Türkiye’nin en kalabalık büyükkenti olan İstanbul’daki kişi başına düşen yeşil alan miktarı dünya standartlarının oldukça altındadır. Artan nüfusun yeşil alan ihtiyacını karşılamaya dönük çalışmalar kapsamında farklı yeşil alan oluşturma ve bitkilendirme çalışmaları yapılmaktadır. Bunlardan biri olan yeşil duvarlar, bazı otoyol ve üstgeçitlerin kenarlarında oluşturulan, daha çok görselliğe dayanan yeşil altyapı uygulamalarındandır. Bu çalışma; sözü edilen yeşil duvar sistemlerinin kent ekosistemine katkılarını, yeşil alan/yeşil altyapı planlaması bağlamında irdelemek ve bu kapsamda öneriler sunmak amacıyla yapılmıştır. Yapılan değerlendirmeler ve tartışmalar sonucunda; İstanbul’daki yeşil duvarların mevcut haliyle ekosisteme katkısının çok düşük hatta çok önemsiz düzeyde olduğu, yeşil altyapının gerektirdiği kamusal planlama anlayışına uygun olmadığı ve hem ekonomik hem de ekolojik maliyetlerinin çok yüksek olduğu anlaşılmıştır. Otoban kenarlarında yeşil duvarlar oluşturma uygulamaları yerine, kent ekosistemine katkısı çok daha yüksek ve maliyeti çok daha düşük olan alan kullanımları ve bitkilendirme çalışmalarının hayata geçirilmesi hem ekolojik hem de toplumsal açıdan daha yararlı olacaktır.

Ülke kalkınması hem kentin, hem de kırsalın kalkınmasına bağlıdır. Bu nedenle, hem kalkınmayı, hem de ormancılığı, kırsal ve kentsel yerleşimler ile buralarda yaşanan değişimleri birlikte değerlendirerek planlamak ve yönetmek bir zorunluluk olarak karşımıza çıkmaktadır. 2012 yılında Büyükşehir Yasası’ndaki değişikliğin yürürlüğe girmesiyle birlikte “orman mahallesi” kavramı ortaya çıkmıştır. Bu çalışma; orman köyleriyle orman mahalleleri arasındaki sosyo ekonomik farklılaşmanın yarattığı fırsatları araştırmak ve orman mahalleleri için yeni bir kırsal kalkınma modeli önermek amacıyla yapılmıştır.Orman köylerinde uygulamak için geç kalınmış olsa da, orman mahallerinde uygulamaya konulacak bir köykent projesi için henüz geç kalınmamıştır. Büyükşehir Yasası’yla birlikte kırsal alanlar kentsel arsalara dönüştüğü için olası imar düzenlemeleri ile arazi yapısı bozulma tehlikesi altında kalan kırsal alanlarda oluşturulacak “köy-mahalle kent” modeliyle, hem üretim ve tüketim ilişkileri desteklenecek, hem de kırsal yapının bozulma riski azaltılmış olacaktır. Büyükşehirlerde kırsal alanda tarım, ormancılık, kırsal sanayi ve hizmet sektörünün bir arada uygulamaya konulacağı böyle bir modelde en büyük sorumluluk merkezi hükümet olduğu kadar yerel yönetimlere, yani büyükşehir ve ilçe belediyelerine düşmektedir.

Since the services that protected areas offer become more understandable, the importance of these areas is increasing day by day throughout the world. Therefore, efforts to increase both the quality and the quantity of these areas have accelerated. On the other hand, economic gains desired from existing or potential protected areas can disrupt the protection of these resources. This study was carried out to investigate the protected area status of nature parks, which are managed for utilization rather than protection, in the regime of protected areas. Accordingly, nine nature parks in three provinces in the Western Black Sea Region were examined, current master plans were evaluated in terms of nature protection and surveys were conducted with users in the three nature parks that are open to use. According to the findings of the study these areas are mostly used for picnics. The fact that the nature parks are established in the forest is the most attractive side for the users. However, the majority of interviewed nature park users do not even know that the place they come is a protected area and thinks that the promotions of these parks are insufficient. Users do not even know which organization manages the nature parks. It is clearly seen that nature parks play an important role in the protection of nature in areas where absolute nature protection is not possible due to human-nature interaction. However, instantaneous political decisions regarding nature parks, regardless of knowledge, legislation and participation, cause the protection-use balance to shift towards the use in nature parks, and cause the right place of nature parks in the protected area regime to change negatively. In order to prevent this change, it is necessary for the nature parks to regain a management approach in which nature protection gains importance., Sunduğu hizmetlerin daha anlaşılır olmaya başlamasından dolayı korunan alanların önemi dünya genelinde her geçen gün daha da artmaktadır. Bundan dolayı bu alanların hem sayısını hem de niteliğini yükseltmeye yönelik çalışmalar hız kazanmıştır. Fakat diğer taraftan mevcut veya potansiyel korunan alanlardan elde edilmek istenen ekonomik kazanımlar, bu kaynakların korunmasını sekteye uğratabilmektedir. Bu çalışma; günümüzde korumadan çok kullanıma dönük olarak yönetilen tabiat parklarının korunan alan statülerinin korunan alanlar sistematiğindeki yerinin sorgulanması amacıyla yapılmıştır. Bu doğrultuda Batı Karadeniz Bölgesi’ndeki üç ilde bulunan 9 tabiat parkı incelenmiş, mevcut gelişme planları doğa koruma bakımından değerlendirilmiş ve kullanıma açık olan üç tabiat parkındaki kullanıcılarla anketler yapılmıştır. Çalışma bulgularına göre bu alanlar büyük bir oranda piknik yapmak için kullanılmaktadır. Tabiat parklarının orman içinde tesis edilmiş olması kullanıcılar için en çekici yandır. Ancak görüşülen tabiat parkı kullanıcılarının çoğunluğu geldikleri yerin bir korunan alan olduğunu dahi bilmemekte ve bu parklara ait tanıtımların yetersiz olduğunu düşünmektedir. Kullanıcılar tabiat parklarının hangi kuruluş tarafından yönetildiğini de bilmemektedir. Tabiat parklarının insan-doğa etkileşiminden dolayı mutlak doğa korumanın mümkün olmadığı alanlarda doğanın korunmasında önemli rol üstlendiği açıkça görülmektedir. Ancak bilgi birikimi, mevzuat ve katılım gözetilmeden, tabiat parklarıyla ilgili alınan anlık politik kararlar, tabiat parklarında koruma-kullanma dengesinin kullanmaya doğru kaymasına ve tabiat parklarının korunan alan sistematiğindeki doğru yerinin olumsuz yönde değişmesine neden olmaktadır. Bu değişimi önlemek için; tabiat parklarının doğa korumanın ağırlık kazandığı bir yönetim anlayışına yeniden kavuşturulması gerekmektedir.

Ormanların iklim değişikliğindeki rolünün toplum tarafından daha iyi anlaşılmasını sağlayacak çalışmalara ihtiyaç vardır. Bunun için medya önemli bir araçtır. Bu çalışma; iklim değişikliğiyle ormanlar ve ormansızlaşma arasındaki ilişkiyi medya aracılığıyla ortaya koymak ve bu haberlerin yeterliliğini sorgulamak amacıyla yapılmıştır. Bu amaç doğrultusunda; Türkiye’de seçilen altı gazetenin internet sitelerinde yer alan küresel iklim değişikliği ile ilgili haberlerin, Ocak 2009-Aralık 2018 tarihleri arasındaki 10 yıllık süreçte yıllar içindeki dağılımı ve bu haberlerdeki ormansızlaşmayla iklim değişikliği arasında kurulan ilişkiler incelenmiştir. Bulgulara göre; iklim değişikliği haberlerinin son yıllarda artış eğilimi içerisinde olduğu, fakat bu haberler içinde; “Orman, ağaç, bitki, biyolojik çeşitlilik, ormansızlaşma, yeşil alan vb.” haberlerin oranının sadece %12,4 oranında yer aldığı ortaya çıkmıştır. Ormanları veya ormansızlaşmayı ilişkilendiren haberlerin medyada yeterince yer bulmadığı, bundan öte sadece medyanın değil, dernek, vakıf ve platformlar ile uzman ve akademisyenlerin de ormanlarla iklim değişimi ilişkisini yeterince kuramadığı veya medya ve kamuoyuyla pek paylaşmadığı düşüncesine varılmıştır.

The paper assesses the extent of the forest area change in Turkey between 2005 and 2015 across 81 provinces and seven geographical regions. The results show that the situation varies at provincial and regional levels, but overall Turkey's forest area increased. An increase in forest areas in 60 out of 81 provinces was recorded, while there was a decrease in 19, and no change in the remaining two. There was a significant negative correlation between forest area and human population size. However, the change in forest area was found to have a significant positive relationship with the change in forest growing stock and current annual increment. Decrease in forest area was mainly seen in the provinces where there has been an intensive population increase, mainly through the impact of rapid urbanisation and industrialisation. In addition, it was observed that forest areas in these provinces became more fragmented due to allocations based on new legal regulations. A further finding was that the increase in total forest area was not the result of afforestation efforts by Turkey's forestry organisation but resulted from changes in the socioeconomic structure of the population, and related processes such as rural to urban migration.

With the advent of effects of the Covid-19 pandemic spreading far and wide throughout many countries in the world, both similar and differing measures are being taken in an effort to manage and curtail them. In addition to weekend lockdowns and closures of cafe’s and public meeting places throughout Turkey in the early stages of the pandemic, public coasts and urban green spaces (UGS’s) were also closed in order to maintain social distancing. The aim of the current study is to reveal the opinions of UGS users regarding the measures taken in general against the pandemic, and the measure of closing the coasts and UGS’s for use. For this purpose, the distribution of a questionnaire to 239 UGS users was coordinated. The results indicate that people do not support both pandemic measures in general, and the measure of closing the coasts and UGS’s for use. According to the findings based on the opinions of the survey participants, the Covid-19 pandemic has caused more psychological problems than physical problems. UGS’s are very important in aiding the elimination of some of the negative effects the pandemic has helped create, as well as the effects of the measures taken in general against it. Covid-19 restrictions have given rise to the need to redesign UGS’s, and the lessons learned from the pandemic and usage habits must be taken into account in new designs.

Together with a better appreciation for the importance of protected areas, efforts for environmental protection have been increasing both at international and national level. However, when changes in policies related to protected areas are evaluated it is observed that in some countries protected areas administrations highlight utilisation rather than conservation. Turkey is also one of those countries which undergo such discussions. Although there has been no significant increase in the number of protected areas whose protection characteristics are highlighted, there has been an extreme increase in the number of recreation areas and newly established nature parks. In addition, it was found out that significant changes have been made with regards to regulations, administrative approaches, and implementation practices to enable opening of protected areas to non-forestry uses. Moreover, regulations such as the “Resolution for Nature and Biodiversity Conservation Law” are brought forward in this period, which will increase the utilisation of protected areas. Current nature protection policies and administrative approaches that highlight utilisation should be radically changed.

Aim of study: The data on to what extend the urban forests, whose numbers have currently reached 133, meet the expectations of the society is insufficient. Whereas, the views of the urban forest users and the remaining non-user public are very important in governing of urban forests. The aim of this study is to determine the user characteristics and usage patterns of three urban forests in the Western Black Sea Region, and to find out about the expectations of the users from the urban forests.Area of study: This study was conducted at the Bartın, Karabük, and Safranbolu urban forests in Western Black Sea Region of Turkey. Material and Methods: Within the scope of the study, field visits to Bartın, Karabük and Safranbolu urban forests were carried out, during which the concerned parties were interview and notes were taken; and, to help determine the characteristics of the urban forest users, a survey consisting of 29 questions -including one open-ended question- was carried out face-to-face in each urban forest with a total 180 individuals, 60 of which were users. Data acquired have been evaluated by means of frequency and percentage analysis.Main results: In the study, it was revealed that the users generally perceive the urban forests as areas for picnicking or as areas that provide clean air. A significant part of the users consider that the selection of the locations for the urban forest were carried out correctly. Almost half of the users surveyed state that they were not happy with how the urban forests are managed.Research highlights: The perceptions and thoughts of the urban forest users regarding the resource they are utilizing shape their demands from these areas. Identification of the expectations of the users and satisfaction of those expectations will both increase the quality of services provided in urban forests and the level of success in the governance of urban forests., ÖzetÇalışmanınamacı: Günümüzde sayısı 133’e ulaşan kent ormanlarının;halkın beklentilerini hangi ölçüde karşıladığına ilişkin veriler yetersizdir.Oysa kent ormanlarının yönetiminde kent ormanı kullanıcılarının ve kullanıcılardışında kalan halkın düşünceleri çok önemlidir. Kullanıcıların beklentilerinin tespiti ve bu beklentilerintatmini, hem kent ormanlarında verilen hizmetin kalitesini, hem de kentormanlarının yönetimindeki başarıyı artıracaktır.

Green Infrastructure within urban areas has become increasingly important in recent years. There has been the development of a European Commission green infrastructure strategy and a range of initiatives identifying the importance of green infrastructure. This paper explicitly identifies the cultural ecosystem benefits gained from urban and peri-urban green infrastructure drawing on studies undertaken in different European countries. The paper utilises the cultural ecosystem services framework developed in a United Kingdom National Ecosystem Assessment project. A review of literature identified studies from fifteen different countries and explores linkages between the types of green infrastructure, the practices undertaken in these spaces and the cultural ecosystem benefits gained. The results show that there are few detailed linkages made between the types of green infrastructure and the practices and benefits associated with these. The cultural ecosystem framework provides an important conceptual approach and this paper is one of the first to populate the framework in greater detail. Further research is needed to assess the differences in benefits and practices associated with different types of green infrastructure. A key message is that the cultural ecosystem benefits identified are wide ranging, diverse and multiple. The typologies and conceptual matrix developed in this paper could be utilised by green infrastructure practitioners to assist them in taking account of cultural ecosystem benefits in their management decision making processes.

Urban forests are considered an important resource for introducing forests and forestry to urban society in Turkey, with the number having risen rapidly to 133 since their introduction in 2003. Unfortunately, following initial decisive and determined actions to establish urban forests by the General Directorate of Forestry, the momentum has now been somewhat lost with the consequence that many urban forests are now falling into in a state of neglect. This study aims to determine what needs to be done in terms of the regulation, planning and management of urban forests in order to help society to make better use of the resources and services that these areas can provide. The study will also develop recommendations which aim to improve the standards of urban forest governance. Assessment results indicate that, in order to improve the management of urban forests, the legal framework needs to be structured in such a way that highlights the characteristic features of urban forestry whilst also ensuring increased levels of public participation. In addition, it is essential that a diverse range of public bodies, citizens’ groups, NGOs and experts from different professional backgrounds are involved in the selection, planning and management of urban forests from inception through to delivery and throughout ongoing day to day management procedures. Participation should also include experts and organisations from outside the forestry sector.

The aim of this paper is to find drivers behind visitor’s participationin the use of urban forests and to explain the differences in co-operation inurban forest management with the help of game theoretic modeling. For thispurpose, data regarding public urban forests of Turkey were collected andanalyzed by various statistical methods. According to the principal componentanalysis, leading factors affecting the use of urban forest were, ordered fromthe most important to the least important: (1) forest versatility, (2)management intensity, (3) visitor services, (4) forest tranquility, and (5)forest activities. These five factors accounted for 71% of the total varianceamong the variables. Furthermore, multiple regression analyses showed that,especially in cities with an abundance of forests, the use of urban forests wasnot widespread, whereas urban forests were visited more in the settlementshaving a high number of young population and a large family size. The estimatedgame theoretic model on participation indicated that the availability of forestservices among visitors was generallyharmonious. It could be concluded that urban forestry has to focus, not only onincreasing the number and size of urban forests, but also on educating allrelevant social groups in society on how to use urban forests in asustainable and responsible manner., Bu makalenin amacı, kent ormanlarınınkullanımında ziyaretçilerin katılımını etkileyen faktörleri ortaya koymak vekent ormanı yönetimindeki farklılıkları oyun teorisi modellemesi yardımıylaaçıklamaktır. Bu amaçla, Türkiye’deki kent ormanları ile ilgili verilertoplanmış ve bu veriler farklı istatistik yöntemlerle analiz edilmiştir. TemelBileşenler Analizi’ne göre, kent ormanlarının kullanımını etkileyen başlıcafaktörler en önemliden en aza doğru (1) orman çok yönlülüğü, (2) yönetim gücü,(3) ziyaretçi hizmetleri, (4) orman rekreasyonu ve (5) orman aktiviteleriolarak sıralanmıştır. Bu beş faktör değişkenler arasındaki toplam varyansın%71’ini açıklamaktadır. Bundan başka, çoklu regresyon analizi özellikleormanların çok olduğu şehirlerde kent ormanlarının çok kullanılmadığını bunakarşılık genç nüfus ve aile birey sayısının fazla olduğu yerleşim yerlerindekent ormanlarının daha çok ziyaret edildiğini göstermiştir. Katılımcı üzerineyürütülen tahmini oyun teorisi modeli ise ziyaretçiler arasındaki orman hizmetlerindenyararlanmanın genellikle uyumlu olduğunu göstermiştir. Bu çalışmayla, kentormancılığının sadece kent ormanlarının sayısını ve büyüklüğünü artırmayadeğil, aynı zamanda kent ormanlarının sürdürülebilir ve sorumlu bir şekildenasıl kullanılacağı konusunda bütün ilgi gruplarını eğitmeye odaklanmasıgerektiği sonucuna ulaşılmıştır.

Background and purpose: From the 1950s onwards the urban population in Turkey has been increasing. Today, 77% of the population is living in cities and urban conglomerates. Public expectations from forest resources have changed, together with the migration of people from rural to urban centers. Due to rapid urbanization, the expectations from green areas and forests in and near cities have increased and changed for people living in the vicinity of cities. Following the world-wide trend in providing special attention to urban forests and to meet the demand and expectations from urban forests, the General Directorate of Forestry (OGM) has begun to deal with urban forestry from 2003 onwards. There are 112 urban forests in Turkey as of 2012. Out of these 72 are in provinces and the other 40 are in counties. The aim of the study is to determine general characteristics of urban forests in Turkey, to identify similarities and differences among the urban forests and to evaluate their appropriateness for the discipline of urban forestry. Materials and methods: Studies were conducted from the beginning of May until the end of October 2010. This study was able to collect a sufficient amount of information for only 52 of the active urban forests. In total, 35 variables were derived by a literature study and interviews. Data was assembled from the Forest Regional Directorates through OGM. Frequency, minimum, maximum and mean values of the collected variables were calculated. Results and conclusions: In conclusion, the analyses have focused on the general characteristics and accessibility of urban forests, urban forest infrastructure, urban forest management and urban forest services. Consequently, it was found that a standard was not reached for establishing urban forests in Turkey. Urban forests showed significant differences from each other in terms of various characteristics such as distance, accessibility, plant and animal diversity, water surfaces, facilities and infrastructure circumstances. Population and urbanization ratio were not considered in establishing and planning the related urban forests. Urban forests were mostly used for picnic and entertainment. Urban forests were not managed based on scientific and technical principles. Finally, some recommendations were presented to create a management infrastructure for urban forests in Turkey.

This study analyses forest cooperative's participation in forestry in Turkey. The study was carried out with 71 forest cooperatives in the Kastamonu province, located in the Western Black Sea Region. By using a principal component analysis it was found that the most important factors affecting forest cooperative's participation in forestry are: (1) member involvement, (2) forest ownership and administration, and (3) harmony within cooperatives and between cooperatives and the state. These three factors explained 59% of participation within a cooperative. Regression analyses indicate that active members, sufficiency of work, use of published material, and the availability of capital and credit are important variables to explain variations in participation. A game theoretic model indicates a positive link between a cooperative's wood production (payoff) and levels of participation as derived from the principal component analysis, indicating that a productive forest goes hand in hand with high levels of forest cooperative's participation in forestry.

Forests used to be the main field of interest for rural communities, but now they attract the attention of urbanites too. The forest–public relationship is important as forests protect water resources, preserve the soil and increase its productivity, provide positive effects on climate and health in general, and can be used for recreation and tourist purposes. This study aims at assessing how the current rapid urbanization process in Turkey affects forests. Urban requirements such as biomass for heating, education facilities, settlements, recreation, tourism and employment exert various pressures on the forest. In this study we assessed these pressures and suggest that forest legislations should be developed to respond to expectations of urbanites from forests, new recreation areas should be developed and urbanites’ interest in and knowledge of the forests should be increased, where all social groups including the forestry authority should work together.

Participation is however quite a challenge for a country with a long tradition of top-down management and a strong bottom-up dependence on public provisioning. in such a setting, it may not be surprising that the experiences with public participation in forestry in Turkey are mixed. There are some positive initiatives like the creation of farmer's cooperatives and NGOs, but their role is quite limited and small of scale. WOS: 000225774200006, Traditionally, highlands in Turkey have been used mainly for transhumance, a pastoral system based on seasonal transfer of livestock herds to and from uplands. The back-to-nature trend in the 1990s led to a rediscovery of the highlands by non-rural populations, a trend that is threatening to destroy both natural and cultural resources in mountains. The Ministry of Tourism, inspired by the concept of ecotourism, announced in the 1990s that it would open the highlands of the East Black Sea region to development, as this region's share of overall tourism income was negligible, and classified various highlands located there and in other regions as "tourism centers." Infrastructure investments which the Government tried to introduce in the highlands, combined with uncontrolled demand, has led to unplanned development with negative impacts. The factors that threaten both the highlands and transhumance in the Mediterranean, Central Anatolian and Black Sea regions can be divided into 4 categories: unplanned infrastructure investments, mass tourism-oriented development, construction of second homes and traditional festivals that are losing their substance.

Turkiye ormanlari ve ormanciligi, dunyadaki ve ulkedeki sosyal, ekonomik, ekolojik ve kulturel degisimlere paralel olarak degismekte ve hatta donusmektedir. Ozellikle kuresel ve bolgesel gelismeler ulusal ormancilik politikalarini yogun sekilde etkilemektedir. Son yillarda Turkiye ormanlari ve ormanciligindaki degisimin boyutlari hakkinda farkli ilgi gruplarinca cesitli yorumlar yapilabilmekte, fakat ortak bir kaniya varilamamaktadir. Turkiye ormancigilinin ne yonde gelistigi, sosyo-ekonomik yapi ve uretim iliskilerinin birbirini ne sekilde etkiledigi konusunda net bir uzlasi yoktur. Kentlesme Turkiye ormanciligindaki degisim ve donusumu etkileyen onemli faktorlerden biridir. Turkiye ormanciligini saglikli temellere oturtabilmek icin kentlesme-ormancilik iliskisini ayrintili sekilde inceleyecek calismalara gereksinim vardir. Bu calisma kentlesmenin Turkiye ormanciligi uzerindeki etkilerini arastirmak amaciyla yapilmistir. Analizler sonucunda elde edilen bulgular orman koylusu ve orman alani, orman suclari, odun hammaddesi ve odun disi orman urunleri uretimi ile korunan alanlar ve rekreasyon ile tahsisler basliklari altinda degerlendirilmistir. Bu degerlendirmeler sonucunda; kentsel nufus artisi ile bahsedilen basliklara ait degiskenler arasinda negatif veya pozitif yonlu anlamli iliskiler oldugu ortaya cikmistir.

Bu makalenin amaci, kent ormanlarinin kullaniminda ziyaretcilerin katilimini etkileyen faktorleri ortaya koymak ve kent ormani yonetimindeki farkliliklari oyun teorisi modellemesi yardimiyla aciklamaktir. Bu amacla, Turkiye’deki kent ormanlari ile ilgili veriler toplanmis ve bu veriler farkli istatistik yontemlerle analiz edilmistir. Temel Bilesenler Analizi’ne gore, kent ormanlarinin kullanimini etkileyen baslica faktorler en onemliden en aza dogru (1) orman cok yonlulugu, (2) yonetim gucu, (3) ziyaretci hizmetleri, (4) orman rekreasyonu ve (5) orman aktiviteleri olarak siralanmistir. Bu bes faktor degiskenler arasindaki toplam varyansin %71’ini aciklamaktadir. Bundan baska, coklu regresyon analizi ozellikle ormanlarin cok oldugu sehirlerde kent ormanlarinin cok kullanilmadigini buna karsilik genc nufus ve aile birey sayisinin fazla oldugu yerlesim yerlerinde kent ormanlarinin daha cok ziyaret edildigini gostermistir. Katilimci uzerine yurutulen tahmini oyun teorisi modeli ise ziyaretciler arasindaki orman hizmetlerinden yararlanmanin genellikle uyumlu oldugunu gostermistir. Bu calismayla, kent ormanciliginin sadece kent ormanlarinin sayisini ve buyuklugunu artirmaya degil, ayni zamanda kent ormanlarinin surdurulebilir ve sorumlu bir sekilde nasil kullanilacagi konusunda butun ilgi gruplarini egitmeye odaklanmasi gerektigi sonucuna ulasilmistir.

Sustainable forestry is considered as one of the most important focal points for sustainable development, as it is part of the United Nations Conference on Environment and Development held in Rio in 1992 which followed the completion of “Our Common Future.” To this end, many studies have been carried out on implementing of sustainable forestry at the global level. Geographically, Turkey can be seen as part of Pan-European and Near East sustainable forestry initiatives. Forest organizations have carried out many studies to implement the decisions made with these initiatives in line with their own needs in forest management. While conducting studies in the framework of the National Forestry Program prepared within this context, people have been confronted with various problems due to insufficient infrastructure and implementation difficulties. This article provides information on sustainable forestry leading to observations and suggestions relevant for Turkey.

The aim of this study is to establish the most important factors affecting rural development in Turkey by means of a multi-dimensional approach and to achieve realistic and practical rural development strategies using these factors. For this purpose, a total of 96 villages are selected fully covering two counties in the Bartin province located in the Western Black Sea Region of Turkey, which is among the provinces with the lowest per capita income and the highest share of village population. 36 variables which characterise the level of development in villages are developed. These variables are measuring environmental, economic and socio-cultural dimensions and the relationships among them. Principal component and regression analyses are applied determining that there are 12 factors affecting development of the villages. These are (1) geographical location , (2) size of a village , (3) productivity of land , (4) type of land use , (5) active population , (6) poplar production areas , (7) proximity to a river , (8) housing comfort , (9) characteristics of drinking water , (10) productive fruit areas , (11) cooperativization and (12) social infrastructure investments . Based on these 12 factors, a development index (DI) is developed consisting of the 12 variables with the highest factor loading in each derived factor. Villages are divided into three groups based on (1) the DI values and (2) 36 variables used in a discriminant analysis, showing that the proposed DI is a reliable index to measure variation in development. According to these results, development strategies for each village group are put forth. Subsequently, the methodology developed in this paper can be used to monitor village development and to assist in effective use of resources for sustainable forestry and development in Turkey.

Ormanciligin bugunku durumunun daha iyi anlasilmasi icin; gecmiste yasanan deneyimlerin de iyi bilinmesi gerekmektedir. Ulkemizde 1937 ve 1956 yillarinda yururluge giren iki farkli orman kanunu araciligiyla ormancilik politika ve uygulamalarinda onemli yenilikler yapilmaya calisilmistir. Bu uygulamalarin Cumhuriyet donemi ormancilik politikalarinin temelini olusturdugu ve onemli yansimalarinin gunumuze kadar ulastigini soylemek mumkundur. Cumhuriyetin ilk yillarindaki ormancilik calismalarini anlatan cesitli arastirmalar vardir. Bu arastirmalar cogunlukla konuya genel bir bakis acisiyla yaklasmaktadir. Bu donemdeki ormancilik politika ve uygulamalarinin tasrada ne sekilde algilandigi ve degerlendirildigi hakkinda yeterince calisma yapilmamistir. Bu calismada; Cumhuriyetin ilk yillarindaki ormancilik politikalarinin tasradaki gunluk hayatta ne sekilde karsilik buldugu arastirilmistir. Bunun icin 1924’den beri uzun soluklu ve kesintisiz bir yayin gecmisine sahip olan Bartin Gazetesi secilmistir. Calismada 1933 ile 1961 yillari arasinda kalan donem; orman kanunlari, ormancilik orgutu, orman koruma ve yakacak odun sorunu olmak uzere dort baslik altinda incelenmistir. Incelenen donemde elde edilen bilgiler, mevcut literatur bilgileriyle karsilastirilarak analiz edilmistir.
