To face the challenge of spectral efficiency for the conventional binary chirp-BOK modulation, an M-ary chirp modulation (MCM) is proposed. Different from the traditional quadrature amplitude modulation technology, M-ary chirp modulation scheme with a constant envelope uses up-chirp and down-chirp as orthogonal components. The expression for its symbol error rate (SER) under AWGN channel is given. MCM has much better performance than MPSK under the multipath fading channels which are selected from COST207 standard.

Agricultural biological genetic resources are important components of biodiversity, traditional knowledge, agricultural cultural heritage and agricultural intellectual property. They are the basis of differentiation and geographical indications of agricultural products. The Wuling mountain area is located in the subtropical monsoon mountainous humid climate, with abundant indigenous genetic resources of livestock and poultry, is one of the biodiversity centers and the main battlefields of rural poverty alleviation in China. The animal husbandry is the leading industry of industry poverty alleviation and precision poverty alleviation in this area. This paper introduced the geographical indications of the animal husbandry, as well as the biogenetic resources of native livestock and poultry, such as pigs, buffalo, cattle, goats, horses, chickens, ducks, geese, bees and silkworms. Mainly from the point of view of the inheritance of traditional knowledge, and the development of knowledge economy and intellectual resources etc, the paper discussed the strategies of intelligent precision poverty alleviation and protection of native animal and poultry genetic resources under the rural revitalization strategy. The corresponding seven point countermeasures are put forward.

Rural revitalization strategy, beautiful village construction, agricultural civilization inheritance, precise poverty alleviation and priority poverty alleviation in the destitute areas, are the several important new problems of the “three rural” work and rural poverty alleviation in the new era in China. The three counties of Yichang city, which are located one of the main battlefields of the rural poverty alleviation in China, have abundant traditional knowledge resources and ethnic minority cultural heritage. This paper introduces the traditional knowledge, genetic resources, traditional cultural expressions, characteristic villages, famous towns, famous villages, and national poverty villages, et al in the counties. Based on the perspective of traditional knowledge, the paper analyzes the countermeasures of rural revitalization strategy and intellectual precision poverty alleviation in the Wuling mountain area of Yichang city, and puts forward ten suggestions.

This paper analyzed the strategy of the protection of agriculture intellectual property rights of tea industry and intellectual precision poverty alleviation in this area, proposed several suggestions under the rural revitalization strategy, such as: to implement the intellectual property strategy of regions and leading enterprises; to develop agricultural intellectualization and knowledge economy; to inherit the traditional knowledge and cultural heritage; to implement standardization and agricultural industrialization; to construct the regional scientific and technological innovation system; to promote competitiveness and self-generating ability; to establish the geographical indication pillar industry of the regional characteristics; to dock the Belt and Road strategy; to implement regional brand strategy; to develop agricultural and rural informatization; to promote the “internet plus agriculture” intelligence precise poverty alleviation, etc. The paper stated the definition and basic idea of intellectual precision poverty alleviation.

Priority poverty alleviation in the destitute areas, precise poverty alleviation, and rural revitalization strategy, are the three important new problems in rural poverty alleviation and the “three rural” work in recent years in China. “The world's selenium capital” Enshi city is located in the Wuling mountain area, which is one of the main battlefields of the rural poverty alleviation in China, which has the characteristics of Se-rich industry and animal husbandry. This paper describes the selenium resources, animal husbandry industry, animal husbandry resources, national poverty villages and so on in the city. From the perspectives of industrialization, informatization, intellectualization and development of intellectual animal husbandry and knowledge economy, this paper studies the development and utilization of the intellectual resources in the animal husbandry and the strategy of intellectual precision poverty alleviation based on “internet + Se-rich animal husbandry” in Enshi. A few suggestions are put forward under the rural revitalization strategy.

This paper introduces the agricultural intellectual property rights of the city's geographical indications, agricultural biological genetic resources, traditional knowledge, trademarks, patents related to agriculture and new plant varieties, analyzes the strategies of agricultural intellectual property protection and intelligent precision poverty alleviation under the rural revitalization strategy, and puts forward some suggestions.

Aimed at short bridge piers that are vulnerable to brittle shear failure in high earthquake intensity zones, seismic design countermeasures for bridges with short piers were put forward in combination with the Guidelines for Seismic Design of Highway Bridges (JTG/T B02-01-2008). Based on a designed simple two-span pre-stressed concrete T-beam bridge located in a high earthquake intensity zone, specific schemes and suggestions, including seismic isolation technology, multi-column pier design, composite short column (Fiber Reinforced Plastic (FRP) or steel tube), or high-strength transverse reinforcement, were proposed, respectively. Located in Wuling mountain area which is the main battlefield for poverty alleviation in the new stage, Hefeng County of Hubei Province has been recognized as a “National Key Tea-producing County in 2013†(ranking 17th) and one of the “Top Ten Ecological Rea Counties of China in 2012†. As the first county of tea export in Hubei Province, it has been awarded the “Town of the Chinese Tea†certificate by the State Forestry Bureau. This paper introduced the characteristics of geographical indication and the current situation of brand of Hefeng Tea. Later, it analyzed its geographical indication protection and brand cultivation strategies and puts forward 9 suggestions.

The yellow tea falls within one of the six basic categories of tea, and it is a type of unique and ancient tea in China. Junshan Yinzhen is one of China's Top Ten Teas, and Yueyang City in Hunan Province is the hometown of yellow tea. The yellow tea now has 2 national geographical indication products, 4 national geographical indication trademarks, 1 national geographical indication of agricultural products, and 3 items of provincial intangible cultural heritage. The famous brand of yellow tea is just the brand cultural heritage. This article expounds the current situation of geographical indication and cultural heritage protection, and put forth the corresponding recommendations.

In order to increase bandwidth efficiency of band limited communication system, a new multi-band digital modulation scheme based on Quaternary Carrier Orthogonal Sinusoidal Non-linear Chirp Keying (QCO-SNCK) is proposed. Firstly, by analyzing the orthogonality of SNCK modulated waveform samples, 4 mutually orthogonal waveform samples are selected as a set of new orthogonal subcarriers. Secondly, by using coherent demodulation method in the receiver, the quaternary wireless digital communication system has been achieved. Then the MATLAB software simulation platform is built to analysis the performance of the QCO-SNCK system. Theoretical and simulation results show that: when the communication channel bandwidth is limited, the bandwidth efficiency of QCO-SNCK system is 2 times wider than that of SNCK. Compared with Quadrature Phase Shift Keying (QPSK), the bandwidth efficiency of QCO-SNCK system has adjustable performance and higher flexibility. In addition, QCO-SNCK system has a strong ability of resisting Doppler frequency shift (DFS) which can be applied to wireless communication system with high rate mobile communication terminals.

Chinese traditional villages have the characteristics of both intangible and tangible cultural heritage, and are the largest cultural heritage left by farming civilization in China. Under the synchronous propulsion of new four modernizations and the coordinated development of urban and rural areas, the important issues we face are to protect the Chinese traditional villages, inherit the agricultural heritage, and develop the farming culture resources. There are 60 Chinese traditional villages in the Wuling Mountain area. This article introduces the Chinese traditional villages in the area, analyzes its Chinese traditional village protection and beautiful village construction, and puts forward corresponding recommendations.

However, the mobile internet just solved the hardwares of information acquirement. How to get the useful information, how to identify the information and how to use the information? All these questions have always baffled the farmers. Based on that, the author put forward suggestion as using cloud computing and cloud services to integrate and share agricultural and rural production and living information, equipping grass-root agricultural technician with 3G terminal to help farmers dealing with practical problems in agricultural production and using SNS to help farmers setting up mobile Internet social relationships for information sharing to solve all these problems in mobile internet era.

Current protection of geographical indications of specialty resources in Anqing area was introduced, development strategies for intellectual property right protection of geographical indications in the city were explored from the perspectives of protection of intangible cultural heritage, cultivation of high-quality specialties, technical specifications and quality control, poverty alleviation through industrial development.

Geographical indication right and new plant variety right are important agricultural intellectual property. This article researches the current situation on protection of geographical indication right of green Chinese onion resources and new plant variety right. And it puts forward the following measures for improvement: (i) Promoting the implementation of geographical indication product protection based on the national quality system; (ii) Establishing the national quality standards of geographical indication green Chinese onion, in order to improve quality standardization; (iii) Encouraging more enterprises within the scope of protection of geographical indication to use special signs of geographical indication; (iv) Unifying the green Chinese onion brands within the scope of protection of geographical indication; (v) Achieving the dual protection of geographical indication right and new variety right of green Chinese onion; (vi) Developing the tourism resources on geographical indication green Chinese onion, to develop tourism agriculture.

The protection of intangible cultural heritage and geographical indications of the specialty in Shiyan City was analyzed, and then related suggestions were proposed, for example, to collect and organize the intangible cultural heritage related to traditional specialty; to enhance the application of those intangible cultural heritage projects related to traditional industry and agriculture; to establish some demonstration bases for the productive protection of intangible cultural heritages; to strengthen the application of geographical indications of traditional specialty; to build national quality standards for various specialty with geographical indications; to integrate and cultivate the famous specialty brands with geographical indication; to implement the double protection of the geographical indications and intangible cultural heritages; to improve the poverty alleviation through developing the specialty industry with geographical indications.

We conduct an analysis on the current protection of geographical indication intellectual property and intangible cultural heritage of chrysanthemum resources. The following recommendations are explored and set forth: (i) Collecting and sorting the intangible cultural heritage related to chrysanthemum, and declaring the provincial and national list; (ii) Establishing the productive protection demonstration bases of intangible cultural heritage related to chrysanthemum; (iii) Strengthening the declaration of geographical indication intellectual property protection of chrysanthemum; (iv) Encouraging the use of special marks of geographical indication, and cultivating chrysanthemum brand; (v) Establishing various kinds of national quality standards of geographical indication of chrysanthemum; (vi) Implementing the double protection of intangible cultural heritage and geographical indication of traditional chrysanthemum.

As to tea resources in Zhejiang Province at present, there are 8 kinds of national geographical indication products, 23 national geographical indication trademarks, and 7 kinds of national geographical indication of agricultural products. From the geographical indication protection, geographical indication trademark registration, geographical indication registration of agricultural products, we conduct a analysis on the current protection of geographical indication intellectual property of tea in Zhejiang Province, and put forth the following countermeasures: (i) Based on the relevant tangible cultural heritage and natural heritage, conducting in-depth study on the characteristics of natural factors and human factors concerning geographical indication of famous tea; (ii) Based on the protection pattern of national geographical indication products, registering the national geographical indication trademarks, and registering the national agricultural product geographical indication; (iii) Taking full advantage of special mark of geographical indication products and agricultural brand heritage, and integrating the tea brands within the scope of protection of geographical indication; (iv) Exploiting and arranging the intangible cultural heritage related to tea, strengthening the intangible cultural heritage protection of tea in the province, and endeavoring to include Longjing tea in the world's intangible cultural heritage list on traditional craftsmanship of green tea.

In order to increase frequency efficiency in bandwidth-limited wireless communication, a new digital band-pass modulation method named as 1/3 Continuous Phase Chirp Keying (1/3-CPCK) was proposed. Using very minimum frequency shift chirp (VMFS-chirp) signal as carrier, energy concentration of 1/3-CPCK modulated signal is high. The characteristics of modulated signal and system were analyzed such as energy concentration and orthogonality as well as the ability of AWGN suppression in total-band and band-limited channel. Theoretical analysis and simulation results shows that compared with VMCK modulated signal 1/3-CPCK modulated signal has a higher energy concentration. In bandwidth limited AWGN channel, orthogonal 1/3-CPCK system, based on coherent demodulation has 3dB processing gain compared with VMCK system.

Using very minimum frequency shift chirp (VMFS-chirp) signal as carrier, 1/3 continuous phase chirp keying (1/3-CPCK) has high bandwidth efficient and has been used in bandwidth-limited wireless communication. With high correlation between 1/3-CPCK carriers, the ability of noise suppression in 1/3-CPCK system was low. In order to solve this problem, an improved received method of 1/3-CPCK system was presented in the paper. Using the difference of convergent between VMFS-chirp signal and additive white Gaussian noise (AWGN) in FrFT domain, the improved received method used pre-FrFT-filter (instead of general band-pass filter)before coherent demodulation to suppress AWGN. The difference of convergent was analyzed, and then the improved received method model was built and simulated. Theoretical analysis and simulation results showed that comparing present receiver method with band-pass filter and coherent demodulation, the improved received method has stronger ability of noise suppression and got more than 2dB processing gain.

The imperfect statistic and spectrum characteristics of direct spread spectrum signals will effect on the performance of narrow-band interference (NBI) suppression in DS/CDMA. To resolve this problem, an improved QR-decomposition-based least squares lattice (QRD-LSL) interpolator based on cycle-counteract (CYC) nonlinear processing is proposed. Applying the discrepancy of cycle correlation characteristics between DS signal and the ambience noise, the improved interpolators can efficiently remove the DS component from the input signal of NBI suppressor. Theoretic analysis and experimental results indicate that the improved interpolator can suppress NBI in DS/CDMA effectively. Both the convergence rate and the precision achieved by CYC-QRD-LSL interpolators outperform its QRD-LSL counterparts, especially when the spectrum of DS signal is non-white.
