Resumo Este texto em formato de cordel é uma elaboração teórico-empírica elaborada a partir dos resultados preliminares de uma pesquisa que tem buscado analisar o processo de montagem e criação de quatro universidades federais do Brasil como partes de uma estratégia nacional de desenvolvimento regional/territorial. Estas instituições universitárias são conhecidas como “novíssimas universidades federais brasileiras”, pelo fato de terem sido criadas sob a égide de uma política pública nacional que compreendeu a educação superior como estratégia de desenvolvimento para os territórios do Brasil. Dadas as muitas possibilidades de se divulgar achados de pesquisas científicas, utilizou-se a escrita sob o formato de cordel como uma dessas chances, posto que a revelação das bases de montagem das universidades analisadas pôde ser traduzida em diferentes formatos, como o cordel. Assume-se que esta espécie literária, amplamente utilizada por cordelistas, pode figurar como mais uma maneira de informar o fenômeno de constituição de duas destas universidades – uma na Bahia e outra no Ceará – a partir da poesia, da rima e da métrica muito próprias à literatura de cordel. Ao final tanto do cordel quanto das considerações deste trabalho, são apresentadas algumas das contribuições centrais do trabalho, que se alinham a temas como sustentabilidade, políticas públicas, desenvolvimento regional/territorial e questões locais, dentre outros. Abstract This text was made with the preliminary results of a research that has sought to analyze the creating process of four federal universities in Brazil as part of a national strategy for regional/territorial development. These university institutions are known as “brand-new Brazilian federal universities” because they were created under the aegis of a national public policy that understood higher education as a development strategy for the territories of Brazil. Given the possibilities of disseminating scientific research findings, the cordel format was used as one of these chances, since the revelation of the bases of assembly of the analyzed universities could be translated into different formats, such as the cordel. It is assumed that this literary species can approach the phenomenon of constitution of two of these universities − one in Bahia and the other in Ceará − from poetry, rhyme, and metrics very specific to cordel. At the end of this work, some contributions to the theme are presented, aligned with themes such as sustainability, public policies, regional/territorial development, and local issues, among others. Resumen Este texto fue elaborado a partir de los resultados preliminares de una investigación que ha buscado analizar el proceso de creación de cuatro universidades federales en Brasil como parte de una estrategia nacional de desarrollo regional/territorial. Estas instituciones universitarias son conocidas como “nuevísimas universidades federales brasileñas” porque fueron creadas bajo la égida de una política pública nacional que entendió la educación superior como una estrategia de desarrollo para los territorios de Brasil. Al final de este trabajo, se presentan algunas contribuciones al tema, alineados con temas como sustentabilidad, políticas públicas, desarrollo regional/territorial y temas locales, entre otros.

What are the different factors that make a territory marginal? Are contextual features related to spatial, socioeconomic, institutional, or cultural elements differently influencing marginality in different countries? These are the questions at the origin of this Special Issue. Marginal areas are traditionally defined as those far from the main urban centres, based on a core-periphery model (Cullen & Pretes, 2000; Gatzweiler & Baumüller, 2014; Herrschel, 2012; Ferrau & Lopes, 2004; Bock, 2016). From this perspective, marginality is an intrinsic spatial condition rather than a transient feature. However, the geographic distance from the poles is only one among the many conditions that can help to define marginality, which could be better defined as a process deeply influenced by socioeconomic changes (Máliková, Farrell, McDonagh, 2016). Marginal regions can be peripheral in geographical location but advanced regarding their socioeconomic situation. On the other hand, not every marginal Region is necessarily peripheral: on the contrary, several studies suggest an interpretation of marginality as a lack of socioeconomic and political connection (Leimgruber, 2004; Pelc, 2006; Bock, 2016). Moreover, in European countries such as Germany, France and Italy, the concept of marginality has often been associated with rural or mountainous areas. Still, different contributions to this Special Issue show that marginal territories may have very diverse geographical and orographic conditions. In addition, the scale at which a region can be defined as marginal and the administrative borders may also significantly influence the definition of marginality itself. The lack of a broad, shared definition of marginality affects the identification of marginal territories and the possibility of developing adequate territorial policies to rebalance their marginal condition. Europe shows different attempts at defining marginal territories before proposing devoted policies. For example, Italy refers to the concept of "inner areas" (Materiali Uval, 2014), while the Espon (2017) project PROFECY refers to "inner peripheries". The different names given to marginal territories and the different definitions of marginality require exploring the meaning of considering the other features that may make a territory marginal. As a result, marginality should move from the core-periphery model that considers accessibility to services and goods and distance from central places, considering how a combination of physical, social, economic, institutional and cultural aspects defines marginal territories.

In general, systems theories explain the need to transcend disciplines to increase our understanding of a situation by considering different levels of impact, especially through visualisation tools. In a very complex environment such as the fruit and vegetable market in Uruguay, especially focusing on the roles of agents and the interactions between them, "soft systems methodologies"contributed to building a representation integrating different perspectives with consensual and conflicting aspects, delving into the particularities and opportunities for technological innovations and collaborative management for the fruit and vegetablechain, ending in important reflections on opportunities for positive change and the risks of marginalisation or social exclusion. It is considered that this approach contributes to building a holistic vision of the situation that will facilitate our understanding of the commercial circumstances in rural Uruguay (Checkland 1999). Creative economy is the area of knowledge that explores the intangible and symbolic aspects and feeds on creative talents, individually and/or collectively organized, in order to produce creative goods and services. This type of economy has its own dynamics, and it disturbs the traditional economic models. This study investigated creative economy comprehensively and aims to analyze the critical factors inherent in the dynamics of creative economy for regional development, considering the helix model of innovation (quintuple helix innovation model), aligned with entrepreneurship and innovation. To this end, the methodology used was systematized exploratory research, treated within three dimensions – the economic-financial, the socio-anthropological, and the techno-innovative. The conclusion of the study was the identification of fifteen critical factors, the direct creative economy relationship with the quintuple helix innovation model in all its helixes, as well as its “Mode 3” of the dynamics of knowledge generation, creation, and dissemination. The study also highlighted the importance of creative economy as one of the “engines” of regional development, in an economic, financial, social, technological, and sustainable way, driven by the government, its networks, and its actors.

Research background: European Structural and Investment Funds (ESIF) as the main instruments of cohesion policy (CP) in the EU, provide a broad source of financing opportunities for the EU member states. The biggest amount in the CP budget is oriented to convergence NUTS 2 regions that have GDP p.c. below 75% of the EU average. The new members of the EU (accessed in 2004 and 2007) had available 176.3 billion EUR in the period 2007?2013 and 217 billion EUR in the period 2014?2020. Even the absorption rate (in 2007?2013) of available ESIFs is high (above 90%), the real implications on their economies don?t come automatically and they represent the area for examination. Purpose of the article: The research aims to analyse the impact of ESIFs absorption in EU new member states in the period 2008?2016 on their GDP p.c. Methods: As the sample has time and cross-sectional dimension, the panel data in static and dynamic form is employed. The analysis covers the major part of the financial framework 2007?2013 and a part of financial perspective 2014?2020 (depending on the available data). Findings & value added: The results indicate that increase in ESIF p.c. for 1% will contribute to the GDP p.c. increase for 0.0053 to 0.0064 % (static model) and for 0.008% (dynamic model). Although the impact of ESIFs is significant and positive, it is quite (and unexpectedly) small, and consequently new EU member states should not rely too much on them as the source of economic progress. It is necessary that countries should focus on channeling funds into specific segments (sectors, policies) that will result in increased competitiveness of their economies. The contributions lie in creating GDP p.c. determination function; in including all new EU member states; in including more recent available data and by observing ESIFs as a part of growth model.

This study was conducted to propose and identify suggestions for pathways to maintain the sustainability of the pearl industry, a cultural value asset rooted in the region, and to revitalize coastal communities through the pearl industry. Using a qualitative approach, this study sought the opinions of relevant stakeholders based on key themes from the literature review and compiled an agenda for further research and discussion. Specifically, focus group discussions were held with pearl industry stakeholders, local residents, the pearl industry and organizations, tourists, and the public sector, and the views among the four stakeholder groups were analyzed. As a result, the following factors were identified as likely to contribute to the sustainability of the cultured pearl industry: (1) co-creation of value through collaboration between the local stakeholders and local communities (satoumi), (2) efforts to pass on and innovate traditional cultured pearl technology seeking global markets, and (3) enhancement of industrial support measures in coastal areas through collaboration between residents, industry, and government to create an ecology-focused inbound tourism strategy. Stakeholders are strongly aware of the need to promote to the world the value of unique cultured pearls and gemstones that rely on traditional Japanese technology and to attract tourists, along with the development of the next generation of pearl industry leaders, but further systematic intervention is required to achieve this goal. The results of this study are expected to serve as a basis for the next steps in presenting further suggestions through integrated analysis with quantitative economic data. They may also provide guidance for the development of pathways to regional development through the revitalization of local industries and tourism innovation in other coastal regions of the world.

This paper reviews the literature on Smart Specialization implementation in less developed regions of the European Union (EU). Using a systematic literature review research protocol, I critically explore the content of selected relevant papers, examine the challenges in the Smart Specialization implementation in less developed regions of the EU, and raise critical factors that could potentially enhance the success of its implementation. The first finding of this study shows that research on related topics published in leading journals has increased significantly in recent years. Furthermore, as an essential contribution, I categorize the selected papers according to diversity in research design and methodology. Finally, I summarise three key issues of Smart Specialization implementation in less developed regions of the EU: RIS capacity and governance, local and extra-regional collaboration, and regional administrative and financial governance.

The ongoing forced reflection on the leading urbanization models' crisis has led to greater attention to marginal areas. In Italy, the scientific and media debate has focused on inner areas that, since 2014, have represented the target of an innovative national cohesion policy aimed at tackling their shrinking dynamics: the National Strategy for Inner Areas (SNAI). Indeed, Italian inner areas are endowed with extraordinary natural capital and settlement models far from urban density. Thus, they seem to respond perfectly to the new raised living needs. However, leaving aside the optimistic rhetoric, strong political and administrative choices are necessary to trigger a `return process' based on this broader attention toward inner areas, thus countering humankind's natural tendency to concentrate on urban realities. In this light, the paper proposes a tool to support SNAI in designing and implementing heritage-based local development strategies to address inner areas' real needs. After a critical reading of the new challenges for planning posed by the pandemic and SNAI's role within them, the contribution moves to frame the THEMA (Tool for Heritage-based Enhancement of Marginal Areas) tool, focusing on specificities of the inner areas as cultural heritage. Finally, the tool's application to a case study, an inner area in Campania Region, allows to outline and discuss its possible benefits for SNAI implementation and its limits.

Background: Regional Development (RD) allows countries to balance regional differences by providing economic and social benefits to communities. This research highlights the importance of logistics activities to regional social development, and a framework to assess these connections is proposed. Objectives: How to boost regional socioeconomic development through logistics. Methods/Approach: The contributions of logistics to socioeconomic development are analysed based on the previous research, and the case of the Alto Minho (AM) region in Portugal was used to illustrate the connection between logistics and regional development. Results showed that logistics had created jobs, increased company turnover and exports, and increased GDP growth in several regions. For the AM region, results indicate that many companies are operating in this area, contributing to supporting municipalities to reduce regional disparities. Conclusions: A framework for assessing regional logistics performance is proposed together with several logistics performance indicators. This approach is essential for future developments integrating logistics into socioeconomic development.

The extent to which structures and preconditions stimulate or hinder regional development is of interest in economic geography, as is the renewal of ‘left-behind’ peripheral regions. However, few studies have addressed how and to what extent peripheral regions differ. To disentangle the notion of peripheral regions as homogeneous and lacking knowledge sources, capital and networks, the paper discusses the characteristics of four types of peripheral regions: resilient regional service centres; locked-in specialized regions; vulnerable rural regions; and locked-in and vulnerable resource-based regions. By detailing the nuances of periphery, we systematize regions’ challenges and opportunities and link these to local agency.

This article introduces the special issue ‘Rural hinterland development in sparsely populated areas (SPAs): new challenges and opportunities arising from urbanisation within the periphery’. It problematises the relationships between growing cities and hinterland areas in SPAs, such as those commonly found in Arctic, Outback and similar remote resource peripheries of developed countries. Many SPAs are rapidly urbanising, with polarised development becoming an ever-increasing concern for regional planners and policy-makers. This special issue contributes to debates about the impact that urban growth and city-centric development strategies in SPAs might have on the development prospects for small and distant settlements in the hinterland. We first discuss why SPAs are different from other rural contexts when it comes to urban-rural interactions and introduce the idea of regional disconnectedness as a defining feature of SPAs. We then review the papers in this collection, which include perspectives from northern Sweden, Iceland, Finland, Scotland, Alaska, and Australia, and position them according to their contributions to theory, policy and practice. The special issue challenges assumptions that city-centric regional development in SPAs will automatically generate spillover or backwash effects for the hinterland. It emphasises the need to consider diverse mobility flows within SPAs as part of urban-rural interactions. It also raises attention to micro-scale urbanisation within the hinterland, with housing, services, and amenities increasingly concentrating in a few small towns. The final discussion outlines important areas for research into more effective urban-rural partnership building in SPAs and on how to embrace regional disconnectedness for more targeted hinterland development.

This study investigates the variation in attitudes across stakeholders towards investments in the digital economy. Using semi-structured interviews to identify attitudes about the spatially evolving socioeconomic importance of the digital economy in New Zealand, we identified seven distinct yet partially overlapping concerns that prioritise preferences for digital investment. A key finding is that there are important asymmetries in stakeholders' narratives and epistemological foundations that currently align to collectively strengthen resolve to invest in digital infrastructure and training, but this alignment may splinter in future. Some stakeholders saw internet access as coalescing social economy, and there were concerns that some people and some places would get left behind if access is not rolled out uniformly and as a priority. There were disagreements about who will prosper, who will get left behind, who should pay for upgrading digital skills, the extent that investments were connected with wellbeing and identity, whether fake news was significant, and the longevity of the impact of digital economy investments. This study contributes to theory by demonstrating that practically-relevant, socially-informed policy decisions can be underpinned by collective efforts that draw on heterogeneous narratives and multidimensional understandings.

O artigo pretende discutir as conexões e fluxos entre os espaços rural e urbano, considerando a nova dinâmica de sustentabilidade, como expectativa de desenvolvimento econômico e humano no século 21. O objetivo principal é contextualizar este cenário na região Amazônica, no que concerne às desigualdades regionais e seus reflexos nas conexões e fluxos entre o rural e o urbano. O estudo de caso será em torno, especificamente, da realidade da comunidade ribeirinha da ilha do Delta do Igarapé-mirim que tem conexão direta com o centro urbano do município de Santana, estado do Amapá. A falta de atuação da gestão pública, tanto no espaço urbano como no rural, torna imprescindível não só a ressignificação, mas a conscientização do que seja agir para desenvolver com sustentabilidade e dignidade. Enquanto houver o distanciamento entre os interesses políticos e sociais dos agentes envolvidos neste processo, dificilmente o desenvolvimento e crescimento econômico estarão em sintonia com o desenvolvimento humano.

Kick-off EU project PREMIUM_EU: Workpackage 4; the regional development effects module (RDEM)

Purpose This paper aims to present a historical case study of Norwegian transnational entrepreneurs (1880s–1930s) and the ecosystems that they founded in Russia’s Arctic periphery. Drawing from the contemporary transnational entrepreneurship and entrepreneurial ecosystem literature, and inspired by AnnaLee Saxenian’s concept of “brain circulation,” this study explores the journey and impact of these entrepreneurs in a time of evolving political turbulence. Design/methodology/approach This study applies a mixed-methodology approach, drawing from nine qualitative interviews held in 2021 and secondary material, including historical books, a podcast, videos and archival data. Findings The Norwegian entrepreneurs were both “pulled” by and “pushed” to the Russian region, their “New America,” where they could apply their personal skills and exploit their rich social and financial capital to establish a local entrepreneurial ecosystem. However, radical political change altered the context, which led many of the entrepreneurs to re-migrate to Norway. Research limitations/implications This paper demonstrates the role of the political context for contemporary entrepreneurship and management research, as transnational entrepreneurs and international expatriates remain vulnerable to political change. Practical implications Public-policy actors and managers in companies need to support highly-skilled transnational entrepreneurs, including expatriates, in a setting with turbulence, crisis and even war, to foster the sustainable contribution of entrepreneurial migrants to regional economic development across different countries. Originality/value This paper presents an original, novel case study on the historical role of transnational entrepreneurs across different cultural settings, their impact on a foreign peripheral location, including social-network building and evolving political change in the historical context. The findings are relevant for contemporary management literature.

Mining trends in the gold sector indicate a growing imbalance in global supply and demand chains, especially in light of accelerated efforts towards industrial electrification and automation. As such, it is important that research and development continue to focus on processing options for more complex and refractory ores. Unlike conventional (i.e., free-milling) ore feeds, refractory gold is not amenable to standard cyanidation, and requires additional pretreatment prior to leaching and recovery. With recent technological advancements, such as sensor-based ore sorting, there is opportunity to advance the development of smaller untapped refractory resources with marginal economics, particularly those in proximity to processing infrastructure within major gold districts. However, it will be critical that the necessary tools are developed to capture the potential system-wide effects caused by varied ore feeds and improve related decision-making processes earlier in the value chain. Discrete event simulation (DES) is a powerful computational technique that can be used to monitor the interactions between important processes and parameters in response to random natural variations; the approach is thus suitable for the modelling of complex mining systems that deal with significant geological uncertainty. This work implements an integrated artificial neural network (ANN) and DES framework for the regional coordination of conventional and preconcentrated refractory gold ores to be processed at a centralized plant. Sample calculations are presented that are based on a generated dataset reflective of sediment-hosted refractory gold systems.

This research is related to the performance evaluation of twelve Coffea arabica cultivars in Vale do Ribeira Paulista, in order to generate consistent information for the technical recommendation for cultivation in the region. The experiment was set in February 2018, at the Experimental Campus of the São Paulo State University “Júlio de Mesquita Filho” - UNESP in Registro, SP, Brazil, in a spacing of 3.00x0.60 m, in a randomized block design with three replications. The following parameters were evaluated: stem diameter, number of plagiotropic branches, plant height, number of internodes of plagiotropic branches, length of the first plagiotropic branch, incidence of brown spots and phoma leaf spot, infestation by leaf miner and yield. The results showed a good adaptation of all cultivars to growing conditions in Vale do Ribeira Paulista, with higher and faster vegetative development of large coffee cultivars. The productive potential of cultivars in the first harvest was similar to the performance of the same cultivars in traditional growing regions, with emphasis on ‘Arara’ and ‘Catucaí Amarelo 24/137’, with about 55 bags ha-1 of processed coffee. There was no incidence of rust disease in the experimental evaluation period, unlike other biotic agents such as leaf miner, phoma-spot and brown eye spot. Nossa pesquisa se relaciona à avaliação do desempenho de doze cultivares de Coffea arabica no Vale do Ribeira Paulista, gerando informações consistentes para a recomendação técnica de cultivo na região. O experimento foi instalado em fevereiro de 2018, no Câmpus Experimental da Universidade Estadual Paulista “Júlio de Mesquita Filho”, em Registro, SP, Brasil, em espaçamento de 3,00x0,60m, delineamento experimental de blocos casualizados, três repetições e parcelas de oito plantas, sendo considerada como parcela útil apenas as seis plantas centrais. Foram avaliados o diâmetro de caule, o número de ramos plagiotrópicos, a altura das plantas, o número de internódios dos ramos plagiotrópico, o comprimento do primeiro ramo plagiotrópico, a incidência de cercosporiose e mancha-de-phoma em folhas dos cafeeiros, a infestação por bicho-mineiro e, estimada a produtividade das cultivares. Nossos resultados evidenciaram uma boa adaptação de todas as cultivares às condições de cultivo no Vale do Ribeira Paulista, com maior e mais rápido desenvolvimento vegetativo das cultivares de porte alto. O potencial produtivo das cultivares na primeira colheita revelou-se semelhante ao desempenho das mesmas cultivares em regiões tradicionais de cultivo, com destaque para as cultivares Arara e Catucaí Amarelo 24/137, com cerca de 55 sacas.ha-1 de café beneficiado. Não houve incidência de ferrugem no período de avaliação experimental, ao contrário de outros agentes bióticos como, bicho-mineiro, mancha-de-phoma e cercosporiose.

Circular economy (CE) literature discusses the need for cooperation between different stakeholders to promote a CE; there is also an assumption regarding the benefits of loop closing on a local or regional scale. However, the potentially conflicting priorities, understandings, and expectations of the stakeholders involved have not been sufficiently addressed. Regional (or local) authorities have a responsibility to promote prosperity for stakeholders in their administrative region, within the constraints of national policy; conversely companies can have financial imperatives associated with stakeholders who may be globally distributed. Evidence of these conflicting priorities, the various positions stakeholder take, and their expectations of each other can be seen in the language choices regional actors make in their public-facing policy and report documents. The aim of the paper is to consider the challenges for creating a regional-scale CE that might arise from the differing priorities and values of companies and public agencies relating to specific places. It uses discourse analysis (including critical approaches) to examine how policy and business documents represent the stakeholders of the CE, their place in it, their priorities, and, importantly, the relationship between CE actors, focusing on the case of North Humberside on the North East coast of England. The plans set out in these reports are designed for external stakeholders and allow us to gain an insight into company and policy thinking in relation to CE developments in the coming years, including how they view each other’s roles. Findings indicate a shared motivation across scales and sectors for the CE as a means towards sustainable growth within which business plays a central role. However, there is a critical double disjuncture between different visions for implementation. First, between policy scales, a regional-scale CE is prioritised by regional policymakers, who have an interest in economic advantage being tied to a specific place and call for national scale support for their actions. Second, between regional policymakers and business, companies focus on their own internal operations and potential supply chain collaborations, with little attention given to the regional scale. This can be seen in the way organisations represent the actors of a nascent CE differently. In addition, a hegemonic business-focused growth discourse excludes other visions of the CE; the public are relegated to a passive role primarily as consumers and recipients of under-specified “opportunities” of wealth creation. CE theorisations need to incorporate and address these critical perspectives in order to support the development of strategies to overcome them.

The direction of development that is well planned and dynamic is strongly influenced by the participation of the community and elements in society who are directly or indirectly involved in government administration. By Presidential Decree No.27 of 1980 concerning the Establishment of the agency for Regional Development (ARD) Indonesia and Law no. 25 of 2004 concerning the national development planning system, the Probolinggo Regency Government in carrying out development in the region is first planned so that development can run well as expected. This research aims to describe and analyze the policy implementation of the role of the agency for Regional Development (ARD) in the development planning process in the Probolinggo Regency. This study uses interview analysis techniques in collecting data and answering research problems. The study results indicate the role of the agency for Regional Development (ARD) in implementing policies regarding the development planning in the study region is successfully implemented. However, in its implementation, it has not been able to run optimally to the factors that influence policy implementation.

Current geopolitical and geoeconomic changes require a reconsideration of the role of the Kaliningrad region in the Baltic region. This study aims to demonstrate the possible effect of some trends in the development of the neighbouring countries on the future of the Kaliningrad region and make recommendations on the territory’s macrospecialisation. Amid the erosion of the world order, Sergey A. Karaganov calls for moderate isolationism. The Kaliningrad region is an incredibly interesting historical experiment bound to produce unexpected results. The strengthening of Russia, which coincided with the termination of 300 years of attempts to become part of Europe in some capacity, radically affects the functions of the Kaliningrad region. Its unique geographical position and caring attitude to the historical heritage make it a likely outpost of Russia’s soft power. Developing the region as a laboratory of the future, which builds models for the domestic market and exports, will allow the country to benefit from scale, taking advantage of its larger and smaller territories. Higher education may play a leading part in the process. In particular, as conservatism revives, it is time to take another look at the ideas and approaches used when creating Akademgorodok in Novosibirsk.

The aim of the paper is to assess regional disparities within the Slovak Republic with focus on the market concentration that is used to determine the competitiveness of the market. Following the main research aim the regional structure of Slovakia in the light of the selected socio-economic indicators was examined. The most relevant indicator in terms of research carried out is the GDP/capita, the appropriate indicator of socio-economic development in the region. Following step presents the Herfindahl-Hirschman Index (HHI), a measure of market concentration, examining the GDP of regions. The paper focuses on the application of 3 methods used for measuring regional disparities such as variance, standard deviation and coefficient of variation. In accordance with the gained results based on the analysis of RGDP in Slovakia, it can be concluded that the regional disparities between the regions of Slovakia and Bratislava region are gradually disappearing. The obtained data shows that disparities among regions are decreasing, while the decrease was faster during certain years. In 2016 a divergence of disparities can be observed. This year shows a significant divergence, e.g. Trnava region (-0,7217), Nitra region (-0,6243), Banská Bystrica region (-0,2565), Prešov region (-0,4498), which reflects deepening regional disparities compared to Bratislava region. However 2018 recorded values expressing the relationship m>1 (gradual elimination of regional disparities) between the regions - region of Trnava, region of Trenčín, region of Prešov., Cilj rada je procijeniti regionalne razlike unutar Slovačke Republike s fokusom na koncentraciju tržišta koja se koristi za određivanje konkurentnosti tržišta. U skladu s glavnim ciljem istraživanja ispitana je regionalna struktura Slovačke u svjetlu odabranih socioekonomskih pokazatelja. Najrelevantniji pokazatelj u smislu istraživanja koja se provode je BDP po stanovniku, odgovarajući pokazatelj socio-ekonomskog razvoja regije. Sljedeći korak predstavlja Herfindahl-Hirschmanov indeks (HHI), mjeru koncentracije tržišta, koja ispituje BDP regija. Rad se fokusira na primjenu 3 metode koje se koriste za mjerenje regionalnih dispariteta kao što su varijanca, standardna devijacija i koeficijent varijacije. Sukladno dobivenim rezultatima na temelju analize RGDP-a u Slovačkoj, može se zaključiti da regionalne razlike između regija Slovačke i Bratislavske regije postupno nestaju. Dobiveni podaci pokazuju da se razlike među regijama smanjuju, dok je smanjenje u pojedinim godinama bilo brže. U 2016. godini može se uočiti divergencija dispariteta. Ova godina pokazuje značajno odstupanje, npr. regija Trnava (-0,7217), regija Nitra (-0,6243), regija Banská Bystrica (-0,2565), regija Prešov (-0,4498), što odražava produbljivanje regionalnih razlika u usporedbi s regijom Bratislava. Međutim, 2018. zabilježene su vrijednosti koje izražavaju odnos m>1 (postupno uklanjanje regionalnih razlika) između regija - regija Trnava, regija Trenčín, regija Prešov.

Current geoeconomic and geopolitical transformations project on Russian society and its spatial organisation, highlighting the problems of spatial socioeconomic development and its governmental regulation. This article examines the theoretical and applied aspects of the incorporation into the national regional policy of the sea factor, understood as a combination of location and resources, which is determined by a country’s jurisdiction over coasts and waters, its maritime activities and coastalisation potential, including the economic, settlement-­related and psychological elements of the latter. The article describes the key influences of the sea factor on the spatial development of post-­Soviet Russia. The steadily growing impact of maritime activities on the spatial-­economic and settlement dynamics has been given a new impetus by the rising geostrategic, resource and transport-­logistic significance of the World Ocean, as well as its water and water-land substructures, amid increasing military-­strategic confrontation and geoeconomic regionalisation. The article presents a retrospective analysis of the role of the sea factor in Russia’s regional policy and identifies its stages. The authors emphasise the need for a synergy between maritime and spatial policies and proposes ways of achieving it.

This article investigates, for the first time, the inclusion of the operator Trace Coherence (TrCoh) in polarimetric and interferometric synthetic aperture radar (SAR) methodologies for the estimation of biophysical parameters of vegetation. A modified inversion algorithm based on the well-known Random Volume over Ground (RVoG) model, which employs the TrCoh, is described and evaluated. In this regard, a different set of coherence extrema is used as input for the retrieval stage. In addition, the proposed methodology improves the inversion algorithm by employing analytical solutions rather than approximations. Validation is carried out exploiting single-pass HH-VV bistatic TanDEM-X data, together with reference data acquired over a paddy rice area in Spain. The added value of the TrCoh and the convenience of the use of analytical solutions are assessed by comparing with the conventional polarimetric SAR interferometry (PolInSAR) algorithm. Results demonstrate that the modified proposed methodology is computationally more effective than current methods on this dataset. For the same scene, the steps required for inversion are computed in 6 min with the conventional method, while it only takes 6 s with the proposed approach. Moreover, vegetation height estimates exhibit a higher accuracy with the proposed method in all fields under evaluation. The root-mean-squared error reached with the modified method improves by 7 cm with respect to the conventional algorithm. The present study aims to determine the efficiency of a given industry in the regions of the country by identifying the sectors for which comparative advantages can be derived. This study will focus on the dynamic changes in the territorial and sectoral structure of employment, as those sectors that have the potential for development have been determined through defined criteria. The localization coefficient is used to determine the industries with a high degree of concentration and the effect of national and regional trends on the industry structure is established through a “shift-share” analysis of employment. As a result of the analysis, the need to increase the efficiency of the industries, for which the region has comparative advantages, is highlighted, as this is a prerequisite for increasing its competitiveness. The impact on the industries identified in the development in the direction of stimulation would have a favorable effect on the growth of the economy in the region, respectively on the economy of the country as a whole.

O objetivo deste artigo foi realizar uma revisão de literatura com abordagem narrativa, buscando entender o desenvolvimento regional e local a partir de políticas públicas de educação, cultura e turismo na promoção do desenvolvimento dos cidadãos, trazendo como intento, compreender que forma eles podem ser beneficiados ou não com a aplicação dessas políticas em relação ao desenvolvimento regional. Deste modo, também se buscou observar o contexto histórico no qual as políticas públicas se fomentam e se efetivam, entendendo que permitirá um compreendimento sobre a realidade atual em relação as políticas públicas especificamente de educação, cultura e turismo para o desenvolvimento regional e local. Para fundamentar as análises realizadas foram abordadas considerações de pesquisadores e teóricos Alves, Nascimento e Freitas (2018), Camelo (2016), Durand (2001), Kamimura, Simonetti (2017), Montaneli Júnior e Silva (2015), e Tomazzini (2009), Também, foram abordados documentos como leis e dispositivos legais vigente no Brasil relacionados a questão das políticas públicas e suas relações e interações com o desenvolvimento/local.

One of the main priorities of regional development policies is to catch up with disadvantaged areas. The disadvantages can be attributed to several reasons, but they pose the same economic and social challenges. The importance of supporting these regions for the development of the regions of Eastern Europe is unquestionable. Our study focuses on a disadvantaged settlement in Hungary. With our research, we sought the answer to how the people living here relate to their settlement. To answer this, we surveyed the opinions of the residents of the settlement with a questionnaire. Our results showed that the long-standing disadvantage created a depressive, passive, negative community. However, the lack of people actively involved in local development further hinders the movement of the settlement in a positive direction.

Zukunftsszenarien sind Teil einer wissenschaftlichen Foresight-Methodik, die Visionen alter­nativer Zukünfte bzw. Entwicklungspfade modelliert und in einem Narrativ illustriert. Die nach­folgend dargestellten Szenarien simulieren zwei mögliche (positiv/negativ) Pfade der Lausitzer Regional­entwicklung auf dem Weg zur Dekarbonisierung und sind aus der Pers­pek­tive von 2050 rückblickend verfasst. Die Szenarien veranschaulichen Rahmenbedingungen, Entschei­dungskonsequenzen und Übergangsdynamiken der Ener­gie­wende sowie des Kohleaus­stie­ges in der Lausitz und erschließen Infor­ma­tionen für eine plausible Entscheidungs­­findung.

This paper suggests a way to cluster Ukrainian regions by using economy and creativity-related multiparametric sets so as to reveal the main roles of players in cross-regional comparisons. Special attention was paid to an analysis of invaded regions since 2014 and 2022. The methodology is based on a consistent utilisation of structured analysis, correlation, regression and clustering modelling. Sets of parameters were selected from secondary data via correlation and regression analyses aimed at defining the most impactful factors. The study sample includes 25 regions in Ukraine. The research results contribute mainly to the theorisation of comparative regional analysis and to the relationship between the economy and creativity and their specific behaviour in regions directly linked to war crisis.

Transaction Cost Economics (TCE) is one of the most applied economic theories to studies of agrifood chains, especially for presenting approaches that analyze the role of institutions in the relationship between organizations, making it completely adherent to the concept of Coordination, vital in chain management. Agro-industrial chains have continuously experienced mechanisms to reduce information asymmetry between producer and final consumer, one of these mechanisms being Geographical Indications (GIs), certifications of origin based on geographic location. This work aims to identify the state-of-the-art of TCE in studies related to GIs, identifying how the topics related to theory are approached and whether or not there are literature gaps in this regard. A systematic literature review was made in two substantial scientific databases using Methodi Ordinatio. The results demonstrate a certain homogeneity of studies, which focuses on Coordination and Governance, as well as a low synergy between the themes. Future studies could enrich the academic literature by contemplating an opposite path to this homogeneousness, either by a) exploring how TCE can explain the development of GIs; b) investigating the opportunism between producers and association members; or c) studying the limited rationality of the links downstream the chain.

'Open Balkans and the Future of Regional Cooperation' A project envisaged by the Albanian Institute for International Studies, in cooperation with scholars and policy experts from the region, funded by Hanns Seidel Foundation Albania. The most common and relevant questions and quandaries that are raised by the Open Balkans initiative as indicated in the individual country reports on the Open Balkans relate to the added value of this intra-regional initiative of regional cooperation among the paraphernalia of similar ones, and whether the Open Balkans can foster peacebuilding in the region as well as complement the integration of the region into the European Union. To understand the functioning, the opportunities, and the ways through which the faltering of and skepticism on the Open Balkans initiative can be rectified, the report will address the effect of the EU leverage in the Western Balkans in contrast with other external actors, as well as highlight the political and economic conditions of the polities in the region, which underpin the Open Balkans initiative's impact. Probably the project of the Open Balkans would have been inconceivable if the process of the EU enlargement of the Western Balkans had not been complex, to some extent incoherent in sustaining the commitments for the accession of the Western Balkans, and less indicative of various competing strategies and mechanisms instead of full membership. On the other hand, the ushering of the international order into an age of hybridity had increased the leverage of non-Western external actors. The paper aims to enrich the discussion on the Research and Innovation Strategies for Smart Specialisation (RIS3) and ongoing development of macro-regions in the EU. EU macro-regions are defined as geographical related places that are considered to be socially, economically, and historically linked and, until now, make a blind spot in the discussion on Smart Specialisation and regional innovation. The empirical approach of this paper is to apply a simply pooled OLS-regression with productivity as an independent variable, various exogenous variables on Smart Specialisation, dummies on EU macro-regions, and time-fixed effects within NUTS2 regions between 2014 and 2018. From this, it can be concluded that Smart Specialisation has a significant dependency on productivity. Moreover, it was assumed that regions of a macro-region benefit from each other by co-location. The result is not perfect. This raises questions for the development of EU macro-regions.

Beyond metropolitan areas, many peripheral regions and their cities in Europe have, in manifold ways, been significantly shaped by industrialisation. In the context of the relocation of industrial production to other countries over the last decades, the question has been raised as to the role this heritage can play in futural regional development as well as the potential local identification with this history. Hence, this article seeks to analyse the perception of the industrial heritage in the Vogtland region, located alongside the border of three German federal states and the Czech Republic. It inquires as to the perception of the industrial heritage by the local population and related potential future narrations. Based on spontaneous and explorative interviews with local people as an empirical base, a discrepancy between the perception of the tangible and intangible dimensions of the industrial heritage can be observed. On the one hand, the tangible heritage like older factories and production complexes are seen as a functional legacy and an “eyesore” narrative is attributed to them. On the other hand, people often reference the personal and familial connection to the industry and highlight its importance for the historical development and the wealth of the region. But these positive associations are mainly limited to the intangible dimension and are disconnected from the material artefacts of industrial production.

In NRW haben sowohl die Regionalplanung als auch integrierte Ansätze der Regionalentwicklung, wie z.B. die REGIONALE NRW, eine lange Tradition. Das bisherige Nebeneinander soll im Sinne eines besseren Zusammenwirkens von Regionalplanung und Regionalentwicklung mit dem Ziel eines "guten Raumzustandes" überwunden werden. Elemente einer neuen Praxis könnten etwa ein "Brückendokument" (z.B. Raumbild) zur Vermittlung zwischen Regionalplanung und -entwicklung sowie eine eigenständig handlungsfähige organisatorische Verankerung des Prozessmanagements sein. Unabdingbar dafür sind eine entsprechende politische Legitimation und ein Wille zur regionalen Zusammenarbeit. In NRW, both regional planning and integrated approaches to regional development, such as the REGIONALE NRW, have a long tradition. These two fields have previously existed in parallel, a situation that should be overcome through the better interaction of regional planning and regional development with the goal of creating "good spatial conditions". Elements of a new practice approach could include a "bridging document" (e.g. spatial vision) to mediate between regional planning and development, and also independent, empowered and organisationally anchored process management. Indispensable here are the appropriate political legitimacy and a will for regional cooperation.

Food tourism is defined as a journey to a destination in order to discover a culture through its food. Special segments of culinary tourism have emerged during the last decades to valorize local products and drinks and award tourism value to food. This is the case of cheese tourism, which has been recently studied with increasing management and marketing implications. In this sense, planning and development of food-based marketing strategies represent a key factor towards the success of a niche tourism. In particular, this paper investigates the process of marketing cheese tourism in social media. Drawing on a visual content analysis focused on Instagram, the research analyses the virtual storytelling of Manchego cheese. Results showcase how cheese is communicated to audiences and reveal the potential of social media to create a cheese-based narrative. Both theoretical and practical implications of the study are described.

North Macedonia can improve its economic growth by addressing the infrastructure gap by at least full capital budget utilisation. The outturn/execution of capital budget expenditures is low and in relative terms decreasing. The planned public finances for regional balanced development are also low and non-compliant with the legally set levels. A test of several hypothetical scenarios of full capital budget utilisation it is expected to positively contribute to the economic growth immediately and in the period to follow. Even if total debt increases in nominal terms, in relative terms the debt-to-GDP on a longer-run reduces through generating additional economic output.

Intellectual resources, in the form of human (labor) and information resources are increasingly important in an economic environment wherein firms limited resource potential impedes innovation. Their assessment, analysis, accounting and distribution are necessary for the effective implementation of innovation activities. However, Russias regions differ in the number of staff engaged in research and development and firm innovativeness. Furthermore, geography can present barriers to innovation that undermine firm competitiveness, which ultimately aggravates the socio-economic development of Russia. This problem can be solved by transforming the methodological tools used in the regional development strategy. Whilst each region is distinctive, the authors propose a methodology for assessing the minimum acceptable levels of available intellectual resources necessary for the implementation of an innovative project. This methodology considers activity at different project stages and can be scaled to any economic level and innovative project. The proposed method evaluates the minimum optimal distribution of intellectual resources necessary for the successful implementation of innovative activities, which are considered necessary for transforming the Russian economy and building resource potential. This methodology also allows to assess the sufficiency of available intellectual resources, create a system of metrics for their accounting and replenishment, and utilize intellectual resources across multiple innovative projects simultaneously.

This article analyzes the contribution of regional airports in Colombia to the development of the domestic air transport network, and with it, to the connectivity of the regions and their social and economic development. The growth and evolution of Colombian regional airports are supported and driven by a set of public and investment policies, designed exclusively for the air sector and implemented, almost continuously, since the liberalization of the air transport industry in the country in the early 1990s and are still in development. Having said this, this work analyzes how the network of regional airports have been able to develop in two and a half decades through public policies, and later, how these airports have positively impacted connectivity and socioeconomic development in the territories. All this is done through the presentation and analysis of related indicators.

This note provides a short summary of analysis which was undertaken at the James Hutton Institute to distribute funding (£11.6m in total, £7.6m of which was allocated by this analysis) which was made available for Community Led Local Development (CLLD) in 2022-23 in Scotland.

A subárea do Desenvolvimento Regional está vinculada a área do Planejamento Urbano e Regional e Demografia no âmbito da CAPES. Esta área compreende 49 programas de Pós-Graduação, dos quais 25 estão ligados à área de Planejamento Urbano e Regional, 20 alinham-se ao tema do Desenvolvimento Regional e 04 vinculados à Demografia. Este artigo objetiva analisar os artigos publicados pelos pesquisadores Bolsistas Produtividade CNPq dos programas em Desenvolvimento Regional. Foram analisados os artigos publicados em periódicos dos estratos qualis A1, A2 e B1, classificados temas e principais questões abordadas. Dentre os 90 Bolsistas Produtividade CNPQ da área PLURD, 12 atuam no Desenvolvimento Regional. O grupo publicou 09 artigos em periódicos com classificação A1 e A2 e 25 artigos em periódicos com classificação B1. A análise fomentou a identificação dos principais pesquisadores, temas e questões abordadas, permitindo o aprofundamento da compreensão sobre o perfil desta área de concentração. Background Boosting the population growth of towns and cities across regional Australia has long been a popular aspiration. However, the reality of many regional locations is long-term population decline. Aims Regional development has been underpinned by a growth paradigm which conflates population growth with success. This article explores how some regional communities have experienced renewal, fostered innovation, and enhanced community wellbeing without population growth. Data and methods A mixed methods approach informs this paper. Five case studies are used to illustrate ways in which regional communities can experience successful economic and social outcomes without population growth. Literature is provided for context and empirical data are used to illustrate key features of the selected towns. Results The case studies reveal themes of connection, place, agency and wellbeing which contribute to ‘successful’ communities. For example, developing connections with a wider network within the region or across sectors enables economic growth through innovation, irrespective of population growth. Conclusions Being able to respond to, or take advantage of, change is an important element in regional development and one which creates community renewal and wellbeing even if not population growth.

The connectivity of a region is an indicator the growth of service centers. Community service is carried out with a team from PT. Maluku and North Maluku Regional Development Bank Central Maluku Branch during 2018. Data were collected in 18 districts in Central Maluku Regency through the Rapid Survey Method for regional potential and socio-economic dynamics of the community. Central Maluku Regency BPS data support 2018 is a complementary input in the centrality analysis. The data were processed using quantitative descriptive analysis using Guttman scale/Marshall Centrality Index and spatial analysis tools using ArcmapGIS 10.3.1 software, to obtain a map of the regional service center. Central Maluku Regency is an archipelago, having district clusters spread over Seram Island, Ambon, Lease Islands and Banda. The district cluster is divided into 4 regions with the highest level of regional service being in Amahei District (11.14) and the lowest in Nusa Laut (2.50). Economic growth in sub-districts in the archipelago experienced a positive trend, concentrated on Ambon Island and Banda Islands, while the Lease Islands centrality index was in the lower middle category.

Cruise tourism is the fastest-growing branch of the tourism sector, and many have turned to it as a development strategy despite little systematic evidence of its equilibrium effects. I match 10.6 million automatic identification system (AIS) locations from 517 cruise ships arriving in 265 port destinations to 355,463 Demographic and Health Survey (DHS) women’s surveys in 23 countries to estimate cruise tourism’s relationship with women’s labor market participation and educational attainment. Using fixed effects to identify changes in tourism over time, I estimate that doubling cruise ship arrivals is associated with a 4.9-percentage point increase in labor participation and one-quarter more years of education. These results would be consistent with port cities offering more job opportunities for older women and increased opportunity and available income for education, possibly in anticipation of improved employment prospects. The recent wave of populism has focused attention on ‘left behind’ places as hotspots of discontent. Seeking to remedy their neglect in urban and regional studies, the aim of this paper is to engage with the problems of ‘left behind’ places and to stimulate fresh thinking about alternative approaches. Reflecting the complex and inter-connected issues facing such places, it argues that a new conception is required to address issues of belonging and attachment. The paper outlines the basis of an expanded neo-endogenous development approach, identifying the foundational economy, income and livelihoods, social infrastructures and social innovation as key policy concerns.

The article focuses on the fact that the general struggle for investment resources, both at the state level and at the regional level, forces us to study the essence, content of the investment process, the forms of interaction between its participants in more depth and in detail, assess the investment potential of individual sectors of the economy and look for ways to improve its efficiency. When studying the investment attractiveness of economic sectors, such a methodology was used, which includes three stages: 1) assessment of the socio-economic situation of the region and determination of its rating in Russia; 2) analysis of the dynamics and structure of investments in fixed assets; 3) identification of benefits that provide investment incentives for external investors in the regional system and deter conditions for the development of investment activity. It has been revealed that there is a significant gap between regions in terms of investment activity in the Russian economy, which contradicts the principle of a single economic space of the country. The Kirov region is analysed in relation to other regions of the country in terms of the indicators under consideration. The most attractive sectors of the region’s economy for investors have been identified. The article shows how important it is to assess the investment attractiveness of individual sectors of the economy of the Kirov region in order to offer the most profitable investment projects in the future.

Technology spillover is crucial to achieving economic development while also reducing CO2 emissions. The success of diffusion depends critically upon advanced intellectual property rights (IPR) protection and the level of infrastructure. Several studies have discussed the relationship between technology spillover and CO2 emissions. However, very few studies have addressed the impacts of socio-economic factors, particularly IPR protection and transportation infrastructure (TI) (the two concepts that are directly related to technology spillover), on this relationship. Therefore, this study used an extended Environmental Kuznets Curve (EKC) model to explore the relationship between technology spillover and CO2 emissions in China from 1997 to 2018. The study accounted for two threshold variables (IPR protection and TI) in a threshold model to explore the nonlinear effect of technology spillover on CO2 emissions. The findings revealed that: (1) when the IPR protection value was below 8.169, different forms of technology spillover had an optimal effect on CO2 emission reduction; (2) the scale of TI construction should be moderate and below the threshold value; otherwise, greater environmental pressure would occur; and (3) threshold points varied geographically. The results indicated that the level of IPR protection and TI should be adapted to the regional development characteristics to promote economic development and minimize environmental impacts.

Regional development is an effort to achieve balanced development by fulfilling development potentials according to the various regional/regional capacities. The concept of development with a regional dimension in West Java Province is applied through the division of six development areas (WP). Aspects that affect the economic growth of each WP need to be known as the basis for formulating a development strategy. This study aims to analyze the factors that influence the economic development of West Java WP. Data analysis of this study used the Geographically Weighted Panel Regression (GWPR) method. The determinants of economic growth were examined using the independent variable (X): agricultural GRDP (gross regional domestic product), gross fixed capital formation (PMTB), average length of schooling (RLS), and number of puskesmas. The final result of the study shows that the factors that influence the economic growth of each WP are: agricultural GRDP, PMTB, RLS, puskesmas (WP Bodebekpunjur); Agricultural GRDP, PMTB, puskesmas (WP Purwasuka), agricultural GRDP, PMTB (WP Ciayumajakuning, Priatim-Pangandaran, KK Bandung Basin), and agricultural GRDP, PMTB, RLS (WP Sukabumi).
