This study used a nationally representative random sample of social workers (N = 3896) collected from a cross-sectional study of the First Wave of the China Social Work Longitudinal Study in 2019. This study examined the indirect effect of autonomy on job satisfaction through the mechanism of collective psychological ownership (CPO) characterized by sharedness. The results showed that autonomy had a positive association with CPO, and that CPO had a positive association with job satisfaction. The results also revealed that autonomy influenced job satisfaction indirectly through the psychological mechanism of CPO. The discussion of findings provides insights into the research and practice of a less-territorial notion of collective psychological ownership theory. The findings will inspire organizational management in terms of enhancing the job satisfaction of social workers through strengthening their autonomy and CPO. The existing territorial notion of psychological ownership (PO) has shown its negative outcomes such as groupthink and resistance to sharing and changes in organizational contexts. Emphasizing the importance of sharedness, CPO embodying two specific factors, namely, shared decision-making and shared hardship endurance, is an emerging concept in organizational management. This is the first study examining the impact of a less-territorial notion of CPO in organizational contexts with a nationally representative sample.

Informed by autonomist perspectives on precarious work and labour subjectivity, this article discusses the dynamics between autonomy and job precarity. Based on purposive sampling, the qualitative findings, drawn from interviews with precarious workers aged 18–29 years in Hong Kong, reveal tensions among four types of aspirations. First, the desire for achieving freedom and individual ambition in work made the respondents critical of the notion of employment-related stability. Second, a determination to break with mainstream career paths empowered young people to take alternative pathways to new modes of work and life. Third, precarious employment was seen as a stepping stone for realising plans for travel or study. Finally, tolerance of precarity was perceived as a transitional stage in their striving for future stability. However, the findings also show the structured dilemmas experienced by young workers regarding the complex relationship between autonomy and precarity in a neoliberal labour market. Some young workers pursued work–life autonomy, constrained by precarious employment relations, acknowledging and bearing the costs, while some strategically used precarity in individual negotiations with employers to realise their goals. This article analyses young workers’ subjectivity through the lenses of autonomy and age and pushes the boundary of precarity studies beyond an implicit dichotomy between determinism and voluntarism.JEL codes: I38, J38, J62

Purpose The purpose of this paper is to critically examine the youth narratives of Mr Leung Chun-ying, the Chief Executive (CE) of the Hong Kong Special Administrative Region (HKSAR) Government between 2012 and 2017, which steered the directions of youth policies in Hong Kong. Design/methodology/approach Informed by the ideational school of institutionalism, a qualitative documentary study was conducted to analyse the policy addresses, speeches, and blog posts delivered by the then CE, which were all available on the website of the HKSAR Government. It was through a thematic analysis of the database that themes and sub-themes were generated for the discussion. Representative verbatim quotes are used for illustrating some of the youth policy ideas and discourses promoted under the Leung’s regime. Findings The findings suggest that the governing youth narratives could be categorised into two interrelated themes: behavioural patriotism and economic opportunism. The notions of youth development constructed in the narratives of Leung shape the definition of youth-related problems and solutions in relation to national identity and global competition. Research limitations/implications This study focusses on the previous term of HKSAR Government that cannot fully reveal the extent of policy continuities and changes. Yet, it could outline the overall picture and address the shortcomings of Hong Kong’s current youth policies viewed from both normative and cognitive perspectives. Methodological and analytical implications can be drawn for further studies on policy ideas and discourses. Originality/value The paper has two major contributions; the first of which is the illustration of an analytical framework connecting contents, tools, and justification of policies for capturing the dynamics and complexities of youth policies. Second, the findings of this study develop a critical understanding of neoliberal youth policies in both economic and moral senses that pose new challenges to young people and policy makers.

By discovering the strengths of students with special educational needs (SEN), we can develop better ways of helping them gain self-esteem and empowerment. This chapter contests the notion of being ‘learning-disabled’ by indicating how students with SEN are actually ‘differently-enabled’ when career practitioners adopt a neurodiversity perspective. We provide a case study to illustrate how Hong Kong social workers in a community-based career development project supported three disadvantaged girls with SEN to consider their options more positively when making the transition from school to work. It represents an example of a ‘strengths-based’ and ‘empowerment-oriented’ approach that builds on the girls’ deep interest in digital drawing to pursue a meaningful learning process in career path exploration.

This article discusses the characteristics and the process of in-home and beyond-home social work intervention with young people suffering from social withdrawal in the form of chronic self-seclusion at home. These young people are characterized by their socially avoidant behaviour and are deprived of the enjoyment of legitimate social status as a student, worker or trainee. As a way of confronting this problem, ‘start where the client is’ – an age-old social work intervention principle – can be read in a literal sense, i.e. taking home as a secure place for rapport-building and initial intervention with the clients to pave the way for further intervention beyond the home setting, both online and offline. PurposeThe purpose of this paper is to critically discuss state inaction on and NGO responses to the hidden problem of youth disengagement in the form of social withdrawal.Design/methodology/approachThe study is based on data drawn from six focus groups of social workers working with youths experiencing the problem of social withdrawal and another 30 individual interviews with service users having had this vulnerable background.FindingsSubstantiated with empirical findings, the paper argues that young people in social withdrawal characterized by their socially avoidant behavior and deprivation of an engagement status as a worker, student or trainee are largely invisible to the state because of the latter's insensitivity to the heterogeneity and diversity of disengaged youth and reproduction of the anti‐social notion of at‐risk youth. A flexible and tailor‐made strategy initiated by an NGO is argued to be more effective in meeting the needs of silently‐disengaged young people.Originality/valueThis paper critically examines state inaction on the problem of youth disengagement in the form of social withdrawal and argues the importance of adopting a flexible and tailor‐made strategy with regard to both outreaching and service provision efforts.

This paper is vested with the purpose of critically discussing the defining features of social withdrawal by drawing references from studies in Hong Kong and Japan in particular. With the use of empirical data, the practice implications for working with young people in acute social withdrawal are examined with specific reference to the four defining features, namely, time, place, social relations and social status. It is argued that unless the defining features and the implied directions for measures and practice are thoroughly addressed, personal troubles and social ills that give rise to the downward spiral of withdrawal as a personal experience and social phenomenon cannot be broken.

PurposeThis paper aims to examine the management strategies adopted by older people living with HIV/AIDS (PHAs) to conceal their positive status in healthcare settings, and their responses taken and means used to cope with the stigmatizing and exclusionary effects as a result of the disclosure of their status by/to healthcare workers.Design/methodology/approachUnder the auspices of a local NGO in Hong Kong, a total of seven male older PHAs aged 55 or above from pre‐existing HIV/AIDS self‐help groups were recruited for two separate focus groups. A thematic approach was adopted for data analysis and specific themes identification.FindingsAn analysis of the data revealed that older PHAs did exercise their own agency in preventing against and managing stigma in their access to and use of health care services. Two more specific themes around “sign of disapproval” and “discriminatory practice” as barriers to access were also identified.Research limitations/implicationsBecause of the small sample size, the pattern of stigmatization experiences and coping strategies cannot claim to be representative of the complete picture of the stigma associated with HIV/AIDS.Originality/valueThis is the first exploratory study of the stigmatization and devaluation suffered by older PHAs in healthcare settings in the context of Hong Kong. It also explored in details the pros and cons of the stigma management strategies employed by this vulnerable group of patients. The implications for practice both on the side of healthcare workers and policy makers and that of PHAs were discussed.

In the light of the social exclusion perspective, this paper discusses the indicators and different forms of social withdrawal experienced by young people in Hong Kong. The study examined the case records of 88 service users aged 13–24, and conducted 4 focus group interviews with a team of social workers involved in outreaching and reengaging the socially excluded users. Youth's personal agency exercised in their reaction to life events and crisis in the form of social withdrawal is arguably a complex social process, which is shaped, amongst other factors, by the hegemonic definition of youth trajectories and transitions to adulthood, and equally important by social exclusion at the institutional, cultural and relational levels. It is argued that both the structural and subjective dimensions of social withdrawal and reengagement work deserve critical examination in order not to further reproduce social inequalities and disadvantages.

This article discusses the reasons and discourses adopted by the Hong Kong Special Administrative Region Government (Hong Kong SAR Government), with Mr Tung Chee Hwa as the Chief Executive, in preparing young people to become more mature and responsible. In the Hong Kong context this means they should be willing to fulfil community obligations and opt for consultation rather than confrontation should individual or community rights be sought. Confucianism, named after Confucius (551‐479 BCE), has been and still is a vast and complicated system of philosophies, morals, rituals, and ideas, which for well over 2,000 years has informed and inspired the thinking and practice of countless people in Chinese societies and Asian countries in all important areas, including the economy and the polity (Tu, 1998a; Berthrong & Berthrong, 2000; Yao, 2002). Put simply, the goal of Confucian life is to create a peaceful world, with its ethical emphasis placed on the cultivation of the self and the promotion of harmonious and respectful relations with other people in different spheres of human activities.

This paper discusses the preservation and change of social policy in Hong Kong in the process of its development from a British colony to a Special Administrative Region of China (SAR). It is argued by the authors that the role and strategy of the colonial government in social policy and social welfare seem to have been largely preserved by the new SAR government which advocates for a new vision for social development. It is also argued that without a democratic mandate, the SAR government continues to rely on stimulating economic output as a primary means to gain legitimation, while social policy and social welfare remain to be subordinated to economic growth. Traditional Chinese values continue to be upheld by the SAR government not only as a means to contain social welfare cost, but also as an instrument to strengthen social control. What is different between the colonial and the SAR regimes is perhaps the increasingly strategic position of Hong Kong as a window of China to the global economy.
