Accepted by: Aris Syntetos This paper examines the impact of temporary supply chain disruptions in a general equilibrium model with multiple stages of production for capital goods and a flexible time-to-build structure. Production disruptions at one or more stages result in declines in overall shipments and increases in the ratios of unfilled orders and work-in-process inventories to shipments. The model is calibrated to industries in durable goods manufacturing during the Covid-19 pandemic, and is shown to generate realistic dynamic responses to temporary production disruptions. Consistent with the data, an unanticipated 1-month disruption to upstream production results in a decline in shipments and an increase in the ratio of unfilled orders to shipments lasting more than 6 months. During the coronavirus pandemic, demand surges and supply chain disruptions have resulted in healthcare commodity shortages. Limitations in modeling approaches forced decision makers to make quick decisions with little information. This paper presents a practical optimization model to guide ordering plans for a set of healthcare commodities and populations, such as masks for health care providers, during a pandemic. We collaborated with several organizations managing inventory for healthcare commodities to identify the key challenges, decisions, and objectives they face during a pandemic. The proposed model differs from other inventory and order management models in that the optimization balances the impact of commodity substitutions with delays in meeting demand forecasts. To balance these impacts, we introduce a Healthcare Commodity Metric that quantifies the relative consequences of delay and substitutions for multiple commodities and populations that vary in criticality. To the best of our knowledge, our model is the first to balance the consequences of delays and substitutions for multiple healthcare commodities during a pandemic. The model supports an agile and collaborative decision-making process needed in a constantly changing environment. The model is agile in that it can be adapted quickly to changes in demand, supply capacities, supply costs, and lead times. The model supports collaborative decision making by estimating the impacts of operational (e.g., ordering) and strategic (e.g., budget) decisions. Entering the COVID-19 pandemic wreaked havoc on supply chains. Reacting to the pandemic and adaptation in the "new normal" have been challenging tasks. Exiting the pandemic can lead to some after-shock effects such as "disruption tails." While the research community has undertaken considerable efforts to predict the pandemic's impacts and examine supply chain adaptive behaviors during the pandemic, little is known about supply chain management in the course of pandemic elimination and post-disruption recovery. If capacity and inventory management are unaware of the after-shock risks, this can result in highly destabilized production–inventory dynamics and decreased performance in the post-disruption period causing product deficits in the markets and high inventory costs in the supply chains. In this paper, we use a discrete-event simulation model to investigate some exit strategies for a supply chain in the context of the COVID-19 pandemic. Our model can inform managers about the existence and risk of disruption tails in their supply chains and guide the selection of post-pandemic recovery strategies. Our results show that supply chains with postponed demand and shutdown capacity during the COVID-19 pandemic are particularly prone to disruption tails. We then developed and examined two strategies to avoid these disruption tails. First, we observed a conjunction of recovery and supply chain coordination which mitigates the impact of disruption tails by demand smoothing over time in the post-disruption period. This article diagnoses the catastrophe of the present as crisis in motion. Looking to the sphere of circulation as site and source of a multitude of crises in contemporary life, it explores the emergence of crisis not simply in the disruption of movement but in the production of particular regimes of motion. The article tells three stories of crises in motion: supply chain disruption during COVID-19, blockades of colonial circulatory infrastructures, and the disastrous ecologies of extractivism, emphasizing their deep entanglements. This article traces how these crises of lifeworlds are produced by particular configurations of motion that are assembled through imperial infrastructures. Each tale is a fragment of a wider story about the violent motion of expanded reproduction, and between them are common places and peoples in struggle with the entangled crises of premature death, dispossession, and ecological collapse. Yet, in each case, crisis is called to order through refusal. Refusal disrupts racial capitalist and settler colonial circulation as it also opens radical alternatives. Looking to struggles over the imperial logistics of mobility and containment, the paper asks what kinds of collective futures take shape through infrastructure's refusal and repair. Chinese imports replace locally manufactured products in developing countries. The import of consumer goods from China to West Africa is closely linked to commercial travel, and China's border restrictions during the Covid outbreak put a near-halt to such travelling. Furthermore, the pandemic caused a global logistics crisis that disrupted supply chains with production in China. This paper asks whether Ghanaian manufacturers and artisanal producers could take advantage of these disruptions to enhance their competitive position. Did China's border closure provide space for local Ghanaian producers to thrive? We address this question by drawing on data collected among Ghanaian plastic manufacturers and furniture makers, who have faced tough competition from Chinese imports. Our analysis shows that supply chain disruptions from China led to the substitution of certain products previously imported from China, and these effects were partially sustained after the Covid-induced barriers to imports from China were removed. However, the disruptions were also costly for many Ghanaian producers, as they depended on Chinese intermediary products, tools, and other inputs. This illustrates how economic lives in Ghana and China have become so profoundly intertwined that indiscriminate decoupling is neither possible nor desirable. [ABSTRACT FROM AUTHOR]

This paper investigates household behavioral response to disruptions in the food supply chain, with a focus on the role for risk and its effects on household food stocks and food waste. We present an empirical analysis based on data from Chinese consumers over multiple periods in 2019 and during the COVID‐19 crisis of 2020. We investigate how household behavior changed during the COVID‐19 crisis, documenting both food stockpiling and increased food waste. The econometric analysis relies on a control function approach to handle endogeneity. We decompose the effects of increased risk on waste during the crisis into two components: the direct effect reflecting household decisions conditional on food stock; and the indirect effect associated with induced adjustments in food stock. Both effects on food waste are found to be positive, reflecting difficulties households have in managing large food stocks. We present evidence that one percentage point increase in household stocks during a period of supply disruption contributed to a 0.055–0.297 percentage point increase in food waste across food categories. The COVID‐19 pandemic led to major changes in public policies to address supply chain disruption and escalated the price of consumer disinfectant products. To address market demands on alcohol‐based hand rubs and disinfectants, Health Canada implemented major changes to the regulations regarding composition, handling, transportation, and packaging to insure product availability. Furthermore, accelerated licensing of ingredients and packaging did not meet standard medical quality guidelines yet were authorized for manufacturing and packaging of alcohol‐based hand rubs and disinfectants. The accountability associated with these policy changes were reactive, including industry self‐reporting, consumer reporting, and Health Canada advisories and recalls that were responsive to products after they were available in the market. Nonetheless, Canadian public health policy increased hand sanitizers availability. However, some of the interim policies have raised major public health concerns associated with ethanol quality, packaging, and labeling, and enforcement of regulations. This paper explains the evolving role of the local supply chain across different disruption scenarios. A systematic literature review of 91 papers from 33 journals supports definition of the local supply chain and explication of benefits before, during and after COVID-19 disruption. Resilience emerges as the prevalent benefit at each stage, but to varying scales. In the pre-COVID-19 era, where the local supply chain serves as a back-up approach to the more dominant global supply chain, localisation's capacity to absorb change promotes resilience to mitigate low-magnitude disruption. At initial outbreak of COVID-19 disruption the local supply chain was necessitated as an emergency response to the untenability of global operations, demonstrating transformational resilience to survive. As disruption continued, the local supply chain upscaled and adapted to recover. In the post-COVID-19 era, resilience is expected to remain a strategic priority, promoting continued investment in local operations to thrive with embedded resilience. As a result, the COVID-19 pandemic welcomed a point of transition for the local supply chain as capacities and benefits are revaluated and localisation recognised as critical in developing resilient supply networks for the future. This study consolidates this evolution to offer a propositional framework showcasing the local supply chain across different disruption scenarios. This offers long overdue definition and explanation of the local supply chain and its relationship with resilience, addressing an existing lack of academic attention and encouraging alignment of local-versus-global decisions with changing strategic priorities. Purpose: This paper examined supply chain disruptions in the manufacturing industry in South Africa and how additive manufacturing technology was used to help deal with disruptions encountered. Design/methodology/approach: The study adopted a qualitative research approach in order to meet the objectives of the study. A total of ten (10) managers of conventional manufacturing firms and ten (10) managers of 3D printing firms in Free State, South Africa participated in the study through the use of a purposive sampling technique. Interview guides were used in the collection of data. Data transcriptions and thematic analysis were used to analyze data gathered from the interviews. Findings: The results of the study showed that 3D printing contributed positively in dealing with manufacturing disruptions that were encountered by manufacturing firms in Free State, South Africa through the production of components and spare parts that were broken down in manufacturing machinery/plants. From the study, the researchers recommend that 3D printing technology should be adopted by manufacturing firms because of its practicality in providing manufacturing support and production continuity even in supply chain disruptive experiences caused by pandemics such as Covid-19. Originality/value: The study proves that due to the versatility of the 3D printing technology it could be used to minimize the effect of supply chain disruption during cries such as the Covid-19 pandemic. One of the unique contributions of the current study is the realization that additive manufacturing was not of much relevance to the generic supply chain challenges encountered in supply chain activities, but rather very relevant in helping to prevent disruptions of the manufacturing process by improvising spare parts at the peak of the Covid-19 pandemic. This is the second of three reports on economic geography. It focuses on research that addresses issues deemed to be both urgent and generative of crisis. This report focuses on the crisis created by the emergence of COVID-19. While the virus may have been novel, many of its implications were not, as several important processes of uneven development and inequality accelerated. The paper first determines the extent to which the emergence of a pandemic virus constituted a 'crisis', before examining some of the most salient economic geographical impacts of the COVID-19 pandemic. These include the rise of friction within the global economy resulting in significant disruption to global supply chains; the acceleration of the digital platform as an ever more dominant form of economic organisation; and how the pandemic deepened social inequalities and uneven development. The disruptions and supply problems caused by the COVID-19 pandemic in the European Union (EU) have raised several issues concerning the EU's participation in Global Value Chains (GVC). One of the most discussed points in the current debate is the need to increase economic and productive resilience. This paper describes the participation of the EU in GVC and the possibilities of geographical and productive diversification by analyzing the European export basket similarity with China and the relative technological advantages. Furthermore, building up on previous works, we propose a regression equation which allows us to analyze formally the impact of the pandemic on EU exports, and to examine the individual contributions of the domestic supply, international demand, and GVC disruptions shocks. Our findings suggest that the new member countries that joined the EU in 2004, have a more similar export basket with China. Also, we find that the fall in EU exports was mainly due to the international demand shock and the GVC disruption shock; while the EU dependence on the GVC networks is confirmed, disruptive effects are less severe for more technologically sophisticated products. The COVID-19 pandemic exacerbated and highlighted the problems and opportunities within the book publishing industry's distribution practices. This is a summary of the Publishing Distribution Practices report, researched and produced in collaboration with Portland State University, Independent Book Publishers Association, and PubWest. This article addresses research and recommendations for becoming carbon neutral, delivering books cost effectively, utilizing print-on-demand, minimizing returns, and examining supply chain issues raised by the pandemic. Findings include starting with paper and emissions assessment for more eco-friendly publishing; emphasizing pre-orders, local and discounted delivery, trade organization membership, and POS systems for cost-effective delivery; limiting outsourcing to restrict supply chain disruptions; reducing print runs and promoting books more effectively to minimize returns; and utilizing print-on-demand for proof copies and gap runs. The COVID-19 pandemic has continued to result in severe disruptions to food supply chains. In this research, we present a simulation study on the impact of the COVID-19 pandemic on food supply chains and their sustainability using the lobster industry in Nova Scotia, Canada, as an example. The main contributions of this paper are twofold. First, it analyzes how the pandemic has negatively disrupted lobster supply chains and their sustainability. Second, it demonstrates how a simulation-based methodology based on the software AnyLogistix can be applied to examine the effects of a pandemic on food supply chains. We show the impacts of the COVID-19 pandemic from four perspectives: production-inventory dynamics, customer performance, financial performance, and lead-time performance. Our findings include the following. First, the pandemic has created a backlog problem for the live lobster industry. Second, it has significantly increased the lead time of the lobster supply chain. Overall, this research can help the government and trade organizations to devise appropriate policies to reduce the negative impacts of the pandemic on food supply chains and their sustainability. The year 2020 is facing one of the worst public health situations in decades. The world is experiencing a pandemic that has triggered significant challenges to healthcare systems in both high and low‐middle income countries (LMICs). Government policymakers and healthcare personnel are experiencing real‐life ethical dilemmas and are pressed to respond to these situations. Many possible treatments are being investigated, one of which is the use of hydroxychloroquine or chloroquine. These drugs are approved for use by patients with systemic lupus erythematosus (SLE), rheumatoid arthritis, and malaria. The demand for these products has increased, and the stocks are depleting for the patient population for whom the drugs are intended initially. Although both innovator and generic pharmaceutical manufacturers are making plans for increased production, there are challenges with global supply chains disruption and the retention of supplies for local markets. This may cause countries that rely on the importation of pharmaceuticals to be out of stock of supplies for an extended period. There are allegations of off‐label prescribing and hoarding. Pharmacists are the custodians and dispensers of medications and are faced with the task of assessing prescriptions and making decisions about the allocation of these products. This paper seeks to 1) highlight some of the ethical challenges of dispensing hydroxychloroquine by pharmacists during the COVID‐19 pandemic, 2) identify some of the responses to these issues from various regulatory authorities in the USA, and 3) recommend approaches to assist pharmacists in their decision‐making process, especially in LMICs. The current COVID-19 virus pandemic has created massive disruptions in supply, demand, and production in global supply chains (SCs). The outbreak has revealed the deficiencies of non-resilient SCs. Business prosperity and continuity require internal resilience capabilities (IRCs) and resiliency to supply or demand fluctuations that create disruption risk situations. This paper develops a new methodology for diagnosing and improving the strength of a company's internal resilience. The huge disruptions caused by COVID-19 are first presented and reviewed. Then, a thorough state-of-the-art analysis was conducted to define supply chain risk management and supply chain resilience, and then to align the substantial contributions of this research to the literature. These insights are followed by presenting and defining IRCs to highlight their role towards resilient business. This research hereby presents a new IRCs-PADRIC (Preparedness, Agility, Development, Recovery, Innovation and Collaboration) framework from which a company's current resilience healthiness can be diagnosed as being either Healthy, Groaning or Dying. These diagnoses are associated with proposed actions to be taken accordingly. An integrated grey Decision-making trial and evaluation laboratory (DEMATEL)/Measurement of Alternatives and Ranking according to Compromise Solution (MARCOS) approach is proposed to quantify the internal resiliency to enable a more accurate diagnosis. Furthermore, cause-effect analysis was performed to highlight the relationships among PADRIC. The developed IRCs-PADRIC methodology can be adopted by managers in any sector to diagnose their internal resiliency. This would help them to answer the following questions: What could have been internally developed to reduce and so react to the disruption created by the COVID-19 pandemic? and how prepared would a company be for disruptions similar to COVID-19 in the future? The healthiness of IRCs of a pharmaceutical company was used to empirically validate the developed methodology. From the outbreak of the COVID-19 pandemic in March 2020 until now, the Malaysian government has implemented various steps in curbing the spread of the virus in order to reduce the infection risk in all regions as well as among rural communities. The implementation of the Movement Control Order (MCO) by the government; designed to control intra– and inter–state and/or district movements and travels has been accepted and accustomed as the new norm in curbing the transmission of infection. This is especially among the vulnerable community groups i.e., elderly people and people with chronic diseases. Although MCO is crucial to curb the virus, this restriction of movement has also inhibited the activities of many important economic sectors especially on transportation of goods and other services. With a consideration that there is a dearth of studies, specifically about the impact of COVID-19 on the socioeconomic condition of the rural communities in specific context; a comprehensive study has been conducted involving 39 selected rural settlements for the whole Peninsular Malaysia. A total of 504 respondents/head of households had participated in the questionnaire survey. Research findings have shown the majority of respondents experienced socioeconomic impacts from MCO and the COVID-19 pandemic, particularly between 50% to 75% income reductions. This is contributed by two main factors: the MCO which hindered them to go out for work and carry out business activities as well as declining sales of produce or livestock. The research findings also reveal that 15% to 25% of the rural communities experienced food supply disruption. This is categorised as low to moderate level. It is important to note that since majority of the respondents are having low income, they are highly vulnerable to this volatile situation. Outcomes of this research could offer meaningful information regarding the current socioeconomic condition of rural communities in relation to the MCO and prolongation of the COVID-19 pandemic. As an abrupt epidemic occurs, healthcare systems are shocked by the surge in the number of susceptible patients' demands, and decision-makers mostly rely on their frame of reference for urgent decision-making. Many reports have declared the COVID-19 impediments to trading and global economic growth. This study aims to provide a mathematical model to support pharmaceutical supply chain planning during the COVID-19 epidemic. Additionally, it aims to offer new insights into hospital supply chain problems by unifying cold and non-cold chains and considering a wide range of pharmaceuticals and vaccines. This approach is unprecedented and includes an analysis of various pharmaceutical features such as temperature, shelf life, priority, and clustering. To propose a model for planning the pharmaceutical supply chains, a mixed-integer linear programming (MILP) model is used for a four-echelon supply chain design. This model aims to minimize the costs involved in the pharmaceutical supply chain by maintaining an acceptable service level. Also, this paper considers uncertainty as an intrinsic part of the problem and addresses it through the wait-and-see method. Furthermore, an unexplored unsupervised learning method in the realm of supply chain planning has been used to cluster the pharmaceuticals and the vaccines and its merits and drawbacks are proposed. A case of Tehran hospitals with real data has been used to show the model's capabilities, as well. Based on the obtained results, the proposed approach is able to reach the optimum service level in the COVID conditions while maintaining a reduced cost. The experiment illustrates that the hospitals' adjacency and emergency orders alleviated the service level significantly. The proposed MILP model has proven to be efficient in providing a practical intuition for decision-makers. The COVID-19 (Corona virus disease 2019) pandemic continues to slash through the entire humanity on the earth causing an international health crisis and financial uncertainty. The pandemic has formed a colossal disruption in supply chain networks. It has caused piling higher mortality in patients with comorbidities and generated a surging demand for critical care equipment, vaccines, pharmaceuticals, and cutting-edge technologies. Personal protective equipment, masks, ventilators, testing kits, and even commodities required for daily care have been scarce as lockdown and social distancing guidelines have kicked in. Amidst COVID-19, implementing and executing key processes of the healthcare supply chain (HSC) in a secured, trusted, effective, universally manageable, and the traceable way is perplexing owing to the fragile nature of the HSC, which is susceptible to redundant efforts and systemic risks that can lead to adverse impacts on consumer health and safety. Though the crisis shone a harsh light on the cracks and weaknesses of the HSC, it brings some significant insights into how HSC can be made more resilient and how healthcare industries figure out solutions to mitigate disruptions. While there are innumerable experiences learned from the disruption of this crisis, in this paper, five important areas to analyze the most vital and immediate HSC enhancements including building a resilient supply chain, thinking localization, implementing reliable reverse logistics, breaking down extant silos to achieve end-to-end visibility, and redesigning HSC using digitalization are emphasized. This work identifies important features related to CoT and HSC. Also, this study links these lessons to a potential solution through Chain of Things (CoT) technology. CoT technology provides a better way to monitor HSC products by integrating the Internet of Things (IoT) with blockchain networks. However, such an integrated solution should not only focus on the required features and aspects but also on the correlation among different features. The major objective of this study is to reveal the influence path of CoT on smart HSC development. Hence, this study exploits (i) fuzzy set theory to eliminate redundant and unrelated features; (ii) the Decision-Making and Experimental Evaluation Laboratory (DEMATEL) method to handle the intricate correlation among different features. This fuzzy-DEMATEL (F-DEMATEL) model attempts to direct CoT technology towards smart HSC by identifying the most influencing factors and investors are recommended to contribute to the development of application systems. This work also demonstrates how CoT can act a vital role in handling the HSC issues triggered by the pandemic now and in the post-COVID-19 world. Motivated by a real-world healthcare supply case of a medical implant company, this paper studies a supply network configuration problem that integrates warehouse selections for vendor managed inventory (VMI), inventory policy, and delivery routing optimization together. The problem is a variant of the classic location-inventory-routing problem (LIRP) with both deterministic demand and uncertain demand, where multi-product, multi-period, multi-type delivery, delivery time limit and VMI are considered. Two types of delivery are used: one is the scheduled bulk delivery to the VMI warehouses and the other is direct shipping for hospitals. To address the problem, first, a deterministic MILP model is presented for the integrated LIRP. Then, to deal with the uncertainty in demand, we propose a robust optimization model and transform it into a tractable linear equivalent formulation. Further, considering the effect of COVID-19 pandemic on the demand and delivery time, a new robust model is proposed to account for this special situation. Numerical experiments are conducted to verify the advantage of the proposed robust optimization models.
