Frequent drought disasters have significant impacts on socio-economic and ecosystems, and it is crucial to explore the propagation characteristics of drought for disaster prevention and mitigation. In this paper, based on 0.25° × 0.25° grid-point Meteorological hydrological and large-scale climate factor data, the start-to-start, peak-to-peak, and end-to-end drought propagation times, and the periods and rates of drought development and recovery were estimated for 11 regions in the Luanhe River Basin under stationary and non-stationary conditions. The Generalized Additive Model for Location, Scale and Shape (GAMLSS) framework was used to construct stationary and non-stationary models to capture the stationary and non-stationary drought characteristics respectively, and then the drought development and recovery patterns, and drought propagation times were assessed. The results showed that under the influence of climate factors, severe drought events occurred in most study areas, the duration of meteorological drought was prolonged by 0.1–0.6 months, and the peak intensity was increased by about 0.05. The severity of hydrological drought increased by 0.2–0.8, and the peak intensity decreased by 0.1–0.2. The rate of development and recovery of hydrological drought was accelerated by 0.1–0.2 per month. The propagation time of start-to-start was shortened by 0.2 months, and the propagation time of end-to-end was extended by 1–2 months. Climate change led an increase in the frequency of severe droughts, the effects of which are exacerbated by a lack of water storage. Despite increasing research on global-scale total water storage (TWS) change and drought prediction, basin-scale long-term hydrological drought, TWS change, and El Nino–Southern Oscillation (ENSO) influence in East Africa (EA) remain unexplored. In this paper, we used multiple approaches, of ensemble machine learning (ML) and weighted averaging, to conduct a basin-scale exploratory analysis of future hydrological drought and TWS change for the period 2025–2099. Climate change will affect future hydrological conditions in the basins, with maximum severity values of −90.3, −726.6, and −2567.7 Gt in the Tana, Turkana, and Victoria basins, respectively, under RCP6.0. Similarly, we found maximum severities of −187.5 and −277.7 Gt in the Abaya-Chamo and Tanganyika basins, respectively, under RCP 2.6. The most severe El Nino drought and exceptional La Nina conditions in the basins were found under both RCP scenarios. To ensure future water security in EA, sustainable water resource management strategies that can mitigate the impacts of extreme climate events in the future are urgently needed. This paper examines drought characteristics as an evidence of climate change in two agro-climatic zones of Nigeria and farmers' climate change perceptions of impacts and adaptation strategies. The results show high spatial and temporal rainfall variability for the stations. Consequently, there are several anomalies in rainfall in recent years but much more in the locations around the Guinea savanna. The inter-station and seasonality statistics reveal less variable and wetter early growing seasons and late growing seasons in the Rainforest zone, and more variable and drier growing seasons in other stations. The probability ( p ) of dry spells exceeding 3, 5 and 10 consecutive days is very high with 0.62 ≤ p ≥ 0.8 in all the stations, though, the p -values for 10 day spells drop below 0.6 in Ibadan and Osogbo. The results further show that rainfall is much more reliable from the month of May until July with the coefficient of variance for rainy days <0.30, but less reliable in the months of March, August and October (CV-RD > 0.30), though CV-RD appears higher in the month of August for all the stations. It is apparent that farmers' perceptions of drought fundamentally mirror climatic patterns from historical weather data. The study concludes that the adaptation facilities and equipment, hybrids of crops and animals are to be provided to farmers, at a subsidized price by the government, for them to cope with the current condition of climate change. Due to the adverse impacts of severe droughts on various aspects of human life and ecosystem services (ESs), the spatio-temporal assessment of the resilience of ESs under droughts is essential. In this paper, we propose a new methodology for assessing ESs-based resilience, taking into account the seven resilience principles: a) redundancy and diversity, b) managing connectivity, c) managing slow variables and their feedback, d) complex adaptive system (CAS) thinking, e) experimentation and learning, f) broadening participation, and g) polycentric governance. These principles enable us to consider the main social, political, hydrological, economic, and environmental aspects concerning resilience which have been overlooked in previous studies. The methodology is evaluated by applying it to Zarrinehroud River Basin (ZRB) in north-western Iran. A set of qualitative and quantitative criteria and their sub-criteria are proposed for quantifying the ES-based resilience and generating time series of resilience against severe droughts in several sub-basins in the study area. To evaluate the criteria and sub-criteria, the required data are derived from calibrated SWAT and MODSIM models as well as experts' judjments. The time series of ES-based resilience under 128 Water and Environmental Resources Management (WERM) scenarios (for enhancing agricultural practices, altering and modernizing irrigation methods, improving irrigation network and drainage facilities) and Climate Change (CC) scenarios (RCP 4.5, RCP6.0, and RCP 8.5) are derived for each sub-basin based on short-term (2020–2049) and long-term (2020–2098) periods. The low resilience values (0.53–0.6) of all sub-basins under the base management scenario (the status quo scenario (SC 0)) illustrate the need for implementing some projects to enhance the ESs in the study area. The results show that the WERM scenario SC 12346 can improve the values of the resilience criterion in sub-basins up to 0.85 and reduce the vulnerability of the study area to droughts. By evaluating all management scenarios, scenario SC 12346 is reported as the best scenario, since it can significantly increase the resilience of all sub-basins against extreme droughts with an acceptable cost of 636 million US dollars compared to other scenarios. Under this WERM scenario, the resilience values of sub-basins increase up to 40%. This scenario suggests implementing a set of projects such as improving irrigation networks and drainage facilities. This paper assesses the feasibility and robustness of an index-based insurance scheme against hydrological droughts under climate change. To this end, we develop a grand ensemble that samples both modeling and scenario uncertainty in the estimation of the insurance risk premium, so to reveal potential unfavorable surprises and minimize regret in the design of the proposed insurance scheme. The grand ensemble combines four microeconomic models and seven GAMLSS models, which are run for three alternative climate change scenarios: stationary climate/no climate change, RCP 2.6, and RCP 8.5. Methods are illustrated with an application to the Cega River Sub-basin (CRS) in central Spain. Results indicate that for a conventional deductible of 30%, the proposed index-based insurance scheme would be actuarially feasible and affordable under all models for the stationary climate scenario (i.e., robust). For climate change scenarios RCP 2.6 and 8.5 and a 30% deductible, the suggested index-based insurance would be actuarially feasible under most models, albeit some outliers point towards potential unfavorable surprises. • An observation-based natural and human-impacted catchment comparison method is proposed. • Human influence are quantified based on gridded socio-economic and land use data. • Climatic and anthropogenic influences on drought propagation are investigated. • Climate change accelerates the response of hydrological drought to meteorological drought. • Human activities delay the propagation from meteorological to hydrological drought. It is crucial to investigate how a precipitation deficit is transformed into hydrological drought and how climate change and human activities affect this transformation process, which is helpful to gain a deep understanding of drought propagation process in this changing environment. This study proposed an observation-based natural and human-impacted catchment comparison method to assess the impacts of climate change and human activities on propagation from meteorological drought to hydrological drought. The method mainly consists of the following three steps: (1) selection of natural catchments through analysis of trends and change points of hydro-meteorological data, as well as statistics analysis of human influence based on land use and socio-economic indicators data sets; (2) calculation of drought propagation characteristics (e.g., drought severity, duration, and propagation time) based on run theory and the Pearson correlation coefficient; and (3) comparison of drought propagation characteristics of natural catchments between undisturbed and disturbed periods to identify the impacts of climate change on drought propagation, and comparison of the propagation characteristics between natural and human-impacted catchments during the disturbed period to investigate human influence on drought propagation. The Laohahe basin (with eleven sub-catchments), located in northern China, was evaluated via the proposed procedure, and standardized precipitation index (SPI) and standardized runoff index (SRI) were used to characterize meteorological and hydrological droughts, respectively. The results demonstrate that the proposed method is suitable tool for distinguishing natural and human-impacted catchments, and separating the impacts of climate change and human activities on drought propagation. Furthermore, the comparison results of different schemes show that climate change accelerates the propagation from meteorological drought to hydrological drought in the Laohahe basin, shortening it by approximately 3 months. Human activities, however, disturb and then delay the natural propagation from meteorological drought to hydrological drought, retarding it by 11–12 months. Although the Laohahe basin was selected as a case study in this paper, the proposed method can be applied in other regions as well to improve drought prediction and water resources management. In this paper, future drought characteristics (frequency, duration and intensity) over China are analysed by using four climate models from CMIP6 under the seven SSP-RCP (shared socioeconomic pathway-representative concentration pathway) scenarios (SSP119, SSP126, SSP434, SSP245, SSP460, SSP370, and SSP585) for three defined periods of 2021–2040 (near-term), 2041–2060 (mid-term) and 2081–2100 (long-term). The corresponding four climate models output from CMIP5 are also used to conduct a comparison analysis between CMIP5 and CMIP6 to address the improvements added to CMIP6 in terms of drought identification. The drought characteristics are identified by applying the standardized precipitation-evapotranspiration index (SPEI) at a 12-month timescale and run theory. The results show that CMIP6 has a robust capability to capture historical (1986–2005) drought characteristics. For the future period of 2021–2040, the decrease in precipitation and increase in potential evapotranspiration will lead to continuous dry conditions in the upper and middle Yangtze River basin and eastern Pearl River basin. Relative to the reference period, drought events will be more frequent and severe with longer durations in the Northwest River basins and middle Yangtze River basin. Furthermore, higher emissions signify a greater increase in drought frequency and intensity in the long-term period. Except for the SSP585 scenario, the lower emission scenario corresponds to the higher drought duration soon and in the mid-21st century (2021–2060). This finding is regarded as a "strange phenomenon", which cannot be detected by the previous CMIP5-based emission scenarios (RCP2.6, RCP4.5 and the unlikely pathway RCP8.5). Therefore, additional "possible future"-based scenarios (SSP119, SSP126, SSP434, SSP245, SSP460, and SSP370) should be included in extreme climate studies, especially for the near future and mid-21st century. Notably, compared with CMIP5, the reduced biases in drought characteristics are more likely associated with improvements in the representation of physical processes in climate models from CMIP6.
