, radical changes are made to the policies applied from time to time or existing policies are removed and replaced with new ones. Among the reasons for resorting to this path is the failure to attain the desired results in the quality and quality of education through the policies put forward. It is observed that education policies in the Ministry of National Education have changed frequently especially in the human resources dimension. These changes have wide-scale effects across the country, both non-governmental organizations and the media are frequently brought to the agenda. The implementation of contractual teaching from these policies implemented in recent years is one of the policies that have an important place in the country's agenda and cause long-term debate on the legitimacy of the various parties. In this study, it is aimed to evaluate the application of contracted teaching in terms of cause and effect in terms of public policy. In this study, indirect research method and content analysis technique were used. First, public policy, public policy analysis and conceptual dimensions of public policy process are explained. Then, the processes related to the implementation of contracted teaching in the Ministry of National Education were discussed in the context of public policy analysis. As a result of the study, it was found that contracted teaching practice as a public policy would not contribute positively to education.

Türkiye’nin 2000’li yıllarının önemli kamu politikalarından birisi, belki de en önemlisi, Kürtlere ve Alevilere yönelik demokratikleşme politikasıdır. 2004’te gündeme gelen bu politika yaklaşık 10 yıl sürecek bir kamusal tartışmayı da beraberinde getirmiştir. Siyasetçiler, sivil toplum kuruluşları ve medyanın dâhil olduğu bu tartışma sonucunda yönetimdeki hükümetlerin aldığı kararlarla birlikte bazı politikalar yürürlüğe konulmuştur. Bu makalede, 2004–2015 yılları arası Kürt ve Alevilere yönelik demokratik açılım politikası bir kamu politikası olarak ele alınarak Ş. Aktürk’ün geliştirmiş olduğu etnisite rejimleri tasnifi ışığında, kurumsal analiz modeli ve süreç analizi (işlevsel analiz) modeli perspektifinden değerlendirilmektedir. Makalenin ulaştığı nihaî sonuç, bu kamu politikalarının Türkiye’yi anti-etnik rejimden çok-etnili rejime geçirecek derecede başarılı olduğu, ancak politikayı başlatan siyasî yönetimin ilk başta amaçladığı düzeyde başarılı olamadığı yönündedir A significant public policy in Turkey throughout 2000s is the democratization policy towards the Kurds and Alevis. Initiated in 2004, this policy triggered a prolonged public debate, at the end of which some policies were put into effect. Taking this democratization effort as a public policy, this article assesses it, in light of the classification of the regimes of ethnicity developed by Ş. Aktürk, by employing institutional analysis and process (functional) analysis models. The finding of this article is that this public policy has become successful to the extent that Turkey has been transformed from anti-ethnic regime into multi-ethnic regime, but not to the extent that the government which started this policy has initially aimed.

Kamu politikası çözümlemesi, hükümetin ne yaptığı, neden yaptığı, ilgili politika sonucunda ne çeşit çıktıların elde edildiğine dair soruların irdelendiği bir süreçtir. Alan yazınında kamu politikası çözümleme modellerine ilişkin çeşitli modeller yer alsa da, süreç modeli akademik çalışmalarda en yaygın kullanılan modellerden birisidir. Resmi, sivil ve uluslararası aktörlerin rol oynadığı ve karmaşık bir yapıya sahip olan kamu politikası süreci, süreç modeli çerçevesinde aşamalara bölünerek çözümlenebilir. Süreç modeline dayalı son dönem çözümlemelerde; gündeme geliş, formüle ediliş, kanunlaştırma, uygulama ve değerlendirme gibi aşamaları içeren bir döngü kullanılmaktadır. 1929 yılında yürürlüğe giren Cumhuriyet tarihinin en köklü kanunlarından biri olan 1416 sayılı “Ecnebi Memleketlere Gönderilecek Talebe Hakkında Kanun” ile binlerce öğrenci yurtdışında burslu öğrenim görmüştür. Öğrenimlerini başarıyla tamamlayan bursiyerler, çeşitli alanlarda ve disiplinlerde Türkiye’nin ilkleri arasında yer almayı başarmıştır. Buna ilaveten, Türkiye’deki üniversitelerin öğretim üyesi ihtiyacının karşılanabilmesi için araştırma görevlileri, 1981’de kanunlaşan 2547 sayılı Yükseköğretim Kanunu çerçevesinde, 1986’da yapılan değişiklikle, lisansüstü öğrenim görmeleri amacıyla yurtdışına gönderilmiştir. 2000’li yıllarla birlikte özellikle uluslararası aktörlerinde etkisiyle başlayan reform süreci Türkiye’nin yükseköğretim eğitim alanında etkisini göstermiştir. Bu bağlamda, onyıllar içersinde etkinliğini ve verimliliğini kaybeden Türkiye’nin yurtdışı lisansüstü burs politikasının yeniden ivme kazanabilmesi için 2006 yılında “5 Yılda 5 Bin Öğrenci Projesi” uygulamaya konulmuş ve yıllar içerisinde işlevsel düzenlemeler hayata geçirilmiştir. Bu çalışmada, Türkiye’nin yurtdışı lisansüstü burs politikası süreç modeli başta olmak üzere çeşitli kamu politikası çözümleme model ve çerçeveleri kullanılarak çözümlenmektedir. Buna ek olarak, “5 Yılda 5 Bin Öğrenci Projesi” kapsamında yurtdışına gönderilen 558 eski ve mevcut bursiyere anket uygulanmıştır. Bu araştırma için oluşturulan hipotezler Bağımsız Örneklemler için t-Test ve Varyans Analizi (ANOVA) ile analiz edilmiştir. Eski ve mevcut bursiyerlerin yurtdışı lisansüstü burs politikası uygulamalarına ilişkin tutumları ölçülmüş ve karşılaştırmalı değerlendirmeler yapılmıştır. Public policy analysis is a process in which questions such as what the government has done, why it has done it, and what kind of outputs have gathered as a result of the relevant policy are scrutinized. Although there are various models in the literature on public policy analysis, the stages (heuristics) model is one of the most commonly used models in academic studies. Public policy process in which official, unofficial and international actors play role and has a complex structure can be analysed by dividing into stages within the framework of stages model. In the analyses conducted based on stages model, a cycle is used which comprises of the stages such as agenda setting, formulation, legitimation, implementation, and evaluation. Thousands of students studied in abroad through government scholarships with the Law No. 1416 referred to as “Students to be Sent to Foreign Countries” enacted in 1929, considered one of the most rooted laws of the history of Republic. The students who successfully completed their education have managed to be pioneers in variety of fields and disciplines in Turkey. In addition to this, research assistants were sent to abroad in order to meet the needs of the teaching staff in Turkish universities within the scope of the Higher Education Law No. 2547 enacted in 1981 re-arranged in 1986 for this specific purpose. The reform process that started especially with the effect of international actors in 2000’s has been influential in the field of Turkish higher education. In this regard, in order to ensure that abroad graduate scholarship policy of Turkey which has lost its efficiency along the decades, gained its former pace once again, “5 Thousand Students in 5 Years” project was introduced in 2006 and functional regulations were put in practice. In this study, abroad graduate scholarship policy of Turkey is analysed by applying public policy analysis models and frameworks and especially by the stages model. Furthermore, a survey study was conducted on totally 558 former and present students sent abroad within the context of “5 Thousand Students in 5 Years” project. The hypotheses generated for this study were analysed by Independent Sample t-Test and Analysis of Variance (ANOVA). Attitudes of former and present scholarship students towards abroad graduate scholarship policy were measured and comparative evaluations were made.
