One of the major roles adopted by libraries is the long-term preservation of selected material within their collections. Traditionally, this role comprised identifying individual physical objects or collections based upon the library's own view of its role and the significance of items in its collections. With the rapid growth of digital materials there has been a blurring of the divide between museum, archive and library collections, with a growing concern amongst all cultural heritage sectors about the identification and ongoing preservation of digital objects. Due to the size and complexity of the issues and, in particular, the volume of digital material and costs involved in its long-term preservation, there has been a resurgence in the debate on identifying significance in materials and thus their priority in preservation programs. This debate has sparked widespread discussion in the museum, archives and recordkeeping professions which can inform the more recent concerns now being voiced within librarianship. This paper looks at the concept of significance within all of the 'memory institutions' and considers how the theory is shaped, how it has been put into practice and the applicability of such a notion to digital preservation. The article reports on the need for libraries in Africa to digitally preserve their heritage collections and other important research in the twenty-first century. It focuses on digitization initiatives at the University of Nigeria in Nsukka, Nigeria, and discusses the infrastructure and other problems that inhibit digitization. Other topics discussed include the ability of library personnel to scan and digitize the library's collection, how librarians and technical assistants worked around problems like inadequate power supply and unreliable facilities, and recommendations that libraries set digitization standards and train librarians to manage this workload.

The paper identifies the already digitized and publicly accessible online manuscript heritage collections (websites) in Lithuania. The object of research was the quality of digitized manuscript heritage collections, i.e. any manuscripts collections, archives, sets presented in the form of a website, published and publicly available on the Internet. A correlation among good practice standards and international recommendations is analyzed. The analysis is based on the MINERVA quality principles for cultural heritage sites. It is concluded that the weakness of the Lithuanian websites is their maintaining and continuity, their strong sides being the quality of technological execution. The last decade has been a period of unprecedented change for university libraries. The rapid growth in numbers of students and staff across the university sector has been accompanied by the move to a substantially digital environment with some fundamental changes in how libraries and their users operate. During this period, most university libraries have seen continued growth in their budgets in real terms, but libraries now face a period in which they will have to cope with continued rapid, perhaps transformational, change, accompanied by reductions in their budgets. This paper is based on evidence gathered and analysed by the Research Information Network on the financial position of university libraries in the UK, and how they are dealing with the prospect of cuts. It highlights two related challenges for libraries: developing and enhancing relationships with their users, and developing new services to maximise their value to users. [ABSTRACT FROM AUTHOR]

This article surveys progress made by the libraries of Australia and New Zealand in planning and implementing major digitization projects. These projects exist within a wider context of the building and management of digital collections, including those developed through processes other than digitization. New Zealand has developed a Digital Content Strategy which proposes a nationwide digitization programme based on key local, regional and national content. Australia is yet to develop a similar policy and funding framework. In both countries, libraries face challenges in marshalling the resources and skills required to undertake large-scale digitization projects, and in addressing the issues which arise when they attempt to digitize in-copyright collection materials. The National Libraries have recognized the value in large-scale digitization of out-of-copyright newspapers, and have made significant progress towards establishing free, searchable newspaper archives. The AIATSIS Library Digitisation Pilot Program (LDPP) commenced in 2001 with funding for two years. Prior to the LDPP the Library had few electronic holdings, no equipment dedicated to digitisation and no policies to deal with the management of digital material. The pilot program has revealed the complexity of the digitisation process particularly when dealing with an indigenous collection. Digital libraries, either open source or commercial, are the center of the information community. But still, research into their extended durability and the easier accessibility of their operations remains unexplored. This article emphasizes the need to address the converging as well as diverging factors of Libraries, Archives and Museums (LAMs) for expanding the scope of proposed convergence beyond integrated access. While thinking about this convergence we must protect the role, focus, scope and identities of these disciplines rather than treating them as the same thing referred to by different terminologies. Such a mixed approach has been manifested in many generalized software solutions which loosely claim to manage archives, museums, libraries and repositories together. The courses on museology, archives, library and information science offered in India and elsewhere are found to be at different phases of evolution in terms of integration of digital preservation methods. This article considers the many developments in technology and practice that are making libraries more connected and interdependent. It looks at new integrated online services and reviews the increasing importance of both formal and informal standards. Global centralized Web services are discussed. The relationships between information industry companies and libraries are considered. Virtual reference services and far-reaching digitization projects are explored.
