Мета. Метою даної статті є дослідження умов досягнення високого результату оперативних дій підрозділів гірничорятувальної служби та якісне управління ними, що дозволить вчасно і правильно вибрати методи, сили і засоби ліквідації пожеж у вугільних шахтах і здійснити оперативний маневр у залежності від виду пожежі (екзогенна, ендогенна), місць виникнення осередків горіння, її масштабів, газорясності шахти і дільниці, кількості захоплених аварією людей і місць їхнього перебування тощо. Методологія. Під час проведення досліджень, для розв’язання поставлених задач, в комплексі застосовувалися загальнонаукові та спеціальні методи, зокрема: методи індукції (на етапі збору, систематизації і обробки інформації для проведення досліджень) та дедукції (у процесі теоретичного осмислення проблеми), системно–аналітичний, порівняльний аналізи, метод аналізу визначень; економічний аналіз, можливості економічної кібернетики і теорії оптимального управління при розробці тактики ведення гірничорятувальних робіт тощо. Висновки. Економіко–математична модель раціонального ведення гірничорятувальних робіт при ліквідації пожеж відрізняється тим, що вперше керівництво ними розглядається як економічна категорія, а процес ліквідації НС та їх наслідків представлений як екстремальна (оптимізаційна) задача, яка вирішується з використанням обчислювальних експериментів і інженерно–логічного аналізу. Розроблено алгоритм вирішення екстремальної задачі щодо оптимізації сил і засобів гірничорятувальних підрозділів, основою якого є те, що аргументи інтегральних цільових функцій не є параметри управління, а пов’язані з останніми детермінованою математичною моделлю. Методики розрахунків в гірничорятувальній справі, включаючи і використовувані для забезпечення оптимальної організації гірничорятувальних робіт, потребують вдосконалення в напрямі підвищення точності і спрощення їх алгоpитмізаціі з метою зниження частки ручних розрахунків в математичних моделях. Оригінальність. Вперше, на базі загально методичних положень теорії оптимального управління розроблені інтегральні критерії якості і на їх основі економіко–математична модель раціонального ведення гірничорятувальних робіт з ліквідації складних підземних пожеж. Практичні наслідки. Економіко–математична модель раціонального ведення гірничорятувальних робіт дозволить вчасно і правильно вибрати методи, сили і засоби ліквідації пожеж у вугільних шахтах, мінімізувати економічні збитки підприємств, підвищити ефективність і безпеку ліквідації надзвичайних ситуацій. Purpose. The purpose of this article is to study the conditions for achieving high results of operational actions of rescue services and quality management, which will allow timely and correct choice of methods, forces and means of firefighting in coal mines and carry out operational maneuvers depending on the type of fire (exogenous, endogenous). places of origin of combustion centers, its scale, gas situation, number of people captured by the accident and their places of residence, etc. Methodology. During the research, to solve the tasks, the complex used general and special methods, in particular: methods of induction (at the stage of collecting, systematizing and processing information for research) and deduction (in the process of theoretical understanding of the problem), system-analytical , comparative analysis, method of analysis of definitions; economic analysis, possibilities of economic cybernetics and the theory of optimal management in the development of tactics for mining operations, etc. Findings. Economic and mathematical model of rational rescue operations in firefighting differs in that for the first time their management is considered as an economic category, and the process of emergency response and their consequences is presented as an extreme (optimization) problem, which is solved using computational experiments and engineering analysis. An algorithm for solving the extreme problem of optimizing the forces and means of rescue units, based on the fact that the arguments of integral objective functions are not control parameters, but related to the latter determined mathematical model. Methods of calculations in mining, including those used to ensure optimal organization of rescue operations, need to be improved to improve accuracy and simplify their algorithmization in order to reduce the share of manual calculations in mathematical models. Originality. For the first time, on the basis of general methodical provisions of the theory of optimal management integrated quality criteria and on their basis economic and mathematical model of rational conducting of rescue works on liquidation of difficult underground fires are developed. Practical implications. Economic and mathematical model of rational rescue operations will allow timely and correct selection of methods, forces and means of fire fighting in coal mines, minimize economic losses, increase the efficiency and safety of emergency response.

Modern analysis of archival documents and literary sources, summarizing data on coal discovery reveals that the following:- Most likely, the population of Eastern Ukraine-Rus (later - land Zaporizhian Sich) opened the Donbas coal availability empirically - through practical collisions to the XVIII century.- At the beginning of the XVIII century. search for coal in the Donbas intensified due to the salt pans - evaporation of salt water and Tor and Bahmutskiy lakes and wells for brine sampling. In 1721, Nikita Vepreyskyy - Managing Bahmutskiy salt mines, landrat, nobleman and Simon Chirkov - Bahmutskiy fortress commandant took samples of coal in two places - in the tract Skelevate and on the White river. Coal samples were sent to St. Petersburg in the Mining College (received 20 January 1722). Their tests showed high quality coal. The first coal trade was organized in 1723 by the same M. Vepreyskyy and S.Chirkov. In the coal mining and fishing during August - September 1723 were about 200 people unemployed. Coal is found using both the salt and in the forge - it was the first mine and the first industrial use of coal Donbass. Priority official opening of coal Vepreyskyy and Chirkov official confirmed reports of special expedition leader G. Nixon to the Mining Board (from May 25, 1725).- Ore maker G.
