The textbook extensively covers the most pressing issues of antimonopoly and tariff regulation. The basics of antimonopoly and tariff regulation are outlined, the main activities of the Federal Antimonopoly Service as a state regulator, its functions, powers and responsibilities in the implementation of state antimonopoly control and tariff policy, as well as issues of sectoral tariff regulation and control over economic concentration are considered. Separate chapters are devoted to: types of unfair advertising and measures of responsibility for its placement; control of procurement activities. Various approaches to assessing the prospects for the development of corporations in a competitive environment are presented, for example, PPP, which, on the one hand, acts as a development tool, and on the other — as an object of antimonopoly regulation. The essence of the antimonopoly compliance method, which is used to prevent regulatory risks, is disclosed. The object of the research is represented by foreign employees working in the Russian Federation as part of the multinational personnel of the organization. The aim of the work is to develop theoretical provisions and practical recommendations to increase the level of sustainability of multinational organization development on the basis of effective management of international staff loyalty and its optimal use. The work used complementary methods of questioning and expert survey, based on the assessment - Likert scale with subsequent comparison of the actual state of management processes with expert assessments, determining the sustainability of organizational development. The system of factors influencing the formation of multinational personnel loyalty in the organization was formed, focusing on the importance of mechanisms of adaptation and motivation of foreign workers. The method of predicting the performance of enterprises on the basis of calculation of the recommended level of use of adaptation and motivation processes which form the loyalty of multinational personnel in organizations is proposed. The method is based on the expression of traditionally qualitative indicators of human resource management in quantitative formats in order to determine the regression dependences of the sustainability of organizations’ performance on the initial processes of personnel management. The scientific novelty of the research results consists in substantiating the specifics of forming the loyalty of multinational personnel and developing practical recommendations aimed at enhancing the sustainable development of multinational organizations, taking into account the cross-cultural characteristics of human resources. The application of the author's methodology and algorithm in the practice of organizations with multinational staff allows to estimate the level of actual use of factors influencing the formation of multinational staff loyalty and their significance, as well as to develop a set of measures aimed at increasing the sustainability of organization development.

Impella® pumps are increasingly utilized in patients in cardiogenic shock. We report on a case series where Impella support was insufficient, and a switch to venoarterial extracorporeal membrane oxygenation (VA ECMO) became necessary. ECMO patients with previous Impella devices were identified utilizing our institutional ECMO database. Since 2014, 10 patients with a mean age of 62 ± 3 years were identified. Despite correct placement of all Impella pumps, cardiogenic shock persisted with progressive multi-organ failure (Impella type 2.5/CP n = 6/4 patients). Femoro-femoral VA ECMO was implanted percutaneously on the contralateral side with the Impella initially left on standby but retracted into the descending aorta for transport reasons after a mean support time of 20 ± 8 h. All patients were able to unload their heart by left ventricular ejection with a blood pressure amplitude of 15 ± 3 mmHg on VA ECMO support. After VA ECMO implantation haemodynamic parameters improved significantly within 24 h of support (mean serum lactate levels decreased from 92 ± 17 to 44 ± 10 mg/dl, P = 0.031). Survival to hospital discharge was 70%. These data indicate that the Impella 2.5® and CP® might not be sufficient in profound cardiogenic shock. Comparative studies are necessary to specify which patient population benefits from which type of circulatory support.

The regional tourism industry along with its various components and stakeholders involved in the development of regional tourism products (TP) and the value chain can be interpreted as ecosystems. A concept of creating a regional cross-sectoral ecosystem is presented and described. It brings together all interested parties (actors), including government authorities and various business representatives. The approaches to determining the level of attractiveness of a region for the formation of a tourism ecosystem based on the assessment of its tourism potential (TP) are the research subject. The research methodology presents an algorithm for assessing the tourism ecosystem formation attractiveness through assessment of key performance indicators assessing territorial TP. The purpose of the study is to develop strategic guidelines for increasing the efficiency of using tourism potential to form a regional ecosystem (a case study of the Penza Region). The conducted analysis has highlighted strategies (institutional; business image; cultural and educational; innovation and technology) that determine the key vectors for the development of tourism potential of the Penza Region.

The article provides methods for assessing the compatibility of elements in the design of complex technical systems. The compatibility of the elements is considered as the main indicator that determines the quality of systems including heterogeneous elements. The presented methods make it possible at the design stage to choose a technical solution that is most suitable for the project objectives, taking into account the operating conditions of the system. The methods make it possible to evaluate compatibility by a single and complex indicator. The choice of indicator depends on the purpose of the assessment. An example of methods implementation in the design of systems including an electric drive and pipeline shutoff valves is considered. It has been experimentally proved that in systems with low values ​​of the compatibility level, the actual power characteristics exceed the required values, which leads to additional voltages in the system elements and their breakdowns. The results of the assessment of typical systems allowed to identify the shortcomings of existing structures and propose alternative solutions to problems. The compatibility of elements within the framework of a technical system makes it possible to increase the functional efficiency of systems with minimum weight and size and power characteristics, to optimize the price-quality ratio, and to increase the competitiveness of the final product.

Over a thousand universities and their branches represent the Russian higher education system today. The effectiveness of their activities is largely determined by the quality of intra-University management, professionalism of senior staff of higher educational institutions. The system of University management, technologies of educational process management, scientific activity, economic, social and educational work are considered. Much attention is paid to the international activities of the University, the formation and development of its management potential, management of information processes in the activities of the University. For senior staff of higher educational institutions, the reserve for nomination, as well as for graduate students, doctoral students and anyone interested in the problems of intra-University management.

Deaths due to injuries and poisoning which experts cannot identify, such as homicide, suicide or accident, are registered in statistical databases as deaths due to an event of undetermined intent. The proportion of such deaths can indicate the quality of statistics on causes of death, above all of statistics on intentional self-harm and assaults. In Russia, the proportion of deaths due to events of undetermined intent among other external causes has been growing for almost four decades. Such a trend was observed in the past during periods of growing mortality from external causes. Yet the steady and long decline in mortality from external causes in Russia that began in 2003 has not stopped the trend. The displacement of other external causes continues, though mortality from events of undetermined intent has exceeded both suicide and homicide mortality, and its proportion has increased tenfold, reaching very high levels relative to those of other countries. In several studies done in Russia over the past decade, scholars have argued that such a high proportion essentially results from the manipulation of statistics on mortality from external causes, the so-called conversion of socially important causes of death to a latent form. The factors behind the persistent rise of the proportion of deaths due to events of undetermined intent (EUI) are analysed on the basis of a review of relevant research and long-term trends in mortality from external causes in Russia and selected developed countries. This makes it possible to expand the contextual framework of the discussion about the factors of the persistent growth of this “technical” indicator and about the hypothesis of the “natural” character of such dynamics.

The article considers a methodical point of view to evaluating the rationality of management of informative support of the educational process in the branches of universities. The factual calculation is made corresponding figure by the example of several organizations. The authors created regression models describing the dependence of the results of the operation of branches of universities on the level of rationality management of informative support of their educational process. The article formulates an algorithm for improving the rationality of management impact on the development of informative support.

Russian Abstract: (Исследование социального положения инвалидов в Российской Федерации с использованием разнообразных методов: от статистического анализа до социологических исследований с целью выявления наиболее адекватного инструментария для внесения предложений по включению в систему Национального мониторинга инвалидов в Российской Федерации, который должен осуществляться в свете Конвенции ООН о правах инвалидов.)English Abstract: The research on social status of the disabled people in the Russian Federation is made using a combination of different methodological approaches and covering all possible databases. We make a critical review of existing statistical and sociological tools of disabled people research, developed the most adequate methodology to study socio-economic status of disabled persons and their problems, and conducted a survey of this extremely vulnerable group of the population. The research is carried out with regard to the provisions of the UN Convention on the Rights of Persons with Disabilities. We conclude that approaches to disability in current Russian statistics do not correspond to the requirements of the Convention and this information gap could not be bridged by one survey. Therefore we transform the Rosstat set of indicators for disabled people to be consistent with the Convention, we develop and test the methodology for longitudinal surveys, and recommend the Ministry of Labour of Russian Federation to implement these new tools of disabled people research.
