This paper examines the shifting fortunes of the Diablo Canyon Nuclear Power Plant in California to better understand how asset owners are dealing with an increasingly-significant problem in changing energy landscapes: the devaluation of large fixed capital assets. In 2016, Pacific Gas and Electric Company announced a Joint Proposal to retire the Diablo Canyon plant by 2025, the result of a negotiated compromise with labor unions, environmental and community groups. Heralded by many commentators as a model for "just transitions" in the energy sector, this agreement has lately been called into question as new subsidies and political coalitions have emerged to support for the plant's continued operation. This paper investigates the political and economic conditions for the Joint Proposal as an example of "negotiated devaluation," aiming to understand why and how this strategy took shape, and what lessons it offers for other transition processes. Linking literatures on just transitions and devaluation in the energy sector, we show how negotiated devaluation may offer an emerging strategy for owners of energy assets to manage decline in a changing energy landscape. The case also demonstrates the political contingency of these coalitions and the transitions they subtend, and the limited dimensions of justice that might be affirmed in them. In California, wildfires caused by electrical infrastructure have left the state's investor-owned power utilities with major and growing liabilities. But even in such an incendiary environment, the financial industry has demonstrated that it can profit from disaster. This paper uses the 2019-2020 bankruptcy of Pacific Gas & Electric to explain how. In it, I show how "risk" in California's electricity industry is legally constituted, mediated, and allocated. First, I explain how financial perceptions of wildfire risk in California's electricity industry are shaped by the state's legal and regulatory environment, and how the law is used to manage this risk. I then turn to PG&E's bankruptcy to show how litigation functions as a financial strategy. In court, risk is endogenous to legal-financial practice. I develop the concepts of "legal arbitrage" and "leverage" to explain how law mediates the relationship between risk and finance. I adapt the concept of legal arbitrage to show how financial assets (like those in a utility with unprecedented wildfire liabilities) can possess both legal and market value, which can and often do diverge in circumstances of distress. I use the term leverage to refer to a particular kind of legal-financial power which enables actors to transfer risk away from themselves and onto others. In working through these concepts, I argue that that mainstream perceptions of risk in the financial industry are inadequate, especially in an era of increasing climate insecurity. This paper investigates the long-term impacts of the federal Home Owners' Loan Corporation (HOLC) mortgage risk assessment maps on the spatial dynamics of recent income and racial distributions in California metropolitan areas over the 1990-2010 period. We combine historical HOLC boundaries with modern Census tract data and apply recently developed methods of spatial distribution dynamics to examine if legacy impacts are reflected in recent urban dynamics. Cities with HOLC assessments are found to have higher levels of isolation segregation than the non-HOLC group, but no difference in unevenness segregation between the two groups of cities are found. We find no difference in income or racial and ethnic distributional dynamics between the two groups of cities over the period. At the intra-urban scale, we find that the intersectionality of residing in a C or D graded tract that is also a low-income tract falls predominately upon the minority populations in these eight HOLC cities. Our findings indicate that neighborhoods with poor housing markets and high minority concentrations rarely experience a dramatic change in either their racial and ethnic or socioeconomic compositions—and that negative externalities (e.g. lower home prices and greater segregation levels) emanate from these neighborhoods, with inertia spilling over into nearby zones. Tax increment financing (TIF) is a mechanism used by municipal governments throughout the United States to fund public and private urban development projects. This paper examines the trajectories of TIF in the state of California and the City of Chicago, where the expansion of TIF as a mechanism for publicly financed development is inextricable from disinvestments in social reproduction and the transformation of public funding for K-12 education. Taking seriously the divergent paths of TIF in each case, we argue that the framework of social reproduction helps expand the scope of TIF as a "policy in place," bringing into view other path and place-dependent factors that shape the adaptation and implementation of public finance mechanisms. Bridging the literature on urban policy and feminist political economy, we suggest that scholars must investigate the place-specific entanglements of social reproduction and public finance if we are to understand how mechanisms such as TIF are adopted, expanded, or curtailed within the broader framework of neoliberal urban governance. Background/Context: High quality early education, preschool through third grade, has received significant attention as a vehicle for addressing academic disparities. Research–practice partnerships (RPPs) offer a promising strategy for improving early education and closing the gap between research and practice; however, RPPs in the early learning context are understudied, and there is little information about how teachers experience them. Purpose/Research Questions: Grounded in a framework of sensemaking theory and research on teachers' beliefs and RPPs, this paper addresses the following questions: (1) How did an early education RPP attempt to build a meaningful and trusting partnership and amplify teacher voices? (2) How did teachers make sense of new knowledge within the context of the RPP and their practical wisdom? (3) To what degree were teachers reaffirming existing beliefs vs. questioning or adjusting current beliefs through their participation in the RPP? Research Design: This paper relies on qualitative data gathered as part of an interdisciplinary education neuroscience longitudinal RPP project between university researchers and educators in a California school district. The data analyzed for this paper included field notes and artifacts from RPP meetings and transcripts of teacher interviews. Conclusions/Recommendations: The RPP intentionally created opportunities for teachers to amplify their perspectives and interpretations. Within RPP meeting spaces, teachers reflected on their beliefs and practices in light of research conducted in their schools and, more generally, sometimes adjusting and other times reaffirming their views. The extent to which teachers incorporated new knowledge into their cognitive schemas varied based on the topic and how and where the information was presented. This paper examines the production of settler ecologies through nineteenth century swamp reclamation projects in California. It focuses on the transformation of inland swamps into agricultural land and San Francisco salt marshes and tidelands into urban real estate. I argue that swamp reclamation was both an economic and a racial project. Swamp reclamation sought to transform perceived wastelands into productive property. Swamp reclamation was also a racial project, in at least three ways. First, it aimed to transform colonial environments for the health of the white settler body. Second, draining swamps and making solid land depended on a racialized labor force. Third, swamp reclamation was accelerated through government subsidies that largely benefitted white settlers at the same time the state of California disenfranchised Black, Chinese, and Indigenous residents and supported racial immigration policies. These formations of race, nature, and property were established by law and political economy, and undergirded by settler epistemologies of space and nature. By studying the discourses and practices of swamp reclamation in nineteenth century California, this paper contributes to scholarship on the production of settler ecologies under conditions of racial capitalism. This paper proposes the concept of zombie infrastructure to understand the entangled histories of railroad colonialism, Indigenous dispossession, and corporate power in the California desert. I examine debates over the Cadiz project, a contemporary water project that proposes to take water from a California desert aquifer and transport it to the California coast. I argue that the life of the Cadiz project depends on Cadiz Inc.'s ability to revive the legal rights and body of a little-used railroad shortline, thus bringing back a legal infrastructure and corporate power from the late nineteenth century in the service of a new corporation. In so doing, the Cadiz project enlivens the racialized dispossession of land and labor that the railroad initially required. Routing the politics of a contemporary infrastructure project through the railroad and its octopus past, I argue, places the politics of infrastructure at the intersection of laws, monstrosity, and dispossession. Drawing on economic and legal geography, this paper proposes the concept of zombie infrastructure, a concept that builds on what activists call zombie projects in order to show the life and death of infrastructure, and reveals how contemporary capitalists enliven old infrastructures for new purposes. Overdiagnosis of Clostridioides difficile (C. difficile) is associated with increased hospital length of stay, antibiotic overuse, unnecessary infection prevention efforts and excess costs. This study evaluated a paper-based bedside C. difficile screening tool on the number of C. difficile laboratory tests performed and number of C. difficile infection (CDI) diagnoses. Nurses used the tool to determine whether stool should be sent for C. difficile testing. The tool provided indications for stool testing. We collected data on the number of C. difficile stool tests performed and CDI diagnoses for nine months before (PreT) and after (PostT) tool implementation in the hospital. We found a 31% reduction in the mean monthly number of C. difficile tests performed (37 PreT to 25 PostT) and a 56% reduction in CDI diagnoses (19 PreT to 8 PostT). This study demonstrates the success of using nurses and a bedside tool to decrease inappropriate C. difficile testing. This intervention has implications for patient management, infection prevention and cost containment. This low-cost paper-based tool may be helpful for the 25% of hospitals in the USA not using clinical decision support in their electronic health record (EHR), as well as for hospitals outside the United States who may not have access to EHRs. The voices and experiences of formerly incarcerated college students are emerging throughout the social science literature. The importance of documenting their narratives is grounded in the reality that more than an estimated 12,000 system-impacted people are enrolled throughout the California postsecondary education system. This paper highlights the knowledge and skills formerly incarcerated students possess and deploy to navigate higher education successfully. Our study adds to the growing body of literature examining the experiences of formerly incarcerated Latinx students from an anti-deficit perspective. We use the theory of funds of knowledge and semi-structured interviews with 16 formerly incarcerated Latinx students at different points of the postsecondary education pipeline to understand their experiences. We find that formerly incarcerated Latinx students tapped into their "hustle" to move from surviving to thriving in higher education. These pre-college skills, acquired through their life experiences, allow students to seek academic and financial resources, create academic networks, and make personal connections with institutional agents to overcome various personal and institutional barriers. This paper explores how the materiality of the past has been mobilized to simultaneously erase Indigenous presence and create white public space at Spanish mission sites in California. As the site of present-day Santa Clara University, Mission Santa Clara de Asís presents an important case study. The documentary record associated with more than a century of archaeology at the mission reveals its intersections with heritage-making, particularly the maintenance of public memory that privileges and valorizes whiteness. These same records further detail how the university and local residents effectively erased the heritage of the thousands of Ohlone people and members of neighboring Indigenous groups who lived, worked, and died at Mission Santa Clara. Recognizing how archaeology has contributed to the current heritage landscape at Santa Clara and other California mission sites is a necessary first step in the creation of new archaeological and heritage practices that center the experiences and persistence of Native Californian communities. While a growing body of research has examined immigrants' health generally, less is known specifically about the impact of immigration policy on the health of Chinese immigrants, the second-largest foreign-born population in the United States. This is due, in part, to the lack of methodologically well-trained, cross-cultural researchers who have both the cultural and linguistic expertise and health knowledge to engage with Chinese immigrant populations. This paper addresses this gap by examining Chinese cross-cultural researchers' roles in the qualitative phase of the Research on ImmiGrant HealTh and State policy (RIGHTS) project, which sought to assess how immigration policies shaped Chinese and other immigrants' experiences in healthcare and other related sectors in California. We used reflexivity to assess Chinese cross-cultural researchers' positionality of insiderness and outsiderness and its influence on the process of data collection (i.e., recruitment, conducting interviews, transcription, and translation). Our reflexivity guides the assessment of the opportunities (e.g., expanding the recruitment pool, engaging participants more effectively in interviews, ensuring data integrity, and discussing heterogeneity within the Chinese immigrant community) and challenges (e.g., the difficulty of recruiting low-income and undocumented immigrants, addressing participants' in-depth thoughts, the time-consuming nature of transcription and translation, and the assessment of power dynamics) in conducting immigrant health research with the Chinese community. These results highlight the need for cross-cultural researchers to help build trusting relationships with ethnic-minority communities, thus gaining new insights and advancing knowledge within the field of ethnic minority health research. The aim of this study was to describe characteristics and content of nurses' handover tools used for handover report and congruence of content shift-to-shift. Nurses use handwritten notes to record information despite recommendations for standardizing content of handover to improve patient safety. A descriptive, cross-sectional study was conducted in a non-profit hospital in Southern California where a convenience sample of 105 registered nurses voluntarily submitted their paper handover tools. Twenty-seven types of handover tools were collected. Participants customized handover tools with color, writing implement, emphasis markings, and symbols. Content analysis revealed that most handover tools contained the patient's name, birthdate, account number, room number, medical history, allergies, code status, systems review, vital signs, medications, vascular access, test results, plan of care, and tasks. Safety/risk-related information was rarely present. Handover tools were context-specific and individualized with handwritten information that was incongruent shift-to-shift. Gendered divisions and representations can be especially problematic issues underpinning participation in water-based lifestyle and sporting activities. Sailing has particularly been found to be dominated by male participants who tend to dictate everyday codes of practice and symbolic representation. Female sailors are therefore regularly portrayed as inauthentic members of this activity and their participation also typically reflects much lower rates than males. In this paper, we develop these critical ideas about gendered sailing in the context of an 18 months comparative qualitative study involving 24 interviews and 113 hours of ethnographic field observations with five coaches, three physical education teachers, and 16 sailors. This study examined school sailing programmes in Western France and California in terms of the gendered practices and relationships that developed amongst young sailors and supporting adults. Bourdieu's theory of embodied power reproduction and masculine domination is used to analyse how school sport sailing programmes often benefited male participants. Within both Western French and Californian sailing contexts, young men were viewed as being more legitimate participants and regularly took up the lead role of skipper – young women were considered secondary participants and were typically positioned as crew members. Notions of embodied agency are subsequently developed to illustrate how young women sometimes contested the male-dominated gender order found within Franco-American school-based sailing programmes. Recent evidence suggests that microplastic particles are pervasive and potentially of great risk to both animal and human health. The California legislature has responded to this information by enacting two new bills that require quantification of microplastics in various media and development of new management strategies to address microplastic pollution. However, there are several scientific gaps that impede the development and implementation of necessary management strategies to address microplastic pollution. In this paper, we use the California experience as a case study to provide perspective on those science gaps, the current barriers to science affecting management, and the actions scientists can take to best ensure their efforts are of greatest value to policymakers and the management community. Natural gas is a rapidly growing transportation fuel. While fossil natural gas is only slightly cleaner than conventional fuels, it provides a vector to introduce renewable natural gas (RNG) which can yield substantial emissions reductions. This paper considers RNG supply estimates from four possible sources: dairy manure, municipal solid waste, wastewater treatment plants, and landfill gas along with other major transportation fuels to evaluate the impact of California's Low Carbon Fuel Standard (LCFS) a first of its kind fuel intensity standard. A static, multi-market, partial equilibrium, numerical model of the California fuel markets assesses the economic surplus and climate impact responses to the LCFS policy and compares the efficiency of the LCFS to a hypothetical carbon tax. Results indicate LCFS policy is sufficient to incentivize substantial quantities of RNG production. The LCFS approaches the efficiency of a carbon tax as the LCFS policy becomes more stringent when combined with a price ceiling. [ABSTRACT FROM AUTHOR]

This paper uses three recent struggles over public space in California’s East Bay (Berkeley and Oakland) to critically interrogate the ‘end of public space’ thesis. Developing a historical analysis of the discourse of the ‘end of public space’ over the past two and a half decades, the paper shows that dismissal of arguments about the end of public space both ignores the dialectical nature of the original interventions and comes at a real political and scholarly cost. The paper concludes that the tendency towards the end of public space in capitalism is closely related to the necessity for capitalism to produce abstract space. Both this tendency and this necessity are struggled over and contradictory, and it is out of these struggles and contradictions that actually-existing public space is produced. This paper examines vulnerability in the context of affluence and privilege. It focuses on the 1991 Oakland Hills Firestorm in California, USA to examine long-term lived experiences of the disaster. Vulnerability is typically understood as a condition besetting poor and marginalized communities. Frequently ignored in these discussions are the experiences of those who live in more affluent areas. This paper seeks to more closely explain vulnerability at its interface with affluence. The aim is to challenge uncritical explanations of vulnerability. We also offer alternative ways of conceptualizing vulnerability as a material condition and social construct that acknowledges broader cultural, ecological, and economic conditions, which may offset, maintain or deepen true risk exposure. Drawing on in-depth interviews with residents and emergency service managers, the paper presents a suite of vulnerability categories that intersect to create two concomitant and competing conditions. First, vulnerability is variegated between households within communities, including those in more affluent areas. Second, household vulnerability is collectively altered, and oftentimes reduced, by the broader affluent community within which individual households reside. By paying closer attention to the Affluence–Vulnerability Interface the paper reveals a recursive process, which is significant in the context of building more disaster resilient communities. This paper presents an empirical analysis of the rapidly growing California rooftop solar photovoltaic market using detailed data of over 100,000 solar installations between 2007 and 2014. The rapid fall in the cost of solar panels stand central in the expansion of this market. I use a semi-parametric regression model to aid identification of cost factors by decomposing time-varying and cross-sectional components. I find that the use of Chinese manufactured panels are associated with costs that are 6% lower. Economies of scale at the local level (number of yearly installations in a zip code) and at the installation level (size of the installation) are also associated with lower costs. Higher subsidies, and higher contractor market-share are associated with higher costs. I use an exploratory analysis of the dominant contractor, SolarCity, to discuss non-cost factors in the expansion of the solar photovoltaic market. [ABSTRACT FROM AUTHOR]

Background: Knowledge of patient characteristics, surgical fixation, graft choice, outcomes, and concurrent injuries of revision anterior cruciate ligament reconstruction (ACLR) is limited. Purpose: To describe the current cohort of revision ACLR captured by a community registry and the outcomes observed in the registered patients. Study Design: Case series; Level of evidence, 4. Methods: Patients who underwent revision ACLR registered between February 2005 and June 2014, by 200 surgeons in 46 hospitals, were evaluated. The Kaiser Permanente ACLR Registry (KPACLRR) collected data intraoperatively and postoperatively using paper forms, electronic medical records, administrative claims data, and patient-reported outcomes. The KPACLRR cohort was longitudinally followed, and outcomes were prospectively ascertained. Outcomes (ie, revisions, subsequent operative procedures, deep surgical site infections, and deep venous thrombosis) were adjudicated via a chart review. Descriptive statistics were employed. Results: Of 2019 patients who underwent revision ACLR, at a median follow-up of 2.2 years (interquartile range, 1.0-3.8 years), 212 (10.5%) required subsequent operative procedures, and 86 (4.3%) were revised a second time. At the time of revision, 55.1% of the patients had at least 1 concurrent meniscal injury, and 26% of those were repairable. Cartilage injuries were present in 42.0% of patients. Deep surgical site infections occurred in 12 patients (0.6%), deep venous thrombosis occurred in 5 patients (0.3%), and 1 patient (0.1%) had a pulmonary embolism. Conclusion: Revision ACLR can be performed with a low short-term revision rate and relatively few complications. At the time of revision, nearly half of these patients had an irreparable meniscal injury, and slightly less than half had a cartilage injury. A large community-based ACLR registry is useful in informing surgeons of current treatment practices, prevalence of concurrent injuries, and outcomes associated with the procedures, especially infrequent procedures such as revision ACLR. Contemporary urban leaders use exotic fiscal and financial schemes to fund development, which scholars theorize as tools for creating public goods or critically as growth entrepreneurs' speculative self-enrichment schemes. Neither approach accounts for financing schemes' reactivity, or their tendency to shape development patterns. This paper facilitates analysis of the latter by developing a new theory of growth coalitions: the politics of earmarking perspective. Urban leaders are akin to local state builders whose superordinate concern is establishing priority over revenues earmarked for noncity functions, a goal they pursue by pairing financing schemes with developments that maximize discretionary revenue under unique geographic, fiscal, and regulatory constraints. I illustrate this perspective's utility by comparing scholarship on California's municipal fiscal crises with an ethnography of development in two Iowa cities. Although reliant on the same financing mechanism-tax increment financing-California's municipal leaders pursued discretionary revenue by incentivizing extravagant commercial developments, whereas Iowa's directed industries to outlying business parks. Patient understanding of acetaminophen is important for its safe and appropriate self-use. A cross-sectional survey was conducted in the San Francisco Bay Area to determine the impact of educational level, patient health literacy score, and other demographic characteristics on acetaminophen knowledge. A 17-item, in-person, paper-and-pen questionnaire containing questions about demographics and acetaminophen knowledge was administered to 311 adults outside 5 local grocery stores in varying socioeconomic communities. Knowledge assessed was whether Tylenol–McNeil contains acetaminophen, maximum daily dose, and primary organ affected by toxicity. Participant health literacy was evaluated using the Rapid Estimate of Adult Literacy in Medicine-Short Form (REALM-SF) test. Of the 300 who successfully completed the study, only 3.8% of all subjects were able to answer all 3 acetaminophen knowledge questions correctly regardless of educational level or health literacy score. This reaffirms that a lack of appropriate acetaminophen knowledge remains present in the general population, and further efforts to educate patients will be needed to prevent adverse events. Austerity appears to be a globally coordinated restructuring process, where international and national governments cooperate to stymie economic crisis and socialize the costs of systemic economic failure. However, austerity is also shaped from the bottomup. This paper examines the 2008 bankruptcy of Vallejo, California. This city of under 120 000 people became the first municipal bankruptcy in the Great Recession period. We explore how it became the first to fail. In doing so, we outline the finances of a city whose entrepreneurial activities continued to flounder, making it a good candidate for austerity reforms. However, we also find the city home to a political movement long predicting a municipal default. When economic crisis hit, this movement pushed for the city to make an unprecedented test of Chapter 9 bankruptcy law. Vallejo’s bankruptcy, and the related changes to Chapter 9 law, are therefore interpreted as events that were generated by systemic conditions but ultimately precipitated by decisions taken at the municipal level. In this paper, we explore the use and efficacy of fiscal incentive policies in California school districts. We ask whether districts with high need for teachers with English as a second language (ESL) or special education credentials are more likely to implement incentives targeting these teachers. Background/Context: Across the United States, secondary school curricula are intensifying as a growing proportion of students enroll in high-level academic math courses. In many districts, this intensification process occurs as early as eighth grade, where schools are effectively constraining their mathematics curricula by restricting course offerings and placing more students into Algebra I. This paper provides a quantitative single-case research study of policy-driven curricular intensification in one California school district. Research Questions: (1a) What effect did 8th eighth grade curricular intensification have on mathematics course enrollment patterns in Towering Pines Unified schools? (2b) How did the distribution of prior achievement in Towering Pines math classrooms change as the district constrained the curriculum by universalizing 8th eighth grade Algebra? (3c) Did 8th eighth grade curricular intensification improve students' mathematics achievement? Setting: Towering Pines is an immigrant enclave in the inner-ring suburbs of a major metropolitan area. The district's 10 middle schools together enroll approximately 4,000 eighth graders each year. The districts' students are ethnically diverse and largely economically disadvantaged. The study draws upon administrative data describing 8th eighth graders in the district in the 2004-20-05 through 2007-20-08 school years. Intervention/Program/Practice: During the study period, Towering Pines dramatically intensified middle school students' math curricula: In the 2004-20-05 school year 32 % of the district's 8th eighth graders enrolled in Algebra or a higher- level mathematics course; by the 2007-20-08 school year that proportion had increased to 84%. Research Design: We use an interrupted time-series design, comparing students' 8th eighth grade math course enrollments, 10th grade math course enrollments, and 10th grade math test scores across the four cohorts, controlling for demographics and prior achievement. Findings/Results: We find that students' odds of taking higher level mathematics courses increased as this district implemented the state's Algebra mandate. However, even as the district implemented a constrained curriculum strategy, mathematics achievement growth between 6th sixth and 10th grade slowed and the achievement advantages associated with 8th eighth grade Algebra declined. Conclusions/Recommendations: Our analyses suggest that curricular intensification increased the inclusiveness and decreased the selectivity of the mathematics tracking regime in Towering Pines middle schools. This article examines how we might best examine the most extreme and inaccessible corners of imprisonment. Drawing on a study of life imprisonment without parole (LWOP) in California, this article argues that prisoners' letters can shed exceptional light on the hidden and unspoken experiences of imprisonment. This paper hypothesizes that if day-ahead markets for electricity are efficient, then the day-ahead prices will reflect the processed information and expectations of all market participants regarding the next day's electricity load and thus the prices may be useful in actually predicting the next day's load. We test this hypothesis using data for the PG&E aggregation area in the California ISO. The results provide evidence of a positive and significant relationship between the hourly day-ahead electricity price (relative to the natural gas price) and the subsequent actual hourly load. The reported relationship is sufficiently robust to produce a forecast based on the day-ahead hourly price relative to the price of natural gas, some binary variables, and a number of estimated ARMA disturbances that is considerably more accurate than the ISO's day-ahead forecast.
