China is one of the parties to the United Nations Framework Convention on Climate Change (UNFCCC) and has been actively promoting the multilateral global climate governance process. China has advanced its eco-civilization construction and the agenda for combating climate change in a coordinated manner, and delivered positive results. By studying and interpreting the guiding principles of President Xi Jinping's important speeches at the Leaders Summit on Climate and the video summit between China, France and Germany, this paper goes over the basic thinking of China's participation in international climate governance and the Chinese approach to tackling global climate change, and sums up China's achievements in the fields such as transition to green and low-carbon development, energy structure adjustment, greenhouse gases control, the construction of national carbon market, as well as its contribution to tackling global climate change. The construction industry is a key contributor to greenhouse gas emissions, with buildings alone accounting for 39% of the global energy-related carbon emissions. Global carbon emissions from building operations increased by 5% in 2021 compared to 2020. However, the United Nations signed the Paris Climate Agreement in 2015 with global leaders, setting a limit to temperature increases below 2.0 °C or 1.5 °C. To achieve this goal, countries have established net-zero targets to reach carbon neutrality by mid-century. However, while some countries are making significant progress, others lag behind. Therefore, this study focuses on evaluating the actions taken by countries toward carbon neutrality, and on developing a policy roadmap for the construction industry to meet the net-zero-carbon commitments. This research adopted a systematic document review, including document analysis. The evaluation of countries' practices towards achieving net-zero targets reveals both similarities and differences. The policy maps developed can be customised for decarbonising a country's overall construction industry and building sector. This study provides insights for research, practice, and society, emphasising the importance of achieving net-zero targets through the implementation of policies, roadmaps, plans, and strategies. Climate change traps heat, affecting various species in previously dry areas. Climate change brought on by emissions of greenhouse gases exacerbates problems such as severe storms, earthquakes, epidemics, and food distribution. The group of developed and developing countries, the world's biggest carbon emitters and most significant economies, is expertly planning to lessen its environmental challenges and contribute to achieving Sustainable Development Goals 7 and 13 set by the United Nations. This study uses the novel econometric methodologies of the dynamic ordinary least square (DOLS) estimator, the augmented mean group (AMG) estimator, and the fully modified ordinary least square (FMOLS) estimate to examine the influence of economic policy uncertainty, renewable energy consumption, geopolitical risk, non-renewable energy consumption, and economic growth on ecological footprint from 2000 to 2021. The results reveal that the variables are co-integrated; REC reduces carbon emissions, EPU, geopolitical risk, and economic growth contribute to increasing carbon emissions, while urbanization improves carbon emission. Finally, the results suggest that the developed and developing economies can progress toward SDGs 7 and 13 by using renewable energy, lowering the geopolitical risk, effectively handling policy uncertainty, and reducing urbanization. This paper investigates how the Kyoto Protocol has framed political discourse and policy development of greenhouse gas mitigation in Australia. We argue that ‘Kyoto’ has created a veil over the climate issue in Australia in a number of ways. Firstly, its symbolic power has distracted attention from actual environmental outcomes while its accounting rules obscure the real level of carbon emissions and structural trends at the nation-state level. Secondly, a public policy tendency to commit to far off emission targets as a compromise to implementing legislation in the short term has also emerged on the back of Kyoto-style targets. Thirdly, Kyoto’s international flexibility mechanisms can lead to the diversion of mitigation investment away from the nation-state implementing carbon legislation. A final concern of the Kyoto approach is how it has shifted focus away from Australia as the world’s largest coal exporter towards China, its primary customer. While we recognise the crucial role aspirational targets and timetables play in capturing the imagination and coordinating action across nations, our central theme is that ‘Kyoto’ has overshadowed the implementation of other policies in Australia. Understanding how ‘Kyoto’ has framed debate and policy is thus crucial to promoting environmentally effective mitigation measures as nation-states move forward from COP15 in Copenhagen to forge a post-Kyoto international agreement. Recent elections in 2009 in Japan and America and developments at COP15 suggest positive scope for international action on climate change. However, the lesson from the 2007 election and subsequent events in Australia is a caution against elevating the symbolism of ‘Kyoto-style’ targets and timetables above the need for implementation of mitigation policies at the nation-state level. In 1997 the European Commission presented a communication to clarify the link between environmental strategy and job creation, and the Kyoto Protocol was also negotiated during that year. While it may be considered that implementation of the protocol has contributed to environmental and socio-economic phases in the response to climate change, the method of accounting for carbon offsets is ambiguous and uncertain from the management viewpoint. In addition, from the planning viewpoint there is doubt as to how to realise a low-carbon society without any socio-economic burden. Since it is important to know the real value of carbon offsets when considering the environment for future generations, it is necessary to prepare a management tool to accurately account for carbon offsets. The identification of the effects of climate change will be a key to properly planning global-scale projects, and financial options will depend upon how greenhouse gases are categorised (pollution or a global warming threat). The article discusses the arguments concerning the inclusion of carbon sink trading in the Clean Development Mechanism (CDM) of the United Nations Framework Convention on Climate Change (UNFCC). It states that the move aims to reduce greenhouse gas (GHG) emissions by member states through the use of forests and oceans that keeps carbon dioxide and prevents them from spreading in the atmosphere. However, it has been observed that some member states have expressed their disagreement on the use of sinks which pose challenges to the countries. The UNFCC has addressed the issue by implementing the sink process through land use and forestry. It also recommends afforestation and reforestation as inexpensive methods in carrying out carbon sink trading.
