This field guide has been prepared through a combined effort of the Roswell and Carlsbad Field Offices of the Bureau of Land Management (BLM), the Lincoln National Forest (LNF), and Ecosphere Environmental Services. This guide will help agency field personnel and public land users identify special status species found in the Roswell, Carlsbad, and Lincoln National Forest management areas.

The purpose of this technical reference is to provide information on the characteristics of springs in the Western U.S. and to identify techniques for managing spring habitats that will allow use, maintain biological integrity, and rehabilitate or restore degraded habitats. Spring management goals are outlined and methods for prioritizing management actions are discussed.

The purpose for management of wild, free roaming horses is to comply with law and policy pertaining to wild, free roaming horses on public lands. The policy of the BLM addresses a range of topics including establishment and maintenance of Appropriate Management Levels (AMLs) in Herd Managment Areas (HMAs) in a humane, safe, efficient, and environmentally sound manner.

This report documents findings from an instream flow assessment conducted by the U.S. Bureau of Land Management (BLM) on Beaver Dam Wash in Mohave County, Arizona. The assessment, which focused on resources located at the mouth of Beaver Dam Wash from 1991 through 1994, provides a scientific basis for relating flowdependent resources to streamflow levels. Natural resource values, methods of data collection and analysis, and flow requirements are presented in this report.

The purpose of this plan is to maintain ecosystem health, facilitate multiple use management, while meeting human needs in providing a diversity of benefit opportunites. The need for the plan is to promote biodiversity and sustainable ecosystems while meeting human needs for a variety of uses such as high quality recreation activities and grazing.

The decision to implement this plan is in conformance with the 1987 Grand Junction Resource Area Resource Management Plan (RMP). Many of the management actions being proposed in the plan constitute an amendment of the RMP. This integrated resource management plan employs a "benefits based management approach" which expands our management focus beyond lands and resources to also address resulting outcomes as improved conditions. Plan implementation for the RCBR ecosystem will be done through an interdisciplinary ad-hoc committee which defines issues and prioritizes management actions. In addition, the vision statement developed by the ad-hoc committee will continue to provide guidance for the RCBR ecosystem for the next 10 to 15 years. The vision statement asserts, "The Ruby Canyon/Black Ridge Ecosystem will continue to contribute to the current quality of life for the Grand Valley and will be managed for a balance of sustainable use and preservation."

This Draft Management Plan/Draft Environmental Impact Statement describes and analyzes the impacts of five alternatives for managing the public lands within the Monument. The alternatives provide objectives and recommendations to protect and manage Monument Resources. Alternative B is BLM's preferred alternative.

This is the Proposed Resource Management Plan and Final Environmental Impact Statement (Proposed Plan) for the Dixie Resource Area. This document responds to public comments received on the Dixie Resource Area Draft Resource Management Plan and Environmental Impact Statement (Draft Plan). The Proposed Plan also corrects errors in the Draft Plan identified through the public comment process and internal BLM review. The Proposed Plan and associated analysis presents a refined and modified version of the Preferred Alternative and the accompanying impact analysis contained in the Draft Plan. This document is published in condensed form and should be used in conjunction with the Draft Plan, which was published in October 1995, to facilitate review.

The RCBR Natural Ignition Fire (NIF) Guide establishes procedures for implementing fire management activities within the planning area. The RCBR NIF Guide follows direction established in the Ruby Canyon/Black Ridge Integrated Resource Management Plan and the Grand Junction Resource Management Plan (RMP). This guide will be incorporated into the Grand Junction District's Fire Management Action Plan, which is the document that implements overall fire management based on direction derived from the the RMP.

This document records the decisions reached by the Bureau of Land Management (BLM) for managing 1,455,900 of BLM surface estate and 365,000 acres of split mineral estate within the White River Resource Area.

This Environmental Impact Statement documents the analysis of the potential effects of implementing each of five alternatives for management of the Federal oil and gas estate on lands administered by the Dixie National Forest in Garfield, Kane, Iron, Washington, Piute, and Wayne Counties, Utah. The existing condition of the environmental resources in the project area is documented and potential impacts to those resources as a result of implementing the proposed action are addressed. The alternatives are Proposed Action - Forest Plan Intent, (1) No Action - No Lease, (2) Forest Plan Modification A, (3) Forest Plan Modification B, (4) Forest Plan Modification C.

As a contribution to the Interior Columbia Basin Ecosystem Management Project, this report provides an introduction to current American Indian interests in the northern intermontane region of western North America and assesses the prospects of tribes pursuing those interests into the 21st century. A primary goal of the Federal interagency project is to develop scientifically sound and ecosystem-based management strategies for forest and range lands under stewardship of the Forest Service and Bureau of Land Management in the greater Pacific Northwest (Fig. 1). As an integral part of the project, a scientific assessment is designed to characterize and assess socio-economic and biophysical conditions throughout the interior Columbia River basin and certain adjoining regions, and to identify emerging issues that relate to ecosystem management. This report, more particularly, contributes to the assessment phase of the project. Given the remarkably broad nature of tribal interests in the region, this report addresses a comisserately wide range of topics. For this reason, the term 'cultural resources' as commonly used by agencies over the past two decades has been broadened in meaning. 'Cultural resources' in the context of the Interior Columbia Basin Ecosystem Management Project refers to native species (plants and animals), inanimate materials, landforms, archaeological sites, ancestral grounds and other components of the physical environment associated with American Indian traditional use of the region.

This guide analyzes the field methods involved in conducting a geohydrologic analysis, including pretest water level monitoring, pumping phase, and recovery phase. Selectd methods of analytical analysis are reviewed with reference to the geohydrologic setting, the stress placed on the aquifer by the pumping well, the observation of aquifer response, the mathematical solution to the hydraulic head response in the aquifer, and the technique for calculating the hydraulic properties of the aquifer. Type curves are included for selected aquifer test methods.

The purpose of this paper is to promote the wise management of ferruginous hawk habitat to enable the species to maintain or increase its population levels. Twenty-seven recommendations are presented, supported by reviews of population status, nesting chronology, nest site characteristics, food habits, and spatial considerations. This is followed by discussion of the impacts of human activities on the ferruginous hawk, such as urbanization, cultivation, grazing, land conversion, poisoning and small mammal control, mining, fire and fire management, and other activities.

This technical note describes an effective system for collecting water from open streams and conveying it several miles via pipeline systems to watering troughs in arid locations. Perhaps one of the greatest challenges in managing lands that produce forage for grazing animals is to strike a desirable balance between forage and water. However, on native grazing lands, this is rarely the case due to terrain and uneven distribution of water. The "open stream collection and diversion system" addresses this issue with a specific engineering solution.

This document is the Utah BLM hazardous substances release contingency plan or what to do when hazardous substances are discovered on public lands.

The Diamond Mountain Resource Management Plan is approved. The plan was prepared under the regulations for implementing the Federal Land Policy and Management Act (FLPMA) of 1976 (43 CFR 1600). An environmental impact statement was prepared for this plan in compliance with the National Environmental Policy Act (NEPA) of 1969. The plan is identical/nearly idential to the one set forth in the proposed plan and associated final environmental impact statement published in August 1993. Specific areawide management decisions are presented in Chapter 2 of the RMP.

During the comment period January 3 through April 1, 1992, 286 letters were received on the Draft Diamond Mountain Resource Management Plan and Environmental Impact Statement. However, Several letters were received after the comment period closed and too late to be individually responded to in this document. The concerns and issues raised in these letters have been expressed in other comment letters which have been responded to and which are reprinted here.

This proposed resource management plan and final environmental impact statement addresses management of all resources on approximately 709,000 acres of public land administered by the Bureau of Land Management, Diamond Mountain Resource Area, Vernal District, in Daggett, Duchesne, and portions of Uintah Counties, in northeastern Utah.

This Technical Reference deals with the statistical aspects of rangeland monitoring and is intended to help the BLM range conservationist in planning, analyzing, interpreting, and evaluating monitoring studies. It is not a statistics cookbook and assumes a level of knowledge of statistical analysis comparable to what most college graduates are exposed to during their undergraduate training. The material covered in this Technical Reference is divided into five sections. Chapter 1 highlights the statistical topics required to analyze monitoring data and gives appropriate references. Chapter 2 addresses the underlying statistical issues of rangeland monitoring. Chapters 3 and 4 deal with the specific methods used for trend and utilization studies. Chapter 5 shows examples of data analysis.

Recent work in the upper San Juan Basin has more than doubled the number of known, as well as excavated, sites. Without exception, this work has modified and expanded long-held views of the PaleoIndian, Archaic, Anasazi, and Navajo people who inhabited the area. The papers presented in this volume reflect these changes and represent the cutting edge of southwestern archaeology.

The WSA was studied under section 603 of the Federal Land Policy and Management Act of 1976 (FLPMA) and was included in the Grass Creek/Cody Wilderness Environmental Impact Statement (EIS) filed in August 1990. There were two alternatives analyzed in the EIS, No Wilderness and All Wilderness. The All Wilderness Alternative is the recommendation of this report.

The recommendation for this WSA is to designate 17,150 acres of BLM land and 1,390 acres of State land as wilderness. This alternative is considered to be the environmentally preferable alternative as it would result in the least change in the natural environment over the long term. The entire 17,150 acres of federal land and 1,390 acres of state land within the WSA are recommended for wilderness designation and are shown on the Bobcat Draw Badlands WSA map. The state lands would be recommended for acquisition to enhance the manageability of the area as wilderness.

The BLM began the wilderness review in accordance with the requirements of Section 603(c) of the Federal Land Policy and Management Act (FLPMA) dated October 21, 1976. This Act mandated that within 15 years the BLM would inventory and study its lands for their wilderness suitability and that based on this review, the Secretary of Interior would forward his wilderness recommendations to the President.

In the BLM Wilderness Program, only inventory is completed without consideration of other uses of the land. The wilderness inventory is only for the purpose of determining the presence of wilderness characteristics. It is on that basis that wilderness study areas will be identified. The comparison of wilderness values with other resource values is not part of the wilderness inventory process. It is a valid and necessary part of phase two study. When we enter phase two, the latter part of 1980, it will be imperative for us to consider and resolve whether the orderly development or wise preservation within the National Wilderness Preservation System, is the best use of these wilderness study areas. This will be determined through the BLM planning system.

This report discusses the nutritional and intake requirements of the major big game ungulates of North America. Forage intake rates for the various species are detailed, and major factors governing intake rates are discussed. The importance of forage nutritional value as much as quantity is emphasized, and both biotic and abiotic factors influencing forage quality are presented. Methods of forage protection and improvement are briefly defined.

The San Juan proposed RMP and final EIS is bound in two volumes. Volume 1 contains the proposed RMP and part of the final EIS; volume 2, the remainder of the final EIS.

Volume 2 of the San Juan Proposed Resource Management Plan (RMP) and Final Environmental Impact Statement (EIS) contains copies of the public and agency comments received on the draft and the Bureau of Land Management's (BLM's) responses to those comments.

This Record of Decision (ROD) is made pursuant to the requirements of 40 CFR 1505.2 and documents the competitive and non-competitive coal leasing options selected by the Albuquerque District Manager of the Bureau of Land Management and concurred with by the New Mexico State Director.

In compiling this bibliography, Geological Survey publication lists, existing Geological Survey bibliographies, and the Water Resources Scientific Information Center (WRSIC) data base were searched for pertinent Geological Survey publications that contained information relevant to the hydrology of a coal area. The WRSIC abstracts were used unedited as received from the WRSIC data base. Also included are reports of the Energy Mineral Rehabilitation Inventory and Analysis (EMRIA) program, coal leasing environmental impact statements and environmental analysis reports, and Bureau of Land Management land-use planning documents containing information about coal hydrology. Only those documents authored by either the Geological Survey or the Bureau of Land Management are included in this bibliography.
