The use of renewable energy sources is one of the measures that have had a significant contribution in reducing greenhouse gas emissions while ensuring sustainable development. Hence, this necessitates the need to ensure a sustainable national socio-economic development pathway that supports low emissions through the development and use of renewable energy. This paper analyses data from a systematic review that was conducted to understand how research is approaching the state of public policies of renewable energy and climate change in Tanzania. The review screened more than 500 published papers and unpublished reports containing 120 unique studies related to renewable energy, climate change and sustainable development. Results indicate that renewable energy sources have the potential of contributing to the reduction of about two-thirds of the total global energy carbon dioxide emission. The results further indicate that renewable energy may save carbon dioxide for the range of global cumulative savings of about 220-560 GtCO2 in the period 2010-2050. The results also show that Tanzania has targeted to reduce greenhouse gas emissions by between 30% and 35% by 2030. Thus, more appropriate renewable energy policies would enable the country to further efficiently contribute to the global goal of reducing greenhouse gas emissions, while achieving its sustainable development. This underscores the need for Tanzania to adopt appropriate policies for the utilisation of renewable energy sources such as solar, wind, hydro and geothermal energy for the reduction of greenhouse gas emissions, while achieving its sustainable development goals. This paper argues that past research has overlooked how the way problems and solutions are framed contribute to a prevailing gap in the global governance of climate and energy. Empirically, this paper investigates the frames of energy and climate change as expressed in key documents from the International Panel on Climate Change (IPCC) and International Energy Agency (IEA). Partly in contrast to past research, this paper finds (1) that there is a growing similarity in how the IPCC and IEA frame climate and energy; (2) that the IEA has gone from ignoring to acknowledging climate change and the transformation to a low-carbon energy system; and (3) that there is a prevailing difference in emphasis, whereas the IPCC only marginally discuss energy, while the IEA is still mainly talking about energy needs and fossil fuels even if climate change and renewables have entered their agenda. Policies targeting energy efficiency and renewable energy are sometimes viewed as more politically feasible than carbon pricing in pursuit of emission reduction goals. This paper assesses underlying drivers of energy policy development. These factors include economic, social, environmental, and institutional variables. The between estimator for panel data is an appropriate method for our focus on some exogenous variables that vary more across countries than over time. We find that larger oil reserves per capita have a negative relationship with renewable energy policy development. Education and political globalisation have strong positive relationships with both energy-efficiency and renewable-energy policy development. These results suggest that greater participation in global political groups can be an indirect approach toward energy policy development, in cases where direct and immediate policies are hard to implement. OECD countries have higher policy scores by 33 and 25 points in energy efficiency and renewable energy respectively. India, being one of the fastest-growing economiess in recent times, has witnessed a rise in energy consumption with associated implications on energy availability and energy security. The country recognizes these challenges and has accelerated its efforts with varied degree of success by initiating various programs, policies, and required institutional arrangements to ameliorate these challenges. This paper attempts to review the development of nation’s policy programs to trace the progress so far, in terms of energy efficiency and conservation. Energy being a cross-sectoral issue has been dealt with holistically in this paper, with special reference to the policy instruments that have been instrumental in realizing the energy-saving potential and in integrating renewable energy in building sector. Further, an attempt is made to draw the success/failure with respect to various policies and programs, along with a detailed analysis of various missions under the National Action Plan on Climate Change. Hydropower contributes to a higher share of renewables but is also in conflict with environmental legislation aiming to protect natural habitats, wildlife and endangered species. Analysing two neighbouring European countries with similar topographical and hydromporphological characteristics, Austria and Slovenia, allows assessing to what extent a policies’ national context steers possible policy conflicts of EU legislation. The paper shows that hydropower expansion in examined countries is strongly shaped by factors such as financial concerns of investors, diverging opinions of involved stakeholders, available hydro potential and the role of hydropower in national energy strategies. Addressing issues that lead to a lower effectiveness of national policies already at the level of EU policy design or engaging countries to broadening their national energy portfolio by considering emerging technologies such as PV and wind will enable future energy and climate strategies that are more consistent with other environmental goals. Abstract This paper presents an evaluation of energy supply strategies for Egypt's power sector and identifies prospects to meet rising electricity demand while addressing energy security and low-carbon development issues. We apply the TIMES energy system model to examine Egypt's energy policy goals as reflected in Egypt's Vision 2030 , and specifically: (a) targeted power generation based on renewable energy under two different scenarios; (b) targeted carbon dioxide (CO 2) emissions' mitigation toward low-carbon society development; and (c) constraints on natural gas production for power generation. The quantitative results from the model suggest a need for diversification from predominantly natural gas to a mix of renewable and conventional energy sources in order to improve energy security, reduce dependency on fossil fuels, and reduce carbon dioxide emissions, with the level of diversification changing with different policy options. Although total energy system cost is projected to increase the effects on fossil-fuel dependency, diversity of energy supply-mix, marginal electricity generation price, and GHG mitigation indicate that it may be wise to target promotion of renewable energy for power generation and develop a low-carbon society. Global climate change mitigation action is hampered by systematic under-assessment of national ‘fair shares’, largely on the basis of perceived national interests. This paper aims to inform discussions centred on South Africa’s nationally determined contribution (NDC) by estimating (1) emissions reduction pathways for the country using the Climate Equity Reference Calculator (CERC) assuming a maximum 2°C aggregate warming target and (2) the likely economy-wide net mitigation costs or savings associated with reaching these pathways if known lower-cost mitigation measures, identified through the national mitigation potential analysis, are prioritised. The cumulative net savings associated with achieving the CERC ‘fair share’ emissions pathway, assuming the moderate use of low carbon power generation measures, would reach $5.3 billion by 2030. Net savings could be substantially greater reaching $46.8 billion by 2030 assuming power generation focuses on moving towards full decarbonisation. An unconditional commitment to the mitigation action implied by the ‘fair share’ emissions pathway therefore seems reasonable and prudent purely from the point of view of net country-wide savings. Only if power generation moves towards full decarbonisation would there be a reasonable chance of achieving the more ambitious CERC domestic emissions pathway. However, the significant additional cost associated with achieving the domestic emissions pathway should be conditional on international assistance. Key policy insights South Africa can only achieve its ‘fair share’ of the global mitigation effort if greater use is made of renewable energy options, and can realise significant net savings if it does so. Further emissions reductions would incur costs and require significant upscaling of the share of renewable energy and full implementation of all non-power generation mitigation measures available. Committing to this further mitigation action contingent on international finance would both strengthen the nation’s position in climate negotiations and support the provision of finance for those vulnerable developing nations that bear little or no responsibility for climate change. This paper evaluates the net effect of renewable energy policy in Spain from 2002 to 2017 and calculates its cost-effectiveness in terms of CO 2 emission reductions in the production of electricity. Our conclusions indicate that although the phasing out of Feed-in Tariffs reduced the regulatory costs, it also limited renewable participation in the electricity market, leading to an increased electricity price and higher emissions. According to our results, the joint effect of (i) the value of avoided emissions due to renewable energy participation and (ii) the merit order effect was able to compensate for the regulatory costs (subsidies) up until 2010, while the sign of the net effect was reversed from 2011 to 2017. The way forward clearly orients us towards the decarbonisation of energy systems. Sustainable energy systems ensure fewer burdens on the environment and consequently provide success when fighting climate change. Energy policy provides support in addressing the present energy challenges. Municipal policy has often been neglected, with greater emphasis being concentrated at the centralised level. In addition, another identified problem has been the insufficient quality of the municipal policy performance with lack of acknowledging various features within the municipality. Therefore, the presented paper focuses on the constitution of municipal energy policies that include all aspects of municipalities' energy systems and lead towards less environmentally burdened energy systems. The main objective is to enhance sustainable development within municipalities through constitution and integration of suitable municipal energy policies. The proposed paper presents an entirely inclusive process for a municipal energy policy's institutional, implementation and evaluation phases. Municipal energy policy has to enable maximum efficiency of energy systems by implementing customised targets and measures. This novel methodology for integrated municipal energy policy constitution and integration has, in fact, been applied within the Podlehnik municipality, representing one of the small municipalities in Slovenia. The European Union has set ambitious targets for deployment of renewable energy sources to reach goals of climate change mitigation and energy security policies. However, the current state of electricity transmission infrastructure is a major bottleneck for further scaling up of renewable energy in the EU. Several thousands of kilometers of new lines have to be constructed and upgraded to accommodate growing volumes of intermittent renewable electricity. In many countries, construction of electricity transmission projects has been delayed for several years due to concerns of local stakeholders. The innovative BESTGRID approach, reported here, brings together transmission system operators (TSOs) and non-governmental organizations (NGOs) to discuss and understand the nature of stakeholder concerns. This paper has three objectives: (1) to understand stakeholder concerns about the deployment of electricity transmission grids in four pilot projects according to five guiding principles: need, transparency, engagement, environment, and impacts on human health as well as benefits; (2) to understand how these principles can be addressed to provide a basis for better decision-making outcomes; and (3) to evaluate the BESTGRID process based on feedback received from stakeholders and the level of participation achieved according to the ladder of Arnstein. This paper goes beyond a discussion of "measures to mitigate opposition" to understand how dialogue between TSOs and the public--represented mainly by NGOs and policy-makers--might lead to a better decision-making process and more sustainable electricity transmission infrastructure deployment. This paper studies the impacts of renewable energy support policies on energy prices, fossil fuel supply and thus carbon emissions from fossil fuels. Such supports are climate friendly if the renewables are already competitive against fossil fuels. But if the renewables are not yet competitive, the climate change impacts are often ambiguous and are sensitive to capacity constraints of renewables production and to the fossil fuel market structure. If the renewables do not have capacity constraints, then the subsidies are subject to the Green Paradox under perfect competition, but might be climate friendly under monopoly. Supports for capacity constrained renewables under perfect competition lead to more current fossil fuel supply but delay fossil fuel exhaustion time, and these effects are reversed under monopoly. Our results highlight the importance of considering the long-term effects on fossil fuel supply as well as capacity constraints and market power in designing renewable energy policies and evaluating their carbon footprints. This paper presents an assessment of alternative, long-term energy supply and low-carbon strategies for the Philippine power sector from 2014 to 2040 using TIMES model. It examines the potential contribution of renewable energy to diversify the Philippine energy supply-mix to meet future electricity demands. The reference scenario compares the impact of four alternative policy goals: (1) carbon tax, (2) targeted renewable-based power generation, (3) limited coal share in supply-mix, and (4) renewables subsidy. The reference scenario shows a significant increase of the share of coal-based power generation and import dependency of fossil-fuel increases from 227 PJ in 2016 to 1073 PJ in 2040. The model results for the alternative policy scenarios show a large potential for renewable energy-based power generation. The alternative policy options show a significant decrease of import dependency in the energy supply-mix for power generation. Most alternative policy scenarios project a higher total system cost, with the exception of the subsidy scenario. System cost increases only 2.6% in the renewables target scenario relative to the reference scenario. However, long-term benefits from investing in the alternative policy options would need to be considered, including diversification of energy supply-mix, improved energy security, and progress toward a low-carbon society. Under the Paris Agreement, 80% of all proven fossil fuel reserves become stranded resources and investments already made in such resources turn into stranded assets. Much of the existing literature focuses on equitable burden sharing; only a few articles examine the risks for developing countries that invest in new fossil fuels. Hence, this paper addresses the question: What are the risks of investing in fossil fuels for developing countries? In doing so, it examines Kenya, a prospective fossil fuel producer, and China, an investor in fossil fuels. In terms of short- to long-term risks, ignoring new fossil fuels and investing in renewables is favourable and politically, socially, ecologically and economically more rewarding, not least because latecomers to development run the risk of having to compensate investors when new fossil fuel assets strand prematurely and become unrecoverable. Security of supply and progressively climate change are guiding countries' energy policy worldwide. Iceland is a paradigmatic example of gaining energy independence and decarbonizing the power sector while meeting its growing demand. In this paper, we focus on some of the main generation and transmission expansion alternatives that the country is considering for the next decade in an environment dominated by an increasing demand and a generation mix with virtually zero variable cost. We assess the medium- to long-term dimensions of security of supply as determinants of the system configuration and resources utilization. Based on a stochastic hydrothermal scheduling model that includes DC power flows and generation expansion decisions, our analysis indicates that hydro, geothermal and wind renewable resources are more competitive than fossil fuels, while demand flexibility can also contribute to gain security of supply at comparable costs. In addition, our methodology incorporates a detailed bilateral contracting structure typically used by Icelandic generators and consumers to agree on power prices and negotiated curtailments. The modeling and security evaluation could be of interest in other countries and regions where inflexible thermal generation and hydro resources create a market characterized by prices that are close to zero during long periods, but spike when resources are scarce. The aim of this paper is to analyze the factors determining the choice of energy policy setting in favor of renewable energy sources. We investigate if such determinants are different between countries at different stage of development. Finally, we study if the adoption of green energy policies is characterized by complementary or substitution effects. Our analysis aims at responding at two research questions: what are the factors influencing a country's choice for a specific type of energy policy? Is it possible to identify either complementary or substitute policy interventions based on a country's level of economic development? Moreover, are developing systematically different from developed countries in manage public and private resources for renewable energies? The empirical analysis employs a panel probit model estimated over a sample of 56 countries observed between 2004 and 2011. The results show that while context variables have the same impact in developed and developing countries, public operational variables play a different role. Governments in richer countries are bound to play only a role of an arbiter. On the contrary, governments of developing countries are more directly involved in the management of energy policies. High levels of observed city involvement in energy and climate initiatives indicate that free-riding has been much less of a barrier to local climate protection efforts than suggested by theories of collective action. This study investigates why local governments have adopted various energy and climate change policy instruments despite the non-excludability of climate benefits. This paper advances theories of institutional collective action (ICA) and policy diffusion by testing ICA based hypotheses that local officials are able to overcome collective action problems to the extent that the costs of these initiatives are minimized through policy network interactions, the extent to which climate action produces localized benefits or compliments local environmental, development or growth management efforts, and the extent to which energy and climate protection efforts generate selective benefits to elected and appointed local government officials who advance their career interests depending on the existing configurations of political system institutions. Analysis of adoptions of the Climate Protection Agreements by Florida Cities indicates larger cities are more likely to adopt climate agreement, while district elections decrease the likelihood of climate policy adoption. Energy and climate market policy is inherently multiobjective and multilevel, in that desired choices often conflict and are made at a higher level than influenced actors. Analyzing tradeoff between reducing emissions and keeping fuel prices low, while seeking compromise among producers, traders, and consumers is the crux of the policy problem. This paper aims to address this issue by combining multiobjective optimization problems, which allow the study of tradeoff between choices, with equilibrium problems that model the networks and players over which these policies are chosen, to produce a formulation called a Multiobjective Program with Equilibrium Constraints. We apply this formulation to the United States renewable fuel market to help understand why it has been so difficult in releasing the 2014 mandate for the RFS (Renewable Fuel Standard). The RFS ensures that a minimum volume of renewable fuel is included in transportation fuel sold in the United States. Determining the RFS volume requirements involves anticipating market reaction as well as balancing policy objectives. We provide policy alternatives to aid in setting these volume obligations that are applicable to a wide variety of climate and energy market settings and explain why the RFS is not an optimal policy for reducing emissions. Renewable energy communities have multiplied the last years in many countries, even in contexts that the structural conditions are not favorable. The paper analyses individual motivations for partaking in local renewable projects and generating energy jointly in an investment community, in order to inform policy debates on how to support such communities. To do so, we applied a socio-psychological approach for studying renewable energy communities in Germany and the Netherlands. Our results show that mainly gain (such as decreasing energy costs) and normative (such as addressing climate change) considerations played a role in the decision, but in the background hedonic motivations were also present, such as having fun and integrating in a community. Each of the groups examined emerged in already existing strong communities, where trust was relatively high, which seems to be an important condition for the realization of local energy projects. Consequently, we argue that tailor-made incentives addressing the different types of motivations can be more effective for the support and spread of renewable energy communities. New renewable energy needs flexibility, which can be provided by storage-hydropower. Climate change affects the potential of this technology in both a negative and a positive way, on one hand by altering runoff, and on the other hand by creating new investment opportunity. This paper provides an economic and financial analysis of a future project in a pumped-storage facility that may be initiated in the Swiss Alps following the glacier retreat. The area released may be considered for building a new reservoir. A complete and integrated model is developed based on the tools of analysis provided by econometrics, finance and operational research. The results show that under the present market conditions such an investment is not profitable. Unexpectedly, the sensitivity analysis shows that most of the time higher price volatility reduces annual revenue. Furthermore, the project׳s lifetime only has a marginal impact on the Net Present Value. The value of the concession, which is the right to use water, is also assessed on the basis of a real option analysis including a long-term horizon. Its present value is substantial even if the project is currently unprofitable. Energy security has been an actively studied area in recent years. Various facets have been covered in the literature. Based on a survey of 104 studies from 2001 to June 2014, this paper reports the findings on the following: energy security definitions, changes in the themes of these definitions, energy security indexes, specific focused areas and methodological issues in the construction of these indexes, and energy security in the wider context of national energy policy. It is found that the definition of energy security is contextual and dynamic in nature. The scope of energy security has also expanded, with a growing emphasis on dimensions such as environmental sustainability and energy efficiency. Significant differences among studies are observed in the way in which energy security indexes are framed and constructed. These variations introduce challenges in comparing the findings among studies. The recent energy independence and climate change policies encourage development and utilization of renewable energy such as bioenergy. Biofuels in solid, liquid, and gaseous forms have been intensively researched, produced, and used over the past 15 years. This paper reviews the worldwide history, current status, and predictable future trend of bioenergy and biofuels. Bioenergy has been utilized for cooking, heating, and lighting since the dawn of humans. The energy stored in annually produced biomass by terrestrial plants is 3–4 times greater than the current global energy demand. Solid biofuels include firewood, wood chips, wood pellets, and wood charcoal. The global consumption of firewood and charcoal has been remaining relatively constant, but the use of wood chips and wood pellets for electricity (biopower) generation and residential heating doubled in the past decade and will increase steadily into the future. Liquid biofuels cover bioethanol, biodiesel, pyrolysis bio-oil, and drop-in transportation fuels. Commercial production of bioethanol from lignocellulosic materials has just started, supplementing the annual supply of 22 billion gallons predominantly from food crops. Biodiesel from oil seeds reached the 5670 million gallons/yr production capacity, with further increases depending on new feedstock development. Bio-oil and drop-in biofuels are still in the development stage, facing cost-effective conversion and upgrading challenges. Gaseous biofuels extend to biogas and syngas. Production of biogas from organic wastes by anaerobic digestion has been rapidly increasing in Europe and China, with the potential to displace 25% of the current natural gas consumption. In comparison, production of syngas from gasification of woody biomass is not cost-competitive and therefore, narrowly practiced. Overall, the global development and utilization of bioenergy and biofuels will continue to increase, particularly in the biopower, lignocellulosic bioethanol, and biogas sectors. Renewable energy development is a major response to address the issues of climate change and energy security. The utilization of renewable resources, however, highly depends on the climate conditions, which may be impacted in the future due to global climate change. Based on literature analysis, this paper presents a general framework for renewable energy vulnerability assessment and applies grey cluster analysis method to demonstrate the features of vulnerability, and then employs the Simple Additive Weighting Approach to address the multiple-attribute decision problems of vulnerability assessment in China. The categorized results imply that the proposed index system is suitable for decision-making analysis and comparative analysis of renewable energy vulnerability to climate change in China. In terms of exposure part, the cluster results are complex and varied due to the unique combination of natural factors, social factors and the energy structure. In the sensitivity section, the results are presented on the distribution of areas rich in hydropower, wind power and solar energy potential. Moreover, the main results of this study are the higher renewable energy vulnerability of the poorer regions of China to climate change and the relative higher importance of adaptive capacity building in vulnerability management. Climate changes necessitate measures to reduce greenhouse gas emissions (GHG). The European Union's climate and energy policy places particular emphasis on the development of renewable energy, considered to be the primary mean in achieving the climate neutrality goal by 2050. Having in mind the aforementioned, the study was conducted to determine time delay in the development of renewable energy sources between the Visegrad Group (V4) countries and Germany, considered the most advanced country in developing renewable energy and having the greatest impact on shaping European Union climate and energy policy. The time delay econometric method was used in four of its variants. The research results show that, despite the existence of support mechanisms, the development of renewable energy sources (RES) in the V4 countries has a high mutual correlation. There is a hight correlation between RES penetration in energy mix and UE goals of the climate and energy policy until 2020. At the same time, the available data from the analysed period 2004–2019 indicate growing time delay between the reference facility—Germany and the surveyed group. Biomass power is one of the most important renewable energy sources in China. In order to provide a reference for China's biomass power planning, this paper builds a power sector-planning model using the Long-range Energy Alternatives Planning System (LEAP). The results show that in the base scenario, the installed capacity of agricultural and forestry residues, municipal solid waste and biogas will increase to 22350 MW, 21150 MW, and 4900 MW, respectively by 2030. From the point of view of total volume, biomass supply is not a constraining factor for biomass power source. However, there are some social and economic factors that impede the development of the biomass power industry, some of which may not be addressed in the short term. Therefore, the development of the biomass power industry in China is a long-term process.
