Recent research and policy advice by international development organizations have, by their own account, sought to reverse a prior neglect of conditions in agriculture and rural areas. In pursuit of this, they have developed a vision of dynamic but incremental development in rural areas, anchored in a smallholder‐based and economically diversified market economy. This vision, articulated in the World Bank's 2008 World Development Report and continuing to animate research and policy advice today, presents itself as a solution to persistent poverty in the world's least developed countries. This paper adopts a historical sociological lens to use the case of Japan, in the period from the latter half of the nineteenth century to the opening decades of the twentieth, to assess how realistic this vision is. This analysis shows that the lessons of Japan's experience are chastening for this vision of rural development. The mechanisms of growth in Japan were remarkably similar to those advertised by the World Bank's vision. However, its rural economic dynamism was based on deep socioeconomic inequalities and brought improved material conditions and greater economic security to agricultural households only with excruciating slowness, if at all. Rather than demonstrating the potential of incremental, market‐oriented rural development to offer a path towards widespread poverty reduction, Japan instead serves as a warning of this development model's limitations. This paper engages with the long‐running debate on the transition from farm‐based livelihoods to capitalism in the context of labour migration. Tracing the historic evolution of modes of production in the peripheral Mithilanchal region of the Eastern Gangetic Plains, it notes how the economic processes which are today driving the peasantry into the labour force through migration are not directly connected to the process of capitalist accumulation in the diverse locales where labour is employed, as is somtimes implied in the research on classic situations of "accumulation by dispossession". The entry of the peasantry into the surplus labour pool is instead linked firstly, with a complex convergence of internal changes within a non‐capitalist feudal mode of production on an economic, cultural and political level, and secondly, with the stresses brought about in the wake of expanding capitalist markets. The paper notes however that migrant labour still generates substantial profits for capitalism with a sharing of surplus between the latter, and landlord‐money lenders. It argues that the relationship between modes of production in this context, is neither functional nor coincidental, and is linked instead with larger – at times opportunistic – class alliances which have evolved to fit the current political‐economic conjuncture. Abstract: This paper analyses the politics of agrarian change in Bolivia in the context of the development and expansion of the soy complex in Santa Cruz. It attempts to contribute to a better understanding of the nature and role of the state in relation to agrarian change through what is referred to here as the state–society–capital nexus. From an “agrarian” to a “productive” revolution in the countryside, this paper situates the rise of the Movement Toward Socialism (Movimiento al Socialismo, MAS) to state power and its ability to maintain control over the state apparatus by balancing both accumulation and legitimation interests through its neo‐extractivist development strategy. As extractivist rents fall with the commodities bust and smallholders' exclusion becomes more apparent, the MAS' overextension in facilitating capital accumulation is beginning to show signs of a legitimacy crisis. The forces of production in rural South Africa and the performance of the agricultural sector form the central theme of this paper. It shows that the long-term lack of dynamism of capitalist development in South Africa as a whole is reflected in and is responsible for failures of rural development. These failures have resulted in acute suffering, not least in Eastern Cape province, where barriers to dynamic capitalist growth remain very high. The paper concludes with proposals for promoting more rapid wage employment growth and capitalist development and for protecting vulnerable rural residents from the worst consequences of such development. Abstract: The relationship that mountain communities have with global capitalism are complex, being mediated by a diverse topography and ecology, both of which provide opportunities for capital accumulation, while also isolating older, “pre‐capitalist” modes of production. This paper takes a case study valley from Nepal's eastern hills, tracing over two centuries of agrarian change and evolving interactions between “adivasi” and “semi‐feudal” economic formations with capitalism. In recent years, the expansion of markets, rising demand for cash, and climate stress have solidified migrant labour as a core component of livelihoods, and the primary mechanism of surplus appropriation from the hill peasantry. Through a focus on three altitudinal zones, however, it is demonstrated how the trajectory of this transformation, including the interactions with persisting pre‐capitalist formations, is mediated by both political–economic processes and the local agro‐ecological context. The introduction of biotechnology is part of a global process of structural change in agriculture characterized by an increased integration of world agriculture with high corporate control. However, as the legal competence to allow the planting and trade of genetically modified (GM) crops commonly lies at the level of the nation state, this remains strategic in the politics of GM crops, both for actors promoting the technology and for social movements struggling against it. This paper illustrates this argument with an analysis of the struggles over GM crops in Brazil. This paper contributes a preliminary analysis of the process of agrarian capitalist transition in Arunachal Pradesh, one of the least studied regions of India. Primarily based on information collected through a field survey in eleven villages, the paper seeks to explain the nature and implications of institutional unevenness in the development of capitalism. Institutional diversity is not simply mapped across space, it is also manifested in the simultaneous existence of market and non-market institutions across the means of production within the same village or spatial context. In addition, there is a continuous and complex interaction among these institutions which both shapes and is shaped by this capitalist transition. Primitive accumulation emerges as a continuing characteristic of the on-going agrarian and non-agrarian capitalist transition. Institutional adaptation, continuity and hybridity are as integral to the emergence of the market economy as are the processes of creation of new institutions and demise of others. There is no necessary correspondence between the emerging commercialization of the different productive dimensions of the agrarian economy. These uneven processes are deeply influenced by existing and emerging power relations and by the state. Framed by the Bernstein–Byres debate about the contemporary (ir)relevance of the agrarian question, evidence is presented to justify the conclusion that although the processes at work are far from the classical models of the transition to capitalism, all aspects of the agrarian question remain relevant. Periods of economic crisis for agriculture in developing countries have been marked in history by declining incomes and worsening employment possibilities, resulting in adverse outcomes of loss of land rights against debt and declining nutrition levels for the poorer majority of populations. This paper argues that a similar conjuncture of agrarian crisis has become visible in recent years, as had been seen in the prelude to the inter–War Depression, owing to the income–deflation inherent in current macroeconomic policies driven by the dominant global neo–liberal agenda. The argument is illustrated primarily with reference to the experience of India under economic reforms. The question of land rights and gender equity are strongly affected by the dominant policy regime; hence the paper, while not addressing these questions directly, seeks to contextualize them through its critique of the dominant neo–liberal policy regime. Based on an in-depth case study of a rural community, this paper documents the contemporary state of Chinese smallholder agriculture and the changes that it has been experiencing in the context of dramatic socio-economic transition through the lens of three main economic drivers: livelihood diversification, market conditions and government interventions. Results reveal that the change in Chinese smallholder agriculture has been complex and multidimensional. All three factors exert profound influence and shape the current state of Chinese agriculture. Massive rural-urban migration has resulted in labour shortages, which in turn have led to a reduction in agricultural diversity and land use intensity and a shift from traditional labour-intensive technologies to modern capital-intensive technologies. However, because of well-developed agricultural markets, input use levels are similar across farmer categories (such as income diversification), helping to maintain productivity. Furthermore, reduced profits from farming due to increasing input prices and decreasing output prices have exerted pressure on smallholders to increasingly turn to nonfarm activities and have also triggered a thriving informal land transfer market, which was previously non-existent. This paper aims at the critical review of the studies concerning family farming in Greece by looking both at more general treatments of family farming issues connected with its integration into the wider economy and at specific empirical research on family farm operation. First, the paper discusses the definition and theoretical underpinnings of the family farm as developed in western literature. Then it provides the contextual information for the discussion following on Greek family farming. The next parts are devoted to a review of the debate over the development of capitalism in Greek agriculture and a critical evaluation of the work produced on family farming in the post-1980 period in the country. This review deals mainly with methodological and theoretical arguments rather than actual empirical research on Greek family farming. This paper draws on primary qualitative data to explore the accumulation strategies of indigenous exporters in the Senegalese horticultural sectors who supply European markets. It argues that exporters straddle contract and estate farming as a strategy to break through and survive in European markets, where the power of large-scale retailers is increasing and the proliferation of food standards act as a non-tariff barrier. It also analyses the relative opportunities as well as the costs of contract and estate farming. Then it focuses on how the control of buyers over suppliers is far from complete, revealing downstream and upstream spaces and dynamics of non-compliance. The reform of water pricing policies may represent an effective instrument for enhancing the efficient use of water resource. However, policy makers fear that a change in the pricing methods may cause income loss for some farmers, and that this income inequality may generate public discontent and policy inertia. The aim of this paper was to compare some pricing methods in order to measure their effects on income distribution. The analysis focuses on the income distribution among different types of farms, and the income distribution between different social groups (landowners, capitalists and workers) in the short term. A linear programing model based on expected utility theory is used to take into account the effect of commodity prices and rainfall variability, which are among the most relevant factors affecting farmers’ income. According to the findings, water pricing schemes do not affect the income distribution among farm types, although a significant impact emerges on the distribution among social groups, and in particular on the wages of temporary workers. This introduction suggests an inherited weakness of ‘orthodox’ materialist conceptions of the development of the productive forces in capitalist agriculture, and the intellectual deficit of an uncritical and ahistorical stance that embraces such development as forever ‘progressive’. The best recent work in political ecology presents agrarian political economy with a challenge to address that intellectual deficit by interrogating and problematizing its inherited conceptions of the productive forces, both theoretically and historically. This is illustrated with reference to notions of the ‘biophysical contradictions of industrial capitalist agriculture’, a global agricultural or food ‘crisis’, and suggested alternatives, drawing on the analyses and arguments of the six papers that follow. Does the present socio-ecological impasse – captured in popular discussions of the ‘end’ of cheap food and cheap oil – represent the latest in a long history of limits and crises that have been transcended by capital, or have we arrived at an epochal turning point in the relation of capital, capitalism and agricultural revolution? For the better part of six centuries, the relation between world capitalism and agriculture has been a remarkable one. Every great wave of capitalist development has been paved with ‘cheap’ food. Beginning in the long sixteenth century, capitalist agencies pioneered successive agricultural revolutions, yielding a series of extraordinary expansions of the food surplus. This paper engages the crisis of neoliberalism today, and asks: Is another agricultural revolution, comparable to those we have known in the history of capitalism, possible? Does the present conjuncture represent a developmental crisis of capitalism that can be resolved by establishing new agro-ecological conditions for another long wave of accumulation, or are we now witnessing an epochal crisis of capitalism? These divergent possibilities are explored from a perspective that views capitalism as ‘world-ecology’, joining together the accumulation of capital and the production of nature in dialectical unity. This paper analyses labour adjustment in and out of agriculture during transition to a market economy. A multinomial logit model is used to determine the factors that affect these processes. The results show that elderly, less educated and full-time employees on a farm are more likely to continue with farming. Inflow of labour into agriculture is largely associated with the unemployment and retirement of farm household members. Age, education and investment in human capital are the key factors that improve the quality, mobility and flexibility of labour, which is crucial for efficient labour adjustment at the micro-level and sec- tor level. The article presents a comparative perspective of class formation and decomposition in modern capitalist agriculture. This paper is concerned with setting out the general features of class formation and decomposition in modern capitalist agriculture irrespective of nation, region, or commodity. A critical part of this task, if comparative analysis is to be developed, is to avoid being bogged down in the particularities of specific historic and national circumstances. As soon as specific historical developments are asserted, the particularities of nation, region and commodity begin to dominate analysis. Thus the comparative analysis to be set out takes modern capitalist agricultures--in locations such as North America and Western Europe--and considers their class structures. While income and size are useful ways of thinking about agricultural class structures, they are limited in their analytical power. They possess one major advantage in that, because of the way in which census and other data are collected, they permit the development of extensive empirical indicators. Their limitation for purposes of class analysis is that the knowledge of variables such as income and/or size of production units rarely predicts class behavior very well.

The article focuses on theoretical and methodological consideration for the identification of capitalist farms. Analysis of the nature of agricultural production has been a major concern among scholars of agrarian studies. Both Marxist and non-Marxist scholars have spent much time and effort distinguishing different types of farm units. Some have argued that the nature of production and relations of production differ vastly between capitalist and non-capitalist agricultural units. While the distinction between capitalist and non-capitalist enterprises has played a crucial role in the analysis of agrarian structures, there is as yet no agreement upon what constitutes a capitalist farm unit. Instead, a number of different theoretical and methodological approaches have been adopted to identify a capitalist farm. The paper reconsiders the concept of a capitalist unit as it applies to agriculture in an attempt to arrive at a basic unit of analysis essential for theory construction. The first section argues that farmers in advanced capitalist countries are operating capitalistic farms and are integrated into the capitalist economy. The second section proposes and defends a particular conception of capitalist farm units.

This paper argues that the debates in the sociology of agriculture concerning the viability of family farms and related public policy issues can be understood by examining the fundamental assumptions of two different approaches to understanding the totality of society: the expressive and structured orientations. The different orientations to totality provide two distinct formulations of the relationship of agricultural sector to the wider society. Examples are given of the two ways of perceiving agricultural social structure and its relation to the polity and economy. We argue that the structured orientation is most appropriate for the sociology of agriculture and discuss derivate concepts that can strengthen theory and direct substantive research. This paper presents, in a modified Weberian framework, an approach to the study of capitalist farmers in the British class structure. Their market situation is principally analysed in terms of the outcome of pressure group activity vis-a-vis the state. A typology is derived for their work situation based upon the degree of market-orientation and the degree of direct involvement in husbandry. This typology can be related to the legitimating strategies which farmers choose to operate over their employees. The analysis of their status situation emphasises the declining coherence of the evaluating criteria on which status is based and illustrates the limitations of existing occupational prestige studies with regard to farmers. Frederick Buttel was one of the pioneers in studying the social impacts of biotechnology, claiming originally that it will involve profound changes in social structure. Recently Buttel turned around his argument proposing that, rather than revolutionary, biotechnology is more a "substitutionist" technological form to be applied to declining sectors of the economy than an "epoch-making" technology. This paper provides both external and internal critiques of Buttel's new position based on the concept of the "third technological revolution," looking at the impact of new technologies as a global and interrelated phenomenon, and not on an individual case-by-case basis. The concluding section suggests the necessity of bringing into the analysis those living in the Third World: 60% of this population lives from agriculture and will be affected by the deployment of agricultural biotechnologies, whether through "substitutionism" or through totally new products.
