The significant acceleration of China's urbanization process has greatly promoted economic development. At the same time, the massive construction of urban buildings has also caused many problems such as environmental pollution and increased energy consumption. Therefore, in architectural design, it is particularly important to pay attention to the sustainable development of the environment, handle the relationship between good people and nature under the guidance of the concept of green development, and focus on the recycling of resources. Focusing on resource utilization in architectural design and based on certain planning can better control the construction process of urban buildings, save energy consumption, reduce construction costs, and contribute to the green development of cities. The comprehensive evaluation of energy conservation and emission reduction of construction projects is a classical MAGDM problems. Recently, the Logarithmic TODIM (LogTODIM) method has been employed to cope with MAGDM issues. The single-valued neutrosophic sets (SVNSs) are used as a tool for characterizing uncertain information during the comprehensive evaluation of energy conservation and emission reduction of construction projects. In this paper, the single-valued neutrosophic number Logarithmic TODIM (SVNN-LogTODIM) method is built to solve the MAGDM under SVNSs. In the end, a numerical case study for comprehensive evaluation of energy conservation and emission reduction of construction projects is given to validate the proposed method. Based on the nonlinearity of energy consumption systems and the influence of multiple factors, this paper presents a nonlinear multivariable grey prediction model with parameter optimization and estimates the parameters and the approximate time response function of the model. Next, a genetic algorithm is applied to optimize the nonlinear terms of the novel model to seek the optimal parameters, and the modelling steps are outlined. Then, to assess the effectiveness of the novel model, this paper adopts Chinese oil, gas, coal and clean energy as research objects, and three classical grey forecasting models and one time series method are chosen for comparison. The results indicate that the new model attains a high simulation and prediction accuracy, basically higher than that of the three grey prediction models and the time series method. With resource shortage and environmental pollution becoming more and more serious, the development of new energy vehicles (NEVs) plays an important role. In this paper, the hybrid method of best-worst method (BWM), Multi-Objective Optimization by Ratio Analysis plus Full Multiplicative Form (MULTIMOORA), and Evaluation based on Distance from Average Solution (EDAS) is used to evaluate new energy vehicles (NEVs) and select the best new energy vehicle. BWM method is used to obtain the subjective preference weight, MULTIMOORA method is used to integrate the objective data with the subjective weight to evaluate new energy vehicles, and the final ranking of alternatives is obtained by the EDAS method. Chinese population is numerous. Energy resources are limited. The ownership of per capita resource is far lower than the world average level. China is in the process of industrialization and urbanization, but energy resources are consumed and environmental pollution is serious. The energy crisis and environmental protection has restricted our country economy development and social harmony. As a source of energy consumption and environmental pollution, power industry is one of the important fields of energy saving and emission reduction. The reasonable power dispatch is the breakthrough to reduce the energy consumption and environmental pollution. In this paper, we first introduce some operations on interval-valued intuitionistic fuzzy sets, such as Heronian mean (HM) operator and Dombi operations, etc., and further develop the induced interval-valued intuitionistic fuzzy Dombi weighted Heronian mean (I-IVIFDWHM) operator. We also establish some desirable properties of this operator, such as commutativity, idempotency and monotonicity. Then, we apply the I-IVIFDWHM operator to deal with the interval-valued intuitionistic fuzzy multiple attribute decision making (MADM) problems. This paper uses statistical learning theory and big data analysis to study the energy consumption structure of China from qualitative and quantitative aspects during COVID-19. According to the domestic and foreign scholars' research on the optimization of energy consumption structure, the carbon emission factor is considered in the optimization of energy consumption structure. Taking the minimum energy consumption cost and carbon dioxide emission as the objective function, the carbon dioxide emission is taken as the objective function, and the total energy consumption and various energy consumption proportions as the constraint conditions, the multi-objective planning method is used to evaluate the energy consumption structure of China. The optimization model of source consumption structure is analyzed, and the medium and long-term energy transformation path and optimization model under low-carbon constraints are studied. Combined with the experimental algorithms related to big data, it is concluded that China's economic development mainly depends on a large amount of energy consumption during the COVID-19 period. Abstract: This paper discusses the specific features of the energy in China, and addresses those key challenges in China is that the coexist of (1) higher total energy production and lower per capita level; (2) lower per capita energy resources level with unrational energy consumption structure; (3) lower energy utilization efficiency and higher energy conservation potential; and (4) unequal distribution of energy resources. It reviews the key environmental problems related to the feature of energy production and consumption. Based on the analysis, the author furthers addresses the policy and actions needed.
