In recent years, the amount of the photovoltaic (PV) system has been rapidly increasing from the viewpoint of carbon neutral. There are concerns about voltage rises and grid congestion in the electrical distribution network because of large‐scale PV increases. In order to address these issues, we focused on the control of water supply pumps in the water distribution system, which is infrastructure equipment for consumers. By controlling the start/stop of the water pump, it is expected to contribute to the power distribution system by increasing Demand Response (DR) and reduce CO2 emission from the electricity used by the pump. In this paper, with the aim of constructing an optimal operation planning method for water pumps that can evaluate DR and CO2 reduction effects, the optimal operation plan is formulated as a mixed integer linear programming problem. The Chinese government's use of fiscal policy, which includes fiscal income and spending, is crucial in its fight against environmental pollution and climate change. Innovation‐driven has arisen as a new alternative to reconcile economic success with environmental conservation in light of tighter resource restrictions and the suggestion of the Chinese High‐quality Development policy. The paper uses an econometric model to examine the connection between institutional resource consumption efficiency and carbon neutrality, using a data set consisting of Chinese inter‐provincial panel data from 2007 to 2020 as a research sample; fiscal decentralization is also discussed as a potential moderating factor. Collaborative innovation positively boosts ecological efficiency and produces geographical spillovers, and the findings suggest so long as the economic distance is considered. When it comes to increasing ecological efficiency, collaborative innovation plays a more important role than financial decentralization alone. Among these is the improvement of carbon neutrality, which is best achieved via the joint promotion of ecological efficiency and industrial organizations. By reducing the intensity of the positive effect of innovative cooperation on ecological efficiency, the moderating effect suggests that fiscal decentralization is a critical factor in this relationship. Promoting China's ecological efficiency necessitates a fair distribution of local budgetary spending. China should also actively encourage the degree of synergy between institutional resource consumption efficiency and associated institutions to improve eco‐efficiency. [ABSTRACT FROM AUTHOR]

Paying Indigenous communities to conserve land for carbon sequestration is a controversial way of tackling climate change. Critics argue that paying for ecological services (or 'PES') in the form of carbon offset programmes reduces land and social relations to an economic transaction that devalues Indigenous livelihoods and communities. At the same time, empirical studies have shown that Indigenous communities have accepted and even embraced the idea of being paid to conserve land for climate change mitigation. This paper explores this apparent contradiction by investigating the implementation of Programa Socio Bosque (PSB), a PES carbon sequestration programme in Ecuador. Drawing upon primary fieldwork in the highland province of Chimborazo, it makes the case that PES programmes need to be understood as form of state power that reconfigures and reinforces the ways in which Indigenous peoples engage with the state. Particularly important in this regard is the role of the state in reinforcing the agrarian conditions under which Indigenous communities use and interpret PES payments while at the same time reconfiguring new forms of land conservation. Empirically, the research reveals important complementarities between the goals of carbon sequestration PES programmes and Indigenous land‐use practices. The atmospheric concentration of CO2 is steadily increasing and causing climate change. To achieve the Paris 1.5 or 2°C target, negative emission technologies must be deployed in addition to reducing carbon emissions. The ocean is a large carbon sink but the potential of marine primary producers to contribute to carbon neutrality remains unclear.Here we review the alterations to carbon capture and sequestration of marine primary producers (including traditional 'blue carbon' plants, microalgae and macroalgae) in the Anthropocene, and, for the first time, assess and compare the potential of various marine primary producers to carbon neutrality and climate change mitigation via biogeoengineering approaches.The contributions of marine primary producers to carbon sequestration have been decreasing in the Anthropocene due to the decrease in biomass driven by direct anthropogenic activities and climate change. The potential of blue carbon plants (mangroves, saltmarshes and seagrasses) is limited by the available areas for their revegetation. Microalgae appear to have a large potential due to their ubiquity but how to enhance their carbon sequestration efficiency is very complex and uncertain. On the other hand, macroalgae can play an essential role in mitigating climate change through extensive offshore cultivation due to higher carbon sequestration capacity and substantial available areas. This approach seems both technically and economically feasible due to the development of offshore aquaculture and a well‐established market for macroalgal products.Synthesis and applications. This paper provides new insights and suggests promising directions for utilizing marine primary producers to achieve the Paris temperature target. We propose that macroalgae cultivation can play an essential role in attaining carbon neutrality and climate change mitigation, although its ecological impacts need to be assessed further. Maximising resource‐use efficiency, productivity and environmental sustainability are all fundamental requirements to raise global food production by ~70 per cent in order to feed a world population of ~9.7 billion people by 2050. Perhaps the most vital resource within our capacity to achieve this goal is our soil. Broadly, the fundamental question concerns whether or not satisfying this production demand will accelerate soil degradation, climate change, and the loss of soil carbon stocks. This paper builds upon the outputs of the UK Charity 'Food & Farming Futures' (chaired by Lord Curry of Kirkharle) virtual workshop held on 23 March 2021, entitled 'Capturing the Potential of Soil'. The event focussed on the link between soil health, primarily soil organic carbon (SOC), and agricultural productivity. Supported with commentaries by Professor Pete Smith (University of Aberdeen and Science Director of the Scottish Climate Change Centre of Expertise) and Professor Steve McGrath (Head of Sustainable Agricultural Sciences at Rothamsted Research), specific focus will be given to the research challenges within the UK's ability to improve soil health and functionality, the implementation priorities that must be held in order to improve soil management by 2050 and what the potential co‐benefits could be. These co‐benefits were scattered across environmental, economic, social and political issues, yet they may be summarised into six primary co‐benefits: developing natural capital, climate change mitigation, carbon trading, improvements in crop yield, animal performance and human health (nutrition). Additionally, the main barriers to improved soil management practices are centred on knowledge exchange‐regarding agri‐environmental techniques—whilst the most impactful solutions rely on soil monitoring, reporting and verification. This paper examines the process for establishing a 'village agreement' using the Kalimantan Forests and Climate Partnership ( KFCP) as a case study. REDD+ is designed as a 'performance-based' mechanism and requires a contractual agreement between the parties involved. Since its implementation will affect the life of forest-dependent communities, it is vital that villagers have sufficient ability to negotiate their interests during the agreement process. This paper investigates the degree of 'social learning' essential for developing actors' capacity to negotiate rules and interests with outsiders involved in the agreement process (between KFCP and the seven villages involved) and how this meshes with notions of 'participation'. It found that while 'social learning' occurred as a result of the well-designed participatory process conducted by KFCP, villagers' ability to secure their interests was influenced by a learning experience accumulated from their previous engagement with several development/conservation projects. This finding contributes to literature by emphasising how historical context plays a significant role in the success of present learning and the efficacy or otherwise of a contractual agreement. In a time of increasing land enclosures sparked by large-scale environmental initiatives and agricultural expansion, this paper examines local and global contestations over the value of forest on an Indonesian forest frontier. Engaging with recent debates on carbon forestry, the paper problematises the emerging initiatives of ' Reducing Emissions from Deforestation and Forest Degradation' known as REDD+ in the province of West Kalimantan, Indonesia. The paper argues that the general rush to implement REDD+ without intimate knowledge of the political landscape of resource struggle is in danger of generating new enclosures of land that may be easily appropriated by local elites, thus excluding less fortunate sections of local society. The paper shows how divergent interpretations of REDD+ are triggering land disputes, and how powerful actors readily appropriate REDD+ discourses as a tool to support divergent claims of land ownership. Government and villagers, through overlapping and contradictory engagements, negotiate REDD+ initiatives with global environmental actors and private plantation companies. The paper highlights the implications of these local realities for the successes of REDD+. The Kalimantan case highlights some of the dilemmas of carbon mitigation initiatives experienced in frontier regions throughout Southeast Asia, places that have become prime battlefronts of large-scale climate change initiatives and agrarian expansion. This paper presents an analysis of changing rationales and tactics among actors engaged in mobilising private finance for Indonesia's emergent Reducing Emissions from Deforestation and Forest Degradation ( REDD+) programme. Despite limited flows of private finance so far, private sector actors have been responsible for a great deal of development and innovation in the forest carbon sector in Indonesia, and have thus played - and continue to play - an important part in shaping the country's REDD+ programme. Drawing on extended field research and interviews with key actors engaged with REDD+ in Indonesia, we identify a variety of private investor motivations, strategies and tactics, many of which depart considerably from the common understanding of REDD+ as avoided deforestation funded through carbon offsets. As non-state actors increasingly shape emerging REDD+ projects, they assume important roles as agents of environmental governance - working through a variety of private market and hybrid modes of forest/climate governance. We describe four general modes of engagement, centred around: investment in REDD+ verified emissions reductions; corporate social responsibility; sustainable commodities; and impact investment. The research thus contributes to an improved understanding of the nature of private REDD+ finance in Indonesia, and the implications, potential and limits of private, market-based climate governance. We investigated how ozone pollution and climate change/variability have interactively affected net primary productivity (NPP) and net carbon exchange (NCE) across China's forest ecosystem in the past half century. Continental China. Using the dynamic land ecosystem model (DLEM) in conjunction with 10-km-resolution gridded historical data sets (tropospheric O concentrations, climate variability/change, and other environmental factors such as land-cover/land-use change (LCLUC), increasing CO and nitrogen deposition), we conducted nine simulation experiments to: (1) investigate the temporo-spatial patterns of NPP and NCE in China's forest ecosystems from 1961-2005; and (2) quantify the effects of tropospheric O pollution alone or in combination with climate variability and other environmental stresses on forests' NPP and NCE. China's forests acted as a carbon sink during 1961-2005 as a result of the combined effects of O, climate, CO, nitrogen deposition and LCLUC. However, simulated results indicated that elevated O caused a 7.7% decrease in national carbon storage, with O-induced reductions in NCE (Pg C year) ranging from 0.4-43.1% among different forest types. Sensitivity experiments showed that climate change was the dominant factor in controlling changes in temporo-spatial patterns of annual NPP. The combined negative effects of O pollution and climate change on NPP and NCE could be largely offset by the positive fertilization effects of nitrogen deposition and CO. In the future, tropospheric O should be taken into account in order to fully understand the variations of carbon sequestration capacity of forests and assess the vulnerability of forest ecosystems to climate change and air pollution. Reducing air pollution in China is likely to increase the resilience of forests to climate change.
