Early studies of electronic journals (e-journals) viewed the web as a technological discontinuity that would deem traditional academic publishing null This article uses the industry life cycle framework as a lens to examine the formation of academic e-journals. The article proposes five factors affecting the academic publishing dominant design selection process, and examines these factors against six longitudinal case studies. The study concludes that from technical/functional, economic and market perspectives, e-journals are superior to paper journals (p journals) However academic social norms and the managerial processes needed to establish and maintain e-journals are more influential on their formation than the capabilities provided by the new technology. In addition, the long-term sustainability and survivability of e-journals depend on the administrative and managerial processes established by its management team. This study demonstrates that although the web enables a large number of new entrants and a variety of business and technical models, e-journals are a competency-enhancing innovation that relies on the existing expertise of professional publishers and the journal's ability to support the social and cultural needs of academia. This is the last issue of the year, and the Transactions is making great strides to improve the publication timelines. We are in the process of upgrading the web review system to incorporate processing manuscripts post acceptance. This will provide a convenient portal for Rita Janssen, our industrious adminstrative editor, and authors to remain in communication through the entire process up to publication. Furthermore, the system should enable rapid posting of the manuscripts onto Xplore, which is an enhancement that many students and junior faculty will appreciate. The rapid post will be considered a "publication" even though all the editing and typesetting is not complete. For the researcher, this will mean that credit for your work will be given earlier. And for the editorial board, this will mean that our time from manuscript submission to publication should be reduced by about 6 months. This enhanced web review system will also allow us to perpetually archive all files related to a published paper in one location. We hope that this upgrade goes live by February 2015. The IEEE Transactions on Aerospace and Electronic Systems is a quarterly journal that publishes papers concerned with the various aspects of systems for space, air, ocean, or ground environments. The boundaries of acceptable subject matter has been intentionally left flexible so that the Transactions can follow the research activities to better meet the needs of the members of the IEEE Aerospace and Electronic Systems Society.
