This paper calls for a critical reframing of masculinity as an intersectional construct in the HIV epidemic and in public health. In-depth qualitative interviews were conducted with a sample of 56 Black men who have sex with men and women in the San Francisco Bay Area. Men described their sexual identities and practices via complex narratives of masculinity that drew on subordinated and resourceful adaptations to the structural effects of racism, economic marginalisation and homophobia. By focusing on men whose experience of masculinity operates outside fixed identity categories, the paper draws attention to the intersectionality that is, by necessity, constitutive of men's lived experiences. Findings suggest the value of an integrative framework for understanding Black masculinities as processes and practices simultaneously informed by structural inequalities (racism, economic marginalisation and/or homophobia, in particular) and cultural meanings of gender. By utilising an intersectional approach, public health and sociology can better understand the concurrent resilience and vulnerability of masculinities, while building an interdisciplinary understanding of the symbolic role of Black masculinities in the USA, as well as a means by which to promote health and well-being in and through these gendered contexts. The overarching purpose of this paper was to explore the legal resolution of companion animal custody disputes in the event of a couple's divorce or dissolution of a cohabiting union. I conducted content analysis on court cases throughout the U.S. between 1944 and 2019 and on policies enacted between 2016 and 2019 in Alaska, California, Illinois, and New Hampshire, the only states to date that have implemented legislation stipulating how companion animal custody disputes should be legally resolved. Results indicate that the law is moving away from a legal standard that defines animals as personal property to one concerned with the best interests, well-being, or care of companion animals and the strong emotional attachments of individuals to them. Introduction Collabo RATE is a brief patient survey focused on shared decision making. This paper aims to (i) provide insight on facilitators and challenges to implementing a real-time patient survey and (ii) evaluate Collabo RATE scores and response rates across multiple clinical settings with varied patient populations. Method All adult patients at three United States primary care practices were eligible to complete Collabo RATE post-visit. To inform key learnings, we aggregated all mentions of unanticipated decisions, problems and administration errors from field notes and email communications. Mixed-effects logistic regression evaluated the impact of site, clinician, patient age and patient gender on the Collabo RATE score. Results While Collabo RATE score increased only slightly with increasing patient age ( OR 1.018, 95% CI 1.014-1.021), female patient gender was associated with significantly higher Collabo RATE scores ( OR 1.224, 95% CI 1.073-1.397). Clinician also predicts Collabo RATE score (random effect variance 0.146). Site-specific factors such as clinical workflow and checkout procedures play a key role in successful in-clinic implementation and are significantly related to Collabo RATE scores, with Site 3 scoring significantly higher than Site 1 ( OR 1.759, 95% CI 1.216 to 2.545) or Site 2 (z=−2.71, 95% CI −1.114 to −0.178). Discussion This study demonstrates that Collabo RATE can be used in diverse primary care settings. A clinic's workflow plays a crucial role in implementation. Patient experience measurement risks becoming a burden to both patients and administrators. Episodic use of short measurement tools could reduce this burden. [ABSTRACT FROM AUTHOR]

Creating local population health measures from administrative data would be useful for health policy and public health monitoring purposes. While a wide range of options--from simple spatial smoothers to model-based methods--for estimating such rates exists, there are relatively few side-by-side comparisons, especially not with real-world data. In this paper, we compare methods for creating local estimates of acute myocardial infarction rates from Medicare claims data. A Bayesian Monte Carlo Markov Chain estimator that incorporated spatial and local random effects performed best, followed by a method-of-moments spatial Empirical Bayes estimator. As the former is more complicated and time-consuming, spatial linear Empirical Bayes methods may represent a good alternative for non-specialist investigators. [ABSTRACT FROM AUTHOR]

The NOAA Hydrometeorology Testbed (HMT) program has deployed soil moisture observing networks in the watersheds of the Russian River and the North Fork (NF) of the American River in northern California, and the San Pedro River in southeastern Arizona. These networks were designed to serve the combined needs of the hydrological, meteorological, agricultural, and climatological communities for observations of soil moisture on time scales that range from minutes to decades. The networks are a major component of the HMT program that has been developed to accelerate the development and infusion of new observing technologies, modeling methods, and recent scientific research into the National Weather Service (NWS) offices and to help focus research and development efforts on key hydrological and meteorological forecast problems. These forecast problems are not only of interest to the NWS, but they also play a crucial role in providing input to water managers who work at the national, state, and local government levels to provide water for human consumption, agriculture, and other needs. The HMT soil moisture networks have been specifically designed to capture the changes in soil moisture that are associated with heavy precipitation events and runoff from snowpack during the melt season. This paper describes the strategies used to site the networks and sensors as well as the selection, testing, and calibration of the soil moisture probes. In addition, two illustrative examples of the data gathered by the networks are shown. The first example shows changes in soil moisture observed before and during a flood event on the Babocomari River tributary of the San Pedro River near Sierra Vista, Arizona, on 23 July 2008. The second example examines a 5-yr continuous time series of soil moisture gathered at Healdsburg, California. Recent work on health and place has examined the impact of the environment on health. At the local level, research has followed several strands, such as contextual effects of neighborhoods, the impact of differential access to services and amenities, effects of a neighborhood''s collective efficacy, and the relationship between social capital and health. Of these four approaches, social capital has generated the most debate; some scholars discuss social capital as a key epidemiological variable, while others discount or dismiss its utility. We undertook this research to assess whether the concept of social capital could increase our understanding of the impact of neighborhoods on residents’ health. We utilized key informant interviews and focus groups to understand ways in which residents of diverse neighborhoods in one large California city perceived that their local communities were affecting health. We argue in this paper that using the term “social capital” to discuss social resources and their mobilization in a particular neighborhood highlights the ways in which social resources can vary in relation to economic resources, and that residents of neighborhoods with differing levels of services and amenities face different issues when mobilizing to improve their neighborhoods. Additionally, the projects that people invest in vary by neighborhood socioeconomic status. We draw on the paired concepts of “bridging” and “bonding” social capital, and discuss that while stores of bonding social capital may be more uniform across neighborhoods of varying SES, bridging social capital tends to be found in greater amounts in neighborhoods of higher SES which allows them greater success when mobilizing to improve their neighborhoods. Throughout these years, he developed a system of managerial strategies. This paper shows how Kerr's administrative views drew upon his background in industrial relations, his liberal theories of pluralistic industrial change, and contemporary understandings of American business organization. : PurposeTo calculate the cost structure of a suite of immunization improvement interventions recommended by the Centers for Disease Control and Prevention (CDC).: MethodsA determination was made of the cost to clinics and agencies that implement a suite of CDC-recommended practice improvement interventions to fully immunize a child for diphtheria–tetanus–attenuated pertussis (DTaP), inactivated poliovirus (IPV), and measles–mumps–rubella (MMR) vaccines. Patient data were collected through chart analysis of 16-month-old children in clinics participating in this study''s interventions between May 1997 and August 2000. The study began on October 1, 1996, and was funded for 5 years (until September 30, 2002).: ResultsStudy calculations suggest that an additional $0.013/per patient per month would be needed to cover these activities.: ConclusionsIdentifiable cost structures are associated with the practice improvement strategies recommended by the CDC. The method of implementation may be as important as the interventions themselves. Present compensation for immunization may not actually cover the cost of service provision, and it is unlikely to cover the costs of practice improvement, as described in this paper. Los Angeles County established its first drug court program in 1994 in response to escalating criminal activity associated with substance abuse and overcrowded jails. This paper describes results of an evaluation of 803 drug court participants admitted to the program between 1994 and 1997. Of all drug court participants, 76% remained free of any new arrests throughout the one-year followup period, compared to 63% of participants in a drug diversion education program and 49% of the felony defendants not exposed to either program. Of offenders completing the drug court program 80% had no arrests, compared to 67% for non-completers. Drug related re-arrests were significantly lower among drug court graduates (13%) than offenders with no program participation (30%). The study results suggest that drug court participation and graduation decrease the likelihood of repeated arrests, including drug-related arrests. Two collaborative studies have been conducted by the U.S. Environmental Protection Agency (EPA) National Exposure Research Laboratory (NERL) and National Health and Environmental Effects Research Laboratory to determine personal exposures and physiological responses to particulate matter (PM) of elderly persons living in a retirement facility in Fresno, CA. Measurements of PM and other criteria air pollutants were made inside selected individual residences within the retirement facility and at a central outdoor site on the premises. In addition, personal PM exposure monitoring was conducted for a subset of the participants, and ambient PM monitoring data were available for comparison from the NERL PM research monitoring platform in central Fresno. Both a winter (February 1-28, 1999) and a spring (April 19-May 16, 1999) study were completed so that seasonal effects could be evaluated. During the spring study, a more robust personal exposure component was added, as well as a more detailed evaluation of physical factors, such as air-exchange rate, that are known to influence the penetration of particles into the indoor environment. In this paper, comparisons are made among measured personal PM exposures and PM mass concentrations measured at the NERL Fresno Platform site, outside on the premises of the retirement facility, and inside selected residential apartments at the facility during the two 28-day study periods. The arithmetic daily mean personal PM[sub2.5] exposure during the winter study period was 13.3 µg/m³, compared with 9.7, 20.5, and 21.7 µg/m³ for daily mean overall apartment, outdoor, and ambient (i.e., platform) concentrations, respectively. The daily mean personal PM[sub2.5] exposure during the spring study period was 11.1 µg/m³, compared with 8.0, 10.1, and 8.6 µg/m³ for the daily mean apartment, outdoor, and ambient concentrations, respectively. This case study of an inter-university controversy over the publication of research from an interdisciplinary social science project on the forced migration and long- term internment of West Coast Japanese-Americans during World War II shows some of the difficulties of maintaining ownership of research materials. In this particular instance the junior employee was able to override his seniors' demand for control of the dissemination of research results by playing on the concerns about even appearing to suppress work for political reasons. The paper discusses conflicting norms of science and rhetorics of justification ranging from proprietary self-interest through "good science" to "the national interest" and onto "the needs of a free society."
