The South American tomato pinworm, Tuta absoluta (Meyrick) (Lepidoptera: Gelechiidae), has invaded most Afro-Eurasian countries and is threatening worldwide tomato production. Various strategies have been developed and implemented to manage this pest. Here, we present a timely review on the up-to-date development and practical implementation of integrated pest management (IPM) programs for tomato crops across different world regions infested by T. absoluta. While insecticide resistance is a growing concern, biological control via releasing or conserving arthropod natural enemies and sex pheromone-based biotechnical control are the most successful management practices. Agronomic control-related research is an emerging area where the soil fertilization and/or irrigation, as well as breeding of resistant cultivars, has the potential to enhance IPM effectiveness. Grower survey responses in the native areas (i.e., South America), early-invaded areas (i.e., first report between 2006 and 2012) and newly invaded areas (i.e., first report after 2012) showed that the control programs evolved along with the areas and time since invasion. Growers in the early-invaded areas shifted more rapidly from chemical control to biological control compared to those from the native area. In all concerned regions, the pest control failure risk following chemical insecticide applications and the high cost associated with either biological or biotechnical control methods have been the greatest concerns for growers. The information gathered from the native and/or early-invaded areas may help achieve a more effective management in newly invaded areas. Lastly, researchers are expected to break the bottlenecks of some key issues that would enable lowering application cost of novel biorational alternative management options.

Background: Drought, N deficiency and herbivory are considered the most important stressors caused by climate change in the agro- and eco-systems and varied in space and time shaping a highly dynamic and heterogeneous stressful environments. This study aims to evaluate the to-mato morpho-physiological and metabolic responses to combined abiotic and herbivory at dif-ferent within-plant spatial levels and temporal scales. Methods: Leaf-level morphological, gas exchange traits and VOC profiles were measured in to-mato plants exposed to N deficiency and drought, T. absoluta larvae and their combination. Ad-ditive, synergistic or antagonistic effects of the single stress when combined were also evaluat-ed. Morpho-physiological traits and VOC profile were also measured on leaves located at three different positions along the shoot axes. Results: The combination of the abiotic and biotic stress has been more harmful than single stress with antagonistic and synergistic but non-additive effects for the morpho-physiological and VOC tomato responses, respectively. Combined stress also determined a high within-plant phenotypic plasticity of the morpho-physiological responses. Conclusions: These results suggest that the combined stress in tomato determined a “new stress state” and a higher within-plant phenotypic plasticity which could permit an efficient use of the growth and defence resources in the heterogeneous and multiple stressful environmental condi-tions.

This Scientific Opinion covers plant health risks posed by 1‐ to 3‐year‐old dormant grafted plants and rootstocks of Malus domestica imported from Ukraine, taking into account the available scientific information, including the technical information provided by Ukraine. All pests associated with the commodity were evaluated against specific criteria for their relevance for this opinion. Two quarantine pests (Lopholeucaspis japonica and Tobacco ringspot virus), one protected zone quarantine pest (Erwinia amylovora) and one non‐regulated pest (Eotetranychus prunicola) that fulfilled all relevant criteria were selected for further evaluation. For Erwinia amylovora, for which special requirements are specified in Commission Implementing Regulation (EU) 2019/2072, Annex X, item 9, the fulfilment of these requirements was evaluated. Based on the information provided in the dossier, the specific requirements for Erwinia amylovora were not met. For the three remaining selected pests, the risk mitigation measures proposed in the technical dossier from Ukraine were evaluated taking into account the possible limiting factors. For the selected pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The degree of pest freedom varies among the pests evaluated, with Eotetranychus prunicola being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated with 95% certainty that between 9,912 and 10,000 bundles (consisting of 50 plants each) per 10,000 would be free from Eotetranychus prunicola.

The EFSA Panel on Plant Health performed a pest categorisation of Maconellicoccus hirsutus (Hemiptera: Pseudococcidae), the pink hibiscus mealybug, for the EU. M. hirsutus is native to Southern Asia and has established in many countries in tropical and subtropical regions throughout the world. Within the EU, the pest has been reported from Cyprus and Greece (Rhodes). M. hirsutus is not listed in Annex II of Commission Implementing Regulation (EU) 2019/2072. It is highly polyphagous, feeding on plants assigned to 229 genera in 78 plant families, and shows some preference for hosts in the families Malvaceae, Fabaceae and Moraceae. Economically important crops in the EU such as cotton (Gossypium spp.), citrus (Citrus spp.), ornamentals (Hibiscus spp.), grapes (Vitis vinifera), soybean (Glycinae max), avocado (Persea americana) and mulberry trees (Morus alba) may be significantly affected by M. hirsutus. The lower and upper developmental temperature threshold of M. hirsutus on Hibiscus rosa‐sinensis are 14.5 and 35.0°C, respectively, with optimal female development estimated to be at 29.0°C. There are about 10 generations a year in the subtropics but as many as 15 may occur under optimal conditions. Plants for planting, fruits, vegetables and cut flowers provide potential pathways for entry into the EU. Climatic conditions in EU member states around the Mediterranean Sea and host plant availability in those areas are conducive for establishment. The introduction of M. hirsutus is expected to have an economic impact in the EU through damage to various ornamental plants, as already observed in Cyprus and Greece, and reduction in yield and quality of many significant crops. Phytosanitary measures are available to reduce the likelihood of entry and further spread. Some uncertainties include the area of establishment, whether it could become a greenhouse pest, impact, and the influence of natural enemies. M. hirsutus meets the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

The recent global decline in insect populations is of particular concern for pollinators. Wild and managed bees (Hymenoptera, Apoidea) are of primary environmental and economic importance because of their role in pollinating cultivated and wild plants, and synthetic pesticides are among the major factors contributing to their decline. Botanical biopesticides may be a viable alternative to synthetic pesticides in plant defence due to their high selectivity and short environmental persistence. In recent years, scientific progress has been made to improve the development and effectiveness of these products. However, knowledge regarding their adverse effects on the environment and non-target species is still scarce, especially when compared to that of synthetic products. Here, we summarize the studies concerning the toxicity of botanical biopesticides on the different groups of social and solitary bees. We highlight the lethal and sublethal effects of these products on bees, the lack of a uniform protocol to assess the risks of biopesticides on pollinators, and the scarcity of studies on specific groups of bees, such as the large and diverse group of solitary bees. Results show that botanical biopesticides cause lethal effects and a large number of sublethal effects on bees. However, the toxicity is limited when comparing the effects of these compounds with those of synthetic compounds.

Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest categorisation of Arceuthobium spp. (non‐EU), a well‐defined and distinguishable group of parasitic plant species of the family Viscaceae, also known as dwarf mistletoes. These are flowering plants parasitising a wide range of conifers of the families Pinaceae and Cupressaceae. Arceuthobium species (non‐EU) are regulated in Council Directive 2000/29/EC (Annex IAI) as harmful organisms whose introduction into the EU is banned. Many Arceuthobium species are recognised, with most dwarf mistletoes native in the New World, and north‐western Mexico and the western USA as the centre of diversity for the genus. Only two Arceuthobium species are native (and reported to be present) in the EU (Arceuthobium azoricum and Arceuthobium oxycedrum), which are thus not part of this pest categorisation. Hosts of non‐EU dwarf mistletoes include species of the genera Abies, Cupressus, Juniperus, Larix, Picea, Pinus, Pseudotsuga and Tsuga. Most Arceuthobium spp. can parasitise more than one species of conifer host. Dwarf mistletoes could enter the EU via host plants for planting and cut branches, but these pathways are closed. They could establish in the EU, as hosts are widespread and climatic conditions are favourable. They would be able to spread following establishment by human movement of host plants for planting and cut branches, as well as natural spread. Should non‐EU dwarf mistletoes be introduced in the EU, impacts can be expected on coniferous woodlands, plantations, ornamental trees and nurseries. The main uncertainties concern (i) the precise distribution and host range of the individual Arceuthobium spp. and (ii) the level of susceptibility of conifers native to Europe. For Arceuthobium spp. (non‐EU) as a group of organisms, the criteria assessed by the Panel for consideration as a potential quarantine pest are met, while, for regulated non‐quarantine pests, the criterion on the pest presence in the EU is not met.

Tuta absoluta (Meyrick) (Lepidoptera: Gelechiidae), a pinworm native to South America, has invaded Tunisia, as well as the whole African continent, since 2008 inducing severe crop damages and substantial economic losses in all tomato-producing areas. During the last decade, several research studies and management efforts have been performed in an attempt to find out the most effective and sustainable pest control options against this devastating pest. Herein we explore, comprehensively summarize and discuss the most up-to-date state of scientific knowledge regarding bio-ecological aspects of the pest, its indigenous natural enemies and all categories of management strategies adopted so far against this economic pest in Tunisia.

The South American tomato pinworm, Tuta absoluta, is considered worldwide as one of the most important tomato pests. Insecticide resistance reported on the moth and the awareness about the negative impact of agrochemicals on the environment and human health have raised the demand for new control tools. Among these, RNA interference (RNAi) can represent a valid tool to be included into new control strategies against this pest. Here we report the results of trials aimed at evaluating the effects of dsRNAs targeting acetylcholinesterase (AChE), nicotinic acetylcholine alpha 6 (nAChRs), ryanodine (RyRs) receptors by injection and root delivery. In the injection procedure, 2 and 5 µg of dsRNA were able to reduce the gene expression in a range of 62.7–75.4%, inducing a maximum mortality rate of 92.59%. The dsRNAs administered at 5 µg by root absorption revealed the potential of this delivery system to affect the gene expression (47–69% reduction) and the mortality (ranging from 67.1 to 80.5%) of treated specimens. The delivered dsRNAs (both injected and root administered) affected the weight of both T. absoluta pre-pupae and pupae. The selected AChE, nAChRs and RyRs genes can be suitable targets for T. absoluta control by means of in planta delivery dsRNAs.

The expert knowledge elicitation indicated, with 95% certainty, that 9,554 or more grafted bare rooted plants per 10,000 will be free from Lasiodiplodia pseudotheobromae.

The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as ‘High risk plants, plant products and other objects’. Taking into account the available scientific information, including the technical information provided by the applicant country, this Scientific Opinion covers the plant health risks posed by the following commodities: dormant, free of leaves grafted plants and rootstocks of Juglans regia imported from Moldova. A list of pests potentially associated with the commodities was compiled. The relevance of any pest was assessed based on evidence following defined criteria. None of the pests in the list fulfilled all relevant criteria and therefore none were selected for further evaluation. As a result, risk mitigation measures proposed in the technical dossier from Moldova were listed, but not further evaluated.

Following a request from the European Commission, the EFSA Panel on Plant Health examined evidence as to whether the import of fruits of Musa (bananas and plantains) could provide a pathway into the EU for Bactrocera dorsalis (Hendel) (Diptera: Tephritidae) or other non‐EU Tephritidae for which Musa is a host. Relevant scientific and technical information, including unpublished information provided to the EFSA Panel on Plant Health by the European Commission from research conducted in Cabo Verde, were taken into account. The majority of EU imports of Musa fruit comes from Ecuador, Colombia and Costa Rica where B. dorsalis does not occur. Commercial Musa fruits are harvested at ‘green stage one’ before they begin to ripen naturally. Postharvest processes are designed to ensure that only high quality, unripe fruit are exported. Green stage one fruit are transported to the EU in controlled conditions and stimulated to ripen when exposed to exogenous ethylene in ripening rooms in the EU. There is no evidence that any Tephritidae can naturally infest commercial varieties of Musa fruit at green stage one or earlier. When experimentally infested with eggs of Tephritidae, larvae fail to develop in green stage one fruit. Physical and chemical changes that occur during fruit ripening enable B. dorsalis and 11 other species of Tephritidae to oviposit and develop in Musa at later stages of fruit development. Reports of B. dorsalis or other Tephritidae infesting bunches of Musa fruit are a consequence of the fruit being left to develop beyond green stage one in the field. There is no evidence that commercially grown fruits of Musa, for export to the EU, provide a pathway for the entry of non‐EU Tephritidae. Passengers bringing Musa fruit from countries where Tephritidae can infest ripened Musa fruit do however provide a potential pathway for the entry of non‐EU Tephritidae into the EU territory.

The European Commission requested to the EFSA Panel on Plant Health to evaluate a dossier from South Africa where the application of the systems approach to mitigate the risk of entry of the false codling moth, Thaumatotibia leucotreta (Lepidoptera: Tortricidae), into the EU when trading citrus fruits is explained. After collecting additional evidence from the Department of Agriculture, Land Reform and Rural Development of South Africa, and reviewing the published literature, the Panel performed an assessment on the likelihood of pest freedom for T. leucotreta on citrus fruits at the point of entry in the EU considering the proposed systems approach. An expert judgement is given on the likelihood of pest freedom following the evaluation of the risk mitigation measures on T. leucotreta, including any uncertainties. There are three options (i.e. A, B and C) within the systems approach followed in South Africa that differentiate mainly in the sampling intensity in the field and the packing house as well as in temperature conditions during shipment. Therefore, three independent elicitations were conducted, one for each option. The main uncertainties were: (1) whether sampling once per orchard is representative for subsequent harvests (within 4 weeks) from the same orchard; (2) the correct implementation of the temperature regimes during shipment; (3) the mortality rate in fruit estimated for the different temperature regimes. The Expert Knowledge Elicitation indicated with 95% certainty that 9,182 out of 10,000 pallets for option A, 8,478 out of 10,000 pallets for option B, and 9,743 out of 10,000 pallets for option C will be free from T. leucotreta. In light of the additional information provided by South Africa once the elicitations were performed, it became apparent that the setting temperature during shipment was not achieved in 12 out of 14 cases of interceptions. Therefore, there is increased uncertainty on pest freedom. The Panel identified the weaknesses associated with the risk mitigation measures in the systems approach and made recommendations that could increase its effectiveness.

The EFSA Panel on Plant health was requested to prepare and deliver risk assessments for commodities listed in the relevant Implementing Acts as ‘High risk plants, plant products and other objects’ (Commission Implementing Regulation (EU) 2018/2019 establishing a provisional list of high risk plants, plant products or other objects, within the meaning of Article 42 of Regulation (EU) 2016/2031). This scientific opinion covers the plant health risks posed by the following commodities: (i) scions and (ii) grafted plants of Persea americana imported from Israel, taking into account the available scientific information, including the technical information provided by the Plant Protection and Inspection Services from Israel. The relevance of an EU quarantine pest for this opinion was based on evidence that: (i) the pest is present in Israel; (ii) P. americana is a host of the pest and (iii) the pest can be associated with the commodity. The relevance of any other pest, not regulated in the EU, was based on evidence that: (i) the pest is present in Israel; (ii) the pest is absent in the EU; (iii) P. americana is a host of the pest; (iv) the pest can be associated with the commodity and (v) the pest may have an impact and can pose a potential risk for the EU territory. Twenty‐six pests (15 insects, one mite, 9 fungi and one viroid) that fulfilled all criteria were selected for further evaluation. For the 26 selected pests, the risk mitigation measures proposed in the technical dossier were evaluated. Limiting factors on the effectiveness of the measures were documented. For each of the 26 pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including any uncertainties. The fungi Lasiodiplodia pseudotheobromae and Neoscytalidium dimidiatum were the pests most frequently expected on the imported commodities. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,573 and 10,000 bundles of scions per 10,000; and 9,747 and 10,000 grafted plants per 10,000 would be free of these two fungi.

Momordica fruits originating from countries where Thrips palmi is known to occur qualify as high‐risk plants. This Scientific Opinion covers the introduction risk for T. palmi posed by fruits of Momordica charantia L. imported from Thailand, taking into account the available scientific information, including the technical information provided by the Department of Agriculture of Thailand. The risk mitigation measures proposed in the technical dossier from Thailand were evaluated taking into account the possible limiting factors. An expert judgement is given on the likelihood of pest freedom taking into consideration the potential pest pressure in the field, the risk mitigation measures acting on the pest in the field and in the packing house, including uncertainties associated with the assessment. For T. palmi on M. charantia fruits from Thailand, an expert judgement is given on the likelihood of pest freedom following the evaluation of the risk mitigation measures acting on T. palmi, including any uncertainties. The Expert Knowledge Elicitation indicated, with 95% certainty that between 9,496 and 10,000 M. charantia fruits/10,000 will be free from T. palmi.

Following a request from the European Commission, the EFSA Panel on Plant Health prepared a list of non‐EU phytoplasmas of tuber‐forming Solanum spp. A systematic literature review and search of databases identified 12 phytoplasmas infecting S. tuberosum. These phytoplasmas were assigned to three categories. The first group (a) consists of seven non‐EU phytoplasmas, known to occur only outside the EU (‘Candidatus Phytoplasma americanum’, ‘Ca. P. australiense’, ‘Ca. P. fragariae’‐related strain (YN‐169, YN‐10G) and ‘Ca. P. hispanicum’) or having only limited presence in the EU (‘Ca. P. aurantifolia’–related strains, ‘Ca. P. pruni’‐related strains and ‘Ca. P. trifolii’). The second group (b) consists of three phytoplasmas originally described or reported from the EU. The third group (c) consists of two phytoplasmas with substantial presence in the EU, whose presence in S. tuberosum is not fully supported by the available literature. Phytoplasmas of categories (b) and (c) were excluded at this stage from further categorisation efforts. Three phytoplasmas from category (a) (‘Ca. P. australiense’, ‘Ca. P. hispanicum’ and ‘Ca. P. trifolii’) were excluded from further categorisation, as a pest categorisation has already been performed by EFSA. Comments provided by the EU Member States were integrated in the opinion. The main uncertainties of this listing concern: the taxonomy, the geographic distribution and prevalence and host range. The following phytoplasmas considered as non‐EU and whose presence in S. tuberosum is fully supported by literature (category (a)) are categorised by the Panel in a separate opinion: ‘Ca. P. americanum’, ‘Ca. P. fragariae’‐related strain (YN‐169, YN‐10G), ‘Ca. P. aurantifolia’–related strains and ‘Ca. P. pruni’‐related strains.

Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest categorisation of four phytoplasmas of tuber‐forming Solanum spp. known to occur only outside the EU or having a limited presence in the EU. The only tuber‐forming species of Solanum reported to be phytoplasma infected is S. tuberosum. This opinion covers ‘Candidatus Phytoplasma americanum’, ‘Ca. P. aurantifolia’‐related strains (GD32; St_JO_10, 14, 17; PPT‐SA; Rus‐343F; PPT‐GTO29, ‐GTO30, ‐SINTV; Potato Huayao Survey 2; Potato hair sprouts), ‘Ca. P. fragariae’‐related strains (YN‐169, YN‐10G) and ‘Ca. P. pruni’‐related strains (Clover yellow edge; Potato purple top AKpot7, MT117, AKpot6; PPT‐COAHP, ‐GTOP). Phytoplasmas can be detected by molecular methods and are efficiently transmitted by vegetative propagation. Phytoplasmas are also transmitted in a persistent and propagative manner by some insects belonging to families within Cicadomorpha, Fulgoromorpha and Sternorrhyncha (order Hemiptera). No transovarial, pollen or seed transmission has been reported. The reported natural host range of the phytoplasmas categorised here varies from restricted (‘Ca. P. americanum’, and ‘Ca. P. fragariae’‐related strains) to wide (‘Ca. P. aurantifolia’‐related strains and ‘Ca. P. pruni’‐related strains), thus increasing the possible entry pathways in the latter case. S. tuberosum is widely cultivated in the EU. All the categorised phytoplasmas can enter and spread through the trade of host plants for planting, and by vectors. Establishment of these phytoplasmas is not expected to be limited by EU environmental conditions. The introduction of these phytoplasmas in the EU would have an economic impact. There are measures to reduce the risk of entry, establishment, spread and impact. Uncertainties result from limited information on distribution, biology and epidemiology. All the phytoplasmas categorised here meet the criteria evaluated by EFSA to qualify as potential Union quarantine pests, and they do not meet all the criteria to qualify as potential regulated non‐quarantine pests, because they do not occur or are not known to be widespread in the EU.

The European Commission submitted to the EFSA Panel on Plant Health a Dossier by USDA proposing a systems approach to mitigate the risk of entry of Bretziella fagacearum to the EU when trading oak logs with bark from the USA. Due to the forthcoming ban of methyl bromide (MB), the Dossier indicates sulfuryl fluoride (SF) as the substitute fumigant for this commodity. After collecting additional evidence from USDA,EU NPPOs, external experts and the published literature, the Panel performed a quantitative assessment on the likelihood of pest freedom for B. fagacearum at the point of entry in the EU, comparing the proposed systems approach with those already implemented by Commission Decision 2005/359/EC. The Panel provided also a non‐quantitative assessment for all risk reduction options (RROs) proposed to be undertaken in the EU, from the point of entry to processing at the sawmill. The quantitative assessment until the EU point of entry, based on experts’ judgement, indicated that: i) the most effective import option remains the current one with MB (95% certainty that between 9,573 and 10,000 containers per 10,000 would be free of B. fagacearum), followed by that with SF (95% certainty that between 8,639 and 10,000 containers per 10,000 would be free of B. fagacearum) and, last, by the other existing option based on delivering white oak logs in certain periods of the year to certain regions of the EU without fumigation (95% certainty, between 7,803 and 10,000 containers per 10,000). RROs proposed to be undertaken in the EU are expected to further reduce the risk of establishment of B. fagacearum, should these RROs be regulated, correctly implemented and checked by NPPOs. A wood pathway analysis is needed to quantitatively assess the importance of each measure and to optimise regulatory actions and risk management efforts.

This opinion updates the information included in the previous EFSA Scientific Opinion concerning the in planta control measures for Xylella fastidiosa, with a systematic review and critical analysis of the potential treatment solutions that have been published against this pest so far. The output of this opinion focuses on the application of chemical or biological treatments on living plants. In vitro studies, hot water treatments, use of resistant varieties and vector control are excluded from the review. The use of antibiotics is not considered due to the risk of antimicrobial resistance development. The use of weakly virulent or avirulent strains of X. fastidiosa is covered in this review, although this organism is an EU quarantine plant pest and its introduction in the EU territory is banned. Experiments were recently conducted to assess the effect of application of zinc, copper, and citric acid biocomplex, of N‐acetylcysteine, and of ‘diffusible signal factor’ (and of its homologs). Their results showed that these control measures were sometimes able to reduce symptoms caused by X. fastidiosa. Recent experiments also showed that several species of endophytic microorganisms, some bacteriophages and inoculation of weakly virulent/avirulent strains of X. fastidiosa could offer some protection against the Pierce's disease. However, based on the reviewed results, the Panel concludes that, although several published experiments show some effects in reducing symptoms development, the tested control measures are not able to completely eliminate X. fastidiosa from diseased plants. The Panel confirms as previously stated that there is currently no control measure available to eliminate the bacteria from a diseased plant in open field conditions.

Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest categorisation of Cronartium spp. (non‐EU), a well‐defined and distinguishable group of fungal pathogens of the family Cronartiaceae. There are at least 40 species described within the Cronartium genus, of which two are considered native to the EU (C. gentianeum and C. pini) and one has been introduced in the 19th century (C. ribicola) and is now widespread in the EU – these three species are thus not part of this pest categorisation. In addition, the non‐EU C. harknessii, C. kurilense and C. sahoanum were already dealt with in a previous pest categorisation. All the non‐EU Cronartium species are not known to be present in the EU and are regulated in Council Directive 2000/29/EC (Annex IAI) as harmful organisms whose introduction into the EU is banned. Cronartium spp. are biotrophic obligate plant pathogens. Many of the North American Cronartium species alternate between the aecial host Pinus spp. and telial hosts of various dicotyledonous plants. C. conigenum, C. orientale, C. quercuum and C. strobilinum have different Quercus spp. as their telial hosts. C. orientale and C. quercuum also infect Castanea spp. and Castanopsis spp. The pathogens could enter the EU via host plants for planting and cut flowers and branches. Non‐EU Cronartium spp. could establish in the EU, as climatic conditions are favourable to many of them and Pinus and Quercus spp. are common. The pathogens would be able to spread following establishment by movement of host plants, as well as natural spread. Should non‐EU Cronartium spp. be introduced in the EU, impacts can be expected on pine, oak and chestnut woodlands, plantations, ornamental trees and nurseries. The Cronartium species present in North America cause important tree diseases. Symptoms on Pinus spp. differ between Cronartium spp., but include galls, cankers, dieback of branches and stems, deformity, tree and cone death. The main knowledge gap concerns the limited available information on (sub)tropical Cronartium spp. The criteria assessed by the Panel for consideration of Cronartium spp. (non‐EU) as potential quarantine pests are met, while, for regulated non‐quarantine pests, the criterion on the pest presence in the EU is not met.

Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest categorisation of nine phytoplasmas of Cydonia Mill., Fragaria L., Malus Mill., Prunus L., Pyrus L., Ribes L., Rubus L. and Vitis L. (hereafter “host plants”) known to occur only outside the EU or having a limited presence in the EU. This opinion covers the (i) reference strains of ‘Candidatus Phytoplasma australiense’, ‘Ca. P. fraxini’, ‘Ca. P. hispanicum’, ‘Ca. P. trifolii’, ‘Ca. P. ziziphi’, (ii) related strains infecting the host plants of ‘Ca. P. aurantifolia’, ‘Ca. P. pruni’, and ‘Ca. P. pyri’, and (iii) an unclassified phytoplasma causing Buckland valley grapevine yellows. Phytoplasmas can be detected by available methods and are efficiently transmitted by vegetative propagation, with plants for planting acting as a major entry pathway and a long‐distance spread mechanism. Phytoplasmas are also transmitted in a persistent and propagative manner by some insect families of the Fulgoromorpha, Cicadomorpha and Sternorrhyncha (order Hemiptera). No transovarial, pollen or seed transmission has been reported. The natural host range of the categorised phytoplasmas varies from one to more than 90 plant species, thus increasing the possible entry pathways. The host plants are widely cultivated in the EU. All the categorised phytoplasmas can enter and spread through the trade of host plants for planting, and by vectors. Establishment of these phytoplasmas is not expected to be limited by EU environmental conditions. The introduction of these phytoplasmas in the EU would have an economic impact. There are measures to reduce the risk of entry, establishment, spread and impact. Uncertainties result from limited information on distribution, biology and epidemiology. All the phytoplasmas categorised here meet the criteria evaluated by EFSA to qualify as potential Union quarantine pests, and they do not qualify as potential regulated non‐quarantine pests, because they are non‐EU phytoplasmas.

Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest categorisation of Coniferiporia sulphurascens and Coniferiporia weirii, two well‐defined and distinguishable fungal species of the family Hymenochaetaceae. The pathogens are regulated in Council Directive 2000/29/EC (Annex IAI, under the previous name Inonotus weirii for both species) as a harmful organism whose introduction into the EU is banned. The two pathogens are native to North America, where C. sulphurascens causes laminated root rot primarily in Douglas fir (Pseudotsuga menziesii) and grand fir (Abies grandis), while C. weirii causes cedar laminated root and butt rot mainly in cedars (Thuja plicata and Cupressus nootkatensis). C. weirii has been reported from Japan and China, and C. sulphurascens from China, Russia and Turkey. Neither species has been reported from the EU. C. sulphurascens may infect all conifers, while C. weirii is reported to mainly cause disease in tree species of Thuja spp. and Cupressus spp. The two pathogens could enter the EU mainly via wood with bark, isolated bark and plants for planting (including artificially dwarfed plants) of Pinaceae and Cupressaceae. Both fungi could establish in the EU, as hosts are present and climatic conditions are favourable. The two pathogens would be able to spread following establishment by the pathways mentioned for entry and also by dissemination of basidiospores and root contact with infected root/wood. Should the pathogen be introduced in the EU, impacts can be expected on coniferous woodlands, plantations and ornamental trees, thus leading to reduced tree growth and ecosystem service provision. The key uncertainties concern (i) the distribution of the two pathogens in Asia, (ii) the level of susceptibility of conifers native to Europe and (iii) the role of plants for planting as a pathway of entry and spread. For both pathogens, the criteria assessed by the Panel for consideration as a potential quarantine pest are met. As the two pests are not present in the EU, not all the criteria for consideration as regulated non‐quarantine pests are met.

The EFSA Panel on Plant health was requested to deliver a scientific opinion on how far the existing requirements for the bonsai pine species subject to derogation in Commission Decision 2002/887/EC would cover all plant health risks from black pine (Pinus thunbergii Parl.) bonsai (the commodity defined in the EU legislation as naturally or artificially dwarfed plants) imported from Japan, taking into account the available scientific information, including the technical information provided by Japan. The relevance of an EU‐regulated pest for this opinion was based on: (a) evidence of the presence of the pest in Japan; (b) evidence that P. thunbergii is a host of the pest and (c) evidence that the pest can be associated with the commodity. Sixteen pests that fulfilled all three criteria were selected for further evaluation. The relevance of other pests present in Japan (not regulated in the EU) for this opinion was based on (i) evidence of the absence of the pest in the EU; (ii) evidence that P. thunbergii is a host of the pest; (iii) evidence that the pest can be associated with the commodity and (iv) evidence that the pest may have an impact in the EU. Three pests fulfilled all four criteria and were selected for further evaluation (Crisicoccus pini, Sirex nitobei and Urocerus japonicus). For the selected 19 pests, the risk mitigation measures proposed in the technical dossier were evaluated. Limiting factors on the effectiveness of the measures were documented. For each of the 19 pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including any uncertainties. For all evaluated pests, the median likelihood of the pest freedom is 99.5% or higher and within the 90% uncertainty range it is 99% or higher.

The Panel on Plant Health performed a listing of non‐EU viruses and viroids (reported hereinafter as viruses) of Cydonia Mill., Fragaria L., Malus Mill., Prunus L., Pyrus L., Ribes L., Rubus L. and Vitis L. A systematic literature review identified 197 viruses infecting one or more of the host genera under consideration. Viruses were allocated into three categories (i) 86 non‐EU viruses, known to occur only outside the EU or having only limited presence in the EU (i.e. reported in only one or few Member States (MSs), known to have restricted distribution, outbreaks), (ii) 97 viruses excluded at this stage from further categorisation efforts because they have significant presence in the EU (i.e. only reported so far from the EU or known to occur or be widespread in some MSs or frequently reported in the EU), (iii) 14 viruses with undetermined standing for which available information did not readily allow to allocate to one or the other of the two above groups. Comments provided by MSs during consultation phases were integrated in the opinion. The main knowledge gaps and uncertainties of this listing concern (i) the geographic distribution and prevalence of the viruses analysed, in particular when they were recently described; (ii) the taxonomy and biological status of a number of poorly characterised viruses; (iii) the host status of particular plant genera in relation to some viruses. The viruses considered as non‐EU and those with undetermined standing will be categorised in the next steps to answer a specific mandate from the Commission to develop pest categorisations for non‐EU viruses. The Panel on Plant Health performed a pest categorisation of Popillia japonica (Coleoptera: Scarabaeidae) for the EU. P. japonica is a distinguishable species listed in Annex IAII of Council Directive 2000/29/EC. It is native to Japan but established in the USA in the early 20th century. It spreads from New Jersey to most US states east of the Mississippi, some to the west and north into Canada. P. japonica feeds on over 700 plant species. Adults attack foliage and fruit surfaces. They can cause serious injury to tree fruits and soft fruit, vegetable crops, ornamental herbaceous plants, shrubs, vines and trees. Larvae are root feeders regarded as serious pests of lawns and turf, vegetables and nursery stock. Adults emerge during the summer and can fly short distances on warm sunny days. The life cycle is usually completed in one year. In cooler regions, development takes two years. P. japonica occurs in the EU in the Azores (Portugal), Lombardy and Piedmont (Italy) where it is under official control. Adults are suspected of being able to spread on aircraft as hitchhikers, i.e. without host plants. Soil accompanying plants for planting provides a pathway for further introductions. Hosts are widely available within the EU. Climatic conditions across central and parts of southern EU are suitable for development in one year. Across parts of northern Europe development over two years is likely. Without control, impacts could be expected on a range of plants. Phytosanitary measures are available to reduce the likelihood of introduction of P. japonica. All criteria assessed by EFSA for consideration as a potential Union quarantine pest are met. Plants for planting are not necessarily the main means of spread so P. japonica does not satisfy all criteria necessary for it to be regarded as a Union regulated non‐quarantine pest (RNQP).

The European Commission requested a pest categorisation of the non‐EU viruses and viroids of potato (hereafter referred to as viruses). As a first step, a systematic literature and database search was carried out to identify the viruses reported to naturally infect Solanum tuberosum and other tuber‐forming Solanum spp (hereafter referred to as potato). Based on the global distribution and on the prevalence inside the European Union (EU), the Panel identified 40 non‐EU viruses known to occur only outside the EU or with only a limited presence in the EU (reported in only one or few Member States (MSs) and/or with restricted distribution, outbreaks). Twenty‐seven viruses were identified as having a significant presence in the EU (known to occur in several MSs, frequently reported in the EU, widespread in several MSs) or reported only from the EU so far, and will be excluded from further categorisation in the frame of the present mandate. Five viruses remained with an undetermined standing because the available information did not allow their allocation to one of the above groups. The viruses considered non‐EU and those with undetermined standing will be further categorised if not addressed by EFSA in previous scientific opinions. Seven viruses for which non‐European isolates are specifically regulated in Annex I of directive 2000/29/EC will be categorised separately. The main knowledge gaps and uncertainties of this grouping concern the natural host status of potato, the taxonomy, and/or information on the geographical distribution and prevalence of some of the analysed viruses.

The Panel on Plant Health performed a group pest categorisation of non‐EU Cicadomorpha vectors of Xylella spp. known to be associated with plant diseases. Although all the insects considered in this categorisation are proven vectors of Xylella spp., additional vectors within the order Hemiptera most probably exist but have not been associated with any Xylella spp. disease yet. Currently, the group consists of 50 taxa (49 at species level and one at genus level) from the families Aphrophoridae, Cicadellidae and Membracidae (Arthropoda: Hemiptera: Cicadomorpha) for which reliable identification methods exist. Members of the group can be found in the Americas, Asia, Africa and Oceania. Only one of them, Homalodisca vitripennis is considered invasive. Species in the group are mostly polyphagous; many are known to feed on several plant families. Hosts can include broadleaf trees, herbaceous plants and grasses. Breeding takes place on herbaceous hosts and eggs are inserted into plant tissues. Nymphs emerge to feed on sap of the natal host. Adults move from breeding hosts to food hosts and can spread Xylella spp. causing a variety of diseases. Three of the species are listed in Annex IAI of Council Directive 2000/29/EC as examples of Cicadellidae (non‐EU) known to be vector of Pierce's disease (caused by Xylella fastidiosa). Plants for planting, cut branches, flowers and fruit are potential pathways for entry into the EU. However, there are no records of EU interceptions of any members of the group. EU biotic and abiotic conditions are conducive for establishment and spread of these insects. Were members of the group to establish and spread, impact on several cultivated species (e.g. grapevine, citrus, Prunus spp.) and ornamentals (e.g. Polygala myrtifolia) could be expected as these insect species are efficient vectors of Xylella spp. Considering the criteria within the remit of EFSA to assess their regulatory plant health status, the group of non‐EU Cicadomorpha vectors of Xylella spp. meets all the criteria assessed by EFSA for consideration as potential Union quarantine pests. The group does not meet all the criteria assessed by EFSA for consideration as regulated non‐quarantine pests, as members of the group are not present in the EU.

The EFSA Panel on Plant Health was requested to prepare and deliver risk assessments for commodities listed in the relevant Implementing Acts as ‘High risk plants, plant products and other objects’ [Commission Implementing Regulation (EU) 2018/2019 establishing a provisional list of high risk plants, plant products or other objects, within the meaning of Article 42 of Regulation (EU) 2016/2031]. The current Scientific Opinion covers all plant health risks posed by bare rooted plants for planting of Robinia pseudoacacia (1 year old with a stem diameter of less than 2.5 cm) imported from Israel, taking into account the available scientific information, including the technical information provided by Israel by 26 December 2019. The relevance of an EU‐quarantine pest for this opinion was based on evidence that: (i) the pest is present in Israel; (ii) R. pseudoacacia is a host of the pest, and (iii) the pest can be associated with the commodity. The relevance of this opinion for other non EU‐regulated pests was based on evidence that: (i) the pest is present in Israel (ii) the pest is absent in the EU; (iii) R. pseudoacacia is a host of the pest; (iv) the pest can be associated with the commodity and (v) the pest may have an impact and can pose a potential risk for the EU territory. Two pests (one insect and one fungus, Euwallacea fornicatus and Fusarium euwallaceae) that fulfilled all criteria were selected for further evaluation. For the two selected pests, the risk mitigation measures proposed in the technical dossier from Israel were evaluated. Limiting factors in the effectiveness of the measures were documented. For the selected pests an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment, therefore the Panel is 95% sure that 9,950 or more plants per 10,000 will be free from these two pests.

The EFSA Panel on Plant Health performed a pest categorisation of Naupactus leucoloma Boheman (Coleoptera: Curculionidae) for the EU territory. N. leucoloma is a polyphagous pest reported to feed on 385 plant species; cultivated hosts include alfalfa, beans, brassicas, carrots, clover, onions, peas, potatoes and soft fruits. N. leucoloma is native to eastern South America. During the first half of the 20th century, it spreads to Australia, New Zealand, South Africa and the USA. In 2005, it was reported in the Azores where it occurs in the wild. In suitable conditions, N. leucoloma can develop from egg to adult in about 12 months with adults emerging during spring and summer. Outside of South America only females are known, they develop and lay eggs without fertilisation. Eggs are usually laid in the soil but can be laid on the stem or lower leaves of hosts. Larval root feeding causes damage to root surfaces leading to stunting and yield or quality losses. Larvae can tunnel inside potato tubers causing significant losses. Pupation takes place in the soil in spring and summer. Larvae and eggs that are laid late in the summer overwinter. Plants for planting and plant products, such as potatoes, provide potential pathways for entry into the EU. The suitable climate and the wide availability of host plants provide conditions to support the establishment of N. leucoloma in the EU. N. leucoloma is regulated in the EU by Commission Implementing Regulation 2019/2072 (Annex IIA). The import of soil or growing medium, from third countries other than Switzerland, is prohibited in the EU and therefore so far inhibited the entry of N. leucoloma larvae and pupae. All criteria assessed by EFSA for consideration either as a potential union quarantine pest or as a potential regulated non‐quarantine pest are met.

International audience; The South American tomato pinworm, Tuta absoluta (Meyrick) (Lepidoptera: Gelechiidae), is a devastating invasive pest of tomato crops in several areas around the world including Africa. Here, we comprehensively review and discuss the relevant scientific knowledge on its occurrence, biological and ecological aspects, fortuitous insect natural enemies, and potential advantages and constraints of pest management scenarios adopted against this pest in tomato crops in both Northern and Sub-Saharan Africa. We conclude the manuscript with a comprehensive research agenda providing future priorities towards sustainable control of this important tomato pest.

Among botanical extracts used as insecticides, essential oils (EOs) are promising alternatives to chemical insecticides. EOs are synthesized by plants, and they play a key role in plant signaling processes including also attractiveness toward pollinators and beneficial insects. Plant species producing essential oils (over 17,000 species) are called aromatic plants and are distributed worldwide. Our review aims to evaluate research studies published in the last 15 years concerning the use of EOs in stored product protection. More than 50% of the retrieved manuscripts have been published by authors from Eastern countries (Iran, China, India, and Pakistan), investigating different aspects related to insect pest management (exposure route, effect on the target pest, and mode of action). Coleoptera was the most studied insect order (85.41%) followed by Lepidoptera (11.49%), whereas few studies targeted new emerging pests (e.g., Psocoptera). Almost all the trials were carried out under laboratory conditions, while no experiments were conducted under real operating conditions. Future research studies concerning the use of EOs as insecticides should focus on the development of insecticide formulations which could be successfully applied to different production realities.

International audience; BACKGROUND: Bottom-up and top-down forces are major components of biological control against pests in an agro-ecosystem. Understanding the multi-trophic interactions between plants and secondary consumers would help optimize pest control strategies. We manipulated nitrogen and/or water inputs to tomato plants (Solanum lycopersicum) to test whether these manipulations could trigger bottom-up effects on the parasitoid Necremnus tutae via host (Tuta absoluta) and/or non-host (Bemisia tabaci) exposures, and compared the control efficacy of N. tutae on T. absoluta in the presence and absence of B. tabaci. RESULTS: The results showed no cascading effects of plant nitrogen and/or water inputs on N. tutae via either host or non-host exposure. The bottom-up force was mitigated by chewing or sap-feeding insect consumers at the second energy level. By contrast, the top-down force on T. absoluta from parasitoids was enhanced by an additionally provided non-host, which could produce alternative food sources extending N. tutae longevity and enhancing the fitness of its offspring. CONCLUSION: Our results provided evidence for the combination of bottom-up and top-down approaches in tomato integrated pest management programs.

Insect parasitoids are often manipulated to improve biological control programs for various arthropod pests. Volatile compounds can be a relevant cue used by most parasitoid hymenoptera for host or host microhabitat location. Here, we studied olfactory responses of the braconid Asobara japonica Belokobylskij, an Asiatic endoparasitoid of the invasive pest Drosophila suzukii (Matsumura), toward its host and host substrates. Adult A. japonica displayed an innate attraction to undescribed volatile cues from infested host fruits irrespectively of the juvenile rearing experience, i.e. they respond to a novel cue subsequently used for microhabitat selection. These data suggest that A. japonica parasitoids mass-reared on artificial diet and factitious host (D. melanogaster) can successfully locate their hosts. Naive female parasitoids did not show a preference towards any of the tested host media. However, the enforced adult experience with the rearing host medium modified the olfactory preference patterns toward non-natal host fruits. These findings provide evidence of associative learning during the adult stage of A. japonica, and demonstrate its plasticity in exploiting the volatiles from various fruits infested by D. suzukii.

BACKGROUND The complexity of both natural and managed ecosystems involves various forms of interaction among organisms. Two or more species that exploit the same resource can engage in competitive behaviours, usually referred to as intraguild interactions. These can be direct, i.e. one species feeds directly upon the competitor (intraguild predation) or indirect, e.g. when the dominant organism competes for a food source that another organism is feeding upon (kleptoparasitism). We investigated the potential for such interactions in a biological model composed by the South American tomato pinworm, Tuta absoluta, and three of its newly associated natural enemies: the zoophytophagous predator Nesidiocoris tenuis and the two idiobiont ectoparasitoids Bracon nigricans and Necremnus tutae. RESULTS N. tenuis was shown (i) to scavenge on parasitised T. absoluta larvae and (ii) directly to attack and feed upon larvae of both parasitoid species, although at a higher percentage in the case of N. tutae. In the presence of the host plant, the predator reduced the emergence of both B. nigricans and N. tutae adults significantly. CONCLUSION This study stresses the ecological success of a generalist predator over indigenous parasitoids attacking an invasive pest. Moreover, these findings provide potential elements for better design of biological control programmes against T. absoluta. © 2017 Society of Chemical Industry.

Following a request from the EU Commission, the Panel on Plant Health has addressed the pest categorisation of non‐EU isolates of potato virus S (PVS). The information currently available on geographical distribution, biology, epidemiology, potential entry pathways, potential additional impact compared to the current situation in the EU, and availability of control measures of non‐EU isolates of PVS has been evaluated with regard to the criteria to qualify as potential Union quarantine pest. Because non‐EU isolates of PVS are absent from the EU, they do not meet one of the requirements to be regulated as an RNQP (presence in the EU); as a consequence, the Panel decided not to evaluate the other RNQP criteria for these isolates. Populations of PVS can be subdivided into two strains: the ordinary strain (PVS‐O) with a worldwide distribution (including the EU), and the Andean strain (PVS‐A) which is absent from the EU or considered to have at most a limited distribution in the EU. Two additional divergent isolates (PVS‐A/PVS‐O recombinants and PVS‐arracacha) have also been categorised. Non‐EU isolates of PVS‐A are expected to have an additional impact as compared to the PVS isolates currently present in the EU, and therefore meet all the criteria to qualify as potential Union quarantine pests; the magnitude of the additional impact is, however, unknown. Non‐EU isolates of PVS‐A/PVS‐O recombinants and of PVS‐arracacha also meet these criteria, with the exception of the criterion regarding the potential additional consequences in the EU territory for which the Panel was unable to conclude. Non‐EU PVS‐O isolates are not expected to have an additional impact in the EU as compared to EU isolates and therefore do not meet the corresponding criterion.

The Panel on Plant Health performed a pest categorisation of non-EU Scolytinae (Coleoptera: Curculionidae) of coniferous hosts (hereafter NESC). NESC occur worldwide, and some species are important forest pests. Species can be identified using taxonomic keys and molecular methods. Most NESC species (bark beetles) live in the inner bark of their hosts (phloem and cambium), while the remaining species mostly colonise the sapwood (ambrosia beetles). Bark- and ambrosia beetles are often associated with symbiotic fungi, which behave as pathogens towards the host trees, or are used as food by ambrosia beetle larvae. The larvae live in individual tunnels or in communal chambers. Pupation occurs in the wood or in the bark. Some species are semi- or multivoltine, others are monovoltine. Some species attack and kill living, apparently healthy trees. Other species specialise in weakened, dying or dead trees. The pathways for entry are cut branches, cones, round wood with or without bark, sawn wood with or without bark, wood packaging material, bark, manufactured wood items and wood chips and plants for planting (including seeds) of conifers. Availability of host plants and suitable climate would allow the establishment in the EU of NESC. Measures are in place to prevent their introduction through the pathways described above. NESC satisfy all the criteria to be considered as Union quarantine pests. As NESC are not present in the EU and plants for planting are not their major pathway for spread, they do not meet the criteria to be considered as regulated non-quarantine pests. The Panel on Plant Health of EFSA conducted a pest categorisation of 17 viruses of Rubus L. that were previously classified as either non-EU or of undetermined standing in a previous opinion. These infectious agents belong to different genera and are heterogeneous in their biology. Blackberry virus X, blackberry virus Z and wineberry latent virus were not categorised because of lack of information while grapevine red blotch virus was excluded because it does not infect Rubus. All 17 viruses are efficiently transmitted by vegetative propagation, with plants for planting representing the major pathway for entry and spread. For some viruses, additional pathway(s) are Rubus seeds, pollen and/or vector(s). Most of the viruses categorised here infect only one or few plant genera, but some of them have a wide host range, thus extending the possible entry pathways. Cherry rasp leaf virus, raspberry latent virus, raspberry leaf curl virus, strawberry necrotic shock virus, tobacco ringspot virus and tomato ringspot virus meet all the criteria to qualify as potential Union quarantine pests (QPs). With the exception of impact in the EU territory, on which the Panel was unable to conclude, blackberry chlorotic ringspot virus, blackberry leaf mottle-associated virus, blackberry vein banding-associated virus, blackberry virus E, blackberry virus F, blackberry virus S, blackberry virus Y and blackberry yellow vein-associated virus satisfy all the other criteria to be considered as potential QPs. Black raspberry cryptic virus, blackberry calico virus and Rubus canadensis virus 1 do not meet the criterion of having a potential negative impact in the EU. For several viruses, the categorisation is associated with high uncertainties, mainly because of the absence of data on biology, distribution and impact. Since the opinion addresses non-EU viruses, they do not meet the criteria to qualify as potential Union regulated non-quarantine pests. (C) 2020 European Food Safety Authority. The EFSA Panel on Plant Health performed a pest categorisation of Diabrotica barberi (Coleoptera: Chrysomelidae), the northern corn rootworm, for the EU. D. barberi is a univoltine species occurring in mid-western and eastern USA and Canada, where it reproduces on maize (Zea mays), the preferred larval host. A small proportion of individuals can develop to a lesser extent on spelt (Triticum spelta), rice (Oryza satiya), millet (Panicum miliaceum) and a few North American wild grasses. Eggs are laid in the soil of maize fields, where they overwinter and can enter a diapause which can extend for more than one winter. Larvae hatch in late spring and early summer. Adult emergence peaks in the summer to feed on maize tassels, silks and ear tips. Adults abandon maize fields looking for other feeding hosts and return to maize for oviposition during late summer and autumn. D. barberi is considered a key pest of maize, together with other rootworm species of the same genus. D. barberi is regulated in the EU by Directive 2000/29/EC (Annex IAI). Within this Directive, a general prohibition of soil from most third countries prevents the entry of D. barber! larvae. However, adults carried on sweetcorn or green maize are potential pathways for entry into the EU. Climatic conditions and the wide availability of maize provide conditions to support establishment in the EU. Following establishment, impact on maize yields is anticipated. Phytosanitary measures are available to inhibit entry of this pest. D. barberi satisfies the criteria, which are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest. D. barberi does not meet the criteria of occurring in the EU nor plants for planting being the principal means of spread for it to be regarded as a potential Union regulated non-quarantine pest. The Panel on Plant Health performed a listing of non-EU viruses and viroids (reported hereinafter as viruses) of Cydonia Mill., Fragaria L., Malus Mill., Prunus L., Pyrus L., Ribes L., Rubus L. and Vitis L. A systematic literature review identified 197 viruses infecting one or more of the host genera under consideration. Viruses were allocated into three categories (i) 86 non-EU viruses, known to occur only outside the EU or having only limited presence in the EU (i.e. reported in only one or few Member States (MSs), known to have restricted distribution, outbreaks), (ii) 97 viruses excluded at this stage from further categorisation efforts because they have significant presence in the EU (i.e. only reported so far from the EU or known to occur or be widespread in some MSs or frequently reported in the EU), (iii) 14 viruses with undetermined standing for which available information did not readily allow to allocate to one or the other of the two above groups. Comments provided by MSs during consultation phases were integrated in the opinion. The main knowledge gaps and uncertainties of this listing concern (i) the geographic distribution and prevalence of the viruses analysed, in particular when they were recently described; (ii) the taxonomy and biological status of a number of poorly characterised viruses; (iii) the host status of particular plant genera in relation to some viruses. The viruses considered as non-EU and those with undetermined standing will be categorised in the next steps to answer a specific mandate from the Commission to develop pest categorisations for non-EU viruses. This list does not imply a prejudice on future needs for a pest categorisation for other viruses which are excluded from the current categorisation efforts. (C) 2019 European Food Safety Authority.
