With a purpose of creating anti-erosion protection on turbine rotor blades the experiments in electrospark alloying using electrodes made of different materials: Т15К6 hard alloy and 15Х11МФШ steel were conducted. Reduction of the roughness of a surface layer having a uniform thickness was achieved upon its hardening with a steel electrode. The electrospark alloying process was perfected. Tests of mechanical properties of blade samples hardened with steel revealed overmatch of GOST requirements for strength and ductility. Increasing of surface layer microhardness was also achieved. For anti-erosion protection of leading edges of the turbine rotor blades it is recommended to replace the applied electrode made ofТ15 К6 alloy with the one made of 15Х11МФШ steel.

Авторы попытались проанализировать законодательное установление по отношению государства и личности, выработанное цивилизацией правового государства в сравнении с государством античного мира. Социальная природа развития прав личности прошла долгий путь в истории человечества, накопила немалый опыт, однако остаются проблемы во взаимоотношениях государства и гражданина в условиях свободных экономических отношений, что и обусловило необходимость обозначить приоритетные направления современной государственной политики. В этой связи проблема законодательного закрепления и реальной защиты прав и свобод личности остается до конца нерешенной и требует дальнейшего исследования. The article examines the political and legal views of scientists related to the problem of protecting human rights and freedoms. The author tried to analyze the legislative establishment in relation to the state and the individual, developed by the civilization of the legal state in comparison with the state of the ancient world. The social nature of the development of individual rights has come a long way in the history of mankind, has accumulated considerable experience, but there are still problems in the relationship between the state and the citizen in terms of free economic relations, which led to the need to identify priority areas of modern state policy. In this regard, the problem of legislative consolidation and real protection of individual rights and freedoms remains unresolved and requires further research.

There is a large-scale construction of a new type of residential real estate – apartments in Moscow. The attractiveness of prices and the location of the complexes attract a huge number of buyers. Two terms: apartments and luxury housing become synonymous, but this is a misunderstanding and substitution of true concepts. The authors set the tasks to specify the definition of “apartments” in the understanding of specialists - architects; to identify the main features and parameters of this new for Russia concept; scientifically describe the main trends in the development of this type of real estate as a modern and relevant object of architectural design. Three types of apartments were determined as a result of the conducted analysis: apart-hotels; apartments in a multi-unit dwelling; “multi-form” apartments in a residential complex. It is revealed that the apartments are ranked by the convenience, size and quality of services provided. The authors identified the following classes: economy, comfort, business and elite. The article discusses some legislative nuances, design standards, engineering solutions for apartment buildings, as well as the features of their location in the structure of the city of Moscow.

There is presented an overview of studies devoted to the assessment of 50 Hz electromagnetic the radiations in the indoor environment and their impact on the human body. The classification of household appliances depending on their location has been proposed. The levels of intensity of electric and magnetic fields generated by power-frequency (50 Hz) current from a variety of household appliances have been determined. The ranking of household appliances in dependence on the intensity of electromagnetic the radiations has been made. There was performed an estimation of the intensity of electromagnetic fields in dependence on the regimen of the usage of appliances.

The aim of the study was to assess the clinical and immunological efficacy of recombinant interferon Alfa-2b. Examined 34 children aged from 1 year to 7 years carrying medium to heavy degree of measles. All patients were not vaccinated against measles. In the treatment of 18 people (Control group) were used only basic therapy (pathogenic, symptomatic). At 16 people (Study group) used a combination therapy (basic + Viferon). As an antiviral agent used and immunotropic preparation of human recombinant interferon alfa-2b in the form of rectal suppositories – Viferon (OOO «Feron», Russia). Immunological patient survey was conducted in the dynamics of the disease – during the height (in 1-6 days the rash) and in convalescence period (10-16 days rash). Indicators of cellular immunity (leukocytes, lymphocytes, CD3 +, CD3 + CD (16 + 56) +, CD3 + CD4 +, CD3 + CD8 +, CD4 + CD8 +, CD3-CD8 +, CD3-CD (16 + 56), CD19 +, CD25 +, CD3 + HLA DR +, CD (16 + 56) + HLA DR +, HLA DR +, CD95 +) were evaluated by flow cytometry. To assess the production of IFN-α and IFN-γ in the samples of peripheral blood were cultured in the CO2 incubator for 18 hours at 37 C and 4% CO2. The supernatants of cell culture were investigated with the purpose of studying spontaneous and induced production of interferon alpha and gamma. The concentrations of interferon α and γ (IFNα, IFNγ) in the blood serum, as well as levels of spontaneous and induced cytokine production data of blood cells of sick children was determined by ELISA. All the children at the peak of the disease found a dramatic inhibition of cellular immunity and the production of cytokines, which is consistent with the concept of «measles anergy» accepted in the scientific literature. The period of convalescence oppression immunity indices remained, but it was less pronounced in the group of children treated with the drug of human recombinant interferon alfa-2b -Viferon. Clinical efficacy of Viferon in the treatment of patients with measles children characterized by rapid positive dynamics of symptoms of acute period (normalization of body temperature, reducing intoxication, catarrhal symptoms and severity of the syndrome exanthema). It was also found reduction in the incidence of complications, reduction in the average bedday and smooth during the period of convalescence later.

The low-energy QCD predictions to be tested by the DIRAC experiment are revised. The experimental method, the setup characteristics and capabilities, along with first experimental results are reported. Preliminary analysis shows good detector performance: alignment error via $\Lambda$ mass measurement $m_\Lambda = 1115.6 MeV/c^2$ with $\sigma = 0.92 MeV/c^2$, $p \pi^-$ relative momentum resolution $\sigma_Q \approx 2.7 MeV/c$, and evidence for $\pi^+ The low-energy QCD predictions to be tested by the DIRAC experiment are revised. In this study we have used a new method for human recombinant IL-1 beta (rIL-1 beta) purification and investigated its immunostimulatory biological activity. The IL-1 beta gene was cloned using a novel mRNA preparation from activated human blood monocytes. The purification protocol consists of extraction and two chromatographic steps using the new Soloza cation exchange resin. The purified protein was characterized electrophoretically, by amino acid analysis and reverse phase chromatography. The protein migrated on SDS-PAGE with a molecular weight of 18.200 but demonstrated the minor presence of aggregates (dimers and trimers). Specific activity of purified rIL-1 beta in comitogenic assay on mouse thymocytes was 10(8) U/mg protein. rIL-1 beta increased in a dose dependent manner proliferation of Con A-stimulated murine thymocytes, splenocytes, PHA-stimulated human peripheral blood lymphocytes and transformed B-cell lines. Comitogenic activity depended on the degree of lymphocyte preactivation and was similar to that of natural human IL-1 beta. rIL-1 beta enhanced IL-2 production by murine spleen cells and EL-4 cell line and IL-2 receptor expression by human peripheral blood mononuclear cells. It induced PGE2 release from human blood monocytes but had no effect on human neutrophil chemotaxis, phagocytosis and respiratory burst.

The aim of the DIRAC experiment at CERN is to provide an accurate determination of S-wave pion-pion scattering lengths from the measurement of the lifetime of the pi+ pi- atom. The measurement will be done with precision comparable to the level of accuracy of theoretical predictions, formulated in the context of Chiral Perturbation Theory. Therefore, the understanding of chiral symmetry breaking of QCD will be submitted to a stringent test.
