We begin with a brief background to the current Chinese power market reforms which began with the State Council No.9 Document of March 2015. We introduce 14 different electricity reform elements from international experience. Under each of these reform elements we will discuss: its theoretical significance; general reform experiences with it; and its application in the Chinese context. Our motivation is how China might bring down the currently high industrial price of electricity. We identify four promising sources of price reduction: the introduction of economic dispatch of power plants; rationalisation of electricity transmission and distribution; reduction of high rates of investment; and rebalancing of electricity charges towards residential customers. We draw out some overall lessons and identify some important points for future research into Chinese power market reform.

Quantum computers are expected to outperform conventional computers for a range of important problems, from molecular simulation to search algorithms, once they can be scaled up to large numbers of quantum bits (qubits), typically millions. For most solid-state qubit technologies, e.g. those using superconducting circuits or semiconductor spins, scaling poses a significant challenge as every additional qubit increases the heat generated, while the cooling power of dilution refrigerators is severely limited at their operating temperature below 100 mK. Here we demonstrate operation of a scalable silicon quantum processor unit cell, comprising two qubits confined to quantum dots (QDs) at $\sim$1.5 Kelvin. We achieve this by isolating the QDs from the electron reservoir, initialising and reading the qubits solely via tunnelling of electrons between the two QDs. We coherently control the qubits using electrically-driven spin resonance (EDSR) in isotopically enriched silicon $^{28}$Si, attaining single-qubit gate fidelities of 98.6% and coherence time $T_2^*$ = 2$\mu$s during `hot' operation, comparable to those of spin qubits in natural silicon at millikelvin temperatures. Furthermore, we show that the unit cell can be operated at magnetic fields as low as 0.1 T, corresponding to a qubit control frequency of 3.5 GHz, where the qubit energy is well below the thermal energy. The unit cell constitutes the core building block of a full-scale silicon quantum computer, and satisfies layout constraints required by error correction architectures. Our work indicates that a spin-based quantum computer could be operated at elevated temperatures in a simple pumped $^4$He system, offering orders of magnitude higher cooling power than dilution refrigerators, potentially enabling classical control electronics to be integrated with the qubit array.

Automatic clinical diagnosis of retinal diseases has emerged as a promising approach to facilitate discovery in areas with limited access to specialists. Based on the fact that fundus structure and vascular disorders are the main characteristics of retinal diseases, we propose a novel visual-assisted diagnosis hybrid model mixing the support vector machine (SVM) and deep neural networks (DNNs). Furthermore, we present a new clinical retina dataset, called EyeNet2, for ophthalmology incorporating 52 retina diseases classes. Comprehensive x-ray scattering studies, including resonant scattering at Mn L-edge, Tb L- and M-edges, were performed on single crystals of TbMn2O5. X-ray intensities were observed at a forbidden Bragg position in the ferroelectric phases, in addition to the lattice and the magnetic modulation peaks. Temperature dependences of their intensities and the relation between the modulation wave vectors provide direct evidences of exchange striction induced ferroelectricity. Resonant x-ray scattering results demonstrate the presence of multiple magnetic orders by exhibiting their different temperature dependences. The commensurate-to-incommensurate phase transition around 24 K is attributed to discommensuration through phase slipping of the magnetic orders in spin frustrated geometries. We proposed that the low temperature incommensurate phase consists of the commensurate magnetic domains separated by anti-phase domain walls which reduce spontaneous polarizations abruptly at the transition., Comment: 4 pages, 4 figures

We demonstrate experimentally single-electron quantum dots using a single-top-gate transistor configuration on a composite quantum well. The data indicate a 15 meV Coulomb charging energy and a 20 meV orbital energy spacing, which imply a quantum dot of 20 nm in diameter. Combining with the inherent advantage of a large electron g(*) factor in InAs, our demonstration is significant for a solid state implementation of a scalable quantum computing.
