The acceleration of neoliberal policies in the mid-1980s led to a rise in social inequality and unemployment during the 2000s in Turkey. Students, influenced by both state repression and the aggravation of economic conditions, became major actors in social movements. The Confederation of Progressive Trade Unions, Devrimci İşçi Sendikaları Konfederasyonu (DİSK), which had been in a period of reconstruction since its reestablishment in 1991, had triggered the foundation of a student union. In 2007, Öğrenci Gençlik Sendikası (Genç-Sen), the first students’ union, in Turkey, was founded. This article, based on observations and interviews conducted in February and March 2011, examines the emergence and the structure of Genç-Sen and the evolution of its discourse and mobilization strategies. I argue that the organization was strongly affected by the legacy of 1960s and 1970s and by the tradition of labour unionism.

Trade unions are the organizations which make important contribution to improve the standards of working life. However, trade unions have not been aroused in many sectors no matter how much contribution they make. The aim of this study is to evaluate existing situation of trade unionism in Turkish tourism industry. Accordingly, the terms as trade union and trade unionism have been defined briefly in this study. In addition, historical improvement of trade unionism both in the world and Turkey basis has been explained in general and the present situation of trade unionism has been evaluated with giving information on existing unions in tourism sector in Turkey. As a conceptual study, researchers have tried to make suggestions with evaluating information sourced by secondary data. Taking the literature into consideration, it has been observed that few researches were performed on trade unions in tourism sector. Since there were not many researches in this field, there has been much information waiting to be unveiled. 9. Linking Theories of Framing and Collective Identity Formation: Women’s Organizations’ Involvement with the Supramed Strike

Framing, in social movement studies, has been conceptualized as a strategic attempt of movement actors to make claims that resonate within the existing context. This led to criticisms of the framing approach for having a descriptive bias and static tendencies, as well as for lacking systematic empirical studies. Linking framing theories with the diffusion and identity formation processes, this paper develops a theoretical understanding of the framing approach with more space for contingency and relationality. Relying on a case study on the Supramed strike in a free trade zone context in Antalya, Turkey, where all but two workers were women, I analyze the frame extension of the strike from a classical unionist narrative towards a women’s liberation one. The main purpose of the paper is to understand how the collective identity of “working women” was constructed through the diffusion process and feminist activists’ involvement with the strike. I argue that the frame extension to a women’s liberation perspective took place as a result of mutual and dynamic interaction between women workers and feminist organizations, which was contingent upon various factors, such as the women’s journal of the union organized in the factory; the March 8 International Women’s Day celebrations, which provided the initial contact between the workers and feminists; and the formation of the Women’s Solidarity Platform.

Having emerged upon the industrial revolution, the trade unions have soon assumed key roles in sociological and political arenas, let alone their basic economical considerations. Unlike the developments specific to Western countries, the state has been one of the basic determinants in the political and social life in due course and therefore, it has been driving force in the progress of the trade unionism in Turkey. The state's determinant role in the trade union movement has been attributable to its leading role in economic life, let alone its prime role in political and social life. The right for the trade unions to conduct collecting bargaining and similar benefits had been acquired upon consent of the state as a grant, rather than the outcomes of their political and social struggles. Lack of trade unions in Turkey to undergone the process of trade unionist struggle as in the case in Western countries was the main obstacle for occurrence of a sense of solidarity based on the organization formed by participation of rank and file. This was the basic motive in Turkish trade union movement vulnerable to the international and political influences, which can be classified as the manipulations. The trade unionism in Turkey can be analyzed on the basis of two distinct features, namely, pre-republican and post republican eras. Post-republican trade unionism can, however, be classified as being corresponding to the periods between 1923-1947, 1947-1963, 1963-1980 and post 1980. [ABSTRACT FROM AUTHOR]

Bu tez çalışmasının konusu “Türkiye?de Kamu Görevlileri Sendikalarının Önündeki Engeller: Toplu Sözleşme Süreci” olarak belirlenmiştir. Günümüzde, temel bir insan hakkı olan sendika hakkı pek çok ülkenin iç hukuk mevzuatında düzenlenmiştir. Sendika hakkı, ayrıca demokratikleşmenin vazgeçilmez bir unsuru olarak uluslararası sözleşmeler ile güvence altına alınmıştır. Türkiye Cumhuriyeti?nde çalışanların sendikal hakları, işçiler için 6356 sayılı Sendika ve Toplu İş Sözleşmesi Kanununda ve memurlar için 4688 sayılı Kamu Görevlileri Sendikaları ve Toplu Sözleşme Kanunu?nda düzenlenmiştir. İşçi ve memur ayrımının bir sonucu olarak, memurların sendikal deneyimleri ve karşılaştıkları sorunlar da farklı özellikler gösterir. Çalışmanın amacı, tarihsel süreçte kamu görevlilerinin sendikal deneyimlerini incelemek ve kamu görevlileri sendikalarının toplu pazarlık sürecinde karşılaştığı sorunları tespit edip, çözüm önerileri sunmaktır. Bu amaca ulaşmaya çalışırken, sendikaların tanımı ve unsurları, kamu görevlisi kavramı, imzalanan uluslararası belgelerde kamu görevlilerinin sendikal hakları ve Türkiye?de kamu görevlilerinin sendikal hareketlerine ilişkin tarihsel gelişimi de incelenmiştir. The subject of this thesis is determined as "The Barriers to the Public Servants Trade Unions in Turkey: The Collective Contract Process". Today, the trade union rights, as a fundamental human right, regulated in the domestic legislation of many countries. The right to trade union is also guaranteed by international conventions as an indispensable element of democratization. In the Republic of Turkey, trade union rights of the employees are regulated for workers by the Law of Syndicates and Collective Bargaining (No. 6356); and for the public officers by the Law of Public Servants Syndicates and Collective Bargaining (No. 4688). As a result of the distinction between workers and civil servants, the trade union experiences of civil servants and the problems they face also have different characteristics. The aim of the present work is to examine the trade union experiences of public officials in the historical process, identify the problems faced by the public officials in the collective bargaining processes and to propose solutions. While trying to reach this goal, the definition and elements of the trade unions, the concept of public officials, trade union rights of public officials in international documents and historical development concerning the syndical movements of public officials in Turkey were also examined.

Sendikaların birer baskı grubu olmaları ve işçi sınıfının tüm ekonomik ve sosyal çıkarlarının siyasetten bağımsız düşünülememesi sendika-siyaset ilişkisini kaçınılmaz ve zorunlu kılmıştır. Bu ilişkiden dolayı sendikalar ve siyasi partiler sürekli iletişim ve etkileşim içinde olmuşlar ve birbirleriyle mücadele etmişlerdir. Sendikaların hükümetlere, siyasi partilere ve devlete karşı tutumlarında ideolojileri belirleyici olmuş, bu bağlamda sendikalar ideolojileri doğrultusunda farklı mücadele alanları ve yöntemleri geliştirmişlerdir. Sendikal hareketin doğuşu ve gelişimi süreci ele alındığında sendikalar birçok ülkede siyasette belirleyici roller üstlenmiş ve kapitalist sistemi tehdit eder hale gelmişleridir.Türkiye'de sendikal hareketin gelişim sürecine bakıldığında, toplu sözleşme ile sınırlı sendikacılığa karşı ``sınıf'' ve ``kitle'' sendikacılığını ve siyasal mücadeleyi ön plana çıkaran sendikacılık anlayışıyla DİSK, işçi sınıfı mücadelesine önemli katkılarda bulunmuştur.Bu çalışmada DİSK'in hem Türkiye sendikal hareketine hem de işçi sınıfının siyasallaşmasına ve sınıf bilincinin oluşmasına sağladığı katkılar ideolojik ve pratik boyutlarıyla incelenmiştir. Çalışmada, kuruluşundan 1980 Askeri Müdahalesine kadar, Türkiye'de siyasete ve sendikal harekete damgasını vuran DİSK'in, siyasetle ve siyasi partilerle olan bağı ayrıntılı bir biçimde incelenmiş, ayrıca 1980 sonrası yaşadığı değişim ve güç kaybının nedenleri ortaya konulmaya çalışılmıştır.
