Strategies to combat climate change may be based on mitigation of the phenomenon or on adaptation to its consequences. This paper aims to identify the driving factors of the choice between these two categories of strategies in the context of urban climate plans. The fight against climate change being characterized by a logic of free riding, the situation tilts the balance towards adaptation strategies in an urban context, to the detriment of mitigation. This hypothesis is tested here through a review of the existing literature on urban climate strategies. This study shows that, counterintuitively, mitigation prevails over adaptation in urban climate strategies up to now. This paper explores the explanations for this seemingly paradoxical situation. We argue that a big part of the explanation has to do with the institutional context of urban climate strategies, specifically the decision-making capacities of municipalities, or the fact that they take part in international networks promoting mitigation over adaptation. Other explanations rely on the cost/benefit impact of adopting mitigation or adaptation, like the collateral local/private benefits of urban climate strategies that are often bigger with mitigation than adaptation. Another finding is that there is no systematic planning making it compulsory to choose between mitigation and adaptation strategies, as they are in some instances complementary, providing co-benefits. When climate change became a global concern in the 1980s, mitigation was considered the best strategy to address all challenges. For a long time, it was thought possible to stabilize atmospheric concentrations of greenhouse gases (GHGs), which, according to many experts, brought on an unfit adaptation. There are international agreements designed to significantly reduce CO2 emissions and achieve carbon neutrality by 2050, but the policy measures taken so far are insufficient to achieve this goal. In addition, the crisis caused by the COVID-19 pandemic highlighted the relevance of placing this issue at the core of international policies and the need for bottom-up measures and options. The purpose of this paper is to explore how collaborative planning can contribute to adapting the urban tourism sector to climate change in the Porto Metropolitan Area (PMA), located in the northern region of mainland Portugal. In this investigation, we used mixed methods based on the following: (1) the discussion of urban tourism's adaptation planning to climate change with undergraduate students; (2) the application of a modified Delphi questionnaire survey, to 47 international researchers and technicians in the first round and 35 international researchers and technicians in the second round, about the predictability of the adaptation measures; and (3) a theoretical-practical workshop aimed to discuss the main action intentions and ways of adaptation in the short and medium term. All empirical data were collected during the year of 2021. This research highlights the need for more detailed information, the weak interaction between stakeholders and the limitation of resources. Our research identifies the main impacts and local vulnerabilities and determines priorities for adaptation and implementation of actions, aimed at mitigating the effects of climate change and maintaining tourism attractiveness in urban areas. In addition, this investigation allowed the definition of a research agenda, which seeks to guide the area of tourism climatology regarding the new challenges imposed by the COVID-19 pandemic. Interest in the potential of smart grid to transform the way societies generate, distribute, and use electricity has increased dramatically over the past decade. A smarter grid could contribute to both climate change mitigation and adaptation by increasing low-carbon electricity production and enhancing system reliability and resilience. However, climate goals are not necessarily essential for smart grid. Climate change is only one of many considerations motivating innovation in electricity systems, and depending on the path of grid modernization, a future smart grid might do little to reduce, or could even exacerbate, risks associated with climate change. This paper identifies tensions within a shared smart grid vision and illustrates how competing societal priorities are influencing electricity system innovation. Co-existing but divergent priorities among key actors' are mapped across two critical dimensions: centralized versus decentralized energy systems and radical versus incremental change. Understanding these tensions provides insights on how climate change objectives can be integrated to shape smart grid development. Electricity system change is context-specific and path-dependent, so specific strategies linking smart grid and climate change need to be developed at local, regional, and national levels. One of the primary drivers of climate change has been the continuous increase in anthropogenic greenhouse gas emissions. If these emissions continue to increase at the current rate then it would push the carbon cycle out of its dynamic equilibrium which may lead to irreversible changes in the climate system. Thus, it is imperative to initiate systemic changes through various socio-economic and technological interventions to mitigate emissions and enhance sinks. Traditional agroforestry systems across South Asia have historically supported millions of smallholding farmers. Since, 2007 agroforestry has received attention in global climate discussions for its carbon sink potential. Agroforestry plays a defining role in offsetting greenhouse gases, providing sustainable livelihoods, localizing Sustainable Development Goals and achieving biodiversity targets. The review explores evidence of agroforestry systems for human well-being along with its climate adaptation and mitigation potential for South Asia. In particular, we explore key enabling and constraining conditions for mainstreaming agroforestry systems to use them to fulfill global climate mitigation targets. Nationally determined contributions submitted by South Asian countries to the United Nations Framework Convention on Climate Change acknowledge agroforestry systems. In 2016, South Asian Association for Regional Cooperation's Resolution on Agroforestry brought consensus on developing national agroforestry policies by all regional countries and became a strong enabling condition to ensure effectiveness of using agroforestry for climate targets. Lack of uniform methodologies for creation of databases to monitor tree and soil carbon stocks was found to be a key limitation for the purpose. Water scarcity, lack of interactive governance, rights of farmers and ownership issues along with insufficient financial support to rural farmers for agroforestry were other constraining conditions that should be appropriately addressed by the regional countries to develop their preparedness for achieving national climate ambitions. Our review indicates the need to shift from planning to the implementation phase following strong examples shared from India and Nepal, including carbon neutrality scenarios, incentives and sustainable local livelihood to enhance preparedness.
