INCOME inequality , *PUBLIC spending , *SOCIAL services , *SOCIAL problems , *OLD age - Abstract
Income inequality is one of the most important social problems of our time due to the potential problems it poses for social peace and well-being. This study aims to measure the effectiveness of social protection programs in solving the problem of increasing income inequality. In this context, the extent to which social protection expenditures are effective in reducing income inequality at the cumulative and functional level is tried to be determined. The impact of different expenditure components on income inequality was analyzed for European countries between 2005 and 2017. The results show that public expenditures and total social protection expenditures as a whole contribute more to reducing income inequality. Moreover, expenditures on old age, disability, family benefits, unemployment, and housing are effective in reducing income inequality. [ABSTRACT FROM AUTHOR]

SCIENTIFIC literature , *LEGAL evidence , *HUMAN beings , *SOCIAL problems , *OBEDIENCE - Abstract
In this article, the relation of taqlīd with knowledge and belief in the sense of being attached to an opinion or a group without seeking evidence and proof will be discussed. The evaluation of inspiration as the knowledge that the intelligent individual finds ready in his mind without allowing him to think will be examined in terms of Muʿtazilah First, the Muʿtazilites’approaches to imitation and inspiration will be determined, and then both tendencies that contradict the intellectual effort of human beings in the acquisition of knowledge will be analyzed. By presenting the logical justifications for the exclusion of both concepts from the sources of knowledge, an individual and social problem will be pointed out at the same time. The main goal and originality of the article is to approach the issue in the context of criticizing an ongoing problem. After a brief lexical analysis of the concepts that constitute the main theme of the article, the subject of discussion will be evaluated under two headings. For the purposes of this article, imitation and inspiration will not be directly related to faith but will be discussed purely in terms of their epistemic value. Since the research is not a comparative study, the subject will be handled in the center of Muʿtazilites and an effort will be made to describe it within the limits of the thematic context. In addition to the classical sources specific to Muʿtazilite scholars, the works of Zaydī-Muʿtazilite scholars and similar works written today will constitute the scientific literature of the article. As a result, evaluations will be made through the descriptive method since the approach of a sect is at the center. Ultimately, it will be emphasized that unconscious obedience and the search for private knowledge do not have the value of knowledge, that the correct method is reasoning and thinking, and that true obedience should be to knowledge. POLITICAL participation , *POLITICAL science , *OTTOMAN Empire , *SOCIAL problems , *CONTENT analysis , *CITIZENSHIP - Abstract
"Citizenship", an important problem area of Turkish modernization in the socio-political context, and the theoretical and historical debates on whether it still reaches competence in the "structural" context in Turkey, is a problem area of political science in terms of grounding it. The understanding of citizenship, as a political and social model taken from the West, is one of the subjects that reached a certain maturity, even if it does not serve the purposes in the context of the liberation of the country, as a result of the efforts to establish it legally and politically in the Ottoman Empire. It is important to be revealed the "structural" meanings of the concept of citizenship, which was also examined through the "nation-building process" in the new Turkish state established as a republic and which was turned into a project conducted/trying to conduct through the harmony of the boundaries of "political participation" and the idea of "rights and responsibilities". This is the main purpose of the study. When citizenship is evaluated as to the political and social problems experienced in the modern period and today's global scale and affecting our country, it is possible to "base" the way the phenomenon is handled in our country firstly in terms of "legal" and then "nation building process". In context, while the historical handling of the subject in the text is evaluated through the initiatives put forward by the state, the subject is tried to be examined theoretically with the views of the contemporary writers who come to the forefront with their studies on the subject through direct/indirect quotations. In the study, the "content analysis" method was used. By this method, this study is tried to be limited to the social, political, and administrative meanings of citizenship within the framework of the efforts before and after the Republic in the context of Turkish modernization the basics. SECTARIAN conflict , *ASSASSINATION attempts , *HISTORY of Islam , *INSURGENCY , *MARTYRDOM , *SOCIAL problems , *CALIPHATE - Abstract
During the caliphate of Omar; the borders of the state have expanded, the welfare level of the people has increased, and institutionalization activities have been carried out for the functionality of the administration. The period of Osman, who was chosen as the caliph by the Shura committee, which was determined as a result of Omar's serious injury in an assassination attempt, was at the center of the discussions. Especially in the second half of his twelve-year caliphate, he was exposed to criticism with his practices, decisions and appointments. This management approach he applies; Over time, it paved the way for the formation of political, social and economic problems, and caused the tragic events that resulted in his martyrdom as a result of the strife and rebellions. The politics that his relatives carried out on his blood brought along political conflicts and sectarian divisions. [ABSTRACT FROM AUTHOR]

UNEMPLOYMENT , *INCOME distribution , *SOCIAL indicators , *ECONOMIC impact , *GROSS domestic product , *FINANCIAL crises , *SOCIAL problems - Abstract
Economic crisis years are characterized by deteriorating macroeconomic indicators, economic and social problems, financial peril, and social disruption. During this time, governments largely but not always ignored the social problems caused by the economic crisis and instead focused solely on macroeconomic indicators. In times of crisis, however, the most vulnerable members of society bear the heaviest burden. This group faces a deteriorating environment because, throughout the crisis period, they cannot find work, must keep up with inflation, and live in a society where the income distribution worsens. Social expenditures are the financial instrument that governments can use to eliminate all of these deterioration and social negatives. For disadvantaged people who lose their income or become dependent on social assistance to live humanely, it is necessary to make social expenditures. Social expenditures, on the other hand, have an impact on the economy by influencing macroeconomic indicators. Therefore, this study examined the effects of social spending on Gross Domestic Product, inflation, and unemployment during periods of economic crisis. The study applied the "Fractional Frequency Fourier Autoregressive Distributed Lag Cointegration Test" to social expenditure, economic growth, unemployment, and inflation data from 1983 to 2021. According to the study's findings, social expenditures positively impacts economic growth and unemployment during times of crisis while negatively impacting inflation. [ABSTRACT FROM AUTHOR]

SOCIAL problems , *DEVIANT behavior , *SOCIAL change , *SOCIOLOGISTS , *SOCIOLOGY - Abstract
The complexity of social life and the radical social changes experienced have led to the emergence of many social problems. Societies have undergone various changes over time and therefore their structures and functions have changed. Along with these changes, social problems have also changed in terms of type and quality. It can be stated that the only thing that has not changed in this regard is sociology's interest in social problems. One of the important research areas of today's sociologists is social problems. In this study, firstly, it was tried to clarify what the social problem is, and then from the basic concepts of social problems; The concepts of deviant behavior, social disintegration, and institutional crises are mentioned. In order to understand the subject in all its aspects, it has been examined how functionalist, confrontational and interactionist approaches, which are among the basic approaches to social problems, deal with social problems. In addition, this study has been completed by examining the issues that should be considered in the analysis of social problems. [ABSTRACT FROM AUTHOR]

OLDER men , *FAMILY relations , *ELDER care , *PRISON conditions , *OLD age , *SOCIAL problems , *SOCIAL integration - Abstract
The elderly prisoners face many problems in the prison since they find themselves in two different disadvantageous situations at the same time: one being of old age, and the other one being convicted. This study aims to reveal the difficulties experienced by the elderly ex-prisoner men while they were in prison and to examine their experiences and social integration practices after being released. In this context, the qualitative research method and phenomenological design have been used. The data have been collected through in-depth interviews and observations with 50-year-old or older 8 ex-prisoner men, and have been analyzed with the descriptive analysis method. In the research, it has been concluded that elderly prisoners face physical, psychological, social and health problems and the physical conditions of the prison are not suitable for them, and that there are inadequacies in meeting the health needs and medical care of the elderly. In addition, it has been observed that elderly ex-prisoners need an adaptation period of 6 months to 2 years to adapt to their new life after their release, and that when they do not have the chance to get this time of adaptation, their expectations conflict with the ones of their family members and disconnections occur in family relations, and as individuals, they have difficulties in getting involved in the business life. In addition to all these, it has also been determined that they have difficulties in adapting to social, technological and relational changes. As a result, it is thought that it is necessary to gain professional awareness concerning the elderly prisoners, to reorganize the physical conditions of the prison, and to provide social support to elderly ex-prisoners after they get released. DOMESTIC violence , *PUBLIC spending , *SOCIAL problems , *PUBLIC sector , *PUBLIC administration , *TRUST , *SUPINE position , *VIOLENCE in the workplace - Abstract
Domestic violence destroys the basic values on which the family should be built. It has many effects and serious consequences on family members such as death, injury, trauma, suicide, abuse etc. In terms of public management, it can lead to effects such as damage to public trust, inefficiency of workforce, increase in public expenditures and decrease in public revenues etc. In this paper, it will be emphasized whether Supreme Audit Institutions (SAIs) have roles and responsibilities in the management of fighting against domestic violence in public administrations, and if they have, how they carry out these roles and responsibilities based on international practice examples. The purpose of this paper is to raise awareness about the audit practices of supreme audit institutions in public administrations regarding a social problem such as domestic violence and the good management principles they point to. It can be concluded that SAIs, which have a key position in the protection and observance of financial discipline in the public sector, undertake an important function in the effective management of the fight against domestic violence in public administrations through their audit reports, opinions and recommendations. Kokutai is an important concept that ideologically influenced the establishment and development of the Japanese nation-state. Kokutai represents the Japanese state based on the eternal-absolute sovereignty of the sacred Japanese emperors and the Japanese people united under this state. The concept, in this sense, was used for the first time in Aizawa Seishisai (1782-1863)'s Shinron written in 1825. The text became widespread in the country at the time it was written. Seishisai is a scholar who deals with Confucianism under the Mito Han and has p on the political and social problems of the country. Shinron, which he wrote, is a text that reflects Seishisai's views on how the Tokugawa Bakufu should take measures against the threat of foreign ships coming to Japan since the end of the 18th century. Seishishai advocated the slogan Sonnō Joi (respect the emperor and drive out the barbarians) in the text. He drew attention to the unity of the people and the emperor. In this article, the historical process in Japan that led to the emergence of the idea of kokutai is examined. In addition, the concept of kokutai in Shinron was analyzed by content analysis method. FOLK art , *HISTORIOGRAPHY , *GREAT men & women , *TWENTIETH century , *SOCIAL problems , *NARRATION - Abstract
Historians have built their studies of history according to the subjects they have given importance and chosen for centuries. Historiography has been shaped around the activities of "great men" or events that occurred under the influence of great men since Herodotus. However, centuries later, objections to this style of writing based on the narrative have arisen, and studies have emerged that stood in the way of this style. Culture, art and folk histories were written during the Enlightenment, but the history and activities of great men, together with Leopold von Ranke, who started academic historiography, continued to be the main and powerful question of historiography. The Annales School, which emerged at the beginning of the 20th century, has made the economic and social past the problem of historiography by challenging the narrative-based and eventoriented historiography understanding, which generally does not involve deep inquiries. With the Annales, historical subjects were handled with a much intensive analytical approach, while many different sources were used in historiography and cooperation with different disciplines was strengthened. In this study, it is focused on which subjects are left out while choosing the subjects that historians value to tell. Especially, the direction and scope of historiography, which has changed with the Annales School, focuses on a problem-oriented approach, has been tried to be discussed. [ABSTRACT FROM AUTHOR]

ISLAMIC sects , *SOLIDARITY , *SECTARIAN conflict , *SOCIAL problems , *HISTORY of Islam , *NINETEENTH century - Abstract
When the Islamic sects and their social problems are examined, one encoun-ters the process of differentiation and marginalization of religious formations throughout history. This process bro-ught along the efforts of uniting the sects to answer the question, "Why did the Muslims fall behind" in the 19th century. However, developments have shown that this is not a solution for the unity and solidarity of Muslims. In that case, the reality is that Muslims should live together with different vi-ews and characteristics, and they sho-uld adopt sectarian pluralism. In this article, we have written by considering research and publication ethics. We will try to reveal the parameters of the integrative approach and sectarian pluralism against sectarian conflicts by evaluating the issue within the fra-mework of the concept of "Islamic Common Denominator" which the late Hasan Onat brought to the literature and the concepts of "ideal of living to-gether despite our differences" and "supra-sectarian approach." Thus, the supra-sectarian perspective adorned with the consciousness of unity and solidarity will contribute to the deve-lopment of a healthy consciousness among Muslims, along with the idea of meeting on the common ground of Is-lam, and will synthesize the embracing ways of thinking that will give the right to live to all colors of peace. It is hoped that the problems to be discussed here and the solutions for them will prima-rily contribute to the coexistence of our country and those living in other Mus-lim countries. SWARM intelligence , *FORAGING behavior , *BIG data , *MATHEMATICAL optimization , *SOCIAL problems , *HONEYBEES - Abstract
The last decades have witnessed the changes stemming from the existence of a new term called big data. This new concept and its features have modified the descriptions of real world optimization problems and investigating the performances of the previously introduced solving techniques and developing new methods by considering the properties of big data concept have become critical. Artificial Bee Colony (ABC) algorithm inspired by foraging behaviors of the real honey bees is one of the most successful swarm intelligences based techniques. In this study, employed and onlooker bee phases of the ABC algorithm were remodeled for solving a recent big data optimization problem that requires noise minimization on the electroencephalography signals and lattice based ABC (LBABC) was proposed. For analyzing the solving capabilities of the proposed technique, a set of experimentals has been carried out by using different problem instances. The results obtained from the experimental studies were also compared with the results of wellknown techniques. From the comparative studies, it was understood that the newly introduced big data optimization technique by referencing the ABC algorithm is capable of producing better or relatively similar results compared to the other techniques for the vast majority of the problem instances. SOCIOLOGICAL research , *SOCIAL problems , *HISTORICAL films , *FILMMAKING , *POVERTY , *WIT & humor , *BRIBERY - Abstract
Military controls, strikes, and coups have been important issues in Turkish political life and have been frequently discussed and evaluated in films from the early 1960s up to the first decade of 2000. Many directors from this period have made films on these issues and or their accompanying social problems. These films mainly serve to inform about the changes and transformations experienced in Turkey and to touch upon the dimensions of the social issues of the period. Through the many films he directed between 1965-2008, Kartal Tibet depicts the social issues of the period, often addressing them with a humorous language. This study aims to provide information about the political, social, and cultural structure of the period in Kartal Tibet's film Zübük (1980), to analyze the connections between movies and social events, to question the connection between the films and events in the historical process, and to reveal the humorous elements in Zübük (1980). This film reveals a perspective about the political, social, and cultural climate of the period. The study conducts a sociological analysis of Zübük, observing the film to highlight the themes of bureaucratic corruption, incompetence, poverty, class, status, bribery, favoritism, and injustice. The study also evaluates and interprets Zubuk using the method of descriptive analysis. [ABSTRACT FROM AUTHOR]

Social-realistic literature espouses a function on social problems. The subjects like social problems which are observed on the social structure, socio-economic inequalities and poverty are generally analyzed in the kind of social-realistic literature. The important side of this literature consists of the novels which have tendency to social realities. Fahri Erdinç, whose works have come into an agenda at last years, also had brought social problems which he lived in his life as a representative of social-realistic literature. Because he grown up in Aegean geography, he used social phenomena which they realized in Aegean geography as materials. In this respect, the novel of ‘Alinin Biri’ which lived in Aegean region gives social relations which lived in a definite historical period from Ali. In addition, the novel attracted attention to the contradiction between agha and peasant in Daylım Village during the end of Single Party era and during the beginning time of Democrat Party power, and it focuses on the reflection of rural social structure as the result of changing political power. In this study, when the novel of ‘Alinin Biri’ analyzes with the opportunities of the sociology of literature, social issues which are observed social-historical conditions of that era which appeared in rural sociological structure evaluate. FORCED marriage , *SOCIAL problems , *DEVELOPMENTAL psychology , *BRIDES , *SEX discrimination , *DOMESTIC violence - Abstract
Child brides are expressed with the concepts of early marriages and forced marriages. Child bride marriages are marriages formed by girls before they complete their physical and psychological development. The phenomenon of marriage is a conceptualization of adulthood. However, the fact that the adult marriage phenomenon is experienced by children has allowed the definition of child to be considered. In particular, the modernization process has enabled the definition of child to be made more clearly, improving the education conditions of girls, extending the education period and inclusion of girls in economic life. Most importantly, the relationship between mother-child mortality risk and child bride marriages has been clearly demonstrated. The developments have enabled the child bride phenomenon to be defined as a social problem. In this study, it was tried to determine the socio-cultural reasons of the child bride phenomenon. Literature searches were made. Since the study is considered as a special and detailed subject, it was prepared as a qualitative research. In-depth interview technique was used in the study. The sample is limited to 25 people who are child brides in Elazig region. The data were analyzed in the MAXQDA/2020 qualitative research program. The reasons for early marriages were analyzed into categories and subcategories. In the research, it was concluded that many factors such as lack of education, poverty, rural life, domestic violence, abuse events, gender discrimination, belief, destiny, honor, traditional and cultural structure are effective in child bride marriages. With the belief that it will contribute to the literature, the importance of the subject has been emphasized and suggestions have been presented. [ABSTRACT FROM AUTHOR]

RELIGIOUS communities , *SOCIAL problems , *PROPHECY , *PROBLEM solving , *REVELATION - Abstract
Reason and revelation are two important guides for humanity. People can find the right path only thanks to these two guides. Fatānah is the peak of functional intelligence, which is a special attribute given to prophets. At the same time, this attribute is the ability and competence to use reason in the best way. Needless to say, this attribute comes along with great values and privileges. This prophetic attribute not only reflects the human aspect of the prophets but also points to a qualification through which they receive revelation. Through this feature, prophets, on the one hand, try to understand revelation and apply it. On the other hand, they solve the problems in their community by practicing ijtihād in cases where revelation has not come. This creates a great power that makes them superior to others. As it is known, everyone's mental faculties are different. Although people are given intelligence according to their degree, they are not given the attribute of fatānah. At this point, reason means the power of understanding, comprehension, thinking, and reasoning. Fatanāhis a superintelligence through which prophets can see events from multiple perspectives and analyze them in depth. We shall briefly mention the fatanāh of the Prophets Muhammad and Abraham as examples. The Prophet Muhammad fought for taw?īd (God's unity) in his polytheistic society. In order to transform the society in question, he reformed them by acting with reason, logic, and reasoning with the support of revelation. At the end of this struggle, he successfully transformed his community into a religious, theistic, and moral society in 23 years. He was the authority to solve the people's problems in both Mecca and Medina. He successfully found solutions to peoples' problems. His success has been explained by the attribute of fatanāh, along with divine support. When we look at the life of Prophet Abraham, who is considered to be the ancestor of the prophets, the attribute of fatānahis clearly seen in his prophecy. That is to say, in his discussions with his father Āzar, Prophet Abraham wanted him to think that "idols are inanimate objects that do not harm or benefit anyone and have no function in creation." The best example of his superintelligence is that he broke the idols in the idol household with an axe and hung the axe around the neck of the big idol. On this occasion, he made idol-worshippers use their intellect. The subject of this article is to emphasize the importance of this attribute found in the prophets, along with the support of revelation, as an example for people. To better explain the subject, the paper also examines the intellectrevelation relationship and intellect-superintellect relationship. [ABSTRACT FROM AUTHOR]

MASS migrations , *COVID-19 pandemic , *POLITICAL refugees , *SOCIAL problems , *TURKS , *LITERATURE reviews , *CIVIL war - Abstract
The arrival of millions of Syrians to Turkey due to the civil war that started in Syria in 2011, and those who fled from African countries and the Taliban organization and came from Afghanistan have led to the problem of immigrants in Turkey. In addition, the fact that those from the Middle East who want to live in better conditions head directly to Turkey to go to Europe or to stay, has made migration management more important. The economic and social problems created by irregular migration in countries increase even more in extraordinary times such as the global epidemic. To prevent the Covid-19 global epidemic, which emerged in 2019 and spread all over the world and caused many global problems, the measures taken in Turkey and at the international level, its status as well as Turkish citizens; It has greatly affected all foreigners, whether immigrants, foreigners under temporary protection or asylum seekers. In this study, the effects of the Covid-19 global epidemic on migration management in Turkey were examined. In the study, literature review was made and using statistical reports, Turkey's migration management, the level of impact of migration management from the global epidemic and solution proposals were discussed. As the number of immigrants in urban space increases, the problems they experience become visible. Undoubtedly, the most important of these problems is the housing problem. House is both an indispensable requirement for migrant to continue with their daily lives and an important tool for the healthy operation of the orientation period. The Syrian migration that had started in 2011 has turned into an important social problem in our times. A part of this problem is no doubt the housing problem. The aim of this study is to handle the conditions of housing of Syrian migrant living in Turkey, and to examine the housing problem they are experiencing in various aspects. There are severe quality problems in houses that Syrian migrants live in. Depots, warehouses or animal sheds are rented to migrants, and most of the time, more than one families are urged to live in the same house because of increasing rental prices. It is observed that Syrian migrants are concentrated in certain regions and create their own ghettos. Ghettoization interrupts the orientation process, and migrants discriminated regarding living areas are facing the hazard of retiring into their shells. [ABSTRACT FROM AUTHOR]

ECONOMIC development , *SOCIAL processes , *SOCIAL facts , *SOCIAL problems , *GROUP identity - Abstract
Human and social reality comes first among the subjects that literators and sociologists are interested in. Themes such as social problems, social change processes, and economic transformations have an important place in many fields in which literators and sociologists work. Just as the literators benefit from the research data of sociologists, sociologists also make analyzes based on the works of the literators. Therefore, the denominator that intertwines both disciplines is that literators and sociologists produce their works in a common field of study. Among the literators, Amin Maalouf is the one of the leading writers of the 21st century, who made a name for himself with his essays as well as his novels, can be exemplified by his handling of many social problems such as identity, immigration, war, and poverty. In his essays, Maalouf approaches the social phenomena that deeply affect modern societies, from a historical point of view with a literator sensitivity. On the sociologists' side, Zygmunt Bauman, one of the important theorists of the 21st century, who focuses on the topics of modernity, holocaust, totalitarianism, ethics, and globalization, can be mentioned. Bauman, who also made room for the function of literature in understanding social life in his works, made sociological productions that closely related to a large part of the social realities that Maalouf criticized. The problematics of both authors on migration and identity in the context of marginalization and exclusion have a similar philosophical background. While discussing the phenomenon of migration with their assertions about identity, they also create a foresight for the future of humanity in their works, where they discuss its effects on the human family. In this study, while giving place to the thoughts of Maalouf and Bauman, who come from different geographies, on immigration and identity, it is aimed to deal with the rapprochement of a literator and a sociologist without being separated from each other. With this feature, it is thought that the study will contribute to the comparative studies that will be developed on the similarities or differences in the ways of understanding social problems of literators and sociologists. SOCIAL problems , *SOCIOLOGY , *IMPERIALISM , *INTELLECTUALS - Abstract
Sociology, a discipline nearly 200 years old, dates back to 1914. The year that sociology was started to be taught in Dârülfünun is very significant for the institutionalization of sociology. However, sociological thought began penetrating the Ottoman world with the Tanzimat Era. Sociology, which was seen as an important tool in the solution of social problems in the disintegration of the Empire, was quickly adopted; circles of intellectuals that adopted different sociological perspectives emerged. Among these circles, the group formed in Thessaloniki between 1910 and 1912 made important contributions to the emergence of the discipline of sociology in terms of methodical knowledge production about society. Although Thessaloniki was a significant place in the development of Turkish sociological thought, it has not been adequately discussed. In this context, the study first reveals the social, economic, and political features that make Thessaloniki an intellectual center, discusses the intellectual milieu in the city, and then focuses on the sociological interest of The Thessaloniki Circle, and lastly evaluates the sociological thoughts that emerged in this context. FORCED migration , *GENDER role , *SOCIAL problems , *QUALITATIVE research , *COMMUNITIES , *POLITICAL refugees , *SOCIAL cohesion - Abstract
In this study, the experiences, social problems and the effects of these problems on social cohesion of Syrian asylum seeker women living in Turkey with their missing spouses during the forced migration process were analyzed. In the study, in which the qualitative research method was used, it was aimed to reveal their social cohesion experiences by interviewing ten asylum seeker women living in Şanlıurfa, who could not hear from their husbands, with the semi-structured in-depth interview technique. The findings were interpreted with descriptive and content analysis. It has been revealed that women whose spouses are missing are in a state of great uncertainty especially for the future. In addition, gender roles, harassment, language problems and prejudices are becoming evident as important obstacles to social cohesion in the host communities. It is among the results of the study that the rate of encountering various gender-based risks is high among asylum seeker women during the migration process. Limitation of women's freedom in social life, discrimination, marginalization and exclusion are among these risks. [ABSTRACT FROM AUTHOR]
