The core argument of this paper is that Luxembourg’s location between the larger European nations of France and Germany is constitutive of skill development in this small state. On the one hand, Luxembourg continuously borrows educational models and principles from its two large(r) neighbors - which both represent major European models of skill formation. Thus, in Luxembourg’s skill formation system, elements from these two 'big' states get 'mixed,' although they are not necessarily complementary. On the other hand, Luxembourg compensates for its small size through impressive levels of cross-border activity with neighboring subnational regions in France, Germany, and Belgium - including in the cross-border provision of training. It does this through institutional bricolage and direct cooperation with neighboring countries - in this way significantly enlarging the scope and capacities of its national education system. Das zentrale Argument dieses Artikels ist, dass die Lage Luxemburgs zwischen den größeren europäischen Ländern Frankreich und Deutschland konstitutiv für die Entwicklung von Kompetenzen in diesem kleinen Land ist. Einerseits greift Luxemburg fortwährend auf die Bildungsmodelle und Prinzipien seiner beiden größeren Nachbarn zurück, deren Ausbildungssysteme jeweils als bedeutsame europäische Modelle gelten. So werden im Ausbildungssystem Luxemburgs Elemente aus diesen beiden großen Staaten auf vielfältige Weise integriert, auch wenn einige dieser Elemente nur bedingt komplementär sind. Andererseits kompensiert Luxemburg seine geringe Größe durch eindrucksvolle grenzüberschreitende Aktivitäten mit den benachbarten Regionen in Frankreich, Deutschland und Belgien - einschließlich grenzüberschreitender Ausbildungsangebote. So stellen wir fest, dass Luxemburg seine Größennachteile durch institutionelle "Bricolage" wie auch durch direkte Zusammenarbeit mit den Nachbarländern ausgleicht und so die Reichweite und Kapazitäten seines nationalen Bildungssystems erheblich erweitert.

History of education was initially and for a long time predominantly written as the history of ideas, developed for teacher education. The early scholars in this field were, as a rule, German theologians and/or philosophers interested in the origin and historical manifestations of eternal (educational) ideas. These ideas were characterized as describing the idea of (morally) the good, most often combined with the idea of the true and connected to the idea of the beautiful. Through the nineteenth century, these histories took different nationalist configurations, first of all in France, then also in England, and the United States, aiming to convince future teachers that the true heroes of these eternal ideas for the good, for the true, and occasionally for the beautiful in postclassical antiquity in fact shared their nationality. It was the consequences of the linguistic turn that challenged this idealism by contextualizing the early ideas of the heroes of education rather than recognizing in them the incarnation of eternal ideas. The research interest focused more and more on discourses or langues of education, styles of thought, and epistemologies and, with this, on questions of power as both restricting and enabling conditions of knowledge production. Ideas in context became a research program that is open to academic history and to philosophy and is thus capable of emancipating the genre from its traditionally assigned role as agent of dominant ideas and preferences and guiding it instead to its analytic potential. Resumen basado en el de la publicación Monográfico con el título: "PISA a examen : cambiando el conocimiento, cambiando las pruebas y cambiando las escuelas" Título, resumen y palabras clave también en inglés Se analiza la discusión originada en Alemania sobre la evalucicón PISA. El estudio aclara la relación entre tres conceptos fundamentales que se encuentran en el centro del debate en Alemania: competencia, Bildung y el conocimiento. Según el análisis del autor, el intento de algunos expertos alemanes de PISA de unificar los conceptos de competencia y Bildung ha causado un malestar importante y cierto escepticismo en Alemania. La disputa alemana sobre PISA se interpreta como un descontento doble. Por un lado, PISA está poniendo en tela de juicio el concepto tradicional alemán de Bildung, centrándose en el mundo exterior en lugar de centrarse en el desarrollo del mundo interior. Por otro lado, los resultados de la prueba también irrita a los propios expertos de PISA que tuvieron que advertir lo poco desarrollado de su proyecto educativo de un armónico y “único mundo” libre, con ciudadanos interactuando a nivel mundial y económicamente seguros. Esto es particularmente cierto en Alemania, donde la pobre coherencia y unidad nacional se hacía evidente, vistas las grandes diferencias en los resultados de PISA entre alumnos inmigrantes y nativos. Estamos inmersos en un proceso de armonización del globo educativo, en una política educativa mundial. PISA representa su más distinguido instrumento. Esta nueva gobernación mundial tiene sus raíces en el medio cultural del contexto de la Guerra Fría. El fracaso de las iniciativas educativas condujo a un nuevo modelo de gobernación en el cual se estandarizaron los exámenes a gran escala surgidos como el instrumento principal en la gobernación educativa, como PISA. Mi tesis, como conclusión es que precisamente porque la idea de gobernación global está arraigada en una cultura específica, los instrumentos desarrollados corren el riesgo de afectar sólo a estructuras formales en otras culturas. Cerraré mi presentación preguntando qué desafíos esperan a la investigación en educación ante estos acontecimientos.

As a starting point this paper takes Dewey’s nowadays often stressed modernity and examines his social philosophy against the background of the current debates on republicanism and communitarianism. Particularly, the anaysis of Dewey’s The Public and its Problem (1927) concludes that the attention being paid to Dewey is problematic as specific religious assumptions — explicitly developed in A Common Faith (1934) — lie in the background of his social philosophy, and are hardly being recognized. However, as it shall be shown, without considering the religious basis, neither Dewey’s social philosophy nor his educational theory can be properly understood.
