The idea of "smart villages" doesn't mean that all villages have the same solution. The goal of this study has two-step plan for a "smart village". First is making a model of a smart village based on a review of the literature. Second, verification of the proposed model by interviewing the respondent. In accordance with the proposed model, exploration is conducted at the stage of verification using open-ended questions. As a result of verification, each indicator receives an additional form of explanatory indicators that are matched to the case study's conditions. This is qualitative research with multiple units of analysis based on a single case study. The case study is Banyuwangi Regency. The units of analysis are Kampung Anyar Village, Kaligondo Village, Wringinrejo Village, Tambong Village, and the Department of Community and Village Empowerment. This villages that have won the smart village competition from 2016 to 2019 in Banyuwangi. The result model consists of 6 domains, 17 aspects, and 55 indicators. The domain is governance, basic village services, village resources, the economy, infrastrucutre, and tourism. All domains, aspects, and indicators can be implemented in smart village development by making technology an enabler, and there are sustainable elements.

The article shows how the process of the Chinese economy’s digitalization, which began in urban areas, manufacturing, and rich provinces of China, now starts to engulf the rural areas. The digital gap between certain provinces and between urban and rural areas must be liquidated as part of the Chinese government’s strategy to make the country a thriving innovation society by the mid‑21st century. The article lays out basic directions and means of bridging the digital gap between urban and rural areas and several aspects of digital modernization in China’s agriculture. A particular focus is on developing green, environmentally friendly agriculture and the birth of a green way of life in rural areas and smart villages.

Changes currently taking place in rural areas in Poland are in line with the concept of “smart villages”, which emphasizes the importance of knowledge and innovative activities for the functioning of contemporary rural local communities and the development of rural areas. Referring to the issue of the local community, the article presents the image of the inhabitants of the village of Czarny Las, paying attention to the specificity of this community. In the empirical dimension, the main goal of the authors is to verify the thesis about the dependence between knowledge about one’s own town place of living and involvement in local matters on the example of a specific rural community, as well as to determine the factors affecting both dimensions. For this purpose, indicators concerning the individual knowledge and commitment of the inhabitants of the village of Czarny Las in the commune of Grodzisk Mazowiecki, were created and used. Age, sex, education, time of residence in the examined town and formal registration status were assumed as predictors of both knowledge about one’s own village and involvement in its current affairs. In order to determine the statistical significance of the predictors of the inhabitants’ knowledge about the village and their involvement in it, the multiple regression analysis was used. Artykuł odnosząc się do zagadnienia społeczności lokalnej, przybliża obraz mieszkańców wsi Czarny Las, zwracając uwagę na specyfikę tej społeczności. W wymiarze empirycznym zasadniczym celem autorów jest weryfikacja tezy o występowaniu zależności pomiędzy wiedzą o własnej miejscowości a zaangażowaniem w lokalne sprawy na przykładzie konkretnej społeczności wiejskiej, jak również ustalenie czynników wpływających na oba wymiary. W tym celu zbudowano i wykorzystano wskaźniki dotyczące z osobna wiedzy i zaangażowania mieszkańców wsi Czarny Las w gminie Grodzisk Mazowiecki. Jako predyktory zarówno wiedzy o własnej wsi, jak i zaangażowania w jej bieżące sprawy przyjęto wiek, płeć, wykształcenie, czas zamieszkiwania w badanej miejscowości oraz formalny stan zameldowania. W celu określenia istotności statystycznej predyktorów wiedzy mieszkańców o miejscowości i ich zaangażowania na jej rzecz posłużono się analizą regresji wielokrotnej.

Dari smart city tersebut sebuah konsep baru muncul dimana konteks ‘smart’ pada smart city yang dinilai telah berhasil mengatasi permasalahan di kota-kota yang kemudian dapat diadopsi untuk dikembangkan dalam konteks yang lebih kecil yakni pada desa atau dikenal dengan smart village. Sehingga diharapkan melalui konsep smart village tersebut maka akan dapat mengatasi berbagai permasalahan di desa. Penelitian ini bertujuan untuk melihat bagaimana penerapan salah satu dimensi smart village yakni smart governance pada Kalurahan Dlingo, Kabupaten Bantul yang dinilai telah berhasil menerapkannya. Metode yang digunakan yaitu deskriptif kualitatitf dengan data berasal dari wawancara dan dokumentasi. Hasil penelitian yakni penerapan smart governance di Kalurahan Dlingo dilakukan melalui 3 (tiga) hal yakni yang berkaitan dengan public service, transparency, dan policy. Dari hal tersebut kemudian telah merubah Kalurahan Dlingo yang awalnya merupakan desa tertinggal kini menjadi desa berbasis TIK hingga menjadi rujukan studi bagi desa-desa lain di Indonesia. This paper aims at expanding the scope of the dominantly pragmatic, local scale-oriented smart village scholarship towards a perspective that recognizes that smart village development is a multiscalar political process. To show the necessity of this move, the shaping of smart village policies and practices in Hungary is examined through a qualitative lens. As the authors argue, path-dependent structural obstacles and interscalar relations undermine the prospects of smart village building in the sense of bottom-up integrated rural development, and there is a risk of a bias towards technological innovation. This exploratory article, using Hungary as a case study, argues that smart village scholarship should draw on the results of critical smart city scholarship to acquire in-depth understanding of current debates regarding potential smart village developments.

Regional inequalities in Hungary, which have been conserved for decades, are well documented by human geography and regional science. However, changing policy frameworks, policy decisions, and finally, local decisions and value choices influence the development trajectories of regions that lean on new approaches. For example, the concept of smart settlements is a relatively new policy tool, which builds on the use of information-communication technology not only in urban, but also in rural areas. In this paper, we investigate the topic of smart rural development from a policy and regional development perspective, giving insights into the influencing factors of the spread of smart villages in Hungary, and how the actors interested in Hungarian rural development interpret the smart village concept. Based on qualitative analysis of expert interviews and online questionnaire survey, we describe what factors influence the feasibility of smart projects. We point out the shortcomings of technology-oriented, top-down, project-based development and planning practice, and building on our results, we provide policy recommendations.

The end of the Karabakh conflict brought new problems for the Azerbaijani government, the most important of which being the reconstruction and development of de-occupied territories. With thousands of hectares of agricultural lands undeveloped and abandoned for 30 years, the Azerbaijani government has adopted a 'smart village' approach. The political establishment hopes that the implementation of this concept in these territories will boost redevelopment as well as lead to a return of population. The following article discusses the possibilities of implementing 'smart village' concepts in the Karabakh region, and offers suggestions based on the past experience of various countries.

The smart village is digitally networked and participatory. Its 'smartness', in other words, should be based on interaction between technological infrastructures and civic engagement. While this vision has inspired European policymaking and public discourse in recent years, understanding of the interaction between digitalization and civic participation in rural areas remains limited. In order to fill this gap, this paper offers a systematic review of journal contributions situated at the intersection of digitalization, participatory efforts and rural development. Overall, our study shows that digital rural development and its interplay with participation processes is still a niche concern in scientific journals. We find that articles focus primarily on projects seeking to increase broadband capacity. Second, they focus on the spatial characteristics of rural areas, where social relations and intermediaries play an important role. Third, they emphasize the integration of topdown measures with bottom-up initiatives. There is no single, dominant theoretical approach conceptualizing the intertwining of digitalization and civic participation processes in rural areas. It is evident that local social networks are strengthened and maintained through both analogue and digital formats. Furthermore, the literature provides evidence that sustainable forms of digital engagement are based on civil society initiatives that are supported and accompanied by administrative measures. Seine angenommene smartness soll also auf der Verschränkung von technologischen Infrastrukturen und der Beteiligung der lokalen Bevölkerung beruhen. Doch obschon diese Vision in den letzten Jahren die europäische Politikgestaltung wie den öffentlichen Diskurs beflügelt hat, ist das Verständnis der Wechselwirkungen zwischen Digitalisierung und Partizipation in ländlichen Räumen noch begrenzt. Um diese Lücke zu schließen, stellt dieser Beitrag eine systematische Literaturschau zur Digitalisierung im Zusammenspiel mit Partizipation in ländlichen Räumen vor. Insgesamt wird dabei deutlich, dass die digitale Entwicklung im ländlichen Raum immer noch ein Nischenthema in wissenschaftlichen Zeitschriften ist. Ein zentraler Fokus lag in den einbezogenen Studien auf Projekten des Breitbandausbaus. Darüber hinaus wurden häufig die räumlich bedingten Merkmale ländlicher Gebiete diskutiert, in denen soziale Beziehungsgefüge und Intermediäre eine wichtige Rolle spielen. Schließlich wurde die Verschränkung von top-down-Maßnahmen mit bottom-up-Initiativen betont. Es fand sich kein dominanter theoretischer Ansatz, um das Ineinander von Digitalisierungs- und Partizipationsprozessen in ländlichen Räumen zu konzeptualisieren. Die Synopse unterstreicht die Wichtigkeit lokaler sozialer Netzwerke, die mittels analoger und digitaler Formate aufrechterhalten werden. Darüber hinaus liefert die Literatur Hinweise darauf, dass nachhaltige Formen digitalen Engagements auf zivilgesellschaftlichen Initiativen beruhen, die durch administrative Maßnahmen unterstützt und begleitet werden.

(1) Background: Along with the maturity of smart cities, digital villages and smart villages are receiving more attention than ever before as the key to promote sustainable rural development. The Chinese government has made great efforts in promoting the digital development of villages in recent years, as evidenced by policies intensively introduced by the central and local governments, making China a typical representative country in the world. (2) Methods: This paper evaluates the performance and geographic pattern of rural digital development by the Geographic Information System (GIS) in Gansu, a less developed province in western China, and analyzes the driving mechanism of rural digital development using GeoDetector, providing a basis for spatial zoning and differentiated policy design for the construction, planning and management of digital villages based on the GE matrix. (3) Results: First, the development of digital villages shows a prominent geographical imbalance, with 79 counties divided into leader, follower and straggler levels. Second, digital villages show unsynchronized development in different dimensions, with the village facilities digitalization index in the lead and the village economy digitalization index lagging behind. Thirdly, the development of digital villages is characterized by significant spatial correlation and spillover effects, with cold and hot counties distributed in clusters, forming a “center-periphery” structure. Fourth, the factors show significant influence differentiation. They are classified into all-purpose, multifunctional and single-functional factors by their scope of action, and into key, important and auxiliary factors by their intensity of action. Fifth, the interaction and driving mechanism between different factors is quite complex, dominated by nonlinear enhancement and bifactor enhancement, and the synergistic effect of factor pairs helps increase the influence by 1–4 times. (4) Conclusions: It is suggested that the government develop differentiated policies for zoning planning and management based on the level of digital development of villages in combination with the factor influence and its driving mechanism and promote regional linkage and common development and governance through top-level design.

The aim of the article is to present transport accessibility in rural areas in Poland, with a particular emphasis on the problem of transport exclusion. The following research methods were used in the study: literature review, statistical data analysis and GIS analysis. The article presents a transportation picture of rural areas and identifies the main problem issues related to the insufficient accessibility of public transport. The conducted analyses show a significant alienation of the study area which results from underdeveloped public transport and road infrastructure, including pedestrian and bicycle routes. Measures taken by local authorities in this regard show awareness of the problems of the local community, but those authorities do not take sufficient action. The transport exclusion of inhabitants of the analyzed area can be reduced by developing pedestrian and bicycle infrastructure connecting villages with the existing railway network, characterized by a high frequency of trains.

Purpose: Villages are the backbone of the nation and a smart village means such a village that can provide various services needed in day-to-day life to the villagers effectively and efficiently. The overall objective of this research is to assess the practicability of the smart village in the hilly region of Nepal with the case of a Sandakpur Rural Municipality (SRM). Design/Methodology/Approach: The study covered the area within Maipokhari and Sulubung village of Sandakpur Rural Municipality. Ontology and Epistemology philosophy of research was used as positivism. This research was intended to propose the model of smart village examined through a scheduled questionnaire in village sample of SRM, literature reviews related to smart village, and smart rural. This research proposed the smart village with the characteristics as Smart Utilization of Resources, Smart Living, Smart Governance, Smart Village Services, Smart Technology, Smart Tourism, and Gender Equity and Women Equity which can comply with some of the United Nations Sustainable Development Goals (SDGs). Five points Likert scale was used on ranking smart village feature and Chi-Square test is done to determine the significance of respondent’s opinions for the variables from the collected data. After the analysis of data with the Five-Point Likert Scale, ratings on smart features were given as Fair (2.82), Fair (3.02), Fair (2.93), Fair (3.17), Fair (3.2), Good (2.42), and Poor (3.46) respectively. Findings/Result: The chi-square test showed that the majority of respondents supported the perspective toward Smart Village features as fair. Smart villages can only be possible with long-term planning, strategy and investment. With the adoption of features of the smart village, the study area can be converted into a smart village but it may take time to incorporate these features completely The Smart village model is expected to be applied to villages in other regions by adjusting the characteristics of each region as every village has their own characteristics. Originality/Value: It is action research to analyze the practicability of smart village development. It will be a method universal acceptable for assessing the feasibility of smart cities. As the research on smart cities matures and thrives, research focusing on smart rural development has also emerged into the spotlight in recent years. An increasing number of scholars have called for extending the discussion of smart development in the rural context. In response, this paper aims to conduct a comprehensive scientometric review of the current academic literature in the discussion of smart development in rural areas, centering on the concept of the smart village, which is the most recognized concept in the existing literature and practices. The contributions of this study are threefold. First, an overview of the current implementation and understanding of smart village initiatives and conceptual frameworks provides practical and theoretical insights as prerequisites for comprehending the concept. Second, to the best of our knowledge, this is the first complete scientometric study in the smart village field and will establish baseline data for future analysis and comparison. It describes the status of the scientific landscape based on quantitative analysis and an intuitive visualization, identifying patterns, hotspots, trends, and gaps. Finally, we find that the current trend puts a relatively narrow focus on the technology-driven approaches, while the dimensions of society, services, and culture have been largely neglected. Therefore, a dynamic conceptual model is proposed to call for more human-driven perspectives. We believe that a knowledge-based, community-led, and human-centric rural society is the core of a smart village ecosystem.

Nowadays, while cities are often subject to research in terms of their development, especially smart development, studies on rural areas are rare. However, the development of the latter is very important. It is important that rural areas develop economically and socially. Smart villages are a challenge for the modern energy sector. The authors of the article try to answer the question: What are the challenges for the modern energy sector in the context of rural development? The aim of this article is to identify challenges for the modern power industry in the concept of smart countryside development. The article begins with the presentation of the essence of smart villages and the essence of energy policy. The research facilitated the identification of basic challenges that prevent or slow down the development of the smart villages in terms of modern energy solutions, as perceived by experts and residents, and farmers and entrepreneurs operating in rural areas. The article identifies a number of energy challenges in the context of a smart village. They include, among others, a lack of awareness regarding the impact of energy on the environment, a low level of public knowledge about new energy solutions, and a lack of social trust in modern energy solutions in rural areas. The research was conducted in rural areas in the north-western part of Poland. At the end, the article presents a model of rural development in the context of the modern energy sector. The research also allowed the creation of a smart village development model that focuses on smart economy, intelligent environment, intelligent people, and intelligent governance. Since these are universal solutions, they can be used as a proposition for other countries.

Perkembangan teknologi informasi saat ini mendorong perubahan di berbagai sektor, sehingga pada tahun 2015, PBB menginisiasi Agenda 2030 yaitu Pembangunan Berkelanjutan (SDGs). Tujuan ke-11 yaitu menjadikan kota dan permukiman manusia inklusif, aman, tangguh, dan berkelanjutan. Untuk mewujudkan tujuan tersebut, dibutuhkan kesiapan sumber daya manusia untuk mengelola sumber daya lainnya agar dapat dimanfaatkan secara efektif. Dengan dukungan teknologi informasi, Pemerintah Kabupaten Batang menginisiasi konsep smart village sesuai Perbub No. 11 Tahun 2018. Sehingga dalam penerapannya dibutuhkan kesiapan sumber daya manusia, infrastruktur, dan tata kelola yang baik. Penelitian ini dilakukan terhadap 56 desa/ kelurahan pilot project smart village di Kabupaten Batang tahun 2018. Penelitian ini bertujuan untuk menilai penerapan komponen smart governance berdasarkan konsep smart village. Metode yang digunakan yaitu deskriptif kuantitatif dengan analisis skoring. Variabel yang diteliti yaitu pelayanan publik, sistem informasi desa, dan pengelolaan dana desa. Hasilnya yaitu penerapan komponen smart governance sebagian besar masih kurang optimal (76,79%), sedangkan sisanya sudah optimal (16,07%) dan belum optimal (7,14%). Desa-desa yang belum optimal yaitu Desa Warungasem, Tumbrep, Amongrogo, dan Kandeman. Rekomendasi yang dapat diberikan yaitu peningkatan kualitas pelayanan publik dengan memanfaatkan teknologi informasi, sehingga smart village Kabupaten Batang kedepannya dapat diterapkan secara lebih optimal, efektif, dan berkelanjutan.

In each country, rural areas cover the bulk of available land, however, they generally remain outside the mainstream of innovative development processes. Still, they have potential and are vital for implementing the highly valid concept of persistent and sustainable development. The idea of such growth can be implemented in many ways, and the smart development concept is one of these ways. The aim of this paper is to present the smart village concept as a means to achieve the sustainability and resilience of rural areas, relying on the analysis of basic theories of sustainable and persistent growth. The study examines and evaluates the state of the potential for the smart growth of rural areas in all regions of Poland, as well as presents the results of the empirical research on such potential in three regions of Eastern Poland. The smart growth potential of the regions in question was determined by means of 24 variables representing the following fields: management, life quality, economy, society, natural environment and mobility. It was concluded that the smart village concept can be useful in facilitating sustainable development of rural areas. Further research concerning the problem should in particular focus on strengthening the relations between rural communes with cities and towns in their close vicinity.
