Building upon two previously published research papers exploring Canadian media reporting of childhood in the first wave of the pandemic, this paper investigates how constructions of childhood evolved from the first wave to the fourth wave of the pandemic. This qualitative research is guided by the central research question: Over the span of 2 years, from 2020 to 2022, what changes are evident in discourses reported within media focused on the impact of the COVID-19 global pandemic on Canadians under the age of 18 years? Findings from this study suggest that in the fourth wave young people were constructed as innocent victims of pandemic restrictions framed through an adult-centric lens; noticeably absent were representations of young people under the age of 18 in their voices. A key recommendation emerged from this study: any future research investigating the impact of the pandemic on young people under aged 18 years must include their full participation. This paper examines how stock returns and volatility in the Canadian stock market have been affected by both the COVID-19 pandemic and the associated vaccination program. The empirical analysis is based on the generalized autoregressive conditionally heteroskedastic model which explicitly allows the inclusion of information on the COVID-19 pandemic and the vaccination program. The analysis uses daily Canadian equity returns and volatility, spanning the period 27 January 2020, to 31 August 2021. The findings provide evidence that the COVID-19 pandemic exerts a significant negative impact on the mean of Canadian stock returns and a positive impact on their volatility. In contrast, the findings provide novel evidence that the vaccination program in Canada has reversed these detrimental effects. [ABSTRACT FROM AUTHOR]

In this paper, we use intersectionality-based policy analysis (IBPA) to examine how COVID-19 income support policies enacted in Ontario, Canada, affected people living with poverty. We find that the privileging of formal labor market attachment in eligibility requirements systemically excluded constituencies most likely to be living with poverty. More broadly, these exclusions represent a retrenchment of neoliberal logics in social policy, and the rejection of universal social welfare programs. In conclusion, we suggest that the experiences of people living with poverty during the COVID-19 pandemic further highlight the need for comprehensive social welfare programs, including a universal basic income. In this paper, we use the Empathic Policy Framework to explore the concept of vulnerability in the context of the COVID-19 pandemic. We argue that vulnerability is not a state of being, but rather an effect produced by emotional policy discourse. As a result, people are not inherently 'vulnerable', but rather 'vulnerabilized'. We make this claim by exploring the potential of the EPF to illuminate the process of vulnerabilization in the context of migrant agricultural workers in Canada, exposing the emotional policy discourses that constitute vulnerability and enabling policy analysts to engage empathically with policy subjects. We aim to show that, when viewed this way, following philosopher Shelley Tremain, vulnerability is an 'apparatus of power that differentially produces subjects, materially, socially, politically, and relationally'. National responses to COVID-19 depend in part on national health care financing arrangements. Yet the pandemic itself has not only strained system capacity, it has – through subsequent economic shocks – strained revenue sources that prop up these arrangements. In federal countries, fiscal pressures are particularly pronounced. As this paper argues, however, federal health financing regimes differ in ways that are shaping the agenda for post-pandemic reforms. The analysis, which focuses on health care financing in three federal countries (Canada, the United States, and Mexico), explores the current and potential future impact of COVID-19 on existing policy legacies. The COVID-19 pandemic has created yet another dimension of performance on which governments can be judged during elections. This article focuses on how the pandemic and its management factored into vote choices in provincial elections in Canada. The COVID-19 pandemic emerged against the backdrop of the longer-term climate change crisis and increasing global awareness of the imperative for climate action, disrupting the post-Paris trajectory of climate policy and media coverage of climate change. We examine news media coverage from Canadian legacy newspapers and answer three questions. First, did the COVID-19 pandemic work as a critical event in its impacts on news media coverage of climate change, and if so, in what ways? Second, did media framing of climate change shift in response to this critical event, and if so, in what ways? Third, are there notable differences between national and subnational media frames? We find that COVID-19 is a critical event linked to a period of reduced media coverage of climate change. As an unprecedent global crisis, the COVID-19 pandemic required policy actors to make sense of the event while simultaneously constructing an effective policy response. In this article, we focus on the onset of the crisis in Canada and ask: how was a crisis narrative constructed and to what extent did the features of the emergent narrative vary across political elites? We bring together the Narrative Policy Framework (NPF) with Foucault's 'biopolitics of population' to explain the construction of an initial crisis narrative that is consistent with the economic rationale of neoliberal governmentalities. Using an original collection of 1,331 Hansard statements from Canadian Members of Parliament during the first wave (March to June 2020), we employ inductive content analysis to assess elements of narrative form. This article contributes to broader work seeking to understand how various actors construct narratives around the crisis and the consequences of such narrativization for policy responses. The COVID-19 pandemic has profoundly affected the world. In Canada, the impact has been worrisome. Canada is a large, sparsely populated country with a system of universal health care that is decided nationally and enacted by each province and territory. There are variations in health care, as well as in the provision of social work, throughout the country. The aim of this survey is to examine the impact of the COVID-19 pandemic on social workers employed in health care. Participants were recruited for an online survey via social media, professional associations, and social work education programs. Three hundred and seventy-six social workers participated. Analyses were performed to: (1) investigate the changes in workplace conditions indicated by social workers as a result of the COVID-19 pandemic; (2) examine reported levels of distress, social support, quality of professional life, resilience, and posttraumatic growth among respondents during this time; and (3) contextualize these findings by exploring similarities and differences across geographic locations. Many respondents were deemed essential workers. Significant differences across regions were not found. The knowledge generated has important implications for all sectors of the social work profession in Canada. [ABSTRACT FROM AUTHOR]
