The state and prospects of scientific and educational cooperation between Russia and Vietnam are considered. The relevance of the topic is determined by the fact that in the context of the development of new technologies and scientific and technological progress, education becomes strategically important. The purpose of the article is to investigate the state of cooperation between Russia and Vietnam in the field of education and science; study the main trends in this area; determine the prospects for the development of this area of study.

The research featured predictors of subjective quality of students' life in the context of international student migration. The paper focuses on the ideological and ethnic components of social identity as a key predictor of the subjective quality of life in students of different ethnicities. The subjective quality of life was studied from the point of view of its motivational, emotional, and cognitive components. The research involved foreign students of Tomsk universities that came from various African or European countries, China, India, and Russia. The social identity was defined based on two questionnaires, namely The Types of Ethnic Identity by G. U. Soldatova and S. V. Ryzhova and The Scale of Ideological Ego Identity by J. R. Adams; components of the subjective quality of life – according to The Scale of Positive and Negative Affect by D. Watson et al., The Scale of Life Satisfaction by E. Diener et al., and The Values of Happiness by B. Ford et al. The authors managed to define the factor structure of social identity, which appeared to have both ethnically-specific and universal features. All cultural groups demonstrated certain factors of social identity that can act as key predictors of ideas about happiness, as well as about emotional (dominant affect) and cognitive (assessment of life satisfaction) components of the subjective quality of life. The results can help to set goals for psychological and educational support of foreign students.

Among modern studies on the phenomenon of migration, of particular interest is the work studying and analyzing educational migration as one of the most popular and promising areas of migration. Despite numerous work devoted to the issue of educational migration, latter still remains the least studied migration category. In order to identify current trends and patterns of international educational migration and to trace development of theoretical constructions explaining migration process, author has conducted an analysis of more than 60 scientific publications (both theoretical and empirical studies) of foreign authors on the issues of consideration. Analysis of publications was carried out in context of a critical review of scientific theories and research concepts on educational migration. As the main theories, neoclassical theories of migration of macro (the concept of Push-Pull factors) and micro (the theory of human capital) level, transnational theory and theory of global knowledge were considered. As a result, author notes that educational migration studies are mostly aimed at studying economic aspects of migration, determinants and causes of migration, issue of highly qualified migration, processes of integration and adaptation of foreign students, new directions of student migration, transnational spaces and social migrant networks etc. Publications on the values and axiological aspects of educational migration are much less common. To sum up, based on results of the study, article reveals that vectors of educational migration studies are shaped by transformation occurring in the world and in the global educational environment that directly affects the nature of student migration flows.

The article highlights the problem of the emigration of young scientists and students from Russia abroad. The factors affecting the retention of foreign students in the country after graduation are presented, as well as the return of Russian students after receiving higher education abroad. The experience of foreign states in stimulating educational immigration has been analyzed, in particular, scientific programs have been considered to attract foreign students for the purpose of studying in higher education institutions. Similarly, scientific, industrial and economic benefits are singled out in the article with the accumulation of intellectual capital in the country. The options for managing intellectual capital are considered, for example, the idea of creating scientific centers on the basis of coworking as an effective method for attracting and engaging young scientists for achieving high scientific results is proposed.

Introduction. National education and science systems are increasingly integrated into the international scientific and educational space in the context of increasing globalisation. The result of integration processes is an increase in the number of students in the world: if in the 1970s there were about 29 million people in the three-level education system, in 2000 – 100 million, in 2005 – 139 million, in 2010 – 181 million, in 2012 – 196 million. According to the UNESCO Institute for Statistics, the number of such students will grow to 263 million in 2025. In the Russian Federation, 283 000 foreign students (5% of the total number of students) were enrolled in the 2016 / 2017 academic year, and in the United States, about 1 million foreign students were enrolled in the 2014 / 2015 academic year. Given the trends of globalisation of education, Japan was forced to join the struggle for foreign students and the export of educational services. Negative demographic trends such as falling birth rates, an aging population, and a declining youth population are also stimulating the factors in the internationalisation of Japanese universities and the country’s increased participation in the global competition to attract young people to the national higher education system. The aim of the study was to identify the features of the functioning of the model of attracting foreign youth to the higher education system in Japan in the context of worsening problems of population aging and slowing economic growth. This situation is also partly relevant for Russian socio-economic and demographic development. Materials and methods. The article uses statistical data from a number of international organisations (UNESCO, OECD, IOM, World Bank), the Ministry of Education, Culture, Sports, Science and Technology of Japan, the Japan Foundation, and public and private universities in Japan. The sociological method was applied. The authors of the article conducted three focus groups on strategies and tools for attracting foreign students to Japan during a research trip in July 2019. Currently, the higher education system in Japan is one of the best not only in the Asia-Pacific region, but throughout the world. Japan has actually become one of the leaders in the world market for educational services; applicants from different countries seek to master the most in-demand specialties. Results. The study revealed that the system of attracting foreign students to Japanese universities is based on the concept of foreign migration policy, that is, on promoting the country’s geopolitical and economic interests in the AsiaPacific Region (APR). Japanese universities teach students from countries that are strategic partners of Japan: China, Vietnam, Nepal, South Korea, Thailand and Taiwan. An important element of the strategy for attracting foreigners is the work of universities, cultural and educational foundations that promote the Japanese language and culture outside of Japan. The Japanese higher education system, despite its historical traditionalism and conservatism, is gradually internationalising and opening up to the world through active access of universities to foreign educational markets and channels for attracting foreign students. Universities, as the main elements of the higher education system, have become the agents of Japan’s foreign policy, focused primarily on the Asia-Pacific countries and its strategic partners. Moreover, the partner countries were chosen not only based on the priorities of Japanese geopolitics and economy, but also on objective demographic indicators (young age structure, large population). The interaction with migration partner countries is supported by real steps on the part of the Japanese authorities: investment, trade, business and cultural contacts. The experience of Japan can be used in Russia to organise work to attract young people to study in higher education institutions from countries that are geopolitical partners, primarily in the former Soviet Union. Scientific novelty. The features of the functioning of the model of attracting foreign youth to the higher education system in Japan in the context of worsening problems of population aging and slowing economic growth are revealed. Practical significance lies in the possibility of further practical application of the results of the current research on the features of the Japanese model of attracting foreign youth to the higher education system.

The authors of the article identified three main options for where high school graduates of Tuva can pursue their higher studies: in Tuvan State University, universities of other parts of the Russian Federation, or abroad. Educational migration has a long tradition in Tuva going back to the time of the Tuvan People's Republic (1921���1944). At that time, the bulk of the professionals needed for the republic were trained abroad, mainly in the USSR. Qualified professionals returned to their homeland to make a significant contribution to the development of the republic. This trend continued throughout the Soviet period in the form of a government-sponsored tuition. Nowadays, there is a significant outflow of young people from Tuva who are striving to pursue a professional higher education in the most prestigious educational institutions outside of the republic. This massive educational migration has serious consequences for the labor market in Tuva.

Статья посвящена вопросам прикладного анализа внешней образовательной миграции таджикистанской молодежи в современных условиях как ресурса «мягкой силы» страны пребывания, так и Таджикистана. С одной стороны, утверждается, что сегодня привлечение иностранных студентов многими государствами рассматривается как инструмент укрепления «мягкой силы». С другой стороны, эти студенты являются носителями своей культуры, поэтому проживание и учеба молодежи Таджикистана за рубежом выступает возможностью для презентации культурногуманитарных особенностей страны. По возвращении на родину молодежь будет влиять на специфику формирования человеческого потенциала, политической культуры и в обозримом будущем – политической элиты, и их опыт обучения и пребывания в зарубежном государстве, безусловно, будет влиять на их предпочтения и модели расширения внешних отношений. Автор на основе проведенного полевого и онлайн-исследования среди молодежи в Таджикистане и за рубежом выдвигает ряд тезисов об этапах внешней миграции, в том числе молодежи, положительных и отрицательных моментах этой тенденции. Предпринята попытка комплексного анализа внешней образовательной миграции молодежи на данном этапе и возможной тенденции развития ситуации в среднесрочной перспективе. Новизна исследования заключается в том, что основное внимание уделено ранее не рассматривавшемуся фактору внешней образовательной миграции молодежи как двухуровневому ресурсу «мягкой силы» – как для принимающих государств, так и для Таджикистана. В заключительном разделе на основе проведенного анализа отмечается, что внешняя образовательная миграция составляет 10% от общей молодежной миграции, и в среднесрочной перспективе ожидается ее увеличение из-за доступности государственных квот и стипендиальных программ зарубежных стран. Получение высшего образования за рубежом сохраняет свою позицию как один из основных мотивов и драйверов молодёжной миграции. Участие молодежи в сообществах, созданных на основе землячества, на территории России и других стран позволяет расширить возможности публичной дипломатии Таджикистана., The article analyzes Tajik youth studying abroad as a component of soft power for both the host country and Tajikistan. On one hand, it is argued that today, the attraction of foreign students by many states is seen as a tool to strengthen their soft power. On the other hand, since students are bearers of their culture, living and studying abroad serves as an opportunity to present the cultural and humanitarian characteristics of the students’ native country. Upon returning home, their experience studying abroad will certainly affect their preferences, views, outlooks, including models for expanding external relations. Based on field and online research on young people in Tajikistan and abroad, the author puts forward a number of theses on the stages of external migration, including the positive and negative aspects of this trend. An attempt is made to comprehensively analyze the external educational migration of young people at this stage, and forecast a possible trend in the development of the situation in the medium term. The novelty of the study lies in it centering attention on the factor of external educational migration as a two-level resource of soft power both for host states and for Tajikistan, which has not been previously considered. Based on the analysis, the final section notes that external educational accounts for 10% of total youth migration, and in the medium term it is expected to rise due to the increase of state quotas and scholarship programs. Competition for lucrative professional positions is one of the main motives and drivers of youth migration. The participation of youth in communities in Russia and other countries allows for the expansion of the possibilities of Tajik public diplomacy.

The practices of international cooperation in the field of higher education are considered in the context of glocal (global and local) trends. Educational services for international students, carried out in conditions of glocalization, are accompanied by acculturation and adaptation processes, which, being interconnected, perform different tasks. The following are considered as important resources of acculturation strategies: teaching Russian as a foreign language with the involvement of a historical and cultural component; the system of tutor (professional and volunteer) support in Russian universities; the multicultural space of the university campus as a platform for the formation of behavioral norms of applied ethics of intercultural communication.

The dynamics of the number of Ukrainians studying abroad in 2008–2016 has been analyzed. The projected models of these indicators for 2016–2019 for the eight countries of Western Europe, seven of Eastern Europe, five of North Europe, five of Southern Europe, four of partly European, two of North America and one of Australia and Oceania have been constructed. The forecast of the total indicator of Ukrainian students in the 32 countries of the world is forecast. Проаналізовано динаміку кількості українців, які навчалися за кордоном у 2008–2016 н. рр. Побудовано прогнозні моделі цих показників на 2016–2019 н. рр. для восьми країн Західної Європи, семи – Східної Європи, п’яти – Північної Європи, п’яти – Південної Європи, чотирьох – частково європейських, двох – Північної Америки, однієї – Австралії і Океанії. Здійснено прогнозування сумарного показника студентів-українців у 32 країнах світу. Przeanalizowano dynamikę liczby Ukraińców studiujących za granicą w latach akademickich 2008–2016. Przewidywane modele tych wskaźników na lata akademickie 2016–2019 zostały zbudowane dla ośmiu krajów w Europie Zachodniej, siedmiu w Europie Wschodniej, pięciu w Europie Północnej, pięciu w Europie Południowej, czterech – częściowo europejskich, dwóch w Ameryce Północnej, jednego w Australii i Oceanii. Prognozuje się ogólny wskaźnik ukraińskich studentów w 32 krajach świata.

The study explores how the structural conditions are perceived as barriers and enablers for the adaptation and integration of international students from the Global South into the host universities in the Global North. In this paper, Global South is represented by countries from Sub-Saharan Africa, henceforth (SSA), and Global North is represented by Europe or more precisely-Estonia (EE) and Denmark (DK). Using a phenomenological research design, the study revealed several cultural barriers for integrating internationally mobile students from SSA, including differences in teaching and learning philosophies, the dominant culture's fear of the “others” or cultural insecurity. In terms of the enablers, the study identified the buddy program, language and cultural training, and orientations for international students as some of the key enablers for integrating international students into the host universities in EE and DK.

Seit dem Jahr 2010 ist in Köln ein besonders starker Bevölkerungsanstieg zu verzeichnen, der sich laut der jüngsten Bevölkerungsvorausberechnung bis zum Jahr 2040 - wenngleich deutlich moderater - fortsetzen wird (Stadt Köln 2019a). Köln profitiert ebenso wie andere Ballungszentren insbesondere von hohen Zuzugsgewinnen bei jungen Menschen, die für Ausbildung, Studium oder Berufseinstieg in die Domstadt ziehen. Gleichzeitig verlassen aber auch zahlreiche Einwohnerinnen und Einwohner Köln: Ein Trend, der trotz oder gerade wegen des Bevölkerungswachstums zunimmt. Dieser Beitrag nimmt die Abwanderungen aus Köln in die umgebenden Gemeinden, die sogenannte Wohnungsmarktregion, in den Blick. In das umgangssprachlich als Speckgürtel bezeichnete Gebiet ziehen vor allem Familien aus dem Kölner Stadtkern. Im Zeitverlauf lassen sich für Quell- wie Zielregion sowohl Intensivierung als auch räumliche Ausdehnung der Umlandwanderungen beobachten.

The article is devoted to the problem of educational mobility and intercultural communication in the interfaith sphere. The article raises the problem of the conflict of spiritual values that has arisen among representatives of different faiths. These are the conditions of educational communication in the Udmurt Republic. The authors analyzed the confessional structure of the region and the religious "habits" of its inhabitants. They also considered the problem of adapting the worldview principles of foreign students of the Arab-Muslim world in the spiritual culture of Udmurtia. The authors concluded that in the context of the globalization of the economy and the unstable political situation in the world, it is important to maintain a social balance of tolerance in the perception of different cultures and religions. It is important because the productivity of international cooperation in different fields and the preservation of peace depend on it. This social problem has not yet been named or defined in science. It points to the danger of the situation in the context of increasing mass migration for educational and professional purposes. Therefore, it is necessary to talk about using a certain training strategy. The creation of this strategy will help to reduce the risks of conflict, which could lead to closure of borders and destruction of ties between countries

Введение. Статья посвящена описанию и анализу учебной миграции между Россией и Китаем, с целью определения особенностей учебной миграции, а также оказываемых эффектов на сферы жизнедеятельности. Методы. В статье на основе системного и институционального подходов рассматриваются этапы становления сотрудничества между Россией и Китаем в сфере образования. Также анализируются ключевые элементы российско-китайского сотрудничества в сфере образования. Заключение. По итогам проведенного анализа выявлены преимущества обучения в Китае для россиян, охарактеризован процесс получения китайского образования, выделены проблемы российских студентов, обучающихся Китае. Также прогнозируются перспективы развития привлекательности китайской системы образования для россиян и объяснены причины низкой заинтересованности китайской молодежи к учебе в России., Introduction. The article is devoted to the description and analysis of educational migration between Russia and China, in order to determine the characteristics of educational migration, as well as the effects on the spheres of life. Methods. The article considers the stages of formation of cooperation between Russia and China in the field of education on the basis of systemic and institutional approaches. The key elements of Russian-Chinese cooperation in the field of education are also analyzed. Conclusion. According to the results of the analysis, the advantages of studying in China for Russians are revealed, the process of obtaining Chinese education is characterized, the problems of Russian students studying in China are highlighted. Also, the prospects for the development of the attractiveness of the Chinese education system for Russians are predicted and the reasons for the low interest of Chinese youth in studying in Russia are explained.

В статті розглянуто особливості та векторна спрямованість освітньої міграції населення України. Проаналізовано динаміку освітньої міграції в Україні за роки державної незалежності. Визначено основні причини процесу поширення освітньої міграції та її наслідки. Акцентовано увагу на дисбалансі ринку праці та освіти. Визначено основні заходи щодо стабілізації освітніх міграційних потоків на міжнародному, державному, регіональному та рівні окремого навчального закладу. Запропоновано напрями взаємодії роботодавців та вищих навчальних закладів як засіб стабілізації освітніх міграційних потоків. The purpose of the article is to study the peculiarities in the areas of educational migration in Ukraine, to find out the reasons for the process of its existence, and to substantiate the directions of interaction between employers and higher primary schools as one of the most effective measures to reduce the volume of educational migration in Ukraine. The features and vector orientation of educational migration of the population of Ukraine are considered in the article. The dynamics of educational migration in Ukraine during the years of state independence have been analyzed. The main reasons for the process of the spread of educational migration and its consequences are determined. Attention is drawn to the imbalance of the labour market and education. The main measures for stabilization of educational migration flows at the international, state, regional and individual educational establishments are determined. The directions of interaction between employers and higher educational establishments as a means of stabilization of educational migration flows are offered. In the context of dramatic increase in educational emigration, the development of the market for educational services and the establishment of its link with the labour market become necessary. Cooperation between employers and high education will allow solving a number of existing problems. The main directions of this interaction include: organization of internships at the enterprises; updating of training programs according to employers' requirements; participation of practitioners, professionals in the learning process; the introduction of a dual education system, etc.

The goal of the article is improvement of the system of management of migration processes on the basis of use of cognitive technologies as a new means of study and regulation of educational migration in Ukraine. The article justifies efficiency of application of cognitive technologies for developing scenarios of development of migration processes in the system of higher education. It builds a cognitive model of study and regulation of educational migration in Ukraine with consideration of the whole totality of cause-effect relations under influence of many factors that appear at various levels of management (state, regional, organisational), which allows determination of possible variants of development of a situation (system), finding ways and mechanisms of influencing the situation with the aim of achieving desired results, avoiding undesirable consequences and development of a set of measures of influencing the situation.

Seit der Jahrtausendwende ist eine verstärkte Abwanderung zumeist junger Bevölkerung aus dem ländlichen Raum in die großen Städte zu beobachten. Die Bevölkerungsverluste ländlicher Kreise, die in Ostdeutschland nicht erst seit der Grenzöffnung zu verzeichnen sind, werden zunehmend auch in westdeutschen ländlichen Kreisen spürbar. Es ist wieder vermehrt von "Landflucht" die Rede. In Westdeutschland ist die Zahl der abwandernden 18- bis unter 25-Jährigen aus dünn besiedelten ländlichen Kreisen aktuell etwa gleich der von 1975 - allerdings bei deutlich geringerem Umfang dieser Altersgruppe. Im Gegensatz zu den 1970er-Jahren bleibt jedoch heute die Rückwanderung der 25- bis unter 30-Jährigen aus. Stattdessen zieht es auch die Angehörigen dieser Altersgruppe verstärkt in die Großstädte. Die Analyse stützt sich auf die Zeitreihen der Raumbeobachtung des BBSR zu Binnenwanderungen und die Matrix der Wanderungsverflechtungen auf Kreisebene. Als Erklärungsansätze für das geänderte Wanderungsverhalten werden in diesem empirischen Beitrag die Bildungsselektivität, die Veränderung der Erwerbs- und Familienbiografien herangezogen. Unterschiedliche Sozialisationserfahrungen aus den beiden früheren deutschen Teilstaaten dürfen dabei nicht unbeachtet bleiben.

Seit 2010 nimmt die Zuwanderung nach Deutschland aufgrund der ökonomischen Diskrepanzen auch zwischen den europäischen Staaten stetig zu.
