The Paris Agreement adopted by the 2015 United Nations Climate Change Conference (PA), aims to limit global warming, and establish provisions for engaging in international cooperation, including carbon market mechanisms. Little research has been done in developing universal operational tools to reach the benefits of achieving the PA climate targets. To fill this key research gap, CO2 permit markets are used towards a global market-based solutions scheme to implement blue carbon climate targets for global fisheries. The scheme creates a scarcity value for the right to not sequester carbon, generating an asset of carbon sequestration allowances, based on the past landings of the fishing industry. The scheme identifies fishing activities that could be reduced because they are biologically negative, economically inefficient, and socially unequitable. Results show that 17% to 76% of the global landings can be socially inefficient, with an unequal distribution of this inefficiency among countries and fishing areas.

The EU Atlantic Action Plan (AAP) has recently been updated and revised to support ‘blue growth’ along Europe’s western coastal regions. The revisions reflect recent challenges facing the Atlantic Arc maritime economies including the Covid-19 crisis, Brexit and the new requirements of the European Green Deal. This new revision, termed AAP 2.0, also addresses some of the weaknesses highlighted in the original Atlantic Action Plan particularly regarding identifying indicators that may be used to measure progress in the achievement of the Plan’s objectives. Using a database with comparable marine socio-economic data across the Atlantic regions, a number of indicators are identified that may be used to monitor progress of the AAP 2.0. Recent trends and spatial distributions across the Atlantic Arc region are shown for these indicators. The challenges in measuring progress are also highlighted, including where some AAP objectives and associated indicators may conflict with other EU policy aims and where the current monitoring framework can be bolstered with the inclusion of new indicators.

Route optimization methods offer an opportunity to the fisheries industry to enhance their efficiency, sustainability, and safety. However, the use of route optimization Decision Support Systems (DSS), which have been widely used in the shipping industry, is limited in the case of fisheries. In the first part, this work describes the fishing routing problems, reviews the state-of-the-art methods applied in the shipping industry, and introduces a general framework for fishing route optimization decision support systems (FRODSS). In the second part, we highlight the existing gap for the application of DSS in fisheries, and how to develop a FRODSS considering the different types of fishing fleets. Finally, and using the diverse Basque fishing fleet as a case study, we conclude that fishing fleets can be summarized into four main groups whose fishing routes could be optimized in a similar way. This characterization is based on their similarities, such us the target species, fishing gear, and the type and distance to the fishing grounds. These four groups are: (i) small-scale coastal fleet; (ii) large-scale pelagic fleet; (iii) large-scale demersal fleet; and (iv) the distant-water fleet. Distant-water vessels are currently the fleet that can more easily benefit from FRODSS, and they are used as an example here. However, the rest of the fleets could also benefit through adequate adaptation to their operation characteristics, driven by their specific fishing gear and target species.

This open access book provides a comprehensive examination of the European Landing Obligation policy from many relevant perspectives. It includes evaluations of its impacts at economical, socio-cultural, ecological and institutional levels. It also discusses the feasibility and benefits of several potential mitigation strategies. The book was timely published, exactly at the time where the Landing Obligation was planned to be fully implemented. This book is of significant interest to all stakeholders involved, but also to the general public of Europe and to other jurisdictions throughout the world that are also searching for ways to deal with by-catch and discard issues.
